Abstract:A scientific supervision system enhances vigorous and standardized development of emerging things. Artificial intelligence-based software as a medical device (AI-Based SaMD) is an important product in the health field enabled by artificial intelligence (AI). As AI develops further, its unique black box algorithm and independent learning ability have posed major supervision challenges. AI-Based SaMD supervision needs to keep pace with the times and a more scientific supervision strategy is urgently required to minimize the adverse events of AI-Based SaMD and their risk impact. This article summarizes the current status of supervision systems and supporting resources of AI-Based SaMD in China and abroad considering the difficulties in algorithm change management, quality control, and safety traceability. In addition, we explore the problems and challenges of AI-Based SaMD in China. Furthermore, we suggest that the AI-Based SaMD supervision and support systems should be improved in China to overcome the disadvantages of post-market supervision.

Abstract:Medication safety is a top concern for medical institutions. Outpatient prescription standard is designed to standardize prescription, dispensing, and supervision for outpatient and emergency prescriptions at medical institutions. The standard covered prescription authorization management, prescription issuance, prescription dispensing, prescription saving and supervision. These four parts focus on risk exposure of patients′medication safety, and aim at safeguarding patient medication safety, which were formulated according to China′s laws and regulations, domestic and international industrial standards and technical specifications, as well as prescription conditions at medical institutions and experts opinions. The standard covers technical requirements and guidance, management measures and system development, serving as an important basis to guide medical institutions on standardize management of outpatient prescription and emergency prescription.

Abstract:The sound implementation of a legal system depends on scientific ideas and an efficient supervision system. Presently, the drug supervision system is a period of transition, with the prospects of establishing a modern supervision system that incorporates the ideals of risk management. To this end, the responsibilities of the drug super-vision agency shall be adjusted horizontally and vertically so as to enhance the efficiency of supervision and to avoid an overlap of functions or supervision vacancy. We should enhance the capacity for governance and cultivate the self-discipline of the industry and associations. The implementation of administrative accountability is necessary to ensure that institutional responsibilities are fulfilled and thereby realize public health.

Abstract:OBJECTIVE:To improve the drug quality continuously.METHODS:The data of drug quality in our hospital in recent 3 years were analyzed statistically in respect of reasons for rejection,classification and statistics of quality problems,comprehensive information of drug quality.The trends of drug quality were interpreted from different sides,and the deficiencies of present drug quality supervisory system were analyzed on the basis of quality information.RESULTS & CONCLUSIONS:The percentage of drug quality problems already existed before leave-factory dropped annually.The rate of drug breakage increased year by year.The sample inspections have passivity and fortuity,passing a relatively long duration.Supervisory department should concern about pictorial information of drug code and external packing,establish drug quality information platform to guarantee the responsibility of supervisory department,pharmaceutical production enterprise,drug supplier and hospital.

Abstract:By reviewing literature and conducting depth interviews,we analyzed domestic and international supervision systems relating to drug safety early warning,and discussed the mode of building up drug safety early warning system.The characteristics are apparently different in domestic and international drug safety early warning; they emphasize separate aspects.It is strongly recommended that an integrated drug safety early warning system should be built up in China for monitoring risks timely.

Abstract:Objectives:This article discusses the definition and scope of drug safety,and is to identify the main risk factors in China.Methods:A systematic review was conducted through searching English database such as PubMed and some web sources to analyze,scope,and synthesize the definition and scope of drug safety,as well as the strategies and implementations of securing drug safety by using literatures within recent ten years.In addition,a quanlitative reviews was undertaken to describe the understanding of the definition and scope of drug safety through reviewing drug safety administrators,health personnel,and specialists.The review was also included their attitudes of the importance of drug safety.Results:290 literatures were included and six of them gave the definition of drug safety.Those included literatures focused on adverse drug reactions/events to monitor,prevent medication errors,risk management,as well as drug accessibility.The scope of drug safety mainly included drug monitoring,adverse drug reactions/events,drug security,drug research and development,pharmaceutical production,the flow of drugs,using and information of drugs.Depth interviews showed that the quality issues and inappropriate use of drugs were major influence factors.Conclusion:This article concluded that drug safety should be defined as a status that the external and internal risk be eliminated by supervising,besides necessary supply and information feedback.In addition,the scope of drug safety was defined as appropriate quality,acceptable adverse reaction risk,none of medical error and accessibility.

Abstract:: Although the current drug service system can meet the fundamental healthcare needs of China, outstanding issues exist in all service sectors, including research and development, manufacturing, marketing, and clinical use. Through a literature search, data queries, specialist consultation, and a panel discussion, this study investigated the current status of the drug service system and identified the main problems. We propose an idea for constructing a new national drug service system to provide drugs to the Chinese people that are of high quality, have a reliable therapeutic effect, come at a reasonable price, and exhibit good medical compliance, thus ensuring the efficacy, safety, availability, and reasonability of drugs for clinical use, as well as promoting a structural transformation of the pharmaceutical industry that will enable China to finally transition from a big country into a great power in the global pharmaceutical industry.

Abstract:The unduly rapid growth of drug expenses in China at present exceeds the countrys economic development and patients endurance, turning into one of the central social issues. The paper gives a detailed analysis of the causes of the problem, which can be attributed both to the field of production and the process of consumption. It also puts forward appropriate countermeasures from the perspective of the structure of the drug industry, hospital management, drug prices, doctors supervision and the medical insurance system.

Abstract:It has been widely accepted in modern pharmaceutical industry that quality cannot be tested into products , instead quality should be built-in by design . However , the implementation of Quality by Design ( QbD ) in development , manufacture and supervision of traditional Chinese medicine ( TCM ) still remains to be a challenge . The program of safety re-evaluation of TCM injections provides an opportunity to practice QbD approach in TCM industry . This paper discussed some potential ways that improve the quality of TCM injec-tions base on QbD related tools , including identification of critical quality attributes , critical process parameters and critical material attributes, development of design space and control strategy.

Abstract:Drug-related adverse reactions are among the main reasons for harm to patients under care worldwide and even their deaths. The pharmacovigilance system has been proven to be an effective method of avoiding or alleviating such adverse events. In 2019, after two decades of implementation of the drug-related adverse reaction reporting system, China formally implemented a pharmacovigilance system with the Pharmacovigilance Quality Management Standards and a series of supporting technical documents created to improve the safety of medication given to patients. China’s pharmacovigilance system has faced many problems and challenges during its implementation. This spontaneous reporting system is the main source of data for China’s medication vigilance activities, but it has not provided sufficiently powerful evidence for regulatory decision-making. In conformity to the health-centered drug regulatory concept, the Chinese government has accelerated the speed of examination and approval of urgently needed clinical drugs and orphan drugs along with the requirement to improve the safety supervision of these drugs after their listing. China’s marketing authorization holders（MAHs）must strengthen its pharmacovigilance capabilities as the primary responsible department for drug safety. Chinese medical schools generally lack professional courses on pharmacovigilance. The regulatory authorities have recognized such problems and have made efforts to improve the professional capacity of pharmacovigilance personnel and to strengthen cooperation with stakeholders through the implementation of an action plan of medication surveillance and the establishment of patient-based adverse events reporting system and active surveillance systems, which will help China bridge the gap to bring its pharmacovigilance practice up to standards.

Abstract:To strenghthen the drug post-marketing surveillance system and ensure the drug safety,the China Food and Drug Administration (CFDA) introduced a policy of drug post-marketing intensive surveillance and its related work guideline in 2013.This guideline regulated the property,content,responsibility,procedure and criterion of the intensive surveillance to direct pharmaceutical companies to carry out the work and implement the policy.Since the policy was on its initial stage and the understanding of the regulation was discrepant,learning about the content of the guideline and discussing the potential problems could be helpful to achieve the objective and expectation of the intensive surveillance.
Analysis of the problems of drug sampling and testing programme under tripartite system reform in China

Abstract:Rationale: To ensure that quality medicines are available to the populace. Aim and objective: To provide a new perspective for drug sampling and testing using a risk-based approach globally, and provide a reference for improving the efficiency of the drug sampling and testing programme in China. Method: This study used a combination of theoretical analysis and problem analysis. First, we analysed the high-risk drugs that should be given attention to theoretically in the drug sampling testing programme based on the healthcare reform in China. Second, this study leveraged on data on the sampling and testing of drugs extracted from self-constructed data by the China Food and Drug Administration (CFDA). The integrated and structured data sets were used to conduct an innovative analysis that identifies the actual content of the drug sampling and testing programme and contrasts them with the theoretical content to understand the problems. This study used quantitative and qualitative approaches for data analysis. Results: Following analysis, we discovered that there is still a big gap between the reality of drug sampling and testing in China and the ideal state of the objective requirements of healthcare reforms. The major sources of risk are the retail pharmacies or hospital pharmacies in the distribution chain of drugs; however, the CFDA sampled mostly drugs from drug manufacturers. Additionally, the CFDA did not sample adequate essential medicines, bid-winning drugs (especially those with large price drops in centralized procurement), biological products and other high-risk drug varieties. The high-risk drugs produced by companies or enterprises with a history of noncompliance, especially bid-winning enterprises in centralized procurement, were not sampled. Conclusion: We suggest that the major content of drug sampling and testing in China should focus on the link of drug utilization, varieties of drugs with large price drops in centralized procurement and bid-winning enterprises with a history of noncompliance.
A Game Theory Analysis of the Supervision of Food Safety in the Background of "Sanlu Milk Powder Event"

Abstract:"Sanlu milk powder event" has alarmed us again to pay attention to the supevision of food safety in our country.In this paper the process of supervising food safety is analyzed by the method of game theory,it is pointed out by analysing the econmic meaning of equilibrium outcome and nonequilibrium outcome that in food safety supervision,"fine instead of legal responsibilities"and"system of inspection exemption" are not scientific.This paper puts forward suggestions for system and policy making in supervision of food safety.Main ideas are as follows:firstly reducing cost of supervision by taking various measures;secondly giving more prominence to the role the supervisors and punishing severely the enterprises violating the law and the supervisors misconducting in office;thirdly abolishing"system of inspection exemption"and establishing a long-term supervision mechanism.

Abstract:Recent global estimates of deaths from poisoning suggest that more than 150,000 deaths occur each year in China from pesticide poisoning alone. One response from the Chinese government has been to set up Poison Control Centers in each province to improve management. Unfortunately, the epidemiology of poisoning in China is still unclear and there are no specialist clinical toxicologists to take the lead in dealing with the massive loss of life. The objective of this article is to survey the situation of clinical toxicology in China and give some suggestions for its development.

Abstract:Tibetan medicine is an essential part of Chinese medicine and has unique theoretical experience and therapeutic advantages. According to the development principle of inheriting the essence, sticking to the truth, and keeping innovative, the supervision department should give clear and reasonable guidance considering the characteristics of Tibetan medicine, establish a standard system for quality control, clinical verification and evaluation, and accelerate the research and commercialization of new drugs. In view of the needs of drug supply-side reform and the current situation of Tibetan medicine and new pharmaceutical research, we ponder and provide suggestions on the confusion faced by the current supervision of Tibetan drug registration, hoping to contribute to the supervision strategy of Tibetan drug registration and the high-quality development of Tibetan medicine industry.

Abstract:China is a big country of imitation, nearly ninety-seven of the drugs are made of imitation, but the quality of imitation drugs is uneven, causing widespread concern in China. The state, in order to regulate the safety of generic drugs, has steadily promoted the work since the publication of the opinions of the general office of the state Council on the quality and efficacy of generic drugs. But the products of enterprises sometimes as many as a dozen or more, this article from the perspective of pharmaceutical economics to help enterprises scientifically in many products to determine the priority of quality and efficacy consistency evaluation of products, save their capital costs, time costs, so that enterprises better deal with consistency evaluation policy, for the product to obtain a better development prospect.
