Abstract:A scientific supervision system enhances vigorous and standardized development of emerging things. Artificial intelligence-based software as a medical device (AI-Based SaMD) is an important product in the health field enabled by artificial intelligence (AI). As AI develops further, its unique black box algorithm and independent learning ability have posed major supervision challenges. AI-Based SaMD supervision needs to keep pace with the times and a more scientific supervision strategy is urgently required to minimize the adverse events of AI-Based SaMD and their risk impact. This article summarizes the current status of supervision systems and supporting resources of AI-Based SaMD in China and abroad considering the difficulties in algorithm change management, quality control, and safety traceability. In addition, we explore the problems and challenges of AI-Based SaMD in China. Furthermore, we suggest that the AI-Based SaMD supervision and support systems should be improved in China to overcome the disadvantages of post-market supervision.

Abstract:Based on literature review,this paper explores HACCP system decision mechanisms implemented by 117 domestic:food companies and analyzes the cost and benefit of those 66 companies which have implemented HACCP system.The behave motivation factors and main constrains are found,which influences food co-mpanirs' adoption HACCP system ay present.Therefore,the control method with market-stimulating in dominant position and administrative regulation in the complementary position is proposed.And it is also suggested that strategy of propelling the extension of compulsory HACCP certification gradually should be implemented in those large enterprises,especially in those with export advantages.And corresponding specific measurements are given finally

Abstract:The expansion of applications of medical devices has attracted the increased attention of government regulatory bodies around the world to the safety and effectiveness of these products. Most developed countries, such as the United States and European Union, have developed well-established regulatory systems for medical devices, which have also consistently been amended to accommodate the changing requirements of safety and the trend of globalization.The current "Regulations for the Supervision and Administration of Medical Device (China)", established in 2000, has brought about great improvements for the safety and effectiveness of products, safeguarding public health. But there are still, at present, a lot of counterfeit and poor quality devices and device-related adverse events for lack of powerful post -market and in-use regulatory controls for products. It is therefore very urgent for the Chinese government to reform its medical device administration and management. This research paper analyses and compares the different requirements and executions of medical devices regulations in the EU, the US and China, to draw some experiences of the EU and US regimes that are very useful to China's regulatory reform. It is suggested that when developing a new scheme of medical devices regulatory reform in China, two prominent aspects have to be considered by policy makers and regulators. Firstly, the global trend of medical devices regulations has to be taken into account. Secondly, the experiences learned from the EU and US systems should be applied to the Chinese regulatory reform in combination with the concrete practice of China.

Abstract:Objective: By introducing the pilot situation of post-market supervision of medical devices purchased by third-party institutions in Jiangsu Province, China, the problems exposed by them were analyzed. At the same time, it draws on relevant advanced experience in the management of EU notified bodies to provide suggestions for optimizing China's follow-up practices and promoting social co-governance supervision. Method: Conduct on-the-spot investigations in Jiangsu Provincial Food and Drug Administration, China, conduct interviews with regulators on the progress of the project, and conduct in-depth communication. A large number of inquiries about the relevant research literature of the EU notified body and the laws and regulations promulgated by the EU, and systematic analysis. Results: In the introduction of third-party agencies to assist post-market supervision of medical devices, the Chinese government still has problems such as lack of relevant laws and regulations, imperfect access mechanisms for third-party agencies, imperfect supervision mechanisms, and backward regulatory informatization construction. Conclusion: Introducing third-party agencies to assist in the supervision of medical devices can effectively ease the pressure on supervision and supplement supervision resources. It is suggested that the Chinese government learn from the management experience of the EU notified bodies, improve the regulatory legal system, introduce relevant regulations, improve the access mechanism of third-party institutions, improve the supervision mechanism, strengthen the construction of supervision informatization, and build a unified supervision platform.

Abstract:Objective:To analyze the current situation of allocation and utilization of major medical equipment in China and make policy recommendations.Methods:Literature review and field survey methods were used to achieve the purpose.Results:The utilization of major medical equipment in the inpatients was higher than that in the outpatients.The service amount of CT was the biggest and service amount of major medical equipment decreased from east to west.Utilization efficiency varied among sample provinces(city),and positive detection rate was generally high.Excessive use and under use coexisted.Macro distribution and utilization management need to be improved.Conclusion:The macro-governance policy on major medical equipment should be optimized during the new health system reform.Some mechanisms for major medical equipment should be developed and improved,including distribution,investment,monitoring and evaluation.

Abstract:This article analyses the current situation and development of Chinese medical device testing institutes from the perspectives of the two most important functions - testing functions and medical device standardization functions. Areas Covered: The objective of the Chinese government regulations for medical device industry is to ensure the safety and effectiveness of medical devices for Chinese patients. To support the regulation system, the Chinese government has established medical device testing institutes at different levels for example, the national, provincial, and municipal levels. These testing institutes also play an important role in technical support during medical device premarket registration and post market surveillance, they are also the vital practitioners of Chinese medical device standardization. Expert Commentary: Chinese medical device testing institutes are technical departments established by government, and serve the regulatory functions of government agency. In recent years, with the rapid development of medical device industry as well as constantly increasing international and domestic medical device market, the importance of medical device testing institute is more prominent, However, there are still some problems unsolved, such as their overall capacity remains to be improved, construction of standardization is to be strengthened, etc.

Abstract:Objective: To identify and analyze the problems of major medical equipment(class B) allocation and management in China.Methods: National and provincial major medical equipment(class B) regulations were reviewed and compared.Sixteen secondary and tertiary hospitals from three provinces and one municipality were selected and typical investigations and experts meetings were delivered to get in-depth understanding of management status of major medical equipment(class B) allocation and management.Results: Problems of major medical equipment(class B) allocation and management in China included: irrational allocation plan and shortage of allocation in primary-level hospital;low independent research and development level and vacancy of operation personnel management;unclear division of investigation and supervision and insufficient administrative efficiency.Conclusion: Government departments at all levels have issued equipment management policies,which have achieved favorable effect.Continuous efforts of major medical equipment allocation and management should be made.

Abstract:Objective In the context of COVID-19, the domestic and foreign demand for emergency medical devices, such as medical masks and protective suits, is surging, and it is urgent to complete the registration and review of emergency medical devices with high efficiency and quality, which requires a mature and perfect registration and review system as the support. This paper aims to compare and analyze the domestic and foreign registration and review system of emergency medical device, summarize the good experience, and provide feasible suggestions for improving China's emergency medical device registration and review system. Method USA, Canada, Japan and the European Union were selected to make a comparative analysis with China from the aspects of legal system and emergency registration and review procedure by literature research, comparative analysis and other theoretical methods. Results The legal system and review mechanism of emergency medical device registration in China have been relatively perfect, but the safety and risk balance mechanism and the comprehensiveness of emergency management measures need to be further improved. Conclusion On the basis of maintaining its own institutional advantages, China should learn from foreign experience to further optimize the registration and review system of emergency medical devices, so as to improve the ability of response and implementation of China in public health emergencies.

Abstract:The implementation of an effective quality management system has always been considered a principal method for a manufacturer to maintain and improve its product and service quality. Globally many regulatory authorities incorporate quality management system as one of the mandatory requirements for the regulatory control of high-risk medical devices. The present study aims to analyze the GMP enforcement experience in Taiwan between 1998 and 2013. It describes the regulatory implementation of medical device GMP requirement and initiatives taken to assist small and medium-sized enterprises in compliance with the regulatory requirement. Based on statistical data collected by the competent authority and industry research institutes, the present paper reports the growth of Taiwan local medical device industry after the enforcement of GMP regulation. Transition in the production, technologies, and number of employees of Taiwan medical device industry between 1998 and 2013 provides the competent authorities around the world with an empirical foundation for further policy development.

Abstract:This paper gives a brief introduction of domestic status of supervision on occupational health and explores the main factors resulting in this problem.Several issues were discussed involving in austere situation of supervision on occupational health,including imperfect administration system,incomplete tripartite consultation mechanism,lag of construction of laws and regulations,insufficient investment in occupational health and effect of special development period of the economy.Thus,in order to improve condition of supervision on occupational health,measures should be taken such as rationalizing the supervision system and perfecting operational mechanism of occupational health,constructing laws and regulations related to occupational health,increasing investment in occupational health and accelerating commercialization of occupational health technique service,and especially realizing integrated administration of occupational health and occupational safety according to experience of developed country.

Abstract:In recent years, China has made great progress in basic nanomedicine, nanotoxicology and nanobiology research. Nanotechnology has been continuously applied in biomaterial and medical device, more and more medical devices applying nanomaterials are developed and manufactured. In order to gain more comprehension and accurate understanding of the research and industrial development in nanobiomaterial medical devices, this study reviewed the common nanomaterial in medical devices and the regulatory situation of nanomaterial medical devices at home and abroad, and discussed the current challenges in biological evaluation of nanomaterial medical devices, with a view to providing ideas for the safety evaluation and research of related products.

Abstract:With the encouragement of policies and the rapid development of the biopharmaceutical industry, the number of software as medical device (SaMD) registration applications in Shanghai has continued to increase in recent years, and this paper summarizes the GMP nonconformities found in the field inspection of SaMD in Shanghai from 2020 to 2023, and the results show that nearly 70% of the problems were found in the software development process. Through in-depth analysis, this paper proposes the corresponding countermeasures for the problems found in the five most common stages such as software requirements, software design, software testing, software defect management and software configuration management, combined with the characteristics of software development. These suggested measures have certain reference significance for medical device software development and quality control personnel, and technical reviewer and inspectors.

Abstract:Shanghai Waigaoqiao Free Trade Zone as one of the special customs supervision areas of China (Shanghai) free trade pilot area, gathered a large number of general agent enterprises related to medical apparatus and instruments. This article analyzes the characteristics of special environment and medical equipment business in Shanghai Waigaoqiao Free Trade Zone in order to further implement the national administrative examination and approval reform. According to the latest requirement in laws and regulations of medical instruments, and trend of development in the industry of medical instruments, as well as research on the basis of practices of market supervision in countries around the world, this article also proposes measures about precision supervision, coordination of supervision, classification supervision and dynamic supervision to establish a new order of fair and standardized competition in market, and create conditions for establishment of allocation and transport hub of international medicine.

Abstract:China is facing great difficulties and challenges in its quest to transition from the low end to the high end of the medical devices industry.In the burgeoning field of new wearable medical devices,we are encountering many more opportunities to catch up with the leaders in the field,although challenges still exist.The Chinese Academy of Engineering recently organized a major advisory project:the National Health and Medical & Health Industry Development Strategy.Research on the Development Strategies of MedicalDevices andNew Wearable MedicalDeviees is one of the eight key subjects in this project.As a result,this paper studies and systematically analyzes the subject of research into medical devices,and the requirements,characteristics,focus,and politics of this field have been assessed.This paper reports on the results of this project regarding research into medical devices and new wearable devices.This paper includes suggestions and proposals to clarify critical issues affecting the development of wearable medical devices.
