Abstract:The value of honesty is the self-restraint and the other-restraint.Political honesty is an important morality of politics.The history of human being declares:to realize respective right in the way of non-cooperation will lead to negative effects.When people make contracts,they believe that the law or the allowed 1aw(customs and habits,and so on)can protect a part of their own rights,so they are bound to fulfill the contracts.Constantly authorization and supervision are the performance of the rights,and they are also a variation process and order to ensure the proper use of the rights.It is unrealistic and unnecessary to let all the people participate in authorization and supervision,so the owner of the rights needs to consign the others.There is the relationship between the constituency and representative,the relationship between assigners and assignees,and the gaming between them should be in accordance with the criteria of honesty to realize the aim of double winning.The harmonious development of the society must be built on the political honesty system.

Abstract:The systematized legislation for the governmental responsibilities should be included in responsible government,the government ruled by law as well as service government.The word responsible government means the governmental responsibilities,which consists of the governments responsibility for morality and justice,responsibility for politics and responsibility for law.The core-responsibilities among them is the responsibility for law,which should be emphasized and recognized.Using responsibility for morality and justice and responsibility for politics to take place of the responsibility for law is far beyond the requisition of being the nomocracy-government. Service government is an objective need for the development of the contemporary service administrative and the beneficialadministrative.It should be processed in the legal framework,under the responsibility for law and the monitor of law.the nomocracy-government requires the systematized legislation for the governmental responsibilities,which means to seriously confine the contents of the governmental responsibility for law,and the modes of the burden of the governmental responsibility for law,and the methods of investigating its responsibilities.Governmental responsibilities for law include protection of civil right,public benefit,public environment and public security.So called administrative recuperation responsibility and administrative compensation responsibility of government are not the content of governmental responsibilities itself.They are the mode of burden of the governmental responsibilities and the responsibility of redress.

Abstract:Integrity as a foundational moral value is the bedrock upon which a healthy society is built. Confucianism and Legalist respectively make suggestions for maintaining integrity: through virtue and through law, which in real life are the sense of honor, and reward and punishment.The study has the following results:（1） The sense of honor and trust in courts both help to maintain integrity, which can be seen as the empirical evidence of Confucianism and Legalist;（2） Compared with Legalist, Confucianism has proven to be more effective;（3） The two schools of thought exclude each other, that is, the implementation of one crowds out the other.

Abstract:The government plays an important role in the establishment and transformation of market economy in China. The North Paradox, i.e. the dilemma of state, suggests that we should beware of the negative impacts due to the improper administrative interventions and the lack of governmental accountability, while making full use of governmental functions. In China, the primary market economy has been established and is in the transformation towards the modern market economy. As the rule of law is its foundation, the successful transformation depends on whether the rule of law can prevail in the society. According to the rule of law, the government should be accountable. The responsible government is of great importance to foster market order and protect the property rights effectively. The rule of law is the indispensable institutional footstone for the responsible government. And the latter is the embodiment of the former in public administration. The responsible government which is a significant integrant of modern market economy is the political foundation for all states transforming towards modern market economy. The construction of responsible government depends on a complete set of institutions to ensure the government accountable to the people. The norms of governmental accountability, the appraisal mechanism of accountability performance, and accountability mechanism are the basic institutions.

Abstract:To effectively solve the public problems in the contemporary Chinese society and deeply reform and open up,there is an urgent need to deepen the reform and building of Chinese government.In order to carry out this urgent need,it is necessary to ponder the precondition question" What is Government?" first.In contemporary world,there are big differences between China and Western government in the aspects of the attitude of the government,the powers of the government awareness and disposal,the government's responsibilities and objectives etc.In order to transcend the past understanding of "What is Government",we need to review the questions of "will the government need theory of human nature as a support? Abstract:In the face of the reality of value pluralism and interest differentiation,it becomes an urgent problem and an academic problem worthy of philosophical review how to maintain the social integrity.As the antithesis of social integrity,the lack of social integrity is incompatible with the cause of socialism with Chinese characteristics.This paper reviews the main manifestations and consequences of the lack of social integrity.It reveals its philosophical root and discusses the possibility of advocating social integrity and then building an integrity society,which should be founded on love,guaranteed through contracts,and pushed by sincere action.The paper points out that compared with western philosophy,the Chinese philosophy contributes more to the discussion of integrity,which deserves the serious attention and active reference of today's advocators of social integrity.
