Abstract:In the U.S.higher education system,the management of academic programs generally assumes a style of negotiation between the inside and outside stakeholders of universities and between the government and universities. Although the approval and adjustment of academic programs are free from the restriction of a program catalog,they are subject to the government's supervision and society's participation.The shared governance among the universities, government and society ensures the flexibility,diversity and orderliness of the development of academic programs. This article introduces the management systems and operation mechanisms of program management at the state governments and universities,and analyzes their unique features and experience.

Abstract:In the perspective of culture in an organization,the essence of college(department) culture is actually a management idea and management method,which is based on human,by the means of culture-induced,with the purpose of stimulating self-conscious,behaviors of faulty members and students.The research on college(department) culture of comprehensive university not only can enrich culture theory on campus,but also has necessity in practice.College(department) culture and campus culture are a holistic,meantime,the former with the characters of more scientific,more refer to local area and more aheading time.The construction of college(department) culture is so complex a system engineering that we must obey reasonable management concept,pay attention to the fuction of informal organization and the management of culture networks,create activities and ceremonies to care culture and shape traditional culture.

Abstract:The essence of university is knowledge creation and knowledge dissemination. The knowledge of the university can be divided into two parts: the knowledge of the organization itself and that of social needs. By analyzing the relationship between different categories of knowledge and different forms of organizations , and the relationship between different ways of the creation and dissemination of knowledge , we can build the basic analysis framework of the organization model and recognize the basic characteristics and foundation of the different organization models. Therefore , the best organization model could be explored in this way. Moreover , we also find that under the knowledge economy , the network organizational model will become the dominant form of the university and it will play a critical role in the university governance system.

Abstract:The system is very important to the modern university since it has functions of guarantee and promotion.Hence the modern university should attach importance to the system construction.The construction of the modern university connects closely with both its external relationships and the system construction of internal management.The former has a great impact on the development of modern university and the latter can provide the modern university an efficient development.The impact from the external relationships mainly embodies in the modern university's relationships with government at all levels,enterprise,public institution,and other universities while the efficient development mainly reflects in three aspects: the operating system of administration,the academic power system and allocation incentive system.This article will give a comprehensive analysis of problems exist in Chinese universities' governance structure system from a perspective of organization system designing.It will also give some countermeasures and proposals to improve the university's governance structure and system construction based on the successful experience cases in Europe and the United States.

Abstract:University governance structure is the hard-core of modern university system.Following the logic thread ofsystem arrangement-power origin-power distribution-governance structure,the paper makes an in-depth expo- sition of the phenomena and theory of university governance structure.Based on analyzing the distribution and origin of university power by borrowing ideas from dependence-power theory and capital-power theory,the author provides a logic proposition of characterizing the university governance structure;then it testifies this internal logic through compa- ring the differences among American,C,erman and Chinese university governance structure models.Lastly,the author makes the judgment and evaluation on the reality and trends of Chinese university governance structure according to the above theory,and stresses on the government's responsibility and mission in the university governance reform.

Abstract:Due to the academic power,the university carries some unique organizational features as opposed to ordinary organizations.However,the university did not show much difference from other organizations,when it comes to the organizational style.It usually adopts two commonly used systems:guild system and hierarchical system.It is rare for university to adopt pure guild system or pure hierarchical system.Most of them combine two systems together.

Abstract:This paper studies the common problems in the organization of academics in China's comprehensive research universities from the international and comparative perspectives. Assisted by the cases of some major American research universities, the first part highlights the common feature of the three-tier structure of academic schools within a university. In light of this insight, the second part analyzes the shortcomings in China's prevailing academic field classification system, the biases in the organization of academic departments and schools within universities, and the problems in undergraduate and graduate programs. Based on these analyses, it puts forward corresponding reform proposals.

Abstract:The aim of governing the university is to enjoy the academic life and acquire knowledge,whereas the phenomenon of the university value anomie makes people feel learning knowledge only as the tool instead of the purpose. Many reasons,however,may contribute to it,basically it is the anomie of the academic autonomy. The“double shoulder task”system may be the initiator,among which the disorder of the professors and the pres-idents makes stronger. To run it well,we should take the way of legalization,complete the system of independent administrative corporation,improve the university regulations,and change the governing mode.

Abstract:The further development of reform and opening-up,the mature of the Socialist Market Economy and the acceleration of social transiation lead to a deep revolution in education concepts.The traditional relationship between government and universities do not adapt to the open market and it blocks the way of higher education to come into contact with the internationl education,and it also impedes the development of colleges and universities in some degree.Based on the Principal-agent Theory,this article analyzes the current situation and causes of government-universities relation.Establishing a new principal-agent relation between government and universities is proposed according to Development Plan Outline for Medium and Long Term Science and Technology Development(2010-2020).

Abstract:The university today has become multiversity with high degree of heterogeneity. As the academic power of the scholars challenges the administrative power of the organization, the integration of university could not be based on hierarchical authority, rules, or procedures. The economic incentives could not have much impact on the academicians. The glue, which could hold the organization together, is shared values, beliefs and congruous goals. That is to say, the predominant integrating mechanism of university is cultural rather than bureaucratic or market mechanism. So the university has always been described as loosely coupled system, and this has much implication to the university administrators.

Abstract:Based on the results of interviews and questionnaires,this paper makes a comprehensive and detailed portrait of the performance of the discipline inspection and supervision organizations in universities in terms of content,means,resources and impacts. Combined with interview results,it also defines four kinds of influencing factors of the discipline inspection and supervision organizations from two perspectives of organizational factors and stakeholders. With classifying framework as an internal logic,it makes a category analysis from the dimensions of promotion and restriction. Set in a practical background,the paper compares previous study with the final conclusion on the overall performance of universities' discipline inspection and supervision organizations and discusses the significance and value of the study.

Abstract:The organizational changes in modern universities have made the relationship between students and universities more and more complex and diverse. It’s of great significance to investigate and understand the ways and extent of students’ identification towards organizations in universities. It is found through a qualitative research that students’ identification towards university organizations mainly includes four aspects: interest identification, value identification, behavior identification and emotional identification, which are realized through eight paths: organizational attraction, individual subjectivity, consistency between individuals and organization, organizational participation, conformity, a harmonious interpersonal relationship, sense of belonging and identity perception.
