Abstract:When "democracy" and "freedom" have the upper hand, how should we measure the temperature of "republican" thought, and understand its balancing function in modern public life? The "publicness" is the basic value concern of republicanism. Classical republicanism's exploration of this theme has led to two overlapping and complementary approaches to governing. One is the "rule of virtue;" that is to say, citizens are guided by education in virtue to make the public interest their priority. The other is the "rule of law," applying mixed equilibrium to prevent public power from degenerating into a private weapon in the hands of particular individuals or groups. It can be said that it is precisely the complementary compounding of the two approaches that constitutes the integral and flexible framework of the classical republican tradition. During the period of modern political transformation, radical democrats framed a highly centralized political system in the name of the public will, but this unfortunately failed to handle issues of national governance well in the post-revolutionary era. By contrast, negative liberals advocate a constitutional republic characterized by balance of power. Nevertheless, the over-expansion of negative liberty has generated a kind of "citizens' egoism syndrome" in present-day society. Therefore, we need to have a proper understanding of the moderate republican temperament in order to revive and popularize the republican tradition in the circumstances of the new era. Temperate republican thought can be viewed as the indicator and regulator of a healthy public life.
