Abstract:Human rights and public health considerations provide strong support for policies that maximize employment. Ample historical and conceptual evidence supports the feasibility of full employment policies. New factors affecting the labor force, the rate of technological change, and the globalization of economic activity require appropriate policies--international as well as national--but do not invalidate the ability of modern states to apply the measures needed. Among these the most important include: (I) systematic reduction in working time with no loss of income, (2) active labor market policies, (3) use of fiscal and monetary measures to sustain the needed level of aggregate demand, (4) restoration of equal bargaining power between labor and capital, (5) social investment in neglected and outmoded infrastructure, (6) accountability of corporations for decisions to shift or reduce capital investment, (7) major reductions in military spending, to be replaced by socially needed and economically productive expenditures, (8) direct public sector job creation, (9) reform of monetary policy to restore emphasis on minimizing unemployment and promoting full employment. None are without precedent in modern economies. The obstacles are ideological and political. To overcome them will require intellectual clarity and effective advocacy.

Abstract:The implications of the Liberal-National Party Coalition's policy with regard to wage determination in Australia are assessed in relation to appropriate goals for wages policy. Although the current Accord-based system has shifted its focus over the last decade, from generally applied wage determination principles aimed at inflation control to an enterprise based system aimed at productivity enhancement, the Coalition's policy should not be seen as merely an extension of the current system. This is because, in pursuit of faster productivity gains, the Coalition policy aims at the permanent exclusion from the wage determination process of the two institutional elements which provide the scope for an anti-inflation incomes policy in Australia — the Industrial Relations Commission and the Australian Council of Trade Unions.

Abstract:Abstract Between 1942 and 1945, Kalecki emphasised the incompatibility between capitalism and full employment. Rather than stabilising market economies, full employment would have triggered social conflict by providing self-confidence amongst the workers and the lower strata of society. Accordingly, in any program of social transformation, the initial condition that had to be established was (guaranteed) full employment and economic security for workers to alter the game’s rules. Like Marx, full employment of resources became a condition of crisis in a capitalist economy. Upon this premise, Kalecki rejected both Keynes’s and the Fabians’ views, according to which full employment was essentially a technical operation to be achieved by intellectual persuasion and some basic control. The emphasis on persuasion implied an overestimation of the role of economic theory, meant as a method of moulding ideas and opinions of the country leaders. On the other hand, the lack of institutional analysis implied that full employment became a mere tool to guarantee capitalism’s correct functioning. Kalecki’s stance reflected his different background, both methodological and political.

Abstract:Flexible labour markets are increasingly regarded as the answer to a wide spectrum of labour market and societal challenges from creating jobs to reducing segmentation and welfare dependency, improving public finances and supporting workforce diversity and innovation. The contention is that, contrary to these claims, flexible labour markets generate fundamental contradictions and unsustainable long‐term trends. The jobs miracle is exaggerated and based on low productivity jobs, outsiders often lose most from competition, claimants must work flexibly but still secure a full‐time wage, low‐wage employment is shrinking the fiscal base, jobs are not being adjusted to accommodate workers' changing needs and capacities and the disposable labour model is undermining long‐term productivity.

Abstract:Imagine what education would look like if upon completion every graduate was guaranteed a job paying a living wage, democratically created, doing meaningful work... This is a political possibility in most countries in the world today: Modern Monetary Theory (MMT) demonstrates that, provided a country has sovereignty over its currency, which most now do, it faces no nominal constraints on spending and can always choose to guarantee jobs and maintain full employment. Yet a pervasive feature of the neoliberal phase of the Capitalocene has been precisely the opposite: high and rising rates of un- and underemployment. This article examines the reasons for this trend and argues that its impact on education has been both unnecessary and detrimental. Finally, it suggests a strategy for educators to reverse this trend and the associated policy of economic growth, and, with reference to history, imagines what the effects such a reversal might have.

Abstract:Abstract This article uses Loïc Wacquant’s concept of the centaur state to analyse symbolic framings of the meaning and future of work in the Australian policy response to COVID-19 in 2020. In contrast with historical conceptualisations anchored in rights and social security, contemporary Australian social welfare policy discourse is dominated by political representations of the imperative to work. For people currently outside of the labour market, self-reliance through paid work is a primary objective of social security policy. In 2020, economic impacts of national lockdowns were ameliorated by large transfers from the state to businesses and individuals. Concurrent announcements of plans for a ‘business-led’ post-pandemic economic recovery centred the message that the meaning of work lies in its individual and social utility. Prior to the pandemic, transformation of the modes of organisation of work had already brought into question normative claims about the meaning of work, and what is comprehended by the term ‘job’. Analysis of key ‘economic recovery’ policy initiatives illustrates that they combined considerable corporate welfare with a construction of job seekers as having unrealistic expectations of meaningful work, for which there could be no room in the institutional machinery driving economic recovery. In the policy trajectory of the Australian centaur state, the future of work for people currently unemployed is to serve as a resource to fuel the business-led recovery.

Abstract:Re-employment of the unemployed and security of their basic life is a matter of overall importance and strategy in transforming China. Community employment is an integral part and great innovation of Chinese employment policy framework and employment service system and it has special important meaning of reality, theory and policy. On the basis of experiential discovery and from the angle of historical change and international comparative study, the author first summarizes four kinds of conceptual orientation about community employment and its intension and extension. The author initiates modern employment policy framework consisting of three sorts of employments of free market, quasi-market and government protection, and analyses its implication of theory and policy.

Abstract:Abstract The 2022–2023 review of the Reserve Bank of Australia, published in March 2023, was a missed opportunity to reconsider the currently dominant framework for monetary policy. This framework, based on strong central bank independence and reliance on adjustments to central bank interest rates to achieve a 2–3% inflation target, has performed poorly at a global level and is no longer sustainable. A new framework, accepting a higher average rate of inflation and taking explicit account of the objectives of full employment and economic prosperity, is needed.

Abstract:Unemployment has a wide range of adverse consequences over and above the effects of the low income which people out of work receive. In the first decades after the war Britain tended to have a lower unemployment rate than most peer countries but this changed in the 1980s and 1990s, when Britain’s unemployment rate surged during the two recessions—possibly as a result of policies designed to tackle inflation. The young, those with less education, and ethnic minorities have higher risks of unemployment and these risks are cumulative. The evidence suggests that the problems facing young men with only low qualifications became relatively worse in the 1990s and 2000s. This perhaps reflects the dark side of educational expansion, young people with low qualifications being left behind and exposed in the labour market.

Abstract:In the late 1990s, Employability theory rose in the context of social policy transition in Western countries. Employability theory advocates the change from the traditional passive welfare policy and employment policy to the employment-oriented theory and policy. The Improvement of employability relies on the perfection of social policy and economic policy, which mutually promote and no one could be put ahead of the other. Employability theory and its practice in the Western countries provide intellectual resources for China’s social policy transition and employment. It would be the options to solve the employment problems to implement a positive policy of human capital investment, construct employment-oriented social policy system, perfect the labor market policies and establish mechanisms to prevent long-term unemployed, and promote all the active involvement.
The Anathattractive s/State: A Marxist-Semiotic Analysis of the Discourse, Ideology and Practice of Neoliberal Workfare

Abstract:This paper explores the complex semiotic entanglement between discourse, ideology and practical application surrounding the neoliberal welfare policy known as workfare. It focuses particularly on the Flexible New Deal - the version of workfare trialled in the UK from 2009 to 2010 under New Labour. The Flexible New Deal was a privately administered, for-profit, payment-by-results scheme which made receipt of welfare benefits conditional upon reciprocal activity – in particular, attendance at workfare centres for “re-training”. This paper provides a Marxist-semiotic analysis of an actual Flexible New Deal centre, based on participant observation in 2010. This is framed within a wider analysis which proposes that an economic undercode dialectically interacts with class-racist ideology to semiotically sculpt the victims of structural unemployment into an apparent culture of pathological dysfunction – a theatrical illusion which nevertheless renders each unemployed person victim to a mendacious “rhyming up” with media folk-devils. In conclusion, this paper argues that via the term “underclass”, individual states of poverty are transformed into the perception of a socially-cancerous, welfare funded, expanding state (i.e. nation) within the State. This elision of personal and plural, and transubstantiation of the processes of poverty into people, is marked by the novel signifier “s/State”.

Abstract:A major aim of the Labour Government elected in May 1997 was to change British social policy away from passive income maintenance towards promoting employment, investment and opportunity. Many of its policy initiatives bear the clear imprint of a social development model. Investment in education and health are seen as paramount, community rebuilding through partnership‐based economic renewal and the promotion of social capital through neighbourhood renewal are all explicit priorities in the government's spending plans. Note: this approach to policy will continue in Britain now that Labour has been returned for a second term in the June 2001 general election.

Abstract:The 2008 crisis crystallised the trend towards 'precarious' labour market conditions which disproportionately affect young people. Few studies since the crisis, however, examine how young people understand and engage with their economic circumstances and industrial relations. This article draws upon rich and original data from focus groups and an online community exercise to examine the attitudes of young people in relation to the apparent 'normalisation' of precarity in the post-crisis economy. It argues that although young people have internalised precarious labour market conditions, they recognise the abnormality of this situation. It shows that their view of these conditions as immutable, however, means they often fail to see value in conventional forms of trade union organisation. The article concludes by outlining a future research agenda around economic crisis, generational identities and the future of industrial relations.

Abstract:In recent years, theorists have contended that we should move to a mode of social organisation where work and the values attached to it are no longer central, a ‘post-work society’. For these theorists, the modern ideology of work is intrinsically unjust, even irrational and no longer suited to the challenges of our time. The article presents an alternative response to the problems of work and employment. Rather than moving to a ‘post-work’ society, the article argues that we should transform the world of work, precisely by keeping in view why working is important to individuals and the community. In fact, it is not realistic to believe that human societies could ever do without work. Because human societies are by necessity work societies, and work, if organised correctly, entails many goods, we cannot really, and we should not, wish work away.

Abstract:This paper analyses deviations from full employment in EU countries, compared with the US and the UK. We apply the Beveridge (full-employment-consistent) rate of unemployment (BECRU), derived from the unemployment-vacancies relationship. The BECRU is the level of unemployment that minimises the non-productive use of labour. Based on a novel dataset over 1970-2022, we find full employment episodes in selected EU countries (Germany, Sweden, Austria, Finland) during the 1970s. The European unemployment problem emerged in the 1980s and 1990s, as Beveridgean full employment gaps increased. In the run-up to the global financial crisis, full employment gaps declined, then increased during the Great Recession. Slack in labour markets initially increased during the pandemic. Labour markets became tighter when recovering from the COVID-19 crisis, but few countries hit full employment. We show that Beveridgean full employment gaps are informative in predicting the share of persons unemployed and not receiving education or vocational training.

Abstract:The authors argue that there is a need to rethink what a commitment to decent work would mean in the context of South Africa, a country with a large number of long term unemployed. Drawing on their experience of researching work in South Africa, they highlight the relevance of the agency of workers for the progressive realisation of a decent work agenda. The lukewarm response of the government to the diagnostic tool designed to measure decent work led the authors to reframe decent work in a positive way as an organising tool to recruit vulnerable workers into a broader, more inclusive movement of working people.

Abstract:Local exchange trading systems (LETS) are fast becoming a significant socio‐economic phenomenon. It is held that they represent new forms of work which reduce unemployment. The author discusses LETS in the context of three contributions to the future of work to show that LETS are a neglected phenomenon. He then considers whether these proposals on the future of work offer an alternative to the unemployed. The empirical evidence shows a strong bias towards those people in gainful employment and those who are well‐educated and well‐off. In conclusion the author suggests ways in which this bias may be remedied and measures through which LETS may make a practical contribution to the future of work.

Abstract:Suppose we are about to enter an era of increasing technological unemployment. What implications does this have for society? Two distinct ethical/social issues would seem to arise. The first is one of distributive justice: how will the (presumed) efficiency gains from automated labour be distributed through society? The second is one of personal fulfillment and meaning: if people no longer have to work, what will they do with their lives? In this article, I set aside the first issue and focus on the second. In doing so, I make three arguments. First, I argue that there are good reasons to embrace non-work and that these reasons become more compelling in an era of technological unemployment. Second, I argue that the technological advances that make widespread technological unemployment possible could still threaten or undermine human flourishing and meaning, especially if (as is to be expected) they do not remain confined to the economic sphere. And third, I argue that this threat could be contained if we adopt an integrative approach to our relationship with technology. In advancing these arguments, I draw on three distinct literatures: (1) the literature on technological unemployment and workplace automation; (2) the antiwork critique—which I argue gives reasons to embrace technological unemployment; and (3) the philosophical debate about the conditions for meaning in life—which I argue gives reasons for concern.

Technological Displacement and the Duty to Increase Living Standards: from Left to Right

Abstract:Many economists have argued convincingly that automated systems employing present-day artificial intelligence have already caused massive technological displacement, which has led to stagnant real wages, fewer middle- income jobs, and increased economic inequality in developed countries like Canada and the United States. To address this problem various individuals have proposed measures to increase workers’ living standards, including the adoption of a universal basic income, increased public investment in education, increased minimum wages, increased worker control of firms, and investment in a Green New Deal that will provide substantial employment in transitioning to green energy, buildings, and agriculture. In this paper I argue that both left-wing and right-wing positions in political philosophy, such as John Rawls’s Justice as Fairness and Robert Nozick’s Entitlement Theory, are committed to the conclusion that we should take political action to counteract the effects of technological displacement by undertaking such measures to increase workers’ living standards.

Abstract:The job guarantee (JG) is a public option for jobs. It is a permanent, federally funded, and locally administered program that supplies voluntary employment opportunities on demand for all who are ready and willing to work at a living wage. While it is first and foremost a jobs program, it has the potential to be transformative by advancing the public purpose and improving working conditions, people’s everyday lives, and the economy as a whole. This working paper provides a blueprint for operationalizing the proposal. It addresses frequently asked questions and common concerns. It begins by outlining some of the core propositions in the existing literature that have motivated the JG proposal. These propositions suggest specific design and implementation features. (Some questions are answered in greater detail in appendix III). The paper presents the core objectives and expected benefits of the program, and suggests an institutional structure, funding mechanism, and project design and administration.
