Abstract:Much has been written about politicians' preferences for electoral systems, yet little is known about the preferences of voters. In 1993, New Zealand had a binding electoral referendum on the same day as the general election where voters chose between keeping a single plurality system (First Past the Post) or introducing a pure proportional one (Mixed Member Proportional). This paper merges data from all nationwide polling stations to Census data on local voters to examine what drives citizens' preferences for an electoral system. We find that strategic partisan interest was a key driver: voters overwhelmingly preferred the system that most benefited their favorite party. However, socioeconomic characteristics and social values also mattered; people who held more progressive values, were outside the dominant religion and lived in urban areas were much more likely to vote to change to a proportional system. Survey data show that these findings hold at the individual level, and further, that individuals who were angry with the economy were much more likely to vote against the status quo, regardless of their background, party preferences or social values. This behavior is likely to have ultimately balanced the result in favor of Mixed Member Proportional.

Abstract:Criteria for a good voting system have been given particularly careful scrutiny in recent years, with general agreement that the core values are fair results, voter power and choice, and local representation. This paper reexamines the basic ideas of three widely used voting systems, the Single Transferable Vote, List-PR, and Mixed Member Proportional (MMP); and evaluates their performance in terms of both principles and practice. It looks particularly closely at proportionality, examining three aspects:n linearity, the threshold for representation and the threshold for gaining a majority. As regards local representation, an important question is how to design multi-member constituencies. It will be argued that using constituencies based on natural demographic boundaries (such as local government areas) can combine better local representation with stability over time and better proportionality. STV is unsurprisingly best for voter empowerment and choice, as those are parts of its basic idea. Broad conclusions are summarised within the Summary on page 1 of the paper. The paper makes use of recent public availability of large preferential voting data sets for STV elections, making possible new analyses of how STV functions in practice, and of voter behaviour, particularly examining how voters' second preferences relate to their first preferences.

Abstract:When each voter rates or ranks several candidates for a single office, a strong Condorcet winner (SCW) is one who beats all others in two-way races. Among 21 electoral systems examined, 18 will sometimes make candidate X the winner even if thousands of voters would need to change their votes to make X a SCW while another candidate Y could become a SCW with only one such change. Analysis supports the intuitive conclusion that these 18 systems are unacceptable. The well-known minimax system survives this test. It fails 10 others, but there are good reasons to ignore all 10. Minimax-T adds a new tie-breaker. It surpasses competing systems on a combination of simplicity, transparency, voter privacy, input flexibility, resistance to strategic voting, and rarity of ties. It allows write-ins, machine counting except for write-ins, voters who don't rate or rank every candidate, and tied ratings or ranks. Eleven computer simulation studies used 6 different definitions (one at a time) of the best candidate, and found that minimax-T always soundly beat all other tested systems at picking that candidate. A new maximum-likelihood electoral system named CMO is the theoretically optimum system under reasonable conditions, but is too complex for use in real-world elections. In computer simulations, minimax and minimax-T nearly always pick the same winners as CMO.

Universality in voting behavior: an empirical analysis

Abstract:Election data represent a precious source of information to study human behavior at a large scale. In proportional elections with open lists, the number of votes received by a candidate, rescaled by the average performance of all competitors in the same party list, has the same distribution regardless of the country and the year of the election. Here we provide the first thorough assessment of this claim. We analyzed election datasets of 15 countries with proportional systems. We confirm that a class of nations with similar election rules fulfill the universality claim. Discrepancies from this trend in other countries with open-lists elections are always associated with peculiar differences in the election rules, which matter more than differences between countries and historical periods. Our analysis shows that the role of parties in the electoral performance of candidates is crucial: alternative scalings not taking into account party affiliations lead to poor results.

Abstract:Declining levels of turnout and growing distrust in political elites are often seen as symptoms of a crisis of representative democracy. Various proposals of reform have been made to reinvigorate representation and political participation. This paper focuses on one aspect of that debate: finding an alternative to FPTP, which is the electoral rule most frequently used in single-member districts, but which is criticized, among others, for allowing only a limited expression of voters' preferences. Many alternative rules are in use or have been suggested, such as Two-Round majority, Instant Runoff, Approval Voting, Majority Judgement, or Range Voting. The literature on these decision rules has concentrated on their formal properties. Yet, we know surprisingly little about how frequently these rules would lead to different outcomes in normal electoral settings. This paper improves our understanding of these rules by examining their mechanical effects. We start from data on voters' party utilities from "real-world" settings, based on CSES data. This allows simulating and comparing the outcomes of different electoral rules under a variety of distributions of voters' party preferences. We then analyze how frequently they lead to different outcomes and identify the contextual characteristics that explain these differences. For the latter question, we focus on a number of party system or electorate's characteristics, which have been highlighted in debates on challenges to representation (such as ideological polarization, party system fragmentation, or affective polarization).

Abstract:Data of proportional elections show a striking feature: If the parties are ranked according to the number of their voters, the number of votes grows exponentially with the rank of the party. This so-called Zipf's law has been reported before. We first show this correlation in results from recent elections in Germany, France and republican primaries in the USA. However the mechanism generating such feature remains so far unexplained. We develop a mathematical model of voter grouping that is only based on the word of mouth and not on political contents. The model is close to the infinite allele model and the Ewens sampling formula that are well known in population genetics. Strikingly, the model generates output agreeing very well with the observed election data. We further identify a cannibalism effect in Germany, whereby parties above the 5% threshold withdraw votes from parties just below the threshold. We demonstrate that the number of parties present in the parliament can be predicted given the number of parties standing for election. Finally, the steady loss of big-tent parties in Germany in the last 20 years relates to the increasing number of parties since 1975. We discuss the interpretation and consequences of these findings for modern democracies and the rationality or lack thereof of voters' choices.

Abstract:Representative democracy is closely related to elections and voting. Electoral systems can influence not just the number of minority candidates elected but also how majority parties seek to appeal to or marginalize minority voters, and how inclusive candidate lists will be. Electoral systems can be defined and categorized concerning - How many representatives are elected from each constituency? Is the formula used a plurality, majority, or type of proportionality? What is the threshold for representation for parties and candidates? These elements determine the seats in the parliament and the winning parties. This paper does not aim to be an exhaustive one about the wide topic of electoral systems. It aims at presenting an overview of electoral systems in Western Balkans, focusing on the presentation of the main features of the proportional electoral systems in these countries. Proportional representation systems are applied in the countries under consideration, therefore analytical and comparative research will be the focus of the paper. From the short comparative analysis of this paper on the electoral systems in the countries of the Western Balkans, similarities and differences between them are observed. As a result, we will try to understand which of the criteria and formulas used provides better representation and governance for these countries. Finding the Fairest Voting System using Likelihood Analysis

Abstract:This paper takes a statistical approach to determine which of 10 voting systems, or preference aggregation rules, is the fairest based on their probabilistic likelihood of violating Arrow's five social choice criteria. The voting systems considered are: Plurality, Borda, Dowdall, Top Two (Plurality Runoff), Instant Runoff, Coombs, Baldwin, Copeland, Pairwise Majority, and Minimax. This paper builds upon the work of Dougherty and Heckelman (2020) by computing violation frequencies for elections with a greater number of alternatives. Elections with up to 50,000 voters and between three and six alternatives are simulated using both Impartial Culture and Impartial Anonymous Culture. The results of these simulations produce new IIA violation likelihoods for each method and show that Pairwise Majority is the most likely to jointly satisfy all five of Arrow's criteria. Furthermore, of the systems that satisfy transitivity, the Baldwin method is most likely to jointly satisfy all five of Arrow's criteria in elections with three alternatives. As the number of alternatives increase, the joint satisfaction frequencies decrease rapidly for all systems.

Fair Voting Outcomes with Impact and Novelty Compromises? Unraveling Biases in Electing Participatory Budgeting Winners

Abstract:Participatory budgeting, as a paradigm for democratic innovations, engages citizens in the distribution of a public budget to projects, which they propose and vote for implementation. So far, voting algorithms have been proposed and studied in social choice literature to elect projects that are popular, while others prioritize on a proportional representation of voters' preferences, for instance, the rule of equal shares. However, the anticipated impact and novelty in the broader society by the winning projects, as selected by different algorithms, remains totally under-explored, lacking both a universal theory of impact for voting and a rigorous unifying framework for impact and novelty assessments. This paper tackles this grand challenge towards new axiomatic foundations for designing effective and fair voting methods. This is via new and striking insights derived from a large-scale analysis of biases over 345 real-world voting outcomes, characterized for the first time by a novel portfolio of impact and novelty metrics. We find strong causal evidence that equal shares comes with impact loss in several infrastructural projects of different cost levels that have been so far over-represented. However, it also comes with a novel, yet over-represented, impact gain in welfare, education and culture. We discuss broader implications of these results and how impact loss can be mitigated at the stage of campaign design and project ideation.

Abstract:American democracy is struggling. Political polarization has exacerbated division within the electorate, while gerrymandering and hyper-polarization mean only a handful of elections are truly competitive. Voters feel increasingly disenchanted with the major parties and starved for choice. Hungry for solutions, states have turned to a particular form of Ranked Choice Voting called Instant Runoff Voting, now adopted in two states and on the ballot on more this fall. Its promise of greater choice holds intuitive appeal to those interested in improving American democratic institutions.This article sounds the alarm that the rush to reform by adopting Instant Runoff Voting may prove misguided. Well-intentioned advocates have backed a system that treats symptoms, not the root causes of democratic disfunction. We reframe the discussion in terms of robust electoral competition, evaluating voting systems on their incentive structures shaping the political positioning of candidates’ platforms and the extent to which those platforms are responsive to the will of the voters. On those metrics, we argue, the form of Ranked Choice Voting spreading across the country comes up short in much the same ways that our current plurality system fails.We provide a two-part corrective. On a theoretical level, we offer a framework that ties the representativeness of an electoral system to the degree to which it promotes political competition. We show how alternative voting systems can create stronger competitive pressures resulting in more representative election outcomes. On a practical level, we show an alternative Ranked Choice system called Condorcet voting could restore lost incentives within existing constraints. Unlike our current plurality system or Instant Runoff Voting, Condorcet voting ensures that a candidate preferred by a majority over others must win, thereby creating strong competitive pressures resulting in more representative outcomes. We map a feasible path toward revived democratic responsiveness.

Abstract:Proportional representation (PR) is a fundamental principle of many democracies world-wide which employ PR-based voting rules to elect their representatives. The normative properties of these voting rules however, are often only understood in the context of sincere voting. In this paper we consider PR in the presence of strategic voters. We construct a voting rule such that for every preference profile there exists at least one costly voting equilibrium satisfying PR with respect to voters' private and unrevealed preferences - such a voting rule is said to be strategically robust. In contrast, a commonly applied voting rule is shown not be strategically robust. Furthermore, we prove a limit on `how strategically robust' a PR-based voting rule can be; we show that there is no PR-based voting rule which ensures that every equilibrium satisfies PR. Collectively, our results highlight the possibility and limit of achieving PR in the presence of strategic voters and a positive role for mechanisms, such as pre-election polls, which coordinate voter behaviour towards equilibria which satisfy PR.

Abstract:Comparative Political Studies, Ahead of Print. Does proportionality increase turnout? This article studies a national electoral reform in early twentieth-century Argentina that was implemented asymmetrically across districts, creating a natural laboratory in which some districts oscillated between electoral systems across elections. Leveraging this unusual variation in a difference-in-differences design, this article shows that a shift from multi-member plurality rules towards a slightly more proportional system—which removed one-third of the contested seats from the grasp of the dominant party—led to a four percentage point increase in turnout. An investigation into causal mechanisms indicates that more proportional rules, by increasing the odds that smaller parties obtain seats, promoted strategic party entry and intensified electoral competition, both between and within parties. These findings complement existing quasi-experimental results that focus exclusively on elections in European democracies, confirm that parties are able to adapt immediately to changes in electoral rules, and refute the belief that proportionality does not affect turnout in Latin America.

Abstract:There is growing evidence of systematic attempts to influence democratic elections by controlled and digitally organized dissemination of fake news. This raises the question of the intrinsic robustness of democratic electoral processes against external influences. Particularly interesting is to identify the social characteristics of a voter population that renders it more resilient against opinion manipulation. Equally important is to determine which of the existing democratic electoral systems is more robust to external influences. Here we construct a mathematical electoral model to address these two questions. We find that, not unexpectedly, biased electorates with clear-cut elections are overall quite resilient against opinion manipulations, because inverting the election outcome requires to change the opinion of many voters. More interesting are unbiased or weakly biased electorates with close elections. We find that such populations are more resilient against opinion manipulations (i) if they are less polarized and (ii) when voters interact more with each other, regardless of their opinion differences, and that (iii) electoral systems based on proportional representation are generally the most robust. Our model qualitatively captures the volatility of the US House of Representatives elections. We take this as a solid validation of our approach.

Abstract:The two most common types of electoral systems (ES) used in electing national legislatures are proportional representation and plurality voting. When they are evaluated, most often the arguments come from social choice theory and political sciences. The former overall uses an axiomatic approach including a list of mathematical criteria a system should fulfill. The latter predominantly focuses on the trade-off between proportionality of apportionment and governability. However, there is no consensus on the best ES, nor on the set of indexes and measures that would be the most important in such assessment. Moreover, the ongoing debate about the fairness of national elections neglects the study of their vulnerabilities. Here we address this research gap with a framework that can measure electoral systems' vulnerability to different means of influence. Using in silico analysis we show that plurality voting systems are less stable than proportional representation. They are also more susceptible to political agitators and media propaganda. A review of real-world ES reveals possible improvements in their design leading to lower susceptibility. Additionally, our simulation framework allows computation of popular indexes, as the Gallagher index or the effective number of parties, in different scenarios. Our work provides a new tool for dealing with modern threats to democracy that could destabilize voting processes. Furthermore, our results add an important argument in a long-standing discussion on evaluation of ES.

Candidate Incentive Distributions: How voting methods shape electoral incentives

Abstract:We evaluate the tendency for different voting methods to promote political compromise and reduce tensions in a society by using computer simulations to determine which voters candidates are incentivized to appeal to. We find that Instant Runoff Voting incentivizes candidates to appeal to a wider range of voters than Plurality Voting, but that it leaves candidates far more strongly incentivized to appeal to their base than to voters in opposing factions. In contrast, we find that Condorcet methods and STAR (Score Then Automatic Runoff) Voting provide the most balanced incentives; these differences between voting methods become more pronounced with more candidates are in the race and less pronounced in the presence of strategic voting. We find that the incentives provided by Single Transferable Vote to appeal to opposing voters are negligible, but that a tweak to the tabulation algorithm makes them substantial.

Abstract:We propose a new single-winner election method ("Schulze method") and prove that it satisfies many academic criteria (e.g. monotonicity, reversal symmetry, resolvability, independence of clones, Condorcet criterion, k-consistency, polynomial runtime). We then generalize this method to proportional representation by the single transferable vote ("Schulze STV") and to methods to calculate a proportional ranking ("Schulze proportional ranking"). Furthermore, we propose a generalization of the Condorcet criterion to multi-winner elections. This paper contains a large number of examples to illustrate the proposed methods.

Abstract:Many democratic countries use district-based elections where there is a "seat" for each district in the governing body. In each district, the party whose candidate gets the maximum number of votes wins the corresponding seat. The result of the election is decided based on the number of seats won by the different parties. The electors (voters) can cast their votes only in the district of their residence. Thus, locations of the electors and boundaries of the districts may severely affect the election result even if the proportion of popular support (number of electors) of different parties remains unchanged. This has led to significant amount of research on whether the districts may be redrawn or electors may be moved to maximize seats for a particular party. In this paper, we frame the spatial distribution of electors in a probabilistic setting, and explore different models to capture the intra-district polarization of electors in favour of a party, or the spatial concentration of supporters of different parties. Our models are inspired by elections in India, where supporters of different parties tend to be concentrated in certain districts. We show with extensive simulations that our model can capture different statistical properties of real elections held in India. We frame parameter estimation problems to fit our models to the observed election results. Since analytical calculation of the likelihood functions are infeasible for our complex models, we use Likelihood-free Inference methods under the Approximate Bayesian Computation framework. Since this approach is highly time-consuming, we explore how supervised regression using Logistic Regression or Deep Neural Networks can be used to speed it up. We also explore how the election results can change by varying the spatial distributions of the voters, even when the proportions of popular support of the parties remain constant.

Universal Statistics of Competition in Democratic Elections

Abstract:Elections for public offices in democratic nations are large-scale examples of collective decision-making. As a complex system with a multitude of interactions among agents, we can anticipate that universal macroscopic patterns could emerge independent of microscopic details. Despite the availability of empirical election data, such universality, valid at all scales, countries, and elections, has not yet been observed. In this work, we propose a parameter-free voting model and analytically show that the distribution of the victory margin is driven by that of the voter turnout, and a scaled measure depending on margin and turnout leads to a robust universality. This is demonstrated using empirical election data from $34$ countries, spanning multiple decades and electoral scales. The deviations from the model predictions and universality indicate possible electoral malpractices. We argue that this universality is a stylized fact indicating the competitive nature of electoral outcomes.
