Abstract:With the development of society, enterprises in China has become an indispensable pillar, and much attention has been paid to the quality control of internal audit. Under the background of research on enterprise internal audit quality control, this paper expounds the importance of enterprise internal audit quality in strengthening management norms, maximizing enterprise interests and maintaining the enterprise's own reputation. The shortcomings and problems of enterprise internal audit quality are analyzed. It also puts forward some solutions around the low comprehensive quality of personnel, the lack of independence of audit institutions, imrigorous review procedures, imperfect laws and regulations and so on.

Review of Quantitative Finance and Accounting

Abstract:We use a new method to better measure internal control quality. Specifically, we construct an internal control index for all public firms in China, because the lack of internal control regulations during our sample period presents an interesting setting, in which the diversity of internal control quality is preserved. Two distinctive features set our index apart from the information currently available under SOX 404 in the U.S. First, it comprehensively evaluates a firm’s internal control, based on the COSO framework. Second, it quantitatively measures a firm’s internal control, using the analytic hierarchy process designed for analyzing complex decisions. We proceed to validate our index by confirming the known relation between internal control quality and earnings management. Further, we theorize that our internal control index has a positive impact on the earnings response coefficient, and find that better internal control indeed makes financial reporting more credible to investors.

Abstract:This paper analyzes the survey data and qualitative evaluation information of the internal control audit of some universities directly under the Ministry of Education of China (MEC) by using the principal component analysis. The qualitative evaluation information is given by experts and presented by the probabilistic hesitant fuzzy elements. The analysis results show that the internal control audit system and process are not perfect, the professional knowledge and skills of internal auditors in universities are not very adaptable to internal control audit, and the effectiveness of internal control audit management conducted by external firms is not good. These are the three most serious defects of the current internal control audit in universities. The most critical factors influencing the quality of internal control audit in universities are, in order, the difficulty of rational use of the results of internal control audit by universities, the poor support of the leadership for internal control audit, and the insufficient professional knowledge and skills of internal auditors to conduct internal control audit. Thus, this paper proposes that the optimization suggestions for the internal control audit of universities are to establish and improve their internal control audit system and process to continually promote the application of internal control audit results, to increase the degree of attention of the leadership, and to strengthen the construction of the internal audit teams.

Abstract:Since the Enron, WorldCom financial fraud, issued after the Sarbanes-Oxley corporate internal control problem has received the widespread attention worldwide. In China, in June 2008, the ministry of finance, securities and futures commission, the national audit office, the China banking regulatory commission, insurance regulatory commission and other five ministries jointly issued the described as China’s version of Sarbanes-Oxley “enterprise internal control basic norms”, but the enterprise internal control system is not yet mature, mainly embodied in the internal audit, internal governance structure and the implementation of the internal control system, etc., thus causes problems in the quality of accounting (the accounting information fraud, etc.). So this article analyzes China accounting information and the current situation of internal control and the effect of internal control on the quality of accounting information, and puts forward constructive suggestions and comments.

Abstract:I examine the association between audit committee quality and the quality of corporate internal control. While information on the quality of internal control is not generally available, companies changing auditors are required to disclose any internal control problems that were pointed out by their predecessor auditors. The empirical results are based on a comparison of companies disclosing such internal control problems with a control sample of companies changing auditors but not disclosing internal control problems. Audit committee quality is measured in three dimensions: its size, its independence, and its expertise. The internal control problems are observed at two levels of increasing seriousness: reportable conditions and material weaknesses. The sample time period precedes the effective dates of recent policy changes regarding audit committees. The results indicate that independent audit committees and audit committees with financial expertise are significantly less likely to be associated with the incidence of internal control problems. This is true for both levels of internal control problems. The results are consistent with recent policy emphasis on audit committee independence and expertise.

Abstract:Cognizant of the growing importance of internal control as a corporate governance mechanism in organizations, this paper investigates factors that are associated with internal audit effectiveness. Additionally, this paper also investigates the relationship between internal audit effectiveness and internal audit quality. A total of 102 questionnaires were collected from internal auditors and chief audit executives of 12 multinational companies in Malaysia. The data was analyzed through structural equation modeling by using SmartPLS Software 3.0. The findings reveal that management support, interdepartmental coordination and the support and acceptance of auditees were associated with internal audit effectiveness. Conversely, the findings also revealed that independence, objectivity and competence (the three building blocks of internal audit effectiveness) were also related to internal audit quality. The study contributes to the agency theory by highlighting the factors associated with the effectiveness of internal audits and quality audit outcomes to protect the best interest of principals while fulfilling the corporate governance imperative. This study also contributed to the institutional theory by highlighting how proper structures and systems can lead to a culture of governance and internal controls. The study confirmed the significance of interdepartmental coordination and the support and acceptance of auditees towards internal audit effectiveness, the exploration of which remains limited in current literature.

Abstract:One objective of the internal control over financial reporting is to improve the quality of financial reporting.If a company has weak internal control,the unintentional errors of management will reduce the reliability of financial information.In addition,managers of firms with weak internal control can more readily override the control and intentionally prepare biased financial information that facilitate meeting their opportunistic financial reporting objectives.Based on the data of China's listed companies for the period from 2007 to 2008,we examine the effect of internal control deficiencies on the quality of financial information from three aspects:accounting conservatism,accrual quality and the value relevance of accounting information.The ownership of the company whether stated-own or not and whether the company is ST or not were used as dummy variables.After control operational and industry characteristics,according to the result,we find that,relative to control samples,firms of internal control deficiencies have lower quality accruals and its accounting information is less robustness,but we have not verified that there is significant difference about the value relevance of financial information between internal control deficiencies samples and control samples.

Abstract:In recent years, the frequent financial fraud and audit failures in the capital market show that the audit work in China has not been as expected by the public, which not only brings serious consequences to the social and economic development, but also reduces the public's trust in the CPA industry. The audit quality directly affects the professional service effect of the certified public accountants, and is the foundation of their survival. In view of the comprehensiveness and systematicness of audit quality management, this paper takes Zhonghua Accounting Firm as the research object, combining with the case of audit failure of Yabaite company, analyzes the current situation and problems of audit quality management of the firm, and puts forward corresponding optimization suggestions and safeguard measures, in order to provide improvement ideas for the construction of audit quality management system, and also bring some reference for audit quality management in the same industry.

Abstract:The effectiveness of internal control refers to the degree of assurance that can be provided by internal control. This paper attempts to provide direct evidence on the effectiveness of internal control and its determinants. There are four objectives for internal control according to COSO, we examine the effectiveness of internal control and its determinants from four aspects. Using a sample of 126 Chinese firms collected by questionnaire, we find that developing stage, size, financial position, centralization, culture and management philosophy are importan determinants of effectiveness of internal control compliance, over reporting and over operation. The effectiveness of internal control over compliance and that of internal control over reporting are also affected by ownership concentration as well as quality of internal auditing. Effective internal control over strategy is more likely for firms that are larger and at maturity stage.
