Abstract:Advanced technologies are inherently dependent on critical minerals and their related metals. The mining extraction of these critical minerals leads to significant social and environmental impacts that extend beyond the regions where those advanced technologies are ultimately used. This study explores the global socio-environmental challenges arising from the European Climate Law's aim for net-zero greenhouse emissions by 2050, focusing on the EU's consumption of critical minerals. Developing a novel methodology based on Multi-Regional Input-Output (MRIO) model, enriched with detailed mineral production data from specific ore-to-mineral ratios and socio-environmental information, this work assesses the impacts of the EU's mineral consumption within its energy transition framework. This innovative approach extends beyond ore extraction to encompass all stages of the supply chain. Key findings indicate that the continental Europe accounts for 60% of the EU's ore extraction footprint, yet only 35% of the mineral footprint for the 34 analyzed critical minerals. In contrast, Africa's and South America's shares are 12% and 29%, respectively, markedly higher than attributed in previous studies. The study highlights challenges in securing these minerals, including potential usage conflicts and increased mining in water-scarce basins within Australia, Kazakhstan, South Africa, and Chile, hence exacerbating environmental and community issues. Furthermore, the research suggests that achieving the EU's climate goals could expose between 15 and 89,000 African miners to increased modern slavery vulnerabilities by 2040. However, adherence to the EU Green Deal principles could mitigate these risks and recommendations are proposed, including diversifying mineral supply chains, establishing partnerships with countries that maintain high socio-environmental standards, and adopting circular economy paradigms and innovative solutions. This study advocates its new methodological development to build comprehensive strategies balancing climate goals with the global socio-environmental effects of critical mineral extraction, especially in developing countries.

Abstract:Changes in our world mean that Europe is facing many pressing demographic and geographic challenges. A growing, aging population coupled with changes in population density are causing environmental stresses to our ecosystem that when coupled with climate change create challenges in sustainable food production and the use of natural raw materials. At the same time, the Fridays For Future Movement is calling out loudly for Future and Climate Justice, CO2-neutrality, resource efficiency and (almost) closed material loops. These issues are already expressed by the 17 UN sustainable development goals (SDGs) and widely shared through the Paris Agreement. The European Union and the National Governments have launched many frameworks and action plans such as the European Green Deal to achieve a carbon-neutral economy and clean mobility for example. Certainly, any of those transformations and any infrastructure developments will require sustainably produced mineral raw materials to deliver key enabling technologies and to meet the needs of the Industry 4.0 society. Moreover, improvements in buildings such as energy efficiency through insulation technologies, other infrastructure developments and the Europe&#8217;s cultural heritage preservation add to the increasing demand in mineral resources.The demand for ever increasing volumes of mineral resources cannot be met exclusively by recycling and thermodynamics does not allow for fully closed material loops. Hence, a sustainable supply of raw materials will always require accessibility to mineral deposits and productive mines while the effects of competing land-use issues and NIMBY activism are increasing too.The realisation of a low-carbon society and a self-concept of reliable sourcing increasingly require short feed strokes and local sourcing. A good understanding of mineral systems, mining sites, and remaining resources of historical sites will stay of utmost importance. The four GeoERA Raw Materials projects* EuroLITHOS, FRAME, MINDeSEA and Mintell4EU share expertise, information and focus on European on-shore and off-shore resources.EuroLITHOS gives specific attention to ornamental stone resources for which Europe has a long tradition in mining, processing and usage.FRAME designed to research the Strategic and Critical Raw Materials (SCRM) in Europe to gain new insights into reserves and resources taking into account new technologies and developments.MINDeSEA focuses on exploration and investigation of SCRM from seafloor mineral deposits in European waters. Identifying areas for responsible resourcing and information on management and Marine Spatial Planning in European Seas are in its core of action.Mintell4EU focuses on harmonizing data, utilizes the UNFC, providing spatial data and thematic maps. Updated electronic Minerals Yearbook and Europe&#8217;s Minerals Inventory are among the products.Foresight and forecasting of the raw material supply potential of Europe will become more reliable through increased data quality and harmonization. Workshops and training courses will add to ensure an improvement of the European Raw Materials Knowledge Base. Abstract:Clean technologies and infrastructure for our low-carbon, green future carry intense mineral demands. The ambition remains to recycle and reuse as much as we can; however, newly mined resources will be required in the near term despite the massive improvements in the reuse and recycling of existing end-of-use products and wastes. Growth trends suggest that mining will still play a role after 2050 since the demand for metals will increase as the developing world moves toward a per capita usage of materials comparable to that of the developed world. There are sufficient geological resources to deliver the required mineral commodities, but the need to mine must be balanced with the requirement to tackle environmental and social governance issues and to deliver sustainable development goals, ensuring that outcomes are beneficial for both the people and planet. Currently, the lead time to develop new mines following discovery is around 16 years, and this needs to be reduced. New approaches to designing and evaluating mining projects embracing social, biodiversity, and life cycle analysis aspects are pivotal. New frontiers for supply should include neglected mined wastes with recoverable components and unconventional new deposits. New processing technologies that involve less invasive, lower energy and cleaner methodologies need to be explored, and developing such methodologies will benefit from using nature-based solutions like bioprocessing for both mineral recovery and for developing sustainable landscapes post mining. Part of the new ambition would be to seek opportunities for more regulated mining areas in our own backyard, thinking particularly of old mineral districts of Europe, rather than relying on sources with potentially and less controllable, fragile, and problematic supply chains. The current debate about the potential of mining our deep ocean, as an alternative to terrestrial sources needs to be resolved and based on a broader analysis; we can then make balanced societal choices about the metal and mineral supply from the different sources that will be able to deliver the green economy while providing a net-positive deal for the planet and its people.

Abstract:The forthcoming energy transition driven by the need to reduce CO2 emissions requires large amounts of critical elements to construct renewable energy devices such as car batteries, wind turbines and solar panels. For many elements such as Li, Co, REEs and Ti, the production sources are located in countries with poor social and environmental standards, prone to political destabilization such as military conflicts, or vulnerable to strained relationships with consumer countries. Lately, the volatile geopolitical context has further demonstrated the high dependency of Europe and other developed countries in terms of raw material supply. In addition, there is a debate about the Earth's potential to sustain the transition toward a green society by using conventional resources from mining of terrestrial rocks. As nature conservation and climate mitigation are now priorities for the majority of governments, and since conventional mining on Earth suffers from a growing social resistance, humankind may need to look toward new frontier resources for supplying the mineral needs of the coming decades. Here, we explore the use of extra‐terrestrial resources as a potential source to feed the future supply of critical metals. Extra‐terrestrial mining may be an opportunity for wealth creation and an option for critical metal resource supply when mining on Earth becomes increasingly untenable. We conclude that the potential impacts of extraction and exploitation of space resources, both good and bad, could be societally profound.

Abstract:While energy security has always been a concern for the European Union (EU), the Covid-19 Pandemic and the Russia-Ukraine war have led to a greater emphasis on fostering energy resilience. Traditionally, resilience has been seen in the context of import dependence on oil and gas. However, the EU’s commitment to decarbonization requires attention to other energy sources, and the entire supply chain of such clean energy technologies. EU’s Energy Transition has a prominent role for solar photovoltaics, wind energy, grid-based storage, and electric mobility. All of these energy technologies depend on a secure and reliable access to affordable critical raw materials (CRM). Non-fuel minerals like lithium, nickel, cobalt, copper, and graphite are at the core of decarbonization of the EU’s energy sector. The European Commission has been focusing on CRM for a few years now and has recently released a Proposal for Establishing a Framework for CRM security. This article studies the EU’s approach to CRM, especially in light of the recent Proposal for a Regulation establishing a framework for ensuring a secure and sustainable supply of CRMs by adopting a more contemporary and broader definition of resilience which balances recovery or bouncing back with adaptability or bouncing forward. Abstract:The Mineral Raw Materials Industry was hit severely by COVID-19. Declines in production and collapsing demands characterize the year 2020. The EU Commission's proposal to raise the 2030 greenhouse gas emission reduction targets, including emissions and removals from 40 to at least 55%, poses a challenge for the European industry, especially the energy-intensive one. The European Commission's idea for a carbon border tax adjustment mechanism and sustainable finance models (sustainable finance and taxonomy) are currently the subject of controversial debate. Economic burdens on specific branches and the industrial site have to be taken into account, if a carbon leakage scenario is to be avoided and if Europe has to be given a fair chance to stay competitive in spite of an ambitious climate policy. It is important, not only to protect climate and environment, but also the European industry, jobs and social system. The transformation towards a sustainable economy and society necessitates an increasing demand of mineral raw materials and electrical energy. Only through developing resilient value chains a sufficient supply of raw materials can be achieved.

Abstract:The transition to a clean energy economy in an effort to mitigate climate change has brought the need for intense mining exploration of a critical class of minerals, previously mined and used at a fraction of what is required today and for the upcoming decades. For some common metals, such as copper, major deficits are forecasted to 2030, and for some less common, such as rare earths, mined quantities have currently increased 32 times relative to the mid-1950s, and are expected to increase sevenfold from current levels by 2040. This situation is expected to become more severe given the long timespan needed for exploration of new sites, the declining ore grade of existing mines, the geographical distribution of these minerals, and the environmental degradation caused by mining and mineral processing activities. It becomes, hence critical to vastly improve existing mining operations, reduce waste volumes and fresh water use, reduce environmental impacts, and recover increased quantities of minerals from mine tailings, as well as from the recycling of post-production products. The current article focuses on copper and rare earths to expound on their exploitation issues, their processes, the sustainable utilization of mineral waste and tailings, and their recovery from end-of-life consumer and industrial items.

Abstract:The agricultural sector faces looming challenges including dwindling fertiliser reserves, environmental impacts of conventional soil inputs, and increasingly difficult growing conditions wrought by climate change. Naturally-occurring rocks and minerals may help address these challenges. In this case, we explore opportunities through which the geosphere could support viable agricultural systems, primarily via a literature review supplemented by data analysis and preliminary-scale experimentation. Our objective is to focus on opportunities specifically relating to emerging agricultural challenges. Our findings reveal that a spectrum of common geological materials can assist across four key agricultural challenges: 1. Providing environmentally-sustainable fertiliser deposits especially for the two key elements in food production, nitrogen (via use of slow release N-rich clays), and phosphorus (via recovery of the biomineral struvite) as well as through development of formulations to tap into mineral nutrient reserves underlying croplands. 2. Reducing contamination from farms—using clays, zeolites, and hydroxides to intercept, and potentially recycle nutrients discharged from paddocks. 3. Embedding drought resilience into agricultural landscapes by increasing soil moisture retention (using high surface area minerals including zeolite and smectite), boosting plant availability of drought protective elements (using basalts, smectites, and zeolites), and decreasing soil surface temperature (using reflective smectites, zeolites, and pumices), and 4. mitigating emissions of all three major greenhouse gases—carbon dioxide (using fast-weathering basalts), methane (using iron oxides), and nitrous oxide (using nitrogen-sorbing clays). Drawbacks of increased geological inputs into agricultural systems include an increased mining footprint, potential increased loads of suspended sediments in high-rainfall catchments, changes to geo-ecological balances, and possible harmful health effects to practitioners extracting and land-applying the geological materials. Our review highlights potential for ‘geo-agriculture’ approaches to not only help meet several key emerging challenges that threaten sustainable food and fiber production, but also to contribute to achieving some of the United Nations Sustainable Development Goals—‘Zero Hunger,’ ‘Life on Land,’ and ‘Climate Action.’

Abstract:Significant amounts of feedstock metals will be required to build the infrastructure for the green energy transition. It is currently estimated, however, that the world may be facing an "infrastructure gap" that could prevent us from meeting United Nations Sustainable Development Goal targets. Prior investigations have focused on the extractive aspects of the mining industry to meet these targets and on looming bottlenecks and regional challenges in these upstream market segments. Scant attention has been paid to the downstream processing segments of the raw materials value chain, which also has a high degree of market concentration. Growing international tensions and geopolitical events have resulted in a shift toward "reshoring" and "near-shoring" of mining processing capabilities as regional powers attempt to make metal supply chains more secure. While increasing resilience, these shifts can also dilute the overall effectiveness of the global mining supply network and subsequently hamper the world's ability to close the green energy infrastructure gap. We argue that broadening the remit of the International Renewable Energy Agency (IRENA) to include coordinating these mission-critical metal processing functions can mitigate these issues. The G20 is one potential forum for enabling an integrated mineral processing agreement under the auspices of IRENA.

Abstract:The decarbonisation of the global economy in response to the climate crisis and the fourth industrial revolution, featuring artificial intelligence (AI) and 5G networks (massively accelerated in response to the coronavirus pandemic), has triggered a race to secure uninterrupted access to critical raw minerals (CRMs) that are indispensable inputs for high-technology applications. Moreover, China's Belt and Road Initiative, which unites Eurasia and Africa and loops in South America into a seamless space of trade, infrastructure and digital connectivity, challenges the dominance of traditional industrial powers (the United States, the European Union and Japan) and requires critical minerals. Rare earths, lithium and cobalt – among the most critical of the CRMs – are found in high geographic concentration, creating hotspots of contention, especially in unstable parts of the world. As economic transformations accelerate, securing access to these materials will both impact and help shape geopolitics in the years to come.

Abstract:This special section of The Leading Edge focuses on the issue of critical minerals from the perspective of recent progress in mining exploration and anticipated future needs as the global energy economy transitions to higher use of, and reliance on, renewables. The definition of a “critical mineral” is itself context dependent. For example, minerals such as lithium, nickel, cobalt, manganese, and graphite each are essential to the development of modern, high-efficiency lithium-ion batteries, and any disruptions to these minerals — whether through supply chain issues or raw, geologic access — ultimately impacts the future of this now-pervasive, and increasingly necessary, energy storage technology. Similarly, rare earth elements (REEs) have long been central to the manufacture of permanent magnets, which themselves are key components of wind turbines and electric vehicles, the latter of which account for 14% of global passenger car sales in 2022, up from 9% in the previous year. In the United States alone, the market forecast for electric vehicles is expected to grow to roughly US$137 billion in 2028, up from $24 billion in 2020. Lastly, the more “common” but still “critical” minerals copper and aluminum are the backbone of the rapidly expanding global energy distribution systems upon which our modern society is built.

Abstract:Sustainable energy solutions and electrification are driving increased demand for critical minerals. Unfortunately, current mineral processing techniques are resource intensive, use large quantities of hazardous chemicals, and occur at centralized facilities to realize economies of scale. These aspects of existing technologies are at odds with the sustainability goals driving increased demand for critical minerals. Here, we argue that the small footprint and modular nature of membrane technologies position them well to address declining concentrations in ores and brines, the variable feed concentrations encountered in recycling, and the environmental issues associated with current separation processes; thus, membrane technologies provide new sustainable pathways to strengthening resilient critical mineral supply chains. The success of creating circular economies hinges on overcoming diverse barriers across the molecular to infrastructure scales. As such, solving these challenges requires the convergence of research across disciplines rather than isolated innovations.

Abstract:Critical raw materials (CRMs) supply is a challenge that EU countries have to face, with many thinking about domestic procurement from natural ore deposits and anthropogenic deposits (landfills and extractive waste facilities). The present research focuses on the possibilities linked to the supply of CRMs and the potential for exploiting rare earth elements (REEs), investigating a large variety of extractive waste and siliceous rocks in the Piedmont region (Northern Italy). Indeed, the recovery of REEs from the extractive waste (EW) of siliceous quarries and other siliceous ore deposits can be a valuable way to reduce supply chain risks. Starting with a review of the literature on mining activities in Piedmont and continuing with the sampling and geochemical, mineralogical, petrographic, and environmental characterization of EW facilities connected to siliceous dimension stones, of kaolinitic gneiss ore deposits, and of soils present near the investigated areas, this study shows that the degree of REEs enrichment differs depending on the sampling area (soil or EW) and lithology. The concentration of REEs in the EW at some sampling sites fulfils the indicators of industrial-grade and industrial recovery; the high cumulative production and potential market values of EW and the positive recovery effects through proven methodologies indicate a viable prospect of REE recovery from EW. However, REE recovery industrialization faces challenges such as the difficulty in achieving efficient large-scale recovery due to large regional differences in REE abundance, the mismatch between potential market value and waste annual production, etc. Nonetheless, in the future, EW from dimension stone quarries could be differentially studied and reused based on the enrichment and distribution characteristics of trace elements. The present paper shows investigation procedures undertaken to determine both CRMs potentialities and environmental issues (on the basis of literature data employed to select the more-promising areas and on sampling and characterization activities in the selected areas), together with procedures to determine the waste quantities and tentative economic values of REEs present in the investigated areas. This approach, tested on a large area (Piedmont region), is replicable and applicable to other similar case studies (at EU and non-EU levels) and offers decision makers the possibility to acquire a general overview of the potential available resources in order to decide whether and where to concentrate efforts (including economic ones) in a more detailed study to evaluate the exploitable anthropogenic deposits.

The focus of the present research is the exploitation of extractive waste (EW) to recover RM and CRM, considering, the technological and economical factors, together with the environmental impacts, associated to EW quarrying and dressing activities.The present study, based on a case history from Northern Italy (Montorfano and Baveno granite quarrying area), was intended to validate the presented interdisciplinary approach for evaluating economic and environmental impacts associated to EW facility exploitation (from granite EW facility to products for ceramic industry and by products for building industry and infrastructures). Two different surveys were carried out: in 2009 and 2016, investigating four different EW facilities (Braghini, Ciana-Tane Pilastretto,Sengio, and Montorfano).A shared methodology was applied to determine EW characteristics (geochemical, petrographycal and mineralogical), EW facility volume (geophysical&#160; and topographic and morphologic 3D characterisation) and potential exploitable products, by-products (and CRM). Meanwhile, the Life Cycle Assessment (LCA) was applied to determine environmental impacts associated to extraction and processing phases.The sampled materials from the EW facilities, sampled in 2009 and 2016, show highly homogeneous geochemical features (Al2O3: 13.02-14.65; Fe2O3: 1.40-2.41, TiO2: 0.10-0.26, CaO: 0.54-2.01, MgO: 0.14-0.45, K2O: 4.49-5.18, Na2O: 3.08-3.64) for major elements. The alkalies (K2O+Na2O) and Fe2O3tot content of all samples are extremely important for the feldspar (l.s.) industry, and &#160;the samples obtained after magnetic separation show a decrement of Fe2O3 passing from > 1.4% (not good for ceramic industry) to < 0.2% (good for ceramic industry). Moreover, a wider range of geochemical analysis was carried out in 2016 and an interesting fractionation in the treatment process is observed when considering the REE concentration: all samples of the magnetic fraction are much more concentrated than in the feeding material and can be up to one order of magnitude more concentrated than in the upgraded amagnetic portion. The total volume of dumps was estimated in about 2.1 Mm3.The LCA reports that main environmental loads were due to the dressing plant, including climate change and freshwater eutrophication ones. Despite landfilling shows minor impacts, it has significant impact in terrestrial eco-toxicity. While climate change indicators show significantly higher loads than savings, savings and loads in freshwater eutrophication indicator are balanced. The avoided phosphate and phosphorous release to water results in high ratio of savings in freshwater eutrophication. As for environmental impacts, the SRM recovery activities are favourable for the environment compared to the use of primary sources.The presented interdisciplinary approach is in line with the will of going towards a sustainable mining, which has to consider, together with economic and environmental factors, also social impacts and risks mitigation instruments.

Abstract:A transition to a more sustainable human–nature system is inextricably linked to raw materials production, if economic growth is to be maintained or increased by the emergence of new, energy- and metal-hungry technology innovation clusters. The dependence on mined raw materials is a wicked problem for societies vulnerable to negative ecological impacts and for global power bases wanting to secure access to an increasing array of feedstocks. We interrogate the issue of what constitutes a sustainable metal from a triple perspective: (i) the characteristics of ore deposits and the primary extractive operations that supply critical raw materials; (ii) the impediments for complex and interacting supply chains to maintain critical (and other) metals in use; and (iii) the lack of transparency in supply chains that makes it challenging for customers to avoid resources that have been produced by unsustainable and poor practices. We examine existing and emerging structures for resource management to explain the limits to the circular economy and what constitutes a meaningful systemic structure for primary production by responsible mining. We call for the inclusion of a standardized statement of the ‘natural capital’ embodied in R&D for technological materials as a means to create transparency about what constitutes a sustainable metal. Assessing the fiscal implications of changes in critical minerals' demand in the low-carbon energy transition

Abstract:This study introduces the Fiscal Revenue Risk Index (FRRI), a novel metric designed to assess the impact of market fluctuations in critical minerals due to the materialization of climate-related transition risks on countries highly dependent on these resources. Focusing on minerals essential for renewable energy technologies, such as lithium, cobalt, nickel, and rare earth elements, our analysis evaluates how shifts in global demand might influence government revenues, providing crucial insights for policymakers. The FRRI methodology involves several key steps, including assessing fiscal revenue dependency, estimating price volatility, computing minerals' production changes for future transition scenarios, and integrating these factors into a weighted risk model. This approach allows the computation of aggregate risk scores across various minerals and scenarios, reflecting a country's exposure to fiscal risks. The study findings indicate that the demand for critical minerals could grow up to sevenfold over the coming decades, significantly impacting fiscal revenues in emerging markets and developing economies (EMDEs). While these countries stand to benefit from increased exports, they also face challenges related to supply reliability and price volatility. Overall, the FRRI is essential for identifying economic risks and opportunities related to the low-carbon transition in EMDEs.
