Abstract:Based on PetroChina's status and situation of low-permeability oil reservoir development, this paper analyzes the key common issues in the production capacity construction of new oilfields, the stable production of old oilfields, and enhanced oil recovery, and, in connection with the progress made in major development technologies and the results of major development tests for low-permeability oil reservoirs in recent years, puts forward the technical countermeasures and development directions. For optimizing the development of low-grade reserves, a comprehensive life-cycle development plan is essential, alongside experimenting with gas injection and energy supplementation in new fields. Addressing challenges in reservoir classification, multidisciplinary sweet spot prediction, and displacement–imbibition processes can significantly boost well productivity. In fine water flooding reservoirs, the focus should shift to resolving key technological challenges like dynamic heterogeneity characterization, and functional and nano-intelligent water flooding. For EOR, accelerating the application of carbon capture, utilization, and storage (CCUS) advancements, along with air injection thermal miscible flooding, and middle-phase microemulsion flooding, is crucial. This approach aims to substantially enhance recovery and establish a new model of integrated secondary and tertiary recovery methods.

What problem does this paper attempt to address?
The main problems that this paper attempts to solve are the technical challenges and production difficulties encountered during the development of low - permeability oil fields. Specifically, the paper analyzes the key common problems of Chinese oil companies in the development of low - permeability oil fields, including issues in new oil field capacity building, stable production in old oil fields, and enhanced oil recovery. Combining the progress made in major development technologies and significant development experiments in recent years, the paper proposes technical countermeasures and development directions. These problems mainly include: 1. **Decline in resource quality**: With the deepening of exploration and development, newly proven reserves are mainly ultra - low - permeability reservoirs with poor physical properties. This makes it difficult for new oil fields to achieve production driven by economic benefits. 2. **Aging of oil fields**: Low - permeability reservoirs, which account for 60% of the developed reserves, have entered the high - water - cut stage. The main channels formed by water flooding exacerbate the planar and sectional contradictions, and the efficiency of water injection and oil production declines. In addition, many wells have been shut - in for a long time, with low production and casing damage, and the well opening rate of oil and water wells is low, further intensifying the imbalance of the injection - production system. 3. **Tertiary oil recovery has not been applied on a large - scale for profit**: Low - permeability reservoirs are characterized by dense lithology, small pore throats, low - pressure coefficients, and low fluid - flow potential. The development of tertiary oil recovery technologies suitable for such reservoirs remains a worldwide problem. Although field tests of development - mode changes and technologies such as carbon capture, utilization, and storage (CCUS) have been carried out in some oil fields, they have not been widely promoted and applied on a large scale. Currently, the water - flooding recovery rate of low - permeability reservoirs is low, and it is urgent to accelerate the research on key problems and the popularization and application of cost - effective, green, and safe tertiary oil recovery technologies. Through a systematic analysis of these problems, the paper proposes technical measures such as optimizing the development of low - grade reserves, experimenting with gas injection, and energy supplementation to improve the development effect and economic benefits of low - permeability reservoirs.
