Abstract:In the context of river basins, the threat of climate change has been extensively studied. However, many of these studies centred on hazard analysis while neglecting the need for comprehensive risk assessments that account for exposure and vulnerability. Hazard analysis alone is not adequate for making adaptive decisions. Thus, to effectively manage flood risk, it is essential to understand the elements that contribute to vulnerability and exposure in addition to hazard analysis. This study aims to assess flood risk (in space and time until the year 2100) for the agricultural system, in the White Volta Basin in northern Ghana. Employing the impact chain methodology, a mix of quantitative and qualitative data and techniques were used to assess hazard, exposure, and vulnerability. Multi-model climate change data (RCP 8.5) from CORDEX and observation data from the Ghana Meteorological Agency were used for hazard analysis. Data on exposure, vulnerability, and adaptation were collected through structured interviews. Results indicate that flood hazard will increase by 79.1% with high spatial variability of wet periods but the flood risk of the catchment will increase by 19.3% by the end of the twenty-first century. The highest flood risk is found in the Upper East region, followed by North East, Northern, Savannah, and Upper West for all four analysed periods. Adaptive capacity, sensitivity, and exposure factors are driven by poverty, ineffective institutional governance, and a lack of livelihood alternatives. We conclude that the region is highly susceptible and vulnerable to floods, and that shifting from isolated hazard analysis to a comprehensive assessment that considers exposure and vulnerability reveals the underlying root causes of the risk. Also, the impact chain is useful in generating insight into flood risk for policymakers and researchers. We recommend the need to enhance local capacity and foster social transformation in the region.

Abstract:Climate change leading to Climate extremes in the twenty-first century is more evident in megacities across the world, especially in West Africa. The Greater Accra region is one of the most populated regions in West Africa. As a result, the region has become more susceptible to climate extremes such as floods, heatwaves, and droughts. The study employed the Coupled Model Intercomparison Project 6 models in simulating climate extreme indices under the Shared Socioeconomic Pathway scenarios (SSPs) over West Africa between 1979 and 2059 as exemplified by the Greater Accra region. The study observed a generally weak drought in the historical period and expected to intensify especially under SSP585 in Greater Accra. For instance, continuous dry days (CDD) reveal an increasing trend under the SSPs. Similarly, the overall projected trend of CDD over West Africa reveals an increase signifying a more frequent and longer drought in the future. The flood indices revealed a surge in the intensity and duration of extreme precipitation events under the SSPs in the region. For instance, R99pTOT and Rx5days are expected to significantly increase under the SSPs with intensification under the SSP245, SSP370, and SSP585. A similar trend has been projected across West Africa, especially along the Guinean coast. The study foresees a gradual and intensifying rise in heatwave indices over the Greater Accra region. The warming and cooling indices reveal an increasing and decreasing trend respectively in the historical period as well as under the SSPs particularly within urban centers like Accra and Tema. Most West African countries are projected to observe more frequent warm days and nights with cold nights and days becoming less frequent. Expected effects of future climate extreme indices pose potential threats to the water, food, and energy systems as well as trigger recurrent floods and droughts over Greater Accra. The findings of the study are expected to inform climate policies and the nationally determined contribution of the Paris Agreement as well as address the sustainable development goal 11 (Sustainable cities) and 13 (Climate action) in West Africa.
Spatial Analysis of Exposure of Roads to Flooding and Its Implications for Mobility in Urban/Peri-Urban Accra

Abstract:Climate change seriously threatens human systems, properties and livelihoods. Global projections suggest a continuous increase in the frequency and severity of weather events, with severe outcomes. Although the trends and impacts are highly variable depending on location, most studies tend to concentrate on either the urban or rural areas, with little focus on peri-urban areas. Yet, in Sub-Saharan Africa, peri-urban areas display unique characteristics: inadequate infrastructure, unplanned development, weak governance, and environmental degradation, all of which exacerbate flood impact and thus need academic attention. This study contributes to filling this gap by assessing the flood vulnerability of roads in peri-urban Accra and its implications for mobility. Based on the fieldwork, the study delineated and analysed potential zones within the research locations. The researchers calculated roads' absolute and relative lengths, using a spatial overlay (intersection) of potentially flooded roads with the total road network within the grid cells of 500 m by 500 m. These measures were adopted and used as exposure measures. The findings revealed that over 80% of roads with lengths between 100 m and 500 m were exposed to floods. Some areas had higher exposure indices, with absolute road lengths ranging from 1.5 km to 3.2 km and relative road lengths between 0.8 and 1.0. There were significant variations in road exposure between and within neighbourhoods. Depending on the depth and duration of the floodwater, residents may be unable to access their homes or carry out their daily activities. In conclusion, this study highlights the differential vulnerability of peri-urban areas to road flooding and recommends targeted provision of flood-resilient infrastructure to promote sustainable development.

Abstract:Abstract David Hume and Adam Smith are usually, and understandably, seen as developing very similar sentimentalist accounts of moral thought and practice. As similar as Hume's and Smith's accounts of moral thought are, they differ in telling ways. This essay is an attempt primarily to get clear on the important differences. They are worth identifying and exploring, in part, because of the great extent to which Hume and Smith share not just an overall approach to moral theory but also a conception of what the key components of an adequate account of moral thought will be. In the process, I hope to bring out the extent to which they both worked to make sense of the fact that we do not merely have affective reactions but also, importantly, make moral judgments.
Dam-mediated flooding impact on outpatient attendance and diarrhoea cases in northern Ghana: a mixed methods study

Abstract:Background: Floods are the most frequently occurring natural disaster and constitute a significant public health risk. Several operational satellite-based flood detection systems quantify flooding extent, but it is unclear how far the choice of satellite-based flood product affects the findings of epidemiological studies of associated public health risks. Few studies of flooding's health impacts have used mixed methods to enrich understanding of these impacts. This study therefore aims to evaluate the relationship between two satellite-derived flood products with outpatient attendance and diarrhoeal disease in northern Ghana, identifying plausible reasons for observed relationships via qualitative interviews. Methods: A convergent parallel mixed methods design combined an ecological time series with focus group discussions and key informant interviews. Through an ecological time series component, monthly outpatient attendance and diarrhoea case counts from health facilities in two flood-prone districts for 2016-2020 were integrated with monthly flooding map layers classified via the Moderate Resolution Imaging Spectroradiometer (MODIS) and Landsat satellite sensors. The relationship between reported diarrhoea and outpatient attendance with flooding was examined using Poisson regression, controlling for seasonality and facility catchment population. Four focus group discussions with affected community members and four key informant interviews with health professionals explored flooding's impact on healthcare delivery and access. Results: Flooding detected via Landsat better predicted outpatient attendance and diarrhoea than flooding via MODIS. Outpatient attendance significantly reduced as LandSat-derived flood area per facility catchment increased (adjusted Incidence Rate Ratio = 0.78, 95% CI: 0.61-0.99, p < 0.05), whilst reported diarrhoea significantly increased with flood area per facility catchment (adjusted Incidence Rate Ratio = 4.27, 95% CI: 2.74-6.63, p < 0.001). Key informants noted how flooding affected access to health services as patients and health professionals could not reach the health facility and emergency referrals were unable to travel. Conclusions: The significant reduction in outpatient attendance during flooding suggests that flooding impairs healthcare delivery. The relationship is sensitive to the choice of satellite-derived flood product, so future studies should consider integrating multiple sources of satellite imagery for more robust exposure assessment. Health teams and communities should plan spatially targeted flood mitigation and health system adaptation strategies that explicitly address population and workforce mobility issues.

Abstract:Flooding has become one form of disaster that has become both a national and global concern. In Ghana, flooding has become a yearly ritual, displacing many community members, destroying farmlands, and cutting off communities. The state institution mandated to coordinate and manage disasters is the National Disaster Management Organisation (NADMO). However, NADMO is always overwhelmed with the level of humanitarian assistance required by flood victims annually due to limited resources. Floods management in Ghana is largely reactionary and short-term, hence the need for long-term planning. The researchers therefore used both secondary and primary data to investigate the drivers and gaps in the existing flood management approaches. The findings showed that inadequate funding, non-enforcement of settlement and farming laws; unhealthy environmental practices and low investments in flood containment infrastructure were the drivers of the perennial floods in Ghana. The major gap identified was the over reliance on central government and development partners to finance flood preparedness, response and recovery interventions. These funding sources have always been inadequate and irregular. The study concluded with a recommendation to NADMO and other state agencies to adopt a long-term, holistic and locally driven approach to flood management in Ghana.
Optical properties of triplex DNA from time-dependent density functional theory.

Abstract:We present a combined investigation of the dynamics and optics of triplex DNA, based on classical molecular dynamics and time-dependent density functional theory. Our approach is devised to include the effects of conformational fluctuations on the electronic structure and optical excitations of the system. We find that the structural flexibility has a strong role in the determination of the optical signals. Our results allow us to unravel the peculiar fingerprints of Watson-Crick and Hoogsteen H-bonding in the optical absorption spectra. We find a specific optical absorption feature that is due to the simultaneous presence of the two H-bonding patterns in C(+)GC triplets. While this peculiar triplet signal is wiped out in some structures that are representative of the finite-temperature dynamics, it can be recovered in an average view, so that it is a pristine result of this work.

Abstract:Flood disaster has gained global attention due to the huge impact it has on human lives, economies, and sustainable environments. Flood disaster preparedness, which can significantly be influenced by disaster risk perception, has been highlighted as an effective way to manage flood disaster risk, as many other means have proved futile, yet no study has attempted using multiple dimensions to analyze this relationship in Ghana. Therefore, this study, using a survey of 369 households in the most flood-prone region, Accra Metropolis, analyzed the influence of flood disaster risk perception on urban households’ flood disaster preparedness. Based on the Protective Action Decision Model, the empirical models were constructed and estimated using the Tobit and binary logistic regression models. The results show that the majority of households (60.16%) were unprepared for flood disasters, and the perception of flood disaster risk and the sustainability risk posed by floods significantly affect flood disaster preparedness behaviours of households in a positive direction. The total number of flood disaster preparedness behaviours adopted was significantly related to probability, the threat to lives, sense of worry, and sustainability risk perceptions. Finally, income, education, and house ownership, among other household and individual characteristics, had significant positive effects on preparations for flood disasters. These findings suggest that effective policies to mitigate flood disasters must incorporate risk communication to boost households’ flood disaster preparedness.

Abstract:Global climate change and rapid urbanization, mainly driven by anthropogenic activities, lead to urban flood vulnerability and uncertainty in sustainable stormwater management. This study projected the temporal and spatial variation in urban flood susceptibility during the period 2020-2050 on the basis of shared socioeconomic pathways (SSPs). A case study in Guangdong-Hong Kong-Macao Greater Bay Area (GBA) was conducted for verifying the feasibility and applicability of this approach. GBA is predicted to encounter the increase in extreme precipitation with high intensity and frequency, along with rapid expansion of constructed areas, resulting in exacerbating of urban flood susceptibility. The areas with medium and high flood susceptibility will be expected to increase continuously from 2020 to 2050, by 9.5 %, 12.0 %, and 14.4 % under SSP1-2.6, SSP2-4.5, and SSP5-8.5 scenarios, respectively. In terms of the assessment of spatial-temporal flooding pattern, the areas with high flood susceptibility are overlapped with that in the populated urban center in GBA, surrounding the existing risk areas, which is consistent with the tendency of construction land expansion. The approach in the present study will provide comprehensive insights into the reliable and accurate assessment of urban flooding susceptibility in response to climate change and urbanization.

Ecosystem approaches, based on Integrated Flood Management strategy of World Meteorological Organization, have been explored for balanced socio-economic and ecological adaptability enhancement, considering degradation of ecosystem services as fundamental issues and adaptation as optional solution. Adaptive Management methods have been explored for Flood Risk Minimization. General benefits of balanced socio-economic and ecological adaptation have been reviewed. Distributions of flood hazards, Gross Domestic Product, flood risk, Net Primary Productivity, carbon dioxide emissions and landscapes heterogeneity have been presented and analyzed for its influences over socio-economic and ecological adaptability. Distributions of Expected Annual Exposed socio-economic resources across 500 Years floodplains have been presented. Projected results corresponding to various two dimensional socio-environmental scenarios have been presented. Low Adaptable regions have been delineated.

Abstract:Flooding is one of the most destructive climatic hazards which has affected agricultural activities in the world, especially Sub-Saharan Africa. This article investigated the impact of the recurrent annual floods on food production and how subsistent farmers have adapted to resultant food insecurity in the Sudan Savannah agroecological zone of Ghana. The specific objectives of the study were to understand the nature of flooding (frequency, period and extent of coverage of flood water), how the perennial floods contribute to food insecurity, how farmers adapt to it to contribute towards policy development on flood control and improve food security. Primary data were collected using questionnaires, interviews, focus group discussions and field observation. Secondary data were obtained from documents and reports from NADMO and MOFA. The questionnaires were analyzed using Statistical Package for Social Science and the focus group discussions, interviews, and fieldwork were analyzed manually using content analysis. The findings show that the study areas experience floods every year. Between 2007 and 2018, eleven floods event occurred in the study communities. The floods usually occur around August and September when rainfall is torrential coupled with overflow from the spillage of the Bagre dam upstream. The flooding has resulted in a decline in food production among subsistent farmers. As a result, households in study communities are food insecure. Farmers have learned to cope with floods/food insecurity by engaging in alternative livelihoods such as flood recession farming, dry season farming, petty trading. They have also employed other means such as rationings of food and social networks cope with food insecurity. In all these strategies, women play a critical role as they are largely in charge of food preparation and dishing. The study recommends strengthening of the alternative livelihoods, introduction of short maturing crop varieties, sensitisation of women on the preparation of healthy meals.

Abstract:The literature on vulnerability to flooding highlights the multiple dimensions of risk factors. However, little research has analysed the joint effects of environmental and social variables on flood risk at the household level in African cities. We use an interdisciplinary approach to analyse the differentiated significance of these dimensions for the status of ‘flood victim’ in Abidjan, the major city of Côte d’Ivoire. The data used were collected in a survey of 503 households residing in two contrasting neighbourhoods of Abidjan. Modelling data with logistic regressions, the results show that physical variables (the slope of the housing plot), environmental variables (liquid and solid waste disposal) and social variables (the gender of the head of household or the composition of the household) are factors jointly associated with flood risk. The multidimensional nature of vulnerability at the household level must be seen as a challenge faced by public authorities in post-disaster management.
Urban flooding: Coping with Weija Dam spillage by downstream communities in Ghana

Abstract:This study adds to knowledge by specifically focusing on the dam spillage-induced floods within a fast-urbanising city with weak law enforcement in a developing country. Employing a sequential mixed-method approach, we first selected and analysed data from 120 respondents through a survey and complemented it with key informants residing in the communities affected by flooding. The findings revealed that dramatic ramifications of dam spillage-induced floods disrupt the livelihoods of many individuals in the form of disruption to income-generating activities and substantial property loss. Notwithstanding the devastating effect of the dam spillage, residents lack advance and adequate preparedness. In coping with such challenges, most flood victims rely on support from nongovernmental sources. The challenge of flooding from the dam spillage is multifaceted and deeply rooted in complex factors which includes growing urbanisation, poor urban planning and weak law enforcement. Residents' adaptive strategies remain limited, demonstrating a dearth of resilience against such shocks. Contribution: In light of these challenges, the authors advocate a close collaborative working partnerships among stakeholders to provide flood risk management interventions, strategic planned dam spillage that minimises the effect of dam spillage-induced floods on the local communities, early warning systems and planning and enforcement of building regulations.
Data-driven approach to spatiotemporal dynamic risk assessment of urban flooding based on shared socio-economic pathways

Abstract:Driven by the change in intense land use and land cover (LULC) due to fast urbanization, urban flooding events have become the most frequent and influential hazards over the last few decades. Accurately predicting possible flood-prone locations under the dynamic fluctuations of LULC is crucial for sustainable urban development. However, there has been sparse studies on systematic integration of LULC changes into anticipate urban development scenarios coupled with flooding vulnerability assessment. Therefore, this study proposed a robust and powerful cascade modeling chain consisting of Maximum Entropy, System Dynamics and Patch-generating Land Use Simulation in combination with shared socio-economic pathways for projecting temporal and spatial dynamic changes associated with urban flooding vulnerability. Taking Guangdong Hong Kong Macao Greater Bay Area (GBA) as case study, the results showed that the increase in urban flooding was largely caused by the expansion of construction land. Overall, a substantial distinction within the scenarios was observed and the flooding vulnerability was ranked in the order of SSP126 < SSP245 < SSP585. Under SSP585, the areas with high flooding risk will be expected to increase significantly, accounting for 26% of the total areas, and nearly half of the built-up areas are exposed to flooding risk by 2050. Under SSP245, the built-up areas exposed to medium and high flooding risk were anticipated to cover nearly a fifth of the total areas. Under SSP126 scenario, nearly no change was predicted in the area with high flooding risk, with only increase of 1%, future urbanization hotspots associated with serious flooding risks will likely to be found on the fringe of the GBA's construction areas, in line with the extent of construction land expansion. The finding of this study will shed a comprehensive insight into the identification of spatial and temporal distribution of urban flooding vulnerability to facilitate the exploration of flood mitigation measures associated with dynamic changes in urban land use.

Abstract:Increasing flood resilience involves the implementation of structural and non-structural measures by homeowners to comprehend adaptive capacity to the impacts to flood events. Analyzing homeowners' technical and social capacity creates more knowledge and helps to understand how prepared a system is and what specific actions should be taken. This is the basis for recommending appropriate adaptation measures and increasing resilience. The study identifies homeowners' social and technical capacity aspects in Ghana, West Africa, to effectively improve their resilience. Ghana is particularly vulnerable to flooding, and its flood risk management (FRM) strategy is gradually evolving to encompass a greater role for homeowners. To gain insight into the factors influencing homeowners' capacity to implement measures, a quantitative research design comprising a household survey was employed in three study areas (Accra, Kumasi, and White Volta) with 1,168 participating homeowners. The results offered insights into the high risk perception and respondents' motivation, the significant challenges they face in coping with flood events, their limited knowledge of effective measures, and the heterogeneous implementation barriers and support needs across the region. Based on these findings, this paper outlines the practical implications, actionable steps, and sustainable strategies that can be employed with the FLOODLABEL GHANA tool for resilience improvement.

Abstract:Many Ghanaian cities are increasingly becoming hotspots for floods with rising household vulnerabilities. However, research to understand the coping mechanisms of these households remains limited. This paper examines flood coping and adaptation strategies of flood community-dwelling households (n = 45) using a qualitative approach. Data gathering involved in-depth interviews using an interview guide. Data were analysed using the thematic analytical framework. The study revealed that households employed different coping and adaptation strategies to reduce the impact of floods and reduce their vulnerabilities to floods. While the coping strategies provided temporary relief, the over-reliance on structural methods of adaptation did not protect the participants well enough against the shocks of subsequent floods. A balanced use of structural and non-structural flood control mechanisms for effective adaptation is required.

Assessment of socio-economic strategies for managing regional flood risk in an urban coastal catchment

Abstract:With the cascading flooding events over the past decades, several structural and non-structural measures have been effectively implemented for improved flood management. However, the uneven impacts of the flooding events have highlighted that socio-economic inequality amongst the community needs to be addressed along with hazards to devise long term and sustainable flood management strategies. This study aims to evaluate the impact of socio-economic adaptive scenarios over an urban coastal catchment for reduction in flood risk. Flood risk is estimated utilizing socio-economic aspects ( vulnerability ) and flood inundation ( hazard ), for the highly flood-prone coastal city of Mumbai, India. A multivariate approach is used for assessing socio-economic vulnerability, starting with Principal Component Analysis followed by Data Envelopment Analysis , for various socio-economic scenarios, i.e., by reducing percentage of certain feasible socio-economic sensitivity indicators, to identify the key indicators, which contribute to significant change in vulnerability. The flood hazard is assessed through a comprehensive hydrodynamic flood modelling approach to quantify the flood inundation depth and extent. The flood risk is, thereafter, evaluated by combining socio-economic vulnerability and flood hazard using bivariate risk mapping approach. The results indicate that, with the decrease in alteration percentage of certain feasible socio-economic sensitivity indicators, the overall vulnerability and flood risk may be reduced. The areas under very high and high vulnerability classes reduce gradually for all scenarios as the percentage reduction for various indicators is varied from 5 % to 15 %, total illiteracy being the most significant indicator. This study marks the first effort to discern socio-economic vulnerability indicators that have the potential to significantly diminish flood risk, thereby constituting a viable long-term flood risk mitigation strategy. This novel framework is generic and applicable to any flood prone catchments, to devise appropriate long-term flood management measures.

Abstract:In recent years, Nature-Based Solutions (NBS) have become instrumental in restoring ecosystems and reducing the negative effects of hard surface developments. Existing studies have shown the potential of NBS in mitigating urban floods and reducing overall hydrogeological risks, especially in high-income areas. However, there is limited knowledge on area-specific NBS implementation and the locational suitability of areas to support different NBS for urban flood mitigation in medium to low-income regions. A methodology based on Spatial Multi-Criteria Analysis (SMCA) has the potential to spatially combine and synthesize information to elicit spatially-specific opportunities for NBS implementation. However, an SMCA tool to determine suitable locations for different NBS measures for urban flood mitigation does not yet exist. In order to address this research gap, this study developed an SMCA methodology to identify different target areas where specific urban flood-related NBS measures can be implemented to minimize urban flood occurrence in Accra, Ghana. The study revealed different locations where urban flood-related NBS measures could be applied. It also demonstrated how specific NBS measures could be tailored to the characteristics of different areas in Accra to ensure effective urban flood mitigation. The suggested methodological approach provides a spatial knowledge base for flood management institutions to integrate NBS into flood management schemes. The approach has application potential for other geographic contexts facing urban flood risks. Future research could focus on possible ways of integrating NBS into the spatial development of cities.

Abstract:Cities face frequent flood disasters with devastating impact on lives and property. Geospatial analysis using high elevation points can help to map out emergency evacuation centres for decision making on flood risk management. This research maps and analyses flood emergency evacuation centres in Accra. The objectives of this research were to map out flood hazard and vulnerable settlements, analyse the spatial distribution and identify the optimal locations for flood emergency evacuation sites. The data for this study comprises digital elevation models, stream networks, settlement data, flood risk zone maps of the study site and existing documents on flood disaster risk of the study area. This study adopted the weighted linear combination method to estimate site suitability for emergency evacuation sites. ArcGIS 10.6 was used to analyse the data. The research found that the optimal locations for potential evacuation centres are unevenly distributed between 300 m and 400 m above sea level, most which are in the north-eastern and north-western parts of Accra. The results can contribute to research, policy and decision-making on flood risk management in Accra and other localities with similar conditions. The research further contributes to literature on flood risk management and geographic information system.Contribution: This research is useful as mapping could increase awareness of evacuation sites to speed up rapid response to immediate impacts of flood events. The findings of the study will facilitate future decisions for demarcating potential flood emergency evacuation sites. The overall aim of this study is to contribute to literature, policy, spatial analysis and the practice of flood risk management in the study area. The research findings can also be applied to other flood-prone areas with similar contexts as the study site.
