Abstract:A clearer understanding of human or social aspects of environmental issues will enhance conservation. While social acceptance is critical in determining MPA success, it continues to be an inadequately explored area of research. This study examined the acceptability of the proposed Marine Protected Area in Ozamiz City, Philippines. Stressing the significance of social acceptability to an MPA's successful implementation, this investigated the influence of the fishing households' knowledge of the marine environment and coastal resource management and the perceived condition of the coastal environment on the social acceptability of a proposed MPA implementation. The study used a mixed-method, particularly concurrent triangulation design, utilizing a sample of 270 fishing households in the 15 coastal barangays of Ozamiz City. The data were gathered through a survey supplemented with key informant interviews (KII). The study revealed that the knowledge of the marine environment and coastal resource management had shown a highly significant relationship and emerged as a predictor of the social acceptability of the proposed MPA. Therefore, greater knowledge of the marine environment and coastal resource management among the fisher folks and stakeholders, in general, may result in a higher level of acceptability of the proposed MPA, thus resulting in a successful implementation. Strategies must be implemented to enhance and enrich the fisher folks' knowledge of the marine ecosystem and coastal resource management. Information on the features, characteristics, and importance of the corals and coral reefs to the marine ecosystem should be emphasized.

Abstract:The global marine ecosystem has been significantly altered by the combined effects of multiple anthropogenic impacts. Systematic planning of marine protected areas (MPAs) is of paramount importance in alleviating conflicts between humans and the sea. Existing approaches, however, merely integrate both ecological and anthropogenic factors for multiple conservation purposes. By combining the three main anthropogenic impact factors with two main ecological importance factors, this study used a GIS-based AHP-OWA method to identify different levels of priority protection for MPAs in Zhejiang, China. Our results proved that: 1) the multi-objective MPA siting issues can be addressed by the GIS-based AHP-OWA method through scenario simulation; 2) the best locations for MPAs are in the northeast, central, and southern marine areas of Zhejiang; 3) considering the trade-off degree, spatial conservation efficiency, and spatial heterogeneity, an optimized MPA siting scheme can be developed for decision-makers. The proposed MPA siting method and case study may provide an effective technical reference for solving regional marine spatial planning (MSP) issues in the future.

Abstract:Abstract Marine protected areas (MPAs) can be a useful tool to manage coastal ecosystems, delivering both social and ecological outcomes. However, in many instances, relevant data is missing to conduct proper impact assessments, which is key to identifying ecological and social synergies and potential trade‐offs, and to adapting management according to local objectives. The ecological effects of an MPA established in Palawan, Philippines, in 2016, were assessed. The most common species targeted by fisheries were identified by local fishers. Species size and number were collected through underwater visual census with n = 288 belt transects assigned in different sites and locations to ensure to provide both protected and control (fished) sites for the MPA assessment, and baseline data for three new MPAs that were created in 2022. 91 coral‐reef fish species belonging to 12 families were recorded. Mixed effect linear regression was used to compare target fish populations in protected and control sites. Compared to control locations, 5 years after its implementation, the MPA showed significantly higher species richness, abundance, mean size, and biomass while no significant difference was found on the average trophic level between MPA and control sites. Monitoring the early effects of an MPA and collecting baseline data prior the implementation of an MPA network is key for adaptive management.

Abstract:Marine protected areas (MPAs) represent an example of nature-based solutions for the conservation and sustainable management of marine biodiversity. Despite the number of MPAs growing worldwide, many of them fail to achieve their goals, sometimes up to the point of becoming the so-called "paper parks": protected areas without real protection or enforcement that are virtually non-existent in terms of their effectiveness in achieving the ecological and socioeconomic goals for which they have been set up. Following the Kunming–Montreal Biodiversity Agreement (COP 15), the EU Biodiversity Strategy for 2030, and the Biodiversity Beyond National Jurisdiction treaty, global MPA coverage should increase substantially in the coming years. Hence, identifying the factors that contribute to raising the effectiveness of MPAs is pivotal to informing their planning and management. Our study introduces a model based on the Bayesian network that allows testing how different socioeconomic factors (e.g., stakeholder involvement, increased communication and enforcement) can impact the effectiveness of MPAs. The system is a user-friendly decision-support tool to quantify the contribution of each factor in the creation of a successful MPA, thus narrowing the gap between science and decision-making. We modelled the evolution of the effectiveness of MPAs under three contrasting policy-relevant scenarios based on the Intergovernmental Panel on Climate Change frameworks. Our results indicate that the highest and lowest the effectiveness of MPAs is achieved under the "global sustainability" and "national enterprise" scenarios, respectively. Our work sheds light on the complexity of the interactions among the different factors underpinning the effectiveness of MPAs and supports the growth process of MPAs at the global level on the pathway towards the sustainable exploitation of marine living resources.

Abstract:Marine Protected Areas (MPAs) are an important tool for management and conservation and play an increasingly recognised role in societal and human well-being. However, the assessment of MPAs often lacks a simultaneous consideration of ecological and socio-economic outcomes, and this can lead to misconceptions on the effectiveness of MPAs. In this perspective, we present a transdisciplinary approach based on the Delphi method for mapping and evaluating Marine Protected Areas for their ability to protect biodiversity while providing Ecosystem Services (ES) and related human well-being benefits – i.e., the ecosystem outputs from which people benefit. We highlight the need to include the human dimensions of marine protection in such assessments, given that the effectiveness of MPAs over time is conditional on the social, cultural and institutional contexts in which MPAs evolve. Our approach supports Ecosystem-Based Management and highlights the importance of MPAs in achieving restoration, conservation, and sustainable development objectives in relation to EU Directives such as the Marine Strategy Framework Directive (MSFD), the Maritime Spatial Planning Directive (MSPD), and the Common Fisheries Policy (CFP).

Abstract:Global policies increasingly focus on the importance of maintaining or improving the integrity of ecosystems, but defining, assessing, and monitoring integrity in marine protected areas (MPAs) remains a challenge. In this paper, we conceptualized ecological integrity along dimensions of heterogeneity and stability containing seven components: physical structure, diversity, function, persistence, resistance, resilience, and natural variability. Through a structured literature search, we identified indicators and metrics used for quantifying ecosystem status components in the marine environment, then reviewed MPA management plans worldwide for inclusion of these components. We evaluated 202 papers applying 83 ecological indicators built from 72 metrics. Ecosystem components were most comprehensively addressed by metrics of taxa presence, organisms count, and area occupied by benthic organisms, and community structure, biomass, and percent cover indicators. Of the 557 MPA management plans we reviewed globally, 93% used at least one ecosystem status term or its synonym in an ecologically relevant context, but 39% did not address any components of stability. In particular, resistance was mentioned in only 1% of management plans, but in some cases it may be inferred from indicators and metrics used to track the best addressed component in management plans, diversity. Plans for MPAs with both an ecological/biological purpose and a research and education purpose contained ecosystem status terms more frequently than other plans, suggesting that engagement with the scientific community may have improved the application of these terms. An improved understanding of how to operationalize and measure ecological integrity can help MPA monitoring and management.

Abstract:Marine protected areas are 'sites unseen' and hence the human communities that live on and around them often struggle to accept their existence. This paper presents an account of a project that sought to establish what are the most effective modes of community engagement to raise awareness of the ecological integrity and values of, and social license to operate for Marine Protected Areas (MPAs), especially those in remote and regional areas. Using a case study of offshore MPAs within the state of South Australia, we argue that conventional modes of community engagement and communication are enhanced by the deployment of virtual and visual modes of communication. Our analysis showed that the use of alternate and visually engaged processes, via the deployment of the 'Fab Five' marine species, enabled us to break the dominant discourse that MPAs are 'us' vs 'them', facilitated a reconciliation between State and Commonwealth MPAs, and created a unique space for cross cultural engagement which cumulatively offered opportunities to build the government's social license for the existence of MPAs, and maintain their enduring benefit for marine conservation.

Abstract:Adaptively managing marine protected areas (MPAs) requires accurately assessing whether established MPAs are achieving their goals of protecting and conserving biomass, especially for harvested populations. Ecological MPA assessments commonly compare inside of the MPA to a reference point outside of and/or before implementation (i.e., calculating "response ratios"). Yet, MPAs are not simple ecological experiments; by design, protected populations interact with those outside, and population dynamic responses can be nonlinear. This complicates assessment interpretations. Here, we used a two‐patch population model to explore how MPA response ratios (outside–inside, before–after, and before–after‐control‐impact [BACI]) for fished populations behave under different conditions, like whether the population is receiving a sustainable larval supply or if it is declining despite protection from harvest. We then conducted a Bayesian evaluation of MPA effects on fish and invertebrate populations based on data collected from 82 published studies on 264 no‐take MPAs worldwide, using the results of an earlier global meta‐analysis as priors. We considered the effects of calculating different summary metrics on these results, drawing on the theoretical insights from our population model as a comparative framework. We demonstrate that not all response ratio comparison types provide the same information: For example, outside–inside and BACI comparisons can fail to detect population decline within MPAs, whereas before–after comparisons likely detect that pattern. Considering these limitations, we nonetheless found that MPAs globally are producing positive outcomes, with on average greater biomass, density, and organism size within their boundaries than reference sites. However, only a small portion of studies (18 of 82) provided the temporal data necessary to determine that protection, on average, has led to increased abundance of populations within MPAs over time. These findings demonstrate the importance of considering the underlying system dynamics when assessing MPA effects. Assuming that large outside–inside or BACI response ratios always reflect large and net positive conservation effects may lead to misleading conclusions, we recommend that: (1) when assessing specific MPA effects, empirical findings be considered alongside theoretical knowledge relevant to that MPA system, and (2) management should respond to the local conditions and outcomes, rather than a blanket expectation for positive MPA effects.

Abstract:Philippine coral reefs have been on the decline since the 1970s, and this degradation has posed a risk to biodiversity, food security, and livelihood in the country. In an effort to arrest this degradation, marine protected areas (MPAs) were established across the country. MPAs are known to improve fish biomass, but their effect on live coral cover and other benthos is not yet well documented and understood. In this study, 28 MPAs across the Philippines were surveyed comparing benthic cover and indices between protected reefs and adjacent unprotected reefs. No consistent differences were found between reefs inside and outside MPAs through all the benthic categories and reef health indices considered that are indicative of protection effects or recovery within MPAs. However, there were notable site-specific differences in benthic cover across the study MPAs-suggesting that factors other than protection play important roles in influencing benthic cover inside and outside of MPAs. Storm frequency and proximity to rivers, as a proxy for siltation, were the strongest negative correlates to live coral cover. Also, high coastal population, a proxy for pollution, and occurrence of blast and poison fishing positively correlated with high dead coral cover. The lack of significant difference in benthic cover between reefs inside and outside MPAs suggests that protection does not necessarily guarantee immediate improvement in benthic condition. Correlations between benthic condition and storm frequency, siltation, and pollution suggest that it is necessary to augment MPAs with other management strategies that will address the multiple stressors that are usually indiscriminate of MPA boundaries. Supplementing long-term and systematic monitoring of benthic cover and biodiversity inside and outside of MPAs with data on other important environmental and human impact variables will help improve understanding of benthic cover and biodiversity dynamics inside and outside of MPA boundaries.

Abstract:Blue carbon ecosystems (BCEs) are vital for global climate change mitigation and offer diverse local ecosystem co-benefits. Despite existing literatures on integrating national and international BCE agendas at the local level, the development and implementation of localized BCE strategies often lag behind. To provide insights on this knowledge gap, we present a case study conducted in Eastern Samar, Philippines. Employing a multi-framework analysis- encompassing DPSIR (drivers, pressures, state, impact, responses), SOAR (strengths, opportunities, aspirations, results), and PESTLE (political, economic, social, technological, legal, environmental) frameworks, stakeholder perceptions collected from focus group discussions highlight issues and challenges in developing and implementing a BCE strategy. Findings reveal that the aftermath of Typhoon Haiyan in 2013 in the study sites stimulated conservation efforts and raised awareness, but governance structures and policy enforcement influence the success and longevity of management and conservation efforts. Through the integration of multiple frameworks, this study outlined a potential localized BCE strategy, emphasizing both internal priorities such as stakeholder engagement and alternative livelihoods and external priorities related to policy and technological supports. While developed based on a specific case study in the Philippines, the proposed strategy is presented in a general manner, enabling its potential replication in other provinces in the Philippines or in countries with similar geographic settings.

Abstract:Cold-Water Corals play a paramount role in marine benthic ecosystems, increasing their complexity and providing spawning and nursery habitats to many species. However, due to their sessile lifestyle and ramified shape they are commonly entangled in nets and even by-caught during the practice of bottom-contact fishing, which includes impacts from both large-scale activities such as trawling and small-scale fishing (e.g., trammel nets or pots). In this context, passive and active restoration measures are crucial to avoid their damage and disappearance, which might cause the consequent loss of complexity and biodiversity of marine benthic communities. With the aim of modifying these fishing practices in the Marine Protected Area of Cap de Creus (North-Western Mediterranean), small-scale fishers and scientists (marine biologists) started a Participatory Process in which they agreed to develop a joint marine conservation program combining two distinct projects: a restoration project of the Cold-Water Corals incidentally captured on fishing nets for their subsequent reintroduction at sea (RESCAP project) and also a project on mitigation of fishing impacts on marine benthic communities (MITICAP project). Collaborative actions were carried out including interviews and exchanges of information with the purpose of collecting all the knowledge required for conducting the actions of the projects. This study shows the results of the assessment throughout five years (2017-2022) of cooperative work and highlights how crucial it is to develop long-term and revisable ocean literacy strategies for ensuring a sustainable ocean governance. An ocean literacy test evaluated the scientific knowledge of fishers at the end of the projects and revealed that despite all the efforts applied, still more work is needed, which reinforces the importance of improving the strategies of knowledge transfer for MPA management. Under the coordination of marine social anthropologists, a Cultural Consensus Analysis was conducted with the fishers. Results revealed a protoculture that should be characterized and considered when developing management strategies in the area. Additionally, the Personal Network Analysis showed that fishers have become agents of change and transmitted the learnings of the projects to their communities, fishers from nearby guilds, local educational centers and even the press. Furthermore, a list of recommendations is provided to optimize the multisector opportunities emerging from collaborative projects with marine scientists and fishers in MPAs.

Abstract:Marine Protected Areas (MPAs) have been implemented globally as a conservation tool to improve the health and function of marine ecosystems. Research has focused on assessing MPA effectiveness, however certain habitats and communities are often avoided because they are difficult or expensive to monitor. Mesophotic (30-100m) rocky reef fish communities are a valuable commercial and recreational resource that is highly targeted but often overlooked in monitoring due to depth restricted sampling. We used two MPAs in California's statewide protection network, along with parried reference sites, to test how protection status along with environmental conditions influenced the abundance and biomass of three highly targeted species with varying life histories and habitat preferences. Depth and habitat were strong predictors for all groups; ocean whitefish (Caulolatilus princeps), California sheephead (Semicossyphus pulcher), and targeted rockfish (Sebastes spp). The pattern of these effects however, differed between the species groups and the influence of protection was mixed. This work highlights how species with high habitat affinities benefit differently from protection, as a function of depth and habitat representation within the MPA/reference pair. To accurately evaluate MPAs, and the network as a whole, researchers must recognize organism-habitat relationships and incorporate them when assessing conservation efforts.

Abstract:Many small-scale fisheries (SSFs) in Latin America and the Caribbean (LAC) operate in ecologically sensitive areas, where balancing conservation and resource use is challenging. 'Multiple-use' marine protected areas (MPAs) have been implemented to accommodate SSFs (among other uses) within areas designated for conservation, creating opportunities and challenges for SSF governance. We analyzed eleven case studies from LAC to explore: (1) how different MPA institutional designs affect key aspects of SSF governance and (2) the links between these effects and the type of initiative that promoted MPA establishment (origin). Results indicate that the existence of an MPA benefited SSF governance in many ways, with more pronounced positive effects in MPAs with mixed to bottom-up origin supported by well-organized fishing groups. In addition, the presence of supportive MPA authorities that leveraged local capacities and initiatives and adopted flexible and collaborative governance systems made a difference in several cases. Abstract:Projecting the combined effect of management options and the evolving climate is necessary to inform shared sustainable futures for marine activities and biodiversity. However, engaging multisectoral stakeholders in biodiversity-use scenario analysis remains a challenge. Using a French Mediterranean marine protected area (MPA) as a marine social-ecological case study, we coupled codesigned visioning narratives at horizon 2050 with an ecosystem-based model. Our analysis revealed a mismatch between the stated vision endpoints at 2050 and the model prediction narrative objectives. However, the discussions that arose from the approach opened the way for previously unidentified transformative pathways. Hybridizing research and decision-making with iterative collaborative modeling frameworks can enhance adaptive management policies, leveraging pathways toward sustainability.

Abstract:Marine protected areas (MPAs) are important conservation tools; however, many fail to achieve their full potential because of design and management deficiencies. Evaluating MPA management effectiveness (ME) is essential for identifying deficiency issues in conservations and guiding improvements. This study established an indicator-based framework to evaluate ME tailored to Taiwan's MPAs through literature reviews, expert consultations, and stakeholder workshops. We applied 28 indicators to the ME evaluation of 30 fishery conservation zones (FCZs), utilizing semi-structured interviews with stakeholders, questionnaires, analysis of ecological reports, and on-site visits. Only two MPAs were rated as highly effective; most were poorly managed, with deficiencies in ecological monitoring, enforcement, and stakeholder participation. A case study combined a quantitative ME evaluation with collaborative action research involving governments, scientists, and communities to address issues and accelerate enhancements in the Qimei FCZ. Initial low scores prompted workshops to engage stakeholders in identifying problems such as incorrect boundaries, lack of ecological data, and enforcement challenges. This led to boundary revisions, citizen scientist training, and proposals for no-take zones to improve enforcement. The evaluation revealed management deficiencies in Taiwan's MPAs, while action research catalyzed solutions through participative processes. Region-specific indicator frameworks aligned with local priorities are vital for optimizing MPA benefits. This study provides an exemplary quantitative–qualitative approach, coupling evidence-based evaluations and collaborative action research to improve MPA management.

Abstract:Ecosystem restoration efforts reflect shared human values and a common vision for the future. Consequently, public approval is critical for new restoration initiatives to achieve their social and ecological goals. Yet, restoration research typically focuses on the ecological over the social aspects, and can overlook key factors that enable projects. Allowing for widespread community engagement can help to establish social legitimacy for restoration projects, and identify public perceptions and key features of social and ecological importance. Australia's largest reef restoration, to recover lost oyster reefs, is an emerging socio-ecological success story. This initiative in South Australia progressed on a foundation of public engagement, using a public consultation process to identify local's perceptions and values surrounding the restoration. An online public forum captured over 1500 public responses, of which 600 written responses were submitted and analysed to identify key public values and concerns. Overall, we documented strong support for ongoing reef restorations, as the public perceived an array of social, environmental, economic, and wellbeing benefits. Public responses reflected an understanding of how ecological benefits inspire social ones, and a firm belief that the restored reefs could improve their coastline for community betterment. These findings show how early community involvement helped generate the social license for government to pursue ongoing restoration work, and support local communities' connection to place and conservation engagement. Prioritising the development of a supportive social platform, through community consultation and maintaining coastal accessibility within ocean governance and conservation goals, can enhance the social value of marine spaces.
