Abstract:Green technology innovation is crucial to green transformation. Accordingly, the influence of Chinese-style fiscal decentralization on green technology innovation is contingent on whether effective green competition can occur among hierarchical governments. Against this backdrop, the Spatial Durbin Model is used to empirically estimate the impact of Chinese-style fiscal decentralization on green technology innovation, which utilized the panel data of 30 provinces in China from 2010 to 2020. The findings revealed a significant spatial agglomeration effect for green technology innovation in various regions. Besides, fiscal decentralization is evidenced to not only have a positive spatial spillover effect on green technology innovation but also promote green technology innovation at the local level and in surrounding areas, indicating that local governments have formed green preferences and facilitated green innovation technology competition. Moreover, further analysis of induced resource allocation reveals that financial support and environmental regulation have adverse inhibitory and positive promotion effects on green technology innovation, respectively. Furthermore, foreign direct investment, research and development intensity, knowledge reserve level, and industrial structure have varying spatial spillover effects on the level of green technology innovation. In light of these findings, this study recommended that the Chinese government further improves its fiscal decentralization, implements green performance evaluation of local governments, and enhances the coordinated development of various innovation incentives.

Abstract:This study applies the slack-based measure-data envelopment analysis (SBM-DEA) method to measure energy efficiency and tests the spatial spill-over effects of fiscal decentralisation, industrial structure and energy efficiency using the spatial Durbin model. The results show that China's energy efficiency presents a clear geographical step distribution, and the Eastern and Western regions have higher energy efficiency than the Central region. Fiscal decentralisation has a positive effect on the energy efficiency of the Eastern and Central regions by upgrading the industrial structure. In addition, fiscal decentralisation has significant, positive externalities on the surrounding areas, promoting environmental protection and energy conservation in all regions of China. The results are in line with the tenets of environmental federalism (Oates & Schwab): through the allocation and transfer of industrial factors, fiscal decentralisation affects energy governance. Therefore, local governments should formulate policies and targets according to their regions' different economic development levels, and the Central and Western areas, which have greater space for improvement and low energy efficiency, should receive attention to balance regional differences.

Abstract:A robust fiscal and financial system constitutes a fundamental pillar of national governance. This paper investigates the spatial correlation between fiscal decentralization, financial decentralization, and local green economic efficiency using panel data from 285 cities in China. The findings reveal several key insights. First, fiscal decentralization hampers local green economic efficiency enhancement but exerts a "warning effect" on neighboring regions. In contrast, financial decentralization promotes local green economic efficiency and triggers a "clustering effect" on neighboring areas, indicating an agglomeration impact. Second, synergies from financial decentralization on local green economic efficiency are not immediately apparent, while they mitigate the enhancement of neighboring regions' green economic efficiency. Third, the maturity of the financial market system and the completeness of infrastructure positively influence the impact of financial decentralization on green economic efficiency. Fourth, fiscal and financial decentralization significantly impacts green economic efficiency in the short term, yet their long-term effects are negligible. Consequently, this paper recommends enhancing infrastructure development and instituting a dynamic mechanism for adjusting fiscal and financial decentralization. Based on the aforementioned findings, this paper provides corresponding countermeasure recommendations. These recommendations not only contribute academically to the study of green efficiency from the perspectives of fiscal and financial decentralization but also offer a Chinese model for other developing countries seeking to balance fiscal, financial, and green sustainable development.

Abstract:The impact of Chinese-style fiscal decentralization on regional energy intensity has long been disputed by the supporters of "federal environmentalism" and those who hold "race to the bottom" views. At the same time, with the transformation of China's development mode, the Chinese government is paying increasing attention to the protection of ecological civilization and the realization of sustainable development, and the government's attention to the ecological environment is becoming an important factor affecting regional energy intensity. Therefore, this paper takes the fiscal decentralization and ecological attention of local governments in China as the research object and analyzes their impact mechanism on regional energy intensity. Firstly, the entropy weight method was used to measure the comprehensive score of fiscal decentralization of Chinese local governments, and the text analysis method was used to obtain the ecological attention index of Chinese provincial local governments, which was sorted into panel data of 30 provinces (municipalities and autonomous regions) in mainland China from 2007 to 2019. The spatial econometric model and panel threshold model are structured as the means for analyzing the impact that fiscal decentralization and the ecological attention of local governments have, respectively, on regional energy intensity targets. We obtained the following conclusions: Chinese fiscal decentralization can significantly improve the regional energy intensity, and the fiscal decentralization of a region can significantly reduce the energy intensity in nearby regions; the enhancement of ecological attention of local governments will significantly inhibit regional energy intensity, and also has a significant inhibitory effect on the energy intensity of neighboring regions. As the threshold variable—which is the ecological attention of local governments—increases and reaches a certain level, fiscal decentralization will significantly and reversely inhibit regional energy intensity, indicating that the ecological attention of local governments can moderate the distortion of fiscal decentralization with regards to regional energy efficiency.

Abstract:Fiscal federalism grants local governments a certain degree of fiscal autonomy and stimulates their motivation. This study analyses the impact of fiscal decentralization on urban carbon emission reduction using the double fixed-effects model and the mediated-effects model using data from 187 resource-based cities in China from 2011 to 2020. It is found that fiscal decentralization significantly promotes energy saving and emission reduction, which is reflected in the significant negative correlation between fiscal decentralization and the size of urban carbon emissions and the positive correlation with carbon emission efficiency. These results are still robust after replacing the carbon emission scale and carbon emission efficiency and using the instrumental variable method. Heterogeneity analysis reveals that fiscal decentralization significantly suppresses the carbon emission scale and positively contributes to carbon emission efficiency in the country's east-central part and resource-based cities with lower marketization. Mechanistic analyses suggest that mitigating land resource mismatch and enhancing the degree of government digital transformation are critical factors for fiscal decentralization to reduce carbon emissions. This study provides empirical support for how policymakers can balance the relationship between economic development and environmental protection when formulating local fiscal policies.

Abstract:The impact of government behavior under a fiscal decentralization system on the interplay between the digital economy and both the quality and efficiency of green innovation poses an intriguing question. To address this, the present study employs two-way fixed-effects models, instrumental variables, and spatial econometric techniques, using data from 30 provinces and cities in China spanning 2004 to 2019. The findings reveal that the advancement of the digital economy significantly enhances the quality and efficiency of green innovation. In the context of China's fiscal decentralization, local governments frequently employ a "race to the top" strategy, amplifying the digital economy's beneficial impact on green innovation. This effect is particularly pronounced in economically prosperous regions that prioritize environmental assessments. Additionally, the study identifies a spatial demonstration effect, indicating that fiscal decentralization bolsters the digital economy's influence in adjacent regions. Consequently, policy recommendations include deepening the digital economy, advocating for increased fiscal autonomy for local governments, refining the performance appraisal systems for local officials, and establishing a well-calibrated environmental transfer mechanism. Further, leveraging the positive spatial correlations among local governments can foster a competitive yet collaborative landscape for green innovation.

Abstract:The Chinese government set a goal in 2009 to cut carbon emissions by 40–45 percent of 2005 GDP per unit by 2020. The role of fiscal decentralization reform in strengthening environmental governance has gained importance. This paper explored the impact of fiscal decentralization reform from 2010 to 2019 on carbon dioxide emissions in China. We utilized the first-order differential dynamic panel econometrics model to examine the correlation between fiscal decentralization and carbon dioxide emission under fiscal imbalance and transfer indirect effects. The findings revealed that 1) fiscal imbalance reduced CO 2 emissions due to the decentralization of revenue, and expenditure asymmetry undermined CO2 emissions control. 2) The central government’s transfer payments offset the negative consequences of a fiscal imbalance. The fiscal decentralization of the government caused a difference between regional income and expenditures in the budget. However, it could affect local government expenditure on carbon emission control through central transfer payments, which could restrain carbon emissions and control environmental pollution. 3) The impact of fiscal decentralization on carbon dioxide emissions was influenced by the industrial structure with the U-Shape effect. This was because the adjustment of the industrial structure was cross-term. In the early stage of the industrial structure adjustment, there was a significant decline in coal consumption demand and carbon emissions reduced. However, as the proportion of the secondary industry increased, there was a significant positive correlation between the secondary sector and carbon dioxide emissions in China. Our findings have important policy implications. First, while the promotion of Chinese officials is based on local GDP performance, locals may introduce green GDP as the criterion for rating governments’ performance. Second, local governments should improve environmental governance by increasing technical, environmental protection, and innovation investment. All in all, the findings provide a theoretical basis for relevant research and policy suggestions for China.

Abstract:Green development efficiency is an essential measure of China’s economy turning into a stage of high-quality development in the new era. This paper establishes a spatial Durbin model based on the new geography economics. It empirically investigates the spatial effect of technological innovation on regional green development efficiency and the moderating effect of fiscal decentralization on the above mechanism using panel data of 29 provinces in China from 2010 to 2018. The results show that: from 2010 to 2018, both technological innovation and green development efficiency in Chinese provinces show significant spatial clustering effects; technological innovation not only has a significant role in promoting green development efficiency in the region but also leads to the improvement of green development efficiency in neighboring regions; and fiscal decentralization positively regulates the direct effect of technological innovation on green development efficiency in the region, and negatively regulates the spatial spillover effect of technological innovation on green development efficiency in neighboring regions.

Abstract:Green technological innovation has gained in importance in regional policy making towards gaining competitive advantage and sustainable development. This paper used the data envelopment analysis method to calculate regional green innovation efficiency in China, and empirically tested the effect of fiscal decentralization through Tobit model. The regression results show that the local governments with higher fiscal autonomy would prefer to strengthen environmental protection; thus, the regional green innovation efficiency was improved. After the guidance of relevant national development strategies, these effects became more apparent. Our research provided theoretical support and practical guidance for promoting regional led green innovation, improving environmental quality, achieving carbon neutrality, and promoting the high-quality and sustainable development.

Abstract:China, as the world's largest energy consumer, has made the green economy a central component of its economic development strategy. However, how to effectively play the government's crucial role in promoting the development of the green economy has become the focus of research by a significant number of economic experts. This paper uses the Super-SBM model to measure the green economy development index by introducing carbon dioxide emissions and industrial "three wastes" emissions and analyzes the relationship between fiscal decentralization, green technology innovation, and the green economy from the vantage point of local government behavior. It is discovered that fiscal decentralization significantly inhibits the development of the green economy, and local green technology innovation activities in the last period will amplify this negative impact. The above findings pass the robustness test. After introducing comparative analysis of economic growth indicators that are measured by the stochastic frontier analysis (SFA), the results show that only in the eastern region does fiscal decentralization both drive economic growth and do not inhibit green economy development by local government officials' political promotion motives and self-interested preferred expenditures, but overall economic promotion and green economy inhibition caused by fiscal decentralization exist simultaneously in the Yangtze River Economic Belt region, and significant heterogeneity differences exist in the rest of the regions. The findings suggest that regulating local government fiscal behavior and improving fiscal transparency are very important to promote the development of China's green economy.

Abstract:The debate over the role of fiscal decentralization and industrial structure upgrading in China's environmental governance has received increasing attention. Based on China's provincial panel data from 2003 to 2019, this paper investigates the impact of fiscal decentralization and industrial structure upgrading on carbon emissions to provide empirical evidence for the above theoretical argument. The results show that fiscal decentralization and industrial structure upgrading are negatively correlated with carbon emissions, while the interaction term for fiscal decentralization with industrial structure upgrading presents a facilitating effect on carbon emissions. Besides, fiscal decentralization, industrial structure upgrading, and the interaction term have significant regional heterogeneity on carbon emissions. When fiscal decentralization and industrial structure upgrading are taken as threshold variables, the effects of industrial structure upgrading and fiscal decentralization are significantly nonlinear. Moreover, environmental regulation, transportation infrastructure, and carbon emissions are positively correlated. There exists an inverted U-shaped relationship between carbon emissions and economic growth, which proves environmental Kuznets curve theorem. However, FDI and urbanization have no significant effect on carbon emissions. According to the above conclusions, it is necessary to strengthen the positive interaction between fiscal decentralization and industrial structure upgrading in mitigating carbon emissions, promoting the green and low-carbon transformation of China's economy, thus realizing the goals of "carbon peak" and "carbon neutrality."

Abstract:To achieve carbon peaking and neutrality, optimizing power allocation and fiscal responsibilities between China's central and local authorities is essential for balancing environmental and economic goals. This study employs fixed-effects panel regression and a threshold model to examine the relationships between fiscal decentralization, environmental regulations, and green technological innovation in 271 prefecture-level cities from 2007 to 2019. The results reveal that environmental regulations significantly advance green innovation. Fiscal decentralization modulates the impact of these regulations on green innovation, with regional variations. In central and western areas, fiscal decentralization inhibits the regulatory effects, whereas in the eastern region, it promotes them. Moreover, fiscal decentralization exhibits a threshold effect: below a certain threshold, it hinders regulatory impact, but beyond that threshold, it enhances it. These findings offer valuable insights for policy decisions and strategies to foster green innovation, providing a theoretical and empirical foundation for policymakers involved in environmental and fiscal planning.

Abstract:Abstract Facing the growing problem of carbon emission pollution, the scientific and reasonable division of environmental management power between governments is the premise and institutional foundation for realizing China’s carbon emission reduction target in 2030. In this article, we directly assess the degree of environmental decentralization according to the allocation of environmental managers among different levels of government. By incorporating fiscal decentralization indicators, the provincial panel data and dynamic spatial econometric model are used to empirically test the impact of environmental decentralization on carbon emissions from a spatial perspective. The results show that (1) China’s provincial carbon emissions have significant inertia dependence and spatial path dependence. The increase (decrease) of provincial carbon emissions will lead to the increase (decrease) of carbon emissions in neighboring regions. (2) At the national level, environmental decentralization, environmental administrative decentralization, and environmental monitoring decentralization significantly reduce China’s carbon emissions, while environmental supervision decentralization and fiscal decentralization significantly increase carbon emissions. Similarly, the interaction of environmental decentralization and its decomposition indicators and fiscal decentralization also significantly promotes carbon emissions, and the impact is related to the types of environmental management decentralization. (3) The carbon emission effects of environmental decentralization in different regions are heterogeneous. The inhibition effect of environmental decentralization, environmental administrative decentralization, and environmental monitoring decentralization on carbon emissions in the western region is significantly greater than that in the eastern and central regions, but the inhibitory effect of the interaction of environmental decentralization and its decomposition index and fiscal decentralization on carbon emissions in the eastern region was significantly stronger than that in the central and western regions. The above results provide theoretical support for China to construct a differentiated carbon emission environmental management system from two aspects of regional differences and environmental management power categories.

Abstract:The literature is still divided on the study of the ecological and economic effects of fiscal decentralization. To clarify the relationship between fiscal decentralization between central and local governments and green economic development in developing countries, we take China as an example to test the impact of fiscal decentralization on green total factor productivity and its mechanism. It is found that fiscal decentralization helps local governments play a greater role in the regional economic system and promotes green economic development. From the perspective of policy synergy, environmental regulation is an enhanced mechanism for fiscal decentralization to promote green economic development. We also find that technological innovation is an important mechanism for fiscal decentralization to promote green economic development. Our study develops the theory of fiscal federalism and affirms the necessity of decentralization system reform in the context of the green economy, which has important theoretical and practical implications.

Abstract:With the tightening of resource constraints and the proposal of the Chinese High-quality Development strategy, innovation-driven has emerged as a new option to balance economic progress with environmental protection. The paper takes Chinese inter-provincial panel data from 2007 to 2017 as a research sample and is based on a spatial Durbin model, investigating the association among green technology innovation (GTI), "green technology-institution" collaborative innovation, and ecological efficiency (EE), while fiscal decentralization is discussed as a moderating factor. According to the results, "green technology-institution" collaborative innovation is positively promoting ecological efficiency and causing spatial spillovers if the economic distance is taken into account. Compared with the single role of green technology innovation, collaborative innovation has a greater role in improving ecological efficiency. Among them, to improve ecological efficiency, it is best to develop green technology innovation and encourage production institutions in a coordinated manner. According to the moderating effect, fiscal decentralization moderates the impact of innovation collaboration on ecological efficiency in a negative way. Therefore, balancing the decentralization of local fiscal expenditures is important to promoting China's ecological efficiency. In addition, China should purposefully promote the degree of synergy between green technology innovation and related institutions for enhancing eco-efficiency.

Abstract:Fiscal policy including fiscal revenue and expenditure is an important measure to deal with environment pollution and climate change by the Chinese government. This study investigates the impact of fiscal decentralization on carbon emissions and carbon intensity of 30 Chinese provinces over 1997 to 2017 using spatial econometric analysis, and the direct effect, indirect effect and total effect are derived. The empirical results indicate that fiscal decentralization has an inverted N-shaped relationship with carbon emissions and carbon intensity, and the impacts are mainly revealed through direct effects. Moreover, our analysis suggests that the influences of fiscal decentralization on carbon emissions and carbon intensity varies among different geographical regions, indicating that specific carbon emissions reduction policies should be formulated for different regions. This study links the carbon emissions with China's unique economic decentralization system, hereby providing practical support for the governance of carbon emissions in China.

Abstract:Based on the perspective of fiscal decentralization, the study focuses on 30 provinces in China and employs various econometric models including the threshold model, spatial econometric model, mediation model, and regulation model. The research findings indicate that fiscal decentralization has a double‐threshold effect on government intervention, market mechanisms, and regional carbon emission reduction. Both government intervention and market mechanisms have inhibiting effects on carbon emission, with significant coefficients of GOVI and MARM at the 1% level. The cooperation between government intervention and the market mechanism effectively limits carbon emissions. Government intervention facilitates regional carbon emission reduction through the construction of new infrastructures and energy structure transformation, yielding a significant intermediary effect. The market mechanism is positively regulated through green finance and technology innovation to promote regional carbon emission reduction. Moreover, government intervention enables the market to achieve carbon emission reduction more effectively, especially in areas with a higher degree of government intervention. Continuous improvement and upgrading of regional and national carbon markets are essential to attain the carbon peak and carbon neutrality goals. Furthermore, attracting more participants to these markets for emission control subjects is necessary to enhance the effectiveness of government–market coordination.

Abstract:Green finance is essential for supporting the development of green, low-carbon projects and preventing environmental and climate financial risks. Investigating and studying whether and how it can aid in implementing energy transformation is worthwhile. This paper uses 30 provinces from 2004 to 2020 as research samples, the entropy method to construct a green finance measurement system, and the weighted multidimensional vector angle index method to construct an energy low-carbon transformation index based on the actual situation of green finance in China and the existing theoretical research basis. We systematically analyzed each province's spatiotemporal evolution characteristics of green finance and energy structure transformation by constructing a fixed effect model, a GMM model, an intermediary effect model, and a spatial Dubin model. We empirically tested the effect direction, internal mechanism, spatial spillover, and regional heterogeneity of green finance development (GFD) on energy structure transformation (EST) to investigate the low-carbon transformation of energy structures. The findings indicate the following:(1) Green finance plays a positive role in promoting the transformation and development of China's energy structure. (2) The influence of green finance development on the transformation of China's energy structure has significant spatial spillover, exhibiting "local and neighborhood" reciprocity. Through the spatial spillover effect , green finance can encourage the low-carbon transformation of local energy structures and increase the level of low-carbon transformation in neighboring areas. (3) The improvement of the level of green technology innovation and the intensity of environmental regulations are essential channels for green finance to support the low-carbon transformation of the energy structure, and regional heterogeneity will alter this transmission mechanism. The findings of this study provide empirical evidence for the vital role of green finance in achieving the double dividend of economic growth and low-carbon emission reduction. This study provides a new perspective for constructing a green finance system and advancing the dual-carbon objective and a resource for formulating effective regional energy transformation policies.

Fiscal Decentralisation and Renewable Energy Development: Inhibition or Promotion?

Abstract:In line with global green development and decarbonisation initiatives, China has prioritized renewable energy advancement in recent decades. Given the critical role of financial support, scholarly attention has increasingly focused on the impact of fiscal decentralisation (FD) within this sector. This study investigates FD's effect on renewable energy development, analyzing data from 30 Chinese provinces between 2008 and 2022. Findings reveal that FD tends to impede renewable energy progress. Specifically, a one-standard-deviation increase in FD leads to a decrease of 23.1775 % of a standard deviation in renewable energy development. However, this hindrance can be mitigated by foreign direct investment and central transfer payments, while research and development intensity exacerbates the negative impact. Notably, regions with limited natural resources, weaker environmental regulations, fiscal transparency, high marketisation, energy demand, and vertical fiscal imbalances experience a more pronounced decentralisation-renewable-energy relationship. Anti-corruption campaigns in China can alleviate but not reverse this effect. Furthermore, the diffusion of technology and cooperative efforts in nearby regions positively influence renewable energy development. Nonetheless, overall effects still turn out negative due to competition among local governments under the FD framework. Based on these findings, policy recommendations for accelerating renewable energy development are summarized.
