Abstract:The Global Biodiversity Framework (GBF), signed in 2022 by Parties to the Convention on Biological Diversity, recognized the importance of area-based conservation, and its goals and targets specify the characteristics of protected and conserved areas (PCAs) that disproportionately contribute to biodiversity conservation. To achieve the GBF's target of conserving a global area of 30% by 2030, this Essay argues for recognizing these characteristics and scaling them up through the conservation of areas that are: extensive (typically larger than 5,000 km 2 ); have interconnected PCAs (either physically or as part of a jurisdictional network, and frequently embedded in larger conservation landscapes); have high ecological integrity; and are effectively managed and equitably governed. These areas are presented as "Nature's Strongholds," illustrated by examples from the Congo and Amazon basins. Conserving Nature's Strongholds offers an approach to scale up initiatives to address global threats to biodiversity.

Abstract:Of the goals and targets specified by the Kunming‐Montreal Global Biodiversity Framework, Target 3, often referred to as "30 × 30," has garnered widespread attention globally. In this paper, we critique India's potential to meet this target. We find that with its vast network of ecosystems that are under some form of protection and through the recognition of other effective area‐based conservation measures sites, India has the potential to meet the quantitative target of conserving and managing at least 30% of its area by 2030. However, the qualitative attributes of the target might be more difficult to realize owing to several challenges, such as inadequate landscape connectivity, insufficient representation of habitats in the current protected area model, and the exacerbation of socioeconomic vulnerabilities of resource‐dependent communities. To achieve strategic, inclusive, and equitable conservation, we suggest a four‐pronged approach involving landscape‐level biodiversity conservation, socially just and collaborative safeguarding of biodiversity, and relevant policy (re)formulation, informed and underlain by long‐term research and impact monitoring. Although we focus on India, the issues we discuss are of broader relevance, especially for countries across the Global South that are also likely to be significantly impacted by the implementation of the target.

Abstract:Highlights • Expanding protected areas is likely to have high economic costs and exacerbate inequalities. • OECMs can provide a cheaper more equitable alternative to meeting area-based conservation targets. • Effort and funds should focus on improving existing protected areas and designating new OECMs. A key target for reducing biodiversity loss, outlined in the post-2020 Global Biodiversity Framework, is to protect 30% of the planet by 2030 (30×30) in protected areas (PAs) and 'other effective area-based conservation measures' (OECMs). There is concern that focusing on expanding PAs could exacerbate existing inequalities and that this may not be a cost-effective means to conserve biodiversity. There is already a lack of funding for existing PAs with many ineffectively managed. OECMs offer a potential solution to reach area-based protection targets in a more economically feasible and equitable way. Abstract:Abstract Protected areas (PAs) guard critical biodiversity and provide ecosystem services, serving as a pillar of the Kunming‐Montreal Global Biodiversity Framework that aims to protect 30% of the planet by 2030. But most PAs are understaffed. This study documents external workforce contributions to PA staffing in Madagascar, a biodiversity‐rich country that tripled its PA network in 2015. Taking a novel multi‐level approach, we use online surveys of 44 PAs and 13 institutions (managing 81% of PA surface area in Madagascar). Results reveal severe understaffing, reaching only a third of the global recommendation at just one staff member per 37.3 km 2 . Longer‐established PAs enjoy higher staffing ratios. Local community members comprise 94% of the PA external workforce, contributing up to 52% of labor in category V and VI PAs. Evolving human resource policies to deliberately better engage local communities will build PA resilience, addressing staffing gaps in a cost‐effective and sustainable manner to achieve the 30 by 30 target.

Abstract:The Kunming-Montreal Global Biodiversity Framework (GBF) of the Convention on Biological Diversity has set the target of protecting 30 % of the world's land and sea by 2030. Previous conservation planning approaches have been based primarily on biodiversity elements, particularly for Peru, a mega-biodiverse country whose protected areas network need to be expanded. However, achieving this ambitious 30 % target requires careful consideration of numerous ecological and social aspects. To cover these aspects, we present a terrestrial conservation planning approach that integrates biodiversity, ecosystem services, human impact, ecological connectivity and ecoregional representativeness. Our approach has been co-produced with national organisations and NGOs and includes advanced Artificial Intelligence (AI) methods. Our results identify areas of high ecological value to supplement the 17.88 % of areas already protected, to reach 30 %. The integration of these areas could close gaps in the current system, particularly those vital for water related ecosystem services, ecoregional representativity and ecological connectivity. Integrated AI-based optimization methods (i.e., integer linear programming, constraint programming, reference point method) enabled us to obtain optimal, constraint-satisfying and balanced protected areas selected on the basis of integrated variables, and constitute a robust alternative compared with heuristic methods (e.g., Marxan, Zonation) commonly used. This work can be used as a fundamental component of Peru's territorial planning, and paves the way on future research on conservation planning, which should integrate advanced spatial conservation planning methods, ecological and social factors in an even more comprehensive way.

Abstract:The international community set a global conservation target to protect at least 30% of the ocean by 2030 ("30 × 30") to reverse biodiversity loss, including through marine protected areas (MPAs). However, varied MPAs result in significantly different conservation outcomes, making MPA coverage alone an inadequate metric. We used The MPA Guide framework to assess the the world's largest 100 MPAs by area, representing nearly 90% of reported global MPA coverage and 7.3% of the global ocean area, and analyzed the distribution of MPA quality across political and ecological regions. A quarter of the assessed MPA coverage is not implemented, and one‐third is incompatible with the conservation of nature. Two factors contribute to this outcome: (1) many reported MPAs lack regulations or management, and (2) some MPAs allow high‐impact activities. Fully and highly protected MPAs account for one‐third of the assessed area but are unevenly distributed across ecoregions in part because some nations have designated large, highly protected MPAs in their overseas or remote territories. Indicators of MPA quality, not only coverage, are needed to ensure a global network of MPAs that covers at least 30% of the ocean and effectively safeguards representative marine ecosystems from destructive human activities.

Abstract:Humanity will soon define a new era for nature—one that seeks to transform decades of underwhelming responses to the global biodiversity crisis. Area-based conservation efforts, which include both protected areas and other effective area-based conservation measures, are likely to extend and diversify. However, persistent shortfalls in ecological representation and management effectiveness diminish the potential role of area-based conservation in stemming biodiversity loss. Here we show how the expansion of protected areas by national governments since 2010 has had limited success in increasing the coverage across different elements of biodiversity (ecoregions, 12,056 threatened species, 'Key Biodiversity Areas' and wilderness areas) and ecosystem services (productive fisheries, and carbon services on land and sea). To be more successful after 2020, area-based conservation must contribute more effectively to meeting global biodiversity goals—ranging from preventing extinctions to retaining the most-intact ecosystems—and must better collaborate with the many Indigenous peoples, community groups and private initiatives that are central to the successful conservation of biodiversity. The long-term success of area-based conservation requires parties to the Convention on Biological Diversity to secure adequate financing, plan for climate change and make biodiversity conservation a far stronger part of land, water and sea management policies.

Abstract:Abstract Area-based conservation is essential to safeguard nature’s diversity. In view of expanding human land use, increasing climate change and unmet conservation targets, area-based conservation requires efficiency and effectiveness more than ever. In this review, I identify and relate pressing challenges to promising opportunities for effective and efficient protected area governance and management, to enhance research, decision-making and capacity building in area-based conservation under uncertain future developments. I reveal that protected area management is particularly challenged by human land use, climate change, invasive species, and social, political and economic limitations. Protected area management often lacks the continuous availability of data on current states and trends of nature and threats. Biocultural conservation, climate-smart management and biosecurity approaches help to overcome challenges induced by human needs, climate change and invasive species, respectively. Economic valuation and shifts in funding priorities can boost protected area effectiveness and efficiency. In-situ monitoring techniques, remote sensing and open data infrastructures can fill data and information gaps for protected area planning and management. Moreover, adaptive management is an auspicious concept in the framework of systematic conservation planning to ensure the enduring effectiveness of protected areas despite unpredictable future developments. Post-2020 international biodiversity and sustainable development goals could be met earlier if protected areas were more effective. I consequently conclude with the need for a global information system that is to support area-based conservation by synthesizing challenges and opportunities for protected area management effectiveness and efficiency at the local to global level.

Abstract:Protected areas (PAs) play a pivotal role in maintaining viable populations of species and minimizing their habitat loss. Globally, there are currently over 200,000 PAs that cover approximately 15% of land area. The post-2020 global biodiversity framework aims to expand this coverage to 30% by 2030. However, focusing only on the percentage coverage of PAs without evaluating their effectiveness may fail to achieve conservation goals. Here, we use a multidimensional approach incorporating species, climate and anthropogenic vulnerabilities to assess the threat levels in over 2500 PAs in China. We identify nearly 10% of PAs as the most threatened PAs in China and about one-fifth PAs as hotspots of climate and anthropogenic vulnerabilities. We also find high climate instability in species vulnerability hotspots, suggesting an elevated likelihood of species' extirpation therein. Our framework could be useful in assessing resiliency of global protected lands and also in selecting near optimal areas for their future expansion. Proected areas (PA) expansion is a major conservation goal, but its effectiveness is debated. Here, the authors propose a multi-dimensional framework to assess PA vulnerability and select areas suitable for expansion, demonstrating it for 2572 PAs in China under a low-emission scenario.
Climate and land-use changes reduce the benefits of terrestrial protected areas

Abstract:Expanding and enhancing protected area networks (PAs) is at the forefront of efforts to conserve and restore global biodiversity but climate change and habitat loss can interact synergistically to undermine the potential benefits of PAs. Targeting conservation, adaptation and mitigation efforts requires understanding climate and land-use patterns within PAs, both currently and under future scenarios. Here, projecting rates of temporal and spatial displacement of climate and land-use revealed that more than one-quarter of the world’s PAs (~27%) are located in regions that will experience both high rates of climate change and land-use change by 2050. Substantial changes are expected to occur more often within PAs distributed across tropical moist and grassland biomes, which currently host diverse tetrapods and vascular plants, and fall into less-stringent management categories. Taken together, our findings can inform spatially adaptive natural resource management and actions to achieve sustainable development and biodiversity goals.

Abstract:In December 2022, 188 governments of the world committed to effectively and equitably conserving 30% of the Earth's land and sea by 2030 by adopting the Kunming-Montreal Global Biodiversity Framework 1 . Conservationist groups have lauded the ambitious framework, which is widely referred to as 30×30. However, major concerns exist regarding how governments will implement the agreement and how targets will be monitored and verified 2 . Indigenous peoples and local communities (IPLCs), as well as agricultural groups, have voiced concerns that 30×30 will lead to inequity and associated losses of food security and economic opportunities 3,4 . With 40% of all protected lands inhabited by IPLCs (38 million km 2 worldwide), typically having access to limited economic opportunities compared with wealthier regions of the world, the equitable and inclusive achievement of 30×30 is challenging 4 . Solutions are urgently needed to achieve 30×30 while respecting the rights of IPLCs 2 . Building on emerging and existing technologies, opportunities now exist to combine remote-sensing products with ground truthing to monitor 30×30 targets. Public and private programmes such as NASA and Planet Labs are investing in satellites to collect data on ecosystem health and biodiversity at a global scale 5 . These products are combined and integrated into key metrics such as Essential Biodiversity Variables 6 , which are used to monitor and forecast global ecological health for 30×30 assessments. However, remote-sensing products require additional ground validation for data quality assurance, which requires on-ground data collection 5 . There is an untapped opportunity to engage and incentivize IPLCs globally in conservation actions through financial compensation for on-ground data collection. Therefore, we suggest the development of systems that deliver direct payments to IPLCs for ground validation of remote-sensing data via mobile applications to strengthen verification, equity and inclusivity of 30×30.

Synergies and trade-offs in achieving global biodiversity targets

Abstract:After their failure to achieve a significant reduction in the global rate of biodiversity loss by 2010, world governments adopted 20 new ambitious Aichi biodiversity targets to be met by 2020. Efforts to achieve one particular target can contribute to achieving others, but different targets may sometimes require conflicting solutions. Consequently, lack of strategic thinking might result, once again, in a failure to achieve global commitments to biodiversity conservation. We illustrate this dilemma by focusing on Aichi Target 11. This target requires an expansion of terrestrial protected area coverage, which could also contribute to reducing the loss of natural habitats (Target 5), reducing human-induced species decline and extinction (Target 12), and maintaining global carbon stocks (Target 15). We considered the potential impact of expanding protected areas to mitigate global deforestation and the consequences for the distribution of suitable habitat for >10,000 species of forest vertebrates (amphibians, birds, and mammals). We first identified places where deforestation might have the highest impact on remaining forests and then identified places where deforestation might have the highest impact on forest vertebrates (considering aggregate suitable habitat for species). Expanding protected areas toward locations with the highest deforestation rates (Target 5) or the highest potential loss of aggregate species' suitable habitat (Target 12) resulted in partially different protected area network configurations (overlapping with each other by about 73%). Moreover, the latter approach contributed to safeguarding about 30% more global carbon stocks than the former. Further investigation of synergies and trade-offs between targets would shed light on these and other complex interactions, such as the interaction between reducing overexploitation of natural resources (Targets 6, 7), controlling invasive alien species (Target 9), and preventing extinctions of native species (Target 12). Synergies between targets must be identified and secured soon and trade-offs must be minimized before the options for co-benefits are reduced by human pressures.

Abstract:Adequate representation of biodiversity in protected area networks is a prerequisite for successful conservation. Aichi Target 11 of the Convention on Biological Diversity called for 17 % of land area and 10 % of marine area to be conserved in ecologically representative protected areas by 2020. We assess progress in protecting terrestrial and marine ecoregions for the decade 2011–2020, when the Strategic Plan for Biodiversity 2011–2020 was in effect. Using spatial analyses and the mean target achievement metric, which indicates the degree to which a given representation target has been achieved, we analyze protected area coverage in nine countries from all continents, with a total of 173 terrestrial and 64 marine ecoregions. Results show that there is little evidence that the countries studied have strategically protected underrepresented ecoregions in the 2011–2020 decade. Although 170.000 km2 of terrestrial and 3 million km2 of marine reserves have been designated during this period in the nine countries investigated, about half of their terrestrial and marine ecoregions remain poorly protected in 2020. Our findings reinforce that targeted action is needed to adequately protect ecoregions in order for the new Kunming-Montreal target 3 to be more successful than Aichi target 11. The methodology presented allows for ongoing evaluation, identification of gaps, and monitoring of countries' progress towards global and national targets for ecological representation and is applicable to any biodiversity surrogate beyond ecoregions and any country or region of interest.

Abstract:In response to the global call for biodiversity conservation and sustainable development, China plans to reform its protected areas (PAs) system. Despite positive progress, there are still challenges in defining PAs boundaries, allocating management authority, and securing sustainable funding. This paper reviews the current state and challenges of China's PAs management and advocates a paradigm shift towards comprehensive public governance. This shift aligns with the Ecological Conservation Redline (ECR) and integrates PAs into the National Territorial Spatial Planning, for a coordinated layout of Ecological-Productive-Living Spaces. The current study emphasizes the need for a refined assessment of PAs, including ecosystem services, to balance human development rights and environmental sustainability. It also advocates for multi-stakeholder consultation mechanisms to ensure broader social participation, particularly for indigenous peoples and local communities. The current investigation highlights the importance of valuing ecological products to harmonize environmental protection with community welfare. This review contributes to the discourse on balancing ecological integrity with socio-economic progress and provides insights into the difference between human rights, ecological conservation, and sustainable development, marking a significant stride towards global sustainability goals.

Abstract:The global network of protected areas has rapidly expanded in the past decade and is expected to cover at least 30% of land and sea by 2030 to halt biodiversity erosion. Yet, the distribution of protected areas is highly heterogeneous on Earth and the social-environmental preconditions enabling or hindering protected area establishment remain poorly understood. Here, using fourteen socioeconomic and environmental factors, we characterize the multidimensional niche of terrestrial and marine protected areas, which we use to accurately establish, at the global scale, whether a particular location has preconditions favourable for paestablishment. We reveal that protected areas, particularly the most restrictive ones, over-aggregate where human development and the number of non-governmental organizations are high. Based on the spatial distribution of vertebrates and the likelihood to convert non-protected areas into strictly protected areas, we identify 'potential' versus 'unrealistic' conservation gains on land and sea, which we define as areas of high vertebrate diversity that are, respectively, favourable and unfavourable to protected area establishment. Where protected areas are unrealistic, alternative strategies such as other effective area-based conservation measures or privately protected areas, could deliver conservation outcomes.

Mitigation and Adaptation Strategies for Global Change

Abstract:Nations worldwide are committing to international environmental agreements and defining aspirational goals aligned with their sustainable development priorities and responsibilities. The post-2020 Global Biodiversity Framework is an example of such aspirations. Under this framework, nations aim to expand protected areas or create new ones as one way to integrate conservation and climate change agendas. However, implementing those high-level agreements does not necessarily align with local realities and dynamics. In this paper we examined the operational challenges experienced by protected areas actors to adapt conservation strategies to climate change. Based on interviews at the local level and a policy analysis, we identify adaptation narratives and explore potential mismatches in their implementation at the national and local level (protected areas) in three countries: Australia, Colombia, and South Africa. We assess how local visions and interpretations of adaptation align with high-level policies and how existing institutional arrangements facilitate or constrain the implementation of adaptation and, therefore, aspirations for long-term sustainability. We found that adaptation narratives at the local level are framed by common ideas and identities based on local relations within a territory. At the same time, existing governance arrangements and political contexts determine the feasibility of adaptation. The primary mismatches are high-level political and economic interests denoting different interpretations about the territory and of local realities, including the readiness, technical, and resource capacity of protected areas actors to implement adaptation. Place-based adaptation provides a common ground for scaling adaptation. However, scaling adaptation requires enabling institutional contexts, clear rules and policies to facilitate deliberations and coordinated responses across different actors and sectors, while guiding the uptake and integration of local needs and realities within national agendas.

Identifying Potential Cropland Losses When Conserving 30% and 50% Earth with Different Approaches and Spatial Scales

Abstract:Biodiversity conservation is the cornerstone for sustainable development. Bold conservation targets provide the last opportunities to halt the human-driven mass extinction. Recently, bold conservation targets have been proposed to protect 30% or 50% of Earth. However, little is known about its potential impacts on cropland. We identify potential cropland losses when 30% and 50% of global terrestrial area is given back to nature by 2030/2050, at three spatial scales (global, biome and country) and using two approaches (“nature-only landscapes” and “shared landscapes”). We find that different targets, applied scales and approaches will lead to different cropland losses: (1) At the global scale, it is possible to protect 50% of the Earth while having minimum cropland losses. (2) At biome scale, 0.64% and 8.54% cropland will be lost globally in 2030 and 2050 under the nature-only approach while by contrast, the shared approach substantially reduces the number of countries confronted by cropland losses, demanding only 0% and 2.59% of global cropland losses in 2030 and 2050. (3) At the national scale, the nature-only approach causes losses of 3.58% and 10.73% of global cropland in 2030 and 2050, while the shared approach requires 0.77% and 7.55% cropland in 2030 and 2050. Our results indicate that bold conservation targets could be considered, especially when adopting the shared approach, and we suggest adopting ambitious targets (protecting at least 30% by 2030) at the UN Biodiversity Conference (COP 15) to ensure a sustainable future for Earth.

Abstract:As the world nears the target of protecting 17% of terrestrial environments, there remain significant gaps in achieving the ecologically representative system of protected areas (PAs) called for under the Convention on Biological Diversity. There is increasing recognition of the contribution that privately protected areas (PPAs) can make to protecting biodiversity, offering the potential to increase existing levels of protection for species and ecosystems, but also to protect biodiversity that currently lies outside existing PA networks. Despite the potential importance of PPAs for achieving an ecologically representative PA network, the complementarity between public and private PAs has received little attention. Our study provides a detailed assessment of the role PPAs play in protecting biodiversity in a megadiverse country. Using the Australian PA network as an example, we provide a comprehensive assessment of the contribution PPAs make to the representation and level of protection of species, ecosystems, and key biodiversity areas. We found that while making up only 1.3% of Australia's land area, PPAs protect a wide range of biodiversity, contributing to the protection of 85% of vertebrate species, 80% of threatened ecological communities, 95% of major vegetation types, and 40% of key biodiversity areas. However, our findings reveal that PPAs largely protect biodiversity already within the PA network, and because of their small size, they currently make only minor contributions to the adequacy of protection for biodiversity. Nevertheless, we show that conservation on private land will be critical to strengthening the PA network, with between 70 and 90% of currently unprotected or poorly protected biodiversity occurring largely on private land. Analyses such as ours, which examine the importance of both public and private PAs to achieve conservation targets, are essential to ensure effective planning of PA networks into the future.

Abstract:Amphibians are undergoing a global conservation crisis, and they are one of the most underrepresented groups of vertebrates in the global network of protected areas (PAs). In this study, we evaluated the ability of the world's PAs to represent extant amphibian species. We also estimated the magnitude of the human footprint along the geographic distributions of gap species (i.e., those with distributions totally outside PAs). Twenty-four percent of species (n=1535) are totally unrepresented, and another 18% (n=1119) have less than 5% of their distribution inside PAs. Nearly half of all species with ranges under 1000km2 do not occur inside any PA. Furthermore, more than 65% of the distribution of gap species is in human-dominated landscapes. Although the Earth's PAs have greatly increased during the last ten years, the number of unprotected amphibians has also grown. Tropical countries in particular should strongly consider (1) the importance of using amphibians to drive conservation policies that eventually lead to the implementation and management of PAs, given amphibians' extinction risk and ability to act as bioindicators; (2) the effectiveness of national recovery plans for threatened amphibian species; and (3) the need for increased funding for scientific research to expand our knowledge of amphibian species. Meanwhile, data-deficient amphibian species should receive a higher priority than they usually receive in conservation planning, as a precautionary measure. Throughout this paper, we point out several challenges in creating more comprehensive amphibian conservation strategies and opportunities in the next decade.

Abstract:To meet the ambitious objectives of biodiversity and climate conventions, the international community requires clarity on how these objectives can be operationalized spatially and how multiple targets can be pursued concurrently. To support goal setting and the implementation of international strategies and action plans, spatial guidance is needed to identify which land areas have the potential to generate the greatest synergies between conserving biodiversity and nature's contributions to people. Here we present results from a joint optimization that minimizes the number of threatened species, maximizes carbon retention and water quality regulation, and ranks terrestrial conservation priorities globally. We found that selecting the top-ranked 30% and 50% of terrestrial land area would conserve respectively 60.7% and 85.3% of the estimated total carbon stock and 66% and 89.8% of all clean water, in addition to meeting conservation targets for 57.9% and 79% of all species considered. Our data and prioritization further suggest that adequately conserving all species considered (vertebrates and plants) would require giving conservation attention to ~70% of the terrestrial land surface. If priority was given to biodiversity only, managing 30% of optimally located land area for conservation may be sufficient to meet conservation targets for 81.3% of the terrestrial plant and vertebrate species considered. Our results provide a global assessment of where land could be optimally managed for conservation. We discuss how such a spatial prioritization framework can support the implementation of the biodiversity and climate conventions.
