Abstract:Natural hazards are complex phenomena that can occur independently, simultaneously, or in a series as cascading events. For any particular region, numerous single hazard maps may not necessarily provide all information regarding impending hazards to the stakeholders for preparedness and planning. A multi-hazard map furnishes composite illustration of the natural hazards of varying magnitude, frequency, and spatial distribution. Thus, multi-hazard risk assessment is performed to depict the holistic natural hazards scenario of any particular region. To the best of the authors’ knowledge, multi-hazard risk assessments are rarely conducted in Nepal although multiple natural hazards strike the country almost every year. In this study, floods, landslides, earthquakes, and urban fire hazards are used to assess multi-hazard risk in Kathmandu Valley, Nepal, using the Analytical Hierarchy Process (AHP), which is then integrated with the Geographical Information System (GIS). First, flood, landslide, earthquake, and urban fire hazard assessments are performed individually and then superimposed to obtain multi-hazard risk. Multi-hazard risk assessment of Kathmandu Valley is performed by pair-wise comparison of the four natural hazards. The sum of observations concludes that densely populated areas, old settlements, and the central valley have high to very high level of multi-hazard risk.

What problem does this paper attempt to address?
The problem that this paper attempts to solve is the multi - natural - disaster risk assessment problem faced by the Kathmandu Valley in Nepal. Specifically, the research aims to conduct a multi - disaster risk assessment of the Kathmandu Valley by analyzing four major natural disasters: flood, landslide, earthquake and urban fire. The research uses the method of Analytical Hierarchy Process (AHP) combined with Geographical Information System (GIS) to provide a comprehensive natural - disaster risk map. This method can not only identify high - risk areas, but also provide scientific basis for decision - makers to better carry out disaster prevention and planning. The research background points out that Nepal is a country with frequent natural disasters. Every year, it suffers from different types of natural disasters, such as flood, landslide, earthquake and urban fire, etc. These disasters have brought huge losses to the local socio - economy. However, although disasters occur frequently, there are relatively few studies on multi - disaster risk assessment in Nepal. Therefore, this research fills this gap in this field. Through a systematic method, it assesses the multi - disaster risk of the Kathmandu Valley, especially conducts a detailed risk assessment for densely populated areas, old settlements and the central areas of the valley, and finds that these areas have high to extremely high multi - disaster risk levels.
