Abstract:Cambodia experiences a tropical monsoon climate with the wet season from May to October and the dry season from November to April. The average annual temperature ranges between 25 and 30 °C but has been increasing by 0.18 °C per decade since 1960. Cambodia’s average annual rainfall of around 1,400 mm has not changed significantly since 1960 and is not expected to change significantly into the future, but projections indicate a trend for less rainfall early in the wet season and a later finish to the wet season. The objective of this study was to examine impacts and adaptation options to existing and potential climate variability and change among smallholder farms in the rainfed upland regions of North-West (NW) Cambodia. In recent years, these farmers plant crops on isolated rain events in the dry season from February onwards and their crops often fail because of drought and high temperatures at crop flowering. The main wet season crop is generally planted in July-August and crops can be lost from damage by heavy rain at harvest. APSIM was used to explore options to reduce crop climate risk by varying sowing date, applying alternative crop sequences and crop residue management. The potential climatic and agro-ecological constraints to adoption of safer and more profitable cropping strategies in the rainfed upland of North-West Cambodia are discussed.
Developing resilience to hydrologic extremes in irrigated agriculture through risk transfer mechanisms in the context of southeastern Brazil

Abstract:<p>In the last decades, we have witnessed increasing losses on crop yield due to an increase in magnitude and frequency of hydrological extremes such as droughts and floods. These hazards promote systematic and regressive impacts on the economy and human behavior. Risk transfer mechanisms are key to cope with the economic impacts of these events, therefore safeguarding income to farmers and building resilience to the overall sector. The index-based insurance establishes an index that can be monitored in real or near-real-time, which is associated with losses to a specific agent. While the manifestation of the causality hazard to exposure and exposure to damage and its mathematical representation in cash flow equations is a hard task, incorporating an objective and transparent index adds up a new challenge to this modeling framework. Moreover, past events that have been used as the main guide to evaluating expected losses given risk can no longer offer an accurate risk estimation due to environmental changes. This work aims to tackle the hydrologic extremes risk transfer modeling in irrigated agriculture to obtain optimized premium values and parameters of an insurance fund for irrigated agriculture in Southeastern Brazil. This study will be developed in the Piracicaba, Jundia&#237;, and Capivari river basin, also known as PCJ catchment in the states of S&#227;o Paulo and Minas Gerais, Brazil. The region, with approximately 5 million inhabitants, is considered one of the most important in Brazil due to its economic development, which represents about 7% of the National Gross Domestic Product (GDP). The Hydrologic Risk Transfer Model of the Hydraulic and Sanitation department of the University of S&#227;o Paulo (MTRH-SHS) will be used to obtain optimized premium values. The main index variable is streamflow fitted to extreme value theory distribution for low and high flows. To evaluate climate change and land-use change scenarios, Regional Climate Models (RCMs) and land use projections will be related to streamflow in a hierarchical Bayesian framework. Synthetic data will be then simulated according to scenarios previously defined in a Monte Carlo approach. The hazard-damage function will be obtained by total crop yield and revenue per municipality, then the relationship between the index and expected losses is determined in an empirical equation. Finally, a cash flow computation is run with synthetic data obtaining optimized premiums in a way to minimize fund storage values. We expect to provide further evidence of the feasibility of actuarially fair premium values for the agents in the sector considering global phenomena of climate change and land-use change. Results will support climate change adaptation plans and policy as well as contribute to methods for estimating risk in a changing environment.</p>

Abstract:Brazil's agricultural, livestock, and forestry production is essential, feeding more than 10% of the global population. However, climate change and extremes affect quality and production, challenging the Sustainable Development Goals of eradicating hunger and poverty. Extreme weather events generate economic and social costs, driving the use of adaptation strategies, with rural insurance being one of the main instruments to manage these risks. This study analyzes the impact of extreme weather events on rural insurance contracting in Brazil, using daily precipitation and temperature data to calculate extreme weather indices and perform panel regressions. The analysis of Minimum Comparable Areas (MCAs) between 2006 and 2016 showed that events such as "Frost" and "Hot Days" significantly increased insurance contracting, especially in the South and Central-West regions. The results highlight the importance of extreme variables and the need to consider regional differences and insurance alternatives. Despite the importance of insurance, increasing financial unviability suggests the need for additional strategies, such as crop diversification, community solidarity, and conservation of agricultural practices.

Abstract:Recent studies have estimated that climate-generated extreme weather disasters have reduced crop yields globally by up to 10%. By incorporating indicators of adaptive capacity and sensitivity, we develop empirical models of the relationship between extreme weather disasters and agricultural output between 1995 and 2010. Using panel data models, we find that the greater the adaptive capacity of a country, the more attenuated are the expected agricultural losses from extreme weather disasters. In effect, climate-related agricultural consequences vary as a function of the heterogeneity across countries. Much of this heterogeneity in adaptive capacity is a result of policy choices about structural preparedness. Our results allow us to draw inferences about crop yields under different levels of adaptive capacity in the context of climate change.

Abstract:This paper estimates the climate change induced risk for 14 crops measured by the yield deviation using the panel data from seven counties in Jiangsu province in China from 1998 to 2017, and then investigates the risk effect on cropland use in a representative farm using the survey data and the MOTAD model. The results show that the crop yield deviation are more susceptible to change in temperature than that in sunlight and precipitation. The crop-specific risk level amounts to 1.3-5.3% of the average yields. The risk leads to reducing the cultivated areas by 6% and also causes a significant change in cropland use. As an effective adaptation strategy of mitigating the climate change induced risk, the farms should reduce the total cultivated area by about 15% in comparison with the observed situation while the cropland use structure should be adjusted accordingly. More cropland should be allocated to wheat, peanut and cotton but the other crop areas should be reduced or maintained.

Abstract:Climate change is forecasted to increase the variability of weather conditions and the frequency of extreme events. Due to potential adverse impacts on crop yields it will have implications for demand of agricultural risk management instruments and farmers’ adaptation strategies. Evidence on climate change impacts on crop yield variability and estimates of production risk from farm surveys in Australia, Canada and Spain, are used to analyse the policy choice between three different types of insurance (individual, area-yield and weather index) and ex post payments. The results are found to be subject to strong uncertainties and depend on the risk profile of different farmers and locations; the paper provides several insights on how to analyse these complexities. In general, area yield performs best more often across our countries and scenarios, in particular for the baseline and marginal climate change (without increases in extreme events). However, area yield can be very expensive if farmers have limited information on how climate change affects yields (misalignment in expectations), and particularly so under extreme climate change scenarios. In these more challenging cases, ex post payments perform well to increase low incomes when the risk is systemic like in Australia; Weather index performs well to reduce the welfare costs of risks when the correlation between yields and index is increased by the extreme events. The paper also analyses the robustness of different instruments in the face of limited knowledge of the probabilities of different climate change scenarios; highlighting that this added layer of uncertainty could be overcome to provide sound policy advice under uncertainties introduced by climate change. The role of providing information to farmers on impacts of climate change emerges as a crucial result of this paper as indicated by the significantly higher budgetary expenditures occurring across all instruments when farmers’ expectations are misaligned relative to actual impacts of climate change.

Abstract:Climate change is increasing mean and extreme temperatures in the Southwestern United States, leading to a suite of changes affecting agricultural production. These include changes in water, soils, pathogens, weeds, and pests comprising the production environment. The aim of this synthesis is to describe the anticipated leading agricultural pressures and adaptive responses, many of which are near-term actions with longer-term consequences. In the semiarid Southwestern United States, climate change is expected to increase water scarcity. Surface water shortage is the leading reason for recent diminished crop yields in the Southwest. Drought and lack of water represent the leading regional weather-related cause of crop loss from 1989 to 2017. Thus, water scarcity has been and will continue to be a critical factor leading to regional crop vulnerability. Soils, pathogens, weeds, and insects are components of the agricultural production environment and are directly influenced by near-term weather and long-term climate conditions. Field crops, vegetable crops, and perennial crops have unique production requirements and diverse management options, many already used in farm management, to cope with production environment changes to build climate resilience. Farmers and ranchers continuously respond to changing conditions on a near-term basis. Long-term planning and novel adaptation measures implemented may now build nimble and responsive systems and communities able to cope with future conditions. While decision-support tools and resources are providing increasingly sophisticated approaches to cope with production in the 21st century, we strive to keep pace with the cascading barrage of inter-connected agricultural challenges.

Abstract:As climate change continues to exert increasing pressure upon the livelihoods and agricultural sector of many developing and developed nations, a need exists to understand and prioritise at the sub national scale which areas and communities are most vulnerable. The purpose of this study is to develop a robust, rigorous and replicable methodology that is flexible to data limitations and spatially prioritizes the vulnerability of agriculture and rural livelihoods to climate change. We have applied the methodology in Vietnam, Uganda and Nicaragua, three contrasting developing countries that are particularly threatened by climate change. We conceptualize vulnerability to climate change following the widely adopted combination of sensitivity, exposure and adaptive capacity. We used Ecocrop and Maxent ecological models under a high emission climate scenario to assess the sensitivity of the main food security and cash crops to climate change. Using a participatory approach, we identified exposure to natural hazards and the main indicators of adaptive capacity, which were modelled and analysed using geographic information systems. We finally combined the components of vulnerability using equal-weighting to produce a crop specific vulnerability index and a final accumulative score. We have mapped the hotspots of climate change vulnerability and identified the underlying driving indicators. For example, in Vietnam we found the Mekong delta to be one of the vulnerable regions due to a decline in the climatic suitability of rice and maize, combined with high exposure to flooding, sea level rise and drought. However, the region is marked by a relatively high adaptive capacity due to developed infrastructure and comparatively high levels of education. The approach and information derived from the study informs public climate change policies and actions, as vulnerability assessments are the bases of any National Adaptation Plans (NAP), National Determined Contributions (NDC) and for accessing climate finance.

Abstract:Climate change threats agriculture, mainly in developing countries. Understanding the vulnerability of farmers is very important to counteract the negative impacts. Therefore, this paper aims to analyze the degree of vulnerability to climate change of farmers of the Rio das Contas Basin, Brazil, based on their degree of sensibility, exposure, and adaptive capacity. Variations in exposure and vulnerability indexes between regional biomes were calculated. The sensibility index was higher than 50% in all municipalities. The exposure index was over 60% in most municipalities. A value of the adaptive capacity index, sufficient to reduce vulnerability, was not observed in any municipality. The vulnerability index was higher than 66% in more than half of the municipalities. Exposure and vulnerability indexes varied with the biome. The vulnerability is the result of high exposure and sensibility combined with low adaptive capacity. This suggests the need for investment to minimize these effects and mitigation activities to counter the negative impacts of future climate variability.

Abstract:The literature on climate change impacts struggles to quantify how farmers will adapt to changing environmental conditions. One approach is to examine the relationship between environmental variability and crop productivity in order to understand why in some situations relatively small environmental perterbations seem to have large impacts on productivity. These cases may then be contrasted with situations where even large environmental problems did not result in production losses. Using a comparative approach, this paper will draw lessons from ‘resilient’and ‘vulnerable’case studies-such as the Ethiopian famines of the 1970s and 1980s where the meteorological perturbations were minor suggesting that social and economic factors created a vulnerability to drought-and apply them to theoretical work on adaptability, resilience, and vulnerability. Finally, this analysis includes a brief quantitative examination of data from Eastern China, one of the world’s most vital grain producing regions, where agricultural and rainfall data from 1960-2000 suggest that factors such as urbanization are increasing vulnerability to drought.

Abstract:The complexity of risks posed by climate change and possible adaptations for crop production has called for integrated assessment and modelling (IAM) approaches linking biophysical and economic models. This paper attempts to provide an overview of the present state of crop modelling to assess climate change risks to food production and to which extent crop models comply with IAM demands. Considerable progress has been made in modelling effects of climate variables, where crop models best satisfy IAM demands. Demands are partly satisfied for simulating commonly required assessment variables. However, progress on the number of simulated crops, uncertainty propagation related to model parameters and structure, adaptations and scaling are less advanced and lagging behind IAM demands. The limitations are considered substantial and apply to a different extent to all crop models. Overcoming these limitations will require joint efforts, and consideration of novel modelling approaches.

Abstract:This paper examines the effect of rainfall, temperature, and drought on sorghum, millets, wheat, and maize crops in Africa. Spatial Bayesian propensity score modeling (BSPSM) analysis is used to estimate means for specific geographic populations using spatial Bayesian models. The results show that rising temperatures and drought have a negative impact on the yield of these crops, thus compromising food security and livelihoods of African populations. Adverse effects include decreased productivity, increased crop losses, and altered grain quality. In light of this challenge, it is important to take adaptive measures to mitigate the effects of rising temperatures. Recommended measures include the adoption of resilient agricultural practices, such as the use of heat-adapted seeds, efficient irrigation, and the establishment of agroforestry systems. In addition, risk management strategies such as crop insurance and crop diversification are essential to improve farmers' resilience to climate change.

Abstract:The current study has mapped the impact of changes in different climatic parameters on the productivity of major crops cultivated in India like cereal, pulses, and oilseed crops. The vulnerability of crops to different climatic conditions like exposure, sensitivity, and adaptive indicators along with its different components and agribusiness has been studied. The study uses data collected over the past six decades from 1960 to 2020. Analytical tools such as the Tobit regression model and Principal Component Analysis were used for the investigation which has shown that among climatic parameters, an increase in temperature along with huge variations in rainfall and consistent increase in CO 2 emissions have had a negative impact by reducing crop productivity, particularly cereals (26 percent) and oilseed (35 percent). Among various factors, adaptive factors such as cropping intensity, agricultural machinery, and livestock density in combination with sensitivity factors such as average operational land holding size and productivity of cereals, and exposure indicators like Kharif (June-September) temperature, heavy rainfall, and rate of change in maximum and minimum Rabi (October-February) temperature have contributed significantly in increasing crop vulnerability. The agribusiness model needs to be more inclusive. It should pay attention to small and remote farmers, and provide them with inclusive finance that can facilitate the adoption of climate-smart financial innovations, serve the underserved segments, and help them reach the target of a sustainable and inclusive agribusiness model. Though the social, technological, and economic initiatives can enhance the adaptive capacity of farmers, political measures still have a major role to play in providing a healthy climate for agriculture in India through tailored adaptive approaches like the adoption of craft climate adaptation program, dilating the irrigation coverage and location-centric management options. Hence, multidisciplinary and holistic approaches are worth emphasizing for evaluating the future impacts of change in climate on Indian agriculture.

Abstract:This study addresses complex agricultural risk assessment under simplified conditions through a multi-pronged approach. The research problem focuses on the interactions among soil moisture, vegetation cover, and land use patterns influencing agricultural risks. Using mixed methods, we research soil internal analysis, mathematical modelling, and stakeholder insights. Stratified objective sampling ensures representative data sets and various geospatial tools, including Geographic Information System (GIS) software and remote sensing platforms, are subject to data analysis. Our study reveals a positive relationship between soil moisture and vegetation cover and establishes the role of highlighting the importance of water use in agricultural resilience -Use distribution analysis reveals spatial patterns, which identify targeted strategies for risk mitigation. Soil composition data enhance our understanding of soil health, providing usable insights for sustainable agriculture. These results contribute significantly to the existing body of knowledge and emphasize the importance of understanding detailed agricultural systems under sensitive conditions. Future research should examine temporal dynamics, socioeconomic implications, and adaptive geospatial models to support decision-making. Our research provides valuable insights for practitioners, policymakers and researchers and advances the understanding of agricultural risk in dynamic contexts.
Save the Farms: Nonlinear Impact of Climate Change on Banks' Agricultural Lending

Abstract:The agricultural sector is particularly susceptible to the impact of climate change. In this paper, I investigate how vulnerability to climate change affects U.S. farms' credit access, and demonstrates that such impact is unequally distributed across farms. I first construct a theoretical framework of bank lending to farms faced with climate risks, and the model helps discipline ensuing empirical analyses that use novel panel datasets at county and at bank levels. I find that higher exposure to climate change, measured by temperature anomaly, reduces bank lending to farms. Such impact is persistent, nonlinear, and heterogeneous. Small and medium farms almost always experience loss of loan access. In comparison, large farms see less severe credit contraction, and in some cases may even see improvement in funding. While small banks carry the burden of continuing to lend to small farms, their limited market share cannot compensate for the reduction of lending from medium and large banks. These results suggest that factors such as farm size and bank type can amplify the financial impact of climate change.

The decreasing vulnerability of French crop production to climatic hazards

Abstract:Recent adverse weather events in Europe have questioned the stability of crop production systems. We assessed the vulnerability of eleven major crops in France between 1959 and 2018 as a function of climate, crafting a novel hazard framework that combines exposure and sensitivity to weather-related hazards. Exposure was defined as the frequency of hazardous climate conditions, while sensitivity of crops was estimated by the yield response to single and compound hazards. We used reported yields available at departement (county) level. Vulnerability was computed as the exposure-weighted average of crop sensitivities. Our results do not reveal any historical evidence for an increased vulnerability of French crop production. Rather, the sensitivity to adverse weather events, and thus the overall vulnerability, has significantly decreased for six of the eleven crops between 1959 and 2018, and shown no significant decline or remained stable for the other five. Yet compound hazards can induce yield losses of 30% or more for several crops. Moreover, as heat-related hazards are projected to become more frequent with climate change, crop vulnerability may rise again in the future. Our results may support insurance design by identifying single and compound hazards that can severely affect yields.

Abstract:Climate change will most likely confront agricultural producers with natural, economic, and political conditions that have not previously been observed and are largely uncertain. As a consequence, extrapolation from past data reaches its limits, and a process‐based analysis of farmer adaptation is required. Simulation of changes in crop yields using crop growth models is a first step in that direction. However, changes in crop yields are only one pathway through which climate change affects agricultural production. A meaningful process‐based analysis of farmer adaptation requires a whole‐farm analysis at the farm level. We use a highly disaggregated mathematical programming model to analyze farm‐level climate change adaptation for a mountainous area in southwest Germany. Regional‐level results are obtained by simulating each full‐time farm holding in the study area. We address parameter uncertainty and model underdetermination using a cautious calibration approach and a comprehensive uncertainty analysis. We deal with the resulting computational burden using efficient experimental designs and high‐performance computing. We show that in our study area, shifted crop management time slots can have potentially significant effects on agricultural supply, incomes, and various policy objectives promoted under German and European environmental policy schemes. The simulated effects are robust against model uncertainty and underline the importance of a comprehensive assessment of climate change impacts beyond merely looking at crop yield changes. Our simulations demonstrate how farm‐level models can contribute to a process‐based analysis of climate change adaptation if they are embedded into a systematic framework for treating inherent model uncertainty.

In order to evaluate potential impacts and adaptation options for Mozambique, we develop an integrated modeling framework that translates atmospheric changes from general circulation model projections into biophysical outcomes via detailed hydrologic, crop, hydropower and infrastructure models. These sector models simulate a historical baseline and four extreme climate change scenarios. Sector results are then passed down to a dynamic computable general equilibrium model, which is used to estimate economy-wide impacts on national welfare, as well as the total cost of damages caused by climate change. Potential damages without changes in policy are significant; our discounted estimates range from US$ 2.3 to US $7.4 billion during 2003-2050. Our analysis identifies improved road design and agricultural sector investments as key 'no-regret' adaptation measures, alongside intensified efforts to develop a more flexible and resilient society. Our findings also support the need for cooperative river basin management and the regional coordination of adaptation strategies.

Abstract:Risk perceptions influence individual and collective adaptive responses to climate hazards. Up to now, the majority of literature addressing climate change perception and adaptation has been location-specific. Such an approach is limited with respect to the construction of a generalized theory around why and how people perceive and act towards climate change risks. This chapter seeks to contribute to overcome this limitation by offering a cross-sectional study of climate change risks perceptions among smallholder farmers settled in three contrasting biomes in Brazil: the Amazon (rainforest); the Caatinga (semi-arid); and the Cerrado (savanna). By articulating regional, local and micro scales of comparison, common traits in the perception of climate variability are identified. It is not intended, at this stage, to validate particular theories of climate change, but rather to contribute to a better understanding of climate change as a trans-regional and socially embedded environmental phenomenon. This study shows that, in spite of existing perceptive barriers, smallholders settled in dramatically different contexts share perceptions about risks linked to the following phenomena: (i) changes in the timing of seasons, (ii) decrease in rainfall levels; (iii) temperature rises. Moreover, there are specific adaptation strategies to climate change, like the timing of seeding, which appear to be addressed independently by smallholders of the three biomes. Public policies intended to support adaptive measures and the increase of food security must take subjective risk perception into account within the cultural and environmental contexts of the actors involved.

Abstract:Human activity has created an environmental imbalance, which is reflected in climate change and resulting temperature variations, harmful levels of air quality, and more frequent and more intense meteorological phenomena, thus having significant consequences on the agricultural sector, e.g., changes in soil, climate, and water characteristics as well as in available resources for agricultural production. This paper presents an agent‐based model (ABM) to evaluate the behavior of the strawberry's (Fragaria x ananassa) agricultural system in Veracruz, Mexico, to determine the degree of existing vulnerability through a dynamic assessment of agricultural risk. Development of the ABM allows the evaluation of variations in the active entities (critical variables of the model) to determine the factors that present a better crop yield. The research showed that temperature and precipitation are determining factors in strawberry quality, as they have a direct relationship with the growth and different phenological stages of the crop from an early age to a stage of greater maturity from the budding, flowering, and fruiting stages of the strawberry.
