Abstract:The last decade has witnessed a world trend of fiscal decentralization in the developing countries as an escape from inadequate growth and inefficient governance. With respect to China, fiscal decentralization has been a fundamental aspect of its transition to a market economy; and the country has made substantial efforts to break down its highly centralized fiscal management system. China's fiscal system currently has five levels central, provincial, prefecture, county, and township. Sub-national governments have been assigned primary responsibility for public services provision and financing. China's highly decentralized system could be a boon to managing service delivery, but the country's crave for rapid economic growth in the last two decades has kept the reform of the public services on the fringes of political agenda. Under the current arrangements, public services are extensively decentralized with sub-national governments taking a much larger portion of expenditure responsibilities that are out of line with international practice. The over-devolution of spending responsibilities has resulted in insufficient financing and provision for core public services, and particularly a default in the delivery of vital services in many rural and poor localities. Further, in the absence of mechanisms to ensure national minimum service standards, the decentralized public services delivery system is faced with growing inequality across the country due to the widening regional disparity in economic development over the past decade. This paper reviews fiscal decentralization policies in China, identifies prominent issues in the current pubic service delivery system, and examines the deficiencies in the existing intergovernmental fiscal system that have contributed to insufficiency and inequality in public services provision. It advises plausible reform options to further national objectives.
Expansionary Fiscal Spending among Chinese Local Governments:Observations and Explanations

Abstract:This paper investigates the reasons why Chinese local governments prefer expansionary fiscal policy.We find that the expansionary fiscal policy adopted by local governments is an interactive outcome of the Chinese-style fiscal decentralization and the lack of institutional constraints.Based on an unbalanced panel of 28 provinces over the period of 1994—2004,we confirm our hypothesis.The policy implication of our result is that,for Chinese local governments to carry out fiscal policies that help with macroeconomic stability,in addition to building up better binding institutional constraints,the most crucial step is to transform the GDP-oriented promotion mechanism to some alternative that emphasizes social and economic stability.
Fiscal decentralization and citizens' satisfaction with public services: Evidence from a micro survey in China

Abstract:Our study matches multiple rounds of China Family Panel Studies (CFPS) data from 2012 to 2020 with regional macro fiscal and economic data, and explores the impact of regional fiscal decentralization on citizens' satisfaction with public services from the subjective perception of individual respondents. The study found that the increase in regional fiscal decentralization has a significant positive effect on improving the satisfaction of citizens with public services. However, due to differences in individual characteristics among the surveyed individuals, this effect has obvious heterogeneity. Mechanism analysis showed that the enhancement of local government's awareness of public service supply and the increase of regional fiscal transparency have a promoting effect on the improvement of citizens' satisfaction with public services. From the perspective of the convergence in the perception of public service satisfaction among citizens within the same province, the increase of fiscal decentralization has not effectively promoted the equalization development of public services at the provincial level in China.

Abstract:At present, China's economy is transforming from rapid development to high-quality development, and environmental pollution stands out as an urgent need to be addressed. Fiscal decentralization is considered to confer economic incentives on local governments to obtain the right to gain and spend in economic growth. However, at the same time, political incentives are given to local officials under the promotion mechanism based on gross domestic product (GDP) assessment, and these two incentives become key to the environmental performance of the jurisdictions. Therefore, this paper incorporates fiscal decentralization, promotion incentives, and environmental pollution into a unified framework and theoretically analyzes the effects of fiscal decentralization, promotion incentives on environmental pollution, and the intrinsic mechanism of action. Using panel data of 30 Chinese provinces from 2002 to 2018, we examine that fiscal decentralization significantly promotes environmental pollution, and this performance is more obvious in economically underdeveloped regions. In terms of its mechanism of action, fiscal decentralization affects environmental pollution by increasing the demand for foreign direct investment, inhibiting technological progress, and enhancing environmental regulation, while foreign direct investment and technological progress significantly inhibit environmental pollution, but environmental regulation does not present a role of pollution control. Further study finds that under the consideration of "GDP-based promotion incentives," local officials will generate "competition for investment," relax environmental standards for FDI, and generate "competition for growth", which will inhibit technological progress and incomplete enforcement of environmental regulations, thus exacerbating local environmental pollution. On this basis, this paper proposes to further deepen the fiscal system reform, promote the optimization of local government competition system, and effectively restrain the vicious competition behavior of local officials under the fiscal decentralization system, so as to provide relevant insights for realizing China's economic transformation as well as high-quality economic development.

Abstract:Fiscal incentive is closely related with the extra-budgetary revenues. Based on our definition of "fiscal incentive", we explore the impacts of fiscal incentives under decentralization on responsiveness of public good provision to real local needs. There are also some problems in fiscal decentralization in China: first, with a huge basis of extra-budgetary revenue, the size of local government would be expanded, resulting in a heavier burden on the shoulder of local citizens and peasants; second, there exist some decreasing return to scale in local extra-budgetary expenditure; thirdly, "urbanization" (measured as the ratio of rural population to the total population) is negatively correlated with the local extra-budgetary expenditure on urban maintenance, indicating that in China, the process of industrialization and urban construction are not consistent.

Abstract:Against the background of China's fiscal decentralization at present,the function of public services of Chinese government shows the feature of localization,and the spending responsibility sinks to the local governments from the top to the down.The county governments perform large amount of basic functions of public services,including the functions with much spillover,such as education,medical care etc.,but the governments themselves have no corresponding capacity of fiscal income to guarantee their performance.The localization of public services of the Chinese government and the phenomenon of income beyond spending will directly lead to the necessary dependence of the basic functions of local government on outside funds,such as fiscal transfer payment,off-budget revenue etc.

Abstract:Background: The impact of fiscal decentralization on health outcomes still has not reached a consensus, and studies conducted in the context of the new round of fiscal and taxation system reform are even less available. China's fiscal decentralization system has its own special characteristics, so it is necessary to analyze the impact of fiscal decentralization on health outcomes before and after the new round of fiscal and taxation system reform in China. Methods: Panel data from 2007 to 2019 were obtained through China's Health Statistics Yearbook and China's Statistical Yearbook. The effects of fiscal decentralization on health outcomes before and after the reform are explored separately by SYS-GMM, which introduce a dynamical model with a lag period of the explained variables. The Hansen test is used to determine excessive identification. The AR(2) is used to determine whether the residual term of the differential equation has a second-order serial correlation. Results: Fiscal decentralization consistently had a negative impact on health outcomes, yet government health expenditures did not mediate the impact of fiscal decentralization on health outcomes. Fiscal decentralization had a positive effect on per capita government health expenditure before the new reforms, yet had a negative effect on the percentage of government health expenditures, both before and after the new reform. Conclusion: China's fiscal decentralization has caused local governments to pay insufficient attention to the construction of people's livelihoods, and the problem of insufficient government investment in health has not been improved. The new round of fiscal and taxation system reform has not reversed this situation either. It is recommended to adjust the incentive system for local officials, include medical and health in the evaluation indicators of local governments, optimize the structure of government expenditure, and improve the efficiency of the use of government health expenditure.

Abstract:Due to inadequate resource availability and environmental contamination, the Chinese government has placed a high priority on ecological civilization in recent years. Emphasis has been placed on the environmentally friendly conversion of the economy and the sustainable progress of society. China has established a fiscal decentralization system that divides financial responsibilities between the central and local governments. Due to their proximity advantage, local governments, as agents of the central government, can effectively deliver public services, optimize resource allocation, encourage innovation in green science and technology, and facilitate green growth in the region. However, local governments may exhibit myopic behaviors that impede the sustainable development of the region in their pursuit of regional growth ambitions. Therefore, this paper aims to investigate whether the institutional factor of fiscal decentralization promotes or inhibits the efficiency of green development in China. Using data from Chinese prefecture-level cities between 2010 and 2020, this paper presents the SBM-DDF model to measure the green growth efficiency (GGE) in cities. The study then analyzes the spatial impact of fiscal decentralization on GGE using a dynamic panel model and a dynamic SAR model. The empirical results show that China's green development level has steadily increased in recent years, and GGE reflects climbing pressure and regional differences. Secondly, increasing the vertical fiscal decentralization of local governments promotes GGE growth, while increasing fiscal freedom hinders it. Additionally, fiscal decentralization in neighboring cities also affects local GGE, with spatial spillover effects. Finally, the impact of fiscal decentralization on GGE is spatio-temporally heterogeneous. This paper expands on the research regarding the factors that affect the efficiency of green growth in China, specifically focusing on institutional factors at a theoretical level. Additionally, this paper provides targeted policy recommendations based on the aforementioned findings. These recommendations hold great practical significance for China in improving its fiscal decentralization system and achieving sustainable economic development.

A study of market segmentation, government competition, and public service efficiency in China: Based on a semi-parametric spatial lag model

Abstract:Despite significant growth in fiscal expenditure, the overall level of public services in China remains inadequate. One approach to improving government public service efficiency from the perspective of management psychology is to strengthen government competition. However, only a few studies have explored the improvement of public service efficiency through government competition, with even fewer addressing the phenomena of market segmentation and spatial effects that accompany the process of government competition. This paper aims to fill this research gap by examining the effects of government competition and market segmentation on public service efficiency, as well as their spatial disparities. We initially employs the DEA method to assess the efficiency of public services based on inputs and outputs, and examines its spatial variations. Subsequently, a semi-parametric spatial lag panel model is utilized to validate the effects of market segmentation and government competition on public service efficiency. Our findings indicate that inter-provincial market segmentation leads to a decline in public service efficiency. Moreover, the influence of horizontal competition between local governments on public service efficiency varies depending on the degree of positive and negative effects in their competition dynamics. The impact of vertical competition between central and local governments on public service efficiency is influenced by the degree of fiscal decentralization. When the level of fiscal decentralization is below 0.808, vertical competition between central and local governments has a promoting effect on public service efficiency. However, when the degree of fiscal decentralization exceeds 0.08, this promoting effect weakens and gradually transforms into a negative influence. The insights and evidence provided by this study offer valuable guidance for for effectively reshaping the fiscal relations between the central and local governments in China and improving public service efficiency in the context of a new round of fiscal and tax system reforms.

Abstract:Fiscal decentralization is one of the tools for the central government to engage local governments in environment management. However, its effects are inconclusive. This paper aims to examine the impact of fiscal decentralization on environmental pollution and the role of government environmental preference in China’s provinces. The results show that fiscal revenue decentralization exacerbates local environmental pollution more seriously than expenditure decentralization. This negative environmental effect of fiscal decentralization could be moderated by government environmental preference. Based on our findings, it is recommended that China’s local governments should improve environmental preference so that fiscal decentralization can create a win–win situation for the economy and environment. Furthermore, the different effects of fiscal revenue and expenditure decentralization create a necessity for differentiated management of fiscal decentralization by the central and local governments.

Abstract:According to mainstream fiscal decentralization theory, the level of social welfare in education, health care and social security will be improved by“voting with one's hands”and“voting with one's feet.”However, an analysis of this theory of fiscal decentralization and the case of compulsory primary education in China since 1978 shows that the former did not improve the effective supply of the latter. The authors hold that this is because the two mechanisms that improve social welfare by fiscal decentralization commonly applied in Western countries do no exist in China. In addition, the difficulties in population flow and regional gaps direct local government behavior towards capital investment and economic growth, which has given rise to fierce fiscal competition between regions, causing a shrinkage of fiscal expenditure on quasi-public products with relatively strong externality, such as compulsory education. It is also observed in this paper that fiscal decentralization exerts different impacts on the economic growth of the richer and the poorer regions: while it facilitates economic growth in richer regions, it is a constraint on growth in poorer regions.

Abstract:The soaring economy in China should be attributed to the blend of fiscal decentralization and political centralization. Existing researches have not dug further on how fiscal decentralization connects with economic growth. Chinese local government deals with financial constraints by selling lands while economic cultivation relying on the public goods provision. The effect of land fiscal on these provision issues, the main contents of this paper as well, is the key to analyze the mutual effect of fiscal decentralization and economic development. What's more, we probed the mechanism of a diverse provision structure of public goods amongst governments. The empirical results depict a diverse effect of land revenue increase on economic & non-economic public goods.

Abstract:Chinese central government uses top-down land quotas as a key tool for limiting urban expansion. Faced with the benefits of land development, how will local governments respond to centralised quotas? We established a framework for multidimensional local government competition to explain quota implementation. This framework includes vertical competition for fiscal revenue and quotas, horizontal competition for economic growth and political promotion, competition between former and subsequent local leaders for recognition of their leadership and temporal distribution of land finance revenue and government debt and competition with landowners as well as developers for land appreciation income and tax revenue. We argue that these types of competition and their spill-over effects drive local governments to strengthen land-centred urbanisation, resulting in the failure of quotas to restrain urban expansion. Our findings help to improve the understanding of local governments' strategies for urban spatial development and centralised urban growth management.

Abstract:The 1994 fiscal reform,considered as an attempt by the central government to recentralize the fiscal authority,provides a good opportunity to examine the causal link between fiscal decentralization and the local provision of public goods.Using provincial panel data,this paper finds that public services will become better only when local governments enjoy a certain amount of autonomy.The institutional and political constrains in the transition can count for such relationship.The results are robust to the inclusion of various controls and to a range of specification checks.My conclusion lends an empirical support to the literature arguing that decentralization,rather than centralization,encourages the delivery of public services at the local level.JEL Classification H61,H71,H72

Abstract:Objectives: Under the system of health decentralization, there are differences in the level of expenditure decentralization at different levels of government, and their impact on residents' health may also be different. This paper is one of the first to evaluate the effect of decentralization of health services at the municipal level from a multi-dimensional health perspective. Data and methods: This paper uses the data of expenditure decentralization of health services at the municipal level to match the panel data from the China Household Panel Survey (CFPS) from 2010 to 2018, and uses the logit model, ordered logit model and two-way fixed effects model to empirically analyze the impact of health decentralization at the municipal level on health outcomes. Results: Based on the perspective of multi-dimensional health, from the three aspects of physical health, depression status and cognitive ability, the six sub-indicators of self-rated health, BMI standards, depression scores (summation method), depression scores (factor method), phrase test scores and mathematics test scores are discussed separately. The results show that the decentralization of health services at the municipal level has a significant promotion effect on the multi-dimensional health of residents. Conclusion: The decentralization of health services at the municipal level has important theoretical significance for promoting the reasonable division of medical and health powers and expenditure responsibilities between provincial and municipal governments, improving the efficiency of health expenditure funds, and establishing a fiscal system that matches financial resources.

Study on Unequal Fiscal Social Spending of Local Government in China——Inequality Decomposition Based on Regression

Abstract:Fiscal social spending is the basic resource for providing basic public services,it is necessary to achieve equalization among local governments.Based on 2007 and 2008 prefecture city data,this paper found there is unequal distribution on fiscal social spending per capita among prefecture cities,and their Gini coefficient as high as 0.336 and 0.313.Empirical analysis?shows that fiscal expenditure per capita,fiscal dependence,urbanization,the proportion of state sector employment are positively associated with fiscal social spending per capita.After decomposing inequality based on regression equation,the structural factors,such as fiscal expenditure per capita and urbanization.promote inequality significantly;regional difference shows an inequality promoting effect in 2007,but reducing effect in 2008;fiscal dependence has a limited reducing effect on inequality;the proportion of state sector employment shows reducing effect in2007,but no effect in 2008.Therefore government should give priority to conduct structural institutions reform,and meanwhile,reforming fiscal transfer system and strengthening fiscal horizontal equity also can promote equalization in short-term.

Abstract:The impact of Chinese-style fiscal decentralization on regional energy intensity has long been disputed by the supporters of "federal environmentalism" and those who hold "race to the bottom" views. At the same time, with the transformation of China's development mode, the Chinese government is paying increasing attention to the protection of ecological civilization and the realization of sustainable development, and the government's attention to the ecological environment is becoming an important factor affecting regional energy intensity. Therefore, this paper takes the fiscal decentralization and ecological attention of local governments in China as the research object and analyzes their impact mechanism on regional energy intensity. Firstly, the entropy weight method was used to measure the comprehensive score of fiscal decentralization of Chinese local governments, and the text analysis method was used to obtain the ecological attention index of Chinese provincial local governments, which was sorted into panel data of 30 provinces (municipalities and autonomous regions) in mainland China from 2007 to 2019. The spatial econometric model and panel threshold model are structured as the means for analyzing the impact that fiscal decentralization and the ecological attention of local governments have, respectively, on regional energy intensity targets. We obtained the following conclusions: Chinese fiscal decentralization can significantly improve the regional energy intensity, and the fiscal decentralization of a region can significantly reduce the energy intensity in nearby regions; the enhancement of ecological attention of local governments will significantly inhibit regional energy intensity, and also has a significant inhibitory effect on the energy intensity of neighboring regions. As the threshold variable—which is the ecological attention of local governments—increases and reaches a certain level, fiscal decentralization will significantly and reversely inhibit regional energy intensity, indicating that the ecological attention of local governments can moderate the distortion of fiscal decentralization with regards to regional energy efficiency.

Abstract:The paper empirically investigates into the impact of local government intervention on the growth performance of regional financial development using a panel data covering from 1991 to 2005.We find that,under the circumstances of fiscal decentralization,regional financial development may contribute to the increase of provincial TFP and to certain extent,reduce the extensive accumulation and growth of China's capital.This is helpful to the shift of china's economic growth mode.However,we also find that in the case of China's fiscal decentralization, local government will intervene into the financial system due to fiscal pressure,political promotion pressure and GDP competition.This intervention may prevent China from economic growth mode shift.Furthermore,the regional differences in the financial development and fiscal pressure encourage the more underdeveloped western provinces to adopt a more extensive growth mode to catch up with the eastern and medium provinces,which in the result may accelerate the financial risk accumulation and be harmful to the stability and persistence of the economic growth in China.

Abstract:Making use of the data envelopment analysis (DEA) technique and taking undesirable fiscal phenomena into account, this paper comprehensively quantifies the public finance performance of local governments in China during the course of fiscal decentralization reform. The introduction of undesirable fiscal outcomes into this assessment makes it possible to identify meaningful and informative characteristics of local public finance performance in China. When reforms are first implemented, local public financial performance improves because undesirable fiscal phenomena have not yet become too serious. The tax sharing system reform did not work well in its early stages, and negatively impacted public expenditure efficiency. The reform started to play a substantial role between 2001 and 2005, when local governments experienced better public finance performance. Corresponding to the deterioration of the financial sector in recent years, local public financial performance worsened after 2007. Further reform of the current fiscal and taxation system is necessary in China, to ensure a brighter future for the nation.
