Abstract:The principal-agent problem poses a significant challenge for Chinese central governance that constrains the effective resolution of environmental issues. This study focuses on a novel enforcement mechanism-the Central Environmental Inspection (CEI)-which was launched and implemented directly by the Chinese central government, to assess its effectiveness in motivating public complaints and solving the principal-agent problem. Using the Difference-in-Differences method, we observed a notable increase in public complaints during the inspection period, which was associated with a significant reduction in air pollution, but these positive effects disappeared once the CEI concluded. These results suggest that the increase in public complaints was driven by central government mobilization rather than a rebuilding of trust in local governments. However, follow-up inspections show that the sentiment of public complaints has a significant effect on air pollution improvements even after the inspection, suggesting that the inaction of local governments on public complaints was gradually addressed by central follow-up inspections.

Abstract:Abstract Recent literature on environmental governance in China frequently ascribes blame for China's environmental problems to sub-national governments' lax environmental enforcement. Such research implicitly assumes that more central control would lead to better results but, as yet, the role of the centre in environmental governance remains underresearched. In the context of the current phase of recentralization, this article studies central and local interests, capacities and interactions across policy issues and government agencies. By “bringing the centre back” into the study of central–local relations in China, we examine both where such recentralization has in fact occurred and whether such recentralization efforts have improved environmental outcomes. We argue that centralization does not improve outcomes in every case. Further, central and local levels of governance are not as different as they might seem. Indeed, there are significant areas of overlapping interests and similar patterns of behaviour, both positive (enforcement) and negative (shirking), between central and local administrations. The results draw an empirically and theoretically rich picture of central–local relations that highlights the innate complexity of China's environmental governance patterns during the current phase of recentralization.

Abstract:Using China's central inspection of environmental protection as a natural experiment, this paper adopts a difference-in-difference method to investigate how this campaign-style governance approach can influence the legislation process related to the conservation of nature. Our empirics find a significant facilitative effect on the enactment of local environmental protection laws in terms of both number and quality, and this facilitative effect is stronger in provinces and regions with weaker legal basis and greater environmental pollution. Moreover, we show that this facilitative effect has already begun to generate favorable judicial consequences. As for policy implications, we not only provide an overall evaluation on the performance of the central inspection, but also demonstrate China's top-down campaign-style governance indeed has a long-lasting impact on the establishment of its institutions.

Abstract:Central Environmental Inspection (CEI) is a particularly important innovative strategy in the transition of environmental governance in China. The first round of CEI for all provincial regions in mainland China has been finished by the end of 2017, but its actual performance remains to be seen. In this study, a multi-dimensional index system was developed under the framework of Balanced Scorecard. Using the content analysis method, we comprehensively evaluated the performance of CEIs in all provinces inspected from the perspectives of target achievement, local rectification, direct effect, and social involvement. The results indicate that CEI has made encouraging progress in the area of environmental governance and the accumulated experiences of the inspections in the early stage greatly boosted the subsequent performance of CEIs. The provincial performance of the central region was significantly higher than that of other regions. For target achievement, the focal points has been basically realized. Despite some neglect of CEI feedback, local environmental governance is experiencing a promising shift from passive to active in general. For social involvement, the CEI has not only promoted the awakening of public environmental consciousness, but also driven public participation in environmental protection. It is notable that the implementation of environmental co-responsibility between Party and governmental officials needs to be further improved. In addition, the shortcomings of each province were identified as well and policy recommendations for existing problems were offered to guide future optimization of local environmental governance and CEI practice.

Could campaign-style enforcement improve environmental performance? Evidence from China's central environmental protection inspection

Abstract:It's critical for environmental governance to understand the effectiveness of various policy interventions as well as their working mechanisms. This paper focuses on the campaign-style enforcement, a sort of policy intervention understudied in environmental governance literature. Specifically, we study the central environmental protection inspection (CEPI), an unprecedented environmental campaign recently launched by the central authority of China. Apart from the dominant recoupling perspective that emphasized the role of environmental campaign in addressing decoupling problems, we assert in this paper that CEPI could serve as strong external stimulus that help to overcome various root problems in environmental governance system and therefore engender long-term improvements for environmental performance. Empirically, based on the city-day air pollution data, difference-in-difference (DID) model with multiple treatment periods was applied to estimate both the short- and long-term policy effects of CEPI. We found that CEPI did has positive effects on improving environmental performance. Moreover, this positive policy effect, rather than fading away after CEPI, bumped up and persisted in the aftermath of the inspection. These findings imply that campaign-style enforcement, when properly used, could be an effective tool for policymakers to improve environmental performance.

Abstract:How to balance the central government and local governments' political authority relating to environmental governance has long been a topic of intense debate in China. Since both environmental and economic regulations are regulatory tools of governments, political authority and systems must be considered in deciding to what extent to empower local governments. Central government needs to find a tradeoff point when being placed under the dual pressure of environmental protection and maintaining the economic growth rate. Based on a two-level principal–agent model, our research compares the effects of centralized and decentralized governance on the efficiency of environmental regulation. Our results suggest that under decentralized environmental governance, the local governments' incentives increase, which results in either "race to the top" or "race to the bottom" competition in environmental regulation. Moreover, such governance prompts local governments to reduce their investment in economic development and environmental protection. However, decentralization in environmental governance will become more beneficial to the central government if the benefits of reducing information asymmetry surpass enhanced agency costs; otherwise, centralized environmental governance is preferred. Our research proposes a hybrid model of centralized and decentralized environmental governance to help cushion firms against high agency costs and local government–firm collusion.

Abstract:Central environmental inspection (CEI) is an environmental governance tool launched by the Chinese central government in recent years. The aim of CEI is to enhance the implementation of environmental regulations by going beyond supervising enterprises to supervise local governments. Previous studies have shown that CEI is beneficial for improving corporate environmental performance, but the relationship between CEI and the environmental behavior of companies achieving a high level of environmental performance is not clear. Drawing on principal-agent theory, this study explains how CEI influences corporate green innovation by changing the incentive structures of local governments and firms for adopting different environmental strategies. Moreover, two boundary conditions between CEI and corporate green innovation are identified: political connections and industry competition. The boundary conditions affect the individual and collective bargaining intentions of companies to comply with environmental regulations. We test our hypotheses by using a sample of 1152 publicly traded industrial firms in China from 2014 to 2018. Our findings show that CEI is conducive to corporate green innovation. This positive effect is strengthened in politically connected firms or firms in highly monopolized industries with lower bargaining intentions. Our study contributes to a better understanding of the effect of CEI on micro (firm-level) environmental behaviors and the antecedents of corporate green innovation.

Central inspection teams and the enforcement of environmental regulations in China

Abstract:Despite the existence of a comprehensive set of environmental regulations, China's environmental issues continue largely unabated and are increasingly leading to discontent among its citizens. Mirroring recent governance trends in China, the central government has increasingly taken a more hands-on-role to ensure the enforcement of environmental regulations by local government officials. One manifestation of this effort to re-centralize environmental institutions has been the establishment and deployment of Central Environmental Inspection Teams (CEITs). CEITs report directly to the central government and are dispatched to carry out crackdowns where the central government has reason to believe that environmental regulations are not being enforced. With over 29,000 companies fined and around 18,000 local government officials disciplined, the CEIT has been heralded as a great success by the central government. Using a combination of primary and secondary data, we partially reconstruct the inaugural CEIT deployment in Hebei province in 2016 from the perspectives of government officials, private and state-owned companies, and local residents. While we generally find that the CEIT has proven effective in identifying and rectifying violations of environmental regulations, as an institutional solution it is inefficient and highly-resource intensive, likely to generate unintended governance outcomes in the medium-to-longer run, and has significant social justice implications.

External regulatory and normative pressures from both the Chinese central environmental protection inspection (CEPI) program and public participation can act together to influence corporate environmental governance behavior. This research uses the multiperiod Difference-In-Differences method to test the compound impact of CEPI and public participation on corporate environmental governance strategies and investigate the underlying influence mechanisms. The results show that CEPI and public participation have a positive compound effect on the corporate "source-control" strategy. A reasonable reduction in pollution charges and increased environmental subsidies are essential to stimulate the green innovation potential of heavily polluting firms. Our research helps clarify the game relationship between the central and the local governments and analyzes how the relationship between the government, the public, and corporates affects environmental governance, thereby advancing principal-agent theory and expanding the current research on institutional pressures and corporate environmental governance.

Abstract:Excessive environmental regulation can achieve environmental improvement, but it is not conducive to sustainable environmental improvement. This paper takes the "one-size-fits-all" (OFA) in the process of China's central environmental protection inspection (CEPI) as an example to explore the occurrence mechanism from the perspective of multiple co-governance. Using the fuzzy set qualitative comparative analysis (fsQCA), we find that four distinct mechanisms can result in OFA. Based on the four distinct mechanisms, we find that even if the pollution behavior of enterprises is not serious, local governments may still adopt OFA under a combination of other conditions; non-key cities of environmental protection are more prone to OFA; giving full play to the role of public inspection is a key step to avoiding local government violations. However, the effectiveness of public environmental attention is insufficient under the dual driving force of pollution and the economy under the lack of vertical environmental regulatory pressure.

Abstract:The national environmental quality has maintained a momentum of improvement, while the tension between the performance evaluation system and local officials' behavior has been a significant concern. Based on panel data from 224 prefecture-level cities in China from 2003 to 2018, this paper examined the impact of the characteristics of officials on environmental pollution governance using a fixed-effect model. The empirical results demonstrate an incentive for officials to reduce pollution emissions and improve environmental protection when their native place coincides with the province where they work. The reverse incentive occurs when their native place coincides with the prefecture-level city where they work. Given the fact that eco-policy is the transmission mechanism, a more reasonable assessment system should pay more attention to officials' characteristics, such as younger female officials are more likely to implement environmental policies, party school education may not be helpful for pollution governance, education level, professional background and working experience has little correlation with environment. Besides, a significant mediating effect shows that officials with hometown identity are encouraged to do more in environmental protection. An official incentive framework on 'working effort' should be employed to enhance the effectiveness of environmental governance.

Abstract:In response to the deteriorating environmental pollution, China has formulated a series of environmental regulation policies. However, political centralization and economic decentralization have subjected the local governments (LGs) to the dual constraints of environmental protection and economic development during the implementation of environmental regulation, which has resulted in the failure of conventional environmental regulation. To this end, the central government (CG) has established a central environmental protection inspection system (CEPIS). However, the existing literature has insufficiently studied the role and policy tools of the CG for inspecting the LGs and the polluting enterprises (PEs) to implement environmental regulation, and lacked systematic analysis of the strategic interactions and policy effects caused by CEPIS. Evolutionary game theory (EGT) provides a powerful tool with which to unpack the interactive strategies of Muti-Agent in China. By exploring the evolution of different participants' behavior and their evolutionary stable strategy (ESS), EGT enables a robust, quantitative analysis of this three-party game. Simultaneously, some numerical examples serve to verify the theoretical results and support four key insights. First, the selection of environmental strategies manifests in a dynamic process of constant adjustment and optimization. Second, the whole evolutionary game system can converge on an ideal state under certain conditions. Third, increasing the investments in the special transfer payments of environmental protection, expanding the scale of emissions trading market, and improving the emission reduction benefits can motivate the PEs to reduce their emissions and the LGs to perform their duties. Fourth, in some scenarios, simply increasing the political penalties for the LGs fails to motivate the LGs to perform their duties. This research can provide the evolutionary mechanism and broaden our understanding of relationship between environmental regulation and emission reduction strategies. Related implications are finally proposed, which can offer valuable guidance on reforming the environmental regulation and improve market outcomes in China.

Abstract:Due to the continuous progress of constructing sustainable environments in China, the role played by the Chinese central government as the main body for promoting green development is worth studying. Because China's ecological civilization building has been steadily progressing. Governments at all levels in China have prioritised the development of environmental civilization as a key aspect of regional growth. However, the actual impact and mechanisms of influence of this construction still require further investigation. This paper constructs a government environmental attention index using word frequency found in the Report on the Work of the Government. It uses a long difference model to study the impact and mechanism of government environmental attention on urban green efficiency, carbon emissions and air quality. The results show that the government's ecological attention can improve green efficiency, and air quality, but it can also lead to increased carbon emissions, and the impact is particularly evident in the eastern and western regions of the country. This is because the government's emphasis on the environment significantly impacts on environmental regulations and technological progress, and is directly influenced by fiscal bias and financial pressure. Given the results, we put forward some policy suggestions that local governments should improve the intensity of local environmental regulation, encourage green technology innovation, provide encouraging conditions for environmental development, and establish a long-term strategic vision. The findings in this study has implications for promoting the implementation of local governments' environmental protection and the development of sustainable societies in China.

Abstract:This paper examines local policy implementation of Cleaner Production (CP) in China. As the major policy implementer, China's local government plays a crucial role in promoting CP. A better understanding of the factors affecting local government's incentives regarding CP and different strategies available to the local government can help policy makers and implementers improve CP practices and other environmental policy outcomes. This paper uses the cases of Hangzhou and Guiyang to demonstrate that local conditions of policy implementation have a direct impact on the success of CP promotion. Based on 35 in-depth interviews, statistical data and internal government reports, we find that the location-based incentives of local government strongly influence their implementation strategies; and that the choices of different strategies can bring out various policy results. From this study, the identified location-based incentives are affected by energy resource endowment, economic development stage and technological competence. The successful implementation strategies involve using different policy instruments synthetically, regulating CP service organizations by controlling their qualifications, differentiating CP subsidizations, and improving transparency of project progress and outcomes.
More Incentive, Less Pollution: Environmental Responsibility of Local Cadres and Environment Governance

Abstract:SYNOPSIS In this paper, we study how the environmental responsibility of local cadres shapes their environmental governance. Using the staggered implementation of the government environmental audit in China as a quasi-experiment, our difference-in-differences estimation shows that, after strengthening the environmental responsibility of city leaders, pilot cities experience a significant increase in fiscal environmental expenditure and a reduction in air pollution. The effect is more pronounced among cities whose leaders have stronger promotion incentives, but less pronounced among cities with higher economic costs on pollution governance. In addition, firms located in pilot cities exhibit a significant increase in environment-related investments and green patent applications, which is motivated by government-awarded environmental subsidies. Overall, our results shed new light on the role of the environmental responsibility of city leaders in environmental governance and provide policy implications to promote environmental, social, and governance (ESG) practice and sustainable transition in a top-down approach. Abstract:This article examines how civil society organizations navigate local government to secure more inclusive environmental governance. Based on an in-depth case study of water governance in Zhejiang Province between 2012 and 2018, we find that Green Zhejiang, a civil society organization, exercised informal power to hold the local government accountable based on two strategies: mobilizing citizens to collect information on water pollution and strategically leveraging the authority of provincial government to find citizen-focused solutions. Most existing studies foreground one stage of the policy process - advocacy in the agenda-setting phase, policy entrepreneurship during the design phase, or monitoring during the implementation phase; however, we examine strategies of civil society organizations throughout this policy lifecycle. With this approach, we are able to analyse the strategic interactions between different levels of the government and civil society organizations and locate the positive outcomes and limits under the current governance system. Despite policy successes, Green Zhejiang still acts informally, which limits long-term effectiveness. However, incorporating citizens into public administration in a meaningful way requires sharing policymaking power formally, and thus far, local governments are only willing to share power in an ad hoc and informal way. More institutionalized citizen participation is necessary to develop innovative solutions to the severe environmental degradation in China.

Abstract:Using China's interprovincial panel data from 2007 to 2019, this paper empirically investigates the relationship between environmental regulation and green development efficiency (GDE) by examining the local governments competition behavior. The main instruments of local government competition, involving taxation, government spending and attracting investment, are considered as well as the institutional context. Following the "performance‐output‐performance" to clarify the role of local government competition and environmental regulation on GDE, it is found that fiscal spending competition increases GDE, while tax and capital attraction competition play the opposite role; performance promoted inter‐governmental competition makes local governments' strategic choices between economic catch‐up and environmental protection volatile, and this volatility brings about fluctuations and losses in GDE. The study by regions finds that government competition and environmental regulation have a greater impact on GDE in the eastern and developed regions, while the impact on other regions is relatively small. Further, the mechanism setting and institutional improvement of environmental governance achieved significant results after 2013, but the function of local government competition mechanisms in improving environmental quality has not yet emerged in China. The findings based on the heterogeneity of regional economic development and path mechanisms provide a reference for social planners to carry out top‐level design in taxation, fiscal spending, and investment attraction, as well as to formulate differentiated regional environmental regulation policies.

Abstract:Local governments have been captured by enterprises and, thus, have relaxed environmental regulations. This phenomenon has occurred repeatedly and has resulted in serious environmental pollution, posing an enormous threat to public health. To solve this problem, this study introduces central environmental protection inspection and media supervision and considers the economic preferences and environmental preferences of local governments. A four-party evolutionary game model composed of enterprises, local governments, the central government and the media is constructed, and the equilibrium solution of four-party replicator dynamics equations is obtained. The influence of relevant parameters on the choice of strategies of the four main bodies is simulated by using MATLAB software to explore the paths and measures for overcoming regulatory capture and to further improve the modern environmental governance system. The results show the following: First, local governments are easily captured by large enterprises. Second, the central government can improve the environmental behavior of local governments by reducing their economic preferences and strengthening punishment. Third, compared to the penalties imposed by the central government, those imposed by local governments have a more significant impact on the environmental behaviors of enterprises. Fourth, compared to the use of an environmental protection tax policy or a tax relief policy alone, the combination of the two has a more significant impact on the environmental behaviors of enterprises. Fifth, central environmental protection inspection and media supervision can improve the environmental behaviors of both local governments and enterprises, and the effect of media supervision is better than that of central environmental protection inspection. This study recommends improving the performance evaluation system for local governments to coordinate economic development and environmental protection, ensuring that local governments assume the main responsibility, using a combination of incentive and constraint policies for enterprises, and increasing the environmental protection inspection and media supervision of local governments and enterprises to resolve the dilemma of regulatory capture in environmental pollution through the simultaneous enhancement of the environmental behavior of local governments and enterprises.

Abstract:We evaluate the effect of the Central Environmental Protection Inspection (CEPI) in China on green innovation for Chinese A-share firms from 2008 to 2019. The results of the difference-in-differences estimation show that the CEPI has a long-term positive effect on corporate green innovation in the form of green patents. The CEPI influences corporate green innovation through legitimacy pressure and value-enhancing corporate risk-taking. The positive effect is more pronounced in the provinces which are relatively more developed and less dependent on the secondary industry. Moreover, this effect is primarily driven by overcompliance motive and is visible in firms with better internal governance, state-controlled firms, and firms with political connections. Our findings demonstrate the impact of campaign-style central supervision on corporate innovation policy.
