Abstract:Environmental supervision is significantly disrupted by local economic development and typically characterized by a lack of independence in China. This paper investigates the impacts and mechanisms of the vertical management reform of environmental protection department in China on urban air quality. We construct a principal–agent model suitable for explaining the interactions between the central and local governments and elaborate the intrinsic mechanism of EVM on strengthening environmental supervision. Using manually collected data, we conduct EVM as a quasi-experiment and construct a time-varying difference-in-difference (DID) model. Our empirical results show that the EVM significantly strengthens regional environmental supervision and reduces urban air pollution, bringing abatement in the PM2.5 concentration. The mechanism shows that EVM increases enterprises' green innovation and attracts new entrants, further promoting industrial upgrading. Our study provides a new perspective on environmental governance and urban air quality in emerging countries such as China.

Abstract:Based on the panel data of 278 prefecture-level cities in China from 2005 to 2017, this study takes the environmental information disclosure policy implemented in 2008 as a quasi-natural experiment and uses the difference-in-difference method to examine the impact of public environmental supervision on industrial structure upgrading. This study found that public environmental supervision has indeed significantly promoted the industrial structure optimization. It is noteworthy that, the impact of public environmental supervision on industrial structure optimization is heterogeneous across regions and corresponding to the intensity of environmental regulations. Public environmental supervision in the eastern region has significantly promoted the optimization of the industrial structure, while the promotion effect in the central and western regions is not obvious. Besides, the effect of public environmental supervision is more significant in the cities with relatively tight traditional environmental regulations. The mechanism analysis shows that public environmental supervision promotes industrial structure upgrading mainly by influencing the level of urban technological innovation, and the level of technological innovation plays an intermediary role between public environmental supervision and industrial structure optimization. This study has important reference significance for further improving the environmental information disclosure system and constructing an environmental governance system with the government as the leading body, enterprises as the main body, and the public as the common participation.

Abstract:This paper draws on a natural experiment generated by the National Specially Monitored Firms (NSMF) program in China to evaluate the effectiveness of central supervision at improving local environmental enforcement. We explore a unique firm-level Chinese Environmental Statistics dataset and utilize a regression discontinuity design to assess the impact of central supervision through the NSMF program on an industrial firm's chemical oxygen demand (COD) emissions. The results suggest that central supervision significantly reduces industrial COD emissions by at least 26.8%. These results highlight the substantial room for improvement in Chinese environmental regulations via central supervision. A more flexible environmental decentralization regime and comprehensive central supervision are thus recommended for future reforms.

Abstract:The vertical environmental reform in China has led to the change of environmental management system from territorial management model to vertical management model. This study uses the data of 263 prefecture-level cities in China to examine the effects of China's vertical environmental reform on pollutant emissions, including industrial sulfur dioxide, wastewater emissions, and industrial fumes emissions. The findings demonstrate that vertical environmental reform resulted in a reduction in industrial sulfur dioxide, wastewater emissions, and industrial fumes emissions. And the governance effects is gradually enhanced with the passage of time, which are long-lasting effects. The above conclusions are still valid after a series of robust estimates including mitigating selection bias, placebo test, changing the dependent variables, and mitigating heterogeneous treatment effects. According to heterogeneity analysis, the vertical environmental reform has reduced the increase of pollutants caused by financial pressure and official associations, and treats border pollution problems more effectively. Under the decentralized governance system, the implementation of vertical environmental management helps to reduce local pollutant emissions. This conclusion provides the latest evidence from China for the academic debate on the advantages and disadvantages of territorial environmental management and vertical environmental management and also provides policy implications for the government's environmental governance.

Abstract:This paper studies how centralizing environmental administration affects air pollution in China. China launched a reform in 2016 to empower upper-level environmental protection bureaus to administer lower-level bureaus vertically through personnel control. Exploiting a stacked difference-in-differences strategy, we find that the reform significantly reduced air pollution. The effect was stronger in places where pollution was less likely to be affected by spillovers from other provinces, where local governments initially paid less attention to environmental protection, and where there was less economic importance. Further analysis shows that the reform reduced pollution by strengthening the pollution reduction incentives of local environmental officials, increasing the intensity of local environmental inspection, and promoting environmental compliance by polluting firms.

Abstract:Developing a scientific environmental management system is the institutional foundation to address transboundary environmental governance issues. Based on the perspective of cross-regional pollution control, this paper empirically analyzes the impact of the reform of the division and adjustment of environmental protection supervision powers between the central and local governments on cross-regional pollution control. The results show that both significantly reduce the air pollution emission level of the border prefecture-level cities, but the emission reduction efforts of the provincial border prefecture-level cities are lower than the overall average. From the perspective of the institutional reform of this study, in order to realize the compatibility of incentives for intergovernmental environmental governance at all levels, it is necessary to promote the reform of the environmental protection management system with the optimization of the division of intergovernmental environmental protection powers as the core, and improve the performance of cross-regional pollution control.

Abstract:Using China's interprovincial panel data from 2007 to 2019, this paper empirically investigates the relationship between environmental regulation and green development efficiency (GDE) by examining the local governments competition behavior. The main instruments of local government competition, involving taxation, government spending and attracting investment, are considered as well as the institutional context. Following the "performance‐output‐performance" to clarify the role of local government competition and environmental regulation on GDE, it is found that fiscal spending competition increases GDE, while tax and capital attraction competition play the opposite role; performance promoted inter‐governmental competition makes local governments' strategic choices between economic catch‐up and environmental protection volatile, and this volatility brings about fluctuations and losses in GDE. The study by regions finds that government competition and environmental regulation have a greater impact on GDE in the eastern and developed regions, while the impact on other regions is relatively small. Further, the mechanism setting and institutional improvement of environmental governance achieved significant results after 2013, but the function of local government competition mechanisms in improving environmental quality has not yet emerged in China. The findings based on the heterogeneity of regional economic development and path mechanisms provide a reference for social planners to carry out top‐level design in taxation, fiscal spending, and investment attraction, as well as to formulate differentiated regional environmental regulation policies.

Abstract:The rapid development of China's economy has also led to serious environmental problems, which have seriously restricted China's sustainable development. To this end, the Chinese government has continued to explore environmental governance. So, can environmental governance policies promote industrial green transformation, so as to achieve the goal of sustainable development? Will environmental policy competition among local governments have an impact on them? These issues are the focus of this article. Based on the provincial panel data of China from 2006 to 2021, this article empirically analyzes the relationship between environmental governance, local government competition, and industrial green transformation. The results found that there was a "U" type nonlinear relationship between environmental governance and industrial green transformation. On the whole, most regions of China are still in the development stage where environmental governance is not conducive to industrial green transformation. There is competition for environmental governance policies among local governments in China, and the characteristics of "race to the bottom" are more significant. In the East developed areas, there is a more significant "yardstick competition" game state. In the Midwest undeveloped areas, it is manifested as competition for resources by deregulation of the environment, thereby promoting short‐term economic growth. In addition, local protection behaviors negatively regulate the impact of environmental governance on industrial green transformation, that is, inhibiting local industrial green transformation by causing labor market mismatch. This study can provide valuable insights for policymakers aiming to adopt measures to achieve the sustainable development of the economy and environment.

Abstract:Due to the continuous progress of constructing sustainable environments in China, the role played by the Chinese central government as the main body for promoting green development is worth studying. Because China's ecological civilization building has been steadily progressing. Governments at all levels in China have prioritised the development of environmental civilization as a key aspect of regional growth. However, the actual impact and mechanisms of influence of this construction still require further investigation. This paper constructs a government environmental attention index using word frequency found in the Report on the Work of the Government. It uses a long difference model to study the impact and mechanism of government environmental attention on urban green efficiency, carbon emissions and air quality. The results show that the government's ecological attention can improve green efficiency, and air quality, but it can also lead to increased carbon emissions, and the impact is particularly evident in the eastern and western regions of the country. This is because the government's emphasis on the environment significantly impacts on environmental regulations and technological progress, and is directly influenced by fiscal bias and financial pressure. Given the results, we put forward some policy suggestions that local governments should improve the intensity of local environmental regulation, encourage green technology innovation, provide encouraging conditions for environmental development, and establish a long-term strategic vision. The findings in this study has implications for promoting the implementation of local governments' environmental protection and the development of sustainable societies in China.
Cutting ties with local bureaucrats: How does the environmental vertical management reform affect firm pollution in China?

Abstract:China's local environmental protection agencies are the basic government units that implement the country's environmental regulations. Initiated decades ago, the vertical environmental management reform was gradually rolled out throughout the country with the aim of enhancing the independence of local environmental enforcement by shifting the control of the agencies' resources from local governments to higher-level environmental protection authorities. This research investigates the effects and influencing channels of this reform on firm pollution behavior in China. Combining manually collected data on the timing of the reform at the county level with a unique firm-level emission dataset, we use a difference-in-differences approach to estimate the effect of the reform. Our results suggest that the reform leads to a significant reduction in firms' pollution, and this reduction is achieved mainly through a scaled-back production and a cleaner production process. A further analysis shows that the reform weakens local bureaucrats' political and economic incentives that could distort environmental enforcement. Our findings highlight the importance of minimizing political interventions in environmental governance in a large country like China to achieve environmental targets.

Abstract:Environmental decentralization enhances local autonomy accountability and initiatives. However, some evidence suggests that it might foster a race to the bottom in environmental protection, exacerbating cross-border pollution. Consequently, certain areas in China initiated the vertical management reform of environmental protection agencies (VMR), characterized by centralization, in 1992. The relatively exogenous shock on firms helps to identify the causal effect of VMR on pollution and production. Using the combined data of ASIF and ESR from 1998 to 2013, along with collected policy details at the county-level, we utilize the staggered DID design. Our findings demonstrate that VMR significantly reduces approximately 22.94% of COD emissions from industrial firms. This reduction is achieved through passive approaches such as reducing production, decreasing the entry of firms, and increasing the rate of firms shutting down. Additionally, a proactive approach of increasing the wastewater treatment capacity of individual facilities contributes to this reduction. The impact of VMR is significant in polluting industries , large-scale firms, and firms located at administrative boundaries, mainly driven by local officials with strong promotion incentives. The paper underscores the advantages of environmental centralization, particularly the role of VMR in addressing environmental pollution, especially in the context of transboundary issues. However, due to information asymmetry within centralization, its implementation incurs high economic costs, necessitating more precise and sophisticated regulation.

Abstract:AbstractThe reform of the environmental management system and policy optimization is key to promoting green technology innovation. However, empirical studies on environmental monitoring decentralization are limited. As a result, this paper analyzes the impacts of environmental decentralization and environmental regulation on green technology innovation using China’s 30 provincial administrative panel data ranging from 2008 to 2017. The study outcome denotes that environmental decentralization is not conducive to green technology innovation. Similar effects are also found for environmental administration decentralization, environmental supervision decentralization, and environmental monitoring decentralization. Secondly, there is a U-shaped relationship between environmental regulation and green technology innovation. With the strengthening of environmental administrative decentralization and environmental supervision decentralization, environmental regulation has a significant positive role in promoting green technology innovation. Furthermore, environmental decentralization reduces the inhibitory effect of environmental regulation on green technology innovation in the eastern and central regions. Environmental decentralization does not play a regulatory role in the impact of environmental regulation on green technology innovation in economically developed areas. Lastly, the impact of environmental regulation on green technology innovation shows significant threshold characteristics with the change in environmental decentralization, in which there is an optimal threshold interval for environmental decentralization. The study concluded with an important reference value for determining reasonable levels of environmental decentralization among different regions and improving relevant environmental regulation strategies.

Abstract:Industrial green technology progress is an effective way to realize high-quality economic development in China. The different competitive incentives of local governments make a difference in the intensity of environmental regulation between regions. The intensity of environmental regulation is different in different areas of the same industry, leading to the inter-regional transfer of pollution enterprises. The regional distribution of industries is different, which determines the different industries’ needs to coordinate different regions. Only when various industries realize the coordination of regional governance can they jointly promote the progress of industrial green technology. Based on data from 33 industrial sectors in China from 2001 to 2015 and considering the institutional evolution of governance synergy, this study comprehensively investigated the influence mechanism of local government environmental regulation on the industrial green technology progress using the mediating effect model. We found that environmental regulation promoted industrial technological progress through governance synergy and a low degree of inter-regional regulation coordination hindered the industries’ green technology progress. With the change in inter-regional governance synergy levels, we further discovered that the impact of environmental regulation on industrial green technology progress changed substantially. At a low level of governance synergy, environmental regulation inhibited industrial green technology progress. At a high level of governance synergy, environmental regulation promoted industrial green technology progress. While strengthening environmental regulation, we should promote inter-regional cooperation at the industry level. Only by collectively enforcing pollution regulations in industrial level can industrial green technology progress be promoted.

Abstract:There is significant interest among policymakers and academics about whether or not green credit, which is a market-oriented environmental policy tool, has achieved its intended effect in improving the environment in China. This paper addresses this question from both theoretical and empirical perspectives. Using panel data from 30 provincial administrative regions of China from 2007 to 2016, we apply the fixed effect model and the gray correlation analysis method to examine the influence and its mechanism of green credit on China's environmental quality. The results show that green credit does improve China's environmental quality overall. Green credit can reduce environmental pollution through three mechanisms: improving enterprise performance, motivating enterprise innovation, and upgrading industrial structure. However, there are regional differences in the emission-reduction effect of green credit. Green credit improves the environmental quality in resource-based regions more than non-resource-based regions; the emission-reduction effect is significant in regions with developed financial markets, but not significant elsewhere. The results indicate that green credit policies should be regionally differentiated to more effectively achieve emission-reduction targets.

Abstract:This paper investigates the effects of a series of environmental centralizing reforms (the so-called vertical environmental reforms) in China on polluting firms' SO2 emission. Using manually collected data on when/where the reforms took place, we conduct the analysis in a difference-in-differences framework, controlling for a rich set of fixed effects and selection variables on the reforms. Our empirical results show that after the reforms, Chinese polluting firms have undergone a 10.6% abatement in SO2 emission; and their installed coal boilers have decreased by 9.6%. The firms that are important employment and tax-revenue providers in local economy experience more decrease in their SO2 emission. Using geo-information on firms' location, we also find that the firms close to county borders are more affected by the reforms.

Abstract:Environmental regulatory policies are crucial to the high-quality development of China's economy. Can central environmental protection inspection, another major innovation in China's environmental regulation policy, significantly contribute to high-quality economic development? To address this question, this paper is the first time to intensely discuss the relationship between central environmental protection supervision and the high-quality development of China's urban economy. The research level is expanded from the previous micro-enterprise level to the macro level. Starting from the city, the main body of green innovation, and using the propensity score matching and difference-in-differences methods, we test the impact of central environmental protection inspection on high-quality economic development. A preassessment at the regional level reveals that the green total factor productivity of the inspected cities is significantly higher than that of the non-inspected cities, and parallel-trend tests and placebo tests also support the result. Subsequently, the persistence of the policy impact is further analyzed, and the results show a significant impact only in the year of policy implementation. Finally, the heterogeneity analysis shows that central environmental protection inspection can significantly promote high-quality economic development in cities in the eastern region, but has a significant inhibitory effect on the western region.

Abstract:The land system is a crucial factor influencing urban low-carbon sustainable development. However, previous research has paid little attention to the effects and mechanisms of the national land supervision system (NLSS) on urban low-carbon transformation (ULCT). This study uses China's routine land inspection as a quasi-natural experiment and examines the impact of NLSS on ULCT using panel data from 283 Chinese cities between 2005 and 2016. The study finds that NLSS significantly promotes ULCT, with a series of robustness checks supporting this conclusion, showing a 1.95% improvement in carbon emission performance in cities under supervision. NLSS mainly facilitates ULCT by improving land use efficiency, upgrading the structural of the service sector, and promoting technological progress. Compared to eastern cities, southern cities, large cities, and non-resource-based cities, NLSS more effectively promotes low-carbon transformation in central and western, northern, small- and medium-sized, and resource-based cities. Additionally, in contrast to cities with high environmental awareness, high marketization levels, high financial development levels, and high fiscal pressure, NLSS more strongly promotes ULCT in cities with lower levels of these factors. Furthermore, NLSS exhibits a significant positive spatial spillover effect in promoting ULCT. In advancing ULCT, NLSS can be synergized with smart city pilot policies and innovative city pilot policies but has not shown synergies with low-carbon city pilot policies.

Abstract:The reform of environmental management systems is key to improving environmental pollution treatment and green technology innovation. Based on panel data on 30 provincial administrative regions in China for 2008 to 2016, this paper analyzes the impacts of environmental decentralization and environmental protection investment on green technology innovation. It is first found that environmental decentralization promotes green technology innovation after inhibition. Similar effects are found for environmental administrative decentralization, environmental monitoring decentralization, and environmental supervision decentralization. Second, in the long run, environmental decentralization in developed and low-emission regions is more conducive to green technology innovation. Third, environmental pollution treatment investment has a significant inhibiting effect on green technology innovation under high levels of environmental decentralization, and the inhibiting effects of industrial pollution source treatment investment and “three simultaneous” construction project investments are particularly obvious. This paper explores green technology innovation as the goal of environmental decentralization, which is the driving force behind pollution control. From the perspective of environmental protection investment, the paper further analyzes the impact of environmental decentralization on green technology innovation. The study has important reference value for determining reasonable levels of environmental decentralization among different levels of governance and in formulating differentiated strategies of environmental decentralization.
