Abstract:This study explores household-level evacuation decision-making in response to Hurricane Laura, in a context where hurricane risk reduction measures contradicted COVID-19 risk reduction measures. Data were collected using a mail-based survey approach from households along the coast of Texas and Louisiana to explore drivers of and barriers to evacuation, including COVID-19 measures such as negative affect, risk perceptions, protective actions, and exposure. Testing for direct and indirect effects among the drivers of and barriers to evacuation, we find that many of our COVID-19 measures did not have a direct effect on evacuation but did have indirect effects through other factors. We also found evidence of both direct and indirect relationships with regards to more conventional drivers of evacuation found in the literature. We close with a discussion of the limitations and implications of this study.

Abstract:Protective action decisions are complex and require households to consider a variety of factors including hazard risks, household characteristics, location, and experience. Previous research has examined these decisions in the context of a single hazard; however, it is also necessary to consider scenarios whereby two coupled hazards pose simultaneous risks. This paper examines the decision-making of households when making evacuation and shelter-in-place decisions during two simultaneous events: the 2021 Hurricane Ida and the COVID-19 pandemic. Survey data gathered from six parishes eight months after the storm were used to analyze risk perception tradeoffs and protective action decisions of households before Hurricane Ida made landfall. The results indicate that higher perceived risks of the hurricane causing injury or death, being vaccinated, having a higher income, having children residing in the home, and having previous experience of evacuating increased the odds of evacuating. Likewise, variables such as higher perceived risks related to being hospitalized or killed by COVID-19, being elderly, and being located further away from the storm track all decreased the likelihood of a household undertaking evacuation. The findings of this study improve understanding of how households consider competing risks during simultaneous hazard events, which in turn can help inform strategies for managing future disaster events involving multiple hazards and risks.

Abstract:Hurricane Laura made landfall in August of 2020 as a Category 4 storm, heavily affecting the coastlines of Texas and Louisiana. At the same time, both areas were coping with a surge in COVID-19 cases absent a vaccine. For this study, we explored how emergency management stakeholders navigated evacuation, sheltering, and re-entry planning and operations during a dual hazard threat where hurricane risk reduction measures contradicted COVID-19 risk reduction measures. We conducted 35 semi-structured interviews with emergency management stakeholders in Texas and Louisiana in the spring of 2021. Participants were recruited using a purposive sampling strategy designed to identify agency representatives and other officials involved with planning for hurricane season and with the Hurricane Laura response effort. We used thematic analysis to code and analyze the data. Findings suggest that while the process for planning for hurricanes had to shift to an online approach, the plan for addressing hurricane season was largely unchanged from the perspective of most participants until days before impact, when the decision was made to move to noncongregate sheltering. This led to adaptive and creative improvisation on the part of participants managing the evacuation and sheltering operations. Likewise, we found that caring for and communicating with evacuees in a noncongregate setting presented unanticipated challenges that required improvisation to address. Given the continued threat posed by COVID-19 and other respiratory illnesses, this study provides insights that emergency management stakeholders could apply to current and future planning and response efforts for hazards that require evacuation and sheltering.

Protection or Peril of Following the Crowd in a Pandemic-Concurrent Flood Evacuation

Abstract:The decisions of whether and how to evacuate during a climate disaster are influenced by a wide range of factors, including emergency messaging, social influences, and sociodemographics. Further complexity is introduced when multiple hazards occur simultaneously, such as a flood evacuation taking place amid a viral pandemic that requires physical distancing. Such multihazard events can necessitate a nuanced navigation of competing decision-making strategies wherein a desire to follow peers is weighed against contagion risks. To better understand these trade-offs, we distributed an online survey during a COVID-19 pandemic surge in July 2020 to 600 individuals in three midwestern and three southern states in the United States with high risk of flooding. In this paper, we estimate a random parameter discrete choice model in both preference space and willingness-to-pay space. The results of our model show that the directionality and magnitude of the influence of peers' choices of whether and how to evacuate vary widely across respondents. Overall, the decision of whether to evacuate is positively impacted by peer behavior, while the decision of how to evacuate (i.e., ride-type selection) is negatively impacted by peer influence. Furthermore, an increase in flood threat level lessens the magnitude of peer impacts. In terms of the COVID-19 pandemic impacts, respondents who perceive it to be a major health risk are more reluctant to evacuate, but this effect is mitigated by increased flood threat level. These findings have important implications for the design of tailored emergency messaging strategies and the role of shared rides in multihazard evacuations. Specifically, emphasizing or deemphasizing the severity of each threat in a multihazard scenario may assist in: (1) encouraging a reprioritization of competing risk perceptions; and (2) magnifying or neutralizing the impacts of social influence, thereby (3) nudging evacuation decision-making toward a desired outcome.

Abstract:Evacuation after hurricane impacts appear (post-impact evacuation) has been underemphasized in empirical evacuation studies. This study uses well-examined factors for pre-impact evacuation and novel factors for post-impact evacuation in a sequential logit model for pre- and post-impact evacuation choices. Results show that the evacuation warning is the only factor that affected both pre-impact and post-impact evacuations. Demographics and housing characteristics are significant factors for pre-impact evacuation but not for post-impact evacuation, while residential damages and durations of utility outages are significant situational factors for post-impact evacuation. The durations of water and power outages had additive effects on the probability of evacuating after hurricane impact. Based on the results, we argue that the conventional assumption that sheltered-in-place residents will remain in the affected area, and the restoration planning and assistance generated with that premise will not be aligned with the demand of residents facing inhabitable living situations with damaged residences and prolonged utility outages. Agencies should consider extending the evacuation planning time horizon for storm events likely to induce severe damages and outages and prepare for evacuation during disrupted conditions.

Abstract:The purpose of this study was to investigate the harmonious facial profile before and after orthodontic treatment on permanent dentition and to determine the factors which influence lateral facial harmony. Materials were lateral Roentgen cephalograms from 150 subjects (25 males and 25 females each in 3 groups--maxillary protrusion, mandibular protrusion and crowding--) taken before and after treatment. The average age before treatment was 11 years and 6 months and, after treatment, was 14 years and 3 months. The term of active treatment was 2 years and 9 months. Lateral facial evaluation based on the external profile line was performed by a group of 40 persons which included dental students and the general public. In the 5 stage evaluation, each subject could receive from 40 to 200 points. The subjects with more than 121 points were classified in the harmonious group; those with less than 120 points were classified in the disharmonious group. Subjects who had been classified as disharmonious before treatment but became harmonious after treatment constituted the improved group. Subjects classified disharmonious before treatment who remained disharmonious after treatment constituted the unimproved group. The value of the overall harmonious group before treatment was 8.6% and, after treatment, was 36.6%. The increase in the percentage of cases classified as harmonious varied among the different occlusal types: for the mandibular protrusion, the value before treatment was 2% and after treatment was 32%, for crowding it was 18% before and 46% after treatment, and for maxillary protrusion, it was 6% before and 32% after treatment. The ratio of percentage in the harmonious group increased on every malocclusion group after treatment, suggesting the importance of orthodontic treatment for improvement of lateral facial harmony. Before treatment, the morphological conditions in the improved group were more advantageous than those in the unimproved group.

Abstract:Given the destructive nature of hurricanes in tropical regions, pre-disaster evacuation has emerged as a critical approach for hurricane preparedness. Nevertheless, the compounding effects of natural hazards and the outbreak of infectious diseases, such as Covid-19, significantly challenge hurricane evacuation management. To investigate emergency responses under compound hazards, this study develops an activity-based model to measure the evacuation behaviors of individuals, using Hurricane Irma as a case study. Four scenarios are designed, including a single hurricane hazard, Hurricane Irma compounded with a pandemic like Covid-19, Hurricane Irma compounded with flood damage to the transportation network, and a combination of all these hazards. The metropolis-hasting algorithm is utilized to generate a population with socioeconomic attributes, which is then allocated to census block groups covering Palm Beach, Broward, Miami-Dade, and Monroe Counties in Florida. Datasets from multiple sources are used to measure evacuation decisions, which are subsequently simulated using MATSim. The results highlight the potential impacts of compound hazards on transportation systems, including increased congestions in scenarios involving compounded hurricanes and floods, especially between 10 a.m. and 7p.m. Moreover, a higher proportion of socially vulnerable populations is observed in scenarios involving compounded hurricanes and pandemics, particularly in the Key West area. The developed model could be further applied to measure the indirect impacts of natural hazards on transportation systems.

Abstract:This statistical meta-analysis (SMA) examined 38 studies involving actual responses to hurricane warnings and 11 studies involving expected responses to hypothetical hurricane scenarios conducted since 1991. The results indicate official warnings, mobile home residence, risk area residence, observations of environmental (storm conditions) and social (other people’s behavior) cues, and expectations of severe personal impacts, all have consistently significant effects on household evacuation. Other variables—especially demographic variables—have weaker effects on evacuation, perhaps via indirect effects. Finally, the SMA also indicates that the effect sizes from actual hurricane evacuation studies are similar to those from studies of hypothetical hurricane scenarios for 10 of 17 variables that were examined. These results can be used to guide the design of hurricane evacuation transportation analyses and emergency managers’ warning programs. They also suggest that laboratory and Internet experiments could be used to examine people’s cognitive processing of different types of hurricane warning messages.

Abstract:The aggravating effects of climate change and the growing population in hurricane-prone areas escalate the challenges in large-scale hurricane evacuations. While hurricane preparedness and response strategies vastly rely on the accuracy and timeliness of the predicted households' evacuation decisions, current studies featuring psychological-driven linear models leave some significant limitations in practice. Hence, the present study proposes a new methodology for predicting households' evacuation decisions constructed by easily accessible demographic and resource-related predictors compared to current models with a high reliance on psychological factors. Meanwhile, an enhanced logistic regression (ELR) model that could automatically account for nonlinearities (i.e., univariate and bivariate threshold effects) by an interpretable machine learning approach is developed to secure the accuracy of the results. Specifically, low-depth decision trees are selected for nonlinearity detection to identify the critical thresholds, build a transparent model structure, and solidify the robustness. Then, an empirical dataset collected after Hurricanes Katrina and Rita is hired to examine the practicability of the new methodology. The results indicate that the enhanced logistic regression (ELR) model has the most convincing performance in explaining the variation of the households' evacuation decision in model fit and prediction capability compared to previous linear models. It suggests that the proposed methodology could provide a new tool and framework for the emergency management authorities to improve the estimation of evacuation traffic demands in a timely and accurate manner.

Abstract:Understanding post-hazard evacuation decisions poses challenges due to the complex interplay between individual behaviors and community influences. This study investigates the evacuation decisions made by residents from three counties of Ohio and Pennsylvania, correlating their choices with various sociodemographic and behavioral factors. By analyzing diverse evacuation durations—spanning a week, two months, and a permanent period—the research identifies patterns in distance preference, influenced by attributes such as gender, race, social networks, and travel habits. Evacuation duration emerged as a significant predictor of the distance traveled, with prolonged durations leading to farther evacuations. The research highlights the importance of leveraging local social networks for effective communication during hazards and informs policy recommendations for tailored evacuation advisories and inter-state evacuation collaborations.
Hope, optimism, and self-efficacy predicting mental health and illness in a community sample exposed to Hurricane Harvey

Abstract:In 2017, Hurricane Harvey flooded more than 300,000 buildings causing an estimated $125 billion in damages and resulting in 68 deaths (National Hurricane Center). This actual or threatened loss of life and physical harm led many to report negative effects on mental well-being and greater mental illness. However, many individuals have been able to experience similar adverse events without a significant negative impact on their mental health and well-being. Positive thinking factors such as hope, optimism, and self-efficacy have been proposed as protective factors in the face of difficult life events. Hope, optimism, and self-efficacy are related but distinct constructs that have often been studied separately, but whose unique impact on well-being and mental illness is less clear, especially in the context of a natural hazard. The current study uses structural equation modeling to measure the unique contribution of hope, optimism, and hurricane-coping self-efficacy on mental well-being and mental illness in a community sample of 300 subjects who experienced Hurricane Harvey, recruited from Mechanical Turk.

Abstract:Flood damage caused by hurricanes is expected to rise globally due to climate and socio-economic change. Enhanced flood preparedness among the coastal population is required to reverse this trend. The decisions and actions taken by individuals are thought to be influenced by risk perceptions. This study investigates the determinants that shape flood risk perceptions and the factors that drive flood risk misperceptions of coastal residents. We conducted a survey among 871 residents in flood-prone areas in Florida during a 5 d period in which the respondents were threatened to be flooded by Hurricane Dorian. This approach allows us to assess temporal dynamics in flood risk perceptions during an evolving hurricane threat. Among 255 of the same households, a follow-up survey was conducted to examine how flood risk perceptions varied after Hurricane Dorian failed to make landfall in Florida. Our results show that the flood experience and social norms have the most consistent relationship with flood risk perceptions. Furthermore, participants indicated that their level of worry regarding the dangers of flooding decreased after the near-miss of Hurricane Dorian compared to their feelings of worry during the hurricane event. Based on our findings, we offer recommendations for improving flood risk communication policies.

Abstract:Transportation Research Record, Ahead of Print. Online social networks allow different agencies and the public to interact and share the underlying risks and protective actions during major disasters. This study revealed such crisis communication patterns during Hurricane Laura compounded by the COVID-19 pandemic. Hurricane Laura was one of the strongest (Category 4) hurricanes on record to make landfall in Cameron, Louisiana, U.S. Using an application programming interface (API), this study utilizes large-scale social media data obtained from Twitter through the recently released academic track that provides complete and unbiased observations. The data captured publicly available tweets shared by active Twitter users from the vulnerable areas threatened by Hurricane Laura. Online social networks were based on Twitter's user influence feature (i.e., mentions or tags) that allows notification of other users while posting a tweet. Using network science theories and advanced community detection algorithms, the study split these networks into 21 components of various size, the largest of which contained eight well-defined communities. Several natural language processing techniques (i.e., word clouds, bigrams, topic modeling) were applied to the tweets shared by the users in these communities to observe their risk-taking or risk-averse behavior during a major compounding crisis. Social media accounts of local news media, radio, universities, and popular sports pages were among those which heavily involved and closely interacted with local residents. In contrast, emergency management and planning units in the area engaged less with the public. The findings of this study provide novel insights into the design of efficient social media communication guidelines to respond better in future disasters.
The association between actual and perceived flood risk and evacuation from Hurricane Irene, Beaufort County, North Carolina

Abstract:Hurricane evacuation orders are often issued by local governments for individuals living in flood‐prone areas, but adherence to these orders is dependent on many factors, including an accurate perception of risk. One month after Hurricane Irene made landfall, interviews were conducted with 205 households in Beaufort County, NC, to assess the association between perceived and actual risk of flooding and evacuation. Crude and adjusted prevalence differences were calculated among households within areas of known flood risk. Households in the 100‐ and 500‐year flood plain were more likely to evacuate than those in non‐flood areas prior to Hurricane Irene, but perceived risk was not associated with evacuation, even after adjustment. Perceptions of flood risk did not align with actual risk of flooding in the majority of respondents. Actual flood risk is an important environmental cue in the construction of risk perception and in the decision to evacuate prior to hurricanes.

Abstract:Though most hurricane evacuation studies have focused on residents, tourists are also a vulnerable population. To assess their perceptions of risk and evacuation likelihood under different hurricane conditions, we surveyed 448 tourists visiting central Florida. Respondents viewed four maps emulating track forecast cones produced by the National Hurricane Center and text information featuring variations of storm intensity, coast of landfall, centerline position relative to the survey site, time until landfall, and event duration. We performed chi-square tests to determine which hurricane conditions, and aspects of tourists such as their demographics and previous hurricane experience, most likely influenced their ratings of risk and evacuation likelihood for respondents located on Pinellas County beaches or inland near Orlando, FL. Highly rated scenarios featured a Category 4 hurricane making landfall along the Gulf Coast with the centerline passing over the sampling site. Overall, tourists that indicated the highest risk and evacuation ratings were not previously affected by a hurricane, had a trip duration of less than 6 days, and had checked for the possibility of a hurricane strike before departure. However, results for other tourist attributes differed between tourists in coastal and inland locations. We found that although somewhat knowledgeable about hurricanes, tourists misinterpreted the track forecast cone and hurricane conditions, which led to a lower perception of risk and subsequent likelihood to evacuate. Tourists, particularly those from outside of Florida, need to be better educated about the risks they face from hurricanes that make landfall.

Abstract:As climate change has contributed to longer fire seasons and populations living in fire-prone ecosystems increase, wildfires have begun to affect a growing number of people. As a result, interest in understanding the wildfire evacuation decision process has increased. Of particular interest is understanding why some people leave early, some choose to stay and defend their homes, and others wait to assess conditions before making a final decision. Individuals who tend to wait and see are of particular concern given the dangers of late evacuation. To understand what factors might influence different decisions, we surveyed homeowners in three areas in the United States that recently experienced a wildfire. The Protective Action Decision Model was used to identify a suite of factors previously identified as potentially relevant to evacuation decisions. Our results indicate that different beliefs about the efficacy of a particular response or action (evacuating or staying to defend), differences in risk attitudes, and emphasis on different cues to act (e.g., official warnings, environmental cues) are key factors underlying different responses. Further, latent class analysis indicates there are two general classes of individuals: those inclined to evacuate and those inclined to stay, and that a substantial portion of each class falls into the wait and see category.

Constructing Evacuation Evolution Patterns and Decisions Using Mobile Device Location Data: A Case Study of Hurricane Irma

Abstract:Understanding individuals' behavior during hurricane evacuation is of paramount importance for local, state, and government agencies hoping to be prepared for natural disasters. Complexities involved with human decision-making procedures and lack of data for such disasters are the main reasons that make hurricane evacuation studies challenging. In this paper, we utilized a large mobile phone Location-Based Services (LBS) data to construct the evacuation pattern during the landfall of Hurricane Irma. By employing our proposed framework on more than 11 billion mobile phone location sightings, we were able to capture the evacuation decision of 807,623 smartphone users who were living within the state of Florida. We studied users' evacuation decisions, departure and reentry date distribution, and destination choice. In addition to these decisions, we empirically examined the influence of evacuation order and low-lying residential areas on individuals' evacuation decisions. Our analysis revealed that 57.92% of people living in mandatory evacuation zones evacuated their residences while this ratio was 32.98% and 33.68% for people living in areas with no evacuation order and voluntary evacuation order, respectively. Moreover, our analysis revealed the importance of the individuals' mobility behavior in modeling the evacuation decision choice. Historical mobility behavior information such as number of trips taken by each individual and the spatial area covered by individuals' location trajectory estimated significant in our choice model and improve the overall accuracy of the model significantly.

Abstract:Hurricane or typhoon evacuations in the United States are typically managed by state, territorial, or tribal emergency management officials with federal, state, and local agency operational support. The evacuation process may involve issuing mandatory or "voluntary" evacuation orders to alert the community and mitigate loss of life and injury. We conducted an analysis of state and local hurricane evacuation policies identified through a literature review (January 1990 to June 2019) and key informant interviews with state public health and emergency management officials in Florida, Georgia, Louisiana, Mississippi, North Carolina, South Carolina, and Texas in October and November 2019. Findings from the literature review show that most gaps in hurricane evacuation preparedness-based on 44 policy-related publications identified in the review-could be categorized into 4 themes: shelters, evacuation decisionmaking, at-risk populations, and transportation. Findings from key informant interviews for 7 states revealed that coastal states have been able to address most of these gaps since Hurricane Katrina in 2005. However, an important remaining gap in preparedness is providing timely warnings to at-risk populations during hurricane evacuations.

Abstract:Research on evacuation from natural disasters has been published across the peer-reviewed literature among several disparate disciplinary outlets and has suggested a wide variety of predictors of evacuation behavior. We conducted a systematic review to summarize and evaluate the current literature on demographic, storm-related, and psychosocial correlates of natural disaster evacuation behavior. Eighty-three eligible papers utilizing 83 independent samples were identified. Risk perception was a consistent positive predictor of evacuation, as were several demographic indicators, prior evacuation behavior, and having an evacuation plan. The influence of prior experiences, self-efficacy, personality, and links between expected and actual behavior were examined less frequently. Prospective, longitudinal designs are relatively uncommon. Although difficult to conduct in postdisaster settings, more prospective, methodologically rigorous studies would bolster inferences. Results synthesize the current body of literature on evacuation behavior and can help inform the design of more effective predisaster evacuation warnings and procedures.

Abstract:Abstract Major disasters such as extreme weather events can magnify and exacerbate pre-existing social disparities, with disadvantaged populations bearing disproportionate costs. Despite the implications for equity and emergency planning, we lack a quantitative understanding of how these social fault lines translate to different behaviours in large-scale emergency contexts. Here we investigate this problem in the context of Hurricane Harvey, using over 30 million anonymized GPS records from over 150,000 opted-in users in the Greater Houston Area to quantify patterns of disaster-inflicted relocation activities before, during, and after the shock. We show that evacuation distance is highly homogenous across individuals from different types of neighbourhoods classified by race and wealth, obeying a truncated power-law distribution. Yet here the similarities end: we find that both race and wealth strongly impact evacuation patterns, with disadvantaged minority populations less likely to evacuate than wealthier white residents. Finally, there are considerable discrepancies in terms of departure and return times by race and wealth, with strong social cohesion among evacuees from advantaged neighbourhoods in their destination choices. These empirical findings bring new insights into mobility and evacuations, providing policy recommendations for residents, decision-makers, and disaster managers alike.
