Abstract:The power grid CO2 emission factor is a critical parameter for accurately calculating indirect emissions from the electricity consumption side, serving as a core indicator for precisely quantifying the CO2 emission pathways at the consumption side. This study explores the temporal and spatial characteristics of the province-level power-grid CO2 emission factors from 2020 to 2035 and compares them with official-source factors. Moreover, it integrates historical direct-emission data to accurately quantify the importance of indirect emissions from the electricity consumption side. Additionally, it predicts the province-level indirect emissions and emission pathways under different scenarios from 2020 to 2035, quantifying the impacts of power grid CO2 emission factors with distinct temporal and spatial accuracies on provincial emission pathways. The results indicate that: (1) from 2020 to 2035, the power grid CO2 emission factors of all provinces are expected to exhibit sustained decreasing trends, and there are disparities between the existing publicly available power-grid CO2 emission factors and provincial levels in the study. (2) From 2010 to 2020, the indirect emissions from electricity consumption and their proportions in net electricity-importing provinces had gradually increased, with Beijing, Shanghai, and Zhejiang province having the largest proportions. (3) Under Scenarios 1 (constant power-grid CO2 emission factors on the national level) and 3 (constant power-grid CO2 emission factors on the provincial level), the indirect emissions from electricity consumption and total emissions of all provinces will be significantly higher than the estimated results in Scenarios 2 (dynamic power-grid CO2 emission factor on the national level) and 4 (dynamic power-grid CO2 emission factor on the provincial level). The estimation results of Scenarios 1 and 2 are projected to differ significantly from those of Scenarios 3 and 4. For provinces with large proportions of indirect emissions from electricity consumption, such as Beijing, Shanghai, and Guangdong, selecting power grid CO2 emission factors with different spatial accuracies is expected to have noticeable impacts on their total emissions, further leading to shifts in their peaking years. The research results can provide a reference for supporting the planning of carbon peaking pathways in various provinces and reducing the uncertainty in indirect emission forecasts.
Negligible Carbon Costs of Inter-Regional Transmission Grid in Comparing to Its Carbon Reduction Benefits Involving Renewable Power Delivery

Abstract:Ultra-high voltage direct current (UHVDC) transmission make it possible for efficient inter-regional renewable energy deliver, which is critical for China’s goal of being carbon neutral by 2060. However, the emission costs from infrastructure construction are often overlooked, hindering a holistic evaluation of its climate benefits. Here, by collecting an inventory of fifteen 500 kV projects to calculate the construction carbon intensities, and applying them to estimate the construction-induced emissions from nine UHVDC projects, we demonstrate that the climate mitigation benefits of inter-regional renewable power transmission will not be affected by infrastructure emissions (1.85 Mt CO 2 on average, which accounts for 0.13-0.22% of these projects’ carbon reduction benefits) assuming a 40-yr fully utilized service life. Nevertheless, strategies to enhance transmission capacity or reduce material consumption, such as share transmission lines or towers, could decarbonize the construction-induced emissions and are recommended for the eminent Baihetan hydropower transmission project currently under construction.

Abstract:Ultra-high voltage direct current (UHVDC) transmission make it possible for efficient large-scale long-distance renewable energy deliver, while the infrastructure construction consumes significant amounts of material and energy. The carbon tradeoffs are often overlooked, however, hindering a holistic evaluation of its climate ben-efits. Here, by collecting field construction data from fifteen 500 kV transmission projects and applying the field data in a Life Cycle Assessment framework, we estimate the infrastructure-induced emissions of nine recently -constructed UHVDC projects in China to be 16.7 Mt CO2, which is negligible compare to an annual reduction of 305.2 Mt CO2 these projects contribute by delivering renewable electricity at full load, multiplied by a 40-yr service lifetime. The tradeoff results may evolve with advancing energy storage technology at exporting region or CCUS application at importing region. Low-carbon strategies for UHVDC construction are therefore favored, especially under China's commitment to expanding UHVDC construction along the Belt and Road Initiative.

Abstract:Ultra-high voltage (UHV) inter-regional power transmissions not only can upgrade the optimal allocation ability of electricity energy in a wider range, but also can link the renewable energy power plant center and electricity load center. We use a bottom-up optimization model based on six regional power grids to simulate the impact of inter-regional transmission on energy structure in china’s power sector. The result shows that it maybe not has the positive effect as we had expected, the main consequence of the inter-regional power transmission is the thermal power generation migration among different regions, which has no significant effect on promoting renewable energy in the absence of other incentive policies. As a new form of inter-regional energy deployment, UHV inter-regional power transmission will change our future regional energy use, as well as air emissions, greenhouse gas emissions and other development path, so we also put SO2, NOx and CO2 emission control into consideration.

Abstract:<p>Inter-regional transmission has always been taken as an important measure to better the power mix in China, however, not all the people think it effective in boosting the development of clean power because not all the intensively invested transmission lines are fully occupied. To objectively evaluate the impacts of the introduction of inter-regional transmission lines, especially the ultra-high voltage (UHV) grid, may clarify the disputes and benefit China's electricity policy reform. This work simulates an equilibrium model of China's electricity market through the mixed complementarity problems (MCP) method, to investigate the impacts of the construction of the UHV transmission lines on the deployment of clean power and reduction of carbon emissions under different scenarios. The results indicate that the introduction of the UHV grid has increased the competition in both the power generation and consumption sides, but it has limited contribution to mitigate the curtailment of clean power and carbon emissions, there may exist the hysteresis effect of the UHV grid. We propose the following suggestions to better the development of China's power system. (1) With regard to electricity market coupling, it is more appropriate to firstly connect the regional market in the central and eastern China. (2) Promoting the installed capacity of clean power in a short-run is a necessary auxiliary method to effectively reduce the carbon emissions.</p>

Abstract:Long-distance power transmission is a very important way of energy utilization, which can achieve regional environmental benefits through the transfer of air pollutants. But, how to evaluate such benefits has not been well presented. This study uses a generalized approach to assess the environmental and health benefits of power transmission based on the GAINS model. The impact pathway approach is adopted to evaluate the health losses in the electric power industry. The epidemiological relative risk is calculated by integrated exposure-response function. An inter-regional health loss impact matrix is constructed to reflect indirect effects due to the regional diffusion of air pollution. Using the case of China, this study evaluates whether the current ultra-high voltage (UHV) power transmission lines can bring environmental and health benefits, and discusses in which provinces the establishment of electricity interconnection can bring more benefits. The results highlight the importance of considering air quality, pollutant diffusion, and health losses in environmental benefit assessment, which is significantly different from the results obtained by using air pollutant emissions alone. Most UHV direct current lines can bring high environmental and health benefits, but the performances of UHV alternating current lines are relatively poor. The power transmission from Northwest China, Southwest China, and Inner Mongolia to Central China can bring relatively large environmental and health benefits, which may become a direction for future long-distance power transmission planning.

Abstract:Plagued by worsening pollution in load centers along the eastern coastal regions such as Beijing-Tianjin -Hebei, China is reducing local coal-fired power plants in those regions and relying more on inter-regional power transmission. In recent years, China has accelerated the construction of the West-East Electricity Transmission Project and planned and constructed a number of Ultra-high Voltage (UHV) transmission lines. However, how the impact of inter-regional transmission on carbon emissions needs empirical verification. This paper aims to study the carbon emission reduction effect of inter-regional transmission under nested models of the spatial econometric model for panel data. The empirical results show that although the non-dynamic spatial econometric analysis can find the carbon emission reduction effect of inter-provincial transmission, the long-term effect obtained by the dynamic spatial econometric analysis indicates that the inter-provincial transmission can bring about a slight increase in carbon emissions. The inter-provincial power transmission needs to be supported by sustainable share growth of renewable energy to achieve the targeted mitigation of carbon emissions.

Abstract:Optimizing cross-regional energy dispatch is crucial for addressing regional energy resource imbalances and significantly enhancing energy utilization efficiency. This study aims to analyze the potential impact of China's ultra-high-voltage (UHV) construction on firms' total factor energy efficiency and provide empirical evidence supporting the role of cross-regional energy dispatch in improving firms' energy efficiency. The construction of UHV infrastructure has become a vital part of China's "New Infrastructure" projects, presenting a "Chinese solution" to the global challenge of regional energy resource mismatches. This study employs an enhanced two-step stochastic frontier method to quantify firms' total factor energy efficiency and utilizes a difference-in-differences model to evaluate the impact of inter-regional electricity dispatch on this efficiency. The empirical analysis results indicate that UHV construction projects increase the total factor energy efficiency of regional firms by an average of 0.45%, which significantly contributes to firms' total factor productivity. This conclusion remains valid after a series of robustness tests. Furthermore, the heterogeneity analysis results indicate that the UHV construction project increases the total factor energy efficiency of non-energy-intensive industries by 0.49%, and significantly enhances the total factor energy efficiency of the manufacturing industry by 0.94%. However, it has no significant effect on energy-intensive industries or non-manufacturing enterprises. Additionally, the mechanism analysis shows that UHV construction projects affect total factor energy efficiency through three pathways: industrial structure adjustment, urban innovation, and clean energy transition. This study offers insights for addressing regional energy spatial mismatches and provides policy recommendations for developing a new energy system aligned with regional needs.

Abstract:Coordinating the energy mix transition with environmental protection is essential for reducing climate risks. Long-term fossil fuel exploitation and utilization result in increasing ecological risks in energy-rich regions. While ultra-high voltage (UHV) transmission is considered a key tool for promoting long-distance energy consumption, its ecological impact has received little attention. Using city-level panel data from 2005 to 2019 in China, this study examines the impact of UHV transmission on eco-environmental quality in energy-rich regions. The empirical results show that UHV transmission reduces eco-environmental quality in energy-rich regions. This effect is particularly pronounced in regions with more abundant fossil energy sources, underdeveloped economies, and weak environmental regulations. Mechanism analysis finds that UHV transmission promotes the expansion of power generation in energy-rich regions, followed by lagging industrial structure, weakening eco-environmental governance and intensifying resource exploitation. These findings suggest that increasing the utilization of renewable energy and strengthening environmental regulation are essential for achieving sustainable development in energy-rich regions.

Abstract:To mirror an important aspect of ultra-high voltage network development, the remarkable amount of energy cost and carbon emissions of a typical ultra-high voltage transformer substation in China is revealed, in light of the hybrid method as the integration of input-output analysis and process analysis. By inclusively inventorying all the input items as products of the economy, the study differs from previous studies that simply treat the input items as some primary materials. The results show that the total energy cost and carbon emissions of 1000 kV transformer substation are 6.82E+09 MJ and 7.12E+05 t CO2 eq., respectively. Equipment purchasing contributes more than 80% to the overall energy cost and carbon emissions, followed by construction engineering, additional service and installation engineering. From the sectoral perspective, Manufacture of equipment for power transmission and distribution and control sector (Sector 78) dominates the energy cost and carbon emissions induced by 1000 kV transformer substation, followed by Construction industry (Sector 95). The comparison and analysis between current research and previous studies in different countries and different voltages is clearly discussed. This study not only enhances our understanding about the impact of ultra-high voltage network on energy and environment, but also provides insights for energy conservation and low carbon development.
Applicable occasions of UHVAC/UHVDC transmission and their technology comparisons in China

Abstract:From point view of the world, UHV transmission technology will develop continuously. In China, the planning UHV grid is composed of 1000 kV AC transmission systems and ±800 kV DC transmission systems. Based on the differences of technical and economic characteristics of UHVAC/UHVDC, their applicable occasions in China are first compared. Then, some technical problems of UHVAC/UHVDC, such as lightning protection of transmission lines, reliability, stability, and electromagnetic environment of power grid, insulator selection, and DC/AC coordination, are compared respectively. Main conclusions are therefore made as follows: UHVAC is mainly applicable to short-distance and large-capacity electricity transmission and the network construction of a higher voltage grade. UHVDC is mainly applicable to long-distance and large-capacity electricity transmission with clear transmission end and receiving end, and is also applicable to the interconnections of some regional and provincial power grids. The positive transmission lines of UHVDC are more likely to be damaged by lightning than the negative ones. The case that the electricity transmission to a certain region through several UHVAC transmission lines from the same large scale power plant, should be avoided. More attentions should be paid to the safety and stability status of 'multi-infeed HVDC transmission systems' with UHVDC and EHVDC transmission lines. It is suggested that composite insulators of large tonnage and high intensity are prior to be used in the UHV transmission lines in China. Pollution proof glass insulators and composite insulators should be combined in use, which will avoid the brittle fracture of composite insulators.

Abstract:Massive carbon emissions resulting from global urbanization have been one of the main triggers of climate warming. Because of its scale and representativeness, China's urbanization has significantly affected the world's socioeconomic system. Therefore, a comprehensive understanding of the urban land development (ULD) process and its impact on carbon emission performance (CEP), using cities in China as an example, is crucial for achieving global climate goals. Thus, using 245 cities in China as examples, a new explanatory framework was developed to understand the multidimensional characteristics of ULD and their impact on CEP. The average ULD increased from 0.266 to 0.299 and stabilized from 2000 to 2019, with the gap between cities continuously narrowing. Average CEP increased from 0.634 to 0.663 and then decreased to 0.556, presenting an increasing distribution pattern from northwest to southeast. The coupling level between ULD and CEP decreased from the east coast inland. More than half of the cities retained their coupling levels, and 3.67% achieved leapfrog development. The higher the initial CEP level, the weaker the positive effect of an increase in ULD level on the coupling score. In addition, the influences of the multidimensional characteristics of ULD on CEP showed significant spatiotemporal heterogeneity at the country scale. Thus, this study proposes that the effect of the ULD on CEP is phased, which is highly correlated with the evolution of the coupling level. These findings highlight the necessity for city managers to incorporate the differential impacts of the multidimensional characteristics of ULD on CEP in the formulation of carbon emission reduction policies.
Effect of Flexible Ultra-High-voltage Power Transmission on Receiving Power Systems in China

Abstract:Renewable energy sources are being increasingly adopted in power systems. However, these sources remain intermittent, and power flexibility is urgently required. Phasing out of coal power could potentially result in resource inadequacy and flexibility problems. Ultra-high-voltage (UHV) transmission systems have been used prominently in China for the power distribution of renewable energy. The flexible operation of UHV lines and its effect on production cost and carbon emissions have attracted considerable research attention. In this study, first, we modeled UHV transmission with stable and flexible operations. Next, we integrated the model into a unit commitment and economic dispatch model, which was incorporated into a framework for simulating the operations of a power system. Finally, we used the power system operation simulation tool to compare the two operation modes of UHV on a typical coal-fired power system in Shandong Province. The results of the simulation revealed that in the stable operation scenario, the utilization hours of import power were 332 h lower and the utilization hours of coal-fired units were 134 h higher than those in the flexible operation scenario, whereas carbon emissions were nearly 3% higher than those in flexible operation. The flexible operation mode of UHV can effectively enhance the electricity system's operational economy and facilitate the decarbonization of future power systems. (c) 2023 Published by Elsevier Ltd. Impact of Clean Energy on the Carbon Emission Structure of the Power Grid in China

Abstract:Achieving carbon neutrality is being accelerated by the gradual replacement of traditional high-emission power generation systems with wind and solar energy systems. This development will curb the emission of greenhouse gases (GHGs). This step is especially important in the power transmission and distribution (T&D) network. The purpose of this study is to investigate GHG emissions in the T&D network based on life cycle assessment (LCA). A life cycle carbon assessment (LCCA) model of the T&D network is developed and presented. The inventory of a typical T&D system is presented and the GHG emissions intensity of that system is calculated. It is found that the intensity of GHG emissions of a typical T&D system in China is around 66 gCO2 eq/kWh in 2012. This amount has decreased to around 32 gCO2 eq/kWh in 2022, with the emissions structure remaining mostly unchanged. Electricity loss due to the transmission in a typical T&D network has been found to be responsible for the majority of GHG emissions. A prediction of the timing of carbon neutrality indicates that T&D GHG emissions will account for at least 16% of the total GHG emissions in the power grid in China by the year 2060. This is because solar and wind energy will account for most of the electricity generated.
The impacts of inter-grid power transmission on regional emissions of air pollutants and CO2

Abstract:As a new form of inter-regional energy transportation, the increasing inter-grid power transmissions will change the trajectories of regional energy consumptions, consequently, the emissions of air pollutants and greenhouse gases.Modeling and analyzing these impacts can support policy makers with regard to national and regional energy strategies, as well as emission control policies. This study applied a multi-region bottom-up optimization model for China's electricity sector(BOMCES-ED) to simulate the impacts of inter-grid power transmissions on regional emissions and power sector developments, using the electricity generation technology mix of 2010 as the base year dataset. Results show that Northwestern Grid, which is expected to export the most electricity according to the strategic planning of ultra-high voltage power transmissions, will have to increase its coal consumption for power generation in an amount of 123.51Mt,causing the emissions of SO2, NOx, CO2 and Hg within the grid grow by 0.221Mt, 0.116Mt, 227.5Mt and 3.80t respectively in 2020. It is suggested to pay more attentions to ease the potential conflicts in terms of environmental loss and health risk resulted from inter-grid power transmissions.

Abstract:The power demand increases rapidly in China; however, the areas of huge power demands are of longdistance from most areas of abundant energy resource in the country. Therefore,China put in great effort to develop ultrahigh voltage (UHV) power transmissionsystems to optimise its energy allocation. This includes (i) systematicallydeveloping key technologies such as overvoltage suppression, external insulationdesign, and electromagnetic environment control, and (ii) developing keyequipment such as UHV alternative current (UHVAC) transformers, circuitbreakers, and series compensated equipment, and UHV direct current (UHVDC)converter transformers, smoothing reactors, converter valves, and DCtransmission control and protection systems. Eight AC UHV projects and 11 DC UHVprojects have been built in China, which play an important role in the optimalallocation of energy. Plus there are one more UHVAC and three more UHVDCtransmission projects in construction, while UHVAC gas‐insulated lines will beapplied in the UHVAC line crossover the Yangtze River and the ±1100 kV UHVDCpower transmission technology is in development. Here, the development andapplication of UHV power transmission technologies in China are described, somemain challenges the UHV projects encountered are discussed, and experiencesobtained from the operation of UHV systems are introduced. It is concluded thatChina obtained mature experience in developing, constructing, and operating UHVsystems and successfully realised long‐distance, large‐capacity powertransmission, and the UHV power transmission technology has become an importantmeasure for energy allocation in large areas.

Impact and mechanisms of high-speed rail construction on carbon emissions: A quasi-natural experiment in China

Abstract:Carbon emissions present a significant climate challenge for China. As a major source of these emissions, reducing transportation-related carbon output is essential to achieving the country's dual carbon goals. In this context, high-speed rail (HSR) emerges as a green, low-carbon alternative with an increasingly significant role in reducing carbon emissions. This paper explores the impact of HSR station construction on carbon emissions using data from 248 prefecture-level cities from 2003 to 2019, treating the construction as a quasi-natural experiment. Employing a spatial DID model, the research investigates how HSR construction affects carbon emission intensity within the region and in neighboring areas. It also considers socioeconomic factors to understand their mediating roles. The findings reveal that HSR construction significantly reduces regional carbon emissions over time, with long-term and gradually increasing effects. Spatially, HSR also has substantial spillover effects in reducing carbon emissions in adjacent regions. Numerically, HSR reduces carbon emissions by an average of 1.7% in the local region and 2.3% in the surrounding areas. The mechanism analysis indicates that the carbon reduction benefits of HSR stem from a complex interplay of multiple factors, with each selected factor playing a partial mediating role. Notably, the concentration of human capital and the flow of innovation are crucial pathways for regional carbon reduction. However, despite HSR's promotion of industrial structure upgrades and substitution of traditional transportation, these factors have not yet significantly contributed to carbon reduction under current conditions. These results underscore the critical position of HSR in carbon reduction and provide a theoretical foundation for future HSR planning and sustainable development policy formulation.

Abstract:<p>Interprovincial electricity transmission is expected to play an important role towards low carbon transition to facilitate new and renewable energy development in West China to meet the increasing electricity demand in East China. To analyze changes in interprovincial electricity transmission and transmission infrastructure construction under China's Nationally Determined Contributions and the 2-degree target, this study develops an interprovincial electricity transmission model with multi-voltage levels and integrates it with an improved 30-province energy system model to simulate reference scenario (REF) and three low carbon scenarios from a whole energy system perspective, CP30 (emissions peak in 2030), CPE (emissions peak in advance) and C2D (2-degree target). In 2050, electricity transmission is expected to increase to 2526.5 TWh, 3299.3 TWh, 3714.2 TWh and 4002.0 TWh under the REF, CP30, CPE and C2D scenarios, respectively, and the ultrahigh-voltage transmission demand is expected to reach 595.5 GW, 843.3 GW 917.0 GW and 1198.0 GW respectively. The overall pattern of electricity transmission will become increasingly complex as long-distance and large-capacity transmission becomes more prominent. Inner Mongolia, Northwest China and Southwest China will be the major sources of electricity transmissions, and the Beijing-Tianjin-Hebei region, Guangdong, Central China and East China will be the major importers. Ultrahigh-voltage lines will form large-capacity and long-distance electricity transmission paths connecting the power generation bases and load centers. These findings suggest that there will be a significant increase in the demand for electricity transmission and infrastructure construction in the future and that the policies promoting ultrahigh-voltage lines development should be enhanced.</p>

Abstract:Based on data of 188 prefecture-level cities, this article analyzes the relationship among urbanization, CO2 emissions and energy consumption structure. We find that there is an inverted U-shaped curve between urbanization and CO2 emissions in the western region of China. Besides, with higher urbanization rate, the eastern region tended to use more natural gas whereas the western region tended to use more coal. We propose that the Project of Natural Gas transmission from West to East which has been so far neglected by researchers may account for this abnormality. Our findings indicate that although this project facilitate the use of natural gas in the project's target regions, it may encourage the use of coal and thus increase CO2 emissions in the western region. The impact of different transportation infrastructures on urban carbon emissions: Evidence from China

Abstract:Transport infrastructure is an important source of carbon emissions, and different transport infrastructure have varying impacts on urban carbon emissions, which has been lacking in previous research. This study selects 273 cities in China from 2005 to 2020 and applied the spatial Durbin model and mediation effect model to empirically examine the direct impact effects, spatial spillover effects, scale and regional heterogeneity, and indirect pathways of highways, high-speed railways, and urban rail on urban carbon emissions. The results shows that: (1) Overall, high-speed railways have a significant reducing effect on carbon emissions, while highways and urban rail have the opposite effect. (2) Considering spatial spillover effects, highways and high-speed railways can promote carbon emissions reduction in neighboring areas, while urban rail has the opposite effect. (3) For scale heterogeneity, urban rail can reduce carbon emissions in mega-cities, while highways and high-speed railways have the opposite effect. For regional heterogeneity, all three types of transport infrastructure can reduce carbon emissions in western cities, but increase urban carbon emissions in eastern and central regions. (4) Industrial upgrading, technological progress, and population agglomeration are all pathways through which transport infrastructure indirectly affects carbon emissions, but their effects vary for different transport infrastructure.
