Abstract:Multiple sources contribute to nitrogen(N) and phosphorus (P) pollution in lowland urban rivers, and apportioning the sources of N and P pollution is essential for improving the ecological health of urban environments. Three urban polders in Jiaxing were selected to investigate the temporal variations of N and P pollutants in lowland urban river waters under dry and wet conditions. Moreover, the main potential sources of N and P pollution were identified through the correlations of pollutants and components of dissolved organic matter (DOM) derived from excitation-emission matrix (EEM) and parallel factor analysis (PARAFAC). The results indicate that the main pollution sources identified with PCA method were consistent with the potential sources revealed by DOM's EEM-PARAFAC components. Furthermore, absolute principal components score combined with multivariate linear regression (APCS-MLR) was conducted. The results illustrated that domestic wastewater contributes more than 70% of N pollution and river-bottom sediments contribute more than 50% of P pollution under dry conditions. On the contrary, discharged water from the stormwater outlets contributes more than 41% of P and 75% of N under wet conditions. Specifically, about 48% of them come from domestic wastewater, and about 38% come from urban surface runoff. This study highlights the effectiveness of DOM components derived from EEM-PARAFAC in identifying the sources of N and P pollution and the PCA-APCS-MLR in apportioning the contributions of each potential pollution source in lowland urban rivers.

Abstract:Water scarcity has become one of the serious global challenges threatening urban water security. To systematically understand the utilization of water resources in cities, this study established a novel comprehensive accounting framework of urban water resources based on three dimensions: "the entire city, sectoral level, and intersectoral interactions". To make this accounting framework that can be applied to the majority of cities, a method for compiling input–output (IO) tables at the general prefecture-level city scale was proposed to obtain the needed core data. Dongguan, a prefecture-level city in Guangdong Province, China, known for its well-developed manufacturing industries but water scarcity, was chosen as a case study to test the effectiveness of the method. The results indicated the total water use in Dongguan decreased by 7.2% during 2012–2017, which benefited from steady economic growth. Besides, the "agriculture" sector has significantly higher direct water use coefficient than other sectors, while the indirect water use coefficient of the manufacturing sector exceeded the direct water use coefficient in 2017. In addition, there are two major virtual water flow paths among sectors in Dongguan, which are helpful to water conservation. The comprehensive water resources accounting framework proposed in this study for general prefecture-level cities is applicable to water resource management, enabling not only the optimization of water resource allocation in urban areas but also the reduction of environmental pollution and ecological damage. Nevertheless, it is still necessary to further optimize the compilation of IO tables and better support the formulation of specific water-saving measures in the future research by collecting more detailed industry data and import-export data. These results of this study can provide important practical reference information for water resource management in general-scale cities similar to Dongguan in the world.

Abstract:Water is a critical issue in China for a variety of reasons. China is poor of water resources with 2300 m3 of per capita availability, which is less than 13 of the world average. This is exacerbated by regional differences; e.g. North China's water availability is only about 271 m3 of per capita value, which is only 125 of the world's average. Furthermore, pollution contributes to water scarcity and is a major source for diseases, particularly for the poor. The Ministry of Hydrology [1997. China's Regional Water Bullets. Water Resource and Hydro-power Publishing House, Beijing, China] reports that about 65–80% of rivers in North China no longer support any economic activities. Previous studies have emphasized the amount of water withdrawn but rarely take water quality into consideration. The quality of the return flows usually changes; the water quality being lower than the water flows that entered the production process initially. It is especially important to measure the impacts of wastewater to the hydro-ecosystem. Thus, water consumption should not only account for the amount of water inputs but also the amount of water contaminated in the hydro-ecosystem by the discharged wastewater. In this paper we present a new accounting and analytical approach based on economic input–output modelling combined with a mass balanced hydrological model that links interactions in the economic system with interactions in the hydrological system. We thus follow the tradition of integrated economic–ecologic input–output modelling. Our hydro-economic accounting framework and analysis tool allows tracking water consumption on the input side, water pollution leaving the economic system and water flows passing through the hydrological system thus enabling us to deal with water resources of different qualities. Following this method, the results illustrate that North China requires 96% of its annual available water, including both water inputs for the economy and contaminated water that is ineligible for any uses.
Tracing wastewater resources: Unravelling the circularity of waste using source, destination, and quality analysis

Abstract:Current circularity assessment terminology restricts application to wastewater processes due to the focus on technical systems. Waste stream and wastewater discharge circularity definitions lead to paradoxical assessments that generate results of little value for evidence-based decision making. Therefore, a classification approach was developed to measure inflow and outflow circularity of the main wastewater resource flows using the principle of traceability, adopting the attitude that not all waste is created equally. Applying it to a wastewater treatment plant (12,000 m3/d load) showed how upstream agricultural, industrial, and human practices impact downstream treatment, and the effectiveness of resource cycling within the natural environment. Industrial actions increasing fossil carbon concentration (400 m3/d effluent at 1000 mgC/l) reduced inflow and outflow circularity by 16 % and 10.6 % respectively, as secondary and sludge treatment fossil emissions increase significantly. Alternatively, changes to human and agricultural practices (50 % reduction of detergent and synthetic fertiliser usage) improved phosphorus inflow and nitrogen outflow circularity by 5.2 % and 20.1 % respectively. This approach can educate and assign responsibility to water users for developing robust circular economy policy, shifting the pattern from promoting circularity to discouraging linear actions, overcoming the shared economic and environmental burden of linear water use.

Abstract:European agriculture and water policies require accurate information on climate change impacts on available water resources. Water accounting, that is a standardized documentation of data on water resources, is a useful tool to provide this information. Pan-European data on climate impacts do not recognize local anthropogenic interventions in the water cycle. Most European river basins have a specific toolset that is understood and used by local experts and stakeholders. However, these local tools are not versatile. Thus, there is a need for a common approach that can be understood by multi-fold users to quantify impact indicators based on local data and that can be used to synthesize information at the European level. Then, policies can be designed with the confidence that underlying data are backed-up by local context and expert knowledge. This work presents a simplified water accounting framework that allows for a standardized examination of climate impacts on water resource availability and use across multiple basins. The framework is applied to five different river basins across Europe. Several indicators are extracted that explicitly describe green water fluxes versus blue water fluxes and impacts on agriculture. The examples show that a simplified water accounting framework can be used to synthesize basin-level information on climate change impacts which can support policymaking on climate adaptation, water resources and agriculture.

Abstract:Purpose: The aim of this study was to explore the feasibility of natural capital accounting for the purpose of strengthening sustainability claims by reporting entities. The study linked riparian land improvement to ecosystem services and tested options for incorporating natural capital into financial accounting practices, specifically on the balance sheet. Methodology: To test the approach, the study used a public asset manager (a water utility) with accountabilities to protect the environment including maintaining and enhancing riparian land assets. Research activities included stakeholder engagement, physical asset measurement, monetary valuation and financial recognition of natural capital income and assets. Natural capital income was estimated by modelling and valuing ecosystem services relating to stormwater filtration and carbon storage. Findings: This research described how a water utility could disclose changes in the natural capital assets they manage either through voluntary disclosures, in notes to the financial statements or as balance sheet items. We found that current accounting standards allowed the recognition of some types of environmental income and assets where ecosystem services were associated with cost savings. The proof-of-concept employed to estimate environmental income through ecosystem service modelling proved useful to strengthen sustainability claims or report financial returns on natural capital investment. Originality/value: This study applied financial accounting processes and principles to a realistic public asset management scenario with direct participation by the asset manager working together with academic researchers and a sub-national government environment management agency. Importantly it established that natural assets could be included in financial statements, proposing a new approach to measuring and reporting on natural capital.

Historically, there has been a dispute over water allocation between users and policymakers in Iran's Zayandeh‐Roud Basin (ZRB). In this study, we used the "System of Environmental‐Economic Accounting for Water" (SEEAW) framework in combination with the hydrologic model "Soil and Water Assessment Tool" (SWAT) to achieve the water balance in ZRB. We used SEEAW to combine a wide range of water‐related statistics across stakeholders and SWAT to evaluate the unknown agricultural water use. The SWAT model is calibrated based on the stream flows and crop yields in the basin. The model assess the renewable water of the basin into two components, about 363 and 70 mm as green and blue water, respectively. Also results from the physical water supply and water use tables demonstrates that the agricultural sector uses 78% of the total renewable freshwater, followed by the residential, 16%, and the industrial sector, 6%. The flows of water from source to services in ZRB are traced based on the water supply and water use tables. The flow diagram shows that 8 MCM of industrial reused water was transferred to the agricultural sector, and 137 MCM and 18 MCM of water from the wastewater treatment plants to the agricultural and industrial sectors, respectively. Furthermore, the results show that the index of the basin dependence on groundwater resources is high (61%), the value of water stress is high (0.88) and the dependence of the basin on transboundary water resources is 30%. Therefore, this method is highly beneficial for achieving a conceptual water balance in disputed basins without enough agricultural water uses data.

Abstract:Abstract. Continually improving and affordable wastewater management provides opportunities for both pollution reduction and clean water supply augmentation, while simultaneously promoting sustainable development and supporting the transition to a circular economy. This study aims to provide the first comprehensive and consistent global outlook on the state of domestic and manufacturing wastewater production, collection, treatment and reuse. We use a data-driven approach, collating, cross-examining and standardising country-level wastewater data from online data resources. Where unavailable, data are estimated using multiple linear regression. Country-level wastewater data are subsequently downscaled and validated at 5 arcmin (∼10 km) resolution. This study estimates global wastewater production at 359.4×109 m3 yr−1, of which 63 % (225.6×109 m3 yr−1) is collected and 52 % (188.1×109 m3 yr−1) is treated. By extension, we estimate that 48 % of global wastewater production is released to the environment untreated, which is substantially lower than previous estimates of ∼80 %. An estimated 40.7×109 m3 yr−1 of treated wastewater is intentionally reused. Substantial differences in per capita wastewater production, collection and treatment are observed across different geographic regions and by level of economic development. For example, just over 16 % of the global population in high-income countries produces 41 % of global wastewater. Treated-wastewater reuse is particularly substantial in the Middle East and North Africa (15 %) and western Europe (16 %), while comprising just 5.8 % and 5.7 % of the global population, respectively. Our database serves as a reference for understanding the global wastewater status and for identifying hotspots where untreated wastewater is released to the environment, which are found particularly in South and Southeast Asia. Importantly, our results also serve as a baseline for evaluating progress towards many policy goals that are both directly and indirectly connected to wastewater management. Our spatially explicit results available at 5 arcmin resolution are well suited for supporting more detailed hydrological analyses such as water quality modelling and large-scale water resource assessments and can be accessed at https://doi.org/10.1594/PANGAEA.918731 (Jones et al., 2020).

Abstract:Water quality management is a pressing global concern, and an increasingly complex issue due to climate and land-use change, legacy pollution, and the persistent release of well-known and emerging contaminants from diffuse and point sources. The increasing availability of high-frequency monitoring data is leading existing, often heuristic approaches, to be judged inadequate. Water managers frequently rely on simple qualitative and/or quantitative approaches for decision-making, but a lack of tangible improvement in freshwater quality outcomes is demanding new and innovative approaches that rely more on physical process understanding, rather than precedent. In this study, we drew upon local geological, hydrogeological, and hydrological data to infer a high-level perceptual model of surface/groundwater interactions in a chalk stream in Dorset, UK. We used the perceptual model to interrogate spatial and temporal trends in historical water quality data and to construct reach-scale nutrient mass balances. Through novel representation with Sankey diagrams, the perceptual model highlighted the relative importance of different hydrological features. Surface/groundwater interactions were found to occur predominantly by spring flow. We demonstrate that river flow accretion was dominated by the Chalk aquifer despite only occupying ca. 15 % of the surface bedrock area, and that spring sources, whilst vital to dilute treated sewage inputs in baseflow conditions, were also major sources of legacy nitrate. Nutrient mass balances showed that sewage treatment works contributed ca. 13 % to soluble reactive phosphorus load, with groundwater accounting for ca. 48 %. Thus, a determinand often associated with point-source pollution was shown to be diffuse dominated in this river. The study demonstrated how a multi-disciplinary approach to water management, based on a comprehensive perceptual modelling approach, could identify hitherto unknown sources and relative contributors to freshwater pollution and allow flow and load apportionment studies to provide useful decision-support to manage nutrient pollution. The novel application of perceptual modelling tools, such as the Sankey diagram, allows different source attributions to be presented in an accessible manner, and can be readily transferred to other study areas.

Abstract:As the world's average population continues to increase, residents' demand for water resources continues to increase. Traditional water resource management models and accounting methods have been unable to adapt to the development of the era of big data. We urgently need to establish a new accounting model to realize the sustainable use of water resources under the sustainable development strategy. Based on the above situation, starting from the development of water resource management and market economy, this paper models and analyzes the water resource accounting of sustainable development strategies in the big data environment. First of all, according to the needs of fine accounting of water resources, we start with the microcontrol principle of accounting. We take the basic principles of the accounting identity and responsibility right generation system as the basic method of water resource accounting. This paper proposes an accounting system framework for water resource accounting accounts and related statements. In the sustainable development strategy, the impact of human wading activities on water resources and ecological environment is discussed. Finally, the application of water basin accounting is analyzed in detail. The results show that under the sustainable development strategy, the water resource accounting model integrated into the market economy development can improve the utilization rate of modern water resources and further improve and realize the concept of sustainable development.

Abstract:The water footprint (WF) is an essential indicator for assessing the pressure of human activities on freshwater resource utilization. The traditional WF model assumes that human water resource occupation comprises a green, blue, and grey WF, which can be linearly summed to the total WF. However, since there are two kinds of human demand for water resources, consumptive occupation and functional occupation, the relationship between them is not exclusive and does not have simple linear addition characteristics. The overlapping relationship between blue and grey WF has long been overlooked in the traditional WF calculation, resulting in a duplicate calculation of water requirement and exaggerating actual water resource demand. This study introduced a new index of blue-grey WF that deducted the overlapping portions of blue and grey WF, thereby calculating a region's actual freshwater resource utilization. Northern Anhui, an arid region short of water resources with water pollution, was selected as a case study. The traditional WF calculation showed that the multi-year average WF of Northern Anhui was 3.44 × 10 10 m 3 from 2011 to 2020, with the grey, green, and blue WF accounting for 52.59 %, 27.63 %, and 19.78 %, respectively. The blue and grey WF overlapped each other and the blue WF can be fully covered by grey WF, resulting in a total blue-grey WF of 1.81 × 10 10 m 3 , much lower than the sum of blue and grey WF. Based on the revised WF calculation model, the multi-year average WF of Northern Anhui was 2.76 × 10 10 m 3 , decreased by 19.78 %, indicating a severe issue of duplicate calculation of blue and grey WF. The revised WF model could avoid the repeated calculation issues of water resources used by different functions. It provides a more reliable and accurate research method for regional water resources accounting and management decision-making.

Accounting for Water Footprint of an Open-Pit Copper Mine

Abstract:Water is a crucial input for any production system, and mining is no exception. A huge amount of water is being used in the various phases of mining activities. In the coming decades, the competition in using a sufficient amount of fresh water will become a major hurdle for the mining industry. Water footprint (WF), an accounting framework for tracking the amount of water used to produce a unit of product, can be useful to the mining companies by quantifying their water resource appropriation and identifying ways to reduce the consumption. In this study, we accounted for the green, blue, and grey water footprint of an open-pit copper mine that is located in Laos. The input–output water flows of the mine are also developed from the inventory of water use. Moreover, we have calculated the uncertainty in the water footprint accounting to check the robustness of the findings. According to the results, the green, blue, and grey WF of the studied mine are 52.04, 988.83, and 69.78 m3/tonne of copper concentrate, respectively. After the installation of a passive effluent treatment system in 2013, the calculated grey WF of the mine was 13.64 m3/tonne, a fivefold decrease than before. The uncertainty in the footprint ranges between 8% to 11% which shows the robustness of the analysis. Although green WF is ignored by most studies, we suggest incorporating it into the accounting. The responsible share of a supply-chain WF to the total blue WF is about 98%, which is quite huge. Water embedded in the hydroelectricity is mainly responsible for such a huge amount of blue WF. Evidently, the use of electricity from hydropower results in the consumption of a large amount of water in exchange for a reduction in carbon emissions. Thus, the article attempts to demonstrate the escalating importance of WF accounting of this mine.

Abstract:The efficient provision of food, energy, and water (FEW) resources to cities is challenging around the world. Because of the complex interdependence of urban FEW systems, changing components of one system may lead to ripple effects on other systems. However, the inputs, intersectoral flows, stocks, and outputs of these FEW resources from the perspective of an integrated urban FEW system have not been synthetically characterized. Therefore, a standardized and specific accounting method to describe this system is needed to sustainably manage these FEW resources. Using the Detroit Metropolitan Area (DMA) as a case, this study developed such an accounting method by using material and energy flow analysis to quantify this urban FEW nexus. Our results help identify key processes for improving FEW resource efficiencies of the DMA. These include (1) optimizing the dietary habits of households to improve phosphorus use efficiency, (2) improving effluent-disposal standards for nitrogen removal to reduce nitrogen emission levels, (3) promoting adequate fertilization, and (4) enhancing the maintenance of wastewater collection pipelines. With respect to water use, better efficiency of thermoelectric power plants can help reduce water withdrawals. The method used in this study lays the ground for future urban FEW analyses and modeling.

Abstract:Peatland drainage can affect the natural state of hydrological conditions and nutrient loading but is rarely included in catchment-scale models. To understand the gap, we aimed to use the soil and water assessment tool (SWAT) model to observe drained peatlands and their properties to predict nutrients and suspended solids (SS) in the peatland-dominated Simojoki catchment. We integrated drainage networks in SWAT to (i) identify the parameters for the drainage; (ii) determine annual loads and mean concentrations of SS, organic phosphorus (Org-P), total phosphorus (TP), organic nitrogen (Org-N), and total nitrogen (TN); (iii) understand spatial variation of nutrients and SS; and (iv) investigate the uncertainty ranges for the estimates. The calibrated SWAT model showed a 9.6% PBIAS between the simulated flow and the observations with low to medium loading variations for the water quality parameters. For Org-N and TN, the highest loading per year was at the downstream outlet, whereas for SS, Org-P, and TP, it was higher at the upstream outlet of the catchment. This approach of representing the drained peatland in SWAT indicated a maximum spatial distributed load in the peat soil in the clear-cut area and it can be beneficial in future hydrological modelling efforts in identifying the status of nutrients or SS.

Abstract:The deterioration of superficial water quality is a significant concern in water management. Currently, most European rivers do not achieve qualitative standards defined by Directive 2000/60/EC (Water Framework Directive, WFD), while the health status of many surface water bodies remains unknown. Within this context, we propose a new methodology to perform a semi-quantitative analysis of the pressure state of a river, starting from easily accessible data related to anthropic activities. The proposed approach aims to address the endemic scarcity of monitoring records. This study proposes a procedure to (i) evaluate the relative pressure of different human activities, (ii) identify allocation points of different pollutant sources along the river using a raster-based approach, and (iii) determine a spatial biochemical water quality index. The developed index expresses the overall biochemical state of surface water induced by pollutant sources that may simultaneously impact a single river segment. This includes establishments under the so-called Seveso Directive, activities subjected to the IPPC-IED discipline, wastewater treatment plants, and contaminated sites. The methodology has been tested over three rivers in Northern Italy, each exposed to different industrial and anthropogenic pressures: Reno, Enza, and Parma. A comparison with monitored data yielded convincing results, proving the consistency of the proposed index in reproducing the spatial variability of the river water quality. While additional investigations are necessary, the developed methodology can serve as a valuable tool to support decision-making processes and predictive studies in areas lacking or having limited water quality monitoring data.

Abstract:Waste load allocation (WLA), as a well-known total pollutant control strategy, is designed to distribute pollution responsibilities among polluters to alleviate environmental problems, but the current policy is unfair and limited to single scale or single pollution types. In this paper, a new, alternative, multi-scale, and multi-pollution WLA modeling framework was developed, with a goal of producing optimal and fair allocation quotas at multiple scales. The new WLA modeling framework integrates multi-constrained environmental Gini coefficients (EGCs) and Delphi-analytic hierarchy process (Delphi-AHP) optimization models to achieve the stated goal. The new WLA modeling framework was applied in a case study in the Xian-jiang watershed in Zhejiang Province, China, in order to test its validity and usefulness. The results, in comparison with existing practices by the local governments, suggest that the simulated pollutant load quota at the watershed scale is much fairer than the existing policies and even has some environmental economic benefits at the pollutant source scale. As the new WLA is a process-based modeling framework, it should be possible to adopt this approach in other similar geographic areas.
Analysis of Gray Water Footprint Changes and Driving Forces Caused by Sectoral Trade in Southeast China

Abstract:Evaluation of gray water footprint (GWF) flow and its driving mechanism is imperative to trace the source of pollution and formulate the pollution responsibility-sharing strategies to reduce the shortage of water. We quantify the GWF of 22 sectors in Fujian Province in 2002, 2007, 2012, and 2017, using an economic input–output life cycle assessment (EIO-LCA) model, and establish a five-factor structural decomposition analysis (SDA) model to track the driving forces of the GWF. The results show that the animal husbandry sector of the primary industry is the largest outsourcing sector, outsourcing an average of 7 Bm 3 GWF by other regions annually. The construction sector is an industry with more pollution outsourcing at the production end, and it should take additional pollution responsibility for its upstream sector. The changes of the GWF in Fujian Province are mainly driven by the final demand per capita and GWF outsourcing. The sector most affected by force drivers is construction, followed by machinery and equipment manufacturing, and other services. This study better reflects the sectoral pollution outsourcing situation by assessing sectoral GWF flow and net inflow GWF caused by sector trading. We aim at identifying new sectors of water pollution and sharing the pollution responsibility between upstream and downstream, providing a new perspective to analyze water quality problems in water-rich regions. Moreover, our findings imply an urgent need to develop policies related to water pollution transfer for various sectors from a whole supply chain perspective.
