Abstract:Ecosystem services (ES) accounts are essential to quantify and monitor the contribution of ecosystems to human well-being. The System of Environmental and Economic Accounting - Experimental Ecosystem Accounting (SEEA EEA) is the first attempt to provide a set of standards to compile ecosystem accounts. We argue for the inclusion of an ecological perspective in the SEEA EEA that considers ecosystems to be more than input providers to the economy. Ecosystems can act as accounting units capable of producing, consuming and recording changes in regeneration and absorption rates. To account for that we propose (i) to identify ES typologies according to the way in which energy, biomass and information is released to generate services; (ii) to use these typologies to define the concepts of ES potential, ES potential flows, ES demand and ES actual flows; and (iii) to build the ES capacity accounts in monetary terms based on these concepts. These arguments are illustrated with case studies for water purification and crop pollination accounts in European countries. Extending the production boundary would allow the measurement of the sustainable use of ES and the establishment of causality between the use of ES and the value accrued by the economic actors and households.

Abstract:In this experimental study, different components are computed for three different ecosystem services (ES). Specifically, supply, demand and use are estimated for pollination service, flood risk regulation service and nature-based tourism. These are analysed and assessed in 2012 and 2018 for the Italian context, in order to estimate the evolution over this period and to allow a significant comparison of results. The same methodology and models are applied for the selected accounting years and accounting tables and tend to reflect as closely as possible the System of Environmental-Economic Accounting-Ecosystem Accounting (SEEA EA), which is the international standard endorsed by the United Nations to compile Natural Capital Accounting in 2021. Both biophysical and monetary assessments are performed using the ARIES technology, an integrated modelling platform providing automatic and flexible integration of data and models, via its semantic modelling nature. Models have been run adjusting the components of the global modelling approach to the Italian context and, whenever available, prioritising the use of local data to carry out the study. This approach is particularly useful to analyse trends over time, as potentially biased components of models and data are substantially mitigated when the same biases is constant over time. This study finds an increase in benefits over the period analysed for the ES examined. The main contribution of this pioneering work is to support the idea that ES accounting or Natural Capital Accounting can provide a very useful tool to improve economic and environmental information at national and regional level. This can support processes to provide the necessary incentives to steer policy-making towards preventative rather than corrective actions, which are usually much less effective and more costly, both at environmental and economic levels. Nevertheless, particular attention must be paid to the meaning of the estimates and the drivers of these values to derive a direct or indirect relationship between the benefits observable and the actual Italian ecosystems condition.

Abstract:We propose several techniques to modulate the local amplitude of quasi-phase-matched (QPM) interactions in periodically poled lithium niobate waveguides and demonstrate apodization by using each of these techniques. When the hard edges are removed in the spatial profile of the nonlinear coupling, the sidelobes of the frequency tuning curves are suppressed by 13 dB or more, compared with a uniform grating, consistent with theoretical predictions. The sidelobe-suppressed gratings are useful for frequency conversion devices in optical communication systems to minimize interchannel cross talk, while the amplitude modulation techniques in general have potential uses in applications that require altering the tuning curve shapes.

Abstract:Ecosystem services are essential for human survival and wellbeing, and the quantity and quality of the services delivered by an ecosystem are dependent on its underlying condition. With many ecosystems degraded or in poor condition, the capacity to deliver key ecosystem services can be affected. The System of Environmental Economic Accounting – Ecosystem Accounting (SEEA EA) is the international statistical framework developed to estimate and monitor changes in ecosystem extent, condition, and flow of ecosystem services. Although the condition of ecosystems underpins their capacity to supply a service, the connection between ecosystem condition and ecosystem services accounts is underdeveloped. This is because condition is usually assessed relative to an ideal reference state, whereas capacity to supply ecosystem services depends on both the condition of the ecosystem and the ecosystem service being considered. For example, a forest in one condition may have very different capacities to supply ecosystem services such as timber provisioning and recreational services. We propose a methodology to better integrate condition and ecosystem services accounts through development of an ecosystem capacity index. Building on condition accounts, we derived a capacity index and related capacity accounts, reflecting the capacity of each ecosystem asset to support the delivery of selected ecosystem services. We show that an ecosystem with a particular condition profile may have different capacity index values depending on the ecosystem service that is expected to be delivered. We provide case studies from two sites in the Republic of Ireland to illustrate the integration of capacity indices into ecosystem services accounts. This approach is an extension to ecosystem accounting that enables more rigorous connection of condition to ecosystem service supply by accounting for capacity.

Abstract:This paper proposes an approach to environmental accounting useful for studying the feasibility of socio-economic systems in relation to the external constraints posed by ecological compatibility. The approach is based on a multi-scale analysis of the metabolic pattern of ecosystems and societies and it provides an integrated characterization of the resulting interaction. The text starts with a theoretical part explaining (i) the implicit epistemological revolution implied by the notion of ecosystem metabolism and the fund-flow model developed by Georgescu-Roegen applied to environmental accounting, and (ii) the potentials of this approach to create indicators to assess ecological integrity and environmental impacts. This revolution also makes it possible to carry out a multi-scale integrated assessment of ecosystem and societal metabolisms at the territorial level. In the second part, two applications of this approach using an indicator of the negentropic cost show the possibility to characterize in quantitative and qualitative terms degrees of alteration (crop cultivation, tree plantations)for different biomes (tropical and boreal forests). Also, a case study for land use scenarios has been included. The proposed approach represents an integrated multi-scale tool for the analysis of nature conservation scenarios and strategies.

Abstract:Protection and sustainable management of water was indicated as one of the strategic tasks in the process of transformation towards a circular economy (CE) in the European Union (EU), therefore, the water and wastewater sector plays an important role in this process. At the same time, the European Commission (EC) strongly underlined the importance of the possibility to assess the transformation process toward the CE, and developed a set of CE indicators that are available on the Eurostat website. However, these indicators have limited ability to assess the transformation progress in the water and wastewater sector. This paper presents a set of indicators for assessing the economic progress of transformation towards the CE in this sector. The proposed economic CE indicators were grouped into the following actions of the CE model in the water and wastewater sector: reduction, reclamation (removal), reuse, recycling, recovery and landfilling. The selection of specific indicators was based on a systematic review of the literature presenting economic indicators developed by international organisations and researchers (covering different thematic areas, scopes and potential applications). The selected economic CE indicators were assigned to three groups of the cash flow: income (revenues, expenses), costs, and investment financing. The proposed CE indicators can be used by water supply and sewage companies (i.e., supplying water to the public and wastewater treatment plants, and companies that use water in their production processes) to assess the level of the transformation toward the CE at a microeconomic level. An important aspect of future application and usage of the proposed set of CE economic indicators is the collection and processing of data needed for their reporting. The proposed set of CE economic indicators refers to information that are reported by the companies to prove its revenues, costs and investment outlays, and are collected by companies anyway. The proposed set of economic CE indicators is flexible, allowing the adaptation of indicators and areas of interest to maintain effectiveness throughout the transition period from linear to the CE model.

Abstract:This article investigates the influence of socioeconomic context and stakeholder pressure on water utilities' sustainability performance and disclosure. The Urban Water Cycle Services (UWCS) framework has been adapted to the Italian context and integrated with a social equity variable, which enhances the framework's ability to account for the distinctive characteristics and mission of water utilities in measuring sustainability performance. The sample comprises 17 Italian utilities providing water services that released a sustainability report in 2021. The results show that the socioeconomic context and stakeholder pressure influence how water utilities align with economic, environmental, and social sustainability goals. Listed multi-utility companies are strongly influenced by private shareholders, pushing them towards financial sustainability, while small public water utilities are more sensitive to the needs of their disadvantaged users, especially in low-income contexts. The findings of the study have interesting theoretical, managerial and policy implications.

Abstract:Changes in land use and land cover (LULC) are caused by several factors, including climate change, socio-demographic dynamics, human pressures and urban sprawl. These factors alter the structure and functionality of ecosystems and their capacity to provide ecosystem goods and services to society. The study of LULC changes is important for understanding the dynamics of relationships between environmental, social and economic components and for analyzing the factors affecting natural capital. Including ecosystem services (ES) in spatial planning tools and sectoral policies is useful for improving governance. In this paper, the impact of LULC changes on ES provision has been estimated. To this end, we carried out a literature review (Step 1) to select the biophysical and economic coefficients of ES supply by land cover classes and collect them in a database (Step 2). We subsequently aggregated the economic and biophysical coefficients by macro classes (Step 3) and, using the benefit transfer approach, we estimated the change in the supply of ESs concerning permanence and transition phenomena in Italy from 1990 to 2018 (Step 4). The transition phenomena analysis also allowed us to evaluate the consequences of urbanization and urban green space governance on ES supply. Indeed, these urban green spaces can help reduce risks to people’s health and safety and mitigate the effects induced by climate change. In total, approximately 800 coefficients (biophysical and economic) of ESs supplied by Corine Land Cover classes were acquired. The results show a reduction in the annual supply of ecosystem services of EUR 927 million (2022) caused by LULC changes between 1990 and 2018. This research proposes a methodology to improve knowledge of ESs concerning anthropogenic impacts and to support land-use planning policies regarding Agenda 2030 for Sustainable Development Goals.

Abstract:The United States and European Union (EU) face common challenges in managing natural capital and balancing conservation and resource use with consumption of other forms of capital. This paper synthesizes findings from 11 individual application papers from a special issue of Ecosystem Services on natural capital accounting (NCA) and their application to the public and private sectors in the EU and U.S. NCA is inherently a data-integration centered exercise, aiming to draw new insights by realigning environmental and economic data into a consistent framework. Drawing primarily on papers from the special issue and other key NCA literature, we identify lessons learned and gaps remaining for NCA’s development and application to decision making. In doing so, we identify eight key similarities and three major differences in NCA development, status, and application between the U.S. and EU. NCA can be highly policy relevant: special issue papers address critical issues including agriculture, water, conservation/land-use planning, climate, and corporate decision making. In both the U.S. and EU, further application is needed to drive demand for the accounts’ production. Based on these experiences, the U.S. and EU can be important leaders in cross-sector, international collaboration toward next-generation environmental economic accounts that advance global NCA practice.

Abstract:We present a methodology based on the System of Environmental-Economic Accounting-Ecosystems Accounting (SEEA-EA) framework to measure urban ecosystem condition accounts. This methodology allows the condition accounts of urban ecosystems to be spatially and explicitly evaluated at a detailed scale. The reference area is determined using object-based evaluation, where the reference value for each variable is set in a real geographic context rather than individual pixels.This methodology consists of the following steps: 1. Delimitation of the urban categories to be evaluated; 2. Selection of the variables that characterize the abiotic and biotic environment; 3. Establishment of the reference polygon with which to compare the condition values; 4. Calculation of weighted condition indicators; 5. Generation of a single condition index from the aggregation of the indicators.In Madrid, the areas with the highest condition levels are characterised by a significant density of trees and bird species richness. In contrast, areas with the lowest condition levels are defined by high contamination, impervious surfaces, built-up areas and major communication routes.This innovative approach to calculating urban conditions represents an advancement in local-scale urban condition accounting and offers a potentially compatible tool with current urban policy frameworks. Its applications can be various, from identifying urban problems to reviewing the effectiveness of a plan already implemented. Several advantages have been identified over other ecosystem accounting metrics. These advantages include lower operating costs, a more integrative vision, adaptability to different spatial scales, flexibility in modifying its structure, the capacity to incorporate complex urban dynamics, reduced dependence on human judgment and easier interpretation of results.

Abstract:The integrated character of Sustainable Development Goals (SDGs) reflects interconnectedness of water systems and their rich biodiversity, supplying communities with foods, clean water and air, mineral resources, and regulating their welfare and economic growth. The increasing awareness of the importance of public access to water ecosystems can have a positive impact on these ecosystems and encourage partnerships to responsible management of these resources and reactions on water crises through improvements of skills and competencies. The article highlights that the development of partnership relations for the achievement of SDGs is a target 17 of SDGs. An assessment of global and national objectives and indicators laid in the basis of the assessment of a progress on the way to the sustainable environmental accounting and the development of urban water ecosystems is given. It should be noted that the statistical information in divided into four groups which data are used in monitoring of the green economy performance: statistical base of nature assets; environmental and resource productivity of economy; environmental quality of life; economic capabilities and political reactions. The analysis showed the importance of the environmental inclusion of respective spatial groups. Aggregations based on drainage basin or ecosystem can provide better understanding of the environmental dimension of many interconnections defined for sweet water and seawater ecosystems. It is expected, however, that the applicable methods and tools will be elaborated in parallel, to simplify data use by politicians. A deeper understanding of interconnections of SDGs will enable for enhancing the efficiency of political measures. It is concluded that the sustainable development and the 2030 Agenda for Sustainable Development can be achieved only by implementing the overall sectoral approach that will combine the tendencies of the indicators related with the environment with robust policy analysis. This requires the cohesion of all the sustainable development policy dimensions on the basis of the integrated approach, to ensure the elaboration of complementary strategies and to avoid compromises.

Abstract:Wavelet packet transform is a recent addition to the rich arsenal of the signal processing tool box. In this article, we investigate the application of wavelet packet transform as a novel spectral analysis tool. The estimator is realized by a tree structure obtained by cascading a pair of half-band high and low pass filters. The main attraction for wavelet packets (WP) is the tradeoffs they offer in terms of satisfying various performance metrics such as frequency resolution, side lobe suppression and variance of the estimated power spectral density (PSD). Furthermore, the state of art in the application of wavelet transform for spectrum estimation is carried forward by bringing in a few optimizations which correct undesirable edge based artifacts that occur in the standard implementations. The systems are evaluated through simulation studies the results of which show that the proposed wavelet based approach offers great flexibility and adaptability apart from its performances which are significantly better than Fourier based estimates.

Abstract:The concept of exchange values refers to the theoretical notion of an exchange happening for ecosystem services between an ecosystem asset and an economic agent. The United Nations System of Environmental Economic Accounting recommends using market prices as exchange values whenever possible, or otherwise, exchange value estimates that conceptually come close to market prices. However, in countries with highly regulated access to natural resources, the observable market prices or exchange value estimates for ecosystem services may often be distorted or even negative. When exchange values are used for decision support or as evidence base for policy making, negative values can be misleading. To address this issue, we present ideas on how to include the institutional resource regime that governs ecosystem services into the computation of exchange values. This analysis can help identify policy interventions that increase or decrease exchange values from free-market levels and can provide guidance on how to correct for distorted value estimates. Further it can help to better understand negative exchange value estimates as well as reasons why society may be willing to accept, and eventually, compensate for them. We argue that the insurance value of ecosystems can be one such reason. To exemplify the application of the extended framework, we present a case study on the monetary valuation of water for hydropower production in Switzerland.

Abstract:Agricultural land is a very important ecosystem that provides a range of services like food, maintenance of soil structure, and hydrological services with high ecological value to human wellbeing Ecosystem Services (ESs). Understanding the contribution of different agricultural practices to supply ESs would help inform choices about the most beneficial land use management. Nature-based Solutions (NbS) are defined by IUCN (International Union for Conservation of Nature) as actions to protect, sustainably manage and restore natural or modified ecosystems, which address societal challenges (e.g., climate change, food and water security, or natural disasters) effectively and adaptively, while simultaneously providing human wellbeing and biodiversity benefits. Some actions farmers can implement in the new Rural Development Programs (RDP 2021–2022 and 2023–2027) can be considered as NbS and could affect the quantity, quality, and time of some ESs related to water regulation and supply, N adsorption and erosion protection. This study aims to evaluate these ESs in different scenarios in the upper Foglia river basin (Italy) and at a local scale (farming), and to highlight the issue to compensate farmers for the production of public goods which benefit the whole society (ESs) by the implementation of RDP’s actions. These scenarios highlight how actions have positive effects on ecosystem services and their economic value related to land use management, on maintaining agricultural practices by integrating Water Frame Directive (2000/60/EC), Directive 2007/60/EC on the management of flood risks and highlighting the potential role of farmers in a high diversity landscape. This study highlights a new way to evaluate the processes of natural capital in the production of public goods, which benefits the whole society (ESs), by emphasizing the economic and environmental role of farmers in producing them and putting on the table data to trigger a PES (Payment for Ecosystem Services) mechanism. To facilitate decision making, robust decision support tools are needed, underpinned by comprehensive cost-benefit analyses and spatially modeling in which agriculture can be a strategic sector to optimize food production and environmental protection in harmony with the Farm to Fork (F2F) strategy.

Abstract:National accounts based on the System of National Accounts (SNA) are limited in scope and coverage and hence inadequate for obtaining information on determinants of growth process and sustainability of development. This paper highlights some of the missing elements of SNA accounts with respect to contribution of natural resources and its implications. Sustainability analyses call for the mainstreaming of a system of natural resource accounting that integrates information on environment-economy interactions. The System of Integrated Environmental and Economic Accounting (SEEA) by the UN provides the conceptual framework for understanding such interactions. It was adopted by the UNSD as the first international statistical standard for environmental-economic accounting in 2012, and the framework along with its standardised methodology serves as a ready reckoner for countries looking to mainstream natural resource accounting. This paper presents the conceptual framework and scope of the SEEA. Widespread adoption of SEEA will support critical global initiatives such the monitoring of SDG indicators, the post-2020 biodiversity agenda and international climate policy. In this context, the paper also presents the Indian narrative on the initiatives by the government towards mainstreaming of natural resource accounting, which have been sporadic, albeit noteworthy and encouraging.
