Abstract:The introduction of GE to agriculture has encoun-tered strong resistance, reflecting conflicting groups within and between countries. This has resulted in a regulatory environment that has limited the application of GE mostly to feed and fiber and practically restricted its application in food. While agricultural biotechnology has already provided significant benefits, much of its potential has not been reached. Regulation of agricultural biotechnology reflects conflicting interests and varying political power of different groups. The relatively supportive regulation of biotechnology in the U.S. reflects that it is an American technology, and supporting groups like the farm lobby, technology manufacturers, and U.S. consumers outweigh the objections of environmentalists and other opposition to the technology. In Europe, growing concern about environmental side-effects of agriculture, the fact that GE technology was imported, and the power of environmental groups has resulted in restrictive regulation. To a large extent, the fate of GE depends on the level of goodwill it generates among voters, and as long as a large segment of the population is apprehensive about its benefits, heavy restrictions about the technology that prevent it from reaching its potential will persist.

Abstract:The “new” agricultural biotechnologies are presently high-priority items on the national research agenda. The promise of increased efficiency and productivity resulting from products and processes derived from biotech is thought to justify the commitment to R&D. Nevertheless, critics challenge the environmental safety as well as political-economic consequences of particular products of biotech, notably, ice-nucleating bacteria and the bovine growth hormone. In this paper the critics' arguments are analyzed in explicitly ethical terms, and assessed as to their relative merits. In some cases, a principle of “do no foreseeable harm” as well as a clear determination of likely harms would force us to conclude that research, development, and diffusion of a product or process derived from biotechnology is ethically wrong. In all cases, one conclusion that can be reached is that everyone involved in research, development, marketing and adoption of biotech products is responsible for the results of their actions; thus, each individual has a responsibility to consider a broader range of values and goals that effect and are effected by the biotechnology effort.

Abstract:There is widespread agreement among scientists that genetically modified foods are safe to consume1,2 and have the potential to provide substantial benefits to humankind3. However, many people still harbour concerns about them or oppose their use4,5. In a nationally representative sample of US adults, we find that as extremity of opposition to and concern about genetically modified foods increases, objective knowledge about science and genetics decreases, but perceived understanding of genetically modified foods increases. Extreme opponents know the least, but think they know the most. Moreover, the relationship between self-assessed and objective knowledge shifts from positive to negative at high levels of opposition. Similar results were obtained in a parallel study with representative samples from the United States, France and Germany, and in a study testing attitudes about a medical application of genetic engineering technology (gene therapy). This pattern did not emerge, however, for attitudes and beliefs about climate change.

Abstract:The model and analytical method for solving the problem of coupled fluid flow in the reservoir/well system is presented. The 3-D drainage area is composed of three connected media: the tubing, the annuli as a super conducting collector, and the reservoir itself. To couple these three types of fluid flows a non-overlapping Dirichlet-Neumann domain decomposition method is developed. The method allows us to apply an analytical hybrid simulator for accurate evaluation of the impact of main geometrical and hydrodynamic parameters of the 3-D system on the pressure drop along the horizontal well and its production index.

Abstract:A wide gap exists between the rapid acceptance of genetically modified (GM) crops for cultivation by farmers in many countries and in the global markets for food and feed, and the often-limited acceptance by consumers. This review contrasts the advances of practical applications of agricultural biotechnology with the divergent paths-also affecting the development of virus resistant transgenic crops-of political and regulatory frameworks for GM crops and food in different parts of the world. These have also shaped the different opinions of consumers. Important factors influencing consumer's attitudes are the perception of risks and benefits, knowledge and trust, and personal values. Recent political and societal developments show a hardening of the negative environment for agricultural biotechnology in Europe, a growing discussion-including calls for labeling of GM food-in the USA, and a careful development in China towards a possible authorization of GM rice that takes the societal discussions into account. New breeding techniques address some consumers' concerns with transgenic crops, but it is not clear yet how consumers' attitudes towards them will develop. Discussions about agriculture would be more productive, if they would focus less on technologies, but on common aims and underlying values.

Abstract:Public discussion about genetically modified crops is strongly heavily influenced by debates over their risks and benefits. Supporters of biotechnology point to its potential to reduce hunger, prevent malnutrition, treat diseases, and improve overall health and quality of life. However, there is considerable opposition to biotechnology. Some critics argue that it poses risks to human health and the environment, while others oppose it on moral and ethical grounds. The transfer of genes between different species is often criticized as "playing God" or breaking the "Law of Nature." Biosafety on (GM) crops is a rapidly growing field that includes scientific research, ethical issues, and policy and regulatory frameworks to assess and manage risks to human and animal health, including food and feed safety, as well as environmental risks related to modern biotechnology products. Bio-policy refers to the rules, norms, and ethical considerations that govern the development, production, and use of biotechnology products. These policies differ by country and can be influenced by international agreements and organizations. A key international agreement (TRIPS) Agreement, which sets global standards for intellectual property protection. The Trade-Related Aspects of Intellectual Property Rights (TRIPS) Agreement requires governments to issue patents in technological sectors, including modern biotechnology, to protect innovations in this field. This ensures that biotechnological advancements, including GM crops, are protected under intellectual property laws, aiding their development and commercialization while addressing ethical and safety concerns.

Abstract:Since the dawn of agriculture, humans have been manipulating crops to enhance their quality and yield. Via conventional breeding, seed producers have developed the modern corn hybrids and wheat commonly grown today. Newer techniques, such as radiation breeding, enhanced the seed producers' ability to develop new traits in crops. Then in the 1980's-1990's, scientists began applying genetic engineering techniques to improve crop quality and yield. In contrast to earlier breeding methods, these techniques raised questions about their safety to consumers and the environment. This paper provides an overview of the kinds of genetically modified crops developed and marketed to date and the value they provide farmers and consumers. The safety assessment process required for these crops is contrasted with the lack of a formal process required for traditionally bred crops. While European consumers have expressed concern about foods and animal feeds containing ingredients from genetically modified crops, Americans have largely been unconcerned or unaware of the presence of genetically modified foods on the market. This difference in attitude is reflected in Europe's decision to label foods containing genetically modified ingredients while no such labeling is required in the U.S. In the future, genetic modification will produce a variety of new products with enhanced nutritional or quality attributes.

Abstract:The COVID pandemic has brought a spectacular prominence to the role of digital technologies in public health. However, the policy discourse about digital technology has been for the most part strikingly narrow. Even as there is a discussion of the impact of particular digital tools, there is relatively little deliberation on the broader issues of how these technologies are reconstituting core aspects of health systems and polities. How did we get to a narrow debate on a vast topic? One way to understand this irony is by turning to the history of an older technology, namely agricultural biotechnology. This article focuses on two dominant framings that significantly narrowed the debates on agricultural biotechnology: first, a narrative that had a relentless focus on agricultural biotechnology as a neatly delineated field that produced stable products, and second, the ascent of a language of ethics that elided structural explanations and addressed only downstream impacts. The brief foray into the early years of agricultural biotechnology is useful in understanding contemporary politics of digital technology.

Abstract:For millennia, humans have modified plant genes in order to develop crops best suited for food, fiber, feed, and energy production. Conventional plant breeding remains inherently random and slow, constrained by the availability of desirable traits in closely related plant species. In contrast, agricultural biotechnology employs the modern tools of genetic engineering to reduce uncertainty and breeding time and to transfer traits from more distantly related plants. Critics express concerns that the technology imposes negative environmental effects and jeopardizes the health of those who consume the “frankenfoods.” Supporters emphasize potential gains from boosting output and lowering food prices for consumers. They argue that such gains are achieved contemporaneous with the adoption of farming practices that lower agrochemical use and lessen soil. The extensive experience with agricultural biotechnology since 1996 provides ample evidence with which to test the claims of supporters and opponents and to evaluate the prospects of genetic crop engineering. In this paper, we begin with an overview of the adoption of the first generation of agricultural biotechnology crops. We then look at the evidence on the effects of these crops: on output and prices, on the environment, and on consumer health. Finally, we consider intellectual property issues surrounding this new technology.

Biotechnology and the new right: neoconservatism's red menace

Abstract:Although the neoconservative movement has come to dominate American conservatism, this movement has its origins in the old Marxist Left. Communists in their younger days, as the founders of neoconservatism, inverted Marxist doctrine by arguing that moral values and not economic forces were the primary movers of history. Yet the neoconservative critique of biotechnology still borrows heavily from Karl Marx and owes more to the German philosopher Martin Heidegger than to the Scottish philosopher and political economist Adam Smith. Loath to identify these sources--or perhaps unaware of them--neoconservatives do not acknowledge these intellectual underpinnings or their implications. Thus, in the final analysis, their critique is incoherent and even internally inconsistent. By not acknowledging and embracing their intellectual roots, neoconservatives are left with a deeply ambivalent and often confused view of biotechnology and the society that gives rise to it.

Abstract:Introduction: Implementation of gene editing in agriculture and medicine hinges on public acceptance. The objectives of this study were to explore U.S. public opinion about gene editing in agricultural and medical fields and to provide more insight into the relationship between opinions about the safety of gene editing and the potential impact of evidence to improve opinions about safety. Methods: Data were from two samples of U.S. respondents: 1,442 respondents in 2021 and 3,125 respondents in 2022. Survey respondents provided their opinions about the safety of gene editing in the agricultural and medical fields and answered questions about the number of studies or length of time without a negative outcome to improve opinions about the safety of gene editing in the agricultural and medical fields. Results: Results indicated that respondents in both samples were more familiar, more likely to have an opinion about safety, and more positive about the safety of gene editing in the agricultural field than in the medical field. Also, familiarity was more closely associated with opinions about safety than the strength of opinions. Discussion: These findings add to the literature examining perceptions of gene editing in the agricultural or medical fields separately. Opinions about the safety of gene editing were generally more favorable for respondents who were aware of the use of gene editing. These results support a proactive approach for effective communication strategies to inform the public about the use of gene editing in the agricultural and medical fields.

Abstract:This paper examines an early phase of the controversy over the hazards of recombinant DNA technology in the United States in the period 1976-78, during which agreement was reached within the biomedical community that these hazards were minimal. The proceedings of three scientific meetings that are generally agreed to have been central events in the emergence of this new perception of recombinant DNA hazards are examined. Techniques previously used to examine policy making on non-technical issues are applied here to analyze the formation of this scientific consensus. These techniques are used to show how certain social characteristics of the meetings-the sponsorship and organization of the meetings, informal processes affecting the scope of the proceedings, and the dissemination of the results-acted as `social filters' for the complex set of perceptions of recombinant DNA hazards with which the scientific community started. In contrast to the received view of the recombinant DNA controversy, according to which the issue was resolved at a technical level, this paper argues that social dimensions of the decision process were crucial to the outcome.

Lessons on Communication with the Public on GM Food Safety in China

Abstract:Despite rapid expansion of biotech crops, f ierce debates about genetically modified( GM ) te c hnology in China has still contin u ed and t he proportion of Chinese consumers who consider food unsafe has largely increased in the last decade. To obtain a better understanding of this significant change, we surveyed the public, media, firm managers, and government officials in 2013, 2014 and 2015 to capture the major reasons of the hardship in biotech development in China . The results show that rising public concern about GM food might be attributed to public distrust in biotech scientists, prevalence of GM rumors, food safety scandals and numerous negative reports by the media in China. Although it should be the responsibility of scientists, media, and government to communicate with the public, scientists poorly and ineffectively respond to the misinformation, media lack of competent knowledge to help the public well understand biotechnology, and the government develops strict policies and enforcement on biosafety in the intense GM debate. All these activities failed to convince the public that GM food is safe for consumption. Moreover, the rising public concern about the safety of GM food have affected government officials’ views on GMOs, which might further affect biotech policy in the future. Therefore, we conclude that greater emphasis is needed on closer dialogue between the media and scientific community about scientific finding to improve the public’s biotech knowledge , training scientists to be good communicators to better communi ca te with the public and establishing science-based policies for the healthy development of GM technology in China.
One Issue, Different Stories: the Construction of GMO Issues on Chinese, American and British Mainstream Media Portals

Abstract:Biotechnology, as an emerging technology, has drawn much attention from the public and elicited hot debates in countries around the world and among various stakeholders. Due to the public's limited access to front-line scientific information and scientists, as well as the difficulty of processing complex scientific knowledge, the media have become one of the most important channels for the public to get news about scientific issues such as genetically modified organisms (GMOs). According to framing theory, how the media portray GMO issues may influence audiences’ perceptions of those issues. Moreover, different countries and societies have various GMO regulations, policies and public opinion, which also affect the way media cover GMO issues. Thus, it is necessary to investigate how GMO issues are covered in different media outlets across different countries. We conducted a comparative content analysis of media coverage of GMO issues in China, the US and the UK. One mainstream news portal in each of the three countries was chosen ( People's Daily for China, The New York Times for the US, and The Guardian for the UK). We collected coverage over eight years, from 2008 to 2015, which yielded 749 pieces of news in total. We examined the sentiments expressed and the generic frames used in coverage of GMO issues. We found that the factual, human interest, conflict and regulation frames were the most common frames used on the three portals, while the sentiments expressed under those frames varied across the media outlets, indicating differences in the state of GMO development, promotion and regulation among the three countries.

Abstract:Consumer attitudes towards genetically modified foods (GMFs) play a crucial role in the development of the technology. Both government and food manufacturers of agricultural products in the US and China are optimistic about the potential market for these foods. This paper compares two national consumer surveys conducted in the US and China. To determine if influential factors are driving consumers' attitudes towards GM plant and animal products in both countries a binary logic model is used. Findings suggest that for the majority of American and Chinese consumers while their overall knowledge of GM food is low, their attitudes toward the technology are generally supportive. Consumers in both countries are more accepting of GM plant products then GM animal products. Interestingly, gender, living place, and awareness of GM foods have similar significant effects for both countries.
