Abstract:Urban safety production is a core component of social safety and is associated with the production, storage and transport of hazardous chemicals, which are potential sources of disaster in an urban area. Chemicals' locations in a city present a hidden site of danger, which can easily become disaster sites if supervision is inadequate. Aiming to improve the processes and typical scenarios of the production, storage, transportation and use of hazardous chemicals, this paper proposes an intelligent-technology-empowered active emergency command strategy (ITAECS) for urban hazardous chemical disaster management (UHCDM) in smart–safe cities. This paper aims to provide a strategy for active emergency command that takes into account the disaster source; hidden danger site; or disaster site of hazardous chemicals such as natural gas, gasoline and hydrogen energy based on five aspects: intelligent perception technology and equipment, a dynamically perceived IoT system, the accurate deduction of disaster posture, virtual reality emergency rescue rehearsal and an immersive emergency command platform. This research is conducive to the safety, efficiency and greenness of the whole industrial chain, such as the production, storage, transportation, operation and use of hazardous chemicals. There are difficulties and challenges in introducing ITAECS to urban hazardous chemical production safety and emergency management, such as the need for joint promotion of enterprises, industries and governments; uneven technological development; and several scientific–technological issues to be solved, as well as non-uniform standards. Overall, this paper helps improve the emergency management of urban hazardous chemical safety production.

Integrated Risk Assessment of Hazardous Chemical Installations Using GIS and AHP

Abstract:The aim of this research is to develop and implement a simple and easy-used method to major industrial chemical hazard risk assessment. Firstly, a new approach for the rapid assessment and relative ranking of the hazardous chemical installations is presented, which employed a multi-criteria decision-making technique (the analytic hierarchy process) for the hazard assessment of the substances and installations. The spatial data (water distribution, roads, fire forces, medical forces, density of population, economic situation, and so on) of the surroundings of the hazardous chemical installations are input into a geographical information system, with the functions of the GIS program, it is easy to assess the risk of hazardous chemical installations. Moreover, we put this method into practice in the case of the emergency management agency of Kunshan City and achieved satisfactory results. The proposed approach is not only scientifically valuable, but provides a more realistic assessment of hazardous chemical installations for local emergency management agency. The integration of geographical information systems and the analytic hierarchy process constitutes to be a powerful tool for risk assessment of hazardous chemical installations.

Abstract:Events such as the World Trade Center attacks, Hurricane Katrina, and the Minneapolis bridge collapse have affected society's perception of the risks affecting our lives. It has also led to the realization that a more systematic and holistic approach to risk management is needed, one that takes into consideration natural hazards, man made accidents, and intentional acts in a single context. This article discusses the early stage development of an all-hazards risk management (AHRM) approach designed to achieve this objective, taking hazardous materials transportation risk into consideration. Utilizing established assessment methods and data sources, relevant risks are expressed in monetary terms, creating a consistent basis from which one can identify those risks that warrant priority attention. An early stage application is presented, one involving an assessment of truck transportation of hazardous materials and earthquakes as two risks threatening several areas within the State of Tennessee, to illustrate the viability of implementing an AHRM approach.

Abstract:A hazard zoning map is the most essential tool during the crisis management cycle's prevention and risk reduction phase. In this study, a geographic information system (GIS) is applied to the crisis management of ports through the preparation of a risk zoning map in Jazan Port, Saudi Arabia, using a novel integrated model of the fuzzy hierarchical analysis process and emotional artificial neural network (FAHP-EANN). The objective is to more accurately identify the highly potential risk zones in the port through hybrid techniques, which mitigates the associated life and financial damages through proper management during a probable hazard. Prior to creating the risk zoning map, every potential port accident is identified, categorized into six criteria, and assigned a weight through the utilization of a machine learning algorithm. The findings indicate that the three most effective criteria for the risks of Jazan Port are land fires, pollution and dangerous substances, and human behavior, respectively. A zoning map of all risks in Jazan Port was generated by using the weights obtained for each of the major accidents. This map may be utilized in the development of crisis prevention measures for the port and in the formation of crisis management units.

Development of Risk Assessment System of Atmospheric Environment and Health for Accidental Chemical Release

Abstract:With regard to frequent accidental chemical release in recent years, a risk assessment system of atmospheric environment and health with immediate response to the emergency incident should be designed in order to reduce the harm and losses. First of all, a widely -used dense gas dispersion model SLAB and one of the best public exposure guidelines AEGLs were briefly introduced. Then on the basis of these recognitions, we have organically combined the SLAB model with AEGLs in the construction of mentioned assessment system . This system can timely and effectively identify the distribution of hazardous zones that could make general public lethal, disabling, nondisabling etc. It is able to work out their corresponding statistics such as maximum half width, maximum depth and area. Furthermore, towards constructing the assessment system, a series of sensitivity tests were performed in terms of mode, species and duration of leakage as well as meteorological conditions (including ambient wind speed, ambient temperature, relative humidity and stability). The analysis showed that, (1) leakage mode, ambient temperature and relative humidity have a little effect on the distribution of hazardous zones; (2) due to the great difference between density and toxicity, different substances cause different distribution of hazardous zones, which mainly depends on the relative contribution of their effects; (3) when the total mass of leakage remains the same and duration of leakage is extended because of source control, total area distribution of hazardous zones can be reduced effectively; (4) strong ambient wind speed or instability will greatly constrict the total area of severe hazardous zones, i. e . lethal and disabling zones. However increasing ambient wind speed or instability produces nonlinear area of non-disabling zones and then it may lead to a wider range of injuries and losses. From these results, we may reasonably conclude that the distributions of hazardous zones are mainly dependent on factors such as species and duration of leakage, ambient wind speed and stability.

Abstract:Worldwide discussion of disaster management plans to cope with catastrophic injury to people and environmental destruction due to accidents in the chemical process industry was initiated after major chemically caused disasters at Seveso, Flixborough and Bhopal. An emergency plan is a formal written plan based on identified potential accidents together with their consequences. This plan describes how such accidents and their consequences should be handled both on- and off-site. The main aim of the plan is to limit the negative effects of an accident by being prepared with a plan and facilities ready to react without delay. The primary responsibility of the management of a hazardous chemical site is the prevention of accidents resulting in harm to human health, the environment or property. Thus, the plan for handling emergencies should describe all available help from the local professionals as well as governmental officials in order to supplement the company's own manpower. If a real emergency occurs and the personnel available do not have a well prepared written plan, the results could be far more serious than they would have been if a plan had been available. This paper provides an overview of release scenarios and affects area, response, organization, communications system, key personnel with specified responsibilities, work emergency procedures, emergency control centre, education and training, testing the plan/mock drill, performance review/observation and finalization.

Abstract:With the ever-increasing development of those chemical parks (concentrated areas), the inherent hazards may remain the major leading cause of serious casualties, causing dramatic increases in deaths and injuries. Despite this, proper path beforehand can effectively minimise the number of deaths or injured. In this study, in order to better address the aforesaid issue, the pre-evacuation path planning was adopted to do so. This method can serve to prepare emergency response in case of extreme events, such as fires, explosions, or dangerous leakages, because these accidents could happen in chemical parks (concentrated areas). To that end, a framework was therefore proposed. First, the general risk representation was conducted. After the main hazards as well as the vulnerability within the facilities was identified, the interaction between those two factors could be expressed with matrices. This was followed by the analysis of the domino effect, which tends to occur under such circumstances. Second, individuals' visibility and inclination at each location to choose the nearest exit gate or shelter zone were analyzed by space syntax analysis. Third, a weighted risk map mainly composed of risk, individual's visibility, and inclination of exits was therefore generated. And the lowest cumulative risk path was simulated and analyzed accordingly. Finally, the map modified with received risks suggests that each individual's safest route from their current locations can be possibly simulated with Dijkstra's algorithm, which corresponds to the lowest cumulative risk. For the purposes of illustration and validation, a real case was adopted. The results demonstrated that this framework could provide both technical and theoretical support for the pre-evacuation path planning in chemicals-concentrated areas like chemicals-concentrated areas.

Abstract:Despite improvements in chemical safety management systems, incidents involving the release of hazardous chemicals continue to happen. In some cases, they result in the evacuation of residents. For hazardous chemical release accidents, an evacuation plan needs to be selective enough to consider both the indoor and outdoor concentrations of nearby buildings and the time in which the maximum allowable concentration may occur. In this study, a real-time risk analysis tool was developed based on the geographic information system (GIS) in order to establish the emergency response and risk communication plan for effectively assisting decision-making personnel. A selective evacuation plan was also established by a proposed assessment module considering the indoor/outdoor pollution concentration of buildings and the release duration time of chlorine gas leakage. The GIS-based simulated modules were performed based on eleven buildings of Ulsan city, located near an industrial cluster and home to a high population density. As a result of the simulated real-time risk assessment, only four buildings were affected by chlorine gas concentration according to wind direction and diffusion time. In addition, it was considered effective to establish an indoor/outdoor evacuation plan as opposed to an outdoor evacuation plan which is outside the range of the damage. Subsequently, an emergency evacuation plan was established with the concentration of a hazardous chemical according to the decision-making matrix. This study can enlighten the real-time emergency risk assessment based on GIS while effectively supporting the emergency action plans in response to the release of hazardous chemicals in clustered plants and the community.

Abstract:Due to its harmful nature, any incident associated with hazardous material (hazmat) may cause tremendous impacts on the surrounding people and the environment. Focusing on the incident involving this specific type of good, we develop a reliable and robust emergency logistics network that considers both demand uncertainty and possible unavailability of particular links. A time-based risk measure is carefully designed upon the traditional risk assessment to reflect the stakeholder's sensitivity to risk over response time. The disruption and uncertainty are modeled as two sets of scenarios which are integrated into a bi-objective robust model to evaluate the trade-offs between risk and cost. The effectiveness of the emergency response can be assured by expenditures that add extra capacities to certain links or establish additional facilities that aid recovery from incidents. We apply our model and approach to a real-world network in Guangdong China. Analytical results reveal the necessity of embedding consideration of uncertainty and unreliability into emergency network design problems; outline the importance of hedging against unpredictability by system redundancies; and indicate the impact of stakeholder's orientation towards cost and risk on the location, allocation, and routing decisions in hazmat emergency response.

Abstract:Knowledge on the characteristics of regional evacuation based on optimal information dissemination in hazardous gas leakage in metropolises plays a critical role. We established a risk analysis model for residents combining optimal emergency information dissemination and evacuation simulation in order to guide residents to make appropriate personal emergency response plan in hazardous gas leakage. The model was developed considering eight influencing factors, type and flow rate of hazardous gas, location of leakage source, wind speed and direction, information acquirement time, leakage duration, state of window (open/closed), and personal inhalation. Using Beijing as a case study, we calculated the risk of all grids and people and also obtained the three-dimensional special risk distribution. Through the microcosmic personal evacuation simulation in different condition, detailed data were obtained to analyze personal decision-making. We found that residents who stay near to the leakage source had better stay at home because of high concentration of hazardous leakage on their evacuation route. Instead of evacuation, staying at home and adopting optimal stay plan is very efficient if residents can receive the emergency information before the hazardous gas totally dispersed. For people who lived far from leakage source, evacuation is usually a good choice because they have longer time to avoid high-concentration hazardous gas.

Abstract:Chemical parks which hold large inventories of hazardous materials have become one important type of urban critical infrastructure. The hazardous chemical leakage such as toxic gas leakage has emerged in recent years, resulting in not only serious environmental pollution but also catastrophic consequences to certain urban areas. It is critical to make scientific risk assessment for such events to reduce negative effects. To address this issue, an integrated urban risk assessment (IURA) method coupling consequences of chemical leakage accidents and the vulnerability of local population is proposed in this work. The threat zones and hazard maps of toxic gas dispersion are present by using the ALOHA software. The population vulnerability is decided by three indicators including exposure, sensitivity, and adaptive capacity of residents in affected areas, the Grey Correlation-TOPSIS (GC-TOPSIS) method is used to rank the vulnerability of different regions. The ArcGIS software is applied to generate an integrated risk map through superimposing the hazard map and the population vulnerability map. The original risk matrix evaluation results were subdivided using the Borda count method. A case about an industrial city in Hubei, China is analyzed to test the method. Result shows the new integrated risk assessment method is more accurate and effective, which is beneficial for the government to develop emergency plans and enhance the safety of people.

Abstract:There is a significant need in the current industrial scenario for methods to be formulated to treat dangerous chemicals most safely. Accidental release of toxic chemicals will result in emergencies. Hence, an emergency response plan (ERP) is inevitable. The most toxic chemicals in the water and wastewater sector are chlorine and hydrogen sulphide, whereas methane is a flammable gas. CAMEO software is used in this research to predict the region that toxic gas release impacts. This research deals with a sewage treatment plant ERP and control measures for methane and chlorine gases. The affected area of hazard will depend upon the weather conditions and the time of the accident. Comparing two different seasons, the impacted distance is more significant in summer than in winter. It is observed that the night and early morning is more dangerous than the afternoon and evening as it shows the larger impacted distance.

Abstract:With regard to frequent accidental air pollution in recent years,a risk assessment and digital real-time dynamic emergency response plan system is designed.The system contains three components: a basic information database,a meteorological model and a health risk assessment system as well as a digital real-time dynamic emergency response plan.The basic information database includes geographic information of industrial parks,distribution of risk sources,emergency monitoring methods of hazardous pollutants,disposal methods of hazardous pollutants and equipments,personnel health protection measures and emergency rescue agencies information etc.Meteorological model and health risk assessment system is made up of the Air Pollution Model(TAPM),the Areal Locations of Hazardous Atmospheres(ALOHA) and SLAB-AEGLs health risk assessment system.The system not only predicts the meteorological fields and the distribution of hazardous pollutants,but also the health risk fields.This system is able to forecast the development of accidental air pollution.The digital realtime dynamic emergency response plan is the core of the system in guiding the whole rescue operation.A geographical information system(GIS) is applied in the system.The GIS map shows geographic information of the environment around the site of the accident and the predicted regions of influence.A new classification of accident damage degree is also established and applied in the emergency response plan system.This classification considered the predicted regions of influence,the number of affected population and risk sources.In practice,rescue decision-makers should judge the accident level and adjust it according to the development of the accident.Emergency Maneuver shows that the risk assessment and digital real-time dynamic emergency response plan system is a stable,efficient,feasible and effective emergency response plan system.The system could help decision-makers at all levels of government and relevant departments to scientific and efficiently direct the rescue action.

Abstract:The chemical industry poses a potential security risk to factory personnel and neighboring residents. In order to mitigate prospective damage, a synthetic method must be developed for an emergency response. With the development of environmental numeric simulation models, model integration methods, and modern information technology, many Decision Support Systems (DSSs) have been established. However, existing systems still have limitations, in terms of synthetic simulation and network interoperation. In order to resolve these limitations, the matured simulation model for chemical accidents was integrated into the WEB Geographic Information System (WEBGIS) platform. The complete workflow of the emergency response, including raw data (meteorology information, and accident information) management, numeric simulation of different kinds of accidents, environmental impact assessments, and representation of the simulation results were achieved. This allowed comprehensive and real-time simulation of acute accidents in the chemical industry. The main contribution of this paper is that an organizational mechanism of the model set, based on the accident type and pollutant substance; a scheduling mechanism for the parallel processing of multi-accident-type, multi-accident-substance, and multi-simulation-model; and finally a presentation method for scalar and vector data on the web browser on the integration of a WEB Geographic Information System (WEBGIS) platform. The outcomes demonstrated that this method could provide effective support for deciding emergency responses of acute chemical accidents.

Abstract:The idea of multi-hazard interactions and risk assessment, particularly in relation to both natural hazards and hazards triggered by anthropogenic processes, has been widely used, especially in recent decades. Numerous areas worldwide, as well as various sectors, face exposure to multiple hazards. These hazards encompass natural phenomena like floods, earthquakes, hurricanes, and more. In comparison, the human-induced or anthropogenic processes associated with infrastructure development, along with other potential human activities such as, land and cover use change, contribute to the overall hazard landscape. Both natural hazards and anthropogenic-induced directly led to infrastructure collapse and loss of functionality with other consequences for human lives, economy, beside the environment impacts. Limited studies have been conducted on the implementation of the comprehensive multi-hazard interaction approach, which is globally or regionally required, along with detailed studies on the interaction between different multi-hazard sources and their interrelationships in short-term or long-term scenarios. The current research aims to review previous literature and studies on the multi-hazard interaction approach, methodologies of visualization and classification, as well as explores the potential of multi-hazard associated with road networks, infrastructures, and dams. The research utilizes simulation various models and tools such as, Geographic Information System (GIS) beside Remote Sensing (Rs) techniques. The current study concludes that using multi-hazard maps, hazard matrix, and fragility curves represents highly valuable and very useful and flexible tools for implementing and visualization hot spot areas exposure by multi-hazard consequences and vulnerability analysis for short and long-term scenarios. In addition, the current review highlighted for development a holistic conceptual framework for multi-hazard and risk assessment associated with hydraulic structures such as dams, road networks and infrastructures with hazard exposure analysis to be used as tools for a decision support system (DSS) in order to develop urban resilience, risk management and hazard mitigations.

Abstract:Understanding and measuring the relative risk level of a city facing multi-hazards is fundamental to improving its disaster prevention planning and schemes. A comprehensive risk evaluation approach stands at the intersection of risk management and disaster system theory. It is also an important interdisciplinary field of catastrophology, economics, and urban infrastructure planning. We believe that current attempts to define and measure comprehensive urban natural disaster risks have certain limitations. Therefore, we propose an Urban Multi-hazards Risk Assessment Framework (UMRAF) which draws on definitions, methods, and experience from risk management, evaluation of property, the value of statistical life, and disaster system theory. It contains local disaster identification, place-based risk assessment (taking into account more than one hazard at a time), urban anti-disaster capability assessment, and relative composite risk index measurement. In our case study of Xiamen, China, to check the feasibility of our UMRAF, we examined local multi-hazards risk distribution and urban anti-disaster capacity layout. We then expanded and visualised the spatial distribution of the relative composite risk index of each evaluation unit across the city via our analyst tool, thereby helping to tailor measures that can reduce risk at a local level.

Risk management and loss prevention strategies for fertilizer industries

Abstract:Various toxic and flammable gases exist in the fertilizer industry whose release quantification is very important regarding emergency preparedness, planning and response, and well-being of the community. ALOHA threat zones and threat at a point coupled with MARPLOT are evaluated for ammonia, methane, carbon dioxide and hydrogen release, and outdoor and indoor concentrations of these gases in nearby residences and highways calculated. These footprints are calculated using ALOHA which requires inputs such as site data, site location, building type, gas name, atmospheric inputs, release source information and dispersion model to display the threat zone, which can then be shown on MARPLOT. Potential impact of these releases on the community is mitigated through releasing equipment isolations, water sprays for dilutions, dilutions through steam or air and emergency sirens for information. This article covers hazards in the fertilizer industry, and provides general guidelines for operational staff of any industry to mitigate hazards.
A dynamic stochastic methodology for quantifying HAZMAT storage resilience

Abstract:<p>A disruption to hazardous (flammable, explosive, and toxic) material (HAZMAT) storage plants may trigger escalation effects, resulting in more severe storage performance losses and making the performance restoration more difficult. The disruption, such as an intentional attack, may be difficult to predict and prevent, thus developing a resilient HAZMAT storage plant may be a practical and effective way to deal with these disruptions. This study develops a dynamic stochastic methodology to quantify the resilience of HAZMAT storage plants. In this methodology, resilience evolution scenarios are modeled as a dynamic process that consists of four stages: disruption, escalation, adaption, and restoration stages. The resistant capability in the disruption stage, mitigation capability in the escalation stage, adaption capability in the adaption stage, and restoration capability in the restoration stage are quantified to obtain the HAZMAT storage resilience. The uncertainties in the disruption stage and the mitigation stage are considered, and the dynamic Monte Carlo method is used to simulate possible resilience scenarios and thus quantify the storage resilience. A case study is used to illustrate the developed methodology, and a discussion based on the case study is provided to find out the critical parameters and resilience measures.</p>

Abstract:Firstly, definition and methods of reliability assignment are introduced in this paper. And the nonlinear programming based on Lagrange multipliers method is described briefly. Meanwhile the calculation principle and mathematic model are proposed. Secondly, determining the reliability index is discussed in the paper, and the reliability block diagram and allocation model are given. Base on the discussion before and the fight control with longitudinal pitch motion, the feasibility of the nonlinear programming method is needed to verify. Lastly, the allocated system reliability is bigger than the predicted threshold reliability parameter, which verifies that the used allocation method is feasible and reasonable.
