Abstract:Conventional practices have shown that veracious forecast and effective coordination are very significant for emergency response management on environment protection. Based on the 3G communication network and advanced knowledge base, this paper presented a new dynamic monitoring and emergency response system for the onsite treatment of environmental pollution. It integrates the real-time monitoring, pollution forecast, response plan, and emergency coordination into a knowledge-based system, and help to process the onsite pollution more quickly and precisely.

Abstract:The flexibility and instantaneity of existing water environment warning system seems difficult to satisfy the increasingly severe water environment security situation and water pollution events. A dynamic early warning system structure based on pollutant dispersion simulation has been put forward, with some research on the construction of pollutant dispersion model, dynamic trigger optimization model , dynamic display of simulation results and other key techniques in detail. Take the Qiantang River in Hangzhou section for example, this paper builds the water hydrodynamic model and the convection diffusion model, simulates the dispersion of assumed pollutants and then displays the fuctions of providing dynamic early warning services.The application shows that this system can provide accurate and convenient warning of the influence range and degree of water pollutants. It also provides decision support for relevant government departments, water companies and other enterprises to take emergency measures timely and effectively.

Abstract:With regard to frequent accidental air pollution in recent years,a risk assessment and digital real-time dynamic emergency response plan system is designed.The system contains three components: a basic information database,a meteorological model and a health risk assessment system as well as a digital real-time dynamic emergency response plan.The basic information database includes geographic information of industrial parks,distribution of risk sources,emergency monitoring methods of hazardous pollutants,disposal methods of hazardous pollutants and equipments,personnel health protection measures and emergency rescue agencies information etc.Meteorological model and health risk assessment system is made up of the Air Pollution Model(TAPM),the Areal Locations of Hazardous Atmospheres(ALOHA) and SLAB-AEGLs health risk assessment system.The system not only predicts the meteorological fields and the distribution of hazardous pollutants,but also the health risk fields.This system is able to forecast the development of accidental air pollution.The digital realtime dynamic emergency response plan is the core of the system in guiding the whole rescue operation.A geographical information system(GIS) is applied in the system.The GIS map shows geographic information of the environment around the site of the accident and the predicted regions of influence.A new classification of accident damage degree is also established and applied in the emergency response plan system.This classification considered the predicted regions of influence,the number of affected population and risk sources.In practice,rescue decision-makers should judge the accident level and adjust it according to the development of the accident.Emergency Maneuver shows that the risk assessment and digital real-time dynamic emergency response plan system is a stable,efficient,feasible and effective emergency response plan system.The system could help decision-makers at all levels of government and relevant departments to scientific and efficiently direct the rescue action.

Abstract:The advanced experience of the environmental risk source monitoring techniques in foreign and domestic countries was summarized, and the characteristics of China ’s environmental risk source monitoring techniques analyzed.It was pointed out that compared with the developed countries, there existed many problems in the environmental risk source monitoring techniques in China.The basic information of environmental risk sources was not clear, the monitoring indicators could not meet the environmental management needs and the monitoring and management mode of environmental risk sources was relatively backward.Based on the user requirement analysis, the design principles of the environmental risk source monitoring technique system were put forward, i.e.the principles of supreme, reliability, integrity and economic interest.According to the technical line of information process of“data acquisition, transmission, processing and application”, the environmental risk source monitoring technique system was constructed from five aspects, i.e.the monitoring scheme design, the monitoring equipment technology, the monitoring data acquisition and transmission, the monitoring network structure, and the monitoring management system, etc. Finally, the environmental risk source monitoring techniques were applied and demonstrated in Minhang District of Shanghai, Gaoqiao Petrochemical Area of Shanghai and Zhangjiakou City.

Abstract:First the authors have made a general revision of emergency management records, then, they have given a detailed discussion on the relation among environment, emergency itself and the impact of the three main elements of emergency on the society. Since the emergencies are the events that take place unexpectedly and beyond human control, and in turn bring about negative influence on human society in somewhat unfavourable state, it is natural that the society gives active response to such emergencies. Facing such unhappy emergencies, it is of primary importance to think how to design an efficient monitoring network and raise the efficiency of the managing system. The main features of emergency include the speed of its happening, duration and the space of impact. Next, the authors category the various emergent events and the mutual relations between the disasters. Later, the authors brought out a emergency system management framework, composing with emergency hazards, human society, monitoring, risk identifying and evaluation sub-systems. The key factor in dealing with emergency hazards is to optimise these sub-systems and heighten the efficiency of the controlling system. Finally, the article has made a detailed discussion of the models of emergency identification, the perfection of monitoring network and tactics so as to optimise the resources to prevent and salvage of viable emergencies.

Abstract:This paper is to give a brief introduction of the major program of emergency management.The program is to achieve pre-designed goal of the NSFC Major Research Plan on emergency management. This project aims on two directions:performing multidiscipline fundamental research on the key problems in national emergency platform system;integrating research projects under the Major Research Plan and applying to the national emergency platform system.The research objectives include the following areas: Data collection,selection,organization,storage and fusion during emergency;case study and analysis on decision making;network based model using for assisting intelligent decision making,individual and group mental models and behaviors during emergency;scenario-response based decision making research plattform establishment;demonstration on decision process under integrated research.Two methods are used in the project,which are data-model-case-social behavior integrated situation awareness and scenario-response based emergency decision making process.This project will establish network intergation-simulation integration-application integration structure to integrate various projects and develop an integrated open research platform,which can be accessed remotely,to achieve effective emergency management.

Abstract:With the advent of the Internet information age, the big data technology is constantly developing and maturing. The combination of data storage, mining, analysis and application with environmental governance is an important direction of future environmental management. The data related to environmental governance is very complex, and the value of many environmental data has not been excavated. With the abundance of various data collection equipment, the accuracy of data is also getting higher and higher. At present, very rich data information has been accumulated. According to the literature survey, at present, the utilization of unstructured data in the environmental field in China is mainly remote sensing data, while the utilization of other network unstructured data is not sufficient. In order to improve the level of environmental management, the comprehensive utilization of multi-source data is a top priority. This study takes the complaints on the official website of Suzhou Municipal Bureau of Ecology and Environment from 2015 to 2021 as the research data, builds a case base and technical base for solid waste environmental risk events, establishes a technical optimization model for emergency disposal of solid waste environmental risk events based on MCDM and TOPSIS, and designs a comprehensive management platform for solid waste environmental risk events, which can provide decision-makers with a technical optimization scheme for solid waste risk event disposal. This method is the combination of intelligent technology and big data technology, which can further promote the application and development of big data technology in the environmental field.

Abstract:Abrupt air pollution accidents can endanger people's health and destroy the local ecological environment. The appropriate emergency response can minimize the harmful effects of accidents and protect people's lives and property. This paper provides an overview of the key emergency response technologies for abrupt air pollution accidents around the globe with emphasis on the major achievements that China has obtained in recent years. With decades of effort, China has made significant progress in emergency monitoring technologies and equipment, source estimation technologies, pollutant dispersion simulation technologies and others. Many effective domestic emergency monitoring instruments (e.g., portable DOAS/FT-IR systems, portable FID/PID systems, portable GC-MS systems, scanning imaging remote sensing systems, and emergency monitoring vehicles) had been developed which can meet the demands for routine emergency response activities. A monitoring layout technique combining air dispersion simulation, fuzzy comprehensive evaluation, and a post-optimality analysis was proposed to identify the optimal monitoring layout scheme under the constraints of limited monitoring resources. Multiple source estimation technologies, including the forward method and the inversion method, have been established and evaluated under various scenarios. Multi-scale dynamic pollution dispersion simulation systems with high temporal and spatial resolution were further developed. A comprehensive emergency response platform integrating database support, source estimation, monitoring schemes, fast monitoring of pollutants, pollution predictions and risk assessment was developed based on the technical idea of "source identification - model simulation - environmental monitoring" dynamic interactive feedback. It is expected that the emergency response capability for abrupt air pollution accidents will gradually improve in China.

Abstract:Urban safety production is a core component of social safety and is associated with the production, storage and transport of hazardous chemicals, which are potential sources of disaster in an urban area. Chemicals' locations in a city present a hidden site of danger, which can easily become disaster sites if supervision is inadequate. Aiming to improve the processes and typical scenarios of the production, storage, transportation and use of hazardous chemicals, this paper proposes an intelligent-technology-empowered active emergency command strategy (ITAECS) for urban hazardous chemical disaster management (UHCDM) in smart–safe cities. This paper aims to provide a strategy for active emergency command that takes into account the disaster source; hidden danger site; or disaster site of hazardous chemicals such as natural gas, gasoline and hydrogen energy based on five aspects: intelligent perception technology and equipment, a dynamically perceived IoT system, the accurate deduction of disaster posture, virtual reality emergency rescue rehearsal and an immersive emergency command platform. This research is conducive to the safety, efficiency and greenness of the whole industrial chain, such as the production, storage, transportation, operation and use of hazardous chemicals. There are difficulties and challenges in introducing ITAECS to urban hazardous chemical production safety and emergency management, such as the need for joint promotion of enterprises, industries and governments; uneven technological development; and several scientific–technological issues to be solved, as well as non-uniform standards. Overall, this paper helps improve the emergency management of urban hazardous chemical safety production.

Abstract:The full process of management in the Environmental Monitoring Station (EMS) was investigated, routine taske of EMS were divided into seven steps and the data flow throughout the full process was analyzed. On the basis of the analysis, the technological scheme is put forward, and the resolution to critical issues involved in the implementation of Full Process MIS is recommended. Full Process MIS for Xiamen Environmental Monitoring Station is presented as an example. Currently the system has been put to a good use for producing reports required by Environmental Quality Report, managing pollution sources information, and forming geographical maps.

Abstract:Emergency management system is an open complex giant system with the characteristics of multi-a- gent,multi-factor,multi-scale,multi-parameter.It has many profound complex problems.The key phases of e- mergency management include risk evaluation,monitoring and detection,prediction and pre-warning,decision- making and commanding,rescuing,and re-building,etc.Also it is involved with human beings'psychology and behavior under disaster environment.In this paper,five main basic scientific problems,which are urgently solved in the future 5—10 years,are presented through analysis for typical cases of emergency incidents and based on the characteristics of large-span and multiple-discipline of emergency management basic research:com- plexity of emergency management system,psychology and behavior in emergency management,information gathering and analysis of emergency incidents,multi-factor risk evaluation,multi-scale prediction and pre-warn- ing,emergency decision-making under complex situations.In addition,the detailed research contents are provid- ed for the five main basic scientific problems.Research on emergency management for public incidents needs the multiple disciplines including management science,engineering science,information science,life science,funda- mental natural science,economics,sociology,psychology,law and history,etc.

Abstract:During production and operation, enterprises are faced with occurrences of production accidents. One of the prerequisites for enterprises to achieve sustainable development is building an intelligent emergency command platform. To establish a scientific and advanced emergency management information system and address the challenges related to managing emergency plans to ensure production safety, such as ambiguous roles and responsibilities, inefficient application processes, independent resources, and slow responses by enterprises with multiple types of operations and disasters, an intelligent emergency command platform was built for multiple types of operations and disasters, and this platform was extended to include rescue steps. The structure and digital management of emergency plans under multiple coupled disasters and multipoint cogeneration were determined. Similar emergency plans were automatically recommended by crawler technology and an SVM algorithm based on a public information data lake, and the effectiveness of the plans was evaluated via a fuzzy analytic hierarchy process to promote the preparation of more efficient and scientific emergency plans. Finally, the analysis of pipeline leakage and emergency drill scenarios proved that the system is scientific and reliable. The results are of great significance for improving the deep integration of modern emergency-related information technology and emergency management businesses, promoting institutional and mechanical innovation, to provide a reference for other multibusiness enterprises, wchih can also be integrated into methods for urban safety and rescue.

The proposed system provides functionalities such as risk control & monitoring, command & management, resources management and decision support in the emergency management procedures. Moreover an emergency information portal is proposed to support information sharing and exchange between related departments.

Abstract:Water safety is related with people's healthy, society stability and nation's security. In recent years, contingencies of water safety are becoming more and more. Water Safety along with emergency management about it is primarily discussed in the paper and the concept of contingency of water safety together with emergency management is formulated. Some suggestions are proposed for emergency management of water safety: (1) Establishing precautious and supervising system (2) consummating the law and regulation on emergency management (3) strengthening information collection and appraisement about emergency management of water safety (4) propagandizing greatly to make people know the importance of water safety and improving society ability on facing crisis.

Abstract:Along with the high-speed development of economy and society, emergency environmental pollution accident occurs frequently, resulting in tremendous losses. In order to reduce the hazard of emergency environmental accident, the government has introduced environmental pollution accident response and established early warning system. However, due to the lack of a complete and efficient screening and classification method for the environmental risk sources, it is difficult to confirm the sources of potential accidents, and cannot implement risk control to avoid sudden environmental pollution accidents in advance. This research established the method for screening environmental risk sources, presented an approach to classify the risk level of the environmental risk sources based on risk material dose - effect of the accident by using the dual-index risk assessment mode of risk material and key risk control factors of risk unit. The identification method of the environmental risk sources was simplified and the practicability and maneuverability was improved. © 2011 IEEE.
