Abstract:The Belt and Road is an initiative of cooperation and development that was proposed by China. Moreover, most of the spanning countries faced water shortages and agriculture consumed a lot of water. Virtual water links water, food and trade and is an effective tool to ease water shortages. Therefore, this paper aims to understand the Belt and Road from the new perspective of virtual water trade of agricultural products. We considered agricultural products trade from 2001 to 2015. On the whole, the results indicated that China was in virtual water trade surplus with the countries along the Belt and Road. However, in terms of each country, >40 spanning countries were in virtual water trade surplus with China and eased water shortages. Russia had the largest net imported virtual water from China. Furthermore, the proportion of the grey water footprint that China exported to the spanning countries was much higher than that imported, no matter from the whole or different geographical regions. Moreover, more than half of the countries' virtual water trade with China conformed to the virtual water strategy, which helped to ease water crises. Furthermore, the products that they exported to China were mainly advantageous products that each spanning countries have. Virtual water trade is a new perspective to explore the Belt and Road. Agricultural products trade with China definitely benefits both the countries along the Belt and Road and China from the perspective of virtual water. The findings are beneficial for the water management of the countries along the Belt and Road and China, alleviating water shortages, encouraging the rational allocation of water resources in the various departments. They can provide references for optimizing trade structures as well.
Driving Factors of Agricultural Virtual Water Trade between China and the Belt and Road Countries

Abstract:China proposed the Belt and Road Initiative (BRI), an unprecedented development strategy in terms of scope and scale, to increase the connectivity with the rest of the world by infrastructure development and trade activities. Recently, more attention has been directed to the environmental implications of the international trade activities under this initiative, which contributes to the development of a green, i.e. environmentally friendly, partnership. This study examines the evolution of virtual water trade in relation to agricultural products between China and BRI countries during 2000–2016. The Logarithmic Mean Divisia Index (LMDI) method is adopted for uncovering the driving factors underlying the trade imbalance, as well as the major virtual water exports. Results reveal that China has experienced the shift from a net virtual water exporter to a net importer. At the regional level, Southeastern Asia and Southern Asia are the major net virtual water exporters to China, and Eastern Asia is the major importer. For the selected export countries, an increase in proportion of trade in relation to domestic production significantly contributes to their virtual water export, while water intensity could decrease virtual water export for most export countries. As for the driving forces behind the imbalance of virtual water trade, trade structure was an obvious positive effect, while the effects of water intensity, product structure, and trade scale shifted in favor of virtual water outflows from BRI countries to China in 2008. Massive global water loss has incurred, indicating the inefficiency of this partnership in relation to freshwater. A closer trade relationship is established between China and BRI countries, and relevant environment implications are identified. Policy implications are proposed in terms of trade structure, relationship of trade and domestic production, and international cooperation. This study provides valuable insights into the equity and sustainability of historic trade activities with respect to freshwater resources.

Virtual Water Flows in the International Trade of Agricultural Products of China.

Abstract:With the rapid development of the economy and population, water scarcity and poor water quality caused by water pollution have become increasingly severe in China. Virtual water trade is a useful tool to alleviate water shortage. This paper focuses on a comprehensive study of China's international virtual water flows from agricultural products trade and completes a diachronic analysis from 2001 to 2013. The results show that China was in trade surplus in relation to the virtual water trade of agricultural products. The exported virtual water amounted to 29.94billionm(3)/yr. while 155.55billionm(3)/yr. was embedded in imported products. The trend that China exported virtual water per year was on the decline while the imported was on a rising trend. Virtual water trade of China was highly concentrated. Not all of the exported products had comparative advantages in virtual water content. Imported products were excessively concentrated on water intensive agricultural products such as soya beans, cotton, and palm oil. The exported virtual water mainly flowed to the Republic of Korea, Hong Kong of China and Japan, while the imported mainly flowed from the United States of America, Brazil and Argentina. From the ethical point of view, the trade partners were classified into four types in terms of "net import" and "water abundance": mutual benefit countries, such as Australia and Canada; unilateral benefit countries, such as Mongolia and Norway; supported countries, such as Egypt and Singapore; and double pressure countries, such as India and Pakistan. Virtual water strategy refers to water resources, agricultural products and human beings. The findings are beneficial for innovating water resources management system, adjusting trade structure, ensuring food security in China, and promoting the construction of national ecological security system.
Virtual Scarce Water Flows and Economic Benefits of the Belt and Road Initiative

Abstract:The Belt and Road Initiative, proposed by China in 2013, aims to promote the cooperation and development around the world. Existing studies evaluated the impacts of the Initiative on water resources, but overlooked the water scarcity issue. Based on a global multi-regional input-output model and the water stress index, this study assesses the water scarcity impacts and economic benefits of the Initiative on countries along the Belt and Road route. The results indicate that considering water scarcity reveals new insights into the virtual water trade of the Belt and Road Initiative. There are great differences between the top virtual water exporters (mainly in Southern and Southeastern Asia) and the top virtual scarce water exporters (mainly in Southern and Central Asia) to China. In addition, water scarcity changes the trade balance between China and certain countries. For example, Russia, Indonesia, New Zealand, Madagascar, and Serbia are net virtual water exporters, but net virtual scarce water importers. In the net virtual scarce water trade with China, Pakistan, India, and Turkmenistan are the top net exporters, while South Korea, Singapore, and Malaysia are the top net importers. Considering both the impacts of water scarcity and economic benefits, there is a significant difference in virtual scarce water use among countries to gain equal economic benefits from China. This study can facilitate policy decisions with regard to the Belt and Road Initiative for trade structure optimization and water scarcity mitigation when maximizing economic benefits from the global perspective.
Understanding of Regional Trade and Virtual Water Flows: The Case Study of Arid Inland River Basin in Northwestern China

Abstract:Living with the increasingly severe water stress has currently become a crucial concern in the arid inland river basin in northwestern China. Despite water scarcity, water consumption in the basin has been on the rise, due to improvement in the standards of living and a rapid growth of the basin population over the past few decades. We present the first analysis of virtual water flows across all economic sectors within arid inland river basin in northwestern China, the area with the geopolitical importance of China’s Belt and Road Initiative, and with domestic importance as a major agricultural producer and trade power. Results show that the arid inland river basin in northwestern is an absolute net exporter (gross exports greater than gross imports). Approximately, 72.3% of water consumption in the basin is for exported commodities, with the biggest export flows of virtual water being associated with agricultural production. The traded volumes of virtual water have been increasing progressively over the years. It is important to note that the basin produces and exports water-intensive products but imports water non-intensive commodities as the basin in northwestern China where the water scarcity is a problem and the environment is negatively affected. This opens the domain question of whether environmental damage in the arid basin caused by water consumption is worth the socioeconomic benefits. We highlight the major role of economic scale in increasing virtual water changes in the basin over the time period of around 10 years. Demand for water use in agriculture will continue to increase as a result of growing population and economic growth. Environmental demands for water will also vie for scarce water supplies in the future. A better detailed understanding of regional trade and virtual water flows within arid inland river basin in northwestern China can in turn help decision-making processes when trying to promote appropriate policy measures, reflecting local water scarcities, water prices and ecological health concerns.

Abstract:Increasing water scarcity in China demands a more detailed analysis of water use in different sectors. In this paper, China's food import and export levels are analyzed in light of water availability. Their contributions to national water management in the form of virtual water are also evaluated. The findings show that the virtual water trade has developed unconsciously. This trend has been greatly influenced by micro- and macro-economic conditions, as well as fluctuations in weather conditions. Given the intensification of water scarcity, future food policy should promote an active application of virtual water strategies (such as virtual water trade and agricultural structure adjustment) to improve food security and sustainable water uses. With the progressive liberalization of food markets in China, virtual water trade is likely to play a more important role in future water resources management.

Abstract:Green water is crucial for to regional ecological sustainability. Currently, there is a lack of research on the impact of crop green water communication on the regional ecology in China. The ecological impact index (EII) and integrated ecological water supply (IES) were proposed to comprehensively evaluate the regional ecological impact of the green virtual water flow (GVWF) of crops. Based on the principle of trade cost minimization, this study simulated the inter-provincial crop commutation within China during 2010-2019 by assigning weights to production, demand, and transportation costs, and analyzed the impact of crop communication on regional ecology. The results showed that multi-year average GVWF among provinces was 216.45 Gm3, accounting for 33.7 % of the total green water footprint of crops. The ecological impact of GVWF varies among provinces and years. The EII values in Beijing, Shanghai, and Jiangsu were all >100, whereas it was <1 in Yunnan and Xizang. Regional management policies for water resources, ecology, and economic development should be formulated taking into account the IES and EII jointly. It is recommended to increase the export of green virtual water of crops and expand the ecological area while ensuring the utilization rate of green water in regions with higher EII values, such as Guangxi and Yunnan. In the future, it is important for district managers to prioritize the quality of ecological development and protect ecological areas from erosion while pursuing urban development. This study innovatively evaluated the ecological impact of crop communication in different regions, which has guiding significance for the trade management in the ecologically water-deficient areas.
Can Virtual Water Trade Save Water Resources?

Abstract:At times, certain areas of China suffering from water shortages. While China's government is spurring innovation and infrastructure to help head off such problems, it may be that some water conservation could help as well. It is well-known that water is embodied in traded goods-so called "virtual water trade" (VWT). In China, it seems that many water-poor areas are perversely engaged in VWT. Further, China is engaging in the global trend of fragmentation in production, even as an interregional phenomenon. Perhaps something could be learned about conserving or reducing VWT, if we knew where and how it is practiced. Given some proximate causes, perhaps viable policies could be formulated. To this end, we employ China's multiregional input-output tables straddling two periods to trace the trade of a given region's three types of goods: local final goods, local intermediate goods, and goods that shipped to other regions and countries. We find that goods traded interregionally in China in 2012 embodied 30.4% of all water used nationwide. Nationwide, water use increased substantially over 2007-2012 due to greater shipment volumes of water-intensive products. In fact, as suspected, the rise in value chain-related trade became a major contributing factor. Coastal areas tended to be net receivers of VWT from interior provinces, although reasons differed, e.g. Shanghai received more to fulfill final demand (67.8% of net inflow) and Zhejiang for value-chain related trade (40.2% of net inflow). In sum, the variety of our findings reveals an urgent need to consider trade types and water scarcity when developing water resource allocation and conservation policies.
Global Footprints of Water and Land Resources Through China's Food Trade

Abstract:China's rapid increase in food imports has repercussions for China's and global resources. This study reviews the recent literature on China's virtual water and land trade through food trade, presents updated results for 2000–2015, and makes projections for 2030. The results show that the increased imports of virtual water and land have significantly eased pressure on these resources in China. Soybean imports have been the main contributor towards China's domestic savings of virtual water and land. China's food trade has increasingly contributed towards global savings of virtual water and land. Our projections suggest that the trend in savings of domestic and global virtual water and land will continue, with significant variations due to changes in resource use efficiency.

Abstract:The growing water scarcity due to international trade poses a serious threat to global sustainability. Given the intensified international trade throughout the Belt and Road Initiative (BRI), this paper tracks the virtual water trade and water footprint of BRI countries in 2005-2015. By conducting a multi-model assessment, we observe a substantial increase in BRI's water footprint after taking water scarcity into account. Globally the BRI acts as a net exporter of virtual water, while the export volume experiences a decreasing trend. Noticeable transitions in nations' role (net exporters vs. net importers) are found between the BRI and global scales, but also between with and without considering water scarcity. Overall economic and population growth is major drivers of scarcity-weighted water footprint for BRI nations, as opposed to the promotion of water-use efficiency and production structure that can reduce water scarcity. Improving international trade and strengthening cooperation on water resources management deserve priority in alleviating the water scarcity of BRI.
Agricultural infrastructure: the forgotten key driving force on crop-related water footprints and virtual water flows in developing countries: a case for China

Abstract:Agricultural infrastructure plays important roles in boosting food production and trade system in developing countries, while as being a &#8216;grey solutions&#8217;, generates increasingly risks on the environmental sustainability. There is little information on impacts of agricultural infrastructure developments on water consumption and flows, (i.e. water footprint and virtual water flows) related to crop production, consumption and trade especially in developing countries with high water risk. Here we, taking mainland China over 2000-2017 as the study case, identified and evaluated the strengths and spatial heterogeneities in main socio-economic driving factors of provincial water footprints and inter-provincial virtual water flows related to three staple crops (rice, wheat and maize). For the first time, we consider irrigation (II), electricity (EI) and road infrastructures (RI) in the driving factor analysis through the extended STIRPAT (stochastic impacts by regression on population, affluence and technology) model. Results show that the II, EI and RI in China were expanded by 33.8 times, 4.5 times and 2.4 times, respectively by year 2017 compared to 2000. Although the II was the most critical driver to effectively reduce the per unit water footprint, especially the blue water footprint in crop production (i.e., increasing water efficiency), the developments of II led to the bigger total water consumption. Such phenomenon was observed in Jing-Jin region, North Coast and Northwest China with water resource shortage. The EI and RI had increasing effects on provincial virtual water export, and the corresponding driving strengths varied across spaces. Obviously, the visible effects from the agricultural infrastructures on regional water consumption, water productivity and virtual water patterns cannot be neglected.&#160;

Abstract:Here we identified and evaluated the strengths and spatio-temporal heterogeneities in 12 main socio-economic driving factors of water footprints and inter-provincial virtual water flows related to three staple crops (rice, wheat, and maize) within mainland China for 2000-2017, in consideration of the infrastructure related to irrigation, agricultural electricity and road for the first time. The irrigation, agricultural electricity, and road infrastructures in China expanded by 33.8, 4.5, and 2.4 folds, respectively, throughout the course of this study. The results show that irrigation infrastructure in water-scarce regions was the most critical driver for the effective reduction of the water footprint per unit mass of crops, particularly the blue water footprints (i.e. increasing water efficiency). As the irrigation infrastructure per unit area doubled for 2000–2008, blue water use efficiency and total blue water consumption decreased by 58% and 71%, respectively. However, the development of irrigation infrastructure has led to a larger total water footprint in crop production. Agricultural electricity and road infrastructures had increasing effects on provincial virtual water export, with varied corresponding driving strengths across spaces. The visible effects of agricultural infrastructure on regional water productivity, water consumption, and virtual water patterns should not be neglected. This analysis suggests that investments in agricultural infrastructure should consider the spatio-temporal heterogeneity of these infrastructures on local water productivity and water consumption in addition to the economic benefits.

Tension of Agricultural Land and Water Use in China's Trade: Tele-Connections, Hidden Drivers and Potential Solutions

Abstract:Interregional trade can potentially extend the management of scarce resources beyond a region's territory along supply chains. Here we combined the multiregional input-output model with structural decomposition analysis to reveal the distant connections of agricultural land and water use as well as the drivers behind their variations in China. Our results show that trade-embodied agricultural land use increase by 2.3-fold and 2.5-fold for virtual agricultural water use flows from 2002 to 2012. The water-starved northern China with abundant agricultural land is the main exporter of virtual (also called trade-embodied) agricultural land and water. Moreover, the role of the virtual water use importers and exporters were determined by the availability of land, rather than water resources. Based on scenario analysis, we found that if agricultural water use efficiency of north China reached the world's top-level but agricultural land use efficiency remained unchanged, the virtual water flows would be reduced by 32% and only water resources, not agricultural land, would be able to sustain future economic development. Our findings may provide significant information for potential solutions to China's regional water shortage from a land-water nexus perspective.

Abstract:Virtual water trading is an effective strategy to alleviate water shortage. Several different methods have been developed to achieve quantitative description and evaluation of virtual water, which can be broadly divided into volumetric and impact-oriented water footprint approaches. The former focuses on the consumption of water resources, while the latter puts greater emphasis on assessing the water use impacts. Based on the volumetric and impact-oriented water footprint, this paper conducted a comprehensive study on the virtual water flow of agricultural products among regions in China. The results show that different water footprint evaluation methods have different tendencies in evaluating virtual water flow. Volumetric virtual water mainly flows from northwest and northeast China to north and east China, while impact-oriented virtual water mainly flows from northwest and central south China to east and north China. Northwest China is the largest net export region of agricultural virtual water, and it is dominated by direct water consumption. In addition, we compared the net export volume of virtual water and the water shortage situation among regions in China. North China, where the water shortage is very serious, mainly relies on external water sources, while northwest China, which also faces a water shortage problem, exports a large amount of virtual water to external sources. The findings of this study highlight the importance of taking full account of the response measures in both cases when formulating policies. In other words, the virtual water strategy should consider water quantity and water quality simultaneously.

Abstract:This study investigates the virtual water profile of the world in 2004 based on a multi-region input–output model. The water footprints of 112 nation-level regions are calculated and the footprint compositions of major water consumers are analyzed. Less than 35% of the global virtual water requirement is provided by agricultural products, in spite of the fact that 69% of the total water withdrawal is associated with agricultural sector. At the national scale, India, the United States, and mainland China are the world's largest virtual water consumers. Per capita water footprint varies from 30m3 for Rest of South Central Africa to 3290m3 for Luxembourg. As one of the major determinants of national footprint, international virtual water trade sums up to 30% of the direct water withdrawal of the world. Meanwhile, results show that 57% of the international virtual water flows is embodied in non-food trade, confirming the importance to take not only food product but also non-food product into account when overall water budget is considered. Mainland China is the world's leading exporter and deficit receiver in terms of virtual water trade (204Gm3 and 142Gm3, respectively), in contrast to the United States as the leading importer (178Gm3) and Japan as the leading surplus receiver (77Gm3). Finally, the virtual water trade connections of China and the United States with their major trading partners are revealed via introducing the index of virtual water dependency. Results presented in this study are of essential implications for policy making regarding water using pattern adjustment and water security enhancement.

The impact of water scarcity on Chinese inter-provincial virtual water trade

Abstract:Chinese water resources are limited and unevenly distributed across space, making the inter-provincial virtual water trade increasingly prosperous. Many studies have focused on the impact of virtual water trade on regional water scarcity, but little consideration has been paid to the impact of water scarcity on virtual water trade, particularly in China. To fill this gap, we addressed the Chinese inter-provincial virtual water trade in 2012, 2015 and 2017, and we combined a multi-regional input-output analysis with a gravity model supplemented by the instrumental variable method. Our results indicated water pressure values were higher in northern areas, and provinces with extreme water stress were distributed in the eastern coastal areas. Additionally, virtual water tends to be exported from water-poor regions to water-rich regions. The results of the gravity model show that the Chinese inter-provincial virtual water trade is significantly related to water scarcity. We found that virtual water flow is positively correlated with the water scarcity of exporting regions, such as Xinjiang, Heilongjiang, Anhui, and Jiangsu, and it is negatively correlated with the water scarcity of importing regions, such as Shandong, Guangdong and Zhejiang. Therefore, water scarcity affects the virtual water trade flow, and the trade in turn exacerbates the regional water shortage in the northern and eastern coast of China. In addition, the virtual water trade is affected by socio-economic factors and environmental factors. We suggest that related policies should be developed to terminate this malignant cycle. The virtual water trade should be guided towards becoming more adaptable to sustainable development rather than allowing for water-scarce areas to pursue economic development at the cost of scarce water resources.

Abstract:With fast development of economy and trade globalization, the water resources system has undergone profound changes due to the overconsumption of physical water and the complex virtual water flow. China is poor in water and rich in arable land for the north, but rich in water and poor in arable land for the south. The spatial mismatch of water and food production has posed a great threat to sustainable development. To quantify the virtual water flow with grain trade and evaluate its influence on the regional water resources system, this study simulated the interprovincial virtual water flow embedded in grain transportation based on a linear optimization model and assessed the water pressure induced by virtual water flow. Results show that the annual virtual water flow (as much as 73.46 billion m3 in 2012) associated with interprovincial grain trade is mainly from the North to the South. The grain output areas are mainly located in the Northeast, Northwest, and the North China Plain, while the grain input areas are mainly distributed in the eastern and southern coastal provinces with well-developed economies. According to the estimation, when China's food demand reaches a peak of 650 million tons in 2030, the virtual water flow will further increase and the volume of virtual water flowing out of Northeast China will be up to 50 billion m3, accounting for 90 % of the total virtual water flow. The increasing the virtual water outflow in North China will severely exceed the local water resources capacity in the arid and semi-arid areas and have an obvious negative impact on sustainable development in Northern China. Further improving the water use efficiency, adjusting the structure of spatial grain production distribution and physical-virtual water coupled management are effective countermeasures to ensure the coordination safety of food and water in China.

Abstract:The regional comprehensive economic partnership (RCEP) is today the largest free trade area in the world. This paper examines agricultural trade in the RCEP from 2010 to 2019 through the perspective of virtual water. And the drivers of the virtual water flow between China and the RCEP are also explored. The results are as follows: the virtual water flow during the study period was 2,576.51 billion m3. From a temporal perspective, the annual virtual water flow over the study period is characterized by a slow rise–significant fall–slow rise. It has the characteristics of concentration in spatial distribution and water resources and product structure. However, the concentration degree showed a downward trend during the study period. Then, we have divided the major trading into four categories based on whether there is a shortage of water on both sides of the trade. In terms of the drivers of virtual water flows between China and the RCEP, we have used the gravity model to arrive at the following findings: crop yields, bilateral economic scale, and agricultural labor resources are the main drivers. Our research results have reference values for adjusting bilateral agricultural trade and water conservation.

Abstract:Blue water (irrigation water) and green water (rainwater) constitute the indispensable inputs in crop production, and they virtually flow through crop trade. The valuation of water for crops is becoming essential for providing not only guidance in measuring both the biophysical and economic sustainability of agricultural water resources but also crucial information for investors and authorities engaged in water allocations. However, valuation of green water has been severely disregarded. Here, taking the Yellow River Basin as the study case, we show the feasibility of estimating the value of green water for crop production considering the costs in production processes in addition to blue water valuation. Thus, the volume versus value of blue and green water consumed in crop production as well as that of corresponding virtual water (VW) flows related to crop transfers within the basin are comparable. Fourteen major crops in current three typical years and four scenarios for the year 2050 under climate-socio-economic changes are examined. Results show that value of blue water was approximately 3 times that of green water for irrigated crops, whereas at similar level to the value of green water for rain-fed crops. Visible trade-offs between the regional volume and value of water used in crop production and that of the intra-national VW flows exist in terms of magnitude in time and space, as well as the structure by crops. The total volumes of the water footprint (WF), i.e., water consumption, in crop production and VW exports changed little over years, however the corresponding total water values was tripled and seven-folded, respectively, due to apple production expansions. Wheat was the biggest contributor in volume of VW export while apple accounted the most in value of VW export of the basin. The considered scenarios for 2050 suggested that the reduced values of crop-related WF and VW flows were more sensitive than the corresponding water quantity. This study implies the importance of managing the internal trade-offs or mutual effects between water resources and economic returns.
