Abstract:International Journal of Business Communication, Ahead of Print. The COVID-19 pandemic has posed severe challenges that require collaborative efforts from multi-sector organizations. Guided by an institutional theory framework that considers how both organizational fields and national level contexts affect organizations' social partnership communication, the current study examines the COVID-19-related social partnership communication network on social media. The cross-national study using semantic network analysis and exponential random graph models (ERGMs) first maps the meaning of COVID-19 social partnership network, and then investigates the role of organizational fields and a country's political system, economic system, educational system, and cultural system on the formation of interorganizational communication ties surrounding the relief efforts of COVID-19. Results reveal the importance of the political system—such as the presence of populist government, economic disparity, and uncertainty avoidance cultural orientation in shaping the social media-based social partnership communication network. In addition, NGOs from multiple issue areas are actively engaged in the network, whereas corporations from manufacturing and financial industries are active players.

Abstract:COVID-19 has caused huge losses to countries around the world, and it will not end in a short time. The lack of motivation for international joint prevention and control is one of the important reasons for the global pandemic of COVID-19. How to improve the efforts and level of international joint prevention and control has become an urgent problem to be solved. Considering the long-term and dynamic nature of international joint prevention and control, the differential game method is used to compare and analyze the optimal decisions of countries in the three scenarios of spontaneous governance, external subsidies and internal cost sharing. The results show that the optimal prevention and control efforts of countries are negatively correlated with discount rates, prevention and control cost coefficients, decay rate and risk factors. It is positively correlated with the impact degree of social benefits, the impact degree of prevention and control efforts on the level of joint prevention and control, the distribution ratio of social benefits, and the impact degree of prevention and control level on social benefits. The prevention and control efforts, joint prevention and control level, social benefits and system benefits under spontaneous governance are the lowest and highest under the internal cost sharing. The internal cost sharing will only be carried out when social benefits distribution ratio obtained reach a certain threshold. This study provides decision-making support for the joint prevention and control of countries to defeat COVID-19 under the normalization of the epidemic.

Abstract:Abstract Background The ongoing COVID-19 pandemic has highlighted the vast differences in approaches to the control and containment of coronavirus across the world and has demonstrated the varied success of such approaches in minimizing the transmission of coronavirus. While previous studies have demonstrated high predictive power of incorporating air travel data and governmental policy responses in global disease transmission modelling, factors influencing the decision to implement travel and border restriction policies have attracted relatively less attention. This paper examines the role of globalization on the pace of adoption of international travel-related non-pharmaceutical interventions (NPIs) during the coronavirus pandemic. This study aims to offer advice on how to improve the global planning, preparation, and coordination of actions and policy responses during future infectious disease outbreaks with empirical evidence. Methods and data We analyzed data on international travel restrictions in response to COVID-19 of 185 countries from January to October 2020. We applied time-to-event analysis to examine the relationship between globalization and the timing of travel restrictions implementation. Results The results of our survival analysis suggest that, in general, more globalized countries, accounting for the country-specific timing of the virus outbreak and other factors, are more likely to adopt international travel restrictions policies. However, countries with high government effectiveness and globalization were more cautious in implementing travel restrictions, particularly if through formal political and trade policy integration. This finding is supported by a placebo analysis of domestic NPIs, where such a relationship is absent. Additionally, we find that globalized countries with high state capacity are more likely to have higher numbers of confirmed cases by the time a first restriction policy measure was taken. Conclusions The findings highlight the dynamic relationship between globalization and protectionism when governments respond to significant global events such as a public health crisis. We suggest that the observed caution of policy implementation by countries with high government efficiency and globalization is a by-product of commitment to existing trade agreements, a greater desire to ‘learn from others’ and also perhaps of ‘confidence’ in a government’s ability to deal with a pandemic through its health system and state capacity. Our results suggest further research is warranted to explore whether global infectious disease forecasting could be improved by including the globalization index and in particular, the de jure economic and political, and de facto social dimensions of globalization, while accounting for the mediating role of government effectiveness. By acting as proxies for a countries’ likelihood and speed of implementation for international travel restriction policies, such measures may predict the likely time delays in disease emergence and transmission across national borders.

Abstract:Objectives COVID-19 has spread rapidly throughout the world, which has highlighted the importance of collaboration between countries to prevent further transmission of the virus. This review aims to identify the factors that influence international collaboration between policymakers for COVID-19 prevention and consider strategies to manage pandemics in the future. Study design A scoping review was conducted using the Arksey and O'Malley framework for scoping reviews. Methods A literature search was performed across PubMed, Google Scholar, Scopus and Embase databases using relevant keywords. The initial search identified 1010 articles; after selection criteria were applied, 28 studies were included in the review. Results Most of the selected articles were literature reviews and China had the greatest contribution of articles to this study. The following seven key categories influencing international collaboration were identified: political; structure; infrastructure; leadership and governance; knowledge and information sharing; community engagement; and process/action. Conclusion Leadership and governance was the most important factor identified in international collaboration between countries. Additionally, knowledge and information sharing were seen to help avoid repetition of negative situations experienced in other countries. Moreover, controlling COVID-19 on a global scale is more likely to be achieved when there are sufficient structures and resources, and when appropriate communication between countries, health systems and communities is used. This collaboration can also greatly benefit low- and middle-income countries where resources and expertise are often limited.

Abstract:The coronavirus disease 2019 (COVID-19) pandemic continues to claim lives around the world and, to some extent, reflects the failure of international cooperation. Global health diplomacy (GHD)can be a bridge for international cooperation for tackling public health crises, strengthening health systems through emphasizing universal health coverage for sustainable and equitable development, and rebuilding multilateral organizations. It can be a catalyst for future global health initiatives. Health should not be used as a political tool at the cost of people’s lives, nor should it become a proxy for geopolitics but can be used to diffuse tensions and create a positive environment for political dialogue. Health diplomacy’s focus should be to mitigate inequality by making available diagnostics, therapeutics, and vaccines as a global public good. The implications for the lack of international cooperation will lead to increased global disparities and inequities as the countries that cannot procure vaccines will find their population more vulnerable to the pandemic’s repercussion. Though the international cooperation on trade has suffered the impact of geopolitical shifts and competition, through engaging in GHD, the governments can align the trade and health policies. Amid this global health crisis, the World Health Organization (WHO) has faced an increase in International Health Regulations violations, limiting its influence and response during this COVID-19 pandemic. Nations need to develop a sense of cooperation that serves as the basis for a mutual strategic trust for international development. The priorities of all the countries should be to find the areas of common interest, common operational overlap on development issues, and resource allocation for this global fight against COVID-19.
Culture and effectiveness of distance restriction policies: evidence from the COVID-19 pandemic

Abstract:Natural disasters bring indelible negative impacts to human beings, and people usually adopt some post hoc strategies to alleviate such impacts. However, the same strategies may have different effects in different countries (or regions), which is rarely paid attention by the academic community. In the context of COVID-19, we examine the effect of distance restriction policies (DRP) on reducing human mobility and thus inhibiting the spread of the virus. By establishing a multi-period difference-in-differences model to analyse the unique panel dataset constructed by 44 countries, we show that DRP does significantly reduce mobility, but the effectiveness varies from country to country. We built a moderating effect model to explain the differences from the cultural perspective and found that DRP can be more effective in reducing human mobility in countries with a lower indulgence index. The results remain robust when different sensitivity analyses are performed. Our conclusions call for governments to adapt their policies to the impact of disasters rather than copy each other.
From bureaucratic administration to effective intervention: Comparing early governmental responses to the COVID-19 virus across East Asian and western health systems

Abstract:The outbreak of COVID-19 in early 2020 created dangerous public health conditions which pressured governments and health systems to respond in a rapid and effective manner. However, this type of rapid response required many governments to bypass standing; bureaucratic structures of health sector administration and political governance to quickly take; essential measures against a rapidly evolving public health threat. Each government's particular; configuration of governmental and health system decision-making created specific structural and functional challenges to these necessary centrally developed and coordinated strategies. Most East Asian governments (except Japan) succeeded relatively quickly in centralizing essential disease control and treatment initiatives in a timely manner. In contrast, a number of European countries, especially those with predominantly tax-based financing and politically managed health delivery systems, had greater difficulty in escaping bureaucratic governance and management constraints. Drawing on data about these governments' early stage COVID-19 control experiences, this article suggests that structural changes will be necessary if low-performing governments are to better respond to a pandemic. This paper also summarizes other relatively successful strategies. By adopting such strategies, nations can help overcome structural bureaucratic and administrative obstacles in responding to further waves of COVID-19 or similar future pandemic events.

Abstract:The spread of COVID-19 and ensuing containment measures have accentuated the profound interdependence among nations or regions. This has been particularly evident in tourism, one of the sectors most affected by uncoordinated mobility restrictions. The impact of this interdependence on the tendency to adopt less or more restrictive measures is hard to evaluate, more so if diversity in economic exposures to citizens' mobility are considered. Here, we address this problem by developing an analytical and computational game-theoretical model encompassing the conflicts arising from the need to control the economic effects of global risks, such as in the COVID-19 pandemic. The model includes the individual costs derived from severe restrictions imposed by governments, including the resulting economic interdependence among all the parties involved in the game. By using tourism-based data, the model is enriched with actual heterogeneous income losses, such that every player has a different economic cost when applying restrictions. We show that economic interdependence enhances cooperation because of the decline in the expected payoffs by free-riding parties (i.e., those neglecting the application of mobility restrictions). Furthermore, we show (analytically and through numerical simulations) that these cross-exposures can transform the nature of the cooperation dilemma each region or country faces, modifying the position of the fixed points and the size of the basins of attraction that characterize this class of games. Finally, our results suggest that heterogeneity among regions may be used to leverage the impact of intervention policies by ensuring an agreement among the most relevant initial set of cooperators.

Abstract:The COVID-19 pandemic has left international cooperation and liberalistic values in crisis. As liberalism's downfall is widely discussed, international collaborations like the European Union are criticised for their inability to operate adequately during the pandemic. The four examples in this paper are middle power countries (South Korea, Japan, Taiwan, and Singapore) in terms of economic scale and influence. The purpose of this study was to uncover possibilities for and limitations of these middle powers within international cooperative efforts during and after the pandemic. The unknown factor is the path the post-pandemic world will follow. Will nations focus on independent survival? Or will international cooperation shape the new world? Globalisation already seems to have progressed too far for the national egoism of the great powers to prevail. Even if face-to-face is replaced by virtual and offline meetings move online, the social nature of humans remains unchanged, and international cooperation remains valid. The four middle power countries in Asia, which are included among the most economically successful countries, are important to international society based on their relatively excellent quarantine performance. What is important in the diplomacy of middle power countries is not traditional security and hard power but the soft power of international law, human rights, health security, and international cooperation.

Abstract:The control and prevention of public health emergencies can face severe challenges, especially financial and material challenges during the coronavirus disease 2019 (COVID-19). Enabling and ensuring smooth financial and material flows across levels, within the country, and across countries are essentially important to preparedness for global health emergencies, which cannot easily be achieved without being facilitated by preferential tax policies. China’s preferential tax policy practice developed at early stages of the COVID-19 pandemic could be useful experiences which can be adapted to unique contexts of other countries, so different stakeholders including citizens could be effectively motivated and involved in the fight against the COVID-19 pandemic. However, we should see that these policies are temporary and issued as an afterthought. There is still much to learn about how epidemic responders and policy-makers can make the most of each other’s expertise to fit into the wider information architecture of epidemic response.

Abstract:We investigated the factors influencing the progression of the pandemic from a global perspective by using the Geodetector and Correlation methods and explored the pandemic response policies and effects in different countries. The results yielded three notable findings. First, empirical results show the COVID-19 pandemic is influenced by various factors, including demographic and economic parameters, international travelers, urbanization ratio, urban population, etc. Among them, the correlation between urban population and confirmed cases is strongest. Cities become the key factor affecting the COVID-19 pandemic, with high urbanization levels and population mobility increases the risk of large-scale outbreaks. Second, among control measures, School-closures, International-travel-restrictions, and Public-gathering-restriction have the best control effect on the epidemic. In addition, the combination of different types of control measures is more effective in controlling the outbreak, especially for Public-gathering-restrictions ∩ School-closures, International-travel-restrictions ∩ Workplace-closures, Public-transport-restrictions ∩ International-travel-restrictions. Third, implementing appropriate control measures in the first month of an outbreak played a critical role in future pandemic trends. Since there are few local cases in this period and the control measures have an obvious effect.

Abstract:AbstractThe outbreak of coronavirus disease 2019 (COVID-19) has caused more than 80 813 confirmed cases in all provinces of China, and 21 110 cases reported in 93 countries of six continents as of 7 March 2020 since middle December 2019. Due to biological nature of the novel coronavirus, named severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) with faster spreading and unknown transmission pattern, it makes us in a difficulty position to contain the disease transmission globally. To date, we have found it is one of the greatest challenges to human beings in fighting against COVID-19 in the history, because SARS-CoV-2 is different from SARS-CoV and MERS-CoV in terms of biological features and transmissibility, and also found the containment strategies including the non-pharmaceutical public health measures implemented in China are effective and successful. In order to prevent a potential pandemic-level outbreak of COVID-19, we, as a community of shared future for mankind, recommend for all international leaders to support preparedness in low and middle income countries especially, take strong global interventions by using old approaches or new tools, mobilize global resources to equip hospital facilities and supplies to protect noisome infections and to provide personal protective tools such as facemask to general population, and quickly initiate research projects on drug and vaccine development. We also recommend for the international community to develop better coordination, cooperation, and strong solidarity in the joint efforts of fighting against COVID-19 spreading recommended by the joint mission report of the WHO-China experts, against violating the International Health Regulation (WHO, 2005), and against stigmatization, in order to eventually win the battle against our common enemy — COVID-19.
Different roles of interpersonal trust and institutional trust in COVID-19 pandemic control

Abstract:The absence of pharmaceutical interventions made it particularly difficult to mitigate the first outbreak of coronavirus disease 2019 (COVID-19). The current study investigated how interpersonal trust and institutional trust influenced the control process. Trusts and COVID-19 data in 44 countries and 50 US states were analyzed; institutional trust was associated with case fatality rate, and interpersonal trust was associated with control speed. Two independent behavioral experiments showed that institutional trust manipulation increased participants' willingness to complete the COVID-19 test and that interpersonal trust manipulation increased conscious compliance with prevention norms and decreased unnecessary outdoor activities. Agent-based modeling further confirmed these behavioral mechanisms for two types of trust in the COVID-19 control process. New interventions are needed to help countries heighten interpersonal and institutional trust as they continue to battle COVID-19 and other collective threats.

Abstract:As countries are lifting restrictions and resuming international travels, the rising risk of COVID-19 importation remains concerning, given that the SARS-CoV-2 virus could be transmitted unintentionally through the global transportation network. To explore and assess the effective strategies for curtailing the epidemic risk from international importation nationwide, we evaluated "the joint prevention and control" mechanism, which made up of 19 containment policies, on how it impacted the change of medical observation and detection time from border arrival to laboratory confirmation of COVID-19 in its burst in China. Based on 1,314 epidemiological-survey cases from February 29 to May 25, 2020, we found that the synchronized approach of implementing multi-dimensional interventional policies, such as a centralized quarantine and nucleic acid testing (NAT), flight service adjustment and border closure, effectively facilitate early identification of infected case. Specifically, the implementation of the international flight service reduction was found to be associated with a reduction of the mean intervals of diagnosis from arrival to lab-confirmation by 0.44 days maximally, and the border closure was associated with a reduction of the diagnosis interval of imported cases by 0.69 days, from arrival to laboratory confirmation. The study suggests that a timely and synchronized implementation of multi-dimensional policies is compelling in preventing domestic spreading from importation.

Abstract:OBJECTIVE: Scientific research is an essential necessity for the prevention and control of COVID-19. Accelerated paper-sharing makes it possible to explore the responses of scientific communities of different countries and their research focus. This is achieved by examining relevant publications during the early stage of the pandemic. This paper explores a timely research assessment on COVID-19 among China, USA, and EU.MATERIALS AND METHODS: Papers indexed in PubMed and published from December 30, 2019, to March 11, 2020, were selected. Papers from China, USA, and EU were assessed by calculating the significance of items in the co-occurrence exported from VOSviewer.RESULTS: The results showed that Chinese studies focus more on clinical manifestations. while USA and EU focus on experimental research. Furthermore, US research is more geared toward detection techniques and mathematical models. China focuses more on monitoring the epidemic situation, and EU engages in both.CONCLUSIONS: This paper argues that the above distinctions are caused by differences in the stages of epidemic development, researchers' experience bases for formulating measures, traditions within the different medical cultures, and the distinction between "information" and "knowledge".

Abstract:Significance By linking seasonality of climate and changing human behavior, we demonstrate that collaboration on global efforts for prompt and intensive intervention is fundamental to coping with future pandemic waves of COVID-19. We propose that this collaboration can be started in locations with typically high population density and international travel, followed by other high-risk locations. We believe this tiered intervention strategy can greatly integrate global efforts and is effective and practical to improve the global emergency response to COVID-19 and many other infectious diseases.

Abstract:The outbreak and persistence of COVID-19 have posed a great threat to global public health and economic development. The continuous economic deterioration has been intensified due to the continuous prevention and control measures, such as closed management. Insisting on the prevention of the epidemic or economic restart has become a dilemma for all countries. Epidemic prevention is not only the main behavior of a single country but also a common problem faced by all countries in the region. Continuous prevention measures will affect economic development, but an early restart of the economy is faced with the recurrence of the epidemic. To avoid the emergence of prisoner's dilemma in the governance of the epidemic, each country cannot make decisions with its optimization, and so it is necessary to build a regional cooperation mechanism to achieve the overall optimization of the economy and prevent the epidemic. Based on the game theory, we analyzed the behavior of countries when carrying out regional cooperation to govern the epidemic and put forward specific cooperative income distribution schemes according to the different attributes of the countries. Our results showed that in the presence of population mobility, regional cooperation to govern the epidemic can minimize the total number of infected people and maximize the overall utility of the region, which was significantly better than the overall benefits of the region in the case of non-cooperation. However, in detail, the smaller the difference of preference for preventing and controlling the epidemic between the two, the more likely it is to lead to a win-win situation. Otherwise, there will be one with damaged interests. When damaged interests appear, the appropriate distribution of cooperative income to the country with a small economic scale and low preference in preventing the epidemic is more conducive to the achievement of cooperative mechanisms and the realization of a win-win situation in the region.

Abstract:Increasing transboundary crises necessitate the development of crisis management capabilities that transcend boundaries. In such situations, inter-governmental and cross-functional collaboration has become a common practice to address the complexities of governance challenges. This study employs Social Network Analysis to examine the structure, function, and evolution of policy collaboration networks in China in response to COVID-19 and SARS. Since the SARS outbreak, China has embraced a collaborative governance approach, considering the transboundary nature of COVID-19. This approach has led to the involvement of numerous specialized organizations engaged in economic and social development, contributing to the establishment of a larger and more loosely connected collaboration network. While the health department bears the primary responsibility for coordinating public health emergency management, diverse organizations with social governance and economic management functions have also emerged as key actors, providing crucial anti-epidemic information, knowledge, and resources to address this significant cross-border crisis.

Abstract:On March 11, 2020, the World Health Organization (WHO) declared the coronavirus (COVID-19) outbreak a pandemic. As the evolution and implications of the COVID-19 crisis are still unfolding, we posit that exploring the experiences and strategic responses of Asian countries may shed light on ways to combat COVID-19 for the rest of the world. In this paper, we first articulate the importance of resilience, strategic agility, and entrepreneurship in the context of the fight against COVID-19. Then, with the focus on China, South Korea, and Singapore, we discuss the impact COVID-19 is having on economies and businesses, governmental support for businesses and societies, and implications for global supply chain disruptions. We hope that the global health system will recover quickly, and that the world economy will be revitalized with the contributions and collaboration of science (including social science), industry, and governments.
