Abstract:The 1960s and 1970s saw the overt "politicization" of the American Psychological Association as an organization. Politics in this context carried a dual meaning referring to both political lobbying to promote the interests of psychology as a health profession and grassroots political action to advance social justice causes. In the years between the passage of the Community Mental Health Act (1963) and the Vail Conference on levels and patterns of professional training in psychology (1973), these two forms of politics were intertwined. The first significant political mobilization of professional psychologists in the postwar era occurred over the staffing of community mental health centers in the mid-1960s. These creations of the Great Society social welfare programs provided a platform for pursuing bold experiments in structural interventions to improve the lives and mental health of minoritized Americans and came to serve as hubs for the Black psychology movement of the early 1970s. This alternative model for the profession received careful consideration at the Vail Conference. However, a different relationship between politics and the profession crystalized by 1980. The politics of professionalism in psychology took the form lobby on behalf of practitioners working independent practices to receive reimbursement from third-party health insurance providers. This shift in the political economy of mental health has obscured this earlier, communitarian moment in American psychology. The racial economy of psychology's professionalization was structural, but not inevitable. It resulted from a series of historical choices. Abstract:Abstract Psychological research has failed to take accountability for the ways it has aligned with State interests, at the expense of solidarity with Black people protesting the criminal legal system and pursuing liberation in the U.S. Through a case study analysis of six psychological research articles, ranging from 1968 to 2022, this paper tracks evidence of psychology's alignment with the State's interests. Evidence emerges in clinical disease(s) assigned to enslaved and incarcerated Black people (drapetomania, protest psychosis) and in empirical assumptions and (il)logics binding research methods and analyses. While theoretical and methodological frameworks, language (“patients,” “rioters,” “ghetto residents,” “minority group members”) and levels of analysis (psyche, personality, social, community, identity, movement) evolve over time and across subdisciplines, racialized carceral ideologies persist across psychological research approaches. By tracing carceral footprints across this vast psychological literature, this analysis reveals how traditional empirical research weaponized pathologizing and criminalizing accounts to delegitimize Black protests of State violence from the Civil Rights Movement to the Movement for Black Lives and beyond.

Abstract:The social justice uprisings that have stemmed from several recent highly publicized murders of Black people by police have shed increasing light on the systems of oppression, inequity, and white supremacy that have been the backbone of the United States’ policing and criminal justice systems since their inception. The American Psychological Association, along with many professional organizations across the subfields of psychology, has released its statement outlining how psychology must contribute to the eradication of systemic racism and white supremacy. In this article, we address the need for psychology and its subfields to acknowledge our complicity in certain systems of oppression, such as our ties to law enforcement and the police, our support of mental health reforms that merely increase the scope of a punitive criminal justice system, and our complicity in the harm done by our current immigration policies. We argue that the best way, in fact the only way, for the profession to move toward an antiracist psychological practice is to embrace an abolitionist framework so that we may reimagine our relationships with historically oppressive institutions and rebuild our clinical practices to promote life-affirming interventions and liberation for individuals and communities.

Abstract:The field of clinical child and adolescent psychology is in critical need of transformation to effectively meet the mental health needs of marginalized and minoritized youth. As a field, we must acknowledge and grapple with the racist and colonial structures that support the scientific foundation, education and training of psychologists, and the service systems currently in place to support youth mental health in this country. We argue that to effectuate change toward a discipline that centers inclusivity, intersectionality, anti-racism, and social justice, there are four interrelated systems, structures, or processes that currently support racial inequity and would need to be thoroughly examined, dismantled, and re-imagined: (1) the experience of mental health problems and corresponding access to quality care; (2) the school-to-mental healthcare pathway; (3) the child welfare and carceral systems; and (4) the psychology workforce. A "call to action" is issued to address structural racism in these systems and recommendations are provided to guide clinicians, health care systems, educators, welfare and carceral systems, and those involved in training and retaining psychologists in the field in actions they can take to contribute to transformation. We assert that change will only occur when we individually and collectively take responsibility for the roles we have as agents for radical change within the personal and professional contexts in which we live and work. Only then will the field of clinical child and adolescent psychology be able to address the youth mental health crisis and effectively promote the health and well-being of all children.

Abstract:Review of General Psychology, Ahead of Print. In Euromodernity, the discipline of western psychology holds a unique place in the global knowledge order. It is the primary epistemic source, the authoritative voice of psychological knowledge. This essay explores epistemic problems with western psychological science and its canonical status. Epistemic selectivism—the failure to address phenomena which are detrimental to all human beings, not only those of concern to western subjects and their subjectivities—is identified as a problem to be solved in the discipline of western psychology. In order to address epistemic failures of western psychology I return to the knowledge that emerges from the geography where Europe launched its project of racial and racist modern life. I review the Black-Archipelago anticolonial canon that speaks psychology. I follow this thinking that pierces and penetrates the epistemic silences about psychological experience in Euromodernity. Of the plenitude of theories and concepts developed by Black, Caribbean anticolonial thinkers which are of relevance to understanding the psychological effects of Euromodernity I focus in this review on two fundamental ideas—Frantz Fanon's sociogenic principle and the emancipatory thrust of consciousness. An embrace of the principle of open epistemologies is proposed as a solution to the problem of epistemic selectivism.

Abstract:The Counseling Psychologist, Ahead of Print. Using structured-tabular thematic analysis, this study examines Black people's conceptualizations of mental health in response to the following question: What is mental health? Sixty participants reported an array of interrelated characteristics pertaining to mental health. Five themes were identified across participant responses, including: (a) Overarching Orientation to Mental Health, (b) Integrated Parts of a Whole, (c) Dynamic Balance, (d) Existentialism, and (e) Locus of Control. Implications influence how researchers and mental health practitioners may better address mental health with Black clients.

Abstract:Review of General Psychology, Ahead of Print. In the United States, there is an acute shortage of health service psychologists of color. In this paper, we examined this shortage in the context of the American Psychological Association's apology to people of color for psychology's role in perpetuating racism and human hierarchy. Drawing from literature on the sociohistorical context of race in America, we argue that the treatment meted out to Native Americans (e.g., exploitation and eviction from their homelands), Blacks (e.g., slavery), and other ethnic-racial groups resulted in the development of racist attitudes about human hierarchy and White superiority, and these initial behaviors and attitudes began a vicious cycle of discriminatory behaviors, racist attitudes, and societal inequities that are still affecting society in the present day. We also contend that the shortage of professional psychologists—both health service and applied—cannot be solved at the graduate school level where these individuals are trained. The solution has to start with increasing the numbers of students of color who succeed in elementary and secondary schooling, ultimately matriculating into college and graduate school. Thus, the solution requires interventions aimed at the entire educational trajectory. We conclude with recommendations for actions and advocacy from psychological associations such as the American Psychological Association as well as individual psychologists.

Abstract:In recent years, school psychology has given increasing attention to issues of social justice and antiracism. While such orientations are not new, the scope and centrality of these movements within the field are, as is the growing appreciation of the need to integrate them across all areas of professional activities and efforts in school psychology. The aim of this special topic section is to create a space for scholarship addressing a broad range of issues relevant to advancing equity and justice in school psychology. In particular, we seek to curate diverse scholarship that expands the ways we conceptualize, design, implement, and interpret school psychology research, as well as how we approach graduate preparation and practice in school psychology to advance equitable and just services for individuals from historically and systemically marginalized backgrounds. The resulting compilation of articles provide insight into how school psychologists can approach scholarship, practice, and professional education to advance antiracism, social justice, and equity. Themes include expanding the nature and scope of school psychology scholarship by confronting the detriments of whiteness and epistemic exclusion; centering equity, healing, and minoritized voices in practice; and leveraging diverse research methods, including participatory approaches, to elevate youth and family voices in addressing some of the most pressing issues in schools. Impact Statement School psychology has given increasing attention to issues of social justice and antiracism, with growing appreciation of the need to integrate them across all professional activities. This article contributes important information regarding how these broad efforts can be supported by confronting the detriments of epistemic exclusion and whiteness in scholarship; centering equity, healing, and minoritized voices in practice; and leveraging diverse research methods, including participatory approaches.

Abstract:Although the signal and idler light beams produced in the process of spontaneous parametric downconversion are mutually incoherent and exhibit no one-photon interference, interference effects should be observable after either the signal or the idler is reflected by a phase-conjugate mirror. The degree of coherence can, in principle, be as large as unity. We refer to the relationship between the signal and the idler produced by down-conversion as anticoherent and introduce a natural measure for the degree of anticoherence.

Abstract:The American Psychological Association's resolutions on dismantling systemic racism represent a watershed moment in our discipline, yet confusion remains as to what it means to "dismantle" racism given psychology's emphasis on changing individual beliefs. This submission will review the tension between "idealist" interpretations of critical race theory emphasizing individual beliefs and "realist" perspectives contextualizing racism within political economic arrangements. Psychology's adoption of an "idealist" framework will be shown to privilege a neoliberal project emphasizing individual change and symbolic performances of racial justice instead of structural changes benefitting people of color's material existence. Drawing on a decolonial critique of racial capitalism, we propose an alternative framework to challenge our discipline to broaden its political imagination by supporting evidence-based policies to dismantle racism as a structural and political force. This includes universal policies to reduce racial and economic inequality and population-specific policies such as reparations for African Americans predicted to stimulate economic growth. Urgently, the decolonial lens challenges psychology to theorize racism not as a primarily individual phenomenon but a political force that divides and conquers while enriching white economic elites. To fulfill the promises of the American Psychological Association's resolutions, we must directly challenge the political economic interests that benefit from racism and contribute to the common good as a form of "loving care." Abstract:Containing 55 mental disorders derived from the centered African framework of personality and drawing on the works of 22 mental health scholars spanning over 60 years, the Azibo Nosology II (Azibo, D. 2014a). The Azibo Nosology II: Epexegesis and 25th anniversary update: 55 culture-focused mental disorders suffered by African descent people. The Journal of Pan African Studies applied to college students of African descent is suggested for a new interdisciplinary subfield of educational and psychological studies. The subfield is defined as employing theory, research and practice that is expressly epistemologically located in African-centered deep thought pertaining to the mental health and behavioral functioning and well-being of students from any group of continental or Diaspora Africans having implications for academic adjustment, achievement and processes, including counseling and student support services. The argument for this proposed subfield is supported with an empirical study that exemplifies its purview. The subfield might enhance educator and mental health worker effectiveness thereby improving campus environment for African descent students.

Abstract:The contributions of Black scholars to psychology have been erased or marginalized within mainstream, U.S.-centered psychology. As such, psychologists and trainees have little exposure to strengths-based theories and schools of thought that center and humanize the experiences of people of African descent. This special issue intervenes on anti-Black racism at the epistemic level by curating a review of foundational contributions by diverse Black scholars in psychology and related fields. The special issue is organized around five integrative and overlapping themes: (a) Black scholars who have written on topics related to race, racism, and racial identity; (b) schools of thought that embody decolonial, liberation, and African psychologies and the scholars writing within these traditions; (c) scholars who have created new theories and approaches to conceptualizing the mental health of Black children, youth, and families; (d) Black scholars adopting an intersectional lens to research and practice; and (e) Black scholars creating spaces within existing organizations to theorize about and research the experiences of people of African descent. Abstract:Review of General Psychology, Ahead of Print. Systemic racism is a public health crisis that needs to be urgently and effectively addressed. Historical racism, contemporary biases, and prejudicial attitudes have persistently affected and damaged the mental health of people of color (POC) throughout the world. Although the 2021 apology from American Psychological Association (APA) acknowledged the profession's contribution to racism, much more work needs to be done to rectify and address past and current harm. A comprehensive, actionable, and concrete plan is needed to catalyze change. Adopting a socioecological approach can help tackle the multiple levels in which discrimination and unequal treatment take place. This necessitates more than just addressing the social determinants of illness, but also transforming the cultural competence of providers, organizations, and the mental health delivery system. Key to improving outcomes for POC domestically and abroad is increasing the affordability and access to care, diversifying and improving the cultural competence of the mental health workforce, and developing culturally adapted and effective care tailored to meet the culture-specific needs of diverse communities. Progress can only happen through proactive action and utilization of an anti-racist stance that commits significant financial and scientific resources to promote institutional, structural, systemic, and policy changes.

A Clinic for the People: Toward an Antiracist Psychiatry at the Tuskegee Institute 1947-1965

Abstract:From 1947 until 1963, a small group of psychiatrists from the Tuskegee Veterans Administration Hospital ran a Mental Hygiene Clinic designed to provide outpatient care and education to the Black residents of Macon County, Alabama. In an analysis of the clinic and the work of its Director, Dr. Prince Barker, we see the ways that Black psychiatrists tried to develop an antiracist approach to psychiatry and to develop their own autonomy in segregated Alabama. But there were limitations to this work. Tensions between the state funding body, local politics, and the internal racism of psychiatry itself all made it difficult for Tuskegee psychiatrists to provide alternatives to care beyond the veil of the color line.

Abstract:Psychologists have an ethical responsibility to advance health equity and can play a significant role in improving health care experiences for families racialized as Black, including those with sickle cell disease (SCD), a group of genetic blood disorders primarily affecting communities of color. Parents of children with SCD report experiences of stigma and discrimination due to racism in the health care system. The current commentary describes the application of antiracism and participatory strategies to the research design, implementation, and dissemination of a behavioral medicine clinical trial (Engage-HU; NCT03442114) of shared decision-making (SDM) for pediatric patients with SCD, including (a) the development of a research question to promote justice for racialized groups; (b) a focus on "redressing imbalances" through SDM and a multidisciplinary, inclusive research team led by a Black psychologist; (c) community participatory approaches through the integration of stakeholder feedback across the study; and (d) centering context by attending to structural realities in response to the COVID-19 and racism pandemics. With attention to the fact that most primary caregivers of children with SCD are Black women, an intersectionality lens was applied. Abstract:This article introduces the "Behavior Analysis in Practice Emergency Series of Publications on Systemic Racism and Police Brutality." After the murder of George Floyd, the behavior analytic community was charged to respond in the spirit of Dr. Martin Luther King's challenge to social scientists. The charge of Dr. King was to explain real life phenomena negatively affecting the Black community. This series covered a wide range of topics with the intent of creating solutions that may be used to address remnants of the overarching impact of systemic racism and anti-Blackness. In this editorial, we provide an overview of the major themes of the accepted articles, some personal accounts of the editorial team, context for the special issue, discuss the contributions of the included articles, and a discussion of the areas in need of further work.
