Abstract:Zero-based budgeting (ZBB) is a management decision-making tool currently gaining wide acceptance. ZBB is a budgeting approach which is useful for planning, controlling and coordinating financial and human resources. It involves the re-evaluation of all budgeted activities in terms of priorities established by the management. The traditional process of incremental budgeting differs from ZBB in that only the planned changes are evaluated in the former. In incremental budgeting, the base budget is considered authorized and required little attention. The ZBB process focuses on the whol budget. This is accomplished by: (1) identifying decision units; (2) evaluating each decision unit in terms of performance, costs, benefits, and alternate means of accomplishiing the objectives; (3) ranking the decision packages; and (4) preparing a budget for the highest priority decision packages. The effect of the ZBB approach is that new high priority programs may be funded by eliminating or reducing existing lower-priority programs. ZBB is viewed as a logical process which can combine many of the elements of good management.

Abstract:Objective: To provide some direction for those interested in obtaining funding with the purpose of highlighting opportunities for beginner researchers in the health-care field. Method: Features of a good grant application are described and an audit of seven mental health professional journals was undertaken, the latter to determine, inter alia, whether the paper reported research findings and whether the authors received formal research funding. Result: The audit revealed that many types of papers that are published do not receive formal research funding and describe, for example, services, training issues, clinical practice and education programmes. Conclusion: Innovative and enterprising efforts are required to secure clinical research funding. Submissions must be detailed, comprehensive and relevant, but the onus is also on the researcher to ensure a feasible study, where funding obligations can be fulfilled and findings readily disseminated. Many research studies are conducted without achieving competitive funding, and getting published--and getting started in writing--does not hinge on conducting formal research or receiving research funding.

Abstract:Purpose – The purpose of this paper is to investigate how the budget, when split into a network of projects, can act as a management tool to balance control with creativity. Design/methodology/approach – A case study is used to discuss the budget in a large Norwegian festival. Simons’ (1995) concept of interactive use of budgets is applied for the analysis of empirical findings. Especially, the authors focus on the design and use of the budget and how it is aligned with the specific characteristics of festivals as economic organizations. Findings – The findings support earlier research which focusses on the need to balance between control and dynamic changes to successfully manage festivals. This study gives a detailed knowledge on how managers use budgets to combine management control with creativity and dynamic adaptions. Originality/value – This study contributes to a detailed understanding of how managers can use budgets as tools to stabilize between uncertainty, creativity and control.

Novice administrators of schools of nursing are expected to know about the budgetary process, budgeting techniques, and the various types of budgets that can be used, such as the open-ended budget, incremental budget, alternate-level budget, quota budget, formula budget, intramural budget, zero-based budget, and cost center budget. In addition, administrators are expected to know what key questions need to be asked about how the budget is structured and revenue sources and how to manage and evaluate their budgets.

Abstract:Non-profit organizations rely on effective financial management that enables the leadership and the workforce to use the funds to the advantage of the population in need. Since non-profit organizations cannot generate substantial revenues without the support of the government, individual donors, and/or the community, all resources must be allocated and distributed to achieve benefits and outweigh the costs. In other words, the budget of the proposed program on domestic violence must address all needs and meet social outcomes to undergo substantial improvements, such as decreased time in jail and reduced number of domestic crimes. For example, creating a domestic violence program should focus on providing education to prevent people from resorting to violence in domestic conflict resolution. It is anticipated that the program would help the community to witness a decrease in violent domestic crimes and time in jail for domestic violence-related crimes.

Abstract:Abstract This article examines the decades‐long practices of performance budgeting in different countries and their associated challenges from a multilayered institutional framework. Based on theory and lessons learned, the article recommends an array of strategies to address institutional and organizational barriers. It also proposes to reconceptualize performance budgeting as a performance budget management system and suggests how multiyear budget planning, financial risk assessment, policy planning, the departmental budget cycle, the program budget cycle, stakeholder engagement, regular spending reviews, and performance audits should be integrated more closely to address the long‐term fiscal challenges faced by many governments and to respond to the public pressure on agencies to do more with less .

Abstract:Everyone knows that corporate growth--true growth, not just agglomeration--springs from innovation. And the common wisdom is that companies must spend lavishly on R&D if they are to innovate at all. But in these fiscally cautious times, where every line item of every budget in every company is under intense scrutiny, many organizations are doing just the opposite. They tighten their belts, subject nascent product-development programs to rigorous screening, and train R&D staffers to think in business terms so the researchers will be better able to decide whether an idea for a product or service is worth pursuing in the first place. Such efficiency measures are commendable, say authors Gary Hamel and Gary Getz. But frugality is not a growth strategy, they point out, and, in truth, there is very little correlation between corporate performance and the amount spent on innovation. Companies like Southwest, Cemex, and Shell Chemicals have shown that businesses don't have to spend a fortune on R&D to reap the benefits of innovation. To produce more growth per dollar invested, companies must produce more innovation per dollar invested. Hamel and Getz explain how businesses can dramatically improve their innovation yields. They offer these five imperatives: Increase the number of innovators among existing employees (whatever their job titles) by involving them in innovation processes and events. Focus on developing truly radical ideas--ones that change customers' expectations and behaviors and industry economics--not just incremental ideas. Look for innovation sources outside the organization, as well as inside. Increase the learning from small, low-risk experiments. And commit to long-term, consistent development efforts.

Abstract:As vital as the nursing human resource budget is to the successful achievement of institutional goals, it is very important to present a well-developed budget. Using current automated spreadsheet technology, the nursing human resource budget can be laid out in a format that is easy to understand and easy to present. Using the methods discussed in this article, the nurse executive will be able to perform infinite iterations of the proposed budget with a few simple key strokes, thus allowing for things like zero-based budgeting or addition of programs during the budgeting process or at a later date. Implications for nurse executives are discussed.

Abstract:Useful tips and strategies to optimize funding for civil engineering academic departments are presented. Three principleslearning the financial system, learning about the people who administer the system, and learning how to raise supplemental fundsare expanded upon in order to increase departmental funding as the only way to increase the quality of the academic program under current economic conditions. Techniques for optimizing the internal budget and increasing it are presented. Likewise, planning and implementing a development effort to raise funds from private, corporate, and foundation sources, together with strategies to increase federal governmental gifts and grants are discussed. How to gain a piece of the institution's yearend residual funds and prevent losses by midyear budget cuts are typical topics discussed. All of these ideas are related to the current economic stress of the nation.

Abstract:Onset of the coronavirus disease 2019 pandemic produced a fiscal shock of almost unprecedented scale and suddenness. Procedurally, the exigencies of responding to such crises make a mockery of the apparatus of normal budgeting. Standard near-term constraints and targets for fiscal choice lose utility as guides for budgeters; extraordinary procedures are invoked. Assessing the initial fiscal response reveals the extraordinary role the federal government plays during such a period as ultimate guarantor of the economy and social order. The federal government has constitutional responsibility and, under duress, is the only set of institutions with the capacity to play this role. Federal responses to ordinary emergencies generally assess their contribution to relief and recovery. In an extraordinary emergency such as the pandemic, responses may be assessed for their contributions to two additional policy objectives: readiness and resilience. An event of this magnitude also offers an opportunity to reconsider the aims of fiscal policies and whether the terms for measuring and judging policy outcomes are appropriate for such a period. The standard budget baseline lacks a component for the average multiyear cost of the federal government's exercise of its role as societal guarantor. The standard metric for judging fiscal policy—public debt as a percent of gross domestic product—is problematic as a fiscal policy target. An alternative would capture changes in public sector net worth, highlighting the net fiscal and economic benefit or cost of any policy to borrow in order to invest in long-term policy objectives.

Abstract:This paper analyses budgeting practices in the construction industry. It explains budget making as a process which tests knowledge and ranks functionalities under conditions of uncertainty. Firstly, the budget is one document in a network of documents that not reducible to each other. Secondly, it is developed in tensions between financial resources, concerns for reputation and pressures for timemanagement. Thirdly, the budget sums up propositions developed by multiple, dispersed calculating actors and adds resources to the collective rather than integrates all aspects of the knowledge of these actors. The budget sums up aspects of various inscriptions such as drawings, tender documents and dispersed calculations but it does not copy or take over the properties of their dimensions. There is a difference between the budget and the thing to be budgeted which accounts for its degree of fragility.

Abstract:Fiscal transparency is defined by the IMF as “the comprehensiveness, clarity, reliability, timeliness, and relevance of public reporting on the past, present, and future state of public finances”. For journalists, parliamentarians and citizens alike, fiscal transparency can mean an unobstructed view into the financial affairs of the state. But, what does that mean concretely? How does one do ‘fiscal transparency’? As it turns out, the starting point for this potentially empowering concept lies with open spending platforms, usually in the form of websites containing fiscal data. They are the key interfaces between data suppliers and users, and the result of policy makers carefully navigating a plethora of challenges ranging from data quality and compatibility to varying accounting systems and legal contexts. This paper, developed as part of the H2020 OpenBudgets.eu project, presents the results of conversations with creators and proponents of open spending portals, both to better understand its pitfalls and to formulate best practices.
