Abstract:The return on research investment resulting from new breakthrough scientific discoveries may be decreasing over time due to the law of diminishing returns, the relative decrease of research funding in terms of purchasing power parity, and various activities gaming the system. By altering the grant-review process, the scientific community may directly address the third problem. There is evidence that peer reviews of research proposals may lack reliability and may produce invalid or inconsistent ratings. In addition, extreme focus on grantsmanship threatens to uproot a cornerstone principle that scientific-value should be the key driver in funding decision-making. This opinion provides (1) a justification of the need to consider alternative strategies to boost the impact of public investment in innovative scientific discovery, (2) proposes a framework for flipping the traditional front-loaded peer-review approach to allocation of research funding, into a new back-loaded assessment of scholarly return on investment, and (3) provokes the scientific community to accelerate the debate on alternative funding mechanisms, as the stakes of inaction may be very high.

Abstract:Objective: To provide some direction for those interested in obtaining funding with the purpose of highlighting opportunities for beginner researchers in the health-care field. Method: Features of a good grant application are described and an audit of seven mental health professional journals was undertaken, the latter to determine, inter alia, whether the paper reported research findings and whether the authors received formal research funding. Result: The audit revealed that many types of papers that are published do not receive formal research funding and describe, for example, services, training issues, clinical practice and education programmes. Conclusion: Innovative and enterprising efforts are required to secure clinical research funding. Submissions must be detailed, comprehensive and relevant, but the onus is also on the researcher to ensure a feasible study, where funding obligations can be fulfilled and findings readily disseminated. Many research studies are conducted without achieving competitive funding, and getting published--and getting started in writing--does not hinge on conducting formal research or receiving research funding.

Abstract:While the worldwide trend in life expectancy continues to increase slightly overall, the trend for the last few decades in developed countries is that more people are spending more years in poor health with multiple chronic comorbidities. These chronic conditions in aging populations consume high proportions of national healthcare budgets. The relatively young field of longevity research, after accumulating insights into the mechanisms of aging and producing dramatic laboratory demonstrations of life extension in some organisms, is entering the translational phase. This phase, through clinical trials, will confirm or refute the "geroscience hypothesis" that drugs can change the trajectory of the processes of aging within cells, and ultimately in living humans. At the same time, traditional funding patterns do not favor such visionary "moonshot" research, which, despite the potential for ultimately providing benefits for everyone, offers little prospect for rapid return on investment and high probabilities for early phase failure. New radical funding strategies incentivizing innovation will have to be called into play.

Abstract:This paper overviews the economics of scientific grants, focusing on the interplay between the inherent uncertainty in research, researchers' incentives, and grant design. Grants differ from traditional market systems and other science and innovation policy tools, such as prizes and patents. We outline the main economic forces specific to science, noting the limited attention given to grant funding in the economics literature. Using tools from information economics, we identify key incentive problems at various stages of the grant funding process and offer guidance for effective grant design. In the allocation stage, funders aim to select the highest-merit applications while minimizing evaluation costs. The selection rule, in turn, impacts researchers' incentives to apply and invest in their proposals. In the grant management stage, funders monitor researchers to ensure efficient use of funds. We discuss the advantages and potential pitfalls of (partial) lotteries and emphasize the effectiveness of staged grant design in promoting a productive use of grants. Beyond these broadly applicable insights, our overview highlights the need for further research on grantmaking. Understudied areas include, at the micro level, the interplay of different grant funding stages, and at the macro level, the interaction of grants with other instruments in the market for science.

Abstract:Securing research funding is a challenge faced by most scientists in academic institutions worldwide. Funding success rates for all career stages are low, but the burden falls most heavily on early career researchers (ECRs) - young investigators in training and new principal investigators - who have a shorter track record and are dependent on funding to establish their academic career. The low number of career development awards and the lack of sustained research funding results in the loss of ECR talent in academia. Several steps in the current funding process, from grant conditions to the review process, play significant roles in the distribution of funds. Furthermore, there is an imbalance among certain research disciplines and labs of influential researchers that receive more funding. As a group of ECRs with global representation, we examined funding practices, barriers, facilitators, and alternatives to the current funding systems to diversify risk or award grants on a partly random basis. Based on our discussions, research, and collective opinions, we detail recommendations for funding agencies and grant reviewers to improve ECR funding prospects worldwide and promote a fairer and more inclusive funding landscape for ECRs.

Abstract:The transition from postdoc to junior faculty is exciting and uniquely challenging. On one hand, it allows for increased creative freedom and the opportunity to grow into an independent scientist. On the other hand, it comes with increasing administrative responsibilities, feelings of isolation, and high pressure to perform. The result is an environment that can leave very limited time for creative thinking and reflection. Here, we describe how participating in a program that allowed us to step out of our routine and work together helped us become more independent-and regain time to think.

Abstract:We surveyed 113 astronomers and 82 psychologists active in applying for federally funded research on their grant-writing history between January, 2009 and November, 2012. We collected demographic data, effort levels, success rates, and perceived non-financial benefits from writing grant proposals. We find that the average proposal takes 116 PI hours and 55 CI hours to write; although time spent writing was not related to whether the grant was funded. Effort did translate into success, however, as academics who wrote more grants received more funding. Participants indicated modest non-monetary benefits from grant writing, with psychologists reporting a somewhat greater benefit overall than astronomers. These perceptions of non-financial benefits were unrelated to how many grants investigators applied for, the number of grants they received, or the amount of time they devoted to writing their proposals. We also explored the number of years an investigator can afford to apply unsuccessfully for research grants and our analyses suggest that funding rates below approximately 20%, commensurate with current NIH and NSF funding, are likely to drive at least half of the active researchers away from federally funded research. We conclude with recommendations and suggestions for individual investigators and for department heads.

Abstract:In major universities, research must be seen in many dimensions: the different disciplines, basic vs. applied, incremental vs. transformative, disciplinary or interdisciplinary, single researcher or collaborative, and much more. A fundamental difference that receives increasing attention is the distinction between incremental research vs. transformative research. Incremental research takes existing research results to the next step while transformative research opens up whole new ways of framing questions, often challenging what is “known,” and leading to new paths of knowledge creation that could lead to new academic disciplines or completely new approaches to practical issues/problems. Incremental research is critical to bring existing results to their most valuable ends. Transformative research has high impact in opening up new paths to important knowledge, but it poses daunting challenges in being unpredictable, long term, and high risk. Providing appropriate infrastructure is critical for all kinds of research (e.g., facilities, lab space, special equipment, staff support). To assure sustained access to these resources, effective planning is necessary, which poses a significant challenge given the long-term, high-risk, and unpredictable nature of transformative research. To address these planning challenges, it is necessary to explore ways of creating an environment and resources that make successful transformative research more likely to happen rather than planning for incremental research. Such strategies include supporting uniquely powerful facilities that fit with academic strengths (e.g., a strong research reactor, radio-astronomy facility). Another is to maintain a supportive environment for interdisciplinary research. Yet another strategy is to orient performance evaluation away from productivity, which is the enemy of long-term, risky, unpredictable research. And lastly, it is critical to have a positive mindset for challenges to existing knowledge.

Abstract:The design of research grants has been hypothesized to be a useful tool for influencing researchers and their science. We test this by conducting two thought experiments in a nationally representative survey of academic researchers. First, we offer participants a hypothetical grant with randomized attributes and ask how the grant would influence their research strategy. Longer grants increase researchers' willingness to take risks, but only among tenured professors, which suggests that job security and grant duration are complements. Both longer and larger grants reduce researchers' focus on speed, which suggests a significant amount of racing in science is in pursuit of resources. But along these and other strategic dimensions, the effect of grant design is small. Second, we identify researchers' indifference between the two grant design parameters and find they are very unwilling to trade off the amount of funding a grant provides in order to extend the duration of the grant $\unicode{x2014}$ money is much more valuable than time. Heterogeneity in this preference can be explained with a straightforward model of researchers' utility. Overall, our results suggest that the design of research grants is more relevant to selection effects on the composition of researchers pursuing funding, as opposed to having large treatment effects on the strategies of researchers that receive funding.

Abstract:Purpose: Extramural funding is critical to career success and advancement in academic surgery, and surgical residents can apply for both societal and federal funding. Many federal funding mechanisms require proposals to be submitted before residents' formal research years. Methods: To better understand the resident experience with grantsmanship, we distributed a validated grantsmanship self-efficacy assessment inventory for voluntary completion at our academic general surgery training program with 2 years of dedicated research. The survey covers 3 domains: conceptualizing, designing and analyzing, and funding a study. All questions are scored 0 to 10 with 0 indicating no confidence and 10 indicating complete confidence. Median scores for the 3 domains were calculated for all respondents and compared between training years using Kruskal-Wallis with post-hoc Dunn testing. Results: Forty-four surveys were completed with a response rate of 84%. Resident self-efficacy in grantsmanship improved throughout the training years with the greatest changes being in their comfort with conceptualizing and funding a study. Dunn testing identified specific differences between PGY2 and PGY7 comfort with conceptualizing studies (median 5 vs. 7.5, p = 0.003) and understanding of funding mechanisms (median 2.0 vs. 7, p = 0.003). Conclusions: While comfort with conceptualizing and funding studies does increase throughout the training years, this often develops after critical funding deadlines have already passed and can disadvantage surgical residents interested in academic careers. A curriculum that emphasizes familiarity with the grant writing and funding processes may better facilitate long term career success.

Instrumentation and Methods for Astrophysics

Abstract:It is common practice among young astrophysicists these days to invest research time conservatively in mainstream ideas that have already been explored extensively in the literature. This tendency is driven by peer pressure and job market prospects, and is occasionally encouraged by senior researchers. Although the same phenomenon existed in past decades, it is alarmingly more prevalent today because a growing fraction of observational and theoretical projects are pursued in large groups with rigid research agendas. In addition, the emergence of a ``standard model'' in cosmology (albeit with unknown dark components) offers secure ``bonds'' for a safe investment of research time. In this short essay, which summarizes a banquet lecture at a recent conference, I give examples for both safe and risky topics in astrophysics (which I split into categories of ``bonds,'' ``stocks,'' and ``venture capital''), and argue that young researchers should always allocate a small fraction of their academic portfolio to innovative projects with risky but potentially highly profitable returns. In parallel, selection and promotion committees must find new strategies for rewarding candidates with creative thinking.

Abstract:Since the 1970s two fundamental shifts have occurred in health research funding: a reduction in the buying power of research dollars, and an increase in the competition for resources. Most fields have also seen a decrease in the dollars available for research. Pressures for justifying the relevance of research activities have become increasingly pragmatic. The thesis of this paper is that scientific creativity and innovation are compromised by the highly uncertain and competitive funding environment of contemporary health research. This is largely because criteria of scientific excellence predicated on an investigation's presumed future impact support the status quo of methods and subject matter in funded research. Extraordinary rationality among scientists seeking and allocating resources promotes the survival of the existing system over time, yet inhibits progressive development through the transformation of conceptual models. Therefore, despite a growing unrest about the way research on population health is conducted, new conceptions of the relationship between theory and methods have been slow to emerge. Amelioration of a disjunction between the institutionalized rules governing science and the culturally sanctioned goals of science requires commitment to a dialectic between orthodoxy and dissent.

Abstract:Useful tips and strategies to optimize funding for civil engineering academic departments are presented. Three principleslearning the financial system, learning about the people who administer the system, and learning how to raise supplemental fundsare expanded upon in order to increase departmental funding as the only way to increase the quality of the academic program under current economic conditions. Techniques for optimizing the internal budget and increasing it are presented. Likewise, planning and implementing a development effort to raise funds from private, corporate, and foundation sources, together with strategies to increase federal governmental gifts and grants are discussed. How to gain a piece of the institution's yearend residual funds and prevent losses by midyear budget cuts are typical topics discussed. All of these ideas are related to the current economic stress of the nation.

Scientific Talent Leaks Out of Funding Gaps

Abstract:We study how delays in NIH grant funding affect the career outcomes of research personnel. Using comprehensive earnings and tax records linked to university transaction data along with a difference-in-differences design, we find that a funding interruption of more than 30 days has a substantial effect on job placements for personnel who work in labs with a single NIH R01 research grant, including a 3 percentage point (40%) increase in the probability of not working in the US. Incorporating information from the full 2020 Decennial Census and data on publications, we find that about half of those induced into nonemployment appear to permanently leave the US and are 90% less likely to publish in a given year, with even larger impacts for trainees (postdocs and graduate students). Among personnel who continue to work in the US, we find that interrupted personnel earn 20% less than their continuously-funded peers, with the largest declines concentrated among trainees and other non-faculty personnel (such as staff and undergraduates). Overall, funding delays account for about 5% of US nonemployment in our data, indicating that they have a meaningful effect on the scientific labor force at the national level.
