Abstract:Hong focuses on how the state, in conjunction with market forces and class interests, is constructing and realigning its digitalized sector. State planners intend to build a more competitive ICT sector by modernizing the network infrastructure, corporatizing media-and-entertainment institutions, and by using ICT as a crosscutting catalyst for innovation, industrial modernization, and export upgrades. The goal: to end China’s industrial and technological dependence upon foreign corporations while transforming itself into a global ICT leader. The project, though bright with possibilities, unleashes implications rife with contradiction and surprise. Hong analyzes the central role of information, communications, and culture in Chinese style capitalism. She also argues that the state and elites have failed to challenge entrenched interests or redistribute power and resources, as promised. Instead, they prioritize information, communications, and culture as technological fixes to make pragmatic tradeoffs between economic growth and social justice.

Abstract:This book examines the genesis, mechanisms, and dynamics of forging a network-based economy in China during the crisis and the restructuring act that followed. Through historical analysis of the entire range of communications, from telecommunications to broadband, from wireless networks to digital media, it explores how the state, entangled with market forces and class interests, constructs and realigns its digitalized sector. It argues that corporatization, networking, and investment within the state-dominated realm of communications intensified after the 2008 global economic crisis, to overcome the contradictions generated by the old investment-and-export dependent growth model, on the one hand, and to enhance China’s techno-economic capacities in the renewed global competition for command, on the other. Despite the qualitative changes it brought in communications, this strategy achieved limited results for economic restructuring, because the ensuing spending binges paid little attention to social needs. Ultimately, this book historicizes and theorizes China’s state-led model of digital capitalism, which contends, collaborates, and overlaps with the U.S.-dominated system of global digital capitalism. It reveals so-called cyber nationalism or networked nationalism as neither monolithic nor guaranteed but contingent upon specific political-economic relations. It also predicts the future: While China’s embrace of communications is likely to accelerate the country’s global rise, it is not going to be a simple rise to power but a continual effort to tamp down crises and manage contradictions.

Abstract:China holds a long-term national strategy called the "Chinese Dream" to overtake the United States to become the world's leading hegemonic power by 2049. As a policy to realize the "Chinese Dream," China has launched the "Digital Silk Road Initiative" and is developing an IoT platform on an information and telecommunications infrastructure in an attempt to capture the power to control information from the United States by enclosing information not only in the Eurasian continent but also in the world. In addition, China has set forth a long-term strategy for techno-hegemony in the form of "China Manufacturing 2025," and, in accordance with this strategy, China is using cyberattacks to silently force developed countries to transfer technology. Through such unfair means of technology transfer, China has succeeded in establishing its hegemony in digital technology by gaining an advantage in the development of next-generation information and communication technology and space technology.

Abstract:Conventional wisdom holds that economic modernization would lead to political liberalization and, eventually, democracy. However, China has been an exception to that prediction. China's information revolution, the rapid popularization of information and communication technology (ICT) at its core, has brought two important changes to the country's state–society relations. First, the skillful diffusion of thought through ICT and the resulting openness of information have led to decentralization of information and diversification of public opinion in Chinese society. Second, savvy handling of communications through ICT has transformed the organization and forms of political mobilization and participation in Chinese politics. While China's political system is becoming increasingly unstable and repressive, it is imperative for the Chinese government to control the political outcomes of the country's dramatic economic and social transformation. Through conceptual discussions, policy analyses, and case studies, this article investigates why China's authoritarian government has been able to handle the ICT-related changes and manage the challenges generated by the country's rapidly evolving state–society relations in the digital age.

Abstract:This paper examines both the universal features and unique aspects of China's digitalization process. The impact of digitalization, domestically and in other Asian countries, is also explored. China's digital economy has grown rapidly since the end of the first decade of the 21st century, and compared to other countries with similar levels of economic development, China has a high rate of use of digital services. China's digitalization process is driven by both private companies and by the state's strategic initiatives, including social governance. China faces both opportunities and risks from digitalization. Workers in rural areas as well as older workers may face a higher risk of job loss through automation in the future. Chinese IT companies are eager to expand their activities both domestically and in foreign countries, and their investments in so-called "unicorn" companies in Southeast Asia are especially noteworthy.

Abstract:This article provides an overview of research on digitalization and how it affects state-society relations in China and around the world. It offers a necessary background for understanding the Chinese government's incorporation of digital technology into public administration and how digitalization impacts state-society relations, which is a central theme of this special issue. We find that the Chinese government's proactive use of digital technology has given rise to the complex interaction between the citizens and agencies in a fragmented state system. While censorship and propaganda are still important functions of information and communication technologies (ICTs), we also find that different parts of the state adopt ICTs for various other purposes, and the use of ICTs results in multiple consequences. Higher-level governments aim to use an "e-Weberian" system to keep their subordinates in check, while some local governments seek to attract investment by leapfrogging in digitalization. Empirical evidence suggests that the quality of online responsiveness also varies across agencies and regions. We conclude that the process and outcomes of digitalization are shaped not only by the interaction between the citizens and government but also by the competition, strategizing, and collaboration among state actors.

Abstract:Data has become one of the most valuable assets for governments and firms. Yet, we still have a limited understanding of how data reshapes international economic relations. This paper explores various aspects of data politics through the lens of China's digital rise and the country's global engagement. I start with the theoretical premise that data differs from traditional strategic assets (e.g., land, oil, and labor), in that it is nonrival and partially excludable. These characteristics have generated externality, commitment, and valuation problems, triggering three fundamental changes in China's external economic relations. First, data's externality problem makes it necessary for states to regulate data or even to pursue data sovereignty. However, clashes over data sovereignty can ignite conflicts between China and other countries. Second, the commitment problem in data use raises global concerns about foreign government surveillance. As data is easier to transfer across borders than physical commodities, Chinese tech companies' investments abroad are vulnerable to national security investigations by foreign regulators. Chinese tech companies, therefore, confront a "deep versus broad" dilemma: deep ties with the Chinese government help promote their domestic business but jeopardize their international expansion. Lastly, data's valuation problem makes traditional measures (e.g., GDP) ill-suited to measure the relative strengths of the world's economies, which may distort perceptions of China and other states.

Abstract:The article discusses the characteristics of China's advance to the position of the world digital leadership. The objectives of the study are the identifying of the most dynamically developing areas of digital transformation based on the integration of modern technologies, big data, artificial intelligence (AI), robotics, 3D printing, cloud technologies into supply chains for implementation in production processes. The impact of digitalization processes on the formation of a new society based on both traditional cultural values and high susceptibility to Western innovations is analyzed. There is a reversal of China's global strategy from a development model based on external factors to a wider use of internal regional reserves, which, in particular, is facilitated by the confrontation with the United States and the effect of the COVID-19 pandemic. It is concluded that achieving digital leadership in the competition with the United States for China is hardly possible in the foreseeable future. There are still insurmountable barriers on the way: the lack of economic freedoms, including in the field of using the Internet, environmental challenges that require structural restructuring of the economy, the presence of regional and social imbalances, a decline in economic growth, uncertainty in relations with the United States.
Pivot to Internet Plus: Molding China'S Digital Economy for Economic Restructuring?

Abstract:Under the Internet Plus policy, China’s Internet and digital economy become unprecedentedly important during the post-2008 economic restructuring. Using the Internet as a metaphor to represent the broader Web-oriented communications commodity chains that encompass access devices, networks, and services and applications, and by examining three state–corporate disputes involving Foxconn, Qualcomm, and Alibaba, this article historicizes the political economy of China’s digital economy, especially the liberalized and quasiliberalized sections, and then characterizes the nature of the state’s interventions under the auspices of economic restructuring. It argues that the state’s ability to make effective policy for change in this critical field is incoherent. The combination of state-power decentralization and the externally oriented commodity chain for the Web economy is likely to turn Internet Plus into a risky strategy, but the cyber business section of China’s digital capitalism is most likely to benefit.

Abstract:The article scrutinises the trajectory of China’s establishment of a digital state, rooted in a “whole-of-nation” system—or aptly termed (party–)state capitalism. The author illustrates the path of formulating and enforcing strategies to digitalise public services—including, importantly, the digital identity infrastructure—via institutional concentration that exemplifies both the positive and the exclusionary nature of social big data in streamlining administrative procedures. Two catalysts are spotlighted in China’s digital transformation: quasi-neoliberal market processes, and technology’s social change spillover effects. The author points to the fact that, since its inception, the contemporary Chinese state has created a cybernetic justification for “social governmentality”, as a means to redress potential informational imbalances in the process of ruling the state polity. For the Chinese administrative hierarchy, data provides the means to execute a top-down correctivist paradigm for steering societal conduct, a paradigm integrated into (but also to some extent in tension with) data- empowered state capitalism.

Abstract:The article studies the socio-cultural specifics of digitalisation of public administration system, economy, and education of China. With the help of historical and philosophical, comparative, and hermeneutic methods alongside with the analysis of secondary sources and statistical information, the authors examine the socio- cultural features of Chinese strategy of digital breakthrough and the impact this strategy may have on the global world. The following problematic areas of digitalisation have been identified: transparency of public administration system that is relevant to the Zeitgeist and demanded by the population versus strict state control over various spheres of life; the global Internet versus cyber sovereignty; maintaining a balance between internationalisation and localisation of Chinese education. Several potential spheres of influence on the international community have been highlighted: world-class standardisation; demand for Chinese education (including education in the field of public administration) in the global market for educational services; development of artificial intelligence due to national peculiarities of China (a huge volume of domestic data, the possibility of mass implementation of developments, financial capabilities of the country). Abstract:For the past decade, the pace of China’s digital and technological development has been rapidly increasing. While this growth creates economic opportunities, it has negative impacts for Chinese women who are marginalized at the intersections of gender, class, and geographic location. This paper adopts an intersectional feminist lens to examine how Chinese women experience digital exclusion and gender oppression in the digital era. To do so, it discusses (1) existing technologies that reflect and perpetuate gender stereotypes through gendered technology design, (2) digital spaces and media censorship that disenfranchise women, and (3) AI surveillance and unfair labor practices that oppress women.This paper calls for social work practices in digital feminism at the micro, mezzo, and macro levels, specifically in promoting gender equality in training and design, leading feminist initiatives, and promoting digital accessibility and data protection.

Abstract:The year 2019 saw the curtain rise on a US–China bipolar rivalry quite different from the Cold War US–Soviet bipolarity. The fundamental difference between the current bipolar rivalry and that during the Cold War is that ideology is no longer the main engine driving international competition, but rather the new digital dimension of strategic competition that is emerging between the United States and China. Technological advancement over the past 15 years has led world history’s entry into the early digital age. The development of digital technology has created new ways of protecting national security, of accumulating national wealth, and of obtaining international support. Cybersecurity is becoming the core of national security and the share of digital economy in major powers’ gross domestic product dramatically increases. For the leading powers, strategic competition in cyberspace in this early digital age outstrips to a crucial extent that within physical geographic boundaries. This article observes that Cold War mentality and digital mentality will have mixed impact on foreign policy-making in the digital age, and that interactions between the nations whose foreign policy is simultaneously influenced by both mentalities will shape the emerging international order into one of uneasy peace, where there is no direct war and few proxy wars. It will rather be a scenario reflecting the dark side of globalization and downside of global governance, evident in the violation of agreements, double dealing, cyber-attacks, and technology decoupling between states. Although further digital advancement will indeed change international politics in ever more aspects, US–China bipolar configuration will nevertheless remain in place for at least for two decades, or perhaps longer.

Abstract:Among the numerous discourses on US-China relations in recent years, issues of the influence of digital international relations (which include such areas as digital/data diplomacy, cybersecurity, artificial intelligence (AI) development, and the influence of information projects in social networks) are rarely given explicit consideration. At the same time, all these elements have come under the pressure of datalization and takes a big pleasure on the place of states in the world politics. This article reveals the phenomenon of one the most important element of digital international relations — digital diplomacy of the USA and China — and focuses on the political and academic discourses about this foreign policy instrument in these countries. The first part of the study presents academic discourses on digital diplomacy of Chinese and American experts, provides characteristics of PRC and US digital diplomacy, trends and role in bilateral relations. The second part of the article reflects the existing strategies and projects in Chinese and American digital diplomacy in relation to each other. The authors stated that digital diplomacy evolved from just an instrument of international information broadcasting to the full-fledged foreign policy mechanism which already has visible elements, structural connections and an evolutionary path of development with difficult methodology and institutional regulation, covering the issues of public diplomacy and cybersecurity, and which is the main instrument of the new ideological and economic confrontation of two powers.

Abstract:This study examined China’s emergence in international politics using the economic, military, science and technological pointers and its implications for United States’ hegemony. This topic was of interest because the struggle by states to assume the position of global political headman ship has been a constant decimal in international relations history. The contemporary international system elevates the United States as the triumphant superpower. The continued growth of China’s economy and the current modernization and buildup of its military has become a source of open concern for some scholars and statesmen both in the west and in the regions adjacent to China. The increasing influence of China in international affairs and her gradual move towards great power status have caused anxiety to the extent that how to deal with China is the puzzle of this new millennium. The questions that were of interest included; To what extent does China’s economic expansion, military modernization programme and advancement in science and technology threaten US hegemony in the International system? Neorealism theory was adopted for this study because its basic concepts of anarchy, structure, capability, distribution of power, polarity and national interest boosted the analytical strength of this study and enhanced understanding of the subject matter. In seeking answers to the questions raised, the study adopted the documentary research method and trend research design. Data was sourced from mainly secondary sources and analysed through a survey of the documents collected. Findings revealed that beside the aspect of China’s military modernization, its economic expansion and advancement in science and technology poses a real threat to US hegemony in those areas. It was recommended that both countries should increase investment in the other and also that a dialogue-based approach should be adopted to help each country consider how best to maximize cooperation whilst minimizing tension and conflict.

Abstract:Based on a nationwide survey, this study examines the mediated constructions of political ideology and its antecedents in contemporary China. The empirical findings offer insights into China’s future by examining political beliefs in the country. Our study found that most of the respondents share an inclination toward Liberalism, indicating that the general public harbors expectations not only for expansion of market competition to ensure the country’s successful entry into the world economic system in the age of globalization, but also for deepening political reforms, increased supervision of political power, and growing access to democratic participation. The study also investigated the relationship between media use and political ideology, as the former, together with new technology, predicts the latter to varying degrees. In addition, social psychological factors such as the motivation to use the Internet and trust in media were found to play significant roles in these complex relationships. Individuals’ social interactions and their political cognitions also help to explain the complexity of political ideology in a transitional society.

Abstract:The paper is concerned with how Chinese public and civil society understand the so-called socialism with Chinese characteristics, or Chinese-style modernization, in the era of post-globalization capitalism and in light of their social imaginaries of technology and industry. The authors discuss historically formed as well as newly arising social imaginaries of the importance and role of industry, science, and technology in China when formulating an alternative, non-western vision of modernization presented in public cultural forms such as movies, TV dramas, social media discussions or broadcasted public conversations. The emphasis is on the particularity of the Chinese approaches toward industry, technology, and social development, and how they are similar to or different from liberal philosophies of technology.
Revisiting Dallas Smythe’s “cultural screening”: Maoist class politics and the technology revolution in socialist China

Abstract:Dallas Smythe’s concept of “cultural screening” is often overlooked, despite its crucial importance for the politics of technology. Smythe posited that developing socialist countries should scrutinize technology imported from capitalist countries due to its potentially adverse ideological impacts. In this paper, I examine and develop this concept by analyzing the intricate dynamics of class politics characterizing socialist China’s technological development. This paper also contributes to Chinese science and technology studies (STS) by providing new insights and perspectives. Unlike Smythe, who did not explicitly focus on class, Maoism emphasizes the role of class politics in shaping technological development. According to Mao, the participation of the masses in technological development is a key manifestation of socialism, whereas technocratic and intellectual approaches reflect capitalism. Therefore, he understood the development of technology as a “line struggle” between socialist and capitalist roads and prompted the mass mobilization of workers to study Maoist philosophy to ensure the implementation of “proletarian politics in command.” The philosophy study movement aimed to reshape epistemological relationships between knowledge and practice, workers and technocrats, and labor and technology/machinery to mediate class politics in technological development in socialist China.
