Abstract:Background: The "Healthy and Active Fund" involved 17 community-based projects focused on the delivery of physical activity interventions, led by a variety of public and third sector organizations. As a novel, direct approach to capturing impact at this level, these organizations were encouraged to robustly evaluate and monitor their own project's outcomes, with core funds allocated to this process. This study aimed to explore project experiences of planning and completing evaluation activities, to better understand how to support community-based practice improvement. Methods: In-depth semistructured interviews were completed with individuals who had supported their project's evaluation. Reflexive thematic analysis was used to identify key facilitators and barriers associated with evaluation in this context. Results: Across 3 identified themes, participants (N = 15, 12 projects) referred to a need for greater organizational capacity and expertise, familiarity with evaluation methods, partnership-working, inclusivity, and flexibility, particularly when collecting data from project beneficiaries. Overarching program support (eg, case officers) was viewed as a valuable resource that was disrupted by COVID-19. Participants highlighted the resilience of their projects when engaging with evaluation processes and acknowledged wider learning across organization networks as a result of this success. Conclusions: This study shows that projects may benefit from closer support and external expertise for research and evaluation. There is willingness by third sector and public bodies to adopt research and evaluation methods into routine practice, but significant barriers persist. Future programs should continue to support adaptable approaches to evaluation at community-level, to better progress health and well-being goals for diverse populations.

Abstract:Background: Undertaking child-focused evaluations using a participatory approach has received recognition in recent years. Such an approach is critical not only to build capacity amongst children and youth but also to increase the rigour, validity and usefulness of evaluation findings.Objectives: The current paper builds on the methods used in a longitudinal evaluation of a parenting programme on reintegration outcomes of children, ages 1–13 years, living in residential care facilities in Uganda. The procedures used to select and modify measures to enable 8–13-year-old children to self-report on their own outcomes are described.Method: Using a grounded theory of child development, the authors describe the data collection protocols and child-friendly measures used as well as the piloting work that was done by engaging children in the feedback process.Results: The study underscored the importance of adapting hybrid methods to the local context of a child-focused evaluation, especially in collecting data from young children on sensitive topics across a variety of situations.Conclusion: The process described in this article can be replicated for designing and conducting evaluations that are child centric and have children as informants of their own well-being.Contribution: The article contributes to a growing body of knowledge on child-focused evaluations by building on a study conducted in Uganda that focused on developing child-centric measures and data collection procedures. This study shows how to involve children as respondents and assists evaluators to design studies that are ethical, safe, and sensitive to the needs of the children.

Abstract:Using monoclonal antibodies (MCA) to measles virus (strain Leningrad-16) hemagglutinin, a competitive enzyme immunoassay (cEIA) was developed for the detection and titration of antihemagglutinating antibodies in human sera. Serum samples from children, collected in measles foci, were tested in cEIA, SP-EIA, HI, and PHA tests. The results evidence a high correlation of antihemagglutinin titres in cEIA and HI tests, the correlation coefficient of cEIA and PHA being 97.7%. The cEIA based on MCA to measles virus hemagglutinin is highly specific for the detection and titration of measles antihemagglutinins, it does not involve the use of simian erythrocytes. A significant advantage of this test system consists in the possibility of using unpurified antigen prepared from the infected cell lysate.

Abstract:This paper examines the process and outcomes from a five-year, community-based participatory research (CBPR) study of a community building initiative to strengthen two neighborhoods in a mid-size, Mid-Atlantic city. In addition to supporting over 50 resident-led projects during the five-year initiative, outcomes included positive changes in resident perceptions about some aspects of neighborhood safety, cleanliness, greening, and vibrancy, and in both neighborhoods respondents who were most involved with the lead community-based organizations (CBOs) reported significantly higher social capital compared to those least involved. Nevertheless, analysis of the evaluation process revealed certain data were more meaningful to stakeholders during and at the end of the initiative, and other data were less worth the effort and cost to collect. This study offers insights for how foundations and nonprofit organizations can best use their evaluation resources in small-scale community-building efforts.

Abstract:IT HAS been said that "only three physical laws were correctly known to the ancients: the law of the lever, the optical law of reflexion, and the law of buoyancy." 1 Oddly enough, however, of these ancient physical laws there is one the origin of which is shrouded in uncertainty. The principle of buoyancy was apparently the discovery of ARCHIMEDES.2 The law of the lever, ubiquitously also ascribed to ARCHIMEDES., nevertheless had appeared clearly and quantitatively expressed in the works of ARISTOTLE.3 As to the law of reflection of light, on the other hand, no clear-cut claim of priority, either as to discovery or publication, appears to be recognized. The law frequently is attributed to HERON OF ALEXANDRIA, whose work in optics long was confused with that of his contemporary PTOLEMY.4 Yet by some we are told that ARCHIMEDES' discovery of the law of the reflection of light is "undisputed";5 and by others we are asured that "the equality of the angles of incidence and reflection was known to EUCLID." 6

Abstract:Background: Child participation in evaluation and research is key to ensure horizontal accountability and respect the rights of the children to voice their opinions on actions that have a direct impact on their lives. The author uses illustrative examples to describe how child-focused evaluation and research can be implemented in practices and discusses the main challenges and lessons learnt.Objectives: To reflect on the current evaluation practices and identify clear ways to ensure children and other marginalised groups can meaningfully participate in evaluation and research processes.Method: Children from 8 years to 18 years were involved in various evaluation and research assignments through different data collection and dissemination methods in five African countries.Results: The experiences show practically how children can successfully be engaged in evaluation and research through meaningful consultations that are both safe and ethical and through adapted communication materials and channels to ensure horizontal accountability.Conclusion: Ensuring the meaningful participation of children in evaluation and research processes is not only a right for children but also a great opportunity to enhance the design of evaluation and research pieces to make them more engaging and human-centred. The use of child-focused approach brings its own set of challenges and questions that evaluators can navigate with the support from relevant stakeholders. It requires authors to think outside of the box, be creative and put ourselves in the shoes of our main audience to develop the most suitable engagement strategies.Contribution: This article represents the culmination of a comprehensive research endeavor, from conceptualisation to data analysis and findings interpretation, conducted solely by the main author. The different pieces were reviewed for quality assurance by Helene Juillard. The illustrations presented in the article were made by Clementine Guivarch' based on the author's guidance and inputs.

Abstract:Translating the Nurturing Care Framework and unprecedented global policy support for early child development (ECD) into action requires evidence-informed guidance about how to implement ECD programmes at national and regional scale. We completed a literature review and participatory mixed-method evaluation of projects in Saving Brains®, Grand Challenges Canada® funded ECD portfolio across 23 low- and middle-income countries (LMIC). Using an adapted programme cycle, findings from evaluation related to partnerships and leadership, situational analyses, and design for scaling ECD were considered. 39 projects (5 ‘Transition to Scale’ and 34 ‘Seed’) were evaluated. 63% were delivered through health and 84% focused on Responsive Caregiving and Early Learning (RCEL). Multilevel partnerships, leadership and targeted situational analysis were crucial to design and adaptation. A theory of change approach to consider pathways to impact was useful for design, but practical situational analysis tools and local data to guide these processes were lacking. Several RCEL programmes, implemented within government services, had positive impacts on ECD outcomes and created more enabling caregiving environments. Engagement of informal and private sectors provided an alternative approach for reaching children where government services were sparse. Cost-effectiveness was infrequently measured. At small-scale RCEL interventions can be successfully adapted and implemented across diverse settings through processes which are responsive to situational analysis within a partnership model. Accelerating progress will require longitudinal evaluation of ECD interventions at much larger scale, including programmes targeting children with disabilities and humanitarian settings with further exploration of cost-effectiveness, critical content and human resources.

Abstract:Background Understanding interventions and their implementation is essential for improving community initiatives. Kidscope is a community paediatric development clinic providing free health and developmental assessment and onward referral for children aged zero to six years in an urban area of southern Ireland where many children experience complex needs. Established in 2010, Kidscope developed an inter-disciplinary, multi-agency community team by drawing on the strengths of local services and practitioners to deliver holistic approaches to child health and development. Recent studies examining stakeholder engagement and Kidscope outcomes highlighted the need to examine implementation to better understand the processes and mechanisms of the clinic and how events have affected outcomes. Methods Guided by the UK Medical Research Council Framework for Developing and Evaluating Complex Interventions, this study used a post-hoc qualitative process evaluation study design with multiple data sources; stakeholder perspectives (interviews, focus group, questionnaires) and document analysis (annual reports, meeting minutes, work plans). A diverse set of research questions were developed in conjunction with a Patient and Public Involvement Group. Guiding frameworks supported thematic analysis of primary data, document analysis of secondary data, and triangulation of findings across datasets. Results Data analysis yielded 17 themes and 18 sub-themes. Successful implementation hinged on developing a coalition of linked practitioners and services whose skills were utilised and enhanced within Kidscope to deliver a high-quality healthcare model to vulnerable children and families. Relational and multi-disciplinary working, innovative approaches to implementation and sustainability, training and education provision, and the accessible community location were among the mechanisms of change resulting in improved child, family, practitioner, and system-level outcomes. External factors such as COVID-19 and deficits in Ireland’s disability services posed significant barriers to fidelity. Conclusion This study provides evidence of the processes, mechanisms, and model of care employed by a community-based paediatric clinic to successfully engage society’s most vulnerable families and promote health equity. This study makes an important contribution to the field of implementation research by offering an example of a robust approach to conceptualising and measuring implementation outcomes of community healthcare initiative in a changing, real-world context.

Abstract:Structured Web data are increasingly accessed using information retrieval methods and information retrieval increasingly relies on structured background knowledge. As users' searches are often directed towards finding information about entities rather than text documents, a key affordance of semantic search is the ability to retrieve relevant information about entities more precisely by utilizing the rich structured descriptions and background knowledge. Entity search also poses challenges for information retrieval methods. Entity descriptions are often short and conventional search term matching alone can be insufficient. As a consequence, the search engine should be able to increase the recall of the returned results and select a representative set of entities for a user; to diversify search results. This paper presents an approach to diversify entity search by using semantics present and inferred from the initial entity search results. Our approach utilizes ontologies as a source of background knowledge to improve recall of entity retrieval and independent component analysis to detect independent latent components shared by the entities. The search results are then diversified by selecting a representative set of entities based on their membership in the independent components. We demonstrate the performance of our approach through retrieval experiments conducted by using a real-world dataset composed from four entity databases. The results suggest that our approach can significantly improve effectiveness and diversity of entity search.
Long-term research impact: the case of adolescents having ‘good places to spend free time’ in Ireland

Abstract:Abstract Background Demonstrating long-term impacts of research can be fraught with methodological challenges, especially when approached retrospectively. Potential accusations of bias or over-interpretation, and a lack of clear and specific causal data, can be real obstacles. This paper presents a case study of research impact, including enablers and context to aid interpretation. To develop a national set of child wellbeing indicators in line with UNCRC commitments, a participative study of children's understandings of wellbeing was undertaken to accompany a Delphi study with experts. The children contributed a number of unique indicators, including having ‘good places to spend free time'. Methods Public actions which aimed to meet Irish commitments to child wellbeing were documented. Collected evidence comprised the development of, and reporting on, a national set of wellbeing indictors for children, the development and implementation of two national policies and cyclical monitoring data, collected through the nationally representative data sets of the Health Behaviour in School-aged Children (HBSC) study in Ireland, 2002-2018. Results Measurement of stakeholder-informed indicators helped stimulate national policies on play (2004) and recreation (2007). Partnership-based policy implementation led to increases in spaces for play and recreation. Trends data from the HBSC study revealed significant and meaningful increases in ‘good places to go spend free time' for children aged 10-17 from 45.1% in 2002 to 63.5% in 2018, and for all socio-demographic sub-groups. Temporal analyses showed that increases followed policy implementation. Conclusions This impact case study links an original participative study, though policy development and implementation, to long-term improvements in Irish children reporting having ‘good places to spend free time'. An understanding of the decision-making context at key points is important to aid interpretation of the evidence under investigation. Key messages Commitment to child participation influenced national indicator adoption, policy development and implementation, with subsequent improvements to children’s health-related environments. The quality and specificity of data needed to demonstrate long-term research impact is challenging and interpretation requires contextualisation to avoid leaps of faith.

Abstract:Introduction Microgrants for health promotion have the potential to engage communities in designing and implementing place‐based interventions to improve health and social outcomes. However, the evidence base around microgrants for health promotion is limited. This study presents the evaluation of a health service‐funded microgrant program for health promotion in rural Australia. Methods The evaluation framework was developed through a participatory approach and involved collaborative logic model building and co‐prioritized evaluation questions with health service staff and grant recipients. Evaluation questions focused on participation, short‐term outcomes, and the perceived value of program activities. Qualitative methods (reflexive thematic analysis) were used to answer the evaluation questions. Data sources included semi‐structured interviews with grantees (n = 11) and the health service's health promotion team (n = 4), electronic field notes kept by the health promotion team (n = 50 documents), electronic progress reports completed by grantees (n = 6) and information and feedback forums (n = 2). Results Since the program's inception in 2019, the health service has received 22 grant applications of which 15 were approved and 14 disbursed. Evaluation results show that grantees were community members with multiple roles, often with previous experience in applying for grants. Expected outcomes have been partially met, especially with regard to the program's aim of community empowerment. The most notable impact was the enhancement of participants' perception of and relationship with the health promotion team, as well as the creation of opportunities for community members such as exposure to art and bridging of social groups. Conclusion Microgrants represent a feasible way to increase health opportunities and foster community participation in the planning and delivery of health promotion programs. The key program activities identified and suggested improvements can help guide program replication and adaptation by other small organizations. Public Contribution Community members who had previously received a health service grant were invited to participate in collaborative workshops and follow‐up surveys to codesign the grant program evaluation framework, co‐prioritize evaluation questions and guide the results' dissemination plan.

While intersectoral partnerships are a promising way to achieve this, few studies have examined the factors influencing the success of these interventions. In this study, we conducted a process evaluation of the integrated community-based intervention Präventionskette Freiham that the city of Munich, Germany, has implemented in a new residential development area. The aim was to investigate the implementation process as well as barriers and facilitators.

Abstract:Introduction: The first three years of a child's life are the most critical to child development and have an impact on the future achievement of the child. Young children's healthy development depends on nurturing care that ensures health, nutrition, responsive caregiving, safety, and security. Parents & other adult caregivers play a critical role in moderating children's early experiences, which has a lasting impact be it positive or negative on the children's future. Parenting education programs are proven to improve parental skills, capacity, and efficacy in a way that supports improved child development outcomes. Yet, most parents in low-middle-income countries such as Rwanda lack access to information and skills on how to support their children's holistic development. In response, Save The Children implemented the First Steps "Intera za Mbere" holistic parenting education project in Rwanda from 2014 to 2021. This paper reflects on how monitoring, evaluation, accountability, and learning (MEAL) approaches were applied throughout the project cycle and their impact on program improvement and national policy and advocacy. This paper explores how the aspirations for measurement for change, considerations for innovation uptake and frameworks for learning about improvement are reflected in this project. Methods: The project utilized qualitative and quantitative MEAL across the program cycle. Action research at the start of the project identified promoters and inhibitors of high-quality nurturing care and program delivery modalities. The project utilized a randomized control trial to provide insight into components that work better for parenting education. Evidence from surveys done remotely via phones was used to inform COVID-19 adaptations of the program. Results: The application of MEAL evidence led to the successful development and improvement of the program. At the policy level, evidence from the project influenced the review of the 2016 National Integrated ECD policy and the development of the national parenting education framework. Conclusion: The regular use of evidence from MEAL is critical for program improvement, scale-up, and policy influence.

Abstract:Making Every Contact Count (MECC) is a national, long-term public health strategy in England. It supports public-facing workers to use opportunities during routine contacts to enable healthy lifestyle changes. This paper reports the findings from an external evaluation of voluntary and community sector (VCS) delivery of MECC in the North East of England, which focused on engaging under-represented client groups. The study aimed to (a) Establish if (and how) MECC had impacted the workforce, including changes to staff knowledge, confidence and behaviour; (b) Identify benefits, challenges and unintended consequences; and (c) Explore outcomes for service users. A multi-stage qualitative design focused on understanding both process and outcomes. The study utilised three data collection methods, including a journey mapping workshop (n = 20), semi-structured interviews with delivery leads, VCS workers and volunteers who had accessed MECC training (n = 11), and focus group discussions with clients (n = 22). The findings illustrated positive early outcomes, including improvements in self-reported staff knowledge and confidence as well as emerging examples of organisational culture shift and individual behaviour change. Alongside this, the data provided a rich picture of barriers and challenges which are examined at different levels-national programme, local programme, VCS sector, partner organisation, worker and client. The research highlights clear successes of the VCS delivery model. However, it is presented as a 'double-edged sword,' in light of associated challenges such as sector-level funding uncertainty and accessibility of MECC resources to diverse client groups. The discussion considers issues related to the measurement and attribution of behaviour change outcomes for brief interventions, as well as fidelity, legacy and long-term sustainability challenges. The recommendations call for system-level analysis and comparison of different MECC implementation models, to improve our understanding of challenges, opportunities and programme reach for behaviour change intervention programmes-particularly in relation to seldom-heard client groups.

Abstract:Informal learning spaces present ripe opportunities to supplement formal learning experiences. In this paper, we offer a new approach to creating enriching learning activities for public spaces that reflects evidence‐based practices rooted in developmental psychology and uses community‐centring practices from participatory research approaches. We first argue that extant theory and research supports the use of guided play pedagogy to foster learning. Second, we argue that effective translation of research to practice should incorporate community voices at every stage of the design, implementation and evaluation process. We describe a new initiative called Playful Learning Landscapes that reflects tenets of core developmental theory including constructivism and social learning theories as well as guided play pedagogy. Playful Learning Landscapes also extends the scope and scale of these evidence‐backed theories by collaborating with communities to design activities for local community spaces. Taken together, we offer a way of upholding core developmental theory with equitable, culturally inclusive research and intervention practices. Transforming community spaces into hubs for children's learning promises wide‐reaching implications for equitable access, school readiness and early childhood education.

Abstract:Background: The Holiday Activities and Food (HAF) Programme is a UK Government initiative created to alleviate food insecurity and promote health and well-being among children and their families, who are eligible for Free School Meals (FSM), during the school holidays. This process evaluation investigated factors that facilitated and acted as a barrier to the delivery of the HAF Programme from the perspectives of key stakeholders (Co-ordinators, Providers, and Parents) involved in the HAF Programme across an East Midlands county. Methods: This evaluation utilized a mixed-methods approach, incorporating focus groups and online surveys to gain rich, multifaceted data. The focus groups were analyzed using a hybrid inductive-deductive thematic analysis and the online surveys were analyzed using mixed-methods approach due to the variation in question type (i.e., quantitative, Likert scale and open response) to align themes to the Government Aims and Standards of the HAF Programme. Findings: The stakeholders highlighted several factors that facilitated and acted as a barrier to the delivery of the HAF Programme. Facilitating factors included existing and maintaining relationships between Co-ordinators, Providers, and facilities/schools/communities as this improved communication and attendance. Additionally, transport provision for those attending the Programme helped overcome barriers to attendance. The primary barrier of the Programme was the late awarding of the Programme contract as this limited the time available to prepare and organize the Programme. This in turn, had several "knock on" effects that created more barriers and resulted in some of the Government Aims and Standards not being met such as, nutrition education for children and parents. Despite the challenges faced, Co-ordinators and Providers were able to deliver the Programme and positively impact upon the children and their families that attended the Programme. Conclusion: Following the facilitators and barriers that were highlighted in this evaluation, several recommendations have been made to enhance the delivery of the HAF Programme and ensure Government Aims and Standards, to improve children and family's health and well-being, are attained.

Abstract:There is increasing policy demand for real-time evaluations of research and capacity-building programmes reflecting a recognition of the management, governance and impact gains that can result. However, the evidence base on how to successfully implement real-time evaluations of complex interventions in international development efforts is scarce. There is therefore a need for reflective work that considers methodologies in context. This article shares learning from the experience of conducting a participatory, real-time, ‘theory driven’ evaluation of the African Institutions Initiative, a Wellcome Trust-funded programme that aimed to build sustainable health research capacity in Africa at institutional and network levels, across seven research consortia. We reflect on the key challenges experienced and ways of managing them, highlight opportunities and critical success factors associated with this evaluation approach, compared with alternative evaluation approaches.
