Abstract:Urban runoff source control facilities (URSCFs) are integral components of Sponge City (SC), playing a pivotal role in providing ecosystem services and managing water quality and quantity. To accurately assess the performance of URSCFs, it is crucial to quantify their environmental and economic impacts. However, previous studies have predominantly focused on location-specific case studies, lacking a macro-level perspective necessary for informing public policy development pertaining to SC initiatives. This study aims to bridge this gap by conducting a macro-level life cycle assessment across China's 16 initial pilot SCs, categorized into three zones based on their annual rainfall volume control rate alpha (i.e., Zone II (80 % to 85% for alpha), Zone III (75% to 85% for alpha), and Zone IV (70 % to 85 % for alpha)). By simulating five rainfall drainage scenarios, we delve into the environmental benefits of SC construction. The results indicate that Zone III incurs the highest environmental and economic costs during the construction phase, followed by Zones II and IV. In Zone III, bioretention contribute significantly to the environmental impact and economic cost, while constructed wetland and detention cells are the key contributors for Zone II. During the operation phase, Zone III demonstrates the largest environmental and economic benefits, with Zone IV and II trailing behind. The investment payback period for SCs in all zones is less than eight years, with Zone IV recovering costs the fastest (3.9 years) and Zone II the slowest (7.5 years). Facilities like detention cells, green roofs, and permeable pavements tend to have longer payback periods. Based on our findings, we recommend that Zone II exercise caution in constructing detention cells, permeable pavements, and wetlands, while Zone III should carefully consider green roofs and bioretention to optimize SC investments. Due to the fewer URSCFs constructed in Zone IV, it exhibits the lowest environmental impact compared to Zones II and III. Our research provides valuable insights to support policymaking with regards to future SC planning and development.

Abstract:As the global climate change and the rapid progress of urbanization, the frequent occurrence of flooding disasters and non-point source pollution seriously threaten the sustainable development of modern cities. To alleviate these problems, China started to pilot construction of the “Sponge City” (SPC). Over a decade, it has attracted public attention, supports, and participations. The paper presents a literature review of sponge city construction (SPCC) process (planning, design and construction) as well as the assessment of SPC, including: operation, maintenance, and effectiveness. Research gap and future works are also proposed. The paper offers some tactics for SPCC, including: 1) in the planning and construction stage of SPC, the goals and systematic plans should be formulated according to local water-environmental conditions. The drainage plan should cover the strategy to dispose runoff volumes at sources and the ultimately goal for flood mitigation. The drainage design involves the combination of various green and grey infrastructures; 2) It is important to identify monitoring methods and hydrological models which can be used to assess the performance of a SPC. With adequate field data, all models and methods should be calibrated for not only runoff quantity and quality control but also the alleviation of urban heat island effects, including the base flows and local groundwater table; 3) Based on the regional field data, it is necessary to standardize regional design parameters, construction material specifics, and maintenance scheme and schedule that would significantly affect the facility’s infiltrating and filtering processes, therefore, a regular maintenance program should be initiated to monitor the operations of the as-built facilities according to local climate conditions. The paper evaluated several maintenance methods for ten typical facilities to provide a reference for the operation and maintenance of facilities in SPCC.

Abstract:Climate change and rapid urbanization have increased pressure on drainage systems, posing new challenges to preventing and controlling urban waterlogging. In 2013, China proposed the Sponge City, a strategic measure for urban waterlogging control. This study quantifies the effects of stormwater management measures in runoff reduction for different levels of rainfall and conducts a one‐dimensional visual analysis of urban waterlogging risks. At the same time, the best cost‐effective scheme is determined based on life‐cycle cost, analytic hierarchy process, and regret decision theory. The results showed stormwater management measures could realize the function of runoff control and waterlogging prevention, especially under low precipitation. However, these measures were still not enough to eliminate waterlogging risk. Combined measures have stronger runoff control capabilities than single measures. Considering economic, environmental, and operational impacts comprehensively, the combined measures of bio‐retention (BR), permeable pavement (PP), and green roof (GR) were determined as the best cost‐effective scheme because of the lowest regret value. The proposed method is helpful to provide reference and decision‐making basis for the construction of sponge cities in the future.

Abstract:Abstract Urbanization has been the main driving force for China's economic growth in recent years; however, the highly concentrated urbanized lifestyle has brought many environmental problems to residents, the most urgent of which is urban stormwater management. Some countries have proposed plans for urban stormwater management, such as Low Impact Development (LID), Water Sensitive Urban Design (WSUD), and Sustainable Urban Drainage Systems (SUDS). As a country with relatively underdeveloped urban stormwater management, China's government proposed an ambitious urban stormwater management plan in 2014, called the Sponge City Programme, which means that a city is designed to act like a sponge, with good ‘resilience’ in adapting to environmental changes and coping with natural disasters. As of 2021, this programme has led to SCP projects in 30 pilot districts all over China, the Sponge City Programme construction impacts both urban development and residents' lives. However, there are risks and challenges associated with these projects. Using government research documents as a framework, this paper carefully reviews the progress of the Sponge City Programme in recent years and shows the main challenges faced by the Sponge City Programme in terms of connotation, investment, and technology. On this basis, the paper puts forward practical suggestions for the development of the Sponge City Programme and details potential opportunities of new technology, ideology, planning, and flexible investment.

Abstract:Sponge City, as a new concept on urban stormwater management, implies well-adapted and resilient of a city on possible stormwater and the derived disaster consequently. It is similar to Low Impact Development (LID) in United States and Sustainable Drainage Systems (SuDS) in the United Kingdom, Sponge City emphasizes that the stormwater should be managed from source and origin. It has significance meaning to cities in the semi-arid loess region due to highly uneven precipitation distribution and serious water resources shortage. In order to explore the rational utilization mode of rainwater resources in loess region, the available amount of rainwater resources is evaluated taking the main urban area of Xi'an for example. Moreover, on the basis of the current land use situation of Xi'an derived from remote sensing image data, 7 green infrastructures renovation scenarios were set for simulating the possible effects of Sponge City construction in the city based on SWMM (Storm Water Management Model). The results show that, the potential available amount of rainwater resources in the main urban area of Xi’an is 1.42 × 108m3 approximately, close to the annual public water consumption, this implies good economic and social benefits for a semiarid city in northwest China like Xi’an. The effects of different green infrastructure modes present quite differences on runoff control under conditions of the different rainstorm intensities and the combination four (green roof and rain garden and permeable pavement) is the best. For the decision maker, a practicable Sponge City renovation scheme should be determined based on the overall planning, all such factors as investments, negative influences in construction periods, and future developments should be all considered in advance.

Abstract:Rapid urbanization has sharply increased the pressure of urban water issues (e.g., urban flooding and water pollution) in the Chinese megacities during last three decades. Sustainable urban water management approaches, such as Nature Based Solutions (NBS) and Low Impact Developments (LIDs), have successfully delivered long-term benefits to cities in Europe and North America. Similarly, the Chinese Sponge City Program (SCP) initiated in 2013 and experimented in 30 pilot Chinese cities. This paper reviewed the first stage of the SCP from 2015 to 2020 by using observation, Semi-Structured Interview (SSI) and Focus Group Approach (FGA) in context of Gui'an New Distinct, SW China to investigate the SCP progress and issues: (1). whether it is effectively solving urban water issues; (2). if there are any major challenges and barriers in the SCP practice. The findings of this case study provide potential solutions for improving the SCP and sustainable urban water management and possibly transform to other Sponge Cities in China.

Abstract:The unbridled expansion of urban development in China has created unsustainable challenges in the management of urban rainwater. In response, the Chinese government has endorsed sponge city (SPC) theory as a sustainable urban development model that aims to enhance urban planning, construction, and sustainable wastewater management. However, despite the issuance of policies and regulations, the envisioned SPC goals remain difficult to achieve in current implementations. This review paper proposes an idealized SPC strategy model that can be adopted by pilot cities in China. This model was developed by thoroughly analyzing policy requirements and in-field achievements, evaluating diverse implementation scenarios, and contrasting the outcomes in three different pilot cities in China. The demonstrated success of city construction has highlighted the potential to simultaneously achieve multiple objectives, including conserving urban water resources, enhancing urban water quality, ensuring water safety, and revitalizing urban water ecosystems. This review supports the use of a planning approach that integrates the drainage division, aligns with project-specific conditions and emphasizes the importance of low-impact development (LID) facility placement within drainage zones. Consequently, this study calls for exploring the impact of catchment topography on LID performance. Finally, the results of this study highlight the necessity of investigating precipitation variations among LID facilities during rainfall events and exploring cost-effective material alternatives to improve the effectiveness of SPC implementations.

Evaluation of comprehensive benefits of sponge cities using meta-analysis in different geographical environments in China

Abstract:With the rapid progress in urbanization, frequent urban waterlogging and non-point source pollution are threatening the living and health of human beings. Sponge city construction has become an effective means to curb urban waterlogging. Although related studies have explored the comprehensive benefits of sponge cities, few studies have been conducted on the effects of different geographical environments on runoff control and suspended solid (SS) removal. Based on 76 cities with sponge cities in China, this study used the meta-analysis method to evaluate the relationships of climate, terrain, underlying surface conditions, and construction area with the increase in the total annual runoff control rate and SS removal rate. The results reveal that the runoff control benefit can be significantly improved by sponge cities under the combined conditions of average annual precipitation of approximately 1000 mm, high fractional vegetation cover, sufficient soil fertility, a terrain slope i of ≤2%, and a permeability coefficient of strata of 100–200 m/d, especially in northern China, where the weight representing the quantity of comprehensive benefits was calculated to be 25.5%. In addition, the study results assist in reforming unfavorable geographical environments in the construction of sponge city, thus providing more effective solutions for tackling SS pollution. The most significant benefits of SS removal were obtained in north central China, where the weight was 21.4%. This study comprehensively investigated the effects of geographical environmental factors on the comprehensive benefits of sponge city reflected by the improvement in the total annual runoff control rate and the SS removal rate. The results will provide guidance for the planning and design of global sponge cities and effectively optimize the practice, scale, and location of existing construction based on specific geographical environments.

Abstract:In recent years, China has been committed to strengthening environmental governance and trying to build a sustainable society in which humans and nature develop in harmony. As a new urban construction concept, sponge city uses natural and ecological methods to retain rainwater, alleviate flooding problems, reduce the damage to the water environment, and gradually restore the hydrological balance of the construction area. The paper presents a review of sponge city construction from its inception to systematic demonstration. In this paper, research gaps are discussed and future efforts are proposed. The main contents include: (1) China's sponge city construction includes but is not limited to source control or a drainage system design. Sponge city embodies foreign experience and the wisdom of ancient Chinese philosophy. The core of sponge city construction is to combine various specific technologies to alleviate urban water problems such as flooding, water environment pollution, shortage of water resources and deterioration of water ecology; (2) this paper also introduces the sponge city pilot projects in China, and summarizes the achievements obtained and lessons learned, which are valuable for future sponge city implementation; (3) the objectives, corresponding indicators, key contents and needs of sponge city construction at various scales are different. The work at the facility level is dedicated to alleviating urban water problems through reasonable facility scale and layout, while the work at the plot level is mainly to improve the living environment through sponge city construction. The construction of urban and watershed scales is more inclined to ecological restoration and blue-green storage spaces construction. Besides, the paper also describes the due obligations in sponge city construction of various stakeholders.

An integrated framework to select resilient and sustainable sponge city design schemes for robust decision making

Abstract:<p>To mitigate the impacts of rapid urbanization and climate change on hydrology and water quality, the new concept of urban stormwater management, sponge city, has been proposed to increase the city's resilience. Although 30 cities in China have been chosen to implement sponge city construction, there is a lack of a quantitative evaluation method to help decision makers select resilience and sustainability schemes. This paper proposes a new integrated framework in selecting the resilient and sustainable sponge city design schemes. The developed framework consists of the following 10 indicators: resilience, flood volume, flood duration time, hydraulic performance index, annual runoff volume control, rainfall usage, pollution control, social acceptability, greenhouse gas emission, and cost. The Storm Water Management Model (SWMM) was used to simulate the rainfall-runoff process to calculate the indicators. The multi-criteria analysis methods of the improved AHP were used to calculate the weights of indictors, while the technique for order preference by similarity to ideal solution (TOPSIS) was used to rank the design schemes. The proposed framework was then applied to Xining, China, as a case study. The performances of three sponge city design schemes (S1, S2, and S3) with different sponge city construction areas and different low impact development (LID) controls were analyzed for the LID construction project. The results identified S1 as the best scheme where 50% permeable pavement and 30% rain barrel are implemented in residential areas. In contrast, S3 had the lowest scores, with the largest LID construction area. This integrated framework will assist policy-makers in the selection of optimal sponge city design schemes.</p>

Systematic Application of Sponge City Facilities at Community Scale Based on SWMM

Abstract:In the context of global climate change, many countries have taken corresponding measures to cope with the stormwater problems in urbanization. The Chinese government introduced the concept of Sponge City to improve the urban water ecological security, which is a systematic project. Taking the urban community as our research object, we studied the combination application of LID (low-impact development) measures and retention ponds in the community and then discussed the practicability of the systematic application of Sponge City facilities in the construction of community drainage systems. There are four simulation scenarios in SWMM (stormwater management model): traditional drainage scenario, LID scenario, retention pond scenario, and LID-retention pond scenario. By comparing the effects of different facilities on runoff and outflow under the six return periods of 1a, 2a, 5a, 10a, 20a, and 50a, we find that LID measures have evident effects on runoff and outflow reduction. Still, they are greatly affected by the return period. The retention pond has no noticeable impact on runoff, but it reduces the peak value of outflow and is less affected by the return period. The combination of LID and retention pond can combine their advantages, reduce the peak flow rate of the site stably and relieve the pressure of the urban drainage system. This study provides a basis for the graded implementation of Sponge City, especially for community-scale rainwater regulation.

Abstract:Sponge City Construction (SCC) has been extensively explored for controlling frequent urban waterlogging and non-point source pollution. Assessing the "supply" and "demand" of SCC as a city-wide approach may aid in appropriate areal coverage to achieve optimal performance on flood control based on local priorities and sustainable urban development plans. However, to date, very few studies have examined the potential spatial mismatches in the "supply" and "demand" of SCC. This study presented the development of a framework to explore the supply–demand relationship based on a spatial multi-criteria evaluation of the existing SCC facilities, risk exposure, and socio-economic vulnerability. The feasibility and application of such a framework were successfully demonstrated in a field application in Guangzhou, China. The results indicated that most of the high-density areas in the city centres of Guangzhou were exposed to high risk with strong SCC demands. Furthermore, Liwan and Yuexiu districts exhibited SCC supply deficits, while SCC supply surpluses were observed in other central districts in Guangzhou. The findings of this study provided insight into the development of a generalised and replicable method that could be used to achieve a balance between the "supply" and "demand" of SCC for more participatory, strategic and multifunctional planning of SCC in various urban contexts.

Abstract:Urban water-related problems associated with rapid urbanization, including waterlogging, water pollution, the ecological degradation of water, and water shortages, have caused global concerns in recent years. In 2013, in order to mitigate increasingly severe urban water-related problems, China set forth a new strategy for integrated urban water management (IUWM) called the "Sponge City". This is the first holistic IUWM strategy implemented in a developing country that is still undergoing rapid urbanization, and holds promise for application in other developing countries. This paper aims to comprehensively summarize the sponge city. First, this paper reviews prior studies and policies on urban water management in China as important background for the sponge city proposal. Then, the connotations, goals, and features of the sponge city are summarized and discussed. Finally, the challenges, research needs, and development directions pertinent to the sponge city are discussed based on investigations and studies conducted by the authors. The sponge city in China has a short history-given this, there are many issues that should be examined with regard to the stepwise implementation of the Sponge City Programme (SCP). Accordingly, the authors perceive this study as only the beginning of abundant studies on the sponge city.
Discussion of several hydrological issues regarding sponge city construction

Abstract:Based on a review of the problems and challenges of sponge city construction in China, the concept and methodology of an urban water system integrating urban rainstorm-runoff, water pollution control, and an urban ecological greenbelt with wetland and municipal construction ( drainage and sewage ) are proposed. Based on hydrological theories, the concept of the control rate of total annual runoff, which is the most critical and difficult-to-quantify factor in the construction of a sponge city, is analyzed. It is pointed out that the currently calculated control rate of total annual runoff is actually the control rate of total annual precipitation. Hence, it is necessary to establish an internal relation with the gain factor of the response of the hydrological system, i. e. , the runoff coefficient. It also needs to be noted that the runoff coefficient is not a constant, but the time-varying nonlinearity of the combination of soil moisture, precipitation intensity, and the underlying surface. Additionally, the relationship between low impact development ( LID ) during sponge city construction and the improved control rate of total annual runoff are analyzed, in order to examine the conditions and risks of sea views in cities. Finally, it is suggested that the runoff coefficient nonlinearity, the differences in storage capacity between natural conditions and the conditions after urbanization, river and lake water system storage and land evapotranspiration, basin sponge regulation and control, and risk management should be strengthened on the hydrological basis of sponge city construction and planning. Some suggestions for future sponge city construction in China are put forward.

Abstract:Sponge city is a national sustainable stormwater management program proposed by the Chinese government to deal with urban water issues (e.g., flooding, poor water quality) brought on by climate change and urbanization. Various strategies for sponge city construction are required since environmental constraints differ regionally across the country. To identify regional variations, reveal the inner links between externalities and design elements in sponge city construction, and offer practical suggestions, efforts in two directions are made based on the data of 68 sponge city cases around China: 1) discussing design parameters of four Low Impact Development (LID) facilities, including bioretention cell, permeable pavement, grass swale, and sunken green space, under four regionalization maps of hydrologic, climatic, landform and soil texture factors, and 2) building a holistic Partial Least Squares-Structural Equation Modelling (PLS-SEM) model illustrating the relationship between local characteristics, LID system design, and LID system performance in sponge city construction. The results show that: 1) rainfall and landform factors have great impact on LID facilities design, as their depths tend to be higher in water rich areas and coastal areas. 2) LID types and areas are positively influenced (+0.745) by the total area and permeable portion of a project, while the LID system performance (water quantity and quality control) is negatively impacted (−0.407) by the rainfall amount and clay fraction. 3) comprehensive LIDs choice instead of single LID facility shows more significant effect on improving LID system performance. It is recommended to establish different design standards and assessment indexing systems tailored to local environment when constructing sponge city projects.

Abstract:Sponge city stormwater management (SCSM) strategy in China aims for sustainable stormwater handling. While many studies have examined the technical aspects of sponge city green infrastructure (SCGI), few have explored public perspectives. This study sought to understand public perceptions, the perceived value of SCGI's ecosystem service benefits, and the potential for diverse financial compensation methods in sponge city construction. A survey conducted in five Northeastern Chinese cities, involving 1,534 participants, was analyzed using descriptive statistics and logistic regression. The findings reveal no significant correlation between socio-demographic factors and understanding of stormwater management, indicating the concept's broad accessibility. Public valuation of ecosystem services showed clear priorities, and factors like homeownership and flood experiences significantly impacted the valuation of specific services. Moreover, the study identified a generally positive public attitude towards investing in SCSM, particularly through stormwater fees, underscoring the viability of diverse funding mechanisms. These insights are pivotal for policymakers and urban planners in formulating sustainable and resilient urban water management strategies.

Abstract:China launched the sponge city (SPC) initiative in 2013 to reduce municipal stormwater runoff. The design criteria are mainly the annual comprehensive runoff coefficient (ACRC) regulated in a design guideline. Numerous SPC alternatives with varied low-impact development (LID) measures can be designed to meet the ACRC. Obviously, the optimization of SPC design is significant. This study provides an approach to SPC design optimization that applies an optimized module of SUSTAIN to simulate SPC performance over a 10-year period. The targeted volume reduction was derived from the SWMM model and corresponded to the ACRC criteria. Based on the reduction, the minimal cost and cost-effectiveness analyses were conducted. The proposed approach was applied to the Lincang Technology Innovation Park (LCTIP) as a test case. Three scenarios were analyzed: The original design implemented on the site, the landscape improved design, and the most economical design. The results indicated that the optimized alternative may save up to 12.3% of the cost while meeting that ACRC value. The approach improves upon SPC design, particularly with regards to flood control. The present research will help decision makers to develop and select the most appropriate SPC design that is most cost-effective.
