Abstract:Urban runoff source control facilities (URSCFs) are integral components of Sponge City (SC), playing a pivotal role in providing ecosystem services and managing water quality and quantity. To accurately assess the performance of URSCFs, it is crucial to quantify their environmental and economic impacts. However, previous studies have predominantly focused on location-specific case studies, lacking a macro-level perspective necessary for informing public policy development pertaining to SC initiatives. This study aims to bridge this gap by conducting a macro-level life cycle assessment across China's 16 initial pilot SCs, categorized into three zones based on their annual rainfall volume control rate alpha (i.e., Zone II (80 % to 85% for alpha), Zone III (75% to 85% for alpha), and Zone IV (70 % to 85 % for alpha)). By simulating five rainfall drainage scenarios, we delve into the environmental benefits of SC construction. The results indicate that Zone III incurs the highest environmental and economic costs during the construction phase, followed by Zones II and IV. In Zone III, bioretention contribute significantly to the environmental impact and economic cost, while constructed wetland and detention cells are the key contributors for Zone II. During the operation phase, Zone III demonstrates the largest environmental and economic benefits, with Zone IV and II trailing behind. The investment payback period for SCs in all zones is less than eight years, with Zone IV recovering costs the fastest (3.9 years) and Zone II the slowest (7.5 years). Facilities like detention cells, green roofs, and permeable pavements tend to have longer payback periods. Based on our findings, we recommend that Zone II exercise caution in constructing detention cells, permeable pavements, and wetlands, while Zone III should carefully consider green roofs and bioretention to optimize SC investments. Due to the fewer URSCFs constructed in Zone IV, it exhibits the lowest environmental impact compared to Zones II and III. Our research provides valuable insights to support policymaking with regards to future SC planning and development.

Abstract:Climate change and rapid urbanization have increased pressure on drainage systems, posing new challenges to preventing and controlling urban waterlogging. In 2013, China proposed the Sponge City, a strategic measure for urban waterlogging control. This study quantifies the effects of stormwater management measures in runoff reduction for different levels of rainfall and conducts a one‐dimensional visual analysis of urban waterlogging risks. At the same time, the best cost‐effective scheme is determined based on life‐cycle cost, analytic hierarchy process, and regret decision theory. The results showed stormwater management measures could realize the function of runoff control and waterlogging prevention, especially under low precipitation. However, these measures were still not enough to eliminate waterlogging risk. Combined measures have stronger runoff control capabilities than single measures. Considering economic, environmental, and operational impacts comprehensively, the combined measures of bio‐retention (BR), permeable pavement (PP), and green roof (GR) were determined as the best cost‐effective scheme because of the lowest regret value. The proposed method is helpful to provide reference and decision‐making basis for the construction of sponge cities in the future.

Evaluation of comprehensive benefits of sponge cities using meta-analysis in different geographical environments in China

Abstract:With the rapid progress in urbanization, frequent urban waterlogging and non-point source pollution are threatening the living and health of human beings. Sponge city construction has become an effective means to curb urban waterlogging. Although related studies have explored the comprehensive benefits of sponge cities, few studies have been conducted on the effects of different geographical environments on runoff control and suspended solid (SS) removal. Based on 76 cities with sponge cities in China, this study used the meta-analysis method to evaluate the relationships of climate, terrain, underlying surface conditions, and construction area with the increase in the total annual runoff control rate and SS removal rate. The results reveal that the runoff control benefit can be significantly improved by sponge cities under the combined conditions of average annual precipitation of approximately 1000 mm, high fractional vegetation cover, sufficient soil fertility, a terrain slope i of ≤2%, and a permeability coefficient of strata of 100–200 m/d, especially in northern China, where the weight representing the quantity of comprehensive benefits was calculated to be 25.5%. In addition, the study results assist in reforming unfavorable geographical environments in the construction of sponge city, thus providing more effective solutions for tackling SS pollution. The most significant benefits of SS removal were obtained in north central China, where the weight was 21.4%. This study comprehensively investigated the effects of geographical environmental factors on the comprehensive benefits of sponge city reflected by the improvement in the total annual runoff control rate and the SS removal rate. The results will provide guidance for the planning and design of global sponge cities and effectively optimize the practice, scale, and location of existing construction based on specific geographical environments.

Abstract:In recent years, urban flooding occurred frequently because of extreme rainstorms. Sponge city construction can effectively mitigate urban flooding and improve urban rainwater utilization. Low-impact development (LID) is regarded as a sustainable solution for urban stormwater management. In this project, a comprehensive evaluation system was developed based on environmental and economic benefits using the analytical hierarchy process (AHP) and the Storm Water Management Model (SWMM) of the United States (US) Environmental Protection Agency (EPA). The performance of four LID scenarios with the same locations but different sizes of green roof, permeable pavement, concave greenbelt, and rain garden were analyzed in the Sucheng district of Jiangsu province in China. Results illustrate that the green roof performed best in reducing runoff, while the rain garden performed worst. The LID combination scenario (1) that contained more green roof, permeable pavement, and concave greenbelt facilities, but fewer rain gardens had the better comprehensive performance on the basis of environmental and economic benefits. The combined scenario (2) (LID proportion of maximum construction area was 40%) could also be an alternative. This study provides a guide to optimize LID layouts for sponge city construction, which can also provide optimal selection for other sponge city constructions.

Abstract:Climate change and rapid urbanization have changed the urban eco-hydrological cycle. Understanding the carbon profit and loss correlation mechanism of sponge city construction life cycle helps identify the eco-environmental benefits. This study constructs a set of carbon accounting methods under the concept of sponge city, which mainly consists of basic database, carbon emission accounting, carbon neutralization, uncertainty and sensitivity analysis module. Taking a typical urban built-up area in Xi'an City as an example, the main sources of carbon emissions from sponge transformation projects are material production and construction, and the sponge transformation project created a carbon source of 95 kg CO2/m2 during the two phases. Carbon neutrality mainly includes building energy saving and green space carbon sequestration, and the latent capacity is 219.92 kg CO2/m2·year in 50-year accounting period, besides, the static investment payback period for carbon emissions is about 25 years in environmental economics. Based on the Analytic Hierarchy Process (AHP) + Data Quality Indicator (DQI) method combined with Monte Carlo simulation (MCs), the relative standard deviation (RSD)=0.17 is a relatively reliable result. The most significant influence on the results is the electricity factor in the parameters sensitivity analysis.

Abstract:Sponge city construction is a new concept of urban stormwater management, which can effectively relieve urban flooding, reduce non-point source pollution, and promote the usage of rainwater resources, often including the application of Low Impact Development (LID) techniques. Although 30 cities in China have been chosen to implement sponge city construction, there is a lack of a quantitative evaluation method to evaluate the environmental, economic, and social benefits of LID practices. This paper develops a comprehensive evaluation system to quantify the benefits of different combinations of LID units using the Storm Water Management Model (SWMM) and the Analytical Hierarchy Process (AHP) method. The performance of five LID design scenarios with different locations and sizes of the bio-retention facility, the grassed swale, the sunken green space, the permeable pavement, and the storage tank were analyzed for a sports center project in Guangxi, China. Results indicated that the green scenario that contains 34.5% of bio-retention facilities and 46.0% of sunken green spaces had the best comprehensive performance regarding meeting the requirements of 75% annual total runoff reduction and the attainment of good operation performance, rainwater utilization, landscape promotion, and ecological service functions, mainly because they are micro-scale and decentralized facilities that can manage stormwater at the source through the natural process. The optimal scenario was adopted to construct the project, and the proposed evaluation system can also be applied to optimal selection and performance effect evaluation of LID practices in other sponge city projects.

Abstract:Rapid and intense urbanization has brought a wide range of serious issues like flooding and water pollution, which have become a great concern in a lot of cities. In response to these problems, Sponge City (SPC) has emerged as a potential solution. This study utilized the Stormwater Management Model (SWMM) to simulate urban runoff and determine an optimal combination of Low Impact Development (LID) strategies for reconstructing the study area. Upon analyzing the existing rainwater drainage system and revealed that it could only meet the design return period of 2- years , and identified the vulnerable flood-prone area and the maximum overflow node. After comprehensive consideration of various factors, the sponge reconstruction scenario selected four LID facilities combination: Porous pavement, Rain garden, Sunken green belt, and Green roof. Results indicated that when P = 1- yr , 5- yr , 10- yr and 20- yr , the total runoff in the LID scenario decreased by 43.91 %, 43.93 %, 45.95 % and 47.11 %, respectively. LID facilities substantially mitigate stormwater runoff and peak flows during moderate to light rainfall events. These LID facilities prove effective in reducing pollutant concentrations (reduction rate is all over 42 %), with notable reductions in Chemical Oxygen Demand (COD) and Suspended Solids (SS). This paper offers valuable insights that can serve as a reference for the construction or renovation of SPC, shedding light on effective strategies and considerations for managing stormwater and mitigating the impact of urbanization.

Abstract:The cost-benefit is a key factor when selecting an appropriate sponge city construction scheme. The research of applying intelligent technology to find cost-benefit efficient planning and construction of sponge city is urgently required. This paper established a multi-objective simulation optimization framework of sponge city construction which considered minimization of runoff control rate, pollutant control rate and life-cycle cost Non-dominated sorting genetic algorithm (NSGA-II) was successfully coupled to Storm water management model to complete the simulation-optimization process. A case study in Xining, China, was conducted to demonstrate the proposed framework. The results of this research suggested that 1) different sponge city construction schemes lead to different runoff control rates and pollutant control rates although under the same investment; 2) the runoff control rate and pollutant control rate total suspended solids decreased with the increase of the rainfall return period, while the cost of sponge city construction increased with the increase of rainfall return period. Furthermore, for T = 2-year, the sponge facility exhibited the most stable control effect on runoff and pollutants among the three different return periods (T = 2-year, 5-year, 10-year); 3) sponge city construction exhibited a "cost-benefit" efficient interval. For T = 2-year, the cost-benefit high efficiency interval of sponge city construction is calculated between 1.2 billion and 1.8 billion; for T = 5-year, the interval is between 1.2 billion and 1.8 billion, while for T = 10-year, the interval is between 1.3 billion and 2.1 billion. The above observations provide reference for reasonable and effective sponge city construction in Xining, China.

Abstract:The construction of the sponge city can effectively alleviate the problems of urban waterlogging and pollution and promote the city's sustainable development. However, few studies on sponge city construction take into account both natural background conditions and resident satisfaction. This study considers both physical and psychological benefits and presents a new integrated theoretical framework to improve urban runoff quality and the well-being of residents. The developed framework consists of two parts: sponge city control space identification and optimization design. The control space suitable for sponge city construction was identified, using the Eco-Importance-Resident Satisfaction Analysis (EIRSA) methodology, and the relationship between the basic needs of suburban residents and the current ecosystem service capacity was explored. The Multi-Criteria Decision Making (MCDM) method was used to optimize the design of the identified control space. The resident subjective visions and sponge city construction goals were used to determine the construction area and type of LID using GIS and the Storm Water Management Model (SWMM). The proposed framework was then applied to a suburb of Huizhou City, China, as a case study. This study analyzed the physical and psychological benefits of sponge city design schemes with different rainfall scenarios (S1, S2, S3, and S4) for the LID construction project. The results identified this scheme had met 90% or more of the region's volume capture ratio of annual rainfall constraints. Furthermore, >60% of the respondents were content with our planning scheme, with 21% being extremely satisfied, compared to only 2.1% satisfied, and 0.7% very satisfied. Considering the trade-off between ecological importance and resident satisfaction, it is a feasible strategy to build a sponge city that can improve residents' well-being in the future. The findings of this paper provide a detailed decision-making basis for the construction of sponge city in suburban areas.

Comprehensive analysis of waterlogging control and carbon emission reduction for optimal LID layout: a case study in campus

Abstract:Nowadays, sponge city reconstruction has become the focus of research because of the increasingly serious urban waterlogging. Carbon emission reduction, waterlogging area reduction, cost, and other indicators were considered to explore the optimal sponge allocation scheme in the study area. The two-dimensional coupled model MIKE FLOOD was established to analyze the causes of waterlogging through numerical simulation. Low-impact development (LID) combination scenarios were set to analyze the control effects of waterlogging water and total runoff. The carbon emission reduction capacity and economic benefit of each scenario were calculated and evaluated. The analytic hierarchy process (AHP) was used to comprehensively evaluate the LID combination scenario and explore the optimal cost-benefit LID configuration scheme. The results show that the campus rainwater pipe network is under overload operation, and the number of overflow nodes accounts for up to 58.1% under the 3a rainfall return periods. After setting up LID measures, the runoff control rate can be increased by 26.15-42.84%, and the waterlogging area where the depth exceeds 15 cm can be reduced by 72.87-100%. If the energy conservation and emission reduction benefits and costs are considered at the same time, the layout scenario of 9% bioretention facility + 3% green roof + 3% permeable pavement can achieve the best benefits. The research can provide a reference for planning and reconstruction of sponge campus and residential areas.

Abstract:<p>To mitigate the impacts of rapid urbanization and climate change on hydrology and water quality, the new concept of urban stormwater management, sponge city, has been proposed to increase the city's resilience. Although 30 cities in China have been chosen to implement sponge city construction, there is a lack of a quantitative evaluation method to help decision makers select resilience and sustainability schemes. This paper proposes a new integrated framework in selecting the resilient and sustainable sponge city design schemes. The developed framework consists of the following 10 indicators: resilience, flood volume, flood duration time, hydraulic performance index, annual runoff volume control, rainfall usage, pollution control, social acceptability, greenhouse gas emission, and cost. The Storm Water Management Model (SWMM) was used to simulate the rainfall-runoff process to calculate the indicators. The multi-criteria analysis methods of the improved AHP were used to calculate the weights of indictors, while the technique for order preference by similarity to ideal solution (TOPSIS) was used to rank the design schemes. The proposed framework was then applied to Xining, China, as a case study. The performances of three sponge city design schemes (S1, S2, and S3) with different sponge city construction areas and different low impact development (LID) controls were analyzed for the LID construction project. The results identified S1 as the best scheme where 50% permeable pavement and 30% rain barrel are implemented in residential areas. In contrast, S3 had the lowest scores, with the largest LID construction area. This integrated framework will assist policy-makers in the selection of optimal sponge city design schemes.</p>

Abstract:In recent years, Sponge City has gained significant interests as a way of urban water management. The kernel of Sponge City is to develop a coupled green-grey-blue system which consists of green infrastructure at the source, grey infrastructure (i.e. drainage system) at the midway and receiving water bodies as the blue part at the terminal. However, the current approaches for assessing the performance of Sponge City construction are confined to green-grey systems and do not adequately reflect the effectiveness in runoff reduction and the impacts on receiving water bodies. This paper proposes an integrated assessment framework of coupled green-grey-blue systems on compliance of water quantity and quality control targets in Sponge City construction. Rainfall runoff and river system models are coupled to provide quantitative simulation evaluations of a number of indicators of land-based and river quality. A multi-criteria decision-making method, i.e., Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) is adopted to rank design alternatives and identify the optimal alternative for Sponge City construction. The effectiveness of this framework is demonstrated in a typical plain river network area of Suzhou, China. The results demonstrate that the performance of Sponge City strategies increases with large scale deployment under smaller rainfall events. In addition, though surface runoff has a dilution effect on the river water quality, the control of surface pollutants can play a significant role in the river water quality improvement. This framework can be applied to Sponge City projects to achieve the enhancement of urban water management.
Hydrological reduction and control effect evaluation of sponge city construction based on one-way coupling model of SWMM-FVCOM: A case in university campus

Abstract:The exacerbation of global warming, the frequent incidence of extreme weather events, and the rapid urbanization have collectively contributed to the heightened prevalence of flooding in urban areas. As a result of this challenge, sponge city (SPC) has been adopted in China as an efficient means of preventing and controlling urban floods. To evaluate the hydrological reduction and control effect of sponge city construction (SPCC) within a university campus, a one-way coupled model integrating one-dimensional sewer hydrodynamic model (SWMM) and two-dimensional surface flow model (FVCOM), namely SWMM-FVCOM model, was established. The Nash-Sutcliffe efficiency (NSE) of the SWMM were greater than 0.75 under there rainfalls with different intensity, indicating the good reliability and stability of this model could be used in the subsequent simulation. An analysis of drainage capacity and the risk of urban flooding was conducted using this model before and after the implementation of SPCC, considering six rainfall scenarios. Implementing SPCC demonstrated an effective performance in mitigating surface runoff, regulating inspection well overflow, and reducing overflow volume in the study region. However, the efficacy of runoff control diminished proportionally with the escalation of rainfall return period. Simultaneously, the implementation of low impact development (LID) measures can significantly decrease the extent and magnitude of surface inundations. The reduction rate of SPCC on the area of waterlogging ranged from 55.84% to 72.50%. But the control rate decreased with increasing rainfall return periods, demonstrating that adopting SPCC can effectively mitigate the severity of urban flooding resulting from low rainfall return period events (Tr < 20 years). This study can provide scientific foundation for environment managers to evaluate the impact of urban flooding prevention and control on runoff pollution mitigation when adopting the implementation of SPCC.
Low Impact Thinking of the Spongy City Construction in Built-Up Areas from the Perspective of Sustainable Urban Design

Abstract:Sponge city construction can improve cities’ ability to adapt to the environment change and the ability to cope with floods, and it can also prompt cities’ development to be more healthy and sustainable. However, the process itself of sponge city construction may also has impact on the environment especially in built-up areas, to reduce the impact, the rainwater landscape design needs to integrate sustainable thoughts as follows: (1) balancing earthwork on site. Borrowing the traditional Chinese concept of dig lake and pile mountain, providing earthwork balance on site by adjusting the micro-topography. (2) Protecting trees and bushes on site. When introducing bio-retention ponds to the built-up area with new plants which will be drought-resistant and wet-resistant, perennial, and with low maintenance, the designers need to think about how to protect and rearrange the existing plants especially trees and bushes at the same time which are relatively stable and mature in green spaces of old town. (3) Recycling the existing paving materials. Impermeable paving material on sidewalk, square, pedestrian area, parking area, etc. will be replaced by permeable concrete, permeable bricks, gravel, other permeable materials, and waterway kerbs. These abandoned materials could be recycled on site, such as use of the old concrete slabs, bricks building short stone walls to divide space or seats for people to rest, and it will reduce a lot of construction waste and avoid the pollution of new material consummations to the environment. (4) Taking the opportunity of spongy city construction to improve urban non-motor vehicle traffic environment, raising bike lanes along roads outside blocks and small roads inside blocks with permeable asphalt to improve walking and biking environment in cities. (5) Making public open spaces such as squares and green spaces support more staying activities with the opportunity of introducing rain garden to these areas. This is a kind of sustainable urban design point of view. Following the principle of minimum energy and material consumption and reducing the impact of sponge city construction itself on the environment will avoid a new round of environmental problems and resource waste. Integrated Assessments of Green Infrastructure for Flood Mitigation to Support Robust Decision-Making for Sponge City Construction in an Urbanized Watershed.

Abstract:Green Infrastructure (GI) has become increasingly important in urban stormwater management because of the effects of climate change and urbanization. To mitigate severe urban water-related problems, China is implementing GI at the national scale under its Sponge City Program (SCP). The SCP is currently in a pilot period, however, little attention has been paid to the cost-effectiveness of GI implementation in China. In this study, an evaluation framework based on the Storm Water Management Model (SWMM) and life cycle cost analysis (LCCA) was applied to undertake integrated assessments of the development of GI for flood mitigation, to support robust decision making regarding sponge city construction in urbanized watersheds. A baseline scenario and 15 GI scenarios under six design rainfall events with recurrence intervals ranging from 2-100 years were simulated and assessed. Model simulation results confirmed the effectiveness of GI for flood mitigation. Nevertheless, even under the most beneficial scenario, the results showed the hydrological performance of GI was incapable of eliminating flooding. Analysis indicated the bioretention cell (BC) plus vegetated swale (VS) scenario was the most cost-effective GI option for unit investment under all rainfall events. However, regarding the maximum potential of the implementation areas of all GI scenarios, the porous pavement plus BC + VS strategy was considered most reasonable for the study area. Although the optimal combinations are influenced by uncertainties in both the model and the GI parameters, the main trends and key insights derived remain unaffected; therefore, the conclusions are relevant regarding sponge city construction within the study area.

Abstract:Frequent urban flooding has caused great economic losses and casualties worldwide. Sponge cities have attracted attention as an important means of flood control and disaster reduction. This paper systematically and comprehensively analyzes the development of sponge campuses in China and other countries and compares classic examples of sponge campus construction. We identify the following issues in sponge campus construction: lack of appropriate numerical simulation model, low public engagement and support of sponge campuses, and a lack of standardized guidance for sponge campus construction. Based on the in-depth analysis of successful examples of sponge campus construction in developed countries, and combined with consideration of China's economic development, geographical location, and urbanization level, we suggest the future development direction of sponge campus: the development of local sponge campus models; popularization of sponge theory; improvement to public participation and experience; improve the financial system of sponge campus; and standardization of guidance for sponge campus construction and maintenance. This paper expounds on the necessity of sponge campus construction and further improves the theoretical system of sponge campuses. These results can provide theoretical support and reference for the construction or transformation of sponge campuses in colleges and universities and then promote further development of sponge campuses.

Abstract:Sponge city stormwater management (SCSM) strategy in China aims for sustainable stormwater handling. While many studies have examined the technical aspects of sponge city green infrastructure (SCGI), few have explored public perspectives. This study sought to understand public perceptions, the perceived value of SCGI's ecosystem service benefits, and the potential for diverse financial compensation methods in sponge city construction. A survey conducted in five Northeastern Chinese cities, involving 1,534 participants, was analyzed using descriptive statistics and logistic regression. The findings reveal no significant correlation between socio-demographic factors and understanding of stormwater management, indicating the concept's broad accessibility. Public valuation of ecosystem services showed clear priorities, and factors like homeownership and flood experiences significantly impacted the valuation of specific services. Moreover, the study identified a generally positive public attitude towards investing in SCSM, particularly through stormwater fees, underscoring the viability of diverse funding mechanisms. These insights are pivotal for policymakers and urban planners in formulating sustainable and resilient urban water management strategies.

Abstract:China launched the sponge city (SPC) initiative in 2013 to reduce municipal stormwater runoff. The design criteria are mainly the annual comprehensive runoff coefficient (ACRC) regulated in a design guideline. Numerous SPC alternatives with varied low-impact development (LID) measures can be designed to meet the ACRC. Obviously, the optimization of SPC design is significant. This study provides an approach to SPC design optimization that applies an optimized module of SUSTAIN to simulate SPC performance over a 10-year period. The targeted volume reduction was derived from the SWMM model and corresponded to the ACRC criteria. Based on the reduction, the minimal cost and cost-effectiveness analyses were conducted. The proposed approach was applied to the Lincang Technology Innovation Park (LCTIP) as a test case. Three scenarios were analyzed: The original design implemented on the site, the landscape improved design, and the most economical design. The results indicated that the optimized alternative may save up to 12.3% of the cost while meeting that ACRC value. The approach improves upon SPC design, particularly with regards to flood control. The present research will help decision makers to develop and select the most appropriate SPC design that is most cost-effective.

Abstract:As the global climate change and the rapid progress of urbanization, the frequent occurrence of flooding disasters and non-point source pollution seriously threaten the sustainable development of modern cities. To alleviate these problems, China started to pilot construction of the “Sponge City” (SPC). Over a decade, it has attracted public attention, supports, and participations. The paper presents a literature review of sponge city construction (SPCC) process (planning, design and construction) as well as the assessment of SPC, including: operation, maintenance, and effectiveness. Research gap and future works are also proposed. The paper offers some tactics for SPCC, including: 1) in the planning and construction stage of SPC, the goals and systematic plans should be formulated according to local water-environmental conditions. The drainage plan should cover the strategy to dispose runoff volumes at sources and the ultimately goal for flood mitigation. The drainage design involves the combination of various green and grey infrastructures; 2) It is important to identify monitoring methods and hydrological models which can be used to assess the performance of a SPC. With adequate field data, all models and methods should be calibrated for not only runoff quantity and quality control but also the alleviation of urban heat island effects, including the base flows and local groundwater table; 3) Based on the regional field data, it is necessary to standardize regional design parameters, construction material specifics, and maintenance scheme and schedule that would significantly affect the facility’s infiltrating and filtering processes, therefore, a regular maintenance program should be initiated to monitor the operations of the as-built facilities according to local climate conditions. The paper evaluated several maintenance methods for ten typical facilities to provide a reference for the operation and maintenance of facilities in SPCC.
