Abstract:The role of reservoirs in water resource management is becoming crucial for flood control and drought mitigation in any basin because of the frequent occurrence of extreme weather events attributed to global climate change and human activities. Therefore, evaluating the relationship between reservoir storage (discharge) and wet (dry) evolution is crucial. This study explores the time-delay effect and spatial heterogeneity of reservoir discharge and storage on dry and wet conditions in several basins of Lin’an District (LAD) in southeastern China. An integrated methodology is developed in this study to assess the relationship by a monthly streamflow simulation model, the meteorological and hydrological comprehensive drought index (CDI) using a Frank Copula function, and an eXtreme Gradient Boosting (XGBoost) model and Shapley Additive exPlanations (SHAP) framework were used to develop a model to forecast dry and wet conditions and to evaluate the key factors affecting their changes. Results from the study indicate that the monthly water balance model can simulate the monthly hydrological processes with relatively high accuracy in the LAD region. The CDI reflects the intensity of wet and dry events more precisely, thoroughly, sensitively, and consistently by combining the benefits of hydrological and meteorological drought indicators. Precipitation, evaporation, streamflow, the Pacific Decadal Oscillation (PDO), and the Indian Ocean Dipole (IOD) were the main contributing factors influencing the above 80% accuracy of the wet and dry forecast models. The average correlation between the outflow of each reservoir in LAD and CDI is 0.47, which is higher than the Standardized Precipitation Index (SPI) and Standardized Runoff Index (SRI). Moreover, the delay in months of dry (wet) events based on SPI, SRI, and CDI are 0.45 (0.41), 1.07 (0.65), and 0.87 (0.60), respectively. It suggests reservoirs are less capable of adaptive scheduling for drought events than for wet events, and they respond most quickly to SPI defined events. The results can provide scientific and technological support for water safety and security in the study area.
Agricultural water optimization coupling with a distributed ecohydrological model in a mountain-plain basin

Abstract:Agricultural water optimization at the basin scale is critical for sustainable irrigated agriculture and water resources management. Crop Water Production Function (CWPF) and surface water are key components of agricultural water optimization. CWPF relates closely to crop yield/growth-related parameters, and surface water of sub-basins is often different and impacted by water withdrawals. However, CWPF accounting for the crop yield-related parameter and natural runoff of sub-basins were scarcely involved in agricultural water optimization at the basin scale. To fill this gap, CWPFs of different water units are estimated using a distributed ecohydrological model involving the spatial heterogeneity of crop photosynthetic capacity parameter, and the natural runoff of sub-basins is reproduced by this model. Integrating these functions and variables, and taking the agricultural benefit of the whole basin as the main objective, an agricultural water optimization model at the basin scale (AWOMB) is developed and applied to a mountain-plain basin in North China. The results showed that agricultural water optimization in a representative year would lead to 0.4% increase of crop production for the whole basin at the expense of certain urban ecological water and equity of agricultural water. In this scenario, the river ecological water requirements in all sub-basins would be satisfied. Assuming the domestic, industrial and river ecological water demand being fully satisfied in 2020s, water deficits will be 8% and 26% for the whole basin under the normal and dry year scenarios, respectively. Correspondingly, increments of 2% and 7% crop production are predicted in these two scenarios by agricultural water optimization. It is demonstrated that water resources utilization and agricultural production are effectively improved by coupling a distributed ecohydrological model with water resources optimization in the study basin. This research provides a methodology for integrative catchment water resources management.

Efficient allocation of agricultural land and water resources for soil environment protection using a mixed optimization-simulation approach under uncertainty

Abstract:This study proposes an optimization-simulation approach for simultaneously determining crop patterns and allocating irrigation water to improve soil environment. The approach incorporates an optimization model (a Chance-Constrained Programming (CCP) based multi-objective non-linear programming) integrated with a carbon footprint (CF) model and irrigation water use efficiency (IWUE) index, a soil water balance model and a groundwater dynamics model. The output of the optimization model constitutes the input to the soil water balance model which is calculated based on soil water content from soil samples representing the basin under study, and the resulting output is the input to the groundwater dynamics model. The output of the groundwater dynamics model is examined by whether the optimal results give rise to soil salinization. The proposed approach has advantages in addressing the tradeoffs of land and water resources for different crops in irrigation districts to reduce soil carbon emissions and improve land and water resources allocation efficiency, dynamically reflecting water transformation among precipitation, surface water, soil water and groundwater, and dealing with nonlinearity and uncertainties. The approach was applied to identify optimal land and water resources allocation schemes in the oasis of Heihe River basin, northwest China. Results demonstrated that in the studied area, soil carbon emissions decreased and water use efficiency increased by the simultaneous allocation of the interactive agricultural land and water resources in space and time. Choosing the violation probabilities in the range of 0.05 and 0.1 might be more beneficial to the comprehensive benefits of the contradictory objectives (i.e. reducing soil carbon emissions and increasing irrigation water use efficiency), because during this range the value of IWUE tended to be the largest and the value of CF was beginning to stabilize. From the perspective of spatial distribution, the value of CF showed an increasing trend from northwest to southeast, while the changes of groundwater table in the southern part were higher than in the northern part of the oasis. As the main limiting factor, increasing water availability led to an increase of cultivated land within a certain range, which significantly affected soil environment, leading to the necessity to contribute towards the efficient utilization of irrigation water resources and field activities to reduce soil pollution. Therefore, the proposed modelling framework can help to comprehensively manage agricultural land and water resources under complexity in an efficient and environmental-friendly way, and thus promote soil environment protection.

Abstract:Abstract Analysis of eco-environmental water requirements along a dry inland river under extreme drought conditions can provide a theoretical basis for the sustained utilization and management of water resources in arid regions. Basin-scale Multi-Objective Simulation-Optimization Modeling for Conjunctive Use of Surface Water and Groundwater in Northwest China

Abstract:In the arid inland basins of China, the long-term unregulated agricultural irrigation from surface water diversion and groundwater abstraction has caused the unsustainability of water resources and the degradation of ecosystems. This requires the integrated management of surface water (SW) and groundwater (GW) at basin scale to achieve scientific decisions which support sustainable water resource allocation in China. This study developed a novel multi-objective simulation-optimization (S-O) modeling framework. The optimization framework integrated a new epsilon multi-objective memetic algorithm (ε-MOMA) with a MODFLOW-NWT model to implement real-world decision-making for water resource management while pondering the complicated groundwater–lake–river interaction in an arid inland basin. Then the optimization technique was validated through the SW–GW management in Yanqi Basin (YB), a typical arid region with intensive agricultural irrigation in northwest China. The management model, involving the maximization of total water supply rate, groundwater storage, surface runoff inflow to the terminal lake, and the minimization of water delivery cost, was proposed to explore the trade-offs between socioeconomic and environmental factors. It is shown that the trade-off surface can be achieved in the four-dimensional objective space by optimizing spatial groundwater abstraction in the irrigation districts and surface water diversion in the river. The Pareto-optimal solutions avoid the prevalence of decision bias caused by the low-dimensional optimization formulation. Decision-makers are then able to identify their desired water management schemes with preferred objectives and achieve maximal socioeconomic and ecological benefits simultaneously. Moreover, three representative runoff scenarios in relation to climate change were specified to quantify the effect of decreasing river runoff on the water management in YB. Results show that runoff depletion would have a great negative impact on the management objectives. Therefore, the integrated SW and GW management is of critical importance for the fragile ecosystem in YB under changing climatic conditions.

Abstract:Balancing the water consumption of agricultural and ecological is the key point of sustainable social and economic development in an inland river basin. The growth of desert riparian forests in inland river basins mainly depends on a certain phreatic water table depth (PWTD). The main object of this study was to allocate and schedule water resources to regulate the PWTD and satisfy agricultural water demand. Therefore, a multi-objective double layer optimal allocation and scheduling framework based on the computationally efficient integrated surface water-groundwater model (ISGWM), which can simulate the surface water processes, groundwater recharge and discharge processes, and PWTD changes, was constructed and applied to the mainstream of Tarim River Basin (TRB). The top layer model of the framework is an optimal ecological water allocation model, and its optimal allocation results are used as the initial solution of the bottom layer model. The results show that under 5 different inflow frequencies, the agricultural water shortage rate is 0, 17.38 %, 17.41 %, 14.06 %, and 19.94 %, respectively. The PWTD regulation has a great performance. After the optimal scheduling, the proportions of good growth of the control area behind the gate under different inflow frequencies were 98.18 %, 98.18 %, 98.18 %, 90.91 %, and 94.55 %. Agricultural water shortage is mainly due to the non-uniformity distribution of intra-annual inflow and the lack of controlling hydraulic engineering. The regulation of PWTD can guarantee the growth of desert riparian forests on both sides of the mainstream of TRB. Besides, we explored the feasibility of exploiting groundwater to supplement agricultural water consumption. The groundwater exploitation should be controlled within the scope of not causing excessive increase of PWTD (difference between PWTD and target depth <1 m), due to the groundwater exploitation to supplement agricultural water will lead to the increase of PWTD. Overall, this framework, which regulates the PWTD with the change of ecological water supply based on the ISGWM, provides a new idea for the allocation and scheduling of agricultural and ecological water resources in arid inland river basins. It also provides a new method for the coupled cooperative operation of surface water and groundwater.
Optimizing Crop Spatial Structure to Improve Water Use Efficiency and Ecological Sustainability in Inland River Basin

Abstract:Inland arid basins face the challenge of ecological deterioration due to insufficient water availability. The irrigation water consumption depletes the water flowing into the downstream tailrace ecological wetland, leading to increasing ecological deterioration. It is urgent to optimize the management of irrigation water resources in the middle reaches and improve the ecological sustainability of the lower reaches. To ensure sustainable development, improving water use efficiency and preserving the health of basin ecosystems should be simultaneously considered in the agricultural water management of these regions. Therefore, a 0–1 integer multi-objective programming approach was proposed to optimize midstream crop planting. This method has advantages in (1) effectively balancing ecological sustainability, agricultural production, and water-saving goals; (2) linking irrigation district management with grid geographic information to develop land use strategies; and (3) obtaining optimal solutions for multi-objective synergies. The proposed approach is applied to a typical inland river basin in China, the Heihe River Basin in Gansu Province. Results indicate that the optimization schemes can increase agricultural benefits, crop suitability, water use efficiency, and ecological quality by 12.37%, 6.82%, 13.00%, and 8.04% (compared to 2022), respectively, while irrigation water can be saved about 7.53%. The optimization results and proposed approach can help decision-makers manage water resources in the Heihe River Basin and similar regions.

Abstract:Meeting ecological water requirements (EWRs) is important for maintaining watershed system stability in many arid and semi-arid areas. Rainfall–runoff relationships under changing climate conditions could have many adverse effects on EWRs. The inherent uncertainties in water resource management and potential variations in EWRs should be considered to obtain suitable water allocation strategies under climate change. In this study, an integrated approach was proposed through incorporation of copula functions and a Markov Chain Monte Carlo (MCMC) simulation into a chance-constrained programming (CCP) model. The proposed approach had several advantages for water resource allocation under variable climatic conditions with respect to the following: (a) tackling correlated features of rainfall and watershed inflow under climate change based on copula–MCMC simulations, (b) obtaining runoff distributions using the copula sampling method under multiple climate change scenarios, (c) analyzing fluctuations in EWRs based on variable monthly flows and diverse runoff distributions, and (d) obtaining desired water allocation strategies through the developed CCP model with consideration of EWRs and water shortage risk. Application of the developed method to water resource management in the city of Dalian (China) indicated that the EWRs in the watersheds of Dalian would exhibit large variations under changing climatic conditions. Moreover, in comparison with the supply in 2025, an increase in water supply transferred from the Dahuofang Reservoir (Hun River) would be 6942–33,772, 6942–25,472, and 2849–14,259 Mt with risk tolerance levels of 20%, 50%, and 80%, respectively.

Abstract:Optimal allocation of irrigation water both spatially and temporally is a great challenge in arid and semi-arid regions with limited water available for irrigation. In this study, a simulation-based optimization model for spatiotemporal allocation of irrigation water in arid region was developed, which integrated a distributed farmland water balance model for simulating hydrological processes in farmland and an optimization model to maximize irrigation and precipitation use efficiency (IPUE). A typical arid region, the middle reach of the Heihe River basin in Northwest China with a total farmland area of 2624 km(2), was selected as the study area. Field experiment data in 2012 and 2013 were used to calibrate and validate the simulation model. Then, the simulation-based optimization model was used to optimize the spatial and temporal allocation of irrigation water under various scenarios. Results indicate that the model is applicable for reflecting the complexities of water consumption and irrigation water allocation in the study area. The optimal irrigation water depths averaged for different farmland units are 326 mm, 327 mm, 471 mm, and 495 mm for spring wheat, barley, vegetable, and maize, respectively. After optimal allocation of irrigation water, IPUEs can exceed 0.8 for all climate conditions, and IPUE in the wet year was lower than those in other circumstances because of higher precipitation in the wet year. Higher IPUE can be achieved when the gross irrigation water are 1.72, 1.90 and 1.97 billion m(3) for the representative wet, normal, and dry years, respectively. The results can be used to guide irrigation water management by providing the information on when and how much to irrigate for each crop in different farmland units.

Abstract:Water is a stabilizer for production and life in the arid areas. According to research shared by the Pacific Institute and The Guardian, there were 228 incidents of water conflict globally in 2022. Therefore, comprehensive measures are necessary to achieve regional water security. This objective can be achieved by the application of interdisciplinary and professional approaches through establishing a dynamic equilibrium of the different water consumers, and trade-offs and synergies for water allocation between them. A multi-objective optimization model is proposed for managing the water-agriculture-energy-environment (WAEE) nexus in water-scarce areas. Real and integer-encoded multi-objective evolutionary algorithms (EMCMO) were applied to solving management models. Multiple objectives, such as the maximization of economic benefits from agriculture and hydropower generation, the minimization of ecological water shortages for local plants, and the minimization of environmental risks influenced by land use and food supply, were defined in the model. The model was applied to the Yanqi Basin, an important agriculture and energy producer in Xinjiang province, Northwest China. The results indicated that (1) the four-dimensional Pareto solution set has the advantage of presenting the WAEE nexus, highlighting the trade-offs and synergies between high-value crops, surface water, and groundwater, ecological water demand, hydropower generation and total nitrogen and phosphorus loading (TNP); (2) An excessive increase in the agricultural economy will increase TNP loading and agricultural non-point source pollution; (3) Optimization of WAFE for local ecosystem restoration. Optimization in a wet year, reduced agricultural economic benefits by 0.20%, and agricultural TNP loading by 13.19% while increasing ecological water by 58.33%, and hydropower generation by 3.98%; in a normal year, reduced agricultural economic benefits by 6.62%, agricultural TNP loading by 13.19% while increasing ecological water by 46.43%, and hydropower generation by 0.79%; in a dry year, reduced agricultural economic benefits by 17.19%, agricultural TNP loading by 9.72%, and hydropower generation by 16.18% while increasing ecological water by 42.86%. The trade-offs and synergies of the WAEE nexus also apply to other similar water-scarce areas.

Abstract:Considering the uncertainties in agricultural system and spatiotemporal variability in evapotranspiration and precipitation, a distributed interval nonlinear multiobjective programming (DINMP) model was developed for optimal allocation of limited irrigation water resources in the middle reaches of Heihe River basin. The meteorological data from meteorological stations were used to estimate reference crop evapotranspiration (ET0 ) through FAO56 Penman-Monteith (PM) equation, and then the remote sensing MOD16/PET data were fitted by linear regression model according to the FAO56 PM results. The 95% confidence interval was used to further improve the accuracy of the fitting results. Thus, satellite-based potential evapotranspiration (PET) and ground-based ET0 estimation were integrated to not only reflect the spatial and temporal variability but also guarantee the accuracy of the ET0 . In the terms of precipitation, spatial interpolation was used to spatial information of precipitation. Based on these spatiotemporal data, a DINMP with three objectives, including maximizing economic benefits and water saving as well as minimizing water shortage of critical growth periods, was formulated, and further solved by fuzzy coordination method. The optimal allocation scheme improves the irrigation water productivity by [0.50, 0.66] kg/m3, and decreases net irrigation water allocation by [0.33, 1.01] ×108 m3. These results show that DINMP can not only consider the uncertainties and multiple objectives in agricultural water management, but also improve the spatial resolution of optimal water allocation strategies. The framework of this study can provide a reference for agricultural water managers in similar areas to obtain more reasonable water allocation schemes.

Abstract:In arid and semi-arid areas where agriculture competes keenly with ecosystem for water, integrated management of both surface water (SW) and groundwater (GW) resources at a basin scale is crucial, but often lacks scientific support. This study implemented physically-based, fully integrated SW-GW modeling in optimizing water management, and performed surrogate modeling to replace the computationally expensive model with simple response surfaces. Water use conflicts between agriculture and ecosystem in Heihe River Basin (HRB), the second largest inland river basin in China, were investigated. Based on the integrated model GSFLOW (Coupled Ground-Water and Surface-Water Flow Model), the conjunctive use of SW and GW for irrigation in the study area was optimized using a surrogate-based approach named DYCORS (Dynamic COordinate search using Response Surface models). Overall, the study demonstrated that, with the surrogate modeling approach, an expensive integrated model could be efficiently incorporated into an optimization analysis, and the integrated modeling would make feasible a physically based interpretation of the optimization results. In the HRB case study, the surrogate-based optimization suggested a very different time schedule of water diversion in opposite to the existing one, indicating the critical role of SW-GW interactions in the water cycle. With the temporal optimization, a basin-scale water saving could be achieved by reducing non-beneficial evapotranspiration. In addition, the current flow regulation in HRB may not be sustainable, because the ecosystem recovery in the lower HRB would be at the cost of the ecosystem degradation in the middle HRB. Evaluating water resources allocation in arid areas of northwest China using a projection pursuit dynamic cluster model

Abstract:Abstract Water resources allocation decision-making in an arid region should consider the interaction of the economy, the environment, society, resources and other factors. In this paper, an index system for the comprehensive evaluation of water resources allocation in arid areas is established in response to the shortage of water resources, over-utilization of groundwater, and an unreasonable structure of agricultural water demand in the arid region of northwest China. It has been formulated based on current river basin water resources allocation practices and consideration of the fairness, efficiency and resource utilization rationality of water resources allocation. The projection tracking dynamic clustering approach was applied to analyze alternative water resource allocation schemes in the Kiz River Basin. It is concluded that the evaluation results demonstrate the following. (1) The PPDC model takes the actual measured value of the index as the basis for comprehensive evaluation, and it avoids the bias caused by the subjective formulation of weights. An optimal allocation scheme that has higher annual comprehensive benefits can better serve regional water resources management. (2) A projection pursuit dynamic cluster approach can deliver results which are more objective and reliable than existing evaluation approaches for water resources allocation. (3) Grey correlation analysis and projection tracking dynamic clustering are basically consistent with the evaluation results for water resources allocation in the Kiz River Basin. The nexus of water, ecosystems and agriculture in arid areas: A multiobjective optimization study on system efficiencies

Abstract:In arid areas, agricultural development can occur at the expense of ecosystem conservation and water quality. To balance the conflicting interests, the water-ecosystem-agriculture (WEA) nexus in such areas needs to be systematically addressed. In this study, a multi objective linear fractional programming (MOLFP) approach is proposed to model the synergies and tradeoffs in the WEA nexus. Using this approach, the impacts of changes in hydrological conditions, land use, and the water management regime on the economic, ecological, and environmental efficiencies of the agricultural system in Zhangye Basin (ZB) (a typical arid area in northwestern China) were assessed. The major study findings are as follows: First, the MOLFP approach can effectively identify solutions for optimization problems with multiple interrelated ratio-type objectives, and the optimization results intrinsically reflect the behavior of the socioeconomic system. Second, in wet conditions, the agricultural system can be more profitable and environmentally friendly but less efficient in saving water for the ecosystems in the downstream area. Third, the potential land-use conversion from croplands into fallow or built-up areas, as well as the new water quality regulation, may lead to co benefits of economic, ecological and environmental efficiencies. Finally, the flexibility to adjust the spatial pattern of crop planting makes the agricultural system in ZB exhibit good resilience to water, land, and food stresses. However, the resilience is seriously impaired under very dry conditions and dramatic land-use changes. Overall, this study lays out a new framework for addressing the complex WEA nexus through system modeling and provides insights into agriculture planning and water resources management in arid areas.

Abstract:Optimizing regional crop water consumption is considered to be a significant approach for increasing yields and reducing water consumption. This paper proposes a single-objective linear programming model which couples the distributed water consumption model with crop suitability. The impacts of meteorological, topographic, and soil factors were taken into account in both the distributed water consumption model and the crop suitability. The developed model was applied to a real case study in the middle reaches of Heihe River basin, in the northwest of China. In the optimization model, the net benefit which combined the water consumption with crop suitability was regarded as the objective function, while the limits on available water and planting area were set as the constraints. Optimal results regarding crop distribution and water consumption were generated for dry, normal, and wet hydrological years. Two optimization strategies were analyzed, including one with a fixed area of each crop and the other with a fixed total planting area. Economic analyses showed that net income under both optimization strategies increased by 31% and 33%, respectively. Although water consumption increased slightly in both optimization scenarios, the unit water income and unit area income were much higher than in the pre-optimization conditions. The obtained results are valuable for supporting the adjustment of planting patterns and the identification of desired plans for sustainable irrigation water allocation.

Water Budget of Urban Turf Field and Optimal Irrigation Schedule Simulation in an Ecotone between Semi-Humid and Semi-Arid Regions, Northern China

Abstract:Water security in the ecotone between semi-humid and semi-arid regions (EHA) is very vulnerable and sensitive to climate change and human interferences. Urban turf irrigation is a primary consumer of urban water resources in the EHA, which places huge pressures on water security by substantial irrigated water use due to the expansion of urban turf planting. Based on a 2-year (2020–2021) turf experiment in Zhangjiakou City, a typical water-deficit city in the EHA of northern China, the water budget for turf was measured and analyzed. Furthermore, the Root Zone Water Quality Model (RZWQM2) was employed to evaluate the optimal irrigation scheme for turf. The results showed that the average volumetric water content in the 0–40 cm soil layer was maintained above 23% in 2020–2021. The evapotranspiration in growth period of turf accounted for more than 70% of the annual evapotranspiration, and the deep seepage in turf soil accounted for 49.67% and 60.28% of the total precipitation and irrigation in 2020 and 2021, respectively, during the vigorous growth period of the turf from May to September. The calibrated RZWQM2 showed a robust ability to simulate the water changes in turf. The d-values (consistency index) between the simulated and observed volumetric water contents and evapotranspiration were both greater than 0.90. In the aspects of irrigation scenarios, the T60%-12 scenario (TA-B, where A is 100%, 80%, 60% or 40% of the total irrigation amount and B is the number of irrigation events corresponding to A) was determined as the best irrigation schedule in our study area because of lower evapotranspiration, seepage and higher turf soil water storage under this irrigation scenario, also resulting from the comparison of different irrigation scenarios using the entropy-weight-TOPSIS method. In such an optimal scenario, T60%-12 irrigation treatment reduced the irrigated water requirement of turf by 40% (142.06 mm) and the seepage amount by 28.07% (39.05 mm), and had the lowest negative impacts on the turf growth.

Abstract:The healthy and sustainable development of irrigation area not only serves as the guarantee of national food production security, but also shoulders the important task of regional ecological security, in which maintaining groundwater level plays an important role. Due to the close relationship between groundwater level and irrigation recharge groundwater, realizing rational use of water resources under strictly implementing the total limit of water use and holding reasonable groundwater level is of great significance to the healthy development of irrigated areas. Therefore, this study established a spatial-temporal optimal allocation regulation method of irrigation water resources by coupling groundwater numerical technology and the characteristics of hydrological cycle with comprehensively considering the dual constraints between total water consumption and reasonable groundwater depth. Besides, taking Helan County, a typical area of Qingtongxia Irrigation district in Ningxia as an example, a case study on optimal allocation of irrigation water resources was carried out. The results show that compared with the actual current water use situation, the total irrigation water shortage rate of Helan County Irrigation District (HCID) decreases from 21.61% to 21%. Under the combined control of total available water and groundwater depths, it is realized the fairness and balance of water use in different regions and periods by the allocation of water resources in spatial and temporal. Meanwhile, the area located in the reasonable groundwater depth range increased by 1.65% after optimization. Overall, the balanced and optimal allocation method of irrigation water resources with both total water use and groundwater depth control is not only improving the efficient and rational utilization of limited water resources, but also can regulate groundwater depth to guarantee regional ecological health and sustainable development.
Coupled Surface Water–groundwater Model and Its Application in the Arid Shiyang River Basin, China

Abstract:The planning and management of water resources in the Shiyang River basin, China require a tool for assessing the impact of groundwater and stream use on water supply reliabilities and improving many environment-related problems Such as soil desertification induced by recent water-related human activities. A Coupled model, integrating rule-based lumped surface water model and distributed three-dimensional groundwater flow model, has been established to investigate surface water and groundwater management scenarios that may be designed to restore the deteriorated ecological environment of the downstream portion of the Shiyang River basin. More than 66% of the water level among 24 observation wells have simulation error less than 1.0 m. The overall trend of the temporal changes of simulated and observed surface runoff at the Caiqi gauging station remains almost the same. The calibration was considered satisfactory. Initial frameworks for water allocation, including agricultural water-saving projects, water diversion within the basin and inter-basin water transfer, reducing agricultural irrigation area and surface water use instead of groundwater exploitation at the downstream were figured out that would provide a rational use of water resources throughout the whole basin. Sixteen scenarios were modelled to find out the most appropriate management strategies. The results showed that in the two selected management options, the groundwater budget at the Minqin basin was about 1.4 x 10(8) m(3)/a and the ecological environment Would be improved significantly, but the deficit existed at the Wuwei basin and the number was about 0.8 x 10(8) m(3)/a. Water demand for domestic, industry and urban green area Would be met in the next 30 years, but the water shortage for meeting the demand of agricultural water use in the Shiyang River basin was about 2.2 x 108 m(3)/a. It is suggested that more inter-basin water transfer should be required to obtain sustainable water resource use in the Shiyang River basin. Copyright (C) 2009 John Wiley & Sons, Ltd.

Abstract:Agriculture is required to produce more food while reduce water consumption at the same time. To improve the irrigation water use efficiency in agricultural production, this study proposed a fuzzy multiobjective optimal modeling approach based on Moderate-resolution Imaging Spectroradiometer (MODIS) global evapotranspiration products for optimizing spatial water footprint of crop planting. This study attempts to accurately estimate the spatial crop water footprint based on remote sensing information, and effectively plan crop planting structure considering conflicting targets, spatial water footprint, and limited irrigation water resources under fuzzy uncertainty. To test its feasibility, the proposed approach is employed to a typical semi-arid region in Northwest China. Three performance evaluation indicators, including synthetic degree (SD), sustainability index (SI), and approximation degree of ideal objective value (AD), are applied for measuring model performance and try to give a more comprehensive picture of agricultural land use strategies. Results show that (1) the remote sensing data can effectively improve the accuracy of water footprint estimation, and identify crop planting advantage distribution in spatial; (2) the planting area of crops with high evapotranspiration should be increased in irrigation districts near the upstream with high precipitation, which can improve economic benefit, increase utilization rate of green water, and fairness of allocation; (3) through optimization, the average total, blue, and gray water footprint among IDs are drop while green water utilization rates is raised comparing with status quo (2014); (4) Water scarcity will not only damage the coordinated development degree of economy, society and environment, but also hurt the regional sustainable development ability and the realization of development objectives. The proposed optimal modeling framework can help optimize the spatial water footprint of crop planting and improve irrigation water use efficiency, which can be applied to similar regions that suffer from water scarcity.
