Abstract:Central Plains region of China, represented by Henan Province, is facing serious air pollution problems. Vehicular exhaust emissions had adverse impacts on the atmospheric environment. The first comprehensive and novel vehicle emission inventory for Henan Province using vehicle kilometers traveled, localized emission factors, and activity data at city-level was developed. Furthermore, 3 km × 3 km gridded emission and temporal variations were determined by using localized information. Results show that the total emissions of sulfur dioxide (SO2), nitrogen oxides (NOx), carbon monoxide (CO), particular matter with aerodynamic diameter < 10 μm (PM10), aerodynamic diameter < 2.5 μm (PM2.5), volatile organic compounds (VOCs), VOCs-evaporation and ammonia in 2015 were 9.1, 533.4, 1190.7, 23.7, 21.6, 150.8, 31.5 and 10.4 Gg, respectively, and the emission intensities of the above pollutants were 0.05, 2.7, 6.0, 0.1, 0.1, 0.8, 0.2 and 0.05 g/km, respectively. Vehicles meeting the Primary China 1, China 3 and China 4 contributed 89.1%, 82.7%, 75.3%, 75.5%, 75.5%, 68.2%, 68.4% and 82.3% for SO2, NOx, CO, PM10, PM2.5, VOCs, VOCs-evaporation and ammonia emissions, respectively. Zhengzhou, Zhoukou, Nanyang, Luoyang, Shangqiu and Xinyang showed relatively higher emissions and contributed more than 50% of each pollutant. The spatial distribution indicated obvious characteristics of the road network, and high-level emission was concentrated in the downtown areas. Additionally, the ozone formation potential (OFP) based on the estimated speciated VOC emissions was 569.6 Gg in Henan Province. Aliphatic and aromatic hydrocarbons were the main species of VOCs, whereas olefins contributed the largest proportion of OFP, with 42.2%.

Abstract:Abstract. This study is the first in a series of papers that aim to develop high-resolution emission databases for different anthropogenic sources in China. Here we focus on on-road transportation. Because of the increasing impact of on-road transportation on regional air quality, developing an accurate and high-resolution vehicle emission inventory is important for both the research community and air quality management. This work proposes a new inventory methodology to improve the spatial and temporal accuracy and resolution of vehicle emissions in China. We calculate, for the first time, the monthly vehicle emissions (CO, NMHC, NOx, and PM2.5) for 2008 in 2364 counties (an administrative unit one level lower than city) by developing a set of approaches to estimate vehicle stock and monthly emission factors at county-level, and technology distribution at provincial level. We then introduce allocation weights for the vehicle kilometers traveled to assign the county-level emissions onto 0.05° × 0.05° grids based on the China Digital Road-network Map (CDRM). The new methodology overcomes the common shortcomings of previous inventory methods, including neglecting the geographical differences between key parameters and using surrogates that are weakly related to vehicle activities to allocate vehicle emissions. The new method has great advantages over previous methods in depicting the spatial distribution characteristics of vehicle activities and emissions. This work provides a better understanding of the spatial representation of vehicle emissions in China and can benefit both air quality modeling and management with improved spatial accuracy.

Abstract:One comprehensive emission inventory of CO, HC, NOX, PM10, PM2.5, BC, CH4, CO2 and N2O with high spatial reso-lution (0.01 degrees x 0.01 degrees) for 58 cities in Beijing-Tianjin-Hebei and its surrounding areas (BTHSA) during 2000-2020 are developed by using COPERT model and ArcGIS methodology. The results show that vehicular emissions of CO, HC, NOX, PM10, PM2.5, BC and CH4 have begun to decrease or slow their growth rates in recent years due to the imple-mentation of measures to control vehicular emissions. However, vehicular emissions of CO2 increase rapidly due to lit-tle fuel economy improvement. Besides, the usage of selective catalytic reduction (SCR) systems by heavy duty truck (HDT) is the main factor impacting the growth trend of vehicular N2O emissions since 2017. By 2020, vehicular emis-sions of CO, HC, NOX, PM10, PM2.5, BC, CO2, CH4 and N2O are estimated at about 1.65 Mt, 0.35 Mt, 1.39 Mt, 87.44 kt, 55.06 kt, 15.57 kt, 527.71 Mt, 36.20 kt and 8.56 kt, respectively. Therein, China III, IV, IV and IV passenger cars (PCs) are the predominated models for vehicular emissions of CO, HC, CH4 and CO2, accounting for 19.59-28.26 % of the total vehicular emission of corresponding pollutant. Nevertheless, the major contributors of vehicular emissions of NOX, PM10, PM2.5, BC and N2O are China III (29.64 %), III (18.03 %), III (22.81 %), III (42.16 %) and V (22.28 %) HDTs, respectively. The gridded vehicular emissions vary significantly, with emissions of CO, HC, CH4 and CO2 being mainly concentrated in central urban areas of cities (e.g., Beijing, Tangshan, Zhengzhou, Tianjin, Qingdao, Jinan). Nevertheless, the grids with high vehicular emissions of NOX, PM10, PM2.5, BC and N2O are mainly distributed along the expressway and the suburban roads of cities (e.g., Linyi, Tangshan, Jining, Weifang, Shijiazhuang, Tianjin, Baoding). Finally, multi-year uncertainties of vehicular emission inventory are discussed.

Characterization of On-Road CO, HC and NO Emissions for Petrol Vehicle Fleet in China City

Abstract:Vehicle emissions are a major source of air pollution in urban areas. The impact on urban air quality could be reduced if the trends of vehicle emissions are well understood. In the present study, the real-world emissions of vehicles were measured using a remote sensing system at five sites in Hangzhou, China from February 2004 to August 2005. More than 48000 valid gasoline powered vehicle emissions of carbon monoxide (CO), hydrocarbons (HC) and nitrogen oxide (NO) were measured. The results show that petrol vehicle fleet in Hangzhou has considerably high CO emissions, with the average emission concentration of 2.71%±0.02%, while HC and NO emissions are relatively lower, with the average emission concentration of (153.72±1.16)×10−6 and (233.53±1.80)×10−6, respectively. Quintile analysis of both average emission concentration and total amount emissions by model year suggests that in-use emission differences between well maintained and badly maintained vehicles are larger than the age-dependent deterioration of emissions. In addition, relatively new high polluting vehicles are the greatest contributors to fleet emissions with, for example, 46.55% of carbon monoxide fleet emissions being produced by the top quintile high emitting vehicles from model years 2000∼2004. Therefore, fleet emissions could be significantl reduced if new highly polluting vehicles were subject to effective emissions testing followed by appropriate remedial action.
On-road Remote Sensing Measurements and Fuel-Based Motor Vehicle Emission Inventory in Hangzhou, China

Abstract:Motor vehicles are one of the largest sources of air pollutants worldwide. Despite their importance, motor vehicle emissions are inadequately understood and quantified, esp. in developing countries. In this study, the real-world emissions of carbon monoxide (CO), hydrocarbons (HC) and nitrogen oxide (NO) were measured using an on-road remote sensing system at five sites in Hangzhou, China in 2004 and 2005. Average emission factors of CO, HC and NOx for petrol vehicles of different model year, technology class and vehicle type were calculated in grams of pollutant per unit of fuel use (gl−1) from approximately 32,260 petrol vehicles. Because the availability of data used in traditional on-road mobile source estimation methodologies is limited in China, fuel-based approach was implemented to estimate motor vehicle emissions using fuel sales as a measure of vehicle activity, and exhaust emissions factors from remote sensing measurements. The fuel-based exhaust emission inventories were also compared with the results from the recent international vehicle emission (IVE) model. Results show that petrol vehicle fleet in Hangzhou has significantly high CO emissions, relatively high HC and low NOx, with the average emission factors of 193.07±15.63, 9.51±2.40 and 5.53±0.48gl−1, respectively. For year 2005 petrol vehicles exhaust emissions contributed with 182,013±16,936, 9107±2255 and 5050±480 metric tonyr−1 of CO, HC and NOx, respectively. The inventories are 45.5% higher, 6.6% higher and 53.7% lower for CO, HC and NOx, respectively, than the estimates using IVE travel-based model. In addition, a number of insights about the emission distributions and formation mechanisms have been obtained from an in-depth analysis of these results.
A Comprehensive Study on Emission of Volatile Organic Compounds for Light Duty Gasoline Passenger Vehicles in China: Illustration of Impact Factors and Renewal Emissions of Major Compounds

Abstract:Background: Many volatile organic compounds (VOCs) are efficient precursors for both ozone and secondary organic aerosol (SOA) which are problematic to environmental controls in many global cities. Vehicle emission is one of the most important anthropogenic sources for VOCs. In between, light duty gasoline passenger vehicles (LDGPVs) contributed more than half of the on-road vehicles in China, demonstrating unique emission characteristics and also significant contributions in emission inventory. Objectives: To illustrate the variation of VOCs emissions from LDGPVs under different conditions, evaluate the sensitivity of the potential influencing factors, such as emission standards, displacement, cumulative mileage, and driving mode, on the VOCs emissions profiles, and to update the emission inventory by taking into account of the most influential factor. Methods: In this study, seventy-four in-used LDGPVs were examined by the chassis dynamometer. A total of 25 VOCs in the emissions was quantified using an online time of flight mass spectrometer (TOF-MS). Fuel-based emission factors (EF) were calculated. Results: The results showed that the maximum Sigma EF (260.4 +/- 241.1 mg/L) was seen for LDGPVs at a high acceleration rate (0.9 m/s(2)). From the technical control emission standard aspect, the total emission factor of VOCs (expressed as Sigma EF) was declined for China IV LDGPVs relative to China III vehicles, with the decreasing extent determined as 24.8%. Among LDGPVs with engine capacity of <1.5 L, 1.5-2.5 L and >2.5 L, it is for 1.5-2.5 L that the lowest Sigma EF (101.2 +/- 70.1 mg/L) was determined. Along with the increasing of cumulative mileage, the EF values of VOCs were uplift, and the Sigma VOCs increased almost linearity, while the increasing trend became steady for Sigma EF when the cumulative mileage more than 8 x 10(4) km. As for different driving conditions, the sequence of EFs from high to low are presented as acceleration (239.3 +/- 203.5 mg/L) >idle (226.1 +/- 195.6 mg/L) >deceleration (218.5 +/- 193.1 mg/L)>uniform (218.2 +/- 182.5 mg/L)>slide (176.1 +/- 165.2 mg/L). While the cruising speeds increased between 15 and 50 km/h, the linearity between SEF declined; however, an opposite trend was seen when the acceleration rates increased. In the chemical speciation, the reactive aromatics contributed the largest fraction of the VOCs (>40%). The ratio of benzene to toluene (B/T) was loaded in high interval (0.94-1.33) in this paper. Larger fluctuation of coefficient of variation (CV) was found among different cumulative mileage and displacement. By taking into account the deterioration effect related to cumulative mileage, emissions of butene, pentene, benzene and toluene were 42.9 Gg, 49.7 Gg, 109.6 Gg and 51.9 Gg in respect for LDGPVs that composed of China III and China IV. Conclusions: Our results demonstrated the necessaries in upgrading the emission control technology. Cumulative mileages and displacements are the two most dominated factors that impacted on the EFs and chemical profiles of VOCs. The higher emission of benzene estimated demonstrated the possible elevation of VOCs in comparison with previous studies.
Updating On-Road Vehicle Emissions for China: Spatial Patterns, Temporal Trends, and Mitigation Drivers

Abstract:Vehicle emissions in China have been decoupled from rapid motorization owing to comprehensive control strategies. China's increasingly ambitious goals for better air quality are calling for deep emission mitigation, posing a need to develop an up-to-date emission inventory that can reflect the fast-developing policies on vehicle emission control. Herein, large-sample vehicle emission measurements were collected to update the vehicle emission inventory. For instance, ambient temperature correction modules were developed to depict the remarkable regional and seasonal emission variations, showing that the monthly emission disparities for total hydrocarbon (THC) and nitrogen oxide (NOX) in January and July could be up to 1.7 times in northern China. Thus, the emission ratios of THC and NOX can vary dramatically among various seasons and provinces, which have not been considered well by previous simulations regarding the nonlinear atmospheric chemistry of ozone (O3) and fine particulate matter (PM2.5) formation. The new emission results indicate that vehicular carbon monoxide (CO), THC, and PM2.5 emissions decreased by 69, 51, and 61%, respectively, during 2010-2019. However, the controls of NOX and ammonia (NH3) emissions were not as efficient as other pollutants. Under the most likely future scenario (PC [1]), CO, THC, NOX, PM2.5, and NH3 emissions were anticipated to reduce by 35, 36, 35, 45, and 4%, respectively, from 2019 to 2025. These reductions will be expedited with expected decreases of 56, 58, 74, 53, and 51% from 2025 to 2035, which are substantially promoted by the massive deployment of new energy vehicles and more stringent emission standards. The updated vehicle emission inventory can serve as an important tool to develop season- and location-specific mitigation strategies of vehicular emission precursors to alleviate haze and O3 problems.
Co-drivers of Air Pollutant and CO<sub>2</sub> Emissions from On-Road Transportation in China 2010-2020

Abstract:Co-controlling the emissions of air pollutants and CO2 from automobiles is crucial for addressing the intertwined challenges of air pollution and climate change in China. Here, we analyze the synergetic characteristics of air pollutant and CO2 emissions from China's on-road transportation and identify the co-drivers influencing these trends. Using detailed emission inventories and employing index decomposition analysis, we found that despite notable progress in pollution control, minimizing on-road CO2 emissions remains a formidable task. Over 2010-2020, the estimated sectoral emissions of VOCs, NOx, PM2.5, and CO declined by 49.9%, 25.9%, 75.2%, and 63.5%, respectively, while CO2 emissions increased by 46.1%. Light-duty passenger vehicles and heavy-duty trucks have been identified as the primary contributors to carbon-pollution co-emissions, highlighting the need for tailored policies. The driver analysis indicates that socioeconomic changes are primary drivers of emission growth, while policy controls, particularly advances in emission efficiency, can facilitate co-reductions. Regional disparities emphasize the need for policy refinement, including reducing dependency on fuel vehicles in the passenger subsector and prioritizing co-reduction strategies in high-emission provinces in the freight subsector. Overall, our study confirms the effectiveness of China's on-road control policies and provides valuable insights for future policy makers in China and other similarly positioned developing countries.
Scenarios for Vehicular Air Pollutant Emissions Abatement: a Case Study in Hangzhou, China

Abstract:Motor vehicles are the major source of urban air pollution. The abatement of air pollutant emissions is an urgent task for environmental protection. This paper simulated the abatement for carbon monoxide (CO), volatile organic compounds (VOCs), nitrogen oxides (NO x ), and particular matter (PM) emissions from vehicles under four scenarios in the year 2015 in Hangzhou, China. It was found that the emissions of CO, VOCs, NO x , and PM from vehicles were 440.551, 23.079, 44.255, and 6.532 kt/a in 2010 in Hangzhou, respectively. The vehicle population will increase to over 1.2 million with a 60.7% growth rate until 2015 (estimated). Based on the scenario analysis, it was found that eliminating substandard vehicles and upgrading vehicle’s standards could help reduce CO and VOCs effectively, while the expected abatement of NO x and PM would be offset by the rapid increase in the vehicle numbers. It was also found that integrated measurements, including eliminating substandard vehicles, upgrading vehicle standards, supplying low sulfur oil, and introducing alternative fuel vehicles could simultaneously reduce the four key pollutants. These integrated policies make it possible to reduce 250.197, 10.270, 1.791, and 0.335 kt/a CO, VOCs, NO x , and PM with 56.79%, 44.50%, 4.05%, and 5.14% decrease rates in 2015, respectively, when compared to those in 2010.
Estimation of Vehicular Emission Inventories in China from 1980 to 2005

Abstract:Multi-year inventories of vehicular emissions at a high spatial resolution of 40km×40km were established in China using the GIS methodology for the period 1980–2005, based on provincial statistical data from yearbooks regarding vehicles and roads, and on the emission factors for each vehicle category in each province calculated by COPERT III program. Results showed that the emissions of CH4, CO, CO2, NMVOC, NOx, PM10, and SO2 increased from 5, 1066, 19893, 169, 174, 26, and 16 thousand tons in 1980 to 377, 36197, 674629, 5911, 4539, 983, and 484 thousand tons in 2005 at an annual average rate of 19%, 15%, 15%, 15%, 14%, 16%, and 15%, respectively. Statistical analysis of vehicular emissions and GDP showed that they were well positively correlated, which revealed that increase of pollutant emissions has been accompanying the growth of GDP. Spatial distribution of pollutant emissions was rather unbalanced: over three-quarters of the total emissions concentrated in developed regions of China's southeastern, northern and central areas covering only 35.2% of China's territory, while the remaining emissions were distributed over the southwestern, northwestern and northeastern regions covering as much as 64.8% of the territory. In 2005, the Beijing–Tianjin–Hebei region, the Yangtze River Delta, and the Pearl River Delta covering only 2.3%, 2.2%, and 1.9%, respectively, of the territory, generated about 10%, 19%, and 12%, respectively, of the total emissions. Since 1990, motorcycles have been the major contributors to the CH4, CO, NMVOC, and PM10 emissions, due to the large population. Heavy-duty vans were the major contributors to the NOx and SO2 emissions because of high emission factors. Passenger cars contributed about one third of the emissions of each pollutant. Contributions of vehicle categories to emissions varied from province to province, due to the diversity of vehicle compositions among provinces.

Abstract:Urban air pollution has become a major concern in China. In the heavily populated and developed Beijing-Tianjin-Hebei (BTH) region, vehicle emissions are major pollution contributors. This paper aims to establish 2014 vehicle emission inventories for five major air pollutants in the BTH region: CO, HC, NOx, PM10 and PM2.5 and carry out an emission control policy scenario analysis based on the newly developed inventories. Results showed that total emissions of CO, HC, NOx, PM10 and PM2.5 from vehicles in the BTH region were 1622.4 kt, 187.5 kt, 544.7 kt, 23.5 kt, and 26.1 kt, respectively. Based on the emission inventory, high-resolution emission distribution maps of the study area were created at a scale of 1 km x 1 km by incorporating local traffic flow data. The CO, HC and NOx emission levels were higher in the southeast, while the PM10 and PM2.5 levels were relatively evenly distributed throughout the BTH region. Based on the emission inventories, four policy scenarios were set to simulate the emission changes, and results showed that eliminating old vehicles and upgrading oil quality could reduce emission efficiently. A policy of eliminating old vehicles was selected to calculate the economic cost. Results showed that the emission reduction efficiencies of unit cost decreased from Hebei, Tianjin to Beijing. Abstract:Vehicle data were investigated in the urban area of Hangzhou,including vehicle volume and distribution,control technology levels,driving patterns,and start-up patterns.The IVE model was used to calculate a NO_x emission inventory.Results show that total emissions of NO_x from motor vehicles were(25,100) t in the urban area of Hangzhou in 2004,and emissions from passenger cars,taxis,buses,heavy duty trucks,and light duty trucks were(5,800),(1,100),(7,300),(9,200) and(1,700) t,respectively.Then,the AERMOD model was adopted to simulate annual concentrations from vehicular NO_x and annual concentration spatial distributions of total NO_x in the city.Simulation results show that average contribution of vehicular NO_x is 40.91%,and the contribution spatial distribution is presented in this paper.

Abstract:The vehicular emission inventories with high temporal and spatial resolution of 1km×1km were developed using modified IVE model and GIS technique based on a series of investigations in Hangzhou in 2010.The results showed that the emissions of CO,HC,NOx and PM were 440.6,23.1,44.3,6.5kt respectively,principally from line-road sources emission.There are significant differences in the emission contributions among different vehicle types.Gasoline passenger cars and buses contributed most to the emission of CO and HC.While diesel heavy-duty trucks and buses were the major NOx and PM contributors.At the same time,the ratio of diesel vs.gasoline showed significant effects on pollutant emissions.Vehicle emissions closely related with the intensity and length of road networks which made the emissions in Xihu and Jianggan districts were much more than other four districts.Vehicles spatial distributions showed that the vehicles emissions decreased gradually from urban core to surrounding areas.Emission in city center contributed more than 70 percent to total vehicles emissions.The temporal variation trends varied apparently which were well consistent with the characteristics of people’s activities.

Abstract:In this study, a 2017-based emission inventory of ammonia(NH3) was established for Zhengzhou by using the emission factor method. The 1 km×1 km gridded emission inventory was mapped using GIS technology. The NH3 emissions between 2007 and 2017 and driving force between 1989 and 2017 were also analyzed. Results showed that the total 2017-based NH3 emission in Zhengzhou was 18143.3 t, and the average emission intensity reached 2.4 t·km-2. The top emission source was from agriculture, accounting for 63.4% of the total emission, followed by fugacity(11.3%). The main contribution sources of livestock were egg poultry, pigs, and cattle. Dengfeng, Xingyang, and Xinmi had the highest emissions, accounting for 19.3%, 16.5%, and 15.6% of the total emission, respectively. The NH3 emission was higher in the southern and central western regions of Zhengzhou and lower in the northeastern region. The NH3 emission in Zhengzhou showed a downward trend from 2007 to 2017. The NH3 emissions from 1987 to 2017 were similar to the environmental Kuznets Curve, i.e., the emissions increased first and then decreased with the increase of per capita gross domestic product(GDP) and urbanization rate.
Co-drivers of Air Pollutant and CO2 Emissions from On-Road Transportation in China 2010-202

Abstract:The sustained growth in on-road transportation demand poses an increasing challenge for countries in mitigating air pollution and addressing climate change. Revealing how varying socioeconomic and policy factors have contributed to synergies or trade-offs between CO2 and air pollution emissions is crucial for effectively co-controlling carbon-pollution emissions. Here, based on detailed air pollution and CO2 emission inventories from China’s on-road transportation over 2010-2020 and the Logarithmic Mean Divisia index (LMDI) analysis, we explore the on-road synergetic evolution trends among pollution and CO2 emissions and identify the co-drivers influencing carbon-pollution co-emissions. We find that the estimated sectoral emissions of VOCs, NOx, PM2.5, and CO declined by 49.9%, 25.9%, 75.2%, and 63.5%, respectively, while CO2 emissions increased by 46.1% in China over 2010-2020. The vehicle-type-specific analysis further highlights the crucial role of light-duty passenger vehicles and heavy-duty trucks in simultaneously improving air quality and mitigating CO2 emissions, given their synergies in emission growth of VOCs-CO2 and NOx-CO2, respectively. The driver analysis indicates that socioeconomic growth and rising transportation demand are major co-drivers of carbon-pollution emission growth, while the implementation of control policies, particularly advances in emission efficiency, can facilitate co-reductions. Specifically, in the passenger subsector, advances in emission efficiency and changes in travel behavior are identified as the most efficient co-drivers for synergistic emission reduction. The gradual proliferation of new energy vehicles also provides additional synergistic reductions. In the freight subsector, improved freight economic efficiency and optimized freight transport structure are identified as other two co-drivers of synergistic emission reduction. Regional disparities further emphasize the need for policy refinement, including reducing dependency on fuel vehicles in the passenger subsector and prioritizing co-reduction strategies in high-emission provinces in the freight subsector. Overall, our study confirms the effectiveness of China’s on-road control policies and provides valuable insights for future policy makers in China and other similarly positioned developing countries seeking to reduce CO2 and air pollutant emissions simultaneously.
Vehicle Emission Inventories Projection Based on Dynamic Emission Factors: A Case Study of Hangzhou, China

Abstract:To project vehicle emission inventories more accurately in China, dynamic vehicle emission factors have been developed considering several factors such as regulated emission limits, regulated fuel economy, vehicle deterioration of emission factors, and fuel economy deterioration. This study has also developed a method to estimate fuel economy based on fuel economy claimed by manufacturers, a ratio of real road fuel economy on road/fuel economy claimed by manufacturers, vehicle deterioration rate, vehicle stocks, and fuel economy regulation in China. The emission inventories of CO, VOCs, NOx, PM10, and CO2 from vehicle fleets in Hangzhou, China during 2004–2030 are projected using above two methods. The projected results show that regulated vehicle emission limits of National I and II standard of China are not effective to reduce the emission factors of vehicles except motorcycles, and only National III and National IV of Vehicles Emission Limits can apparently reduce overall emission factors of all type vehicles with both gasoline and diesel. The results also show that emission factors will continue to decrease after 2010. Up to 2030, the total emission inventories of CO, VOCs, NOx, and PM10 will increase by 467.52%, 61.44%, 8.31%, and 78.35%, respectively. However, emission inventory of CO2 will grow continuously to 2030 with 770.54% growth rate.
A Comprehensive 2018-Based Vehicle Emission Inventory and Its Spatial–Temporal Characteristics in the Central Liaoning Urban Agglomeration, China

Abstract:Rapid economic expansion and urbanisation have seriously affected the atmospheric environmental quality of the Central Liaoning Urban Agglomeration (CLUA). This study aimed to establish a detailed vehicle emission inventory of the CLUA with a 3 km × 3 km gridded spatiotemporal distribution. A top-down methodology using vehicle kilometres travelled annually, emission factors, and activity data of each city was established. Carbon monoxide (CO), nitrogen oxides (NOx), sulfur dioxide (SO2), ammonia (NH3), volatile organic compounds (VOCs), particulate matter with an aerodynamic diameter less than 2.5 μm (PM2.5), particulate matter with an aerodynamic diameter less than 10 μm (PM10), Black Carbon (BC), and organic carbon (OC) emissions were 291.0, 221.8, 3.6, 2.2, 42.8, 9.3, 10.3, 5.2, and 1.6 Gg in 2018, respectively. The contribution of diesel heavy-duty trucks to NOx, SO2, PM2.5, PM10, BC, and OC emissions was greater than 54.5%, the largest contribution of all vehicles. Gasoline small passenger vehicles were the primary contributor to CO, VOC, and NH3 emissions, contributing 37.3%, 39.5%, and 75.3% of total emissions, respectively. For emission standards, Pre-China 1 vehicles were the largest contributor to CO and VOC emissions and China 3 vehicles contributed the largest amount of NOx, SO2, PM2.5, PM10, BC, and OC emissions. The spatial distribution of pollutants showed “obvious lines” and grids with high emissions were concentrated in expressways, national highways, and provincial highways. The temporal variation showed morning–evening peaks during diurnal variations, which was consistent with resident behaviour. This work can help us understand vehicular emission characteristics of the CLUA and provide basic data for air quality modelling. Future research should investigate traffic flow by vehicle types and emission factors at a local level, which will be helpful for transport management planning.

Assessment of vehicle emission programs in China during 1998-2013: Achievement, challenges and implications

Abstract:China has been embracing rapid motorization since the 1990s, and vehicles have become one of the major sources of air pollution problems. Since the late 1990s, thanks to the international experience, China has adopted comprehensive control measures to mitigate vehicle emissions. This study employs a local emission model (EMBEV) to assess China's first fifteen-year (1998-2013) efforts in controlling vehicles emissions. Our results show that China's total annual vehicle emissions in 2013 were 4.16 million tons (Mt) of HC, 27.4 Mt of CO, 7.72 Mt of NOX, and 0.37 Mt of PM2.5, respectively. Although vehicle emissions are substantially reduced relative to the without control scenarios, we still observe significantly higher emission density in East China than in developed countries with longer histories of vehicle emission control. This study further informs China's policy-makers of the prominent challenges to control vehicle emissions in the future. First, unlike other major air pollutants, total NOX emissions have rapidly increased due to a surge of diesel trucks and the postponed China IV standard nationwide. Simultaneous implementation of fuel quality improvements and vehicle-engine emission standards will be of great importance to alleviate NOX emissions for diesel fleets. Second, the enforcement of increasingly stringent standards should include strict oversight of type-approval conformity, in-use complacence and durability, which would help reduce gross emitters of PM2.5 that are considerable among in-use diesel fleets at the present. Third, this study reveals higher HC emissions than previous results and indicates evaporative emissions may have been underestimated. Considering that China's overall vehicle ownership is far from saturation, persistent efforts are required through economic tools, traffic management and emissions regulations to lower vehicle-use intensity and limit both exhaust and evaporative emissions. Furthermore, in light of the complex technology for emerging new energy vehicles, their real-world emissions need to be adequately evaluated before massive promotion.
