Abstract:This paper attempts to evaluate how South Korea's inbound tourist arrivals from China have been affected by the Middle East Respiratory Syndrome (MERS) outbreak. Using quarterly data, the autoregressive distributed lag model (ADLM) is performed to capture the influence of the MERS outbreak. Estimation results of the general ADLM reveal that the MERS outbreak has a significant adverse impact on the total inbound tourist arrivals from China, as well as on tour arrivals; however, for business, official, and other types of tourist arrivals, its influence is insignificant. Furthermore, the error correction model is estimated to demonstrate the long-run equilibrium and short-run dynamics among the underlying variables. Our analysis not only provides empirical evidence on evaluating the impact of the MERS outbreak on different types of tourism demand, but also identifies main determinants and suggests appropriate model specifications for each type of tourist arrivals.

Abstract:Severe acute respiratory syndrome (SARS) is one of the most severe emerging infectious diseases of the 21st century so far. SARS caused a pandemic that spread throughout mainland China for 7 months, infecting 5318 persons in 194 administrative regions. Using detailed mainland China epidemiological data, we study spatiotemporal aspects of this person-to-person contagious disease and simulate its spatiotemporal transmission dynamics via the Bayesian Maximum Entropy (BME) method. The BME reveals that SARS outbreaks show autocorrelation within certain spatial and temporal distances. We use BME to fit a theoretical covariance model that has a sine hole spatial component and exponential temporal component and obtain the weights of geographical and temporal autocorrelation factors. Using the covariance model, SARS dynamics were estimated and simulated under the most probable conditions. Our study suggests that SARS transmission varies in its epidemiological characteristics and SARS outbreak distributions exhibit palpable clusters on both spatial and temporal scales. In addition, the BME modelling demonstrates that SARS transmission features are affected by spatial heterogeneity, so we analyze potential causes. This may benefit epidemiological control of pandemic infectious diseases.

Abstract:This paper describes the economic implications of the SARS outbreak that hit many Asian economies in spring 2003. Without a workable diagnostic test and a treatment for the illness, surveillance and quarantine were the key weapons against SARS last year. In general, risks are greater in countries with poor public health care, poor sanitation systems, high mobility, or high population density. During the height of the SARS outbreak, we estimated that the total costs of the epidemic would be about 1.5 percent of GDP for China. Better-than-expected containment of the virus reduced the impact to only about 0.5 percent of GDP. The experiences of the SARS outbreak point to the strong need to improve both the public health system and the governance structure in Asia.

Abstract:Abstract Background The international flight network creates multiple routes by which pathogens can quickly spread across the globe. In the early stages of infectious disease outbreaks, analyses using flight passenger data to identify countries at risk of importing the pathogen are common and can help inform disease control efforts. A challenge faced in this modelling is that the latest aviation statistics (referred to as contemporary data) are typically not immediately available. Therefore, flight patterns from a previous year are often used (referred to as historical data). We explored the suitability of historical data for predicting the spatial spread of emerging epidemics. Methods We analysed monthly flight passenger data from the International Air Transport Association to assess how baseline air travel patterns were affected in outbreaks of MERS, Zika, and SARS-CoV-2 over the past decade. We then used a stochastic discrete time SEIR metapopulation model to simulate global spread of different pathogens, comparing how epidemic dynamics differed in simulations based on historical and contemporary data. Results We observed local, short-term disruptions to air travel from South Korea and Brazil for the MERS and Zika outbreaks we studied, whereas global and longer-term flight disruption occurred during the SARS-CoV-2 pandemic. For outbreak events that were accompanied by local, small, and short-term changes in air travel, epidemic models using historical flight data gave similar projections of timing and locations of disease spread as when using contemporary flight data. However, historical data were less reliable to model the spread of an atypical outbreak such as SARS-CoV-2 in which there were durable and extensive levels of global travel disruption. Conclusions The use of historical flight data as a proxy in epidemic models is an acceptable practice except in rare, large epidemics that lead to substantial disruptions to international travel.

Abstract:By analysing the impacts of SARS on the consumer behaviour of Chinese tourists, this empirical research paper probes into the sensitivity of consumers towards crises in making decisions concerning leisure travel. The survey indicates that SARS has greatly affected people’s life, work and travelling during the SARS period while the impacts on people’s inclination to travel, the preference of leisure trips and concern of public hygiene vary. Generally speaking, the impacts of SARS are of a nature of paroxysm and time period, and the decrease of travel and tourism was caused by a combination of internal motivation as well as external compulsory measures and travel bans. Furthermore, the establishment of an effective communication system and emergency measures will contribute to the recovery of the tourist market.

Abstract:The COVID-19 pandemic has changed many aspects of people's lives including travel since early 2020. Specifically, it has adversely affected people traveling by air and has hit the air transport industry significantly. But, how big is the COVID-19 impact? In order to answer such a question, we collected air passenger traffic data from the US, European countries, and China which accounted for over 75% of the world's total air passenger traffic. Air passenger traffic data in these three regions during the period January 2010 to December 2019 were modeled using seasonal autoregressive integrated moving average (ARIMA) models. Seasonal ARIMA models were used to predict air passenger traffic from January 2011 to December 2019 (just before the spread of COVID-19) and the accuracy of the models was evaluated. The models were then used to predict air passenger traffic from January 2020 to December 2022 for the case without COVID-19. The COVID-19 impacts on air passenger traffic were estimated by calculating the differences in predicted and actual air passenger numbers in monthly basis. Results showed that air passenger traffic was significantly recovered in the US and European countries but it encountered significant falls in 2021 and 2022 in China due to spikes in COVID-19 variant cases in many provinces and the implementation of zero-tolerance COVID-19 policy. Implications of the study are given.

Abstract:During the 2003 Severe Acute Respiratory Syndrome (SARS) outbreak, traditional intervention measures such as quarantine and border control were found to be useful in containing the outbreak. We used laboratory verified SARS case data and the detailed quarantine data in Taiwan, where over 150,000 people were quarantined during the 2003 outbreak, to formulate a mathematical model which incorporates Level A quarantine (of potentially exposed contacts of suspected SARS patients) and Level B quarantine (of travelers arriving at borders from SARS affected areas) implemented in Taiwan during the outbreak. We obtain the average case fatality ratio and the daily quarantine rate for the Taiwan outbreak. Model simulations is utilized to show that Level A quarantine prevented approximately 461 additional SARS cases and 62 additional deaths, while the effect of Level B quarantine was comparatively minor, yielding only around 5% reduction of cases and deaths. The combined impact of the two levels of quarantine had reduced the case number and deaths by almost a half. The results demonstrate how modeling can be useful in qualitative evaluation of the impact of traditional intervention measures for newly emerging infectious diseases outbreak when there is inadequate information on the characteristics and clinical features of the new disease-measures which could become particularly important with the looming threat of global flu pandemic possibly caused by a novel mutating flu strain, including that of avian variety.

Abstract:COVID-19 has had an unprecedented impact on the civil aviation transportation sector. This study uses COVID-19 statistics and socioeconomic development data for various cities in China, combined with the Moran index and econometric models to analyse the spatial distribution of China's epidemic and civil aviation passenger throughput, as well as the impact of COVID-19 and socioeconomic factors on the civil aviation passenger transport market. We find that COVID-19 spread from Wuhan to the surrounding cities, showing a positive spatial autocorrelation; civil aviation passenger throughput decreased significantly in cities where the virus continued to spread and recurred frequently. Due to the effective prevention and control of the pandemic in China, the domestic passenger transport industry recovered rapidly, while international air passenger services continued to suffer; major cities with high social and economic development still show a large decline in passenger transport, but they are again undertaking most passenger transport services. COVID-19's impact on tourism has affected the civil aviation industry significantly, whose recovery depends on the tourism industry's recovery; this, in turn, is led by regions with a high degree of social and economic development.

Abstract:The worldwide spread of COVID-19 has caused a grave threat to human life,health,and socio-economic development.It is of great significance to study the transmission mechanism of COVID-19 and evaluate the effect of epidemic prevention policies.This paper employs a spatial dynamic panel data(SDPD)model to analyze the temporal and spatial spread of COVID-19,incorporating the time-varying features of epidemic transmission and the impact of geographic interconnections.Empirical studies on the COVID-19 outbreak in Shanghai during early 2022 show that the intra-regional transmission of COVID-19 dominated the cross-regional one.Additionally,strict policies are found to effectively reduce the transmission risk of COVID-19 and curb the spillover effect of the epidemic in Shanghai on other regions.Based on these results,we provide three policy suggestions.Furthermore,this research methodology can be extended to investigate other infectious diseases,thereby providing a scientific framework and theoretical basis for evaluating the spread risk of pandemics and formulating appropriate strategies.

Abstract:Our paper is among the first to measure the potential effects of the COVID-19 pandemic on the tourism industry. Using panel structural vector auto-regression (PSVAR) (Pedroni, 2013) on data from 1995 to 2019 in 185 countries and system dynamic modeling (real-time data parameters connected to COVID-19), we estimate the impact of the pandemic crisis on the tourism industry worldwide. Past pandemic crises operated mostly through idiosyncratic shocks' channels, exposing domestic tourism sectors to large adverse shocks. Once domestic shocks perished (zero infection cases), inbound arrivals revived immediately. The COVID-19 pandemic, however, is different; and recovery of the tourism industry worldwide will take more time than the average expected recovery period of 10 months. Private and public policy support must be coordinated to assure capacity building and operational sustainability of the travel tourism sector during 2020–2021. COVID-19 proves that pandemic outbreaks have a much larger destructive impact on the travel and tourism industry than previous studies indicate. Tourism managers must carefully assess the effects of epidemics on business and develop new risk management methods to deal with the crisis. Furthermore, during 2020–2021, private and public policy support must be coordinated to sustain pre-COVID-19 operational levels of the tourism and travel sector.

Abstract:Passengers significantly affect airport terminal energy consumption and indoor environmental quality. Accurate passenger forecasting provides important insights for airport terminals to optimize their operation and management. However, the COVID-19 pandemic has greatly increased the uncertainty in airport passenger since 2020. There are insufficient studies to investigate which pandemic-related variables should be considered in forecasting airport passenger trends under the impact of COVID-19 outbreaks. In this study, the interrelationship between COVID-19 pandemic trends and passenger traffic at a major airport terminal in China was analyzed on a day-by-day basis. During COVID-19 outbreaks, three stages of passenger change were identified and characterized, i.e., the decline stage, the stabilization stage, and the recovery stage. A typical “sudden drop and slow recovery” pattern of passenger traffic was identified. A LightGBM model including pandemic variables was developed to forecast short-term daily passenger traffic at the airport terminal. The SHapley Additive exPlanations (SHAP) values was used to quantify the contribution of input pandemic variables. Results indicated the inclusion of pandemic variables reduced the model error by 27.7% compared to a baseline model. The cumulative numbers of COVID-19 cases in previous weeks were found to be stronger predictors of future passenger traffic than daily COVID-19 cases in the most recent week. In addition, the impact of pandemic control policies and passengers' travel behavior was discussed. Our empirical findings provide important implications for airport terminal operations in response to the on-going COVID-19 pandemic.

Abstract:Abstract Background The coronavirus disease 2019 (COVID-19) pandemic in China is ongoing. Some studies have shown that the incidence of respiratory and intestinal infectious diseases in 2020 decreased significantly compared with previous years. Interrupted time series (ITS) is a time series analysis method that evaluates the impact of intervention measures on outcomes and can control the original regression trend of outcomes before and after the intervention. This study aimed to analyse the impact of COVID-19 on the incidence rate of notifiable communicable diseases using ITS in China. Methods National data on the incidence rate of communicable diseases in 2009–2021 were obtained from the National Health Commission website. Interrupted time series analysis using autoregressive integrated moving average (ARIMA) models was used to analyse the changes in the incidence rate of infectious diseases before and after the COVID-19 epidemic. Results There was a significant short-term decline in the incidence rates of respiratory infectious diseases and enteric infectious diseases (step values of -29.828 and − 8.237, respectively), which remained at a low level for a long time after the decline. There was a short-term decline in the incidence rates of blood-borne and sexually transmitted infectious diseases (step = -3.638), which tended to recover to previous levels in the long term (ramp = 0.172). There was no significant change in the incidence rate of natural focus diseases or arboviral diseases before and after the epidemic. Conclusion The COVID-19 epidemic had strong short-term and long-term effects on respiratory and intestinal infectious diseases and short-term control effects on blood-borne and sexually transmitted infectious diseases. Our methods for the prevention and control of COVID-19 can be used for the prevention and control of other notifiable communicable diseases, especially respiratory and intestinal infectious diseases.

Abstract:Infectious disease transmission can be greatly influenced by human mobility. During the COVID-19 pandemic, the Chinese Government implemented travel restriction policies to mitigate the impact of the disease or even block the transmission chain of it. In order to quantify the impact of these policies on the number of infections and the peak time of transmission, this research modified the traditional SIR model by considering human mobility. The proposed model was validated using a Baidu Qianxi dataset and the results indicate that the number of total infections would have increased by 1.61 to 2.69 times the current value and the peak time would have moved forward by 3 to 8 days if there were no such restriction policies. Furthermore, a mixing index α added in the proposed model showed that the proportion of residents using public transport to travel between different areas had a positive relationship with the number of infections and the duration of the epidemic.

Abstract:This study quantifies the economic impacts of SARS on the four affected Asian economies and the two most affected Chinese regions using synthetic control methods with macroeconomic and remote-sensing nightlight data. For the four affected economies (China, Hong Kong, Taiwan, and Singapore), we find only very short-term identifiable adverse impact on per capita GDP. These economies grew at a very fast pace in the post-SARS period, showing a strong V-shaped recovery. We detect a persistent decrease of 2-4 percent in the affected Chinese regions, Guangdong and Beijing; and this identifiable downturn appears to be robust to placebo analysis with standard synthetic control methods, but not when using the Augmented Synthetic Control method (ASCM). The ASCM analysis suggests that even the decline in the most heavily affected Chinese regions was fairly short lived. Overall, these finding suggests that the benign picture that emerges from the analysis of national-level data might be somewhat misleading; but that SARS did not eventually lead to statistically observable declines in economic activity, given its relatively limited spread to other countries, and the affected countries ability to stop its spread within very quickly. Obviously, by now it is clear that the picture emerging for COVID-19 is very different.

Abstract:Here, we combine international air travel passenger data with a standard epidemiological model of the initial 3 mo of the COVID-19 pandemic (January through March 2020; toward the end of which the entire world locked down). Using the information available during this initial phase of the pandemic, our model accurately describes the main features of the actual global development of the pandemic demonstrated by the high degree of coherence between the model and global data. The validated model allows for an exploration of alternative policy efficacies (reducing air travel and/or introducing different degrees of compulsory immigration quarantine upon arrival to a country) in delaying the global spread of SARS-CoV-2 and thus is suggestive of similar efficacy in anticipating the spread of future global disease outbreaks. We show that a lesson from the recent pandemic is that reducing air travel globally is more effective in reducing the global spread than adopting immigration quarantine. Reducing air travel out of a source country has the most important effect regarding the spreading of the disease to the rest of the world. Based upon our results, we propose a digital twin as a further developed tool to inform future pandemic decision-making to inform measures intended to control the spread of disease agents of potential future pandemics. We discuss the design criteria for such a digital twin model as well as the feasibility of obtaining access to the necessary online data on international air travel.

Abstract:This study used ANCOVA models to investigate how pandemic characteristics—spreading speed, severity, and vaccination requirements—affect travel intentions. The results reveal that these factors explain 31.7% of the variance in travel decisions, with disease-spreading speed and severity being the most significant determinants. While vaccination requirements are relevant, they play a secondary role compared to the immediate threat of disease characteristics. The interaction effects between these factors further demonstrate their combined impact on travel reluctance. Demographic variables, such as gender and the presence of children, also influence decisions in specific contexts. These findings contribute to the understanding of risk perception during health crises, reinforcing the role of perceived severity in shaping cautious travel behavior. Practical implications for the tourism industry include the need for transparent communication, tailored health protocols, and demographic-specific marketing strategies. Future research should explore broader factors and adopt longitudinal approaches to capture evolving travel intentions during pandemics.

Detecting a trend change in cross-border epidemic transmission

Abstract:A method for detecting a trend change in cross-border epidemic transmission is developed for a standard epidemiological SIR compartment model and a meta-population network model. The method is applicable to investigating the efficacy of the implemented public health intervention in managing infectious travelers across borders from a time series of the number of new cases reported in multiple geographical regions. It is found that the change point of the probability of travel movements was one week after the WHO worldwide alert on the SARS outbreak in 2003. The alert was effective in managing infectious travelers. On the other hand, it is found that the probability of travel movements did not change at all for the flu pandemic in 2009. The pandemic did not affect potential travelers despite the WHO alert.

Abstract:<h3 class="u-h4 u-margin-m-top u-margin-xs-bottom">Objective</h3><p>As the potential spread of COVID-19 sparked by imported cases from overseas will pose continuous challenges, it is essential to estimate the effects of control measures on reducing the importation risk of COVID-19. Our objective is to provide a framework of methodology for quantifying the combined effects of entry restrictions and travel quarantine on managing the importation risk of COVID-19 and other pandemics by leveraging different sets of parameters.</p><h3 class="u-h4 u-margin-m-top u-margin-xs-bottom">Methods</h3><p>Three major categories of control measures on controlling importation risk were parameterized and modelled by the framework: 1) entry restrictions, 2) travel quarantine, and 3) domestic containment measures. Integrating the parameterized intensity of control measures, a modified SEIR model was developed to simulate the case importation and local epidemic under different scenarios of global epidemic dynamics. A web-based tool was also provided to enable interactive visualization of epidemic simulation.</p><h3 class="u-h4 u-margin-m-top u-margin-xs-bottom">Results</h3><p>The simulated number of case importation and local spread modelled by the proposed framework of methods fitted well to the historical epidemic curve of China and Singapore. Based on the simulation results, the total numbers of infected cases when reducing 30% of visitor arrivals would be 88·4 (IQR 87·5–89·6) and 58·8 (IQR 58·3–59·5) times more than those when reducing 99% of visitor arrivals in mainland China and Singapore respectively, assuming actual time-varying R<sub>t</sub> and travel quarantine policy. If the number of global daily new infections reached 100,000, 85%–91% of inbound travels should be reduced to keep the daily new infected number below 100 for a country with a similar travel volume as Singapore (daily 52,000 tourist arrivals in 2019). Whereas if the number was lower than 10,000, the daily new infected case would be less than 100 even with no entry restrictions.</p><h3 class="u-h4 u-margin-m-top u-margin-xs-bottom">Discussions</h3><p>We proposed a framework that first estimated the intensity of travel restrictions and local containment measures for countries since the first overseas imported case. Our approach then quantified the combined effects of entry restrictions and travel quarantine using a modified SEIR model to simulate the potential epidemic spread under hypothetical intensities of these control measures. We also developed a web-based system that enables interactive simulation, which could serve as a valuable tool for health system administrators to assess policy effects on managing the importation risk. By leveraging different sets of parameters, it could adapt to any specific country and specific type of epidemic.</p><h3 class="u-h4 u-margin-m-top u-margin-xs-bottom">Conclusions</h3><p>This framework has provided a valuable tool to parameterize the intensity of control measures, simulate both the case importation and local epidemic, and quantify the combined effects of entry restrictions and travel quarantine on managing the importation risk.</p>
