Abstract:The generalized Rossler hyperchaotic systems are presented, and the state observation problem of such systems is investigated. Based on the differential inequality with Lyapunov methodology (DIL methodology), a nonlinear observer design for the generalized Rossler hyperchaotic systems is developed to guarantee the global exponential stability of the resulting error system. Meanwhile, the guaranteed exponential decay rate can be accurately estimated. Finally, numerical simulations are provided to illustrate the feasibility and effectiveness of proposed approach.

Abstract:Radioactive pertechnetate (TcO4-) has been detected in nuclear waste affected soil and groundwater, posing significant effect on human health and the environment. Yet, cost-effective remediation of Tc-contaminated soil and groundwater remains challenging. To address this critical technology need, we prepared a class of pyrite (FeS2) particles for effective immobilization of pertechnetate. Using perrhenate (ReO4-) as a non-radioactive surrogate of TcO4-, we tested the immobilization effectiveness of the material through batch kinetic experiments, and evaluated the remobilization potential of immobilized Re under anoxic (sealed from air) and oxic (exposed to air) conditions and in the presence of humic acid (HA), EDTA, nitrate, and a Chinese loess soil. The results showed that more acidic pH gave faster Re(VII) removal due to more abundant electron sources (Fe2+ and S22-). X-ray diffraction (XRD) and/or X-ray photoelectron spectroscopy (XPS) analyses confirmed formation of ReO2/ReS2 as the major reduction products. The immobilized Re remained highly stable when aged for 360 days under anoxic conditions at different influence factors. Yet, the immobilized Re was vulnerable to oxygen oxidation, and about 78% of Re was remobilized after 40 days of exposure to air regardless of the initial pH (3.5-9.0) due to excessive pyrite oxidation and the associated pH drop (~2). HA at 120 mg/L inhibited Re remobilization under oxic conditions, which lowered the Re remobilization by ~21% after 40 days of oxic aging. The presence of EDTA facilitated dissolution of Fe but inhibited the dissolution of Re under oxic conditions. Nitrate showed negligible effect on Re remobilization. The presence of a Chinese loess soil effectively inhibited Re remobilization under both oxic and anoxic conditions, lowering the leachable Re by ~32% under oxic conditions. The findings may guide engineered application of pyrite particles as a long-lasting reducing material for immobilization pertechnetate or similar redox-active contaminants in soil and water.

Abstract:Radioactive technetium (99Tc) is of intense concern because of its toxicity and high mobility in the environment. Reduction of Tc(VII) to Tc(IV) decreases the mobility and availability of technetium in soil and groundwater. In this study, pyrite nanoparticles (FeS2) were synthesized, characterized and tested for immobilizing/removing 99Tc(VII) in soil and groundwater through batch and column experiments. Influences of particle dosage, dissolved organic matter (DOM), and pH on the reductive immobilization kinetics were examined. At a dosage of 0.28 g/L as Fe, the pyrite nanoparticles were able to rapidly and completely remove 4.88 × 10-7 M of Tc(VII) by converting it to insoluble Tc(IV), with a retarded first-order rate constant of 0.30 h-1. The presence of high concentrations of DOM only moderately inhibited the reduction effectiveness, and acidic pH was more favorable for Tc(VII) reduction. Column experiments showed that embedding a 0.8 cm pyrite layer of the material in a soil bed, simulating a permeable reactive barrier, was able to retard technetium transport 710 times more than a model sandy soil. The results demonstrated that the pyrite particles may serve as a long-lasting reactive material to remediate Tc-contaminated soil, groundwater and solid wastes.

Abstract:Radioactive technetium-99 (Tc) present in waste streams and subsurface plumes at legacy nuclear reprocessing sites worldwide poses potential risks to human health and environment. This research comparatively evaluated efficiency of zero-valent iron (ZVI) toward reductive removal of Tc(VII) in presence of Cr(VI) from NaCl and Na2SO4 electrolyte solutions under ambient atmospheric conditions. In both electrolytes, anticorrosive Cr(VI) suppressed oxidation of ZVI at elevated concentrations resulting in the delay of initiation of Tc(VII) reduction to Tc(IV). In the absence of Cr(VI), no delay was observed in the analogous systems. At low ionic strength (IS), retarded ZVI oxidation inhibited Tc(VII) reduction. Higher IS favored reduction of both Tc(VII) and Cr(VI), which followed second-order reaction rates in both electrolytes attributed to the more efficient iron oxidation as evident from solids characterization studies. Magnetite was the primary iron oxide phase, and its higher fraction in the SO42- solutions facilitated reductive removal of Tc(VII) and Cr(VI). In the Cl- matrix, Cr(VI) promoted further oxidation of magnetite as well as formation of chromite diminishing overall reductive capacity of this system and resulting in less effective removal of Tc(VII) compared to the SO42- solutions.
Effective Removal of Anionic Re(VII) by Surface-Modified Ti2CTx MXene Nanocomposites: Implications for Tc(VII) Sequestration

Abstract:Environmental contamination by 99Tc(VII) from radioactive wastewater streams is of particular concern due to the long half-life of 99Tc and high mobility of pertechnetate. Herein, we report a novel MXene-polyelectrolyte nanocomposite with three-dimensional networks for enhanced removal of perrhenate, which is pertechnetate simulant. The introduction of poly(diallyldimethylammonium chloride) (PDDA) regulates the surface charge and improves the stability of Ti2CT x nanosheet, resulting in Re(VII) removal capacity of up to 363 mg g-1, and fast sorption kinetics. The Ti2CT x/PDDA nanocomposite furthermore exhibits good selectivity for ReO4- when competing anions (such as Cl- and SO42-) coexist at a concentration of 1800 times. The immobilization mechanism was confirmed as a sorption-reduction process by batch sorption experiments and X-ray photoelectron spectroscopy. The pH-dependent reducing activity of Ti2CT x/PDDA nanocomposite toward Re(VII) was clarified by X-ray absorption spectroscopy. As the pH increases, the local environment gradually changes from octahedral-coordinated Re(IV) to tetrahedral-coordinated Re(VII). The overall results suggest that Ti2CT x/PDDA nanocomposite may be a promising candidate for efficient elimination of Tc contamination. The reported surface modification strategy might result in applications of MXene-based materials in environmental remediation of other oxidized anion pollutants.

Abstract:The sequestration of 99Tc represents one of the most challenging tasks in nuclear waste decontamination. In the event of a radioactive waste leak, 99TcO4 – (a main form of 99Tc) would spread into the groundwater, a scenario difficult to address with conventional anion exchange materials like resin and inorganic cationic sorbents. Herein, we present a nickel(II) metal-organic framework (MOF), TNU-143, featuring 3D four-fold interpenetrated networks. TNU-143 exhibits efficient ReO4 – (a nonradioactive analogue of 99TcO4 –) removal with fast anion exchange kinetics (<1 min), high sorption capacity (844 mg/g for ReO4 –), and outstanding selectivity over common anions. More importantly, TNU-143 shows superior stability in alkaline solution and can remove 91.6% ReO4 – from simulated alkaline high-level waste (HLW) streams with solid-liquid ratio of 40 g/L. The uptake mechanism is elucidated by the single-crystal structure of TNU-143(Re), showing that ReO4 – anions are firmly coordinated to nickel cation to result in a 2D layered structures. Density functional theory (DFT) calculations confirm the transformation from TNU-143 to TNU-143(Re) is a thermodynamically favorable process. This work presents a new approach to the removal of ReO4 –/99TcO4 – from alkaline nulcear fuel using MOF sorbents.

Abstract:Hollow carbon capsules supporting ruthenium metal clusters and a thin polymer layer rich in imidazolium‐N+ units enable highly efficient 99TcO4−/ReO4− removal under harsh conditions relevant to nuclear fuel waste processing and storage. The imidazolium‐N+ promotes selective 99TcO4−/ReO4− binding, while the Ru clusters provide a reversible electron transfer platform for electrocatalytic conversion of 99TcO4−/ReO4− to TcO3/ReO3, resulting in record‐high extraction efficiencies. The selective removal of the β‐emitting pertechnetate ion (99TcO4−) from nuclear waste streams is technically challenging. Herein, a practical approach is proposed for the selective removal of 99TcO4− (or its surrogate ReO4−) under extreme conditions of high acidity, alkalinity, ionic strength, and radiation field. Hollow porous N‐doped carbon capsules loaded with ruthenium clusters (Ru@HNCC) are first prepared, then modified with a cationic polymeric network (R) containing imidazolium‐N+ units (Ru@HNCC‐R) for selective 99TcO4− and ReO4− binding. The Ru@HNCC‐R capsules offer high binding affinities for 99TcO4−/ReO4− under wide‐ranging conditions. An electrochemical redox process then transforms adsorbed ReO4− to bulk ReO3, delivering record‐high removal capacities, fast kinetics, and excellent long‐term durability for removing ReO4− (as a proxy for 99TcO4−) in a 3 m HNO3, simulated nuclear waste‐Hanford melter recycle stream and an alkaline high‐level waste stream (HLW) at the U.S. Savannah River Site (SRS). In situ Raman and X‐ray absorption spectroscopy (XAS) analyses showed that adsorbed Re(VII) is electrocatalytically reduced on Ru sites to a Re(IV)O2 intermediate, which can then be re‐oxidized to insoluble Re(VI)O3 for facile collection. This approach overcomes many of the challenges associated with the selective separation and removal of 99TcO4−/ReO4− under extreme conditions, offering new vistas for nuclear waste management and environmental remediation.

Removal of dissolved rhenium by sorption onto organic polymers: study of rhenium as an analogue of radioactive technetium

Abstract:Technetium (99Tc) is one of the main components of nuclear wastes. Tc characteristics can be predicted by studying rhenium (75Re), one of its chemical analogue, thus avoiding the use of a radioactive element at high concentrations. The objectives of this experimental study was to understand the sorption behavior of Re with natural organic materials in order to define the possible condition of Tc uptake in case where Tc may be transferred into surface or ground waters. As the well-defined organic sorbents we chose chitosan which contains amine -NH2 groups; poly-galacturonic acid (PGA) and poly-styrene sulfonates (PSS) which contain respectively carboxyl -COOH and sulfonate -SO3H groups. Concerning the reaction of Re with PGA or with PSS, no interaction between Re and carboxyl or sulfonate groups was found within the detection limit of this study. Re sorption on chitosan was found to be dependent on ionic strength and pH. We propose that non-specific sorption of perrhenate ion ReO4- via electrostatic interaction takes place at the protonated amine groups NH3+. The polymer-solution interface can be described by the electric diffuse double layer model combined with the Langmuir-Freundlich model. The calculation is in good agreement with our experimental results.

Abstract:EIRP (Equivalent Isotropically Radiated Power) and SFD (Saturating Flux Density) are two system level parameters often sought during test campaigns. Measurement of these under far-field conditions is well defined and common. Although valid techniques for measuring these parameters on near-field ranges exist, these techniques are not commonly used. This paper presents measurement techniques for both parameters in detail in an attempt to illustrate the process. The techniques presented are also valid if the source (in the EIRP case) or receiver (in the SFD case) ports of the device under test are inaccessible.

Abstract:Technetium (Tc-99) typically exists as pertechnetate (TcO4-) and hydrated oxide (TcO2 center dot nH(2)O) in soil and groundwater. While the former, Tc(VII), is very soluble and mobile in the environment, the latter is considered sparingly soluble and immobile. Consequently, immobilization of Tc(VII) can be achieved through conversion of Tc(VII) into Tc(IV). In this study, carboxymethyl cellulose (CMC) stabilized FeS nanoparticles (CMC-FeS) were prepared and tested for reductive immobilization of Tc(VII). Effects of nanoparticle dosage and water chemistry, including pH, humic acid and Ca2+ ions, were examined. At a dosage of 100 mg/L of CMC-FeS as Fe, CMC-FeS rapidly removed > 96% of 1.2 mu M of Tc(VII) within 1 h, with a retarded first-order rate constant (k(a)) of 150.32 h(-1). Higher pH in the range of 5.0-9.0 favored the reaction, with an optimal pH range of 8.0-9.0. While Ca2+ (up to 2 mM) only modestly affected the Tc(VII) removal, high concentrations of humic acid (up to 10 mg/L as TOC) showed increased inhibition on the Tc(VII) removal rate. FTIR and XPS analyses indicated that CMC-FeS immobilized TcO4- through reductive conversion of TcO4- into TcO2(s) and formation of Tc2S7 precipitate. The immobilized Tc remained insoluble when aged for 100 days under anoxic conditions, whereas up to 22.9% of the immobilized Tc was remobilized when it was exposed to air for 100 days.

Abstract:99Tc is one of the most problematic fission products in the nuclear fuel cycle owing to its large inventory in used nuclear fuel, long half-life, potential radiation hazard, high environmental mobility of its major species 99TcO4 -, and its redox-active nature. Ideally, 99TcO4 - should be removed at the first stage, when the used fuel rods are dissolved in highly concentrated nitric acid solution, which can substantially reduce its interference with the solvent extraction process through catalytic redox reactions with the key actinides and diminish the chance of discharge into the environment as the volatile species during the waste vitrification process. However, this task cannot be achieved by any of the reported anion-scavenging materials including traditional polymeric anion-exchange resins, inorganic cationic framework materials, and recently developed cationic metal-organic framework materials, because they either are not stable under the extreme conditions of the combined high acidity and strong radiation field or do not possess the required uptake selectivity towards 99TcO4 - in the presence of a huge excess of competing anions such as NO3 - and SO4 2-. Herein, we present the first study of 99TcO4 - removal under extreme conditions by a two-dimensional conjugated cationic covalent organic framework material, SCU-COF-1. This material exhibits ultrahigh acid stability, great resistance towards both large-dose β and γ irradiation and unprecedented 99TcO4 - uptake capabilities including extremely fast sorption kinetics (sorption equilibrium can be reached within 1 min), ultrahigh uptake capacity (702.4 mg g-1 for the surrogate ReO4 - at a slightly elevated temperature), and good anion-exchange selectivity towards 99TcO4 -. These excellent features endow SCU-COF-1 with the practical capabilities of separating 99TcO4 - from both simulant highly acidic fuel reprocessing solutions (3 M nitric acid) and low-activity waste streams at the US legacy nuclear site. The anion-exchange mechanism and the 99TcO4 - uptake selectivity are further demonstrated and clearly visualized by the molecular dynamics simulation investigations.
Photoreduction of 99Tc pertechnetate by nanometer-sized metal oxides: new strategies for formation and sequestration of low-valent technetium

Abstract:Technetium-99 ((99)Tc) (β(-)(max): 293.7 keV; t(1/2): 2.1 × 10(5) years) is a byproduct of uranium-235 fission and comprises a large component of radioactive waste. Under aerobic conditions and in a neutral-basic environment, the pertechnetate anion ((99)TcO(4)(-)) is stable. (99)TcO(4)(-) is very soluble, migrates easily through the environment and does not sorb well onto mineral surfaces, soils, or sediments. This study moves forward a new strategy for the reduction of (99)TcO(4)(-) and the chemical incorporation of the reduced (99)Tc into a metal oxide material. This strategy employs a single material, a polyoxometalate (POM), α(2)-[P(2)W(17)O(61)](10-), that can be photoactivated in the presence of 2-propanol to transfer electrons to (99)TcO(4)(-) and incorporate the reduced (99)Tc covalently into the α(2)-framework to form the (99)Tc(V)O species, (99)Tc(V)O(α(2)-P(2)W(17)O(61))(7-). This occurs via the formation of an intermediate species that slowly converts to (99)Tc(V)O(α(2)-P(2)W(17)O(61))(7-). Extended X-ray absorption fine structure and X-ray absorption near-edge spectroscopy analysis suggests that the intermediate consists of a (99)Tc(IV) α(2)- species where the (99)Tc is likely bound to two of the four W-O oxygen atoms in the α(2)-[P(2)W(17)O(61)](10-) defect. This intermediate then oxidizes and converts to the (99)Tc(V)O(α(2)-P(2)W(17)O(61))(7-) product. The reduction and incorporation of (99)TcO(4)(-) was accomplished in a "one pot" reaction using both sunlight and UV irradiation and monitored as a function of time using multinuclear nuclear magnetic resonance and radio thin-layer chromatography. The process was further probed by the "step-wise" generation of reduced α(2)-P(2)W(17)O(61)(12-) through bulk electrolysis followed by the addition of (99)TcO(4)(-). The reduction and incorporation of ReO(4)(-), as a nonradioactive surrogate for (99)Tc, does not proceed through the intermediate species, and Re(V)O is incorporated quickly into the α(2)-[P(2)W(17)O(61)](10-) defect. These observations are consistent with the periodic trends of (99)Tc and Re. Specifically, (99)Tc is more easily reduced compared to Re. In addition to serving as models for metal oxides, POMs may also provide a suitable platform to study the molecular level dynamics and the mechanisms of the reduction and incorporation of (99)Tc into a material.

Abstract:Long-lived fissiogenic technetium, 99Tc (half-life, 2.11 × 105 yrs), is a byproduct of the 235U and 239Pu fission in nuclear reactors and is a major component in nuclear waste. Hence, the monitoring of 99Tc activity in the environmental samples is essential. Techniques used to measure 99Tc in environmental samples include radiometric and non-radiometric approaches. Inductively coupled plasma mass spectrometry (ICP-MS) has some advantages among the methods due to its high sample throughput, better selectivity, and commercial availability. Rhenium (Re) is often used as the non-isotopic tracer during 99Tc measurement by ICP-MS. From this perspective, studying the separation behavior of Re from the aqueous matrix can provide helpful insight regarding the ecological monitoring of 99Tc. In the current work, three extraction chromatographic resins (ECRs), MetaSEP AnaLig Tc-01, MetaSEP AnaLig Tc-02, and Eichrom TRU, have been used to separate Re from the aqueous matrix. Operating variables, such as solution pH, choice of eluent and eluent concentration, matrix cation effect, and retention capacity, have been studied to optimize the separation protocol. The extraction and recovery behavior of Re was used to interpret the selectivity behavior of the ECRs. The Re separation factor at optimized operating conditions comparing with Mo and Ru (interfering elements during the measurement by ICP-MS) for Meta SEP AnaLig Tc-01, Meta SEP AnaLig Tc-02, and Eichrom TRU resin, respectively, are SFRe/Mo~32, 16.51, and ∞ (metal not retained at all), while SFRe/Ru~∞, 3.25, 5437. In terms of selectivity and retention capacity, MetaSEP AnaLig Tc-01 is the better choice for selective separation of Re, and, assumably so, also Tc, from the aqueous matrices.

Abstract:The extraction of 99TcO4- from radioactive effluents is extremely crucial for the purposes of nuclear disposal and environmental remediation. Herein, utilizing a facile and low-cost synthesis method, we report a pyridinium-based cationic polymer network, CPP-Cl, with impressive adsorption performance and ultrafast adsorption kinetics towards ReO4-. The structure featuring highly density of charged pyridinium units was synthesized, making it an effective adsorbent for capturing ReO4-. The material showed fast ReO4- adsorption kinetics reaching adsorption equilibrium within 30 s, an excellent capture capability of 1069.7 mg/g, and exceptional separation efficiency of 94.3% for removing 1000 ppm ReO4-. Furthermore, it possessed excellent reusability in multiple sorption/desorption trials and good uptake capacity within a widely ranging pH values. It is noteworthy that the extraction efficiency of CPP-Cl for ReO4- from simulated nuclear waste can be up to 94.2%. The favorable performance of the material in multiple tests revealed that CPP-Cl has tremendous potential as a high-efficiency sorbent for capturing 99TcO4-/ReO4- in complex nuclear associated environmental systems.

Abstract:Selective separation of 99 TcO 4 − from nuclear wastewater can reduce discharge of 99 Tc into the environment, reducing the threat to human health. However, it presents a huge challenge due to the extreme conditions combining strong alkalis, high ionic strength and strong radiation. Here, we describe an effective adsorbent prepared by anchoring N -methyl-glucosamine on styrene-divinylbenzene copolymer spheres (N-resins). N-resins retains their original properties and exhibits excellent stability in highly alkaline solutions with β radiation. Its adsorption of 99 TcO 4 − was investigated in a non-radioactive experiment using ReO 4 − as an analogue for 99 TcO 4 − . Adsorption was considered as a function of alkali solution concentration, contact time and initial concentration, and in the presence of competing anions. Results demonstrate that N-resins presents a remarkable ability to remove ReO 4 − from alkaline conditions. The high adsorption capacity and fast kinetics are attributed to the abundant active groups including -OH and -NH on the N resin surface. Notably, N-resins can selectively remove ReO 4 − from mixed solutions with high concentrations of other anions, even with a molar ratio of NO 3 − to ReO 4 − of 10,000. Moreover, N-resins can be regenerated at least 6 times without significant reduction in ReO 4 − adsorption, indicating that N-resins has good durability. Its excellent properties suggest it to be a promising highly effective low-cost adsorbent for removal of 99 TcO 4 − from alkaline wastewater.

Abstract:Direct removal of (TcO4-)-Tc-99 from the highly acidic solution of used nuclear fuel is highly beneficial for the recovery of uranium and plutonium and more importantly aids in the elimination of Tc-99 discharge into the environment. However, this task represents a huge challenge given the combined extreme conditions of super acidity, high ionic strength, and strong radiation field. Here we overcome this challenge using a cationic polymeric network with significant TcO4- uptake capabilities in four aspects: the fastest sorption kinetics, the highest sorption capacity, the most promising uptake performance from highly acidic solutions, and excellent radiation-resistance and hydrolytic stability among all anion sorbent materials reported. In addition, this material is fully recyclable for multiple sorption/desorption trials, making it extremely attractive for waste partitioning and emergency remediation. The excellent TcO4- uptake capability is elucidated by X-ray absorption spectroscopy, solid-state NMR measurement, and density functional theory analysis on anion coordination and bonding.
