Abstract:<p>Marine ecosystems across the world's largest ocean – the Pacific Ocean – are being increasingly affected by stressors such as pollution, overfishing, ocean acidification, coastal development and warming events coupled with rising sea levels and increasing frequency of extreme weather. These anthropogenic-driven stressors, which operate cumulatively at varying spatial and temporal scales, are leading to ongoing and pervasive degradation of many marine ecosystems in the Pacific Island region. The effects of global warming and ocean acidification threaten much of the region and impact on the socio-cultural, environmental, economic and human health components of many Pacific Island nations. Simultaneously, resilience to climate change is being reduced as systems are overburdened by other stressors, such as marine and land-based pollution and unsustainable fishing. Consequently, it is important to understand the vulnerability of this region to future environmental scenarios and determine to what extent management actions can help protect, and rebuild ecosystem resilience and maintain ecosystem service provision.</p><p>This Special Issue of papers explores many of these pressures through case studies across the Pacific Island region, and the impacts of individual and cumulative pressures on the condition, resilience and survival of ecosystems and the communities that depend on them. The papers represent original work from across the tropical Pacific oceanscape, an area that includes 22 Pacific Island countries and territories plus Hawaii and the Philippines. The 39 papers within provide insights on anthropogenic pressures and habitat responses at local, national, and regional scales. The themes range from coastal water quality and human health, assessment of status and trends for marine habitats (e.g. seagrass and coral reefs), and the interaction of local pressures (pollution, overfishing) with increasing temperatures and climate variability. Studies within the Special Issue highlight how local actions, monitoring, tourism values, management, policy and incentives can encourage adaptation to anthropogenic impacts. Conclusions identify possible solutions to support sustainable and harmonious environment and social systems in the unique Pacific Island oceanscape.</p>

Abstract:Islands support unique plants, animals, and human societies found nowhere else on the Earth. Local and global stressors threaten the persistence of island ecosystems, with invasive species being among the most damaging, yet solvable, stressors. While the threat of invasive terrestrial mammals on island flora and fauna is well recognized, recent studies have begun to illustrate their extended and destructive impacts on adjacent marine environments. Eradication of invasive mammals and restoration of native biota are promising tools to address both island and ocean management goals. The magnitude of the marine benefits of island restoration, however, is unlikely to be consistent across the globe. We propose a list of six environmental characteristics most likely to affect the strength of land-sea linkages: precipitation, elevation, vegetation cover, soil hydrology, oceanographic productivity, and wave energy. Global databases allow for the calculation of comparable metrics describing each environmental character across islands. Such metrics can be used today to evaluate relative potential for coupled land-sea conservation efforts and, with sustained investment in monitoring on land and sea, can be used in the future to refine science-based planning tools for integrated land-sea management. As conservation practitioners work to address the effects of climate change, ocean stressors, and biodiversity crises, it is essential that we maximize returns from our management investments. Linking efforts on land, including eradication of island invasive mammals, with marine restoration and protection should offer multiplied benefits to achieve concurrent global conservation goals.

Abstract:Managing a resource involves regulating the behaviour of the people whose activities affect that resource. In order to do so effectively, therefore, it is necessary to study not only the resource itself, but also the local methods, traditions and knowledge associated with its use. Artisanal fishermen often act in ways that deliberately or inadvertently function as conservation measures. Such traditional practices include the observation of fishing rights (a form of limited entry), and self-imposed closed seasons, closed areas, and gear restrictions. Management and conservation laws that are compatible with such customs are more liable to achieve public acceptance than those that are perceived as alien. Such acceptance is especially important in developing tropical countries because money and personnel available for enforcement are generally minimal.Scientific knowledge concerning natural resources in the tropics is often inadequate. Traditional users of these resources possess knowledge about them that can be of considerable value to conservationists and resource managers. Such knowledge includes information on fish migrations, the timing and location of spawning of various species and the locations of important fishing sites that should be protected from deleterious human activities such as pollution, dredging and filling.

Abstract:In many of the Pacific Islands, local communities have long-held cultural and spiritual attachments to the sea, in particular to species and specific marine areas, processes, habitats, islands, and natural seabed formations. Traditional knowledge, customary marine management approaches and integrated relationships between biodiversity, ecosystems and local communities promote conservation and ensure that marine benefits are reaped in a holistic, sustainable and equitable manner. However, the interaction between local traditional knowledge, contemporary scientific approaches to marine resource management and specific regulatory frameworks has often been challenging. To some extent, the value of community practices and customary law, which have provided an incentive for regional cooperation and coordination around ocean governance, is acknowledged in several legal systems in the Pacific and a number of regional and international instruments, but this important connection can be further enhanced. In this article we present a science-based overview of the marine habitats that would be affected by deep seabed mining (DSM) along with an analysis of some traditional dimensions and cultural/societal aspects of marine resource management. We then assess whether the applicable legal frameworks at different levels attach sufficient importance to these traditional dimensions and to the human and societal aspects of seabed (mineral) resource management in the region. On the basis of this analysis, we identify best practices and formulate recommendations with regard to the current regulatory frameworks and seabed resource management approaches. Indeed, the policies and practices developed in the Pacific could well serve as a suitable model elsewhere to reconcile commercial, ecological, cultural and social values within the context of deep sea mineral exploitation in addition to sustaining the Human Well-being and Sustainable Livelihoods (HWSL) of the Pacific communities and the health of the Global Ocean.

Abstract:THERE is growing awareness that the escalating crisis in marine ecosystems-from biodiversity losses and transformed food webs to marine pollution and warming waters-is in large part a failure of governance. Problems arise from fragmentation in the governance systems used to manage specific human uses of marine resources, together with spatial and temporal mismatches between biophysical systems and the rights, rules, and decision making procedures created to manage human interactions with these systems. A practical way to solve this problem features place-based management-a strategy that calls for integrated management of the full suite of human activities occurring in spatially demarcated areas identified through a procedure that takes into account biophysical, socioeconomic, and jurisdictional considerations.

Abstract:Nearly a billion people depend on tropical seascapes. The need to ensure sustainable use of these vital areas is recognised, as one of 17 policy commitments made by world leaders, in Sustainable Development Goal (SDG) 14 ('Life below Water') of the United Nations. SDG 14 seeks to secure marine sustainability by 2030. In a time of increasing social-ecological unpredictability and risk, scientists and policymakers working towards SDG 14 in the Asia-Pacific region need to know: (1) How are seascapes changing? (2) What can global society do about these changes? and (3) How can science and society together achieve sustainable seascape futures? Through a horizon scan, we identified nine emerging research priorities that clarify potential research contributions to marine sustainability in locations with high coral reef abundance. They include research on seascape geological and biological evolution and adaptation; elucidating drivers and mechanisms of change; understanding how seascape functions and services are produced, and how people depend on them; costs, benefits, and trade-offs to people in changing seascapes; improving seascape technologies and practices; learning to govern and manage seascapes for all; sustainable use, justice, and human well-being; bridging communities and epistemologies for innovative, equitable, and scale-crossing solutions; and informing resilient seascape futures through modelling and synthesis. Researchers can contribute to the sustainability of tropical seascapes by co-developing transdisciplinary understandings of people and ecosystems, emphasising the importance of equity and justice, and improving knowledge of key cross-scale and cross-level processes, feedbacks, and thresholds.

Abstract:Declining natural resources have led to a cultural renaissance across the Pacific that seeks to revive customary ridge-to-reef management approaches to protect freshwater and restore abundant coral reef fisheries. Effective ridge-to-reef management requires improved understanding of land-sea linkages and decision-support tools to simultaneously evaluate the effects of terrestrial and marine drivers on coral reefs, mediated by anthropogenic activities. Although a few applications have linked the effects of land cover to coral reefs, these are too coarse in resolution to inform watershed-scale management for Pacific Islands. To address this gap, we developed a novel linked land-sea modeling framework based on local data, which coupled groundwater and coral reef models at fine spatial resolution, to determine the effects of terrestrial drivers (groundwater and nutrients), mediated by human activities (land cover/use), and marine drivers (waves, geography, and habitat) on coral reefs. We applied this framework in two 'ridge-to-reef' systems (Hā'ena and Ka'ūpūlehu) subject to different natural disturbance regimes, located in the Hawaiian Archipelago. Our results indicated that coral reefs in Ka'ūpūlehu are coral-dominated with many grazers and scrapers due to low rainfall and wave power. While coral reefs in Hā'ena are dominated by crustose coralline algae with many grazers and less scrapers due to high rainfall and wave power. In general, Ka'ūpūlehu is more vulnerable to land-based nutrients and coral bleaching than Hā'ena due to high coral cover and limited dilution and mixing from low rainfall and wave power. However, the shallow and wave sheltered back-reef areas of Hā'ena, which support high coral cover and act as nursery habitat for fishes, are also vulnerable to land-based nutrients and coral bleaching. Anthropogenic sources of nutrients located upstream from these vulnerable areas are relevant locations for nutrient mitigation, such as cesspool upgrades. In this study, we located coral reefs vulnerable to land-based nutrients and linked them to priority areas to manage sources of human-derived nutrients, thereby demonstrating how this framework can inform place-based ridge-to-reef management.

Abstract:Temperate oyster and tropical coral reefs are analogous systems that create habitat for economically, ecologically, and culturally important species, and they provide countless ecosystem services to human coastal communities. Globally, reefs are imperiled by multiple anthropogenic stressors, particularly climate impacts. Using aquaculture to support conservation goals - known as conservation aquaculture - is a relatively new approach for many reef building species, but it shows great promise for promoting species recovery and bolstering resilience to stressors. Concerns about aquaculture-associated risks, both known and potential, have often restricted the implementation of this tool to an emergency intervention following dramatic declines on reefs, when species or systems were unlikely to recover. Here, we combine expertise from coral and oyster reef ecosystems to consider the role of aquaculture as a conservation intervention for reefs, and provide recommendations for its timely development and targeted implementation. We highlight the importance of evaluating reef systems - alongside local stakeholders and Indigenous communities - to determine where and when the benefits of using aquaculture are most likely to outweigh the risks. We spotlight the importance of proactive monitoring to detect reef population declines, and the value of early aquaculture interventions to increase efficacy. Novel aquaculture approaches and technologies specifically designed for reef builders are considered, including techniques for building complex, multi-generational and multi-species reefs. We address the need for scaling up aquaculture-assisted reef recovery, particularly of corals, using high volume methods like those that have been successfully employed for oysters. We also recommend the immediate assessment and development of techniques to increase climate resilience of reef builders and we identify the challenges and trade-offs of these approaches. We highlight the use of proof-of-concept projects to test these promising methods, and we advise tracking of all interventions over time to determine their long-term efficacy. Finally, we outline opportunities to leverage novel partnerships among conservation, industry, and community interests that utilize aquaculture to facilitate the conservation of reefs. Developing conservation aquaculture approaches now is critical to position managers, scientists, and restoration practitioners to implement this intervention in timely and effective ways to support resilient reef and human communities worldwide.

Abstract:Climate change presents an emerging challenge to the sustainable management of tuna fisheries, and robust information is essential to ensure future sustainability. Climate and harvest affect tuna stocks, populations of non-target, dependent species and the ecosystem. To provide relevant advice we need an improved understanding of oceanic ecosystems and better data to parameterise the models that forecast the impacts of climate change. Currently ocean-wide data collection in the Pacific Ocean is primarily restricted to oceanographic data. However, the fisheries observer programs that operate in the region offer an opportunity to collect the additional information on the mid and upper trophic levels of the ecosystem that is necessary to complement this physical data, including time-series of distribution, abundance, size, composition and biological information on target and non-target species and mid trophic level organisms. These observer programs are in their infancy, with limited temporal and spatial distribution but recent international and national policy decisions have been made to expand their coverage. We identify a number of actions to initiate this monitoring including: consolidating collaborations to ensure the use of best quality data; developing consistency between sub-regional observer programmes to ensure that they meet the objectives of ecosystem monitoring; interrogating of existing time series to determine the most appropriate spatial template for monitoring; and exploring existing ecosystem models to identify suitable indicators of ecosystem status and change. The information obtained should improve capacity to develop fisheries management policies that are resilient and can be adapted to climate change.

Abstract:Ecosystem-based approaches to marine management, which integrate marine law and policy across sectors, communities, and scales, are increasingly advocated for in international policy debates and scholarly literature. We highlight critical and timely opportunities in Aotearoa New Zealand's evolving legal context to support an ecosystem-based approach across fisheries regulation, biodiversity conservation, environmental effects management, and Indigenous or customary rights. Given the scale of proposed law reform affecting the ocean in Aotearoa New Zealand, there are important global lessons to be elucidated from (and for) the Aotearoa New Zealand experience, revealing the potential for law to center the health of ocean ecosystems and related people in integrated marine decision making.

Abstract:Earth’s marine ecosystems are changing rapidly, in large part owing to the damaging effects of human activities. Unless humans find better ways of interacting with the seas and oceans, the marine resources upon which we rely will diminish as more ecosystems collapse. The consequences for human health and wellbeing will be severe. The meta-discipline of Oceans and Human Health has catalogued how the oceans and their constituents benefit human lives. Examples include access to seafood, pharmaceuticals and physical and mental health benefits. This interdisciplinary research effort has also revealed how the integrated impact of anthropogenic activities has disrupted ocean processes resulting in extensive losses of marine biodiversity, increasing chemical and microbial pollution, proliferation of harmful algal blooms and increased coastal inundation, all of which threaten human populations. In response, non-governmental organizations and national governments have established various agreements and treaties to prevent further damage, restore what has been lost and grasp new economic opportunities. Nevertheless, ocean-related risks continue to escalate rapidly in the absence of political commitment. New thinking regarding the interconnectedness of all human/ocean interactions is required to remove the barriers and impediments that hamper tackling the wicked problem of fostering health and wellbeing while achieving ocean sustainability.

Abstract:The Pacific region is experiencing accelerating global change with complex interactions amongst multiple drivers, yet the onus for urgent adaptation falls largely on communities. Proponents of adaptation must therefore ensure that communities are empowered and enabled to design and implement their own adaptation plans after project cycles have concluded, and that this capacity is scaled beyond the original focus. To address this challenge, we tested a new approach in the Solomon Islands for the iterative development, implementation and evaluation of community-led adaptation. Our theory of change was that by co-designing a decision-making process with a network of community facilitators, livelihood adaptation planning could be mainstreamed and scaled out across rural communities. We implemented a planning process based on systems thinking, social learning and co-production, which we assessed using a novel participatory monitoring, evaluation and learning framework. The process involved six steps: (1) identifying drivers of change; (2) developing shared visions for livelihoods; (3) scoping possible futures for livelihoods; (4) identifying existing community adaptive capacity; (5) determining priority 'no-regrets' strategies to achieve the community vision and (6) mapping adaptation pathways of implementation decisions. Community facilitators co-designed the process, and then ran it in their communities to develop place-based adaptation pathways suited to the local decision-making context, and scaling the process out to neighbouring villages through peer-to-peer learning. Results from a monitoring, evaluation and learning assessment showed the process had generated shifts in thinking among communities towards anticipatory adaptation and the development and implementation of livelihood adaptation pathways. The process had also empowered people to have ownership, responsibility and agency for their futures without major ongoing support from outside agencies.

Abstract:Oyster reef ecosystems used to form significant components of many temperate and subtropical inshore coastal systems but have suffered declines globally, with a concurrent loss of services. The early timing of many of these changes makes it difficult to determine restoration targets which consider interdecadal timeframes, community values and shifted baselines. On the Australian continent, however, the transition from Indigenous (Aboriginal) to Westernized resource use and management occurred relatively recently, allowing us to map social-ecological changes in detail. In this study, we reconstruct the transformations in the Sydney rock oyster (Saccostrea glomerata) wild commercial industry of central and southeast Queensland, and by extension its reef ecosystems, as well as the changing societal and cultural values related to the presence and use of the rock oyster through time. By integrating data from the archaeological, anthropological and fisheries literature, government and media accounts, we explore these transformations over the last two centuries. Before the 1870s, there was a relative equilibrium. Aboriginal peoples featured as sole traders to Europeans, supplying oysters and becoming a substantial component of the industry's labour pool. Effectively, Australia's commercial oyster industry arose from Aboriginal-European trade. During this initial phase, there was still a relative abundance of wild oyster, with subtidal oyster reef structures present in regions where oysters are today absent or scarce. By contrast, these reefs declined by the late 19th century, despite production of oysters increasing due to continued large-scale oyster recruitment and the expansion of oyster cultivation in intertidal areas. Production peaked in 1891, with successive peaks observed in regions further north. During the 1890s, flood events coupled with land-use changes introduced large quantities of silt into the system, which likely facilitated an increase in oyster pests and diseases, ultimately decreasing the carrying capacity of the system. Today oyster production in this region is less than one-tenth of historical peak production. Many cultural heritage components have also been lost. Indigenous management is now very minor due to the massive decimation of Aboriginal populations and their respective practices. Yet, we found strong cultural attachment to midden remains and oyster production continues within Indigenous communities, with considerable broader community support. This study highlights the value of conducting thorough analysis of early media accounts as a means for reconstructing historical resource decline and management. It further demonstrates the application of historical information and context for contemporary management, protection and restoration of much-altered coastal social-ecological systems.
Core ethical values of radiological protection applied to Fukushima case: reflecting common morality and cultural diversities

Abstract:The International Commission on Radiological Protection (ICRP) has established Task Group 94 (TG94) to develop a publication to clarify the ethical foundations of the radiological protection system it recommends. This TG identified four core ethical values which structure the system: beneficence and non-maleficence, prudence, justice, and dignity. Since the ICRP is an international organization, its recommendations and guidance should be globally applicable and acceptable. Therefore, first this paper presents the basic principles of the ICRP radiological protection system and its core ethical values, along with a reflection on the variation of these values in Western and Eastern cultural traditions. Secondly, this paper reflects upon how these values can be applied in difficult ethical dilemmas as in the case of the emergency and post-accident phases of a nuclear power plant accident, using the Fukushima case to illustrate the challenges at stake. We found that the core ethical values underlying the ICRP system of radiological protection seem to be quite common throughout the world, although there are some variations among various cultural contexts. Especially we found that ‘prudence’ would call for somewhat different implementation in each cultural context, balancing and integrating sometime conflicting values, but always with objectives to achieve the well-being of people, which is itself the ultimate aim of the radiological protection system.
The Competence of 7,8-Diacetoxy-4-Methylcoumarin and Other Polyphenolic Acetates in Mitigating the Oxidative Stress and their Role in Angiogenesis.

Abstract:The potential role of polyphenolic acetate (PA) in causing diverse biological and pharmacological actions has been well studied in our laboratory. Our investigations, for the first time, established the role of calreticulin transacetylase (CRTAase) in catalyzing the acetylation of nitric oxide synthase (NOS) by Pas leading to robust activation of NOS. 7, 8- Diacetoxy-4-methylcoumarin (DAMC) and other acetoxycoumarins augmented the expression of thioredoxin (TRX) and vascular endothelial growth factor (VEGF) in human peripheral blood mononuclear cells (PBMCs). These findings substantiated our earlier observations that DAMC was a superb inducer of angiogenesis. The enhanced expression of thioredoxin reductase (TRXR) and diminished expression of thioredoxin interacting protein (TRXIP) leading to increased expression and activity of TRX in PBMCs due to the action of DAMC was revealed by real time RT-PCR analysis. The possible activation of TRX due to acetylation was confirmed by the fact that TRX activity of PBMCs was enhanced by various acetoxycoumarins in tune with their affinities to CRTAase as substrates. DAMC caused enhanced production of NO by way of acetylation of NOS as mentioned above and thereby acted as an inducer of VEGF. Real time RT-PCR and VEGF ELISA results also revealed the overexpression of TRX. DAMC and other PAs were found to reduce the oxidative stress in cells as proved by significant reduction of intracellular ROS levels. Thus, the crucial role of TRX in DAMC-induced angiogenesis with the involvement of VEGF was established.
Role of natural killer cells in Pichinde virus infection of Syrian hamsters

Abstract:Pichinde virus produced a fatal infection in adult MHA hamsters but not LSH hamsters after intraperitoneal inoculation. After footpad inoculation, an 8-day swelling response was observed in LSH but not MHA hamsters; however, both strains survived infection by this route. Examination of the kinetics of viral replication in the two hamster strains inoculated by the two routes revealed a correlation between infectious centers and natural killer activity in cells obtained from spleens and popliteal lymph nodes. A subpopulation of cytolytic and infected cells which sedimented at about 3.0 to 4.5 mm/h in albumin gradients was found in greater numbers in MHA than in LSH hamsters. These data suggest that one factor contributing to the fatal outcome of Pichinde virus infection in MHA hamsters is the presence of excessive numbers of splenic target cells which possess properties of natural killer cells.

Abstract:In the face of growing pressures on the marine environment, evidence-based decision-making in the realm of marine conservation policies is of utmost importance. Through their boundary work, comprising the transfer of knowledge through the production of boundary objects and the facilitation of knowledge exchange, boundary organisations stand out as highly promising in bridging the gap between science and policymaking. However, so far, the research on knowledge exchange between marine scientists and policymakers as well as on boundary organisations in general is largely based on case studies in the Global North. This imbalance highlights the need to conduct studies on knowledge uptake in different geographical and political settings, with an increased focus on the Global South. By exploring the applicability of the current conceptual view on boundary organisations to the specific empirical reality of marine conservation in Pacific Small Island Developing States (SIDS), our research seeks to improve knowledge uptake in SIDS by identifying factors and strategies for successful boundary work in this context and to enrich the generic understanding of the role of boundary organisations with perspectives from the Global South. We conducted ten interviews with representatives from boundary organisations working on marine conservation in Pacific SIDS. Based on the findings, we developed a new framework for successful boundary work that is better adapted to realities in the Global South and reconceptualised the understanding of boundary work towards science-policy-community interfaces, emphasising that the gap between marine science and policymaking can only be bridged by engaging local communities and their knowledge.

Abstract:We describe rapidly fatal cardiomyopathy in a young man. He had for twelve months ingested large amounts of ascorbic acid and was admitted with severe heart failure having been symptomatic for two months. He died after eight days. Idiopathic haemochromatosis was diagnosed at autopsy. The clinical and laboratory features are discussed and the possible implications of ascorbic acid ingestion are explored.
