Abstract:Resilience of human systems has increasingly become a popular topic of research. The aim of this article is to present a juxtaposition of public officials' and residents' perceptions of community resilience along the three-class typology of resilience (basic, adaptive, and transformative) using Dayton, OH as a case study. A two-pronged data collection approach was designed to recruit public officials and residents. This approach was structured using the Community Capitals Framework. A multi-chain referral sampling process (and subsequent snowball sampling) was initiated subsequently. The data were gathered through semi-structured interviews with 75 participants. The interviews were analyzed using a three-tiered deductive structural coding approach. The findings highlight the similarities and differences in resilience perceptions between public officials and community members along the three-class typology of resilience that could inform creative policy initiatives. The factors that might undergird residents' and public officials' perceptions of resilience are discussed. Based on these perceptions, the importance of social capital, communication infrastructure, and addressing chronic stressors are discussed as important strategies to build community resilience, in addition to focusing on essential community infrastructure systems (such as roads, energy, water, sewer, and gas systems).

Abstract:Starting with seminal work from Katherine McKittrick and Katherine McKittrick and the late Clyde Woods, this paper compares and contrasts articulations of justice as espoused by Black feminism, ecofeminism, and the movement for environmental justice. The utilization of an intersectional genealogical approach allows for examination of the ways in which these movements might serve as the ideological bases for a Black feminist spatial imagination and an intersectional environmental justice. A Black feminist spatial imagination is an orientation that accounts for the merger of frames around race, gender, and ecology; it serves as a unique departure from conventional Black feminist analysis by its particular attention to the construct of space in Black feminist epistemology. Analysis reveals that manifestos engage similar strategies around boundedness, an identification among a collective identity and the subject of reproductive justice and liberation as wresting control and self-determination of physical bodies. The final task is an outline of essential tenets for a singular notion of justice of a Black feminist spatial imagination which incorporates the spirit of all of three manifestos and expands current environmental justice discourse to include those ‘who know no one knows’ while highlighting Black women’s agency in environmentally degraded environments.
Race, poverty, and space: A spatial intersectional approach to equity of urban park access

Abstract:While earlier studies of environmental justice have empirically assessed in(equity) in urban park access, they have typically considered race/ethnicity and wealth factors separately as determinants of (in)equitable urban park access. However, this approach ignores the intersectional socioeconomic categories when identifying marginalized groups. Furthermore, there has been little research that visualized the spatially heterogeneous (in)equity of access to urban parks from an intersectional perspective on sociodemographic categories across communities. To address these research gaps, this study examined the spatially heterogeneous intersectionality of the socioeconomic categories of race and poverty (e.g., White poverty, African American poverty, and Asian poverty), in terms of access to urban parks across 784 census tracts in the Detroit Metropolitan Area. The findings showed that African American and Asian poverty groups had equitable access to urban parks. Furthermore, spatially heterogeneous (in)equitable urban park access was observed among intersectional minority groups. Such findings can be useful for park administrators in the Detroit Metropolitan Area seeking to distribute resources to neighborhoods that need increased access to urban parks.

Abstract:Urban resilience requires sophisticated technical expertise to anticipate problems and develop transformative solutions, yet these efforts alone are often insufficient. We argue that resilience work needs to acknowledge the social contexts in which these plans are situated to better identify potential pitfalls and negotiate challenges “on the ground.” Drawing on Zukin and DiMaggio’s (Structures of capital: the social organization of the economy. Cambridge University, Cambridge, pp 1–36, 1990) embeddedness framework, we explain how cognitive, cultural, structural, and political contexts can complicate resilience work. First, we describe the framework and draw on extant literature to show how the four dimensions relate to urban resilience. Then, we use case studies from two environmental disasters to illustrate how emergency response efforts fell short because they did not adequately account for social context. Our aim is to orient urban resilience experts and practitioners to embeddedness thinking and offer suggestions for ways to better negotiate obstacles to success and opportunities for improvement inherent in the social environment.

Abstract:This case study ethnographically analyzes the propositions made by current residents of color in two gentrifying neighborhoods that endured large-scale urban renewal. Many of the propositions are informed by intergenerational disinvestment into neighborhood ecosystems affected by past renewal. I analyze the visceral ways in which race and class structure Black intraracial relationships with institutional stakeholders within these neighborhoods that today possess high levels of urban redevelopment and gentrification. Residents of previously renewed neighborhoods display profound root shock or substantial emotional trauma from the displacement of a person’s physical environment and the loss of foundational social and economic capital within them. Given this, relationships with invested institutional entities are fractured and lead to weak social and political engagement. I insert an analysis of trust into redevelopment conversations to focus more on relationships. They act as a foundation for a stable neighborhood ecosystem leading to the potential for healthy interactions between existing residents and future stakeholders.

Abstract:A growing number of cities are incorporating resilience into their plans and policies to respond to shocks, stresses, and uncertainties. While some scholars advocate for the potential of resilience research and practice, others argue that it promotes an inherently conservative and neoliberal agenda, prevents systemic transformations, and pays insufficient attention to power, politics, and justice. Notably, critics of the urban resilience agenda argue that policies fail to adequately address social equity issues. This study seeks to inform these debates by providing a cross-sectional analysis of how issues of equity are incorporated into urban resilience planning. We develop a tripartite framework of equity that includes distributional, recognitional, and procedural dimensions and use it to analyse the goals, priorities, and strategies of formal resilience plans created by member cities of the Rockefeller Foundation's 100 Resilient Cities programme. Our analysis reveals considerable variation in the extent to which cities focus on equity, implying that resilience may be more nuanced than some critics suggest. There are, however, clear areas for improvement. Dominant conceptions of equity are generally tied to a distributional orientation, with less focus on the recognitional and procedural dimensions. We hope our conceptual framework and lessons learned from this study can inform more just resilience planning and provide a foundation for future research on the equity implications of resilience.

Abstract:Developing and managing infrastructure requires considering the system's physical performance and operational, financial, social, environmental, and managerial aspects. These aspects interact in a dynamic environment that evolves and changes continuously. Changes in demand, socio-economic pressures, and the increasing frequency and intensity of natural events – exacerbated by climate change – make resilience and sustainability essential for the built environment's current and future performance. Sustainable infrastructures add value to society and maintain social equity and justice through time. To achieve this, it is necessary to consider socio-economic as well as environmental aspects. On the other hand, resilience focuses on recovery in case of a damaging event, a critical property that minimizes functionality disruptions. This paper presents a conceptual discussion about the role of resilience and sustainability in relationship with infrastructure and the built environment's design and operation. It provides insight into risk-informed decision-making for infrastructure systems that evolve, and change based on a systems-thinking approach. These concepts are central to the built environment's safe and responsible evolution and growth. In the end, the paper identifies challenges and proposes future research paths.

Abstract:Progress in Environmental Geography advances equity and justice at the intersections of people and place. Natural disasters represent a granular lens into this space and highlight opportunities to incorporate social landscapes with their physical geographies toward sustained systemic progress. More specifically, disproportionate geographies of flood risk and resilience exemplify cyclical power dynamics, exploitation, and oppression that have shaped places globally. The U.S. provides a particular focus into the evolution of access to space and place; racialized geographies often exclude Black Americans from land, resources, mobility, and representation. Following Emancipation, limited physical and economic opportunity codified formal and informal discrimination that led to heightened flood risk that persists today via housing markets, building conditions, infrastructure, and more. These inequities leave many communities disproportionately more impacted by economic, health, and well-being losses from flooding, which exacerbates cyclical disinvestment. Urban geographies around the world exhibit racially and ethnically charged patterns of heightened risk and weakened resilience, yet many efforts toward equity treat the issues of race and place as separate, novel challenges. Progress, equity, and justice at the intersection of people (and resilience) with place (and risk) are rooted in reparation along ethnographic and sociological chasms that have shaped geographies globally for centuries.

Abstract:The intersecting negative effects of structural racism, COVID-19, climate change, and chronic diseases disproportionately affect racial and ethnic minorities in the US and around the world. Urban populations of color are concentrated in historically redlined, segregated, disinvested, and marginalized neighborhoods with inadequate quality housing and limited access to resources, including quality greenspaces designed to support natural ecosystems and healthy outdoor activities while mitigating urban environmental challenges such as air pollution, heat island effects, combined sewer overflows and poor water quality. Disinvested urban environments thus contribute to health inequity via physical and social environmental exposures, resulting in disparities across numerous health outcomes, including COVID-19 and chronic diseases such as cancer and cardiovascular diseases (CVD). In this paper, we build off an existing conceptual framework and propose another conceptual framework for the role of greenspace in contributing to resilience and health equity in the US and beyond. We argue that strategic investments in public greenspaces in urban neighborhoods impacted by long term economic disinvestment are critically needed to adapt and build resilience in communities of color, with urgency due to immediate health threats of climate change, COVID-19, and endemic disparities in chronic diseases. We suggest that equity-focused investments in public urban greenspaces are needed to reduce social inequalities, expand economic opportunities with diversity in workforce initiatives, build resilient urban ecosystems, and improve health equity. We recommend key strategies and considerations to guide this investment, drawing upon a robust compilation of scientific literature along with decades of community-based work, using strategic partnerships from multiple efforts in Milwaukee Wisconsin as examples of success.
Maintaining Community Resilience through Urban Renewal Processes Using Architectural and Planning Guidelines

Abstract:The article deals with community resilience-oriented urban renewal in a geographical periphery, and the characteristic patterns of public housing built in the 1950s and 1960s. When the existing fabric is well-established and effectively serves the residents, demolition and redevelopment may not be the most strategic approach if they undermine the internal resilience of public housing based on functionality. The article addresses the question of how to add new construction and a new population to these patterns of public housing in the periphery without affecting the community resilience of longtime residents and the sense of urban vitality and innovation of the new population. In order to address this question, we examined the built environment's qualities in relation to the population's resilience. Specifically, we conducted a quality analysis of the built environment focusing primarily on walkability and connectivity, diversity and land uses, open public spaces, and visibility to internal and external views. The findings of the analysis recommend developing a multiple urban spatial network relying on the longtime community's resilience and a new spatial network for the newcomers. This is a potentially win–win solution. The old neighborhoods remain, while at the same time an additional layer of housing and other land uses will be developed along the edges of existing neighborhoods. The proposed analysis will be demonstrated on the peripherical city of Kiryat Yam.

On mapping urban community resilience: Land use vulnerability, coping and adaptive strategies in Ghana

Abstract:Cities across the globe are prioritizing resilience in the wake of increasing climate change-related disasters. About 44% of these disasters are floods and their manifestation in cities is more pronounced, threatening urban social, ecological, and economic systems. This study draws on community resilience and participatory GIS, to examine land use vulnerability to flooding and local coping and adaptive strategies to achieve resilience. Using Ghana as a case study, the results show that participatory mapping offers community resilience benefits by providing context to community resilience challenges and potentials, enabling a deeper understanding of socio-environmental coupling that contributes to flood vulnerability and builds on community adaptive strategies through harnessing local community knowledge. We identified that topography, poor drainage and road network, rainfall variability, residents' land use practices, and land use planning conundrum drive disparities in land use vulnerability to flooding. Participants underscored the necessity of critical urban infrastructure in facilitating community adaptability to floods. The findings indicate that socio-spatial inequities threaten urban community resilience, especially in increasingly cosmopolitan urban contexts, by putting the marginalized urban population in a more vulnerable position. We recommend the prioritization of recognitional equity in community resilience planning efforts to allow for the targeting of resilient interventions that reflect and respect social differentiation in the urban environment so that outcomes will not exacerbate or generate new urban socio-spatial inequalities.
Examining privilege and power in US urban parks and open space during the double crises of antiblack racism and COVID-19

Abstract:In this perspective, we argue that creating the positive outcomes socio-ecological researchers and practitioners seek for urban areas requires acknowledging and addressing the interactions of race and systemic racism in parks, open and green spaces. Racial experiences are inseparable from physical landscapes and the processes of designing, managing, or studying them. From COVID-19 to the Black Lives Matter movement and protests, the events of 2020 in the United States underscore how considerations of social justice must extend beyond the conventional distributional focus of environmental justice. It must incorporate an understanding of how the built environment is racialized spatially, but not always readily quantified through the proximity-based measurements frequently used in research and practice. The perspective is organized in three main parts. The first part presents a series of vignettes to frame the ways cities and individuals participate, respond, and interact under COVID-19 with racial segregation as the backdrop. The second part suggests a stepwise approach to building an understanding of racial inequities in socio-ecological systems (SES) research and practice including four entry points: (1) racialized spatial distribution of hazards and amenities, (2) racialized qualities of space, (3) racialized people in space, and (4) racialized creation of space. Finally, the third part proposes actions the SES community can take to enhance our commitment to community recovery, improvement, and thrivability. This perspective cautions practitioners and researchers against opportunistic or quick-fix solutions, and instead challenges our colleagues to be inclusive of disenfranchised voices in shaping socio-ecological goals, now more than ever. The goal of this perspective is to spark engagement with power and privilege in parks and open space using the example of COVID-19 and race in the US.

Abstract:Problem, research strategy, and findings: The ability of planning to address America's urban problems of inequality, crime, housing, education, and segregation is hampered by a relative neglect of Whiteness and its role in shaping urban outcomes. We offer a justification for centering Whiteness within urban planning scholarship and practice that would examine its role shaping and perpetuating regional and racial injustices in the American city. The focus of planners, scholars, and public discourse on the "dysfunctions" of communities of color, notably poverty, high levels of segregation, and isolation, diverts attention from the structural systems that produce and reproduce the advantages of affluent and White neighborhoods. Planners and planning scholars frequently invoke a "legacy of injustice" with regard to concentrated poverty and disadvantage but not in regard to neighborhoods of White affluence. One is segregated and problematized and the other is idealized.Takeaway for practice: Planners and planning scholars need to understand the role of Whiteness, in particular White affluence, to assess the potential impacts of planning interventions. Doing so will inform a wider range of planning approaches to problems of racial and spatial equity.

Abstract:Resilience thinking provides valuable insights into the dynamics of complex adaptive systems. To achieve resilience in urban systems, it can be fruitful to delve into the intricacies of resilience processes. This paper theorizes about how the specific characteristics of resilient systems can be integrated into the spatial design of cities. Emphasizing the importance of the built form and spatial systems in maintaining order within urban processes, we focus on how adaptive renewal cycles can be applied to various systems and dimensions where urban change, adaptation, and renewal occur. The paper identifies key resilient system characteristics applicable to urban spatial form and contextualizes urban renewal within the adaptive renewal cycle—a framework originally developed to capture temporal and spatial ecosystem dynamics. We integrate insights within 'space syntax theory', theorizing about how cities renew themselves over space and time. We discuss instances of 'compressed resilience' and the challenges posed by the 'tyranny of small decisions' in urban planning and development. In conclusion, we identify future research directions in the theory of spatial morphology and resilient urban systems, emphasizing the need for a deeper understanding of the interplay between urban processes, urban form, resilience, and adaptive renewal.

Abstract:A growing body of literature on community gardening, watershed restoration, and similar ‘civic ecology’ practices suggests avenues for integrating social and ecological outcomes in urban natural resources management. In this paper, we argue that an environmental education programme in which learning is situated in civic ecology practices also has the potential to address both community and environmental goals. Further, we suggest that civic ecology practices and related environmental education programmes may foster resilience in urban social‐ecological systems, through enhancing biological diversity and ecosystem services, and through incorporating diverse forms of knowledge and participatory processes in resource management. By proposing interrelationships among natural resources management, environmental education, and social‐ecological systems, we hope to open up discussion of a research agenda focusing on the role of environmental education in systems processes and resilience.

Abstract:The increasing frequency of extreme weather events poses ever greater challenges to urban resilience and residents’ quality of life. Despite a growing trend advocating for an anthropocentric approach to urban resilience, there remains an inadequate understanding of the evolving hierarchical needs of residents during post-disaster periods, especially considering the interplay with infrastructure service restoration. This study aims to address the gap by elucidating how emergency governance and urban infrastructure repairs can effectively address critical residents’ needs, providing empirical insights for improved resource allocation in infrastructure rush-repair scenarios. First, we categorize residents’ needs into three layers (safety and health, social livelihood and civic engagement) using Latent Dirichlet Allocation topic modeling. Subsequently, we present an urban resilience assessment framework that traces the recovery of residents’ needs alongside dynamic infrastructural functionality restoration, benchmarking against pre-disaster levels. Additionally, hypernetwork analyses are adopted to identify critical and evolving patterns of residents’ post-disaster needs over time. The robustness of our proposed framework is validated through its application to a dataset comprising 220,567 records from residents’ appeals during three recurrent rainfall events in Beijing. Theoretically, this study models the dynamic interactions between residents’ needs and infrastructure response during urban post-disaster recovery. Practically, the pinpointed critical needs guide efficient infrastructure rush-repairs and proactive disaster prevention in infrastructure maintenance.

Abstract:Black boys and young men are disproportionately burdened with navigating contexts of community violence resulting from race-based structural inequities and concentrated disadvantage. Despite this chronic adversity, many Black boys and young men thrive; however, resilience research has traditionally focused on identifying individual- and family-level factors that support resilience. Research has yet to fully examine community-level resources that facilitate processes of resilience for Black boys and young men in the contexts of trauma, violence, and poverty. Guided by ecological frameworks and using the community-based participatory method of action-oriented community diagnosis, our qualitative study examines the perspectives of diverse community stakeholders (N = 29) whose roles and influence span systems levels and shape contexts of violence and healing for Black boys and young men in Greensboro, North Carolina. Findings point toward relationship (mentoring), community (safe spaces to heal), and societal (interventions to dismantle racism) level opportunities and barriers ("terroristic territorialism") to promote resilience in Black boys and young men. Implications for research and praxis that broadens the scope of resilience research from successful adaptation to conditions of community violence to community-level intervention to promote resilience and transformation are discussed. Abstract:Maintaining the sustainability of the ecosystem in an ever-changing environment and enabling it to continuously provide services for human beings has become the focus of managers. Resilience is considered the key to maintaining the sustainability of an ecosystem. This paper combines source-sink landscape theory, on the basis of considering ecological processes, and builds a framework of factors that affect the ecological resilience of resource-based cities. We used Wu'an, a typical resource-based city, as the study area, and identified the ecological and disturbance sources to determine the ecological resilience. Green infrastructure (GI), as a kind of ecological infrastructure, plays a critical role in growing resilience. Our study established ecological corridors using the minimum cumulative resistance (MCR) model. And then provides a way in time and space to improve resilience based on corridors' internal and external conditions. Moreover, in the context of development where ecological protection is a priority and construction land expansion are limited, this method can assist government decision-making and serve to delineate the boundaries of urban development and the scope of mining activities.

Abstract:Resilience is widely accepted as the capacities implemented to manage climate change. Exploring how individual resilience can be enhanced to better prepare residents for natural disasters, such as urban flooding, is therefore necessary. Environmental cognitions that provide psychological and physiological benefits to people by adding motivation to interact with the place are factors influencing people’s resilience-oriented behaviors but have largely been ignored in existing research. As such, this study establishes a framework for the concept of individual resilience to urban flooding. Gongming, a sub-district of Shenzhen, China, is considered the case area wherein individual resilience and its environmental determinants are evaluated. Through hierarchical linear modeling, the environmental determinants of individual resilience at the individual and community levels are identified. At the individual level, the main factors are a few green spaces, low quality of the built environment, mutual distrust and lack of well-being perceived by residents. At the community level, the results suggest that the social environment, particularly its gatedness, is pivotal to individual resilience. This study offers an approach for analyzing factors that limit individual resilience from the environmental perspective, thereby providing a basis for formulating corresponding policy recommendations to effectively improve resilience through urban planning.

Abstract:Non-technical summary There are significant challenges to retaining indigenous biodiversity and ecological infrastructure in African cities. These include a lack of formal protection and status for remnant ecologically functional patches rendering them open to ad hoc human settlement, which is in part linked to weak governance and management emerging from complex histories, and competing crisis-ridden demands. Persistent gaps in knowledge and practice mean that the social, economic, development and well-being benefits of ecological infrastructure are not understood or demonstrated. Addressing these challenges requires the adoption of multiple top-down government interventions and bottom-up community and neighbourhood actions. The development of detailed case studies that engage with knowledge generation and sharing at multiple scales through co-learning practices will also help create a much-needed deeper understanding of development options within this context.
