Abstract:We trace the structural patterns of co-authorship between Korean researchers at three institutional types (university, government, and industry) and their international partners in terms of the mutual information generated in these relations. Data were collected from the Web of Science during the period 1968–2009. The traditional Triple-Helix indicator was modified to measure the evolving network of co-authorship relations. The results show that international co-authorship relations have varied considerably over time and with changes in government policies, but most relations have become stable since the early 2000s. In other words, the national publication system of Korea has gained some synergy from R&D internationalization during the 1990s, but the development seems to stagnate particularly at the national level: whereas both university and industrial collaborations are internationalized, the cross-connection within Korea has steadily eroded.

Abstract:South Korea is a world leader in human capital and research investment. However, compared to other countries with similar levels of resource input, Korea has relatively weaker output performance. This is a concern for the Korean government and the funding agencies that invest heavily in R&D activities. Since knowledge sharing among members influences the output performance within an R&D sector, this paper investigates the factors that affect the knowledge sharing intention and behavior among members of a national R&D center in Korea. A total of 286 members in the Biology Research Information Center participated in a survey. The results show that intrinsic and extrinsic motivations significantly influence the members’ intention to share knowledge. Cognitive and relational capital also exert significant effects on the members’ knowledge sharing intention. Structural capital, however, does not have any significant effect on intention. The members’ intention to share knowledge links significantly to their actual knowledge sharing behavior.

Abstract:East Asian countries come most to mind when considering the role of governmental institutions in the contemporary economy. Specifically, it is widely assumed that the openness of economies, the maturation of companies, and their participation in global production chains have created extraordinary pressures that erode opportunities and incentives for government-business collaboration. We test this assumption in the South Korean context, with a focus on the case of robotics. This case is fruitful because it highlights the multiple challenges that face South Korean policymakers. These include the capacity to deliver cutting-edge technologies, to create new industry, to address potential downsides with novel solutions, and to engage the private sector in a relationship of 'governed interdependence'. In examining Korean strategies for grappling with the pressures they face, we seek to illuminate a pattern of state activity that existing concepts fail to capture. By refocusing the concept of geo-economic statecraft to encompass domestically deployed initiatives at the techno frontier, we intend to breach the impasse in the developmental/post developmental state debate and to open up a new research agenda. That agenda should probe the conditions that might motivate states to craft techno-economy building initiatives, and the relationships of governed interdependence which they must forge to achieve them.

Abstract:Despite great progress in data sharing that has been made in China in recent decades, cultural, policy, and technological challenges have prevented Chinese researchers from maximizing the availability of their data to the global change science community. To achieve full and open exchange and sharing of scientific data, Chinese research funding agencies need to recognize that preservation of, and access to, digital data are central to their mission, and must support these tasks accordingly. The Chinese government also needs to develop better mechanisms, incentives, and rewards, while scientists need to change their behavior and culture to recognize the need to maximize the usefulness of their data to society as well as to other researchers. The Chinese research community and individual researchers should think globally and act personally to promote a paradigm of open, free, and timely data sharing, and to increase the effectiveness of knowledge development.

Abstract:Purpose - In this paper, we, taking South Korea's foreign direct investment in RCEP partners as an example, will examine its investment efficiency in these countries and analyze the main influencing factors, making suggestions for further liberalizing and facilitating its investment in and even for promoting its trade and economic cooperation with them. Design/methodology - In this study, we look at the panel data of South Korea and the other 13 RCEP countries (Brunei excluded) from 2000 to 2019 and apply the stochastic frontier analysis to measure its foreign direct investment efficiency and explore the influencing factors in RCEP countries. We examine the investment potential of South Korea in these places. Findings - We find that South Korea's average investment efficiency in RCEP countries reached 0.62, indicating large investment potential. We also find that its investment efficiency in RCEP partners was heterogeneous. Our study reveals that South Korea’s foreign direct investment is significantly positively correlated with the market size and population of the two countries, as well as with whether the host country has a coastline and rich natural resources, while negatively with geographic distance. It shows that free trade agreements, economic freedom, and regulatory quality play significant roles in improving investment efficiency. Originality/value - Through theoretical and empirical analysis, we deal with the efficiency and influencing factors of South Korea's direct investment in RCEP partners, proposing new drivers for facilitating its trade and investment in these countries and comprehensively evaluating the efficiency and revealing the trend of its FDI in these countries. In this paper, we put forward a solid theoretical basis for empirical analysis of the future economic and trade development between South Korea and its RCEP partners and give objective insights for further improving its foreign direct investment efficiency and tapping its investment potential.

Abstract:The absence of borders increases the consciousness on the larger access which creates global dependency in many ways such as trades, traveling, tourism, and culture information and creates borderless countries. Lyman (2000) explains that the movement and the influence of globalization are triggered by many factors such as the economic expansion in the form of massive industrialization and the development of science, technology, and communication. The beauty of globalization is the ability to force people to be creative and innovative in creating something beneficial. Culture are wrapped and formed then exposed, which later called as “exporting culture” or in the more popular form, it is called as commodification. The boom of Korean popular culture in all over Asian countries has increased starting in 2000 it moves forward to rule all over Asia (Hyejung: 2007). The rise of Korean Popular culture through globalization triggers a favorable environment to the new commodities allowing interaction between nations. K-Pop Global expansion is through three stages “Competence” or Hard Power, “Attraction” or Soft Power and last but not least Criticism in order to be able to continue or to have a sustainable career in global industries many things should be taken including “facelift”. The purpose of this research is to figure out that commodification on culture is the answer for Korean Music to have successful world expansion and global stage powered with qualitative research is applies in this research.

Abstract:Culture, in its various forms, has always been a critical driver of innovation. This paper focuses on generating some insights into the role of “culture for open innovation dynamics”. First, because the requirement to understand culture, which can control open innovation complexity, has been augmented, we want to answer the following research question in this study: How can we define or organize “culture for open innovation dynamics”, which can motivate open innovation dynamics, and control open innovation complexity? Second, we propose a concept model of culture for open innovation dynamics by reviewing the literature on the culture of firms in terms of their traits, organization, static innovation, and dynamic aspects regarding their innovation in entrepreneurship, and we validate said model through an indirect social experiment using the research results of 23 Special Issue papers. Third, the concept model of culture for open innovation dynamics is explained as the interaction between three different entrepreneurship dimensions: Entrepreneurship of novice entrepreneurs, intrapreneurship of employees of an existing firm, and organizational entrepreneurship by the firm itself. According to the balance of three sub-entrepreneurship types, culture for open innovation dynamics can have different aspects, namely, entrepreneurship leading culture for open innovation dynamics, intrapreneurship leading culture for open innovation dynamics, or organizational entrepreneurship leading culture for open innovation dynamics. This paper helps organizations and entrepreneurs to better understand the role that culture plays in boosting open innovation dynamics.

Abstract:Research and development (R&D) collaboration becomes essential as technology becomes more complex, and technological change occurs at an unprecedented rate in high-tech sectors such as information and communication technologies (ICT). However, no concrete evidence exists on the benefits of collaboration diversity in terms of government support. Therefore, this study investigates whether a firm’s innovation increases not only as R&D collaboration partners’ diversity increases but also as firms engage in cross-sectoral R&D collaboration. Government subsidies for ICT firms that collaborate with other firms and research institutions at the same time have significantly positive effects on firm performance. Interestingly, cross-sectoral collaborations increase innovation activity. The results suggest that firm innovation can be efficiently achieved through R&D partner diversity, and the R&D subsidy scheme needs to focus on collaboration with diverse R&D partners with different knowledge to generate innovative outcomes.

Abstract:Most governments offer scholarships for international students as part of their public diplomacy toolbox. However, empirical assessments of these programs are relatively rare. The limited number of existing works often concern Western countries, while international student mobility programs in non-Western countries remain insufficiently researched. This special issue addresses these two gaps in the literature. All the articles utilize a unique and rich dataset of the perspectives of Global Korea Scholarship (GKS) recipients about South Korea. This dataset consists of four surveys conducted in 2018 and 2019 of GKS students, alumni, and pre-arrival inbound students. There are over 200 variables, most of which are about GKS recipients' cognitive and affective evaluation of Korea, their Korea-related behaviors, their perceptions of how they are treated by Koreans, their satisfaction with studying in Korea, satisfaction with university and language school, and integration into Korean society. The articles look at various aspects of GKS as a public diplomacy tool, including the determinants of positive recommendations toward Korea as a study or tourism destination, the relationship between behavioral experience, symbolic environment and communication behaviors, determinants of students' intentions to stay in the host country, gendered dynamics of the scholarship, students' perspectives on justice based on their experiences in, and beliefs about, the host country, and the determinants of students' satisfaction with life in Korea.

Abstract:In recent decades, the volume of scholarly literature worldwide has increased significantly, and open-access publishing has become commonplace. These changes are even more dominant in South Korea. Comparing the periods of 1981-2000 and 2001-2020, the number of medical articles produced in Korea increased by 16.8 times on the Web of Science platform (13,223 to 222,771 papers). Before 1990, almost no open-access articles were produced in South Korea, but in the last 10 years open-access publications came to account for almost 40% of all South Korean publications on Web of Science. Along with the expansion of literature and the development of open-access publishing, predatory journals that seek profit without conducting quality assurance have appeared and undermined the academic corpus. In this rapidly changing environment, medical researchers have begun contemplating publication standards. In this article, recent trends in academic publishing are examined from international and South Korean perspectives, and the significance of open-access publishing and recent changes are discussed. Practical methods that can be used to select legitimate publishers, including open-access journals, and identify predatory journals are also discussed.

Abstract:Purpose: This study seeks to link the knowledge sharing platform to the SDGs implementation mechanism as a way to reduce the gap between theoretical discussions and reality on knowledge sharing with North Korea and improve the effectiveness of knowledge sharing. Originality: While the theoretical approach to knowledge sharing has been discussed mainly on the grand discourse on the premise of regime change, the projects implemented in reality were mainly simple technology transfers or short-term one-time economic knowledge transfer. This study has significance as a practical policy study that can narrow the gap between knowledge sharing theory and North Korea's reality and enhance development capacity by seeking ways to connect the knowledge platform to North Korea's SDGs implementation mechanism. Methodology: This study confirmed North Korea's perception of knowledge sharing through literature reviews and interviews, and analyzed existing technical assistance and knowledge sharing project data and preceding studies to derive its characteristics. In particular, three closed interviews were conducted and the contents of the closed presentations were referred to. In addition, reports and previous studies of major international organizations related to knowledge sharing were reviewed. Result: In order for the transferred technology and knowledge to be accumulated and reproduced in North Korea, horizontal and vertical exchanges between donors in each field and North Korea's internal experts, ministries, and specialized organizations are required, and a knowledge reproduction hub must be formed internally. This paper presents an alternative that the technical committee (TC) of North Korea's SDGs implementation mechanism is a hub institution that integrates sectoral information, knowledge, and project evaluations accumulated through business channels and can be linked to donor knowledge sharing platforms. Conclusion and Implication: This study has policy implications as a new approach that can create synergies by strengthening North Korea's development capabilities under various realistic constraints.

Abstract:In digital transformation, the importance of information and communications technology small‐ and medium‐sized enterprises (ICT SMEs) is growing, but their potential and strategic behaviors responding to digital transformation were not fully understood. We empirically analyzed Korean ICT SMEs' strategic decisions for developing and commercializing digital transformation technologies through a structural model of competencies, R&D strategies, and technological commercialization. We found that open innovation and internal R&D are significant mediators between their competencies and technological commercialization. Sectoral discrepancy is also identified: R&D employment and open innovation positively influence on technological commercialization in ICT service, while patenting and internal R&D are significant for ICT manufacturing.

Abstract:Industry–academia cooperative activities have decreased in South Korea, despite the government's expansion of R&D investment, presenting challenges as cutting‐edge technologies develop rapidly. A new policy of "3N", National Lab, National Facility, and National Research Team in the field of materials, has been launched recently, to enhance the cooperative networks. More diversity in activating the open innovation ecosystem is needed. The current status and policy directions of Republic of Korea's industry–academia cooperation in materials research are introduced. Industry–academia cooperation has various forms, such as contract research, joint research, technology transfer, technology assistance, as well as talent development between universities and industry. The actual characteristics of industry–academia cooperation are differentiated, depending on research models such as curiosity‐driven research, market‐driven research, and scenario‐driven research. In addition, there are diverse forms of cooperation, ranging from attaining one‐off cooperation goals, to implementing a series of cooperation, to forging sustainable partnership through sharing of values. The efforts and tasks supporting industry–academia cooperation, and the diverse industry–academia cooperative activities, are considered herein from the perspective of the Korean government's policy. Policy recommendations for the industry–academia cooperation, based on the current state and tasks of materials field, are also suggested.

Abstract:Resilience has become an emerging topic in various fields of academic research. In spite of its widespread use, there remains conceptual confusion over what resilience means particularly in multi-disciplinary studies including the field of ICT and Development. With the potential of digital technology, research is needed to critically question what key socio-institutional values related to resilience are being strengthened, for what and for whom through the different conceptualizations of resilience. In this study, we conduct an interpretive case study on South Korea's response to the pandemic and construct a chronological narrative to identify key aspects of digital resilience. We identify agility, diversity, and plurality - enabled by active roles of various stakeholders, including citizens, research communities, and private sector - as keys to digital resilience to the pandemic. Findings from the case of South Korea provide implications to ICT4D research while discussing how developing countries, where a national single window platform is typically implemented with greater level of homogeneity, achieve digital resilience with inclusive innovation with plurality of diverse platforms.
