Abstract:Existing debates suggest that resettlement leads to exclusion of the urban poor from the city, linked to interrupted livelihoods and lack of accessibility to the city. This paper analyses the ways in which public transport mobility plays a role in the livelihood strategies of women living in a resettlement area at the fringe of Chennai, India. The main question addressed is how women exercise agency in embedding spatial practices within their livelihood strategies to reconnect to the city.The analysis is based on 4months fieldwork in Semmencherry Resettlement Area in Chennai (India). It combines a qualitative analysis with a spatial exploration drawing on concepts from debates on the livelihoods approach, spatial practices, and accessibility and transport-related exclusion. Results show that the more agency women have to negotiate livelihoods strategies, the better they can take complex decisions on accessing resources over large distances and minimizing their adverse effects.We argue that combining a livelihood with a spatial analysis is important because it shows how spatial exclusion has to be assessed according to women's own priorities and decisions concerning spatial practices as part of livelihoods strategies. Accessibility and recreating relational spaces may both widen women's opportunities as well as overstretch their physical and financial resources.

Abstract:Purpose – This paper aims to examine people's strategies to regain control over the socio-spatial organisation of their villages and transform their agency-built houses in culturally meaningful places post-disaster. In the aftermath of a disaster, building processes are often taken over by external agencies whose approach towards reconstruction is governed by considerations such as safety, efficiency, cost-effectiveness and – in some cases – also by an explicit will to trigger social transformations. As a result, reconstruction often entails dramatic changes in settlement location and morphologies, housing designs, building materials and construction processes. Design/methodology/approach – Based on an ongoing interdisciplinary empirical research project focusing on communities’ patterns of adaptation to post-disaster relocated settlements in India, the paper examines people’s strategies to regain control over the socio-spatial organisation of their villages and to transform their agency-built houses in culturally meaningful places. Findings – The paper shows that people are not passive recipients of external agencies’ often culturally insensitive project and that they have the capacity to transform externally imposed notions of appropriate housing to meet their cultural- and livelihood-specific needs. Based on a micro-level case study of a village in Gujarat, it is argued that underestimating communities’ capacity to rebuild their own houses and villages and the failure to recognise the inherent functionality of local housing and building culture often entail not only missing the opportunity to enhance their resilience but also, in some cases, may lead to increasing their vulnerability. Originality/value – This paper presents a rare example of longitudinal research, calling attention to the long-term impacts of post-disaster reconstruction. It is of particular interest to scholars and humanitarian agencies concerned about the social consequences of relocation and reconstruction after natural disasters.

Abstract:Jammu is the main hub for all kinds of activities due to its geographical location and entry position to the state and easy accessibility as well as good climatic conditions. The other two divisions, Srinagar and Ladakh, are inaccessible during winters due to extreme weather conditions, heavy snowfall, landslides, avalanches and other natural disasters due to which roads are usually blocked for months. People from these two regions migrate to Jammu city particularly before winter but also in other seasons as per their requirements of decent work for livelihood. The kind of pressure on Jammu city for livelihood opportunities has been increasing, as the state has only agriculture, horticulture, tourism and allied sources of income. When these sources of income are hampered due to the occurrence of disasters, people shift to cities for survival. Since independence Jammu and Ladakh regions and its people are compromising with lack of development, employment and livelihood opportunities besides feeling disconnected to the rest of India since the state power rests with Kashmir. Looking at the problem of limited livelihood opportunities in the state and recurrent disasters related to extreme weather conditions the paper analyses how community resilience gets weakened to encounter and mitigate natural disasters in the state Jammu and Kashmir.

Abstract:Livelihood status of rural households is the focus of disaster resettlement research. Influenced by various factors, rural households face multiple environmental and social pressures after relocation, and the study of livelihood resilience and vulnerability provides a new framework for research into the livelihoods of relocated households. There has been a call for more quantitative evidence about the links between livelihood resilience and livelihood vulnerability in the context of disaster resettlement. This study uses data from a sample of 657 individuals from the relocation area of Ankang prefecture in southern Shaanxi, China. The resilience of rural household livelihood systems is quantified in terms of two dimensions of general resilience and specific resilience using the spatial vector method from systems engineering. The IPCC framework was used to measure three dimensions of livelihood vulnerability: exposure, sensitivity, and adaptability, and a threshold regression model was applied to investigate the impacts of livelihood resilience on livelihood vulnerability. Results show that: (i) livelihood vulnerability of relocated households (−0.042) was significantly lower than that of local households (0.091), while relocated households in the process of livelihood reconstruction had a certain degree of vulnerability risk. (ii) there is a significant threshold effect of livelihood resilience on livelihood vulnerability of rural households. (iii) increasing livelihood resilience significantly reduced the degree of vulnerability of rural households, and the marginal effect of general resilience on livelihood vulnerability shows a decreasing trend. Specific resilience has a positive influence on livelihood vulnerability before it exceeds the threshold, but the effect disappears above the threshold of resilience. (iv) The threshold value of livelihood resilience of local households (0.5039) is generally lower than that of relocated households (0.6548), and relocation does improve the ability of rural households to resist uncertainty risks. It is necessary for local governments to formulate more targeted policies to reduce the livelihood vulnerability of rural households and thereby promote sustainable livelihood development.

Abstract:The construction of reservoirs has led to difficult livelihood transitions of resettled households after relocation and resettlement, resulting in a series of socioeconomic problems. How to scientifically integrate regional resource advantages and improve the livelihood resilience of resettled households has become an important problem to be solved to prevent and resolve social equity and justice risks and sustainable livelihood development. Taking Xiangjiaba Hydropower Station (Yunnan Reservoir area) as an example, the evaluation index system was constructed from the three dimensions of buffer capacity, self-organization capacity and learning capacity, the gray correlation degree method was used to evaluate index system, and the clustering method was selected to screen the indices that have a great impact on livelihood resilience. On this basis, the comprehensive index method was used to calculate the livelihood resilience, and the contribution degree model was used to identify the main contribution factors of livelihood resilience and to explore the path of livelihood construction to improve the livelihood resilience of resettled households. The results showed that (1) the level of livelihood resilience of resettled households was not high as a whole, in which the self-organization capacity was the strongest, the buffer capacity was the second strongest, and the learning capacity was the weakest; (2) there were differences in the livelihood resilience of resettled households who choose different livelihood modes. Among them, buffer capacity, learning capacity and livelihood resilience were characterized by wage operation type > part-time balanced type > agricultural operation type > subsidy dependent type, while self-organization capacity was characterized by agricultural operation type > part-time balanced type > wage operation type > subsidy dependent type. (3) The main contribution factors of the livelihood resilience of resettled households who choose different livelihood modes are similar. The number of laborers, participation in social organizations, skills training opportunities and 11 other main indices promote the formation and development of livelihood resilience from different dimensions. (4) The livelihood of resettled households should follow the construction path of "identifying transition capacity, clarifying resource advantages, strengthening livelihood support, and promoting livelihood reorganization" to promote the comprehensive improvement of livelihood resilience, ultimately achieving sustainable livelihood and high-level welfare. The livelihood resilience of resettled households is a continuous and dynamic development process, therefore, it is necessary to further improve the dynamic monitoring and evolution process of livelihood resilience, incorporate the impact of diverse data. This is also an important breakthrough in the study of livelihood resilience.

Abstract:Land requisition and resettlement of migrants are two major parts of flood control projects. After a large land area was allocated for flood control projects, livelihood resilience of resettlers became a great challenge. In this paper, Puyang County, Taiqian County, and Fan County, Henan Province, China, are chosen for a household survey. An index system to assess farming households' livelihood resilience is constructed. After that, regression analysis and variance analysis are adopted to examine influencing factors of resettlers' livelihood resilience. Results suggest the following: (1) Livelihood resilience of resettled farming households is on the whole lower than that of non-resettled farming households; (2) Response to policies, family scale, livelihood strategy, and skill training are major influencing factors of resettled farming households' livelihood resilience; (3) Compared with other types of farming households, livelihood resilience of farming households with land expropriated is significantly different. In order to enhance resettlers' livelihood resilience, the government should expand the application scope of follow-up support policies of reservoir resettlement, enhance capability construction of resettlement management departments, strengthen support for resettlers' employment, combine resettlement with rural revitalization strategy, and improve the social security system for flood control project resettlers.

Abstract:<p>The concept of resilience and, more explicitly, livelihood resilience, is gaining attention within academia and global development. Measuring livelihood resilience and understanding the effects of specific disturbances, such as relocation and resettlement, on livelihood resilience are pressing needs. However, few comprehensive empirical examples have linked disaster-related resettlement with livelihood resilience. The purpose of this paper is to measure household livelihood resilience (HLR) and to respond to the need for more integrated empirical evidence regarding the impacts of disaster-related resettlement on livelihood resilience. Through fieldwork in Ankang Prefecture, Shaanxi Province, China, a total of 657 quantitative household surveys were administered at the end of 2015. Utilizing household livelihood resilience, the present study explores the effect of disaster-related resettlement on household livelihood resilience. The results suggest that household livelihood resilience varies between relocated and nonrelocated respondents. Relocated respondents reported lower resilience scores. Further data analysis indicates that participation in disaster-related resettlement has a significant negative impact on household livelihood resilience. This research deepens the understanding of how governments improve livelihoods in disaster resettlement sites. The application and examination of HLR also offer methodological contributions to disaster management and community development.</p>

Abstract:Abstract: Indian cities are complex and interdependent system, extremely vulnerable to threats from both natural risks and manmade disasters caused by the growing urban population, migration, depleting resources and terrorism. There are abundant evidences on resource consumption and emissions, biodiversity and land use change to show that Indian cities are responsible for a large part of unsustainable trends which push the planet beyond its ecological boundaries. With expedited urbanization, it becomes imperative to prioritise vulnerability assessment in order to increase resilience and thus attain sustainability. Recent studies indicate that the resilience framework is not consistent; they have either been applied in a natural resource context or focused on a single factor such as socio- economic vulnerability or structural weakness of physical components. Secondly, there is lack of resilience framework for developing nations or local contexts as the applicability of results from developed countries are problematic to instrument technically or theoretically at native scale. Given the diversity of interpretations and application of the resilience assessment in complex urban systems, this paper looks at factors and parameters that influence the Indian cities with major focus on Gurugram.(the third wealthiest city in India, by per-capital income with a massive population but such phenomena growth has overwhelmed city planning even with the availability of funds).The paper further explores the resilience assessment framework based on the five defined and measurable domains including social (education equity, transportation access, health coverage, communication capacity), economic (employment, income, housing capital), institution (migration plan, flood coverage, political fragmentation by Indian institutions such as National Institute of Urban Affairs (NIUA), physical (e.g. water, sanitation, housing and land use), spatial (elevation, spatial and temporal indicators), human (e.g. literacy rate, health insurance) and Environment (e.g. ecosystem services, environmental policies).Various case examples are used to suggest that urban resilience can be conceived as a multidisciplinary framework to analyse the reactive, adaptive and transformative capacities of (and within) the complex urban system of Indian cities.

Abstract:The concept of resilience has been rapidly accepted across multiple disciplines and spheres of applied work, but operationalizing resilience poses several methodological challenges. Issues associated with complexity due to system dynamics, nonlinearity, and self-organization render traditional evaluation methods insufficient and often speculative. Focusing on system actors, processes and structures, and the scales of the system involved, we provide a framework and methodology to establish evidence and evaluate resilience. We take the case of two transboundary communities situated in the Gangetic plains of South Asia, i.e., Paklihawa (Nepal) and Shivpur (India), that are affected by annual monsoonal floods. Using an accessibility-based livelihood framework, we identified key indicators contributing to resilience and measured them in select households, pre- and post-monsoon, over three consecutive years. Focusing on the variation in well-being and coping capacity, we recommend two propositions that must simultaneously be satisfied for increased resilience. Over time, first, the well-being of the communities should increase, and second, the magnitude of recovery from shocks by the communities should decrease, approaching zero. We used a repeated measures analysis of variance to evaluate the significance of changes in well-being and recoveries over time. Our analysis shows that the resilience of Paklihawa increased significantly while Shivpur's remained inconclusive. The two propositions and the methodology are robust to a wide range of shocks and social-ecological systems. This study contributes to the growing need for approaches toward measuring resilience and the monitoring and evaluation of resilience-focused interventions.

Abstract:The concepts of resilience and sustainability are becoming popular in disaster planning and management. However, there is an absence of mutual considerations of the two concepts from an integrated perspective to promote post-disaster livelihood, particularly in the relocated rural communities. To fill the research gap, this paper explores the factors and relationships of resilient rural livelihoods (RRL) and sustainable rural livelihoods (SRL) in resettlement communities after a major disaster. Specifically, we construct a theoretical model that integrates resources, strategies, and outcomes of RRL and SRL in the recovery phase. We use a dataset for household-level recovery after the Jiangsu Tornado (2016) in China to validate the theoretical model with a structural equation modeling (SEM) approach. Results show that government-driven, recovery-concentrated policies of "resilience" may not promote the long-term sustainability of rural household livelihoods because financial capital and institutional participation are negatively associated with the community's self-reliance for future disaster recovery. The tangible assets are likely to make people more confident in disaster preparedness, while the intangible assets lack such an impact and even make the relocated households concerned about future disasters. For RRL outcomes, financial capital and socio-political capital can enhance the recovery, while human capital and livelihood strategies have negative effects. In addition, natural capital and financial capital positively affect household recovery, but the human capital remains a negative contributor. These findings clearly reveal the general patterns of rural livelihoods in relocated communities after a disaster and provide insights into potential measures to promote sustainable and resilient rural livelihoods.

Abstract:Non‐governmental organizations (NGOs), governmental organizations, or other entities may run their projects as external interventions within a community to reduce disaster risks and adapt to future climatic events. These external interventions may influence the community to take further adaptation measures for enhancing community resilience. The spontaneous adaptation process, referring as responsive adaptation, needs to be identified and acknowledged. This research aims to investigate the impacts of external interventions on the responsive adaptation process by studying a riverside flood‐prone urban slum in Bangladesh. This settlement experienced a site development project, primarily run by an NGO, that allowed several modifications to the built environment, mainly targeting flood risks. Selected tools of participatory rural appraisal (PRA) or participatory urban appraisal (PUA) methods were employed to obtain data about the community's initiatives for further development. The results show that the site development project, especially its impacts on reducing flood risks, has influenced community members to invest in improving the condition of their individual houses. As a means of responsive adaptation, the conscious developments of their houses contribute to enhancing the resilience level. Through exploring the community's initiatives, this research identifies that the engagement of communities with their knowledge and investments can extend the success of the external intervention.

Abstract:Cities across the globe are prioritizing resilience in the wake of increasing climate change-related disasters. About 44% of these disasters are floods and their manifestation in cities is more pronounced, threatening urban social, ecological, and economic systems. This study draws on community resilience and participatory GIS, to examine land use vulnerability to flooding and local coping and adaptive strategies to achieve resilience. Using Ghana as a case study, the results show that participatory mapping offers community resilience benefits by providing context to community resilience challenges and potentials, enabling a deeper understanding of socio-environmental coupling that contributes to flood vulnerability and builds on community adaptive strategies through harnessing local community knowledge. We identified that topography, poor drainage and road network, rainfall variability, residents' land use practices, and land use planning conundrum drive disparities in land use vulnerability to flooding. Participants underscored the necessity of critical urban infrastructure in facilitating community adaptability to floods. The findings indicate that socio-spatial inequities threaten urban community resilience, especially in increasingly cosmopolitan urban contexts, by putting the marginalized urban population in a more vulnerable position. We recommend the prioritization of recognitional equity in community resilience planning efforts to allow for the targeting of resilient interventions that reflect and respect social differentiation in the urban environment so that outcomes will not exacerbate or generate new urban socio-spatial inequalities.

Abstract:<p>Building on the critical resilience literature, this study aims at analyzing how the community resilience (CR) of urban village (UV), which is challenged by multiple natural and socio-economic disturbances such as climate change, land occupation, and industrialization, responses to the government-led redevelopment (GLR) and its hidden mechanism. A conceptual framework incorporating social, economic, institutional/governmental, material domains and community capital was established with reference to the work of Cutter, Burton, and Emrich (2010), and was applied as the conceptual springboard to assess the resilience of Tangjialing village. The results suggested that the GLR in Tangjialing village was generally a successful practice for enhancing CR, which was tightly associated with the economic empowerment for local residents and formalization of informal economic activities and negatively affected by insufficient public engagement. Accordingly, policy implications about enhancing the resilience such as protecting the farmers' "private rights" as landowners, providing employment guidance and assistance and implementing cooperative planning were proposed.</p>

Abstract:The application of livelihood resilience theory to villages that have been resettled due to coal mining provides insights into the levels and impediments of livelihood resilience under different resettlement models. Such an exploration holds critical significance for enhancing the livelihood resilience of the resettled households and promoting sustainable development in coal mining areas. Grounded in the theoretical framework of livelihood resilience and considering the realities of mining areas, by referring to existing studies, this study devises an evaluative index system. Utilizing the TOPSIS model to calculate the level of livelihood resilience, and we delve into the impediments to livelihood resilience of households that resettled under different models using the obstacle model. The results indicate the following: (1) Overall, the level of livelihood resilience in areas resettled due to coal mining of Huaibei City is low. Significant disparities exist among the households resettled under different models in terms of buffering capacity, self-organizing ability, and learning ability. (2) Factors such as the quantity of labor, policy awareness, and participation in village collective meetings significantly influence households' livelihood resilience, albeit to varying degrees across different resettlement models. (3) Future interventions should address the challenges faced by the four types of resettled households by increasing employment opportunities, intensifying policy advocacy, and augmenting investments in education resources to elevate the livelihood standards of various households.

The Management Of Involuntary Resettlement Caused By Dam Constructions: An Analysis Of Livelihood Resources And Sustainable Livelihood Outcomes

Abstract:The management of resettled people is one of the most critical factors in hydropower development in China. This paper reports on a fieldwork survey in two hydropower projects in Southwest China. Specifically, we identify and examine diverse factors of livelihood resources of resettled people with Exploratory Factor Analysis. We also evaluate the impacts of livelihood resources on sustainable livelihood outcomes based on Structural Equation Modeling. Supported by data collected from 120 migrants and 74 officers in Guizhou Province, this paper identifies five factors of livelihood resources, which include natural capital, economic capital, human capital, social capital and public capital. The paper also shows that the economic capital has the most significant impacts on sustainable livelihood outcomes, indicating that improving the economic conditions for migrants is the most effective method to ensure their sustainable development. The conclusion of the paper puts forward constructive suggestions for the management of involuntary resettlement in China.

Abstract:Rapid urbanization without the cities' ability to accommodate it can lead to the development of poorer area settlements in urban areas. The community, government, and non-governmental organizations (NGOs) have carried out various interventions to improve the condition of poorer area settlements. However, many problems remain unresolved, including the sustainability issues in poorer area settlement improvement. This study aims to formulate a strategy to ensure the sustainability of poorer area improvement efforts and kampung resilience by applying the concept of incremental housing using RISHA (Rumah Instan Sederhana Sehat), with Kampung Metal (Mepet Tanggul, translated as 'next to the embankment' in Indonesian) serving as a case study. Kampung Metal is located near the Bengawan Solo River embankment in Surakarta, Indonesia. Improvement of the housing units with incremental housing can strengthen the kampung resiliency and create a healthy, safe, and sustainable living environment. This study uses a qualitative strategy by conducting observation and content analysis on planning and report documents. The results show that the concept of incremental housing is suitable to be applied as an effort to improve poorer area settlements in Kampung Metal by improving the physical condition of the kampung through community participation to produce a resilient and sustainable living environment.
Natural Resource Dependence and Household Adaptive Capacity: Understanding the Linkages in the Context of Disaster Resettlement

Abstract:The largest disaster reduction and relocation project was conducted in Shaanxi Province, China, in an effort to reduce the threat of natural disasters and preserve the environment. Although the literature has attempted to assess the economic and ecological impacts of the project quantitatively, there is currently a dearth of research on the connection between resource dependence and adaptive capacity at the rural household levels. Using survey data from southern Shaanxi, China, this study evaluated and quantified natural resource dependence (NRD) and household adaptive capacity (HAC) in the context of disaster resettlement. Simultaneously, we explored the differences in NRD and HAC among various groups and relocation characteristics. An ordinary least squares regression model was used to specifically examine the relationship between them. The results indicated that, first, NRD was significantly and positively related to HAC. Second, the dependence of relocated households on energy, food, and income had a significantly positive correlation with HAC. Third, compared to local, involuntary, and scattered resettlement households, the HAC of relocated households, voluntary relocated households, and centralized resettlement households is substantially lower. The aforementioned findings have significant policy implications for rural China and other developing nations, as they can help reduce natural resource dependence and increase adaptive capacity.

Abstract:Poverty alleviation resettlement (PAR) is China’s largest-ever resettlement program and one of China’s flagship poverty alleviation initiatives. Resorting to this state-led conversation and development program, the central and provincial governments aim to lift the poor out of the poverty trap and into sustainable livelihoods, by delivering improvements in housing conditions, infrastructure services, public amenities, and living standards. Taking Ankang as an example, this study examines the PAR from the perspective of vulnerability through a household survey conducted in Ankang prefecture of Shaanxi province, China. A total of six townships in Ankang are covered, with 657 valid questionnaires collected. This study shows that there is a difference in exposure, sensitivity, and the adaptive capacity of rural households with different relocation characteristics, hence generating different livelihood vulnerabilities. The PAR generally achieves the target of livelihood vulnerability reduction. Specifically, the project-induced relocation has a significant positive effect on vulnerability, but there is a significant negative correlation between livelihood vulnerability and relocation region, relocation time, and relocation subsidy. Challenges and problems remain to be addressed for the next phases of the PAR, including diminishing the financial burden on those relocated and providing free public transportation services, carrying out community-building programs and updating the household registration institution, balancing the redistribution and sharing of farmland, furnishing assistance measures for employment searches and training in specific skills, and creating an impartial project to safeguard the non-movers from the significant negative impacts on their physical and spiritual dimensions.

Livelihood Resilience of the Indigenous Munda Community in the Bangladesh Sundarbans Forest

Abstract:The Indigenous (Adivasi) Munda community in the village of Kalinchi in Shyamnagar upazilla (subdistrict), Satkhira of Bangladesh has undergone severe threats to livelihood due to the long-term effects of climatic disasters (such as: tropical cyclones, floods, salinity intrusion, famine, and heat waves). Kalinchi is situated adjacent to the riverbank of Dhojikhali near the Sundarbans Forest. This is the largest mangrove forest in the world, and it provides livelihood support to a large number of the coastal populations southwest of Bangladesh. The Adivasi Munda Community at Kalinchi has been traditionally earning a livelihood (such as harvesting honey, catching fishes and crabs in the forest surrounding rivers and channels, cutting trees and timbers) in the Sundarbans Forest. The earning of livelihoods was severely threatened, due to the severe Cyclone Aila on 9 May 2009. This chapter primarily considers the long-term socioeconomic and ecological impacts of Aila on traditional livelihoods in the Sundarbans. The current study then documents resilience with a particular focus on the human livelihood of the untouchable Adivasi Munda Community dwelling near the Bangladesh Sundarbans Forest. An autoethnographic approach combing both focus groups and face-to-face life story interviews has been utilized in this study.
