Abstract:Improved sanitation access is extremely low in rural Cambodia. Non-governmental organizations have helped build local supply side latrine markets to promote household latrine purchase and use, but households cite inability to pay as a key barrier to purchase. To examine the extent to which microfinance can be used to facilitate household investment in sanitation, we applied a two-pronged assessment: (1) to address the gap between interest in and use of microfinance, we conducted a pilot study to assess microfinance demand and feasibility of integration with a sanitation marketing program and (2) using a household survey (n = 935) at latrine sales events in two rural provinces, we assessed attitudes about microfinance and financing for sanitation. We found substantial stated intent to use a microfinance institution (MFI) loan to purchase a latrine (27%). Five percent of current owners used an MFI loan for latrine purchase. Credit officers attended 159 events, with 4761 individuals attending. Actual loan applications were low, with 4% of sales events attendees applying for a loan immediately following the event (mean = 1.7 loans per event). Ongoing coordination was challenging, requiring management commitment from the sanitation marketing program and commitment to social responsibility from the MFI. Given the importance of improving sanitation coverage and concomitant health impacts, linking functional sanitation markets to already operational finance markets has the potential to give individuals and households more financial flexibility. Further product research and better integration of private vendors and financing modalities are necessary to create a scalable microfinance option for sanitation markets.

Valuing Open Defecation Free Surroundings: Experimental Evidence from a Norm-Based Intervention in India

Abstract:Open defecation, which is linked with poor health outcomes, lower cognitive ability and productivity, has been widespread in India. This paper assesses the impact of a randomized norm-centric intervention implemented in peri-urban areas of Tamil Nadu in India on raising the value attached to residence in areas with a lower prevalence of open defecation, measured through Willingness to Pay (WTP). The intervention aimed to change social expectations about toilet usage through audio announcements, wall paintings, household visits, and community meetings. The findings indicate a significant increase in the WTP for relocating to areas with lower prevalence of open defecation. The results are consistent when using local average treatment effect estimations wherein the possibility of spillovers in the control areas is accounted for. They are also robust to potential bias due to local socio-political events during the study period and COVID-led attrition. We further observe a significant increase in toilet ownership and usage. While assessing the mechanism, we find that change in empirical expectations through the intervention (what one believes about the prevalence of toilet usage in the community) is one of the primary mediating channels. Normative expectations (what one believes about community approval of toilet usage) are found to have limited effect. The findings underscore the need for norm-centric interventions to propel change in beliefs and achieve long-term and sustainable sanitation behavior.

Abstract:Objective The objective of this study was to determine whether the type of provider institution affects the Willingness to Pay (WTP) of a population for an urban regeneration project. Methods This research conducts a discrete choice experiment under a split‐sample approach, conducting two types of surveys, with the only variation being the administering institution for the funds. Results The main findings indicate a significant difference in WTP between the sample associated with international non‐governmental organization (NGO) and the municipal sample. For example, the WTP of the population when the provider institution is an international NGO is almost six times higher than when the administering institution is the municipality, which is related to green spaces. The findings suggest that WTP may be underestimated because of the low levels of trust in local public institutions. Conclusion The findings of this study have significant implications for economic valuation and public‐policy development. Future research aiming to estimate WTP for environmental goods and services must carefully consider the choice of administering institutions. The sensitivity of WTP to the institutional context, particularly in developing countries, highlights the need for thorough discussions in focus groups and validation through pilot surveys.

Abstract:Sanitation is at the heart of public health policies in most of the developing world, where around 85% of the population still lack access to safe sanitation. We study the effectiveness of a widely adopted participatory community-level information intervention aimed at improving sanitation. Results from a randomized controlled trial, implemented at scale in rural Nigeria, reveal stark heterogeneity in impacts: the intervention has immediate, strong and lasting effects on sanitation practices in less wealthy communities, realized through increased sanitation investments. In contrast, we find no evidence of impacts among wealthier communities. This suggests that a targeted implementation of CLTS may increase its effectiveness in improving sanitation. Our findings can be replicated in other contexts, using microdata from evaluations of similar interventions.

Abstract:<p>Many Stated Preference studies conducted in developing countries provide estimates of a low willingness to pay (WTP) for a wide range of goods and services. However, recent studies in these countries indicate that this may partly be a result of the choice of payment vehicle, not the preference for the good. Thus, low WTP may not indicate a low welfare effect for public projects in developing countries. We argue that in a setting where 1) there is imperfect substitutability between money and other measures of wealth (e.g., labor), and 2) institutions are perceived to be corrupt, including payment vehicles that are currently available to the individuals and less prone to corruption may be needed to obtain valid welfare estimates. Otherwise, we risk underestimating the welfare benefit of projects. We demonstrate this through a rural household contingent valuation (CV) survey designed to elicit the value of access to reliable irrigation water in Ethiopia. Of the total average annual WTP for access to reliable irrigation service, cash contribution comprises only 24.41%. The implication is that socially desirable projects might be rejected based on cost-benefit analysis as a result of welfare gain underestimation due to mismatch of payment vehicles choice in valuation studies.</p>

Abstract:This paper analyzes the impact of different microfinance providers on basic rights and quality of life. Data were collected in two phases from 300 microfinance beneficiaries and 200 control respondents. Descriptive statistics, factor analysis, multiple regression, propensity score matching, and treatment effect models were used for analysis. Microfinance appears to increase the basic rights of respondents and help improve quality of life; the positive changes are consistently higher in non-governmental microfinance recipients. These data may help to formulate new policies that help to improve rural livelihood. (C) 2014 Elsevier Ltd. All rights reserved.
Willingness to Pay to Prevent Water and Sanitation-Related Diseases Suffered by Slum Dwellers and Beneficiary Households: Evidence from Chittagong, Bangladesh

Abstract:A significant proportion of slum residents offer vital services that are relied upon by wealthier urban residents. However, the lack of access to clean drinking water and adequate sanitation facilities causes considerable health risks for slum residents, leading to interruption in services and potential transmission of diseases to the beneficiaries. This study explores the willingness of the households benefitting from these services to contribute financially towards the measures that can mitigate the negative externalities of the diseases resulting from poor water and sanitation in slums. This study adopts the Contingent Valuation Method using face-to-face interviews with 260 service-receiving households in Chittagong City Corporation of Bangladesh. Estimating the logistic regression model, the findings indicate that 74 percent of respondents express their willingness to contribute financially towards an improvement of water and sanitation facilities in the slums. Within this group, 16 percent are willing to pay 1.88 USD/month, 18 percent prefer 3.86 USD/year, and 40 percent are willing to contribute a lump sum of 3.92 USD. The empirical findings suggest a significant influence of gender, college, and housemaids working hours in the households on respondents willingness to pay. For example, female respondents with a college degree and households with longer working hours of housemaids are more likely to contribute towards the improvement of the water and sanitation facilities in slums. Though the findings are statistically significant at a 5% level across different estimated models, the regression model exhibits a low goodness of fit.

Abstract:Abstract We use a cash transfer to relax households’ borrowing constraints, then elicit their willingness to pay (WTP) for a remedial education program offering tutoring and life-skills training. Lottery losers were willing to pay 3,300 Tanzanian Shillings for the program, seven percent of per-capita monthly expenditures. For those identified at baseline as able to borrow, WTP increases by three percent upon winning a lottery prize of 3,200 TSh. For those unable to borrow, WTP increases by 27 percent upon winning the lottery. We conclude that borrowing constraints limit access to educational programs, and may increase inequality of educational attainment.

Abstract:Background: Tuberculosis (TB) is said to be one of the commonest opportunistic infection in patients with HIV/AIDS. Objective: To study the clinical and laboratory profile of patients with HIV/TB coinfection. Materials and Methods: Fifty adult TB patients having confirmed HIV seropositivity were included in randomized manner. A detailed history and thorough physical examination was done. Laboratory and radiological investigations were carried out as appropriately warranted. Results: Most of the patients were farm workers (30%) followed by manual laborers (22%) and transport drivers (16%). Heterosexual route was found in 86% of patients. Cough was present in 94% while fever and weight loss in 86% and 78% of patients, respectively. Out of 50 patients, 40% had only pulmonary TB (PTB), 46% had pulmonary and extra-pulmonary TB (EPTB), 10% had only EPTB and 4% had multisystemic EPTB. Mediastinal lymphadenopathy was present in 34% while pleural effusion and extra-thoracic lymph nodes was present in 20% and 18% of patients, respectively. Positive smear for acid-fast bacilli (AFB) was found in 25.58% while positive Mantoux test was found in 32.14% of patients. Conclusion: HIV/TB coinfection is more common in sexually active age group and commonest mode of HIV infection is heterosexual transfer. Sputum smear AFB and Mantoux test positivity is low in TB patients having HIV. Disseminated TB is common in HIV. Mediastinal lymphadenopathy is common site among extra-pulmonary tuberculosis.
Comparing willingness to pay for improved drinking-water quality using stated preference methods in rural and urban Kenya

Abstract:Background: Access to safe drinking water has been on the global agenda for decades. The key to safe drinking water is found in household water treatment and safe storage systems. Objective: In this study, we assessed rural and urban household demand for a new gravity-driven membrane (GDM) drinking-water filter. Methods: A choice experiment (CE) was used to assess the value attached to the characteristics of a new GDM filter before marketing in urban and rural Kenya. The CE was followed by a contingent valuation (CV) question. Differences in willingness to pay (WTP) for the same filter design were tested between methods, as well as urban and rural samples. Results: The CV follow-up approach produces more conservative and statistically more efficient WTP values than the CE, with only limited indications of anchoring. The effect of the new filter technology on children with diarrhea is among the most important drivers behind choice behavior and WTP in both areas. The urban sample is willing to pay more in absolute terms than the rural sample irrespective of the valuation method. Rural households are more price sensitive, and willing to pay more in relative terms compared with disposable household income. Conclusion: A differentiated marketing strategy across rural and urban areas is expected to increase uptake and diffusion of the new filter technology.
Micro-Credit and Poverty Reduction: A Case of Bangladesh

Abstract:Bangladesh is a pioneer and home of conceptualizing micro-credit program. It has undertaken a number of such programs to reduce poverty and bring about socio-economic changes in the rural community. The main purpose of this paper is to give an overview about access to micro-credit for rural poor and its impact on their poverty situation and relevant factors related to income of the micro-credit recipients. Data was collected in two phases from the same respondents (April 2009 and April 2010) using a face-to-face interview schedule from a sample of 360 micro-credit recipients. Additionally, another set of 60 non-credit beneficiary respondents was also taken as a control group to compare the consequences of the program. Major findings reveal that positive impact was found on income, assets endowment, standard of living and poverty reduction. Utilization of credit appears to be major factor for credit recipients raising income compared to their control group. This shows that micro-credit tends to be an important factor to have an impact on household income which minimizes the poverty situation to a reasonable extent.
The Role of Microfinance in China's Rural Public Health: Evidence from the Anti-Poverty Microcredit Program

Abstract:This study presents nonlinear evidence of the effects of a microcredit program implemented in poverty-stricken villages in China on rural public health using multivariate-ordered Probit and IV-ordered Probit models. The results, which were based on a unique set of data gathered from two rounds of official tracking statistics obtained through investigation (2015 and 2018) at a household level, suggest that rural residents' health levels and health insurance demands are related to the formal credit amount that they receive from the microcredit program. Further, the amount of debt that remains to be paid is a negative mediator and the poverty reduction degree is a positive mediator for the health impact of credit. After dividing the sample into subgroups according to income, credit rating and social network, the results show heterogeneity: the health outcomes of groups with a low income, a high credit rating and a strong social network are more significantly improved by loans. The estimations are still robust after using network and village clan numbers as instrumental variables to address endogeneity. Although most of the existing literature demonstrates that credit and indebtedness have negative impacts on health, our results supplement previous findings of the positive causality between access to formal credit and rural public health by showing that the former can exert positive effects by relaxing individuals' external constraints and increasing health spending.
Explanations for the Low Participation Rate in the Formal Credit Market by Rural Households in the Poor Areas

Abstract:Using a demand-identified bivariate probit model, this paper attempts to understand the rationale behind the low participation rate in the formal credit market by the rural households in China's poor area. Response to the questions on the willingness to borrowing from the survey data ensure the dependent variable in demand equation is observable, which results in an improvement of estimation efficiency. We found (1) the low households participation rate in the formal credit market can be attributed to the factors from both the supply and demand sides; (2) The wage incomes have a negative and significant effect on the rural households' demand for formal credit; the ratio of non-farm income to total income has a positive and significant effect on the household access to formal credit, though its effect on the demand for credit is insignificant. The latter finding presents a challenge to the argument there is a high demand for formal credit for off farm production and investment in the poor areas of China. Regardless of the changes in the demand for formal credit, to increase the supply of credit alone is not expected to increase the real outreach and improve the welfare of rural households. The paper suggests that measures should be taken to improve the design of loan products so as to increase the real demand for credit.

Abstract:Abstract What strategies can help communities to overcome the public goods problem in the maintenance of communal spaces and infrastructure in urban environments? This paper investigates whether an intervention targeted at Community-Based Organizations can motivate them to make increased contributions to the public good, thereby improving outcomes for the community as a whole. Using a randomized controlled trial conducted in Dakar, Senegal, the analysis tests the effectiveness of a program that provides incentives to community groups to encourage them to keep their neighborhoods clean, with the ultimate goal of reducing flooding. After one year, the intervention proved to be effective in engaging communities, improving cleanliness, and reducing flooding.

Spillovers without Social Interactions in Urban Sanitation

Abstract:We run a randomized controlled trial coupled with lab-in-the-field social network experiments in urban Dakar. Decision spillovers and health externalities play a large role in determining uptake of sanitation technology, with decision spillovers being largest among households that don’t receive significant subsidies. There is no evidence that the spillovers are explained by social forces in general, nor by specific social mechanisms such as learning from others, social pressure, or reciprocity. We do find evidence of a fourth, nonsocial, mechanism impacting decisions: increasing health benefits. As more neighbors adopt the sanitary technology, it becomes more worthwhile for other households to adopt as well. (JEL I12, O12, O13, O18, Q53, Q55, Z13)

The Impact of Access to Finance on Household Welfare: Revisiting the Evidence from Uganda

Abstract:Our paper highlights the role played by semiformal financial institutions in the livelihoods of Ugandan households that are not served by the commercial banks and microfinance institutions. Data from Living Standards Measurement Survey 2018 Uganda are used. We employ Propensity Score Matching and complement this with the two-step IV Treatment Effects method. We compare the effect of access to services from banks, Village Savings and Loans Associations, Rotating Savings and Credit Associations, and Savings and Credit Cooperatives on household welfare. We find a positive and statistically significant impact of access to both bank and semiformal financial services on household dietary diversity score; school enrollment rates; and clothing expenditure. The improvement in household welfare due to VSLAs, ROSCAs and SACCOs is comparable to that conferred by banks upon their customers. The results are robust to the method of estimation and we show that confounding factors are not a serious problem in our average treatment of the treated estimations. We also examine only those households that: (i) experienced drought; (ii) experienced drought, pests and heavy rains; (iii) were rural; (iv) had farming as main occupation; (v) were male-headed; (vi) had an education level below sample average. We find that in all cases bank, VSLA, ROSCA and SACCO member households have higher household dietary diversity score, school enrollment rates and clothing expenditure than control households. The policy implication from this study is that the improvement in welfare due to VSLAs, ROSCAs and SACCOs is relatively comparable to that obtained by commercial bank customers. Thus there is need to increase the geographic spread and depth of financial outreach of these semiformal institutions to increase the scale of financial inclusion in Uganda.

Abstract:Unimproved sanitation and hygiene practices present a persistent threat to public health and well-being. Increasing the adoption of safe hygiene and sanitation requires both technological investments as well as behavioral change, suggesting that social contexts may be important in determining the success of efforts towards improved sanitation and hygiene. We examine how the social setting, particularly the gender balance of decision-making spaces, influences stated preferences for improving sanitation using a lab-in-the-field experiment. We designed a sanitation-themed public goods game in which participants made contributions that corresponded to varying levels of sanitation and hygiene investments. We implemented these games with over 1500 participants in 69 villages in rural Bihar and Odisha, India, randomly varying group gender composition (women only, men only, and mixed gender). Our study finds that individuals playing in single gender groups make larger contributions; these increases are driven by women playing in groups with only women. In mixed gender groups, contributions increase with the share of male participants and over rounds played. We also find that preferences elicited via experimental games are correlated with revealed preferences for hygiene and sanitation – game behavior and sanitation practices are positively correlated for men and negatively correlated for women. Collectively, our findings suggest that sanitation promotion programs, which rightfully focus on community mobilization, could be more effective if they explicitly incorporated gender preferences and considered the social decision-making environment in their design
