Abstract:Summary Natural resource management in Australia is beset with 'wicked' problems: diminishing biodiversity, increasing soil erosion, spreading soil salinity and global climate change all impact private landholders across rural Australia. These problems highlight the complexity of biodiversity conservation, and the need for inclusive, respectful approaches that enable the participation of rural communities, private landholders and government agencies to effectively manage biodiversity on public and private lands. To address these problems, some landholders, rural communities and other stakeholders are seeking evidence‐based solutions through directly applicable research. In this paper, we identify current barriers to such research and highlight principles and processes for co‐designing and managing research based on mutual trust, respect, power sharing and acceptance of various knowledge systems, as embodied in the theory of reconciliation ecology. We suggest that a 'community of practice' approach could assist in establishing effective deliberative relations as a basis for active collaboration in natural resource management research to address these complex problems.

Abstract:As the natural fire regimes of Canada's Boreal forests have been transformed by dynamic social, economic, ecological and political drivers, wildfires have become a locus of increasingly complex land management decisions. But while, in Canada and elsewhere, social researchers have examined communities at risk of experiencing wildfire, the agencies and practitioners responsible for wildfire management have thus far been underrepresented in empirical inquiry. This article presents a case study of wildfire management in northern Alberta, examining how different forms of knowledge and experiences were incorporated into the creation of a new plan to support decision-making. Findings from interviews and a workshop confirm that 'science' in such applied contexts is not a pure entity. Instead, the objects represented internally and externally as 'scientific' have necessarily been shaped by the values and priorities of the individuals and institutions that have constructed them. Further, this case study revealed social factors that support the maintenance of institutional status quos, such as the commitment to total wildfire suppression policy, despite broad agreement amongst participants about superior alternatives. These findings support the need for further research on wildfire management agencies, and suggest that progress in wildfire management may be limited by mismatched expectations of 'good' policy between stakeholder groups and by practitioners' conceptions of their own institutional identity.
How bureaucracies interact with Indigenous Fire Stewardship (IFS): a conceptual framework

Abstract:Background Indigenous Fire Stewardship (IFS) is contested within settler-colonial contexts, where its development is shaped by complex and dynamic socio-cultural, legal, and political factors. This manuscript draws from the policy sciences to sketch out a "zone of interaction" between IFS and the state's wildfire policy system. Drawing from the strategies of bureaucracies, our goal is to illustrate the patterns in this "zone of interaction," and to identify the implications for IFS, as well as for Indigenous Peoples and landscapes. Results Drawing insights from the Australian and Canadian contexts where governments are restoring lands and reconciling with the laws and governance of Indigenous Peoples, we illustrate how IFS interacts with the state. We do this in two ways. Figure 1 shows that the state has three general strategies for dealing with IFS: avoidance (ignoring IFS), coping strategies (carefully considering and sometimes accommodating IFS), and learning (embracing and accommodating IFS). We document that post-wildfire, there are affective drivers that move the state's approach from avoidance to learning ; however, over time, as public attention shifts away from alternatives, the strategy moves back to either avoidance or coping strategies (where the state is required to engage with IFS, but cannot fully embrace it because of institutional, tenure, or jurisdictional issues, among other constraints). Figure 2 documents the six coping strategies available to bureaucracies in dealing with IFS, which either institutionalize , partially institutionalize , or do not institutionalize IFS. Each of these pathways has implications for IFS, and the manuscript details the effects on IFS practices, and the impacts for people and landscapes. Conclusions To better support IFS, we must look beyond the institutionalization of IFS within the state, and nest IFS within Indigenous laws and governance. An Indigenous-led IFS approach can operate in parallel with the state, and develop innovative land-access arrangements and Tribal Parks to apply IFS to landscapes. New structures of engagement must be designed for this parallel space, grounded in the principle of free prior and informed consent (FPIC), and with explicit focus on deconstructing power differences.

Abstract:Water-related issues disproportionately affect Indigenous communities in Canada. Despite millions in investment, Western-trained scientists, engineers, and other researchers as well as the government agencies that have constitutionally-mandated fiduciary responsibilities to address such issues have been rather unsuccessful in solving them. This has been due, in large part, to an overreliance on methods of Western science and management, ignoring the vast place-based wisdom of Indigenous knowledge systems and relational practices regarding water found across the country. The underlying reasons for this partiality are not innocuous; entrenched colonial and racist policies, programs, and practices have persisted across time and space. In recent years, there is increasing recognition of the importance of applying Indigenous approaches to water challenges in Canada. But strategies for successful implementation are only beginning to emerge. In an attempt to respond to this knowledge gap, our research has sought to systematically identify and assess how both Indigenous and Western ontologies, epistemologies, and methodologies have been implemented in water research and management. In doing so, this chapter identifies some of the most promising practices in Canada. We share these with the goal of contributing to processes of reconciliation and responsibility towards each other as well as our roles as water stewards across the country.
Forest Landscape Restoration Legislation and Policy: A Canadian Perspective

Abstract:Restoring degraded ecosystems is an urgent policy priority to regain ecological integrity, advance sustainable land use management, and mitigate climate change. This study examined current legislation and policies supporting forest landscape restoration (FLR) in Canada to assess its capacity to advance restoration planning and efforts. First, a literature review was performed to assess the policy dimension of FLR globally and across Canada. Then, a Canada-wide policy scan using national databases was conducted. While published research on ecological restoration has increased exponentially in Canada and globally since the early 1990s, our results showed that the policy dimensions of FLR remain largely under documented in the scientific literature, despite their key role in implementing effective restoration measures on the ground. Our analyses have identified over 200 policy instruments and show that Canada has developed science-based FLR policies and best practices driven by five main types of land use and extraction activities: (1) mining and oil and gas activities; (2) sustainable forest management; (3) environmental impact assessment; (4) protected areas and parks; and (5) protection and conservation of species at risk. Moreover, FLR policies have been recently added to the national climate change mitigation agenda as part of the nature-based solutions and the net-zero emission strategy. Although a pioneer in restoration, we argue that Canada can take a more targeted and proactive approach in advancing its restoration agenda in order to cope with a changing climate and increased societal demands for ecosystem services and Indigenous rights. Considering the multifunctional values of the landscape, the science–policy interface is critical to transform policy aspirations into realizable and quantifiable targets in conjunction with other land-use objectives and values.

Abstract:How do managers reconcile new priorities for responding to ecological change with traditional decision-making processes? We address this question with a focus on the US Forest Service, which is transitioning to managing for resilience, while operating under a mix of both new and decades-old policies. We conducted qualitative case study research on the Kaibab National Forest in Arizona, USA, via interviews and document analysis. In this context, managing for resilience translated into ensuring that forests experienced frequent, low-severity fires. This endeavor required managers to work through the legacy of fire exclusion and develop institutions to accommodate frequent burning in a new land management plan. In this plan, managers also sought to increase their discretion, but not at the expense of accountability. Collaboration with external stakeholders allowed them to strike this balance between flexibility and accountability and make the intentional institutional changes needed to manage for resilience.

Abstract:Indigenous Peoples throughout the world have been displaced from their ancestral territories through colonial land use management. Indigenous Peoples have pushed settler-colonial governments to shift their policy frameworks to better support Indigenous rights and leadership across land management, but particularly in conservation. In Canada, this has recently involved the development of Indigenous Protected and Conserved Areas. Combined with pressure from international organizations, Canada's Federal Government has dedicated substantial funds to support the establishment of these areas and to achieve conservation and reconciliatory goals. In Aotearoa New Zealand, Māori groups have shaped new legislation that recognizes legal personality status for natural features, which contrasts with Western understandings of land ownership. Indigenous-led conservation in Canada faces many interrelated barriers grounded in colonial histories that complicate land jurisdictions, reconciliation, and protected area networks. This research reveals some of this complexity by examining how Indigenous-led conservation can contribute to more equitable and consensus-based decision-making frameworks in land use management. Policy and legal analyses of Canadian, Aotearoa New Zealand, and international conservation and human rights documents inform our results. We affirm that Indigenous-led conservation can foster relationships between Indigenous Nations and Crown governments. They can also provide steps towards reconciling colonial injustices, supporting Indigenous self-determination, and advancing more sustainable land use systems.

Abstract:Living with fire is a challenge for human communities because they are influenced by socio-economic, political, ecological and climatic processes at various spatial and temporal scales. Over the course of 2 days, the authors discussed how communities could live with fire challenges at local, national and transnational scales. Exploiting our diverse, international and interdisciplinary expertise, we outline generalizable properties of fire-adaptive communities in varied settings where cultural knowledge of fire is rich and diverse. At the national scale, we discussed policy and management challenges for countries that have diminishing fire knowledge, but for whom global climate change will bring new fire problems. Finally, we assessed major fire challenges that transcend national political boundaries, including the health burden of smoke plumes and the climate consequences of wildfires. It is clear that to best address the broad range of fire problems, a holistic wildfire scholarship must develop common agreement in working terms and build across disciplines. We must also communicate our understanding of fire and its importance to the media, politicians and the general public.This article is part of the themed issue 'The interaction of fire and mankind'.

Abstract:Historical and contemporary policies and practices, including the suppression of lightning-ignited fires and the removal of intentional fires ignited by Indigenous peoples, have resulted in over a century of fire exclusion across many of the USA's landscapes. Within many designated wilderness areas, this intentional exclusion of fire has clearly altered ecological processes and thus constitutes a fundamental and ubiquitous act of trammeling . Through a framework that recognizes four orders of trammeling , we demonstrate the substantial, long-term, and negative effects of fire exclusion on the natural conditions of fire-adapted wilderness ecosystems. In order to un trammel more than a century of fire exclusion, the implementation of active programs of intentional burning may be necessary across some wilderness landscapes. We also suggest greater recognition and accommodation of Indigenous cultural burning, a practice which Tribes used to shape and maintain many fire-adapted landscapes for thousands of years before Euro-American colonization, including landscapes today designated as wilderness. Human-ignited fire may be critical to restoring the natural character of fire-adapted wilderness landscapes and can also support ecocultural restoration efforts sought by Indigenous peoples.

Abstract:Resilience has become a common goal for science-based natural resource management, particularly in the context of changing climate and disturbance regimes. Integrating varying perspectives and definitions of resilience is a complex and often unrecognized challenge to applying resilience concepts to social-ecological systems (SESs) management. Using wildfire as an example, we develop a framework to expose and separate two important dimensions of resilience: the inherent properties that maintain structure, function, or states of an SES and the human perceptions of desirable or valued components of an SES. In doing so, the framework distinguishes between value-free and human-derived, value-explicit dimensions of resilience. Four archetypal scenarios highlight that ecological resilience and human values do not always align and that recognizing and anticipating potential misalignment is critical for developing effective management goals. Our framework clarifies existing resilience theory, connects literature across disciplines, and facilitates use of the resilience concept in research and land-management applications.

Abstract:Background Fire is a multifaceted force. Fire activity and risk of fire incidence across US forested ecosystems have accelerated over the last two decades. At the same time, human land-use choices and climate change interacted with fire, in an era we are called to meet specific sustainability goals of reducing CO 2 emissions and protecting biodiversity, ecosystems, and their resources. To understand the development of the traits and functions of organisms, and the processes and drivers of natural and human-induced events that cause fire, it is essential to study the fire ecology in the context of human land-use history in the forested ecoregions of the USA. Results This book is a research synthesis of the fire ecology in the US forest ecosystems at the regional level. Two main pillars are analyzed across all ecoregions and forest types covered in the book, the drivers and linkages that form fire history and interactions initiated by recurring fire events, and the interdependence of fire with the forest ecosystem dynamics and humans. Conclusions The research, policy, and management tools available for managing fire as a disturbance and as prevention and mitigation treatment need cross-boundary revision. It is fundamental to realize the precise role of fire at present and to redefine the role of fire in the short and long term. This book is an invitation to change our perspective and methods towards these directions.

Abstract:Background Managing landscape fire is a complex challenge because it is simultaneously necessary for, and increasingly poses a risk to, societies and ecosystems worldwide. This challenge underscores the need for transformative change in the way societies live with and manage fire. While researchers have the potential to act as agents of transformative change, in practice, the ability to affect change is often constrained by siloed and biased expertise, rigid decision-making institutions, and increasingly vulnerable social-ecological systems where urgent rather than long-term solutions are prioritized. Addressing these challenges requires more holistic and equitable approaches to fire research that promote new models of transdisciplinary thinking, collaboration, and practice. Results To advance transformative solutions to this complex fire challenge, we propose four principles for conducting transdisciplinary fire research: (1) embrace complexity, (2) promote diverse ways of knowing fire, (3) foster transformative learning, and (4) practice problem-centered research. These principles emerged from our experience as a group of early-career researchers who are embedded within and motivated by today's complex fire challenge within British Columbia (BC), Canada. In this forum piece, we first describe the four principles and then apply the principles to two case studies: (1) BC, a settler-colonial context experiencing increased size, severity, and impacts of wildfires, and (2) our ECR discussion group, a space of collective learning and transformation. In doing so, we present a unique contribution that builds on existing efforts to develop more holistic fire research frameworks and demonstrates how application of these principles can promote transdisciplinary research and transformation towards coexistence with fire, from local to global scales. Conclusions In this forum piece, we identify and apply four guiding principles for transdisciplinary fire research. Collectively, these principles can foster more inclusive applied fire research that matches the scope and scale of today's fire challenge and promotes transformative change towards coexisting with fire.

Abstract:<p>The concept of forest landscape restoration (FLR) is being widely adopted around the globe by governmental and non‐governmental agencies, and the private sector, all of whom see FLR as an approach that contributes to multiple global sustainability goals. Originally, FLR was designed with a clearly integrative dimension, across sectors, stakeholders, space and time, and in particular across the natural and social sciences. Yet, in practice this integration remains a challenge in many FLR efforts. Reflecting this lack of integration are the continued narrow sectoral and disciplinary approaches taken by forest restoration projects, often leading to marginalisation of the most vulnerable populations, including through land dispossessions. This article aims to assess what lessons can be learned from other associated fields of practice for FLR implementation. To do this, 35 scientists came together to review the key literature on these concepts to suggest relevant lessons and guidance for FLR. We explored the following large‐scale land use frameworks or approaches: land sparing/land sharing, the landscape approach, agroecology and socio‐ecological systems. Also, to explore enabling conditions to promote integrated decision‐making we reviewed the literature on: understanding stakeholders and their motivations; tenure and property rights; polycentric governance; and integration of traditional and western knowledge. We propose lessons and guidance for practitioners and policymakers on ways to improve integration in FLR planning and implementation. Our findings highlight the need for: a change in decision‐making processes for FLR; better understanding of stakeholder motivations and objectives for FLR; and balancing planning with flexibility to enhance social‐ecological resilience.</p>

Abstract:The U.S. Forest Service and other federal land managers are responsible for maintaining the productivity of aquatic–riparian ecosystems, the associated native biota, and the ecosystem services they provide. These public lands are important sources of water, recreation opportunities, and habitat for a suite of animals and plants, including many that are protected under the Endangered Species Act. To meet these challenges and responsibilities, recent science suggests modifying practices to provide a broader array of habitat, biological conditions, and ecosystem functions than are associated with traditional management approaches. We suggest that by linking approaches based on natural disturbance and portfolio concepts, managers can achieve a robust strategy and desired outcomes more reliably and cost effectively. Locally complex habitat conditions created by natural disturbances provide the template for biological diversity to play out if provided enough time. Accordingly, natural disturbance regimes play an important role in creating and sustaining habitat and biological complexities on the landscape, suggesting that, to the extent possible, management actions should emulate natural disturbance processes at appropriate spatial and temporal scales. In concert with this approach, the portfolio effect (i.e., diversity that mitigates risk) provides justification for promoting connected heterogeneous habitats that reduce the risk of synchronous large‐scale population and ecosystem collapse. In this article, we describe how disturbance and portfolio concepts fit into a broader strategy of conserving ecosystem integrity and dynamism and provide examples of how these concepts can be used to address a wide range of management concerns. Ultimately, the outcome for populations, habitats, and landscapes depends on how well environmental change is understood, the degree to which change is appropriately addressed by natural resource managers, and solutions that allow populations and ecosystems to persist in the presence of and be resilient to a growing scope of human influences.

Abstract:<span>The legal concept of the creation of a legal entity is not trailblazing territory of itself, although introducing and advocating for the legal personality of a river may be. However, advocating for the rights of nature on grounds that all humans over-exploit, abuse and contaminate the environment is as misleading as it is untrue. The Indigenous peoples of Australia have a primary, unique and inherent obligation to 'Care for Country' according to the Indigenous rule of law; exercising the protection and management of the Aboriginal and Torres Strait Islander environment. The Indigenous rule of law and the obligation to 'Care for Country' stretches back many millennia yet Australian domestic laws and policies fail to properly support the exercise of such obligations by Indigenous Australians. In this article I argue, rather than embracing a 'rights of nature' property paradigm in Australia, we should instead empower First Nations people to take a pivotal, even primary, role in caring for Country.</span>

Abstract:Indigenous people influenced fire in Australia's deserts for millennia, until colonisation interrupted traditional fire practices. Many groups are reinvigorating those practices to achieve inter-linked biodiversity, cultural, and social benefits. Contemporary fire management integrates modern planning and delivery approaches with cultural process. However, deserts have changed since colonisation (e.g. invasive species, biodiversity loss, climate change) and fire-management outcomes for Country are less certain. Some Indigenous groups are integrating scientific methods into their programs, to examine biodiversity outcomes and refine management. Karajarri and Ngurrara Traditional Owners wanted to understand how fire affects Kuwi (mammals, reptiles) on their Country, to guide fire management. Karajarri and Ngurrara Rangers worked together on this project, exchanging skills and knowledge with each other, and with scientists. We established 32 monitoring sites at four locations on Karajarri and Ngurrara Country. We undertook 11 survey trips from 2018 to 2022, gathering data from 81 site visits. Using Landsat satellite imagery we described fire patterns around each site, focussing on seral stage (as defined by Traditional Owners), patch size, and seral diversity at small (500 m), medium (1 km), and large (5 km) spatial scales. There were 378 mammal captures (11 species) and 3392 reptile captures (66 species). Mammal species richness and captures were lowest in Wuntara (recently burnt) and highest in Nyirrinyanu (mature) spinifex. Mammal species richness increased with seral diversity within 1 km around the trapping site. Reptile species richness and captures were unaffected by seral stage. However, many species were caught significantly more often in specific seral stages. Neither reptile richness nor capture rate were related to patch size or seral diversity. Retaining a mix of seral stages can maintain diverse reptile and mammal assemblages. The management challenge will be increasing the extent of mature/long-unburnt spinifex, currently the rarest seral stage. Ranger fire management has already reduced mean fire size by 40–52%, and further reductions are possible. Our work improves the understanding of fire effects on northern desert fauna, guides management, provides important ecological information from a little-studied region of Australia's deserts, and increases the recognition of Indigenous conservation management of Country.
