Abstract:An inverse source estimation method is proposed to reconstruct emission rates using local air concentration sampling data. It involves the nonlinear least squares-based ensemble four-dimensional variational data assimilation (NLS-4DVar) algorithm and a transfer coefficient matrix (TCM) created using FLEXPART, a Lagrangian atmospheric dispersion model. The method was tested by twin experiments and experiments with actual Cs-137 concentrations measured around the Fukushima Daiichi Nuclear Power Plant (FDNPP). Emission rates can be reconstructed sequentially with the progression of a nuclear accident, which is important in the response to a nuclear emergency. With pseudo observations generated continuously, most of the emission rates were estimated accurately, except under conditions when the wind blew off land toward the sea and at extremely slow wind speeds near the FDNPP. Because of the long duration of accidents and variability in meteorological fields, monitoring networks composed of land stations only in a local area are unable to provide enough information to support an emergency response. The errors in the estimation compared to the real observations from the FDNPP nuclear accident stemmed from a shortage of observations, lack of data control, and an inadequate atmospheric dispersion model without improvement and appropriate meteorological data. The proposed method should be developed further to meet the requirements of a nuclear emergency response.
Inverse modeling of the 137Cs source term of the Fukushima Dai-ichi Nuclear Power Plant accident constrained by a deposition map monitored by aircraft

Abstract:The amount of 137Cs released by the Fukushima Dai-ichi Nuclear Power Plant accident of 11 March 2011 was inversely estimated by integrating an atmospheric dispersion model, an a priori source term, and map of deposition recorded by aircraft. An a posteriori source term refined finer (hourly) variations comparing with the a priori term, and estimated 137Cs released 11 March to 2 April to be 8.12 PBq. Although time series of the a posteriori source term was generally similar to those of the a priori source term, notable modifications were found in the periods when the a posteriori source term was well-constrained by the observations. Spatial pattern of 137Cs deposition with the a posteriori source term showed better agreement with the 137Cs deposition monitored by aircraft. The a posteriori source term increased 137Cs deposition in the Naka-dori region (the central part of Fukushima Prefecture) by 32.9%, and considerably improved the underestimated a priori 137Cs deposition. Observed values of deposition measured at 16 stations and surface atmospheric concentrations collected on a filter tape of suspended particulate matter were used for validation of the a posteriori results. A great improvement was found in surface atmospheric concentration on 15 March; the a posteriori source term reduced root mean square error, normalized mean error, and normalized mean bias by 13.4, 22.3, and 92.0% for the hourly values, respectively. However, limited improvements were observed in some periods and areas due to the difficulty in simulating accurate wind fields and the lack of the observational constraints.

Abstract:Modeling of local atmospheric radionuclide transport is essential for nuclear emergency response. However, very few studies of the Fukushima Dai-ichi nuclear power plant (FDNPP) accident have focused on this topic because of the complex meteorology and the cross-scale transport behaviors from the site to 20 km of the FDNPP. In this study, both the local meteorology and transport behaviors were investigated at high resolution (200 m) using ensembles of different meteorology and models. Four wind fields calculated from onsite observations and three regional-scale meteorological fields (i.e., the 1-km ECMWF, 3-km and 1-km NHM-LETKF), and two transport models: the RIMPUFF Lagrangian puff model and the SPRAY particle model were considered and combined with each other. These eight simulations and their ensemble mean were analyzed based on onsite observations of wind and gamma dose rates, and local-scale observations of 137Cs concentration. Results revealed that at the site, the Onsite wind field which captured the frequently changing wind, best reproduced the onsite gamma dose rates with the grid resolution of 200 m. At the local scale (up to 20 km), the observations present a smoother temporal change. The wind fields assimilated with Japanese domestic observations presented advantageous performance, and the 1-km NHM-LETKF achieved the best score of the factor of 5 metric of 0.49 for the simulated 137Cs concentration. The SPRAY coupled with the three-dimensional (3D) convolution method and RIMPUFF showed better performance in simulating the onsite gamma dose rate and the local-scale concentration, respectively. The ensemble mean achieved robust metrics, better simulated the baseline of onsite gamma dose rates, and repro-duced more peaks of local-scale concentration at the expense of peak value deviation.

Abstract:We investigate the influence of the regional-scale weather types on the atmospheric dispersion processes of the air pollutants originated from point sources. Hypothetical accidents were simulated with two different dispersion models. During a year’s test period, the 6-h emission of a radionuclide from the Paks Nuclear Power Plant (Paks NPP, Hungary) was assumed every day and the transport and deposition of the radionuclide was simulated by the Eulerian TREX dispersion model over the Central European region. In addition, the ALOHA Gaussian air dispersion model was also used for the local environment of the Paks NPP to simulate hypothetical hourly releases of ammonia during a 10-year period. During both types of model simulations, the dispersion of the plume for each time was analysed and tested with consideration of 13 circulation types corresponding to daily weather patterns over the Carpathian Basin. There are significant correlations between circulation types and plume directions and structures both in local and regional scales. The daily circulation pattern can be easily obtained from weather analyses; the expected size and direction of polluted area after an accidental release can be quickly estimated even before an accident occurs. However, this fast method cannot replace or neglect dispersion model simulations. It gives a ‘first guess’ and a fast estimation on the direction of the plume and can provide sufficient information for decision-making strategies.

Abstract:A model intercomparison of the atmospheric dispersion of cesium-137 (Cs-137) emitted after the Fukushima Daiichi Nuclear Power Plant accident in Japan was conducted to understand the behavior of atmospheric Cs-137 in greater detail. The same meteorological data with a fine spatiotemporal resolution and an emission inventory were applied to all models to exclude the differences among the models originating from differences in meteorological and emission data. The meteorological data were used for initial, boundary, and nudging data or offline meteorological field. Furthermore, a horizontal grid with the same resolution as that of the meteorological data was adopted for all models. This setup enabled us to focus on model variability originating from the processes included in each model, for example, physical processes. The multimodel ensemble captured 40% of the atmospheric Cs-137 events observed by measurements, and the figure of merit in space for the total deposition of Cs-137 exceeded 80. The lower score of the atmospheric Cs-137 than that of the deposition originated from the difference in timing between observed and simulated atmospheric Cs-137. Our analyses indicated that meteorological data were most critical for reproducing the atmospheric Cs-137 events. The results further revealed that differences in Cs-137 concentrations among the models originated from deposition and diffusion processes when the meteorological field was simulated reasonably well. The models with small deposition fluxes produced higher scores for atmospheric Cs-137, and those with strong diffusion succeeded in capturing the high Cs-137 concentrations observed; however, they also tended to overestimate the concentrations.

Abstract:This paper investigates a local-scale radionuclide dispersion modeling, focusing on the 20 km range of the Fukushima accident. The California Meteorological Model (CALMET) was used to calculate the diagnostic wind fields for simulation using on-site meteorological observations, and the Lagrangian Particle Model (LAPMOD) was used to simulate the dispersion of the 137Cs. The simulation was validated against the measurement from two 137Cs airborne concentration stations (Futaba and Naraha). A comprehensive sensitivity analysis was implemented to the source term, the number of particles per second, and the disturbance in wind speed and direction. The results show that the simulation agrees well with the measurement at Futaba (Geometric Mean Bias: 0.79, Fractional Mean Bias: 0.58) than that at Naraha (Geometric Mean Bias: 1.01, Fractional Mean Bias: 0.52), especially for the peak values. The sensitivity analysis indicates that the simulation is highly affected by the source term and the wind direction.

Abstract:The 2011 Fukushima Daiichi Reactor accident generated a large data set of global radionuclide observations. Frequent observations of xenon, caesium and iodine radioisotopes provided an opportunity to examine the performance of inter-continental scale meteorological models, in particular, the important mechanisms of in-cloud scavenging, precipitation, and deposition. Previous studies investigated these phenomena over short range, but this is the first time a global, coordinated surveillance system and in particular, a non-scavenged noble gas data set was available for use in such a study. Since particle size distributions are very different at long range, the parametrization of the deposition is important for accurate atmospheric modelling. The accuracy of these models are crucial in the Comprehensive Nuclear-Test-Ban Treaty (CTBT) context where discrimination of local and distant civilian sources from a potential nuclear test is a challenging problem. Beyond the CTBT context, accurate prediction of deposition is important for emergency and consequence management of nuclear emergencies, allowing a small set of data, combined with an appropriate model to represent a much larger domain, even up to continental scales. The modelling results for ground deposition and airborne activity of radiocaesium and radioiodine are presented and validated against the actual measurements.

Abstract:Abstract. The atmospheric transport and ground deposition of radioactive isotopes 131I and 137Cs during and after the Fukushima Dai-ichi Nuclear Power Plant (FDNPP) accident (March 2011) are investigated using the Weather Research and Forecasting-Chemistry (WRF-Chem) model. The aim is to assess the skill of WRF in simulating these processes and the sensitivity of the model's performance to various parameterizations of unresolved physics. The WRF-Chem model is first upgraded by implementing a radioactive decay term into the advection–diffusion solver and adding three parameterizations for dry deposition and two parameterizations for wet deposition. Different microphysics and horizontal turbulent diffusion schemes are then tested for their ability to reproduce observed meteorological conditions. Subsequently, the influence of emission characteristics (including the emission rate, the gas partitioning of 131I and the size distribution of 137Cs) on the simulated transport and deposition is examined. The results show that the model can predict the wind fields and rainfall realistically and that the ground deposition of the radionuclides can also be captured reasonably well. The modeled precipitation is largely influenced by the microphysics schemes, while the influence of the horizontal diffusion schemes on the wind fields is subtle. However, the ground deposition of radionuclides is sensitive to both horizontal diffusion schemes and microphysical schemes. Wet deposition dominated over dry deposition at most of the observation stations, but not at all locations in the simulated domain. To assess the sensitivity of the total daily deposition to all of the model physics and inputs, the averaged absolute value of the difference (AAD) is proposed. Based on AAD, the total deposition is mainly influenced by the emission rate for both 131I and 137Cs; while it is not sensitive to the dry deposition parameterizations since the dry deposition is just a minor fraction of the total deposition. Moreover, for 131I, the deposition is moderately sensitive (AAD between 10 and 40% between different runs) to the microphysics schemes, the horizontal diffusion schemes, gas-partitioning and wet deposition parameterizations. For 137Cs, the deposition is very sensitive (AAD exceeding 40% between different runs) to the microphysics schemes and wet deposition parameterizations, but moderately sensitive to the horizontal diffusion schemes and the size distribution.

Abstract:Abstract Air dispersion modeling is an important tool for emergency response following a nuclear accident, such as the Fukushima accident. Current researches mainly focus on global- and regional-scale modeling with wind field data derived from different methodological models and observations. However, the capability of the local-scale atmospheric dispersion model hasn’t been discussed in detail for the Fukushima accident. In this paper, the local-scale modeling of radionuclides following the Fukushima accident was investigated with the combination of the wind diagnosed model SWIFT and the radionuclide transport model RIMPUFF. The coarse input wind field of SWIFT is prepared with WRF using the European Centre for Medium-Range Weather Forecasts (ECMWF) Meteorological data. The SWIFT-diagnosed wind field was used to drive RIMPUFF for calculating the dispersion of radionuclides and gamma dose rates around the Fukushima Daiichi Nuclear Power Plant (FDNPP) site. The diagnostic wind fields were validated to the on-site meteorological observations, whereas the dispersion and gamma dose rates were validated the onsite gamma dose rate monitoring data and the observations of suspended particulate m? near the FDNPP. The plume patterns were also analyzed to help understand the transport behaviour of the radionuclides. The validation demonstrates that, with the 1km-resolved ECMWF meteorological data, SWIFT fairly reproduces the wind field. The speed is slightly overestimated, with a Normalized Mean Squared Error (NMSE) below 6. The wind direction is well simulated at some specific moments, which is critical for reproducing some peaks of the dose rates. However, RIMPUFF underestimates the dose rates around the FDNPP, partly because of the overestimated wind speed. The concentration simulations better agree with observations in the Naraha station than Futaba station, with the Fractional Bias (FB) under 0.3 and NMSE under 6 at the Naraha station.

Abstract:The process of an aerosol rainout in wet deposition induces large uncertainties among atmospheric aerosol simulations, especially for particles in the fine mode. In this study, we performed an intercomparison study of four different rainout schemes on the model (the nonhydrostatic icosahedral atmospheric model or NICAM) to simulate particulate Cs-137 in the emission scenario of the March 2011 accident at the Fukushima Dai-ichi Nuclear Power Plant. The schemes include global climate models (GCMs) approach with a simple tuning parameter to determine the scavenging coefficient, and another optimized for cloud resolving models (CRMs) to account for prognostic precipitation and realistic vertical transport. The third approach was the conventional method under the assumption of a pseudo-first-order approximation based on the surface precipitation flux. The fourth approach was involved in offline chemical transport models (CTMs) with a simplified parametric analysis approach to clouds and precipitation flux. In most experiments, statistical metrics of the Cs-137 concentrations using in-situ measurements were calculated to be within ±30 % (bias), 0.6–0.9 (correlation), 67–112 Bq m−3 (uncertainty), and < 40 % (precision within a factor of 10). The CRM-type method yielded the best results but required a lower limit of tuning parameters to compensate for the results. Both the GCM-type and the conventional methods were also useful by setting proper tuning parameters. The CTM-type yielded better correlation and lower uncertainty but larger negative bias. These analyses suggest the overestimation of the conversion rate from cloud droplets into raindrops by the NICAM. However, this cannot be resolved by simply interchanging cloud microphysics schemes. It was found that the sensitivity of the rainout scheme has a stronger influence on the Cs-137 concentration than the different treatments of cloud microphysics. Thus, to replicate the observed Cs-137 distribution, it is essential to have a better meteorological field as well as a proper rainout scheme.
Radioactive Contamination Control by Atmospheric Dispersion Assessment of Airborne Indicator Contaminants: Numerical Model Validation

Abstract:In this work, a numerical model is proposed to estimate air concentration of released airborne radioactive contaminants 131I and 137Cs. A Gaussian dispersion model is used to assess the atmospheric dispersion of radioactive contaminants released continuously from a nuclear power plant as a result of an accident. The model uses various input parameters such as source height, release rate, stability class, wind speed, and wind direction. The validation of the model was carried out by comparing its predicted values with published experimental data. The model was extensively tested by simulating several accidental situations. The main conclusion drawn from these tests is that for large downwind distances from the release point, the contaminant concentrations predicted by the model diverge drastically from measured data, while for short distances, the predicted values generally agree quite well with experimental data. The obtained activity concentrations range from 1.57 × 102 to 6.43 × 103 Bq/m3 for 131I and from 3.18 × 10−2 to 9.72 × 102 Bq/m3 for 137Cs. The estimated standard deviation coefficients values range of 7.2 to 6847.7 m, and the maximum absolute error predicted by the model for these parameters was less than 5%.

Abstract:The ability of the urban canopy model(UCM)to predict meso-scale atmospheric dispersion of radioactive materials is evaluated based on the Fukushima accident using the weather research and forecasting(WRF)model coupled with the single-layer and multi-layer UCM.The deposition of the radioactive materials is compared with observations for the different UCM.The results show that the multi-layer model gives the best simulations of the wind fields.Near the source,the single-layer model gives the best predictions of the accumulated ground deposition of 137Cs,while in the area far from the source,the single-layer model performs the best for the daily deposition of 131I and the multi-layer model performs the best for the daily deposition of 137Cs.
Impact of changing the wet deposition schemes in ldx on 137-cs atmosperic deposits after the fukushima accident

Abstract:The Fukushima-Daiichi release of radioactivity is a relevant event to study the atmospheric dispersion modelling of radionuclides. Actually, the atmospheric deposition onto the ground may be studied through the map of measured Cs-137 established consecutively to the accident. The limits of detection were low enough to make the measurements possible as far as 250km from the nuclear power plant. This large scale deposition has been modelled with the Eulerian model ldX. However, several weeks of emissions in multiple weather conditions make it a real challenge. Besides, these measurements are accumulated deposition of Cs-137 over the whole period and do not inform of deposition mechanisms involved: in-cloud, below-cloud, dry deposition. In a previous study (Qu{é}rel et al., 2016), a comprehensive sensitivity analysis was performed in order to understand wet deposition mechanisms. It has been shown that the choice of the wet deposition scheme has a strong impact on assessment of deposition patterns. Nevertheless, a ``best'' scheme could not be highlighted as it depends on the selected criteria: the ranking differs according to the statistical indicators considered (correlation, figure of merit in space and factor 2). A possibility to explain the difficulty to discriminate between several schemes was the uncertainties in the modelling, resulting from the meteorological data for instance. Since the move of the plume is not properly modelled, the deposition processes are applied with an inaccurate activity concentration in the air. In the framework of the SAKURA project, an MRI-IRSN collaboration, new meteorological fields at higher resolution (Sekiyama et al., 2013) were provided and allow to reconsider the previous study. An update including these new meteorology data is presented. In addition, the focus is put on the deposition schemes commonly used in nuclear emergency context.

Abstract:Wet deposition remains an important source of uncertainty in modeling of the atmospheric transport of 137Cs following the Fukushima Daiichi Nuclear Power Plant accident. Its behavior is often difficult to investigate owing to the limited resolution of meteorological field data and inconsistent model implementations. This study investigated the detailed behavior of 25 combinations of in- and below-cloud wet scavenging models using high-resolution (1 km × 1 km) meteorological input. These combinations were all implemented in the Weather Research and Forecasting-Chemistry model, thereby enabling consistent evaluation. The 1-km-resolution simulations were compared with simulations obtained previously using 3-km-resolution meteorological field data. Results revealed that rainfall of <1 mm/h is critical for simulation accuracy. The 1-km results revealed better representation of rainfall than that revealed by the 3-km results, but with spatiotemporal variability in accuracy. Owing to their sensitivity to rainfall, single-parameter wet deposition models showed improvements in performance in the 1-km simulations relative to that in the 3-km simulations. The multiparameter models showed more robust performance in terms of both simulations, and the Roselle-Mircea model presented the best performance among the 25 models considered. Wind transport showed substantial influence on the removal of atmospheric 137Cs, and it was nonnegligible even during periods in which wet deposition was dominant. The 1-km-resolution simulations effectively reproduced local-scale 137Cs concentrations but with deviations in timing, mainly because of biased wind direction. These findings indicate the necessity for a refined wind and dispersion model for local-scale simulation of 137Cs concentration.

Till now, numerous wet deposition schemes have been proposed for 137Cs, but it is often difficult to evaluate them consistently, due to the limited resolution of meteorological field data and detailed differences in model implementations. This study evaluated the detailed behavior of 25 combinations of in- and below-cloud wet scavenging models in the framework of the Weather Research and Forecasting-Chemistry model, using high-resolution (1 km &#215; 1 km) meteorological input. The above implementation enables consistent evaluation with great details, revealing complex local behaviors of these combinations. The 1-km-resolution simulations were compared with simulations obtained previously using 3-km-resolution meteorological field data, with respect to the rainfall pattern of the east Japan during the accident, atmospheric concentrations acquired at the regional SPM monitoring sites and the total ground deposition. The capability of these models in reproducing local-scale observations were also investigated with a local-scale observations at the Naraha site, which his only 17.5 km from the Fukushima Daiichi Nuclear Power Plant. The performance of the ensemble mean was also evaluated. Results revealed that the 1-km simulations better reproduce the cumulative rainfall pattern during the Fukushima accident than those revealed by the 3-km simulations, but showing with spatiotemporal variability in accuracy. And rainfall below 1 mm/h is critical for the simulation accuracy. Those single-parameter wet deposition models that rely solely on the rainfall showed improvements in performance in the 1-km simulations relative to that in the 3-km simulations, because of the improved rainfall simulation in the 1-km results. Those multiparameter models that rely on both cloud and rainfall showed more robust performance in both the 3-km and -1km simulations, and the Roselle&#8211;Mircea model presented the best performance among the 25 models considered. Besides rainfall, wind transport showed substantial influence on the removal process of atmospheric 137Cs, and it was nonnegligible even during periods in which wet deposition was dominant. The ensemble mean of the 1-km simulations better reproduces the high deposition area and the total deposition amount is closer to the observations than the 3-km simulation. At the local scale, the 1-km-resolution simulations effectively reproduced the 137Cs concentrations observed at the Naraha site, but with deviations in peak timing, mainly because of biased wind direction. These findings indicate the necessity of a multi-parameter model for robust regional-scale wet deposition simulation and a refined wind and dispersion model for local-scale simulation of 137Cs concentration.

Abstract:Atmospheric dispersion models play an important role in nuclear power plant accident management. A reliable estimation of radioactive material distribution in short range (about 50 km) is in urgent need for population sheltering and evacuation planning. However, the meteorological data and the source term which greatly influence the accuracy of the atmospheric dispersion models are usually poorly known at the early phase of the emergency. In this study, a modified ensemble Kalman filter data assimilation method in conjunction with a Lagrangian puff-model is proposed to simultaneously improve the model prediction and reconstruct the source terms for short range atmospheric dispersion using the off-site environmental monitoring data. Four main uncertainty parameters are considered: source release rate, plume rise height, wind speed and wind direction. Twin experiments show that the method effectively improves the predicted concentration distribution, and the temporal profiles of source release rate and plume rise height are also successfully reconstructed. Moreover, the time lag in the response of ensemble Kalman filter is shortened. The method proposed here can be a useful tool not only in the nuclear power plant accident emergency management but also in other similar situation where hazardous material is released into the atmosphere.

Abstract:Numerical atmospheric dispersion models (ADMs) are used for predicting the health and environmental consequences of nuclear accidents in order to anticipate countermeasures necessary to protect the populations. However, these simulations suffer from significant uncertainties, arising in particular from input data: weather conditions and source term. Meteorological ensembles are already used operationally to characterize uncertainties in weather predictions. Combined with dispersion models, these ensembles produce different scenarios of radionuclide dispersion, called "members", representative of the variety of possible forecasts. In this study, the fine-scale operational weather ensemble AROME-EPS (Applications of Research to Operations at Mesoscale-Ensemble Prediction System) from Météo-France is coupled with the Gaussian puff model pX developed by the IRSN (French Institute for Radiation Protection and Nuclear Safety). The source term data are provided at 10 min resolution by the Orano La Hague reprocessing plant (RP) that regularly discharges 85 Kr during the spent nuclear fuel reprocessing process. In addition, a continuous measurement campaign of 85 Kr air concentration was recently conducted by the Laboratory of Radioecology in Cherbourg (LRC) of the IRSN, within 20 km of the RP in the North-Cotentin peninsula, and is used for model evaluation.

Abstract:The 3rd model intercomparison project (MIP) of atmospheric dispersion model targeting on 137Cs emitted from the Fukushima Daiichi Nuclear Power Plant (FDNPP) in March 2011 was conducted (Sato et al. 2020). Nine models participated in the 3rd MIP. All participated models used the identical source term of Katata et al. (2015) and the identical meteorological data (Sekiyama and Kajino, 2020) as in the previous MIP (i.e., 2nd MIP Sato et al. 2018), but finer horizontal grid resolution (1 km) than that of 2nd MIP (3 km) was used for understanding the behavior of atmospheric 137Cs measured in the vicinity of FDNPP. Results of the models elucidated that, as in the 2nd MIP, most of the observed high atmospheric 137Cs concentrations (plumes) were reasonably well simulated by the models, and the good performance of some models cancelled a bad performance of some models when used as an ensemble, which highlights the advantage of the multimodel ensemble. The analyses also indicated that the use of the finer grid resolution (1 km) improved the meteorological field in the vicinity of FNDPP. As a consequence, the atmospheric 137Cs measured near FDNPP was more reasonably reproduced in 3rd MIP than 2nd MIP.As well as the evaluation of the performance of the model, we examined the usefulness of the results of atmospheric dispersion simulation in an emergency base on the results of 2nd and 3rd MIPs. For the analyses we defined the worst situation as that plume is observed but the model does not simulate it. The analyses reported that the worst situation happened in only 3% of the total calculation period by using the multimodel ensemble, even if the absolute value of the simulated 137Cs in each model was different in the range of factor 3-6. The analyses also indicated that from six to eight models are required for making most of the advantages of the multimodel ensemble.
