Abstract:The opening of “demographic window of opportunity” has created strategic opportunities for the industrialization and urbanization in China. But the demographic transition also brings critical challenges to the healthy urbanization. Based on the analysis of economic structure, this paper proposes a conceptual model of spatial economy to simulate the urbanization process. It discovers that the imbalanced “dual economy” caused by the rapid ur- banization can be improved by the spatial span and gradient development among different regions. In the end, it develops policy suggestions on the future ur- ban spatial development.

Abstract:Although urban land leasing is supposedly a local government matter, local leaderships' proactive pursual of economic growth for their career advancements can sometimes be at odds with national policies. Yet, how land conveyance decisions are made in midst of the implementation of national policies and land financing has been a rather overlooked aspect in the studies of China's land market. Hence, this paper explores this issue through a study of land conveyance decisions in Beijing and Shanghai's residential and commercial land markets from 2007 to 2018, and their subsequent land price effects. Deploying endogenous treatment effect models, it is revealed that land conveyance decisions in Beijing were highly subject to national policies and the status of its City Party Secretary, but not in Shanghai. Also, the use of Guapai resulted in higher residential and commercial land prices in Shanghai, but lower prices for Beijing's commercial land parcels. The findings indicate that Beijing, due to its closer proximity to the Central Government, appears to have stringently followed the national policy directions, whereas land officials in Shanghai seem to have had a higher degree of autonomy in their decisions. Additionally, the contrasting price effect of Guapai on land prices for residential and commercial land parcels enabled Beijing's government to compensate for the latent losses in land revenue when leasing residential land parcels, due to Nation #10, by leasing commercial parcels at higher prices via tender.
Driving force of urban growth and regional planning: A case study of China's Guangdong Province

Abstract:Since China's economic reforms began in 1978, rural–urban migration has accelerated urban growth and the consequential need for regional planning. In order to make effective strategic decisions on regional planning, it is essential to identify the determinants that promote or restrain urban growth. Based on the theoretical underpinnings of classical economics, spatial economics and sustainable development, this paper establishes a theoretical model of urban population growth and uses a case study of China's Guangdong Province to test a hypothesis. The driving force of urban population growth is derived from natural and mechanical increases that include original urban size, living environment, industrial agglomeration, and location. Regression results from the case study reveal that during the period 2000–2010, factor of dominant industry significantly and consistently impacted urban growth, whereas the influence of living conditions and location on urban growth varied from year to year. These findings imply that local government pays less attention to residents' livelihood and more to the effect of location on urban growth. The paper concludes by proposing some regional planning policies for sustainable development.
Development Priority Zoning in China and Its Impact on Urban Growth Management Strategy

Abstract:Urban growth management is a popular topic for study area all over the world. Despite the increasingly rich literature, however, little has been considered of the complex relationship between the various urban development factors and their feedback structure. This paper contributes in understanding the mechanism of, and establishing a link between, urban growth management oriented by zoning in China (namely development priority zoning or DPZ). A system dynamics urban growth model is presented that is integrated with China's socio-economic development situation. With Yiwu city and Qingtian County as case studies, the model is applied in simulating urban growth under different driving modes. The results indicate that the DPZ in these two areas has an influence on urban growth management strategy, with the driving mode of urban growth affecting economic development levels, migration and types of land conversion. It is concluded that different driving modes are needed for different types of regions according to the functional positioning of their DPZ and that the model contributes to their identification.

Abstract:Chinese local officials have strong incentives to stimulate economic growth in the pursuit of promotion. However, the connection between promotion pressure of local officials and investment in the real estate market has not been rigorously explored. By using the panel data of local leaders (municipal party secretaries or mayors) from 2002 to 2010, this paper investigates the correlations between local leaders’ promotion pressures and growth in real estate investments. Empirical results show that local leaders’ promotion pressures are significantly and positively correlated with the growth of the real estate market. Furthermore, the positive effect of promotion pressure on real estate development is significant if the leader is young or born locally, whereas this effect is insignificant if the leader is older or not a native. Our findings provide new evidence on how local leaders may strategically intervene in local economic activities.

Abstract:The 14th Five-Year Plan for China proposes to promote the urbanization process from a county perspective, presenting an unprecedented opportunity to develop county urbanization. However, in the context of relatively limited resources, insufficient funds, and comparatively lower land values in Chinese counties, how to promote county urbanization remains the primary challenge, which has not been studied yet. This study first analyzes the necessity of promoting county urbanization from four dimensions: national development strategy, industrial policy development, local government status, and enterprise development demands using literature research and survey interviews. Based on field research conducted in 32 counties in China, the strengths, weaknesses, opportunities, and threats (SWOT) analysis is carried out on the county urbanization process in this study. By analyzing the developmental status and challenges of major urban areas, expansion areas of counties, and their surrounding countryside, this paper proposes a “three-level gradient integration” concept for the spatial integration of county urbanization. Furthermore, the mechanism of multi-agent linkage to promote county urbanization was explored based on the theory of urban governance and the characteristics of county urbanization. Subsequently, relying on the analysis of policies, such as land acquisition and integrated land improvement, and adopting modes, such as “Investor + Engineering Procurement Construction + Operation” (investor + EPC + O) and renovate–operate–transfer (ROT), we propose a pathway for promoting county urbanization through the linkage of government, enterprises, and residents. This study provides insight into promoting the county urbanization process. Additionally, each country faces the common issue of how to use limited resources to promote regional development, and this article can provide valuable insights and inspiration for addressing this shared issue by the principle of adapting to local conditions and adhering to the concept of efficient market and proactive government.

Abstract:China's urbanization process has followed a unique course and transformed the country in a very short period of time. Yet problems have arisen and the New Urbanization Policy 2014–2020 is designed to overcome many of these. This policy note outlines the objectives of the new policy, including a partial relaxation of the strict urban residency (hukou) rules, the move toward people-oriented urbanization and the expected changes that will occur in rural areas, particularly with respect to rural land. The paper concludes with a number of questions that do not appear to have been satisfactorily answered by the new policy. Will the differentiated hukou system be effective? Will the rapid urbanization of rural land be curbed? Will the new urbanization make China's cities more or less efficient? What are the plans to reform local government finance? How will the problem of loss of rural collective lands be addressed? The new policy is viewed as an important first step, but unanswered questions remain.

Abstract:China's urbanization and industrialization process is replacing large amounts of farmland, which is strongly driven by the country's land finance regime, with the intensified regional/local competition for manufacturing investment opportunities pushing local governments to expropriate farmland at low prices while leasing land at high market value to property developers. The additional revenue obtained in this way, termed financial increment in land value, can drive local economic growth and provide associated infrastructure and other public services. At the same time, however, a floating population of large numbers of inadequately compensated land-lost farmers, although unable to become citizens, have to migrate into urban areas for work, causing overheated employment and housing markets, with rocketing unaffordable housing prices. This, together with various micro factors relating to the party/state's promotion/evaluation system, plays an essential role leading to serious economic, environment and social consequences, e.g., for migrant welfare, the displacement of peasants and loss of land resources, in need of immediate attention.Our question, therefore, is whether such type of urbanization is sustainable. What are the mechanisms behind China's phenomenal urbanization process? From the perspective of institutionalism, this paper investigates the institutional background of the urban growth dilemma and solutions in urban China by introducing an inter-regional game theoretical framework to indicate why the present urbanization pattern is unsustainable. Looking forward to 2030, major policy changes are made from the triple consideration of the floating population, social security and urban environmental pressures. This involves (1) changing the land increment based finance regime into a land stock finance system, (2) the citizenization of migrant workers with affordable housing and (3) creating a more enlightened local government officer appraisal system to better take into account societal issues such as welfare and beyond. Suburban Residential Development in the Era of Market-Oriented Land Reform: the Case of Hangzhou, China

Abstract:Suburban residential development is one of the most prevailing urban phenomena in Chinese cities, where it occurs in a very different context from the West. However, research has seldom assessed suburban residential development in blocks, especially based on parcel-level land use data and site-specific land leasing data. This paper attempted to address this critical gap through analyzing residential land development of a case city, Hangzhou, in the era of land market reform since 2000. The major spatial determinants of development were identified through Logit models on the scales of timing, density, and intensity. The results indicated that Hangzhou has formed a fragmented and dispersed pattern in the suburbs, characterized by large-scale development and a relatively low floor area ratio. It was found that travel time to the central business district, distance to urban arteries, distance to schools and colleges, distance to the Qiantang River, percentage of industrial land and residential land, and surrounding land transactions impacted suburban residential development. These variables had different impacts on the timing, density, and intensity of suburban residential development. In particular, residential development was encouraged in suburbs despite the lack of adequate public facilities. The results call for policy and planning that can better manage suburban residential development in Hangzhou. (C) 2014 Elsevier Ltd. All rights reserved.

Abstract:The main feature of China’s urban development pattern is urban agglomeration. And the issue that whether the first degree form or the flat form is the vision model of China’s urban agglomeration has been controversial. Starting from the local government’s land management strategy, this paper inspected urban hierarchy forming mechanism and its rationality. Methods employed are spatial distribution paragraph analysis and spatial econometric estimation. The results show that local government land management presents a disequilibrium form. And spill-over effect and space competition effect are causedby local government land management strategy based on fiscal income effect. It concludes that land management spatial competition strategy between local governments promotes China’s urban agglomeration hierarchy to be flat, and within the constraint from the Chinese existing system and its path dependence,this kind of city hierarchy system has its rationality as well as conforms to the reality of contemporary Chinese economic development background and the basic national conditions.

Abstract:Studies of urbanization effects in Chinese cities from the aspect of the coupled development of economy and environment are rare due to data limitations. This paper studied Shanghai's fast urban expansion and examined the dynamic relationship between economic growth and environment consequences at the district level. We extracted data on urban built-up area and land surface temperature from remote sensing images. We analyzed the patterns of urban expansion and land use change and explained the dynamic relationship between economic development and environment conditions. We attributed the uneven economic development and environmental change in districts of Shanghai to four main institutional factors: (1) the role of the government, (2) the multi-level urban planning system, (3) land market reform, and (4) the economic restructuring.

Abstract:China's rapid urbanization has resulted in substantial suburbanization over recent decades. However, limited research has been conducted into how land-based capital is mobilized, accumulated and circulated within the circuits of the capital accumulation process, or how land-based capital is used to finance massive investment in suburbanization by China's local governments, especially since the trend in land commodification during the 2000s. We examined the capital switching experience in the city of Hangzhou and our findings indicate that local governments have attempted to simultaneously strength-en housing development and industrial growth. In contrast to experiences of sub-urbanization in Western countries, a real estate boom during the early days of sub-urbanization in Hangzhou was not necessarily the result of diversion of excess capital from over-accumulated investments in the manufacturing industry. Rather, it was a consequence of capital accumulation facilitated by land-reserve systems and land-based financing of infrastructure orchestrated by local government. Local governments and their affiliated land-reserve centers and local investment platforms have acted as entrepreneurs by using profits from suburban property development to subsidize industrial investments and fund the infrastructure-supported expansion of outer suburbs. These findings highlight the potential risks of land-centered accumulation and provide important reflections upon the theory of David Harvey in the context of urban China.

Abstract:Urban development rules are examined in this paper from macroscopic and microscopic perspective. At the macro level, 99 global economies from 1991 to 2018 were selected and divided into two sub-samples of developed and developing economies to study the historical rule of urbanization. As urbanization level progresses, there is an inverted U-shaped relationship between the population proportion of large cities and degree of urbanization; population mobility experiences a process of first concentration and then dispersion. Based on the full sample, when the average urbanization rate reaches about 75.94%, the population-carrying capacity of large cities approaches the saturation value. In sub-samples, the turning point of the urbanization rate is about 56% for developing economies and 87% for developed economies. At the micro level, an agent-based model was adopted to simulate urbanization. Using China's data to set the parameters, the results show that the evolution of urbanization follows a general rule of prioritizing the development of large cities. The local government's dependence on "land finance" and consequently high housing prices will restrict urbanization development, which hinders population growth in large cities. These findings may prove helpful to government in urbanization related policy-making, especially land system and related policies.

Abstract:Since the reform and opening up, the urbanization and industrialization have been accelerating in China. The rapid development of urbanization and industrialization process has been leading tremendous demand for urban infrastructure and housing, urban energy consumption and a sharp increase in emissions. Unsustainable use of resources, as well as the dependence on fossil fuels cause traffic congestion, resource shortages, environmental pollution and many other urban chronic illnesses. Therefore, subject to resources and environmental capacity constraints, China must explore a new low-carbon development road: developing low-carbon economy. Based on statistical data, this paper analyzed the leadership roles of city in the transition process of low-carbon economy in China, and proposed the measures to implement city leadership. These measures are: policy incentives and institutional arrangements, technological innovation and application, investment and financing mechanisms, and multi-party cooperation, respectively. Among these measures, policy incentives and institutional arrangements is the foundation; technological innovation and application is the key means; investment and financing mechanism provides financial support; and multiparty cooperation is the main form.
To Build Outward or Upward? the Spatial Pattern of Urban Land Development in China

Abstract:This paper studies the determinants of the spatial pattern of urban land development. Our study is motivated by an interesting fact observed in the past decade, the fact that the fastest-growing Chinese cities have undergone outward expansion of urban land development with relatively low use intensity. We link this pattern with the career concerns of local leaders who act as city developers. We first develop a theoretical model to demonstrate how a city leader whose career advancement depends on city economic growth chooses the spatial pattern of urban land development. Two major testable predications are derived. First, city leaders with high career incentives are more likely to expand the city outward in order to boost land sale revenues for financing public infrastructure and enhancing economic growth. Second, the average use intensity of newly developed land is lower for city leaders with stronger career incentives due to the trade-off between a city’s upward and outward expansion. We test the theory using a large dataset of residential land transactions matched with city leaders from 2000 to 2012. We find robust evidence consistent with the predictions of our model.

Abstract:China has seen a transition from impulsive industrial development-driven urban expansion to urban planning and government control since the start of the 21st century. Urban planning attempts to ensure the sustainable development of cities and the rational use of land resources. The dual-track urbanization process does, however, often result in a significant gap between planning and actual development. This paper contends that a comprehensive dual-track urbanization research perspective is better suited for investigating urban sprawl in peri-urban areas in post-reform market economy-active regions. Taking Xiaoshan District, the peri-urban area of Hangzhou, China, as a case study, this research utilizes land use raster data from 1985, 2000, 2010, and 2020 to identify the dynamic changes in urban construction land and examines the driving elements through the logistic regression model. Based on the results, the mechanisms of market-incented and government-controlled impacts on urban expansion are explained. This study aims to (1) analyze the spatial and temporal patterns of Xiaoshan’s urban expansion during 1985–2020; (2) compare the compositional characteristics of three types of urban growth (edge growth, infilling, and leapfrog development) in each phase of Xiaoshan; (3) identify the natural environment, accessibility factors, and socioeconomic aspects that promote Xiaoshan’s urban expansion in 2000–2020; (4) discuss Xiaoshan’s dual-track urbanization from four perspectives: regional development, private business, government control, and major events. This study advanced our knowledge of the driving mechanisms of urban land expansion in small towns, from peri-urban areas to metropolitan sub-centers, and, thus, has important implications for Chinese urban planning and the management of metropolitan suburbs, especially those located in the Yangtze River Delta.

Abstract:As the mono-centric urban model shows , both the market forces , urbanization and suburbaniza-tion, can promote the urban spatial expansion , resulted in the urban sprawl .The paper briefly analyzed the impact of urbanization and suburbanization on the urban spatial expansion theoretically .According to the situation in Chi-na’ s urbanization , we chose the corresponding indicators and data and conducted multiple cross section and panel data regression .Both the cross section data and panel data show that , both the urbanization and suburbanization force works and the former one plays a more important role .At the same time , the later one has a growing tendency as the coefficient is gathering volume year by year .Similar to America , China ’ s urban spatial expansion is mainly promoted by population .It is interesting to note that the transportation cost has a greater influence in China , while the income does more in America .The result shows clearly that the driving force of the urban sprawl is much grea-ter than resistance , consistent with the reality of China .It is worth noting that the year of 1998 is an important time point in this process .As the watershed of the urban spatial expansion speed and the boundary point of the signifi -cance of income under the effect of the market , the reform of the housing system in 1998 is the milestone in the process of China ’ s urban spatial expansion .
Urban Residential Land Expansion and Agglomeration in China: a Spatial Analysis Approach

Abstract:As China has undergone rapid urbanization, the share of land dedicated to urban residential use has increased and changed in space accordingly. The rate at which cities expand their urban footprints, however, is not simply a function of population growth, but rather influenced by a number of factors. This study investigated the spatial pattern of urban residential land (URL) in China and factors that drive the expansion of URL on a national scale. Taking a sample from 345 cities, the study applied spatial autocorrelation and spatial regression analysis for discovering China’s URL changes from 2000 to 2016. The study indicated a continuous growth and obvious spatial agglomeration of URL. These were particularly significant in Eastern regions of China, where the highly agglomerated areas were gradually concentrating and expanding in the Yangtze River Delta region, and the coastal area along Shandong and Hebei provinces over time. This contrasted with a spatial de-agglomeration of URL in Northeastern cities. The study also revealed that the effects of economic agglomeration, residential investment, public infrastructure development and government-planned actions by means of urban construction land planning also play significant roles in influencing URL expansion. Despite complexity of these impacts, policy decision making might look to transform growth-oriented development while promoting sustainable land use and livable residential environment beyond the scale of a city.
