Abstract:In a potentially big step towards achieving its target of sustainable growth by 2020, China's government is developing a green measure of gross domestic product (GDP). We suggest that the country's upcoming audit of its natural-resource assets would provide an ideal opportunity to launch this 'green GDP', which factors the environmental costs of economic growth into the conventional GDP. The government is recognizing that economic growth comes at too high a price. The cost of China's pollution damage roughly quadrupled from 2004–13, and has accounted for up to 3% of annual GDP over the past decade. Each year, there are 350,000 to 500,000 premature deaths from particulates in cities (Z. Chen et al. Lancet 382, 1959–1960; 2013). Indeed, the health cost of air pollution amounts to one-third of total environmental costs. Although China's original green GDP programme of 2006 was shelved within a year, studies on a green GDP index have never stopped. In the push for green development, faster economic growth is no longer the priority. And under China's latest Five-Year Plan (see Nature 531, 425–426; 2016), local governments are now accountable for environmental quality and ecological conservation.

Abstract:The transformylase from chicken liver catalyzing the formylation of 5-aminoimidazole-4-carboxamide ribonucleotide through the agency of 19-formyltetrahydrofolate has been purified to apparent homogeneity. Inosinicase activity copurifies. This transformylase is not further activated kinetically by the presence of the trifunctional protein in contrast to the glycinamide ribonucleotide transformylase. The enzyme exhibits a greater than 1000-fold preference for the naturally occurring 10-formyltetrahydrofolate cofactor and a sequential reaction pattern. A reinvestigation of the chemical structure of the formylated ribotide product employing 13C and 1H NMR indicated that the imidazole ring remained intact upon formylation, consistent with the originally proposed structure.
Green effects of research and development on industrial waste reduction during the production phase: Evidence from China and policy implications

Abstract:Maintaining public health requires a clean environment; however, some industrial wastes can damage the water, atmosphere, and living environment seriously. To promote green development, policy makers in China have developed and implemented strict environmental regulations to limit the pollutant emissions and improve the environmental quality. Industrial producers implement research and development (R&D) activities to gain more profits in competitive markets. A comprehensive understanding of the green effects of R&D on different industrial wastes could provide important policy recommendations, especially regarding the coordination of innovative and green developments. In this study, the author empirically analyzed the influence of R&D input, including the intramural expenditure on R&D and full-time equivalent of R&D personnel, on industrial wastes, including the discharge of chemical oxygen demand (COD) and ammonia nitrogen, emission of sulfur dioxide, nitrogen oxides, and particulate matter, and generation of common industrial solid and hazardous wastes, based on the data from Chinese industrial sectors for 2016–2020. The main findings of empirical analyses were robust and indicated that R&D activities significantly reduced the emissions of all three industrial waste gases and decreased the discharge of COD; however, in the case of China, the partial effects on the discharge of ammonia nitrogen and the industrial solid wastes were not statistically significant. The green effects of R&D on different industrial wastes may vary and generally depend on environmental regulations, with various limitations. The most viable policy recommendations indicate that by expanding and initiating the green effect of R&D on different industrial wastes, innovative and green developments are more likely to be achieved in a coordinated manner. Additionally, this can also support special R&D activities, with the added benefit of actively developing cleaner technology to treat pollutant emissions. Development, while maintaining a clean environment to ensure public health, could be more sustainable if innovative activities reduce the production of industrial wastes. This study analyzes the green effects of R&D on industrial waste and can serve as a viable framework for future studies on sustainable development.

Abstract:Introduction: The recycling and repurposing of industrial solid waste is a crucial element of sustainable development in growing industrialized nations. Methods: An advanced two-stage Data Envelopment Analysis (DEA) model was employed to assess the effectiveness of solid waste management across all 31 provinces in China throughout the period spanning from 2016 to 2022. Results: The research findings suggest the following: (1) The circular economy has shown varying degrees of improvement in efficiency across most regions. (2) The average efficiency of the resource reuse stage is not higher than 0.4, indicating significant room for development that requires serious attention. (3) The western region has a higher average solid waste treatment efficiency of 0.65 compared to 0.53 in the eastern region, while the central region falls at a moderate level. Furthermore, this work employed sensitivity analysis to examine the resilience of regional efficiency research and discovered that the overall findings remain statistically significant. Hence, it is imperative to simultaneously enhance the internal administration of businesses and enhance governmental environmental legislation and regulations, with the aim of attaining the utmost optimization of resource recycling. Discussion: This paper presents policy suggestions for enhancing the solid waste recycling system within provincial government departments, while also establishing the foundation for the expansion of the solid waste treatment industry, which is necessary to accomplish the goal of "double carbon".

Abstract:Industrial waste is the byproduct of many industrial processes. Estimating the recycling potential of industrial waste can help solve the anthropogenic circularity conundrum. Here we employed the Environmental Kuznets Curve (EKC) to verify GDP as a route to "amplified resource efficiency". The results provide substantial evidence for an inverted U and N relationship between the hypothesized GDPPC and industrial waste generation. During 2011–2025, the recycling potential in China showed a downward trend. China is projected to experience a dramatic increase in the production of industrial hazardous waste until the successful implementation of industrial hazardous waste prevention measures reverses the current trends. The turning point of the EKC between industrial waste generation and economic development is around US$8000, while the comprehensive utilization is 102.22 million tons. The EKC inflection points established by the study are correlated with the waste category’s turning point. The revised EKC claims that technological change may accelerate the turning points; thus, the graph shifts downward and right. The study recommends investing in new technology development to help the industry produce virgin and recycled industrial waste for a circular economy. Recycling potential evaluation also assists us to achieve our Sustainable Development Goals (SDGs).
A Carbon Footprint Analysis of the Redevelopment of Former Residential Areas

Abstract:The negative impacts of greenhouse gas emissions, particularly CO2 emissions, have garnered widespread attention. Various old residential areas in China, built more than 20 years ago, have been undergoing urgent transformation to improve citizens’ quality of life, which may significantly reduce carbon emissions. This study developed a carbon emissions accounting framework for residential areas to account the emissions impact of residential transformation. The framework addressed the inventory classifications of landscape greening, residential buildings, water resources, solid waste, infrastructure and transportation. The consumption-based calculation model and bottom-up data collection methods were used. The results show that the transformation of two old residential areas achieved considerable carbon reductions of 17.16% and 33.37% in South and North China, respectively. The macro guidance of local policies, specifically those regarding local urban infrastructure construction, significantly aided the carbon emissions reductions. Based on the calculation results, a list of recommended technologies was proposed to reduce carbon emissions, and four measures (adding greening, improving the garbage recovery rate, separating rain and sewage and transforming envelope structures for energy savings in northern China) were recommended to promote low carbon development in residential areas.

Abstract:The circular economy (CE) represents a paradigm shift in global production system, promoting a transition away from the linear model towards maximizing resource intensity and value addition. For industrial waste management, the transition has led to a shift from quantitative-based concept of “expansion of recycling industry” to the pursue of optimum resource recovery quality through “waste as resource”. Studies have found that relying on the traditional indicator of “recycling rate” to evaluate WM performance can be “inaccurate, misleading and contributes to wrong policy decision”. This limitation arises from the inadequacy of the quantity-based matric to assess the intricate interdisciplinary nature of CE transition. Despite substantial efforts to develop alternative assessment indices, there is currently no commonly recognized assessment index to replace “recycling rate” for evaluating industrial waste management performance, which is partly due to the lack of comprehensive WM statistics required for effective performance evaluation. To address this issue, this paper proposes the “circularity performance index (CPI), as a swift and pragmatic method for evaluating WM performance. The CPI overcomes the limitations of the recycling rate by measuring the relative efficiencies of resource recovery, taking into account environmental, social, and economic perspectives. By utilizing readily available general industrial waste statistics, the CPI provides an integrated assessment that incorporates both quantity and quality considerations. Furthermore, the CPI is applicable at various levels, from micro to macro, enabling comparisons across different sectors and regions. To demonstrate the practicality of CPI, a case study involving 27 manufacturing sectors is conducted to exemplify its applicability at national and sectoral levels. The findings reveals a weak correlation between the quantity and quality of resource recovery, providing empirical support for the limitation of “recycling rate” and highlighting the advantages of CPI in evaluating resource recovery efficiency. The outcome underscores the significance of measuring resource recovery efficiency in assessing CE transition and draws attention to external factors that influence waste recovery decision, such as availability of recycling infrastructure and the cost of recycling.

Assessing the supply chain management of waste-to-energy on green circular economy in China: an empirical study

Abstract:One of the industries that makes a significant contribution to the overall amount of greenhouse gas emissions around the globe is agriculture. In this regard, the use of bioenergy in the agricultural and food processing industries might benefit from the implementation of circular economy techniques. Despite the fact that just roughly 9% of the global economy is circular, there have been worldwide efforts to improve that reality. The linear economy, commonly known as the "take-make-use-dispose" model, is in sharp contrast to the circular economy, also known as "grow-make-use-restore," which seeks to influence the flow of materials and energy in order to maximize the benefits to the environment and minimize any associated costs. Garbage-to-energy, also known as WTE, is the focus of both academics and businesses as a direct result of the increasingly diminishing number of energy supplies and the ever-increasing amount of garbage. This project intends to turn trash into profit, lessen the impact waste has on the environment, and generate energy from biowaste by conceptualizing a focus on the supply chain characteristics of waste-to-energy processing. The adoption of a waste-to-energy (WTE) supply chain as a district energy system should be a viable solution toward a circular industrial economy that can solve energy consumption, waste management, and greenhouse gas emission concerns all at once. In the framework of a "circular economy," this study investigates how the management of waste-to-energy supply chains impacts the performance of businesses. The present investigation makes use of life cycle assessments, technical innovation, waste-to-energy conversion, and capacities related to circular economies. The study makes use of data obtained from an online survey that was administered between March 2021 and November 2021 to employees of 285 representative samples drawn from 457 European enterprises and firms that have accepted the concepts of the circular economy. The data is examined using a technique known as partial least squares structural equation modeling (PLS-SEM for short). The findings indicate that waste-to-energy serves as a mediator between the life cycle assessment and the capabilities of the circular economy and that sustainable supply chain management, sustainable supply chain design, technological progress, and waste-to-energy all have positive effects on these metrics.
China's recyclable resources recycling system and policy: A case study in Suzhou

Abstract:China has begun implementing a strategy to promote resources recycling in the face of resource shortages related to fast industrialization and urbanization. To support this policy transformation, reforming the current recyclable resources recycling system is essential. This paper try to character the current recyclable resource recycling system by a detailed field survey carried out from 2006 to 2008 in Suzhou city, 75 typical actors throughout the generation, collection and recovery process of recyclable resources and all related local government bureaus were surveyed, recycling routes of four typical wastes including scrapped iron and steel, scrapped copper, E-waste, and textile waste were constructed to identify recycling system structural characteristics. Key factors were found to be recovery value and waste generation scale, which impact the recycling patterns and main actors of each recycling system. The mentioned strategy and current policies for promoting and regulating recycling are reviewed according to the results of our field surveys, our suggestions include establishment of an ERP system for problematic recycling system, creating tax incentives to encourage recycling, encouraging R&D and regulation of the collection system.
The potential environmental gains from recycling waste plastics: simulation of transferring recycling and recovery technologies to Shenyang, China

Abstract:With the increasing attention on developing a low-carbon economy, it is necessary to seek appropriate ways on reducing greenhouse gas (GHG) emissions through innovative municipal solid waste management (MSWM), such as urban symbiosis. However, quantitative assessments on the environmental benefits of urban symbiosis, especially in developing countries, are limited because only a limited number of planned synergistic activities have been successful and it is difficult to acquire detailed inventory data from private companies. This paper modifies and applies a two-step simulation system and used it to assess the potential environmental benefits, including the reduction of GHG emissions and saving of fossil fuels, by employing various Japanese plastics recycling/energy-recovery technologies in Shenyang, China. The results showed that among various recycling/energy-recovery technologies, the mechanical waste plastics recycling technology, which produces concrete formwork boards (NF boards), has the greatest potential in terms of reducing GHG emissions (1.66 kg CO(2)e/kg plastics), whereas the technology for the production of refuse plastic fuel (RPF) has the greatest potential on saving fossil fuel consumption (0.77 kg ce/kg-plastics). Additional benefits can be gained by applying combined technologies that cascade the utilization of waste plastics. Moreover, the development of clean energy in conjunction with the promotion of new waste plastics recycling programs could contribute to additional reductions in GHG emissions and fossil fuel consumption.

Abstract:Circular economy (CE), with its basic principle of Reduce, Reuse, and Recycle, has been determined as the key strategy for the national development plan by the Chinese government. Given the economy-wide material flow analysis (EW-MFA) that leaves the inner flow of resource reutilisation unidentified, the reutilisation-extended EW-MFA is first introduced to evaluate and analyse the material input, solid waste generation, and reutilisation simultaneously. The total amount of comprehensive reutilisation (CR) is divided into three sub-flows, namely, reutilisation, recycle, and reuse. Thus, this model is used to investigate the resource CR in China from 2000 to 2010. China's total amount of CR and its sub-flows, as well as the CR rate, remain to have a general upward trend. By the year 2010, about 60% of the overall solid waste generation had already been reutilised, and more than 20% of the total resource requirement was reutilised resource. Moreover, the growth patterns of the CR sub flows show different characteristics. Interpretations of resource reutilisation-related laws and regulations of CE and the corresponding policy suggestions are proposed based on the results. (C) 2013 Elsevier Ltd. All rights reserved.
Characterization, Quantification and Management of Household Solid Waste: A Case Study in China

Abstract:This study was undertaken to evaluate the characteristics of household solid waste (HSW) generation and to identify opportunities and benefits for waste recycling in a typical developed city of Suzhou in East China. A four-stage systematic tracking survey of 240 households was conducted for one week in each season starting from the summer of 2011 to the spring of 2012. And the driving forces behind HSW generation were analyzed using a multiple linear regression model. Results show that Suzhou's HSW generation rate was 280.5 g/cap/day, and the annual generation of HSW reached 568 thousand tons, among which, 89.3% were compostable and recyclable waste. Education level of the household daily manager has a major impact on HSW generation rate. And other factors, such as local customs and culture, consumption patterns and residential lifestyles could also influence HSW generation. It could achieve annual economic benefit of 15.9 million RMB, reduce 32.6 million tons of CO2 equivalent emissions, and supply nearly 3500 job opportunities in Suzhou if source separation practice well. Environmental Performance Evaluation of Different Municipal Solid Waste Management Scenarios in China

Abstract:Currently, the overwhelming majority of municipal solid waste (MSW) has been treated in sanitary landfills and incineration plants in China. In future, with the popularization of separate waste collection, it is logical to treat the biodegradable components using biological treatment technologies. To determine the advantages and disadvantages of each waste management strategy, both life-cycle inventory analysis and impact assessment are applied. The advantages and disadvantages of each waste management strategy is evaluated using environmental performances of these management methods on multi-dimensions as waste reduction, stabilization, material recovery, energy recovery, and greenhouse gas (GHG) reductions. These results showed that the scenarios of raw MSW landfilling would result in minimal waste reduction (34.8%) and stabilization (87.8%) rate as well as significant amounts of GHG emissions (116.7-192.2 kg-CO(2)Eq/t). On the other hand, the incineration scenario exhibited significant superiorities on these dimensions with a 79.2% reduction rate, 100% stabilization rate, and 124.3 kg-CO(2)Eq/t GHG reduction. Moreover, 1163.1 MJ/t of electricity could be recovered from the incineration process. The unique advantage of these scenarios with separated biodegradable components, treated by biological methods was the land application of the biological treated residue. A maximum of 89.3 kg/t or 122.0 kg/t material could be recovered when composting or anaerobic digestion (AD) of the biodegradable fractions with incineration of the high calorific value components (HCVCs), followed by residue landfilling. However, when the waste-generated bio-fertilizer could not be applied by field, these waste management scenarios with classified treatment would yield less competitive benefits in each evaluation dimension.
How to globalize the circular economy

Abstract:Sustainable materials, especially biomaterials, are key. For instance, biomass can be used as a chemical feedstock for products or packaging, or might be burnt or turned into fuels for transport, heat and electricity<a href="#ref-CR6">6</a>. Plastics must be recyclable: polymer production worldwide releases 400 million tonnes of greenhouse gases a year<a href="#ref-CR7">7</a>. China’s circular-economy industrial parks saved 14 million tonnes of greenhouse gases in 2016 by recycling plastics, equivalent to taking more than 3 million cars off the road<a href="#ref-CR8">8</a>.New markets and business models emerge. For instance, a copper-smelting plant might recycle old wires and components as well as extract metal from minerals. Vehicle manufacturers might take back cars and upgrade parts so that they run for longer. When a car reaches the end of its useful life, it could be dismantled and its metals and plastics used to make other products. Customers could access mobility services rather than purchase cars.China, Japan and South Korea have national strategies for enabling the circular economy. In 2008, China approved its law to reduce, reuse and recycle municipal waste and industrial by-products. The government has invested billions of yuan in demonstration projects, deployed tax incentives and issued permits that allow industry to pursue activities that were previously banned, such as selling relatively clean waste water (‘grey water’). Extending such practices would save Chinese businesses and households 32 trillion yuan (US$4.6 trillion) in 2030, or 14% of its projected gross domestic product that year<a href="#ref-CR9">9</a>.Brazil, India and the United States take a bottom-up approach. For example, Rede Asta, a network of more than 60 co-operative women’s groups across 10 Brazilian states, has <a href="http://redeasta.com.br/en" data-track="click" data-label="http://redeasta.com.br/en" data-track-category="body text link">created an online platform</a> to support artisans who recover materials from waste.The EU is doing a bit of both. It has adopted binding targets on municipal waste. By 2030, member states must reuse and recycle at least 65% of waste and send no more than 10% to landfill. The goal is for all plastics to be reusable and for 75% of packaging to be recycled. EU platforms tackle food waste and finance the circular economy. Regulations target electrical and electronic waste, scrap vehicles and batteries. The EU is also investing in regional innovations, such as supporting networks of companies that recycle clothing. Most of these circular-economy initiatives have saved materials, waste, energy and emissions. In Kawasaki, Japan, reusing industrial and municipal wastes in cement manufacturing has reduced greenhouse-gas emissions by about 15% (41,300 tonnes per year) since 2009, and saves 272,000 tonnes of virgin materials annually<a href="#ref-CR10">10</a>. A typical Chinese industrial park, such as that in Liuzhou, Guangxi province, saves more than 2 million tonnes of CO2 emissions a year by using less energy and circulating materials<a href="#ref-CR11">11</a>. The Slovenian city of Ljubljana now generates 41% less waste per head of population than the European average. In a 2018 Eurobarometer survey, 41% of small businesses and 53% of large companies across Europe reported having decreased production costs by following circular-economy principles; one-quarter said that they are designing products that are easier to maintain, repair or reuse. Nonetheless, circular-economy networks are too small. <h2>Fragmented approach</h2>No international policy effort integrates circular-economy approaches. Abstract:Based on China's quasi -natural experiment of constructing "Zero -waste Cities", this study assessed its policy benefits on hazardous waste lifecycle management. Utilizing the theory of difference -in -differences analysis, the study quantifies the net benefits of the policy in 10 pilot cities using an average treatment effect formula, and the results indicate a reduction of 162,900 tons/year in waste generation, an increase of 2.3 % in utilization and disposal rate, and a decrease of 28,200 tons/year in end -of -pipe storage. By constructing a regression model and employing robustness tests such as changing control variables, substituting the explained variable, re -matching control groups, and random assignment of pilot sites, the study confirms that the significant policy benefits primarily lie in source reduction, with a reduction intensity of approximately 1.73 tons/100 million yuan of industrial GDP. Additionally, by applying the mixed -effects model and mediation -analysis model, the study finds that the policy benefit of source reduction exhibits a lag effect, and during the pilot period, the main approach to achieving the benefit was through enhancing cleaner production in companies rather than adjusting industrial structures in cites.

Abstract:This study evaluates carbon emissions of construction and demolition (C&D) waste generated by building refurbishment, using a life cycle assessment approach through a case study project in China. Three waste management scenarios were developed for a building refurbishment project in the city of Suzhou. Scenario 1 is under the business-as-usual C&D waste management practice in China; scenario 2 is based on the open-ended 3R strategy, which focuses on the downstream impact of waste; and scenario 3 considers both the upstream and downstream impact of waste. The results reveal that the composition of the waste generated from building refurbishment projects is different from construction and demolition projects. In the life cycle of C&D waste management of building refurbishment projects, the refurbishment material stage generates the highest carbon emissions compared to the dismantlement, refurbishment construction, and refurbishment material end of life stages. Scenario 1 produces higher carbon emissions than scenario 2, but the difference is not significant in the whole life cycle of the building refurbishment project, whereas carbon emissions for scenario 3 are significantly less than both scenario 1 and scenario 2. The study finds the reason for this difference is that scenario 1 and scenario 2 are based on a linear economy that relies on unsustainable demand for raw materials, whereas scenario 3 is based on a circular economy that uses upcycled materials to substitute for raw materials and considers waste management from a cradle to cradle perspective. This study fills a research gap by evaluating carbon emissions of different waste management strategies for building refurbishment projects, which are expected to be an increasing portion of overall construction activity in China for the foreseeable future.

Abstract:Abstract Organic waste treatment is a major driver of global carbon emissions, thus its low-carbon utilization is essential yet unclear. Through a life cycle assessment of organic waste data from 34 provincial-level regions in China, we have determined that the synergistic and integrated utilization scheme (URIRP) with organic fertilizer and biochar as the primary products can reduce the annual life cycle carbon emissions from 6.9 Mt CO 2 e to 2.83 Mt CO 2 e. This reduction can offset 6% of the carbon emissions from the electricity industry mainly through carbon sequestration by application of biochar-based fertilizer, and fossil fuel displacement by bio-energy. Moreover, URIRP can promote the recycling of N and P, reduce annual emission of air pollutants by 866 Mt, and increase topsoil organic matter content by 0.25‰ and economic efficiency by 135%. These findings indicate that URIRP could realize sustainable management of UROSW with significant environmental and economic benefits, and contribute to the realization of China’s carbon neutrality goal.

Abstract:With the necessity of greenhouse gas (GHG) emissions reduction as a backdrop, the circular economy (CE) is increasingly being considered an effective response to this issue. Currently, China is facing a considerable challenge as it tries to respond to Paris Agreement targets; however, in many respects China is ahead of other nations as it relates to the implementation of such innovative strategies such as the circular economy policies. For over ten years, China has been investigating how the circular economy policies could be used to respond to GHG emission issue. In particular, the effects of such economic development pattern needs to be identified as well as the specific influence on GHG emissions reduction. This study presents an analysis of the Chinese plastic recycling industries (CPRI) through this lens. Plastics were specifically targeted, as such waste generation represents one of the highest fractions of global waste by mass, as well as the increasing public concerns of the environmental impacts of post-consumer plastics waste. Integrating the concepts of circular economy in this industry could be deemed an effective strategy, one which not only reduces post-consumer waste pollution, but also mitigates GHG emissions. This study analyzes the trajectories, features and driving forces of GHG emissions reduction achieved by the CPRI in the past ten years. The results show that the contribution of the CPRI to [specifically] CO2 emissions reduction increased from 7.67 million tons (MT) in 2007 to 14.57 MT in 2016; the scale factor and structure factor had significant impacts on GHG emissions reduction changes. A scenario analysis is presented based on projected impacts of various relevant national strategies. Finally, the policy implications of the CPRI's further GHG reduction measures are proposed.
