Abstract:Abstract The IAU Strategic Plan 2020–2030 identifies five goals to guide the Union’s activities through this decade: to lead the global coordination of professional astronomy, to promote inclusive advancement of astronomy, to promote astronomy as a tool for development, to promote public engagement in astronomy, and, to stimulate using astronomy for primary and secondary education. Education permeates through all these goals – professional development, informal education and formal education for the very young through to the PhD level. For the IAU’s Division C, Education, Outreach and Heritage, the plan provides the foundation for supporting teachers worldwide who use astronomy as a tool for teaching science, the humanities and the arts, to promote astronomy education research, to engage life-long learners, and to engage everyone with our collective history and heritage to understand the Universe. I describe Division C’s remit, where we are now in this 3rd decade of the 21st century.

Abstract:(abridged) The activities of the Commission have continued to focus on controlling unwanted light and radio emissions at observatory sites, monitoring of conditions at observatory sites, and education and outreach. Commission members have been active in securing new legislation in several locations to further the protection of observatory sites as well as in the international regulation of the use of the radio spectrum and the protection of radio astronomical observations. In 2009, at its XXVII General Assembly in Rio de Janeiro, the IAU passed Resolution B5 in Defence of the Night Sky and the Right to Starlight. The Resolution encourages IAU members to assist in raising public awareness about the contents and objectives of the International Conference in Defence of the Quality of the Night Sky and the Right to Observe Stars [<a class="link-external link-http" href="http://www.starlight2007.net/" rel="external noopener nofollow">this http URL</a>], in particular the importance of preserving access to an unpolluted night sky for all mankind.

The names listed as authors are in fact the editors of this paper, which results from the work of the entire Netherlands astronomy community.

Abstract:IAU Commission 35 consists of members of the International Astronomical Union whose research is concerned with the structure and evolution of stars in all parts of the H-R diagram. Their interests range from various aspects of stellar interior physics, such as convection, diffusion, rotation, magnetic fields, to asteroseismology and the prediction of the evolutionary and nucleosynthetic histories of stars that are of vital importance for our understanding of stellar populations and galactic chemical evolution. This report presents some highlights that were published during the present triennial term and which concern the field of Stellar Constitution.

Abstract:The 28th General Assembly of the International Union of Geodesy and Geophysics (IUGG) will be held on 11-20 July 2023 in Berlin, Germany. The Chinese National Committee (CNC) for the International Association of Meteorology and Atmospheric Sciences (IAMAS) has invited leading Chinese scientists to review the progress and achievements in meteorology and atmospheric sciences in China since 2019, continuing its nearly 40 years tradition of submitting national reports to IUGG. The last four national reports were published as special issues in Advances in Atmospheric Sciences (AAS), the only associated journal of IAMAS, in 2007, 2012, and 2019, respectively. These special issues have received increasing global attention and are widely cited.

Abstract:This paper describes the innovative approach of using liberating structures to the development of the AUR 2023 strategic plan, and lessons learned in their application. The 2023 strategic plan built on the results and approach of the prior 2015 plan. Similar to the 2015 strategic plan, traditional tools such as a SWOT analysis and strategic retreat were used. In addition, the 2023 process included tools called liberating structures and was iteratively co-produced through a series of virtual meetings over 18 months. Advantages of liberating structures included increased creativity and speed in moving through meeting tasks, increased number of meaningful contributions from AUR members and increased engagement from participants during discussions and meetings. The 2023 AUR strategic plan is provided along with examples of completed goals and those under early implementation. Lessons learned from using these tools for strategic planning can be applied to other society and group meetings. Moving forward, the 2023 strategic plan will be a living document, which will be reviewed at each Board of Directors meeting and periodically adapted.

Abstract:This Report summarizes findings and recommendations from the Kavli-IAU workshop on "Probing the Universe from far-infrared to millimeter wavelengths: future facilities and their synergies" which took place from 26 to 28 March 2024 in Pasadena, CA, USA. The workshop aimed to define the needs and potential synergies for different facilities at wavelengths from 30 {\mu}m to a few cm in the post-2030 era, considering both financial and programmatic limitations and exploring how to maximize the scientific insights from the data they will yield in the coming decades. This wavelength range provides unique probes of relatively cool, dense interstellar material central to studying the physics and chemistry of nascent stars, proton-planetary disks, and young forming exoplanets. On larger scales, these facilities probe dust and dense gas in galaxies and around highly obscured accreting supermassive black holes and are thus essential for characterizing feedback processes and galaxy evolution out to the highest redshifts. Solar system and time domain studies are also addressed. The main recommendations include the need for ALMA to develop an ALMA2040 vision; for ngVLA to maintain its momentum and schedule and further develop international partnerships; for far-IR astronomy to pursue a space-based observatory with urgency; and for large aperture, wide field millimeter/submillimeter telescopes to continue studies to mature science and technology.

All People, One Sky: A Foundation for IAU CPS Community Engagement

Abstract:This report first describes the status quo regarding the emerging deployment of very large groups of low-Earth-orbit satellites in the late 2010s, the concerns raised by the international astronomy community, and steps the community took to address the issue. We then describe the results of a series of four conferences held in 2020-21 that considered the impacts of large satellite constellations as it impacted a number of stakeholders, and how those outcomes resulted in the establishment of both the IAU Centre for the Protection of the Dark and Quiet Sky from Satellite Constellation Interference (IAU CPS) and its Community Engagement (CE) Hub. We finish with a brief description of CE Hub's initial plans and activities, flowing from the recommendations of those conferences.

Abstract:This is a joint summary of the reports from the three Astrophysics Program Analysis Groups (PAGs) in response to the "Planning for the 2020 Decadal Survey" charge given by the Astrophysics Division Director Paul Hertz. This joint executive summary contains points of consensus across all three PAGs. Additional findings specific to the individual PAGs are reported separately in the individual reports. The PAGs concur that all four large mission concepts identified in the white paper as candidates for maturation prior to the 2020 Decadal Survey should be studied in detail. These include the Far-IR Surveyor, the Habitable-Exoplanet Imaging Mission, the UV/Optical/IR Surveyor, and the X-ray Surveyor. This finding is predicated upon assumptions outlined in the white paper and subsequent charge, namely that 1) major development of future large flagship missions under consideration are to follow the implementation phases of JWST and WFIRST; 2) NASA will partner with the European Space Agency on its L3 Gravitational Wave Surveyor; 3) the Inflation Probe be classified as a probe-class mission to be developed according to the 2010 Decadal Survey report. If these key assumptions were to change, this PAG finding would need to be re-evaluated. The PAGs find that there is strong community support for the second phase of this activity - maturation of the four proposed mission concepts via Science and Technology Definition Teams (STDTs). The PAGs find that there is strong consensus that all of the STDTs contain broad and interdisciplinary representation of the science community. Finally, the PAGs find that there is community support for a line of Probe-class missions within the Astrophysics mission portfolio (condensed).

Abstract:In 2019, the European Society of Radiotherapy and Oncology (ESTRO) published its 2030 Vision "Radiation Oncology, Optimal Health, For All, Together". However, in 2020, the global pandemic, coinciding with the Society's 40th anniversary, had long-term consequences on global behaviours and on the financial environment for scientific associations worldwide. In 2022, ESTRO conducted a survey among its members, revealing their strong appreciation for networking opportunities and the creation of high-quality interdisciplinary scientific content. In response to the survey findings and to address the evolving landscape following the COVID pandemic, ESTRO initiated a strategic review process to respond to, and refocus on, the opportunities and challenges ahead. This paper, marking a turning point in ESTRO's strategy for achieving its Vision 2030 in a post-pandemic era, describes the 2022–23 strategic review process, discussions, and consequent recommendations. The comprehensive strategic review process involved: (i) pre-meeting preparations with surveys and strategic documents; (ii) a carefully themed three-day retreat in Brussels incorporating a blend of plenary sessions, workshops focusing on ESTRO's role, value creation and capture, strategic objectives; and (iii) a post-retreat phase including qualitative analysis and development of action plans. The strategic review emphasized the need for adaptive tactics for scientific associations to remain current and productive in the face of changing global conditions. The development of key strategic goals for the years 2024–2026 focused on improving research impact, strengthening and diversifying ESTRO's educational offerings and fostering proactive and mutually beneficial partnerships. The Board approved these objectives, alongside prioritising digital innovation, financial sustainability, and community engagement for ESTRO's continued growth and development. In essence, ESTRO aims to advocate, empower, expand, and diversify its community, with the overarching goal of enhancing cancer care for patients in Europe, and beyond.

Instrumentation and Methods for Astrophysics

Abstract:Policy Brief on "Regional and Global Collaborations in Astronomy", distilled from the corresponding panel that was part of the discussions during S20 Policy Webinar on Astroinformatics for Sustainable Development held on 6-7 July 2023. Astronomy brings together advanced scientific research, state-of-the-art technology, and educational initiatives, all while captivating and stimulating people of all ages. By doing so, it possesses the potential to serve as a powerful catalyst for sustainable global development and the resolution of global societal issues. It attracts a diverse range of scientists and experts from various fields, fostering collaboration and innovation. By leveraging their resources, influence, and diplomatic initiatives, S20 academies can foster an enabling environment for international collaborations in astronomy, facilitate knowledge exchange, and drive scientific advancements that benefit humanity. This policy brief explores the opportunities and challenges presented by regional and global collaborations in astronomy. The policy webinar took place during the G20 presidency in India (2023). Abstract:We argue that it is essential that the Astro2020 survey of the present state of American astronomy and the recommendations for the next decade address the issue of ensuring preservation of, and making more discoverable and accessible, the field's rich legacy materials. These include both archived observations of scientific value and items of historical importance. Much of this heritage likely will be lost if action is not taken in the next decade. It is proposed that the decadal plan include recommendations on (1) compiling a list of historic sites and development of models for their preservation, (2) carrying out a comprehensive inventory of astronomy's archival material, and (3) digitizing, with web-based publication, those photographs and papers judged to have the most value for scientific and historical investigations. The estimated cost for an example project on plate preservation is a one-time investment of less than $10 million over ten years plus the typical on-going costs to maintain and manage a medium-sized database.

Abstract:As the next decade approaches, it is once again time for the US astronomical community to assess its investment priorities for the coming decade on the ground and in space. This report, created to aid NOAO in its planning for the 2020 Decadal Survey on Astronomy and Astrophysics, reviews the outcome of the previous Decadal Survey (Astro2010); describes the themes that emerged from the 2018 NOAO community planning workshop "NOAO Community Needs for Science in the 2020s"; and based on the above, offers thoughts for the coming review. We find that a balanced set of investments in small- to large-scale initiatives is essential to a sustainable future, based on the experience of previous decades. While large facilities are the "value" investments that are guaranteed to produce compelling science and discoveries, smaller facilities are the "growth stocks" that are likely to deliver the biggest science bang per buck, sometimes with outsize returns. Investments in data-intensive missions also have benefits to society beyond the science they deliver. By training scientists who are well equipped to use their data science skills to solve problems in the public or private sector, astronomy can provide a valuable service to society by contributing to a data-capable workforce.

Abstract:This scientific study investigates how artificial intelligence (AI) and satellite remote sensing could work together to transform space resource management. As human activity in space continues to expand, the effective and sustainable utilization of celestial resources is of paramount importance. It begins by highlighting the evolution of space exploration and the growing interest in resource extraction beyond Earth's boundaries. It emphasizes the critical role of resource management for the success of future space missions. Advances in technology in recent times, including the implementation of in-situ resource utilization (ISRU) and self-governing mining systems, have significantly enhanced the possibility of extracting resources from celestial entities. While the economic feasibility of space mining is compelling, environmental concerns, sustainability, and intricate governance challenges necessitate careful examination. An approach for comprehending the complex field of space resource management is presented in this research. It delineates a clear roadmap of its content, offering a succinct summary of key objectives and sections, facilitating reader comprehension. The methodology includes a literature review of relevant research materials from Web of Science, Scopus, and Google Scholar sources. It investigates celestial bodies' resource potential, main challenges, and environmental implications. Preliminary contributions include one analysis of the potential applications of satellite remote sensing and AI technologies in mitigating these challenges, highlighting their pivotal roles in resource identification and management, proposing terrestrial solutions applicable to space resource management. The integration of AI into space resource management is discussed, emphasizing its potential to enhance safety protocols, resource allocation, and overall efficiency. Furthermore, it discusses international agreements and treaties governing space exploration and resource utilization while advocating for cooperation among space-faring nations and stakeholders. It concludes discussing the implications, benefits, challenges, areas requiring further attention, and future directions of integrating these technologies in space resource management.

Abstract:Strategic Plan for Astronomy in the Netherlands 2011 - 2020, written by the Netherlands Committee for Astronomy (NCA), on behalf of the excellence research school in astronomy NOVA, (combining the university astronomy institutes of the universities of Amsterdam, Groningen, Leiden and Nijmegen), the NWO division of Physical Sciences, the Netherlands Institute for Radio Astronomy ASTRON and the Netherlands Institute for Space Research SRON. The Strategic plan outlines the scientific priorities for Dutch astronomy in the next decade; the instrumentation effort required to address these priorities, and the connection between astronomical instrumentation and technology development and fundamental technological R&D; the financial contours needed to realise the priorities; and the role of Dutch astronomy in education and outreach. The Strategic Plan also includes a retrospective on the achievements since the last Strategic Plan (2000) and a forward look beyond 2020.

Abstract:Major results of researches conducted by Russian geodesists in 2019-2022 on the topics of the International Association of Geodesy (IAG) of the International Union of Geodesy and Geophysics (IUGG) are presented in this issue. This report is prepared by the Section of Geodesy of the National Geophysical Committee of Russia. In the report prepared for the XXVII General Assembly of IUGG (Germany, Berlin, 11-20 July 2023), the results of principal researches in geodesy, geodynamics, gravimetry, in the studies of geodetic reference frame creation and development, Earth's shape and gravity field, Earth's rotation, geodetic theory, its application and some other directions are briefly described. Abstract:Organizations that support science (astronomy) such as federal agencies, research centers, observatories, academic institutions, societies, etc. employ advisory committees and boards as a mechanism for reviewing their activities and giving advice on practices, policies and future directions. As with any scientific endeavor, there is concern over complementing these committees with enough members who have as broad a range of expertise and understanding as possible, so that bias is mitigated. However, for a number of reasons (logistical, practical, financial, etc.), committees can also not be infinitely large and thus trade-offs must be made. It is often recognized that conflicts of interest must be acknowledged within these committees, but what is not often recognized it the potential for unmitigated biases and "group think" that can be introduced as part of these committees. In this white paper, we recommend that advisory committees that collect community input, (e.g., the Decadal Survey review committee), also collect, compile and review input demographic data before finalizing reports, (e.g., the final 2020 Decadal Survey Report). A summary of these data should be released alongside the final survey report. This information would enable the committee to understand potential "blind spots" and biases of the data collection phase and inform future data collections of any barriers that affect the omission of perspectives from various demographics.

Abstract:In his address to the Commission, the outgoing president A. Milani explained what he considers have been done well in the past triennium, what has been done only in part, and what has not been done at all. Among the things in which the performance was rated good, he mentioned the successful sponsorship and/or co-sponsorship of four meetings (IAU Colloquia 196 and 197, and Symposia 229 and 236) which have been held in the previous period, as well as of the Symposium on exoplanets to be held next year in China. The only failure in this respect was the proposed meeting in India, which failed already at the proposal definition stage. Also, Milani expressed his satisfaction with the triennial report which has been compiled for the occasion, and his gratitude to the collaborating authors.
Overview of Indigenous rights and outer space for the IAU-CPS Policy Hub

Abstract:As part of the mission of the International Astronomical Union Centre for the Protection of the Dark and Quiet Sky from Satellite Constellation Interference (IAU-CPS) Policy Hub to consider national and international regulations about the usage and sustainability in outer space, we also included discussion specific to the rights of Indigenous peoples with respect to outer space under the context of the United Nations Declaration for the Rights of Indigenous Peoples (UNDRIP). In this work, we review how some of the articles of UNDRIP require various actors in the use and exploitation of outer space including satellite companies, nation states, and professional/academic astronomy to consult and support Indigenous peoples/nations and respect Indigenous sovereignties.
