Abstract:Bizarrely shaped voting districts are frequently lambasted as likely instances of gerrymandering. In order to systematically identify such instances, researchers have devised several tests for so-called geographic compactness (i.e., shape niceness). We demonstrate that under certain conditions, a party can gerrymander a competitive state into geographically compact districts to win an average of over 70% of the districts. Our results suggest that geometric features alone may fail to adequately combat partisan gerrymandering.

Abstract:We investigate the distribution of partisanship in a cross-section of ten diverse States to elucidate how votes translate into seats won and other metrics. Markov chain simulations taking into account partisanship distribution agree surprisingly well with a simple model covering only equal voting population-weighted distributions of precinct results containing no spatial information. We find asymmetries where Democrats win fewer precincts than Republicans but do so with large marjorities. This skew accounts for persistent Republican control of State Legislatures and Congressional seats even in some states with statewide vote majorities for Democrats. Despite overall results showing Republican advantages in many states based on mean results from simulations covering many random scenarios, the simulations yield a wide range in metrics, suggesting bias can be minimized better by selecting districting plans with low values for efficiency gap than by selecting plans with values near the means for the ensemble of random simulations. We examine constraints on county splits to achieve higher compactness and investigate policies requiring cohesiveness for communities of interest as to screen out the most obvious gerrymanders. Minimizing county splits does not necessarily reduce partisan bias, except for Pennsylvania, where limiting county splits appears to reduce bias.

Abstract:We explore the fairness of a redistricting game introduced by Mixon and Villar, which provides a two-party protocol for dividing a state into electoral districts, without the participation of an independent authority. We analyze the game in an abstract setting that ignores the geographic distribution of voters and assumes that voter preferences are fixed and known. We show that the minority player can always win at least $p-1$ districts, where $p$ is proportional to the percentage of minority voters. We give an upper bound on the number of districts won by the minority based on a "cracking" strategy for the majority.

Abstract:In this paper, we focus on the problem of opinion formation by introducing a simple model with a certain community structure. To understand the strength of the community, we took a particular interest in a special problem of how the opinion of a small but cohesive community could persist or even be finally accepted by the majority of the society. Both simulation and analysis has been done in the absence and presence of noise. In the noiseless environment, assuming the population of the community is fixed, if the cohesion of the community reaches a certain level, then the phase transition will occur in the evolution process that the community will never be assimilated even if it can assimilate the other nodes in the network, which depends on the population of the community. On the other hand, in the presence of noise, the process of opinion formation seems more complex that two transition behaviors occur outside and inside the community as the noise level increases. And the outcomes of the evolution may be completely opposite under different noise conditions.

Abstract:By making use of voting-rights acts, minorities have forced cities to convert from at-large elections to district elections when there is racially polarized voting and the minority percentage on the city council is significantly below the percentage of the minority population. The voting-rights acts also provide for the creation of majority/minority districts so that minorities are more likely to be elected to city councils. This article undertakes a detailed theoretical analysis of both district and at-large elections and shows that minorities are likely to be better off when there are at-large elections. In at-large voting systems, winning council candidates represent the median over all voters. In contrast, when there are district elections, each council member represents the interests of the median voter in their district. City council policy is then determined by the median council member, whose district represents few if any minorities. Various complications, such as non-voting, are considered with surprising results.

Abstract:Political districts may be drawn to favor one group or political party over another, or gerrymandered. A number of measurements have been suggested as ways to detect and prevent such behavior. These measures give concrete axes along which districts and districting plans can be compared. However, measurement values are affected by both noise and the compounding effects of seemingly innocuous implementation decisions. Such issues will arise for any measure. As a case study demonstrating the effect, we show that commonly-used measures of geometric compactness for district boundaries are affected by several factors irrelevant to fairness or compliance with civil rights law. We further show that an adversary could manipulate measurements to affect the assessment of a given plan. This instability complicates using these measurements as legislative or judicial standards to counteract unfair redistricting practices. This paper accompanies the release of packages in C++, Python, and R that correctly, efficiently, and reproducibly calculate a variety of compactness scores.

Drawing Competitive Districts in Redistricting

Abstract:In the process of redistricting, one important metric is the number of competitive districts, that is, districts where both parties have a reasonable chance of winning a majority of votes. Competitive districts are important for achieving proportionality, responsiveness, and other desirable qualities; some states even directly list competitiveness in their legally-codified districting requirements. In this work, we discuss the problem of drawing plans with at least a fixed number of competitive districts. In addition to the standard, ``vote-band'' measure of competitivenesss (i.e., how close was the last election?), we propose a measure that explicitly considers ``swing voters'' - the segment of the population that may choose to vote either way, or not vote at all, in a given election. We present two main, contrasting results. First, from a computational complexity perspective, we show that the task of drawing plans with competitive districts is NP-hard, even on very natural instances where the districting task itself is easy (e.g., small rectangular grids of population-balanced cells). Second, however, we show that a simple hill-climbing procedure can in practice find districtings on real states in which all the districts are competitive. We present the results of the latter on the precinct-level graphs of the U.S. states of North Carolina and Arizona, and discuss trade-offs between competitiveness and other desirable qualities.

Equilibria in a Hypercube Spatial Voting Model

Abstract:We give conditions for equilibria in the following Voronoi game on the discrete hypercube. Two players position themselves in $\{0,1\}^d$ and each receives payoff equal to the measure (under some probability distribution) of their Voronoi cell (the set of all points which are closer to them than to the other player). This game can be thought of as a discrete analogue of the Hotelling--Downs spatial voting model in which the political spectrum is determined by $d$ binary issues rather than a continuous interval. We observe that if an equilibrium does exist then it must involve the two players co-locating at the majority point (ie the point representing majority opinion on each separate issue). Our main result is that a sufficient condition for an equilibrium is that on each issue the majority option is held by at least $\frac{3}{4}$ of voters. The value $\frac{3}{4}$ can be improved slightly in a way that depends on $d$ and with this improvement the result is best possible. We give similar sufficient conditions for the existence of a local equilibrium. We also analyse the situation where the distribution is a mix of two product measures. We show that either there is an equilibrium or the best response to the majority point is its antipode.

Abstract:Manipulation, bribery, and control are well-studied ways of changing the outcome of an election. Many voting rules are, in the general case, computationally resistant to some of these manipulative actions. However when restricted to single-peaked electorates, these rules suddenly become easy to manipulate. Recently, Faliszewski, Hemaspaandra, and Hemaspaandra studied the computational complexity of strategic behavior in nearly single-peaked electorates. These are electorates that are not single-peaked but close to it according to some distance measure. In this paper we introduce several new distance measures regarding single-peakedness. We prove that determining whether a given profile is nearly single-peaked is NP-complete in many cases. For one case we present a polynomial-time algorithm. In case the single-peaked axis is given, we show that determining the distance is always possible in polynomial time. Furthermore, we explore the relations between the new notions introduced in this paper and existing notions from the literature.

Abstract:We create 4200 synthetic cities which vary in percent minority population and their residential segregation patterns. Of these, 1200 are modeled on existing cities, and 3000 are rectangular grid cities. In each city, we consider single-member voting district plans for a hypothetical city council election. A fair district plan is defined as one where the number of minority-majority districts is proportional to the city-wide minority population. Thus each city is summarized by three traits: minority percent, a measure of segregation, and availability of a fair district plan. We find that when the minority population is around 25%-33%, there is a positive correlation between the degree of segregation and the availability of proportional district plan. Consistently, when the minority population lives in a more diffuse residential pattern, there are fewer available proportional district plans. Finally, we develop a new method to validate runtime and sample size of an ensemble of district plans created by the GerryChain software program.

Abstract:Ecologists and economists try to explain collective behavior in terms of competitive systems of selfish individuals with the ability to learn from the past. Statistical physicists have been investigating models which might contribute to the understanding of the underlying mechanisms of these systems. During the last three years one intuitive model, commonly referred to as the Minority Game, has attracted broad attention. Powerful yet simple, the minority game has produced encouraging results which can explain the temporal behaviour of competitive systems. Here we switch the interest to phenomena due to a distribution of the individuals in space. For analyzing these effects we modify the Minority Game and the Local Minority Game is introduced. We study the system both numerically and analytically, using the customary techniques already developped for the ordinary Minority Game.

Abstract:May's classical theorem states that in a single-winner choose-one voting system with just two candidates, majority rule is the only social choice function satisfying anonimity, neutrality and positive responsiveness axiom. Anonimity and neutrality are usually regarded as very natural constraints on the social choice function. Positive responsiveness, on the other hand, is sometimes deemed too strong of an axiom, which stimulates further search for less stringent conditions. One viable substitute is Gerhard J. Woeginger's "reducibility to subsocieties". We demonstrate that the condition generalizes to more than two candidates and, consequently, characterizes majority rule for elections with multiple candidates.

Abstract:We study the problem of a partisan gerrymanderer who assigns voters to equipopulous districts so as to maximize his party's expected seat share. The designer faces both aggregate uncertainty (how many votes his party will receive) and idiosyncratic, voter-level uncertainty (which voters will vote for his party). We argue that pack-and-pair districting, where weaker districts are ``packed'' with a single type of voter, while stronger districts contain two voter types, is typically optimal for the gerrymanderer. The optimal form of pack-and-pair districting depends on the relative amounts of aggregate and idiosyncratic uncertainty. When idiosyncratic uncertainty dominates, it is optimal to pack opposing voters and pair more favorable voters; this plan resembles traditional ``packing-and-cracking.'' When aggregate uncertainty dominates, it is optimal to pack moderate voters and pair extreme voters; this ``matching slices'' plan has received some attention in the literature. Estimating the model using precinct-level returns from recent US House elections indicates that, in practice, idiosyncratic uncertainty dominates and packing opponents is optimal; moreover, traditional pack-and-crack districting is approximately optimal. We discuss implications for redistricting reform and political polarization. Methodologically, we exploit a formal connection between gerrymandering -- partitioning voters into districts -- and information design -- partitioning states of the world into signals.

Abstract:In this paper, we focus on the effect of a network’s structure on the process of opinion formation. Emphasis is placed on the minority’s opinion evolution in a community structured network, where the majority rule is applied to govern the evolution. A model is developed for theoretical analysis using the mean field method. In this model, the connections are dense in the community, but sparse outside. A bifurcation diagram can thus be constructed, which is also verified through experimental study. The phase transition in the evolution is also investigated. In addition, a further investigation shows that a larger group size would bring more advantage to the minority.

Abstract:The American winner-take-all congressional district system empowers politicians to engineer electoral outcomes by manipulating district boundaries. Existing computational solutions mostly focus on drawing unbiased maps by ignoring political and demographic input, and instead simply optimize for compactness. We claim that this is a flawed approach because compactness and fairness are orthogonal qualities, and introduce a scalable two-stage method to explicitly optimize for arbitrary piecewise-linear definitions of fairness. The first stage is a randomized divide-and-conquer column generation heuristic which produces an exponential number of distinct district plans by exploiting the compositional structure of graph partitioning problems. This district ensemble forms the input to a master selection problem to choose the districts to include in the final plan. Our decoupled design allows for unprecedented flexibility in defining fairness-aligned objective functions. The pipeline is arbitrarily parallelizable, is flexible to support additional redistricting constraints, and can be applied to a wide array of other regionalization problems. In the largest ever ensemble study of congressional districts, we use our method to understand the range of possible expected outcomes and the implications of this range on potential definitions of fairness.

Abstract:We study a model of a competing population of N adaptive agents, with similar capabilities, repeatedly deciding whether to attend a bar with an arbitrary cutoff L. Decisions are based upon past outcomes. The agents are only told whether the actual attendance is above or below L. For L-> N/2, the game reproduces the main features of Challet and Zhang's minority game. As L is lowered, however, the mean attendances in different runs tend to divide into two groups. The corresponding standard deviations for these two groups are very different. This grouping effect results from the dynamical feedback governing the game's time-evolution, and is not reproduced if the agents are fed a random history.

Abstract:The dynamics of spreading of the minority opinion in public debates (a reform proposal, a behavior change, a military retaliation) is studied using a diffusion reaction model. People move by discrete step on a landscape of random geometry shaped by social life (offices, houses, bars, and restaurants). A perfect world is considered with no advantage to the minority. A one person-one argument principle is applied to determine locally individual mind changes. In case of equality, a collective doubt is evoked which in turn favors the Status <a class="link-external link-http" href="http://Quo.Starting" rel="external noopener nofollow">this http URL</a> from a large in favor of the proposal initial majority, repeated random size local discussions are found to drive the majority reversal along the minority hostile view. Monotone Randomized Apportionment

Abstract:Apportionment is the act of distributing the seats of a legislature among political parties (or states) in proportion to their vote shares (or populations). A famous impossibility by Balinski and Young (2001) shows that no apportionment method can be proportional up to one seat (quota) while also responding monotonically to changes in the votes (population monotonicity). Grimmett (2004) proposed to overcome this impossibility by randomizing the apportionment, which can achieve quota as well as perfect proportionality and monotonicity -- at least in terms of the expected number of seats awarded to each party. Still, the correlations between the seats awarded to different parties may exhibit bizarre non-monotonicities. When parties or voters care about joint events, such as whether a coalition of parties reaches a majority, these non-monotonicities can cause paradoxes, including incentives for strategic voting.

Abstract:Understanding political phenomena requires measuring the political preferences of society. We introduce a model based on mixtures of spatial voting models that infers the underlying distribution of political preferences of voters with only voting records of the population and political positions of candidates in an election. Beyond offering a cost-effective alternative to surveys, this method projects the political preferences of voters and candidates into a shared latent preference space. This projection allows us to directly compare the preferences of the two groups, which is desirable for political science but difficult with traditional survey methods. After validating the aggregated-level inferences of this model against results of related work and on simple prediction tasks, we apply the model to better understand the phenomenon of political polarization in the Texas, New York, and Ohio electorates. Taken at face value, inferences drawn from our model indicate that the electorates in these states may be less bimodal than the distribution of candidates, but that the electorates are comparatively more extreme in their variance. We conclude with a discussion of limitations of our method and potential future directions for research.
